Various investigations have been carried out to determine the effects of cold-rolling on the common physical properties as represented by the yield strength, tensile strength, percentage of elongation and ordinary reduction of area. Very little information is available in the literature with reference to the effects of cold-rolling on the true stress-strain properties. Since the ordinary physical properties base both the stresses and the strains on the original dimensions of the test piece, which are greatly changed during the test, they are essentially empirical values and do not represent physically either true stresses or true strains. Consequently, they do not give an accurate picture of the effects of different conditions, both mechanical and metallurgical, on the strength and ductility of the material. It is not, however, the purpose of this paper to review the various advantages accruing from the use of true stress and true strain values, since these have been shown elsewhere,1-l2 but to utilize them in representing the various effects considered. The true stress S and true strain (e = q') values mentioned above for the tension test are defined by1 S =1/A and where P, A, Ao are the axial load, the instantaneous area and the original area of cross section, respectively. From simultaneous readings of the axial load and the dimension or dimensions determining the instantaneous area of cross section, the true stress-strain curve is constructed by using the relations given in Eq. I. It is then the object of this paper to discuss the general effects of cold-rolling on the true stress and strain values for a low-carbon steel together with the effects of age-hardening and directionality on these properties. Preliminary Investigations The material considered throughout the paper is a low-carbon steel of the following chemical analysis: C, 0.19 per cent; S, 0.118; P, 0.092; Mn, 0.85; Si, 0.01. The stock was received in bars, 7 by 3/4 in., and was first annealed for one hour at 1650°F. followed by a furnace cool. Photomicrographs of this material showed considerable directionality even in the annealed condition. In view of the possible effects of the nonhomogeneity and directionality in this material, it was considered important to investigate their influence on the true stress-strain diagrams. In addition, the effect of strain-aging in this steel was also made the subject of a preliminary study. Michigan reports another record year. Its production of 18,605,000 bbl. exceeds any previous year's total and is 2,000,000 bbl. over 1937, the previous record year. Production in 1938 brings the accumulated total for the state to a little over 100,000,000 bbl. It has taken 14 years to reach this accumulative figure, which would meet the needs of our country for about one month. Twelve new oil and gas fields were opened in 1938 and 978 tests for oil and gas were completed, of which 566 were oil wells, 25 gas wells and 387 dry holes. The new oil discovered is probably about equal to the oil produced during the year. Activities in 1938 The Temple field, Clare County, was the discovery of the year. Since July, 46 wells have been completed, and although not yet outlined it appears that more than 2000 acres have been proved for production from the Monroe of Devonian age, at a depth of 3900 ft. This discovery is the result of a wildcat test along a trend northwestward from the older fields of the central basin. The Edenville pool, Midland County, ranks second among the new fields. Thirty-five producing wells have been drilled to the Dundee at 3800 feet. The surprise development was in southwestern Alichigan, Allegan and Van Buren Counties, where six new Traverse lime pools were opened with a daily production of about 8000 bbl. at the end of the year. This is the first consistent Traverse production in the state and is about 100 miles southwest of the producing areas of the central basin. These fields have had a rapid development because of the shallow depths, which range from 900 to 1500 ft. Bloomingdale, Van Buren County, had a town-lot boom, and 72 wells have been drilled there since August 1938. Small operators from many states have been attracted to this shallow territory, and the coming year will see much drilling in these and surrounding counties. The Buckeye field, Gladwin County, led the state in amount of oil produced. Its total of over 7,000,000 bbl. was far ahead of that of any other pool.

Approximately 33% of the silver in the Zn-Pb-Cu-Ag ore of Brunswick Mining and Smelting Corporation Limited is lost to the tailings and an additional 11% to the zinc concentrate for which no payment is received. 38% to 44% of this lost silver is carried by tetrahedrite, 28% by galena and 28% to 34% by a third silver carrier. The silver minerals acanthite and pyrargyrite have been identified in mill products and hence these are suggested as the principal third silver carrier(s) accounting for 13 to 20% of the silver in Brunswick ore. About 24% of this third silver carrier assemblage is lost to the zinc concentrate and 52% to concentrator tailings.

INTRODUCTION ISOTHERMAL transformation, or "austempering," of a carbon-containing austenite at elevated temperatures yields so-called "intermediate products." Their structure and properties are, for a given hardness, rather different from those of "tempered martensite" obtained on conventional quenching and tempering.1 Several investigators2,3 have found that for high carbon and slightly alloyed steels the intermediate products formed at temperatures close to that of the martensite reaction possess strength properties superior to those of tempered martensite. The structure of these low temperature, intermediate products is generally acicular (bainite) but clearly different from that of martensite. However, at higher austempering temperatures, between 1000 and 1300°F (540 and 700°C) carbon steels were found to exhibit a rather low ductility.4-5 Thus notch bar tensile tests showed the ratio between notch strength and regular tensile strength to decrease with increasing austempering temperature. For ductilities below a few percent this notch strength ratio is a measure of ductility, according to investigations on low alloy steels.6-7 Furthermore the presence of intermediate products formed unintentionally on quenching was considered as responsible for the low ductility and impact energy of some heat treated steels.8 These intermediate products could result from partial transformation at the so-called "nose-temperature" where the rate of the transformation is a maximum. Tempering improved such mixtures of martensite and intermediate products, their properties approaching those of tempered martensite of equal hardness. The following investigation constitutes an attempt to determine certain strength properties of a partially austempered and subsequently quenched low alloy steel, namely, a chromium steel (SAE 5140). The structures formed by such a treatment should consist of a mixture of intermediate products formed on austempering and a martensite formed on oil quenching from the austempering temperature. It was intended, by varying the austempering time, to vary the quantity of the intermediate products between zero and 100 pct. The austempering temperature of 860°F was selected after extensive preliminary tests close to the nose-temperature. Austempering at this temperature yielded an acicular intermediate product. Additional tests under less exacting conditions were made for an austempering temperature of 950°F where the intermediate product appeared to be very fine pearlite. Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

THERE are many who may consider a paper on aerial transport and its possibilities in connection with mining operations somewhat premature. Nevertheless, as there is considerable interest manifested in the subject at the present time and the amount of information available is both scanty and misleading, the result of investigations in some of the remote mining districts of Peru will not only be of interest, but will help crystallize, in the minds of many, a more correct conception of just what an airplane is capable of doing. By way of introduction, I will deal briefly with the types and varieties of airplanes now in use, and the developments of the past few years, pointing out -how the war has encouraged machines. of startling performance rather than those of commercial utility. I will then take up aerial transport in general, showing how airplanes may be employed to advantage and the particular kind of work for which they are best suited. This will cover a preliminary discussion on cost, which is one of the most important phases of the subject. In passing on from a general survey of the situation, I will deal with actual observations and investigations made in Peru. This part of the paper will be divided into two sections: the first, covering the mountainous districts of the Andes (Tamboras, Pataz, Soledad, etc.); the second, the alluvial deposits in the rivers, Chinchipe, Santiago, and Napo. In each case the question of atmospheric conditions, altitude, landing grounds, motors, cost, etc. will be discussed. While it is my intention to deal chiefly with mining in the sections mentioned, the same line of argument will be applicable to any other districts in the world. In conclusion, I will touch on the possibilities of using lighter-than-air craft of the Zeppelin type, followed by a summary of the most salient points brought out in the paper.

With the expansion of copper leaching of the various mine wastes at the Kennecott properties, additional copper recovery facilities have been required. A research and development program has been pursued to determine a suitable economic approach to the processing of the additional leach solutions contemplated. lnvestigations on laboratory and pilot plant scales covered electrowinning, solvent extraction, launder and vat type cells, activated launders, precipitation drums, and precipitation cones. This paper contains information on the development and use of a new precipitation-cone-type copper recovery plant, which provides many advantages over older systems. The application of research findings to the old art of leaching copper from copper-bearing mine waste has resulted in a significant contribution of copper to over-all copper production. For example, at the completion of the current expansion program at the Kennecott properties in the United States, copper produced from waste dump leaching will amount to about 25% of the total production. Formerly only 2% was derived from this source. This planned expansion of copper leaching focused attention on the problem of developing more efficient methods for the recovery of copper from greatly increased volumes of copper-bearing solutions.1 The detailed investigations which have been made in laboratory pilot plant and plant tests for the recovery of copper from copper-bearing solutions have included electrowinning, solvent extraction, ion exchange and cementation with iron in launders, precipitation drums, activated launders, and precipitation cones. The results of these investigations have led to the development of a new precipitation cone-type copper recovery system providing many advantages over older methods. ELECTROWINNING OF COPPER FROM COPPER-BEARING SOLUTIONS The direct electrowinning of copper from relatively dilute solutions of copper-bearing mine water, namely solutions containing 10 to 20 lbs of copper per 1000 gal, has always been an attractive possibility.2,3 By this method, high-purity copper powder can be recovered with a power consumption of 3.5 kwh per Ib of copper. weight, and deflection, and recommends that the Pennsylvania Railroad Company denland that rails be made on specifications, based on these six variables, so narrow, that to fill them would cause the constant rejection of enormous quantities of steel, and a consequent enhancement of the price of rails, probably ten or twenty per cent., without any certainty that such rails would be any better than those the steel-mills are now making. I earnestly hope that the investigation which Dr. Dudley has so ably carried on will be continued. I hope the Pennsylvarlia Sailroad Company, or preferably a combination of several railroads, will institute the prolonged investigation which I think will be necessary to solve this deep problem; that they will take a hundred or more rails, watching and noting down carefully every detail of their manufacture as well as their analysis; that they will be carefully weighed before, during, and after service; that their crop-ends will be tested before service, and the rails themselves after removal; that all the sources of error which Dr. Dudley admits in the present investigation may be removed, and that enough facts may be gathered and tabulated so that the conclusions which may be drawn from them may be apparent to every one without labored discussion or heated argument. But I venture to prophesy that after this investigation shall have been completed, and a formula adopted which shall be satiefactory to both manufacturers and consumcrs, that formula will not be the one now under discussion. I hope Dr. Durlley will pardon me if I have been unduly severe in my criticism, and consider that I have written my remarks hastily and at a time which should have been given to needed rest. I differ with him only as regards the conclusions which he has drawn. I appreciate the value of his labors, and only make public my own conclusions in the hope of contributing to the advancement of the science of steelmaking, in which we are ail so deeply interested. Dr. August WENDEL, Troy, K. Y.: Dr. Dudley's last paper gives, certainly, very valuable and interesting information regarding the wear of rails under different conditions. His results concernillg the composition of rails, explotle, rather startlingly, some old theories regarding the wear of rails, and 1 think after his formula is silnplified it will be one good formula to work by. As he now arrives at the same conclusions reached ill his first paper, some of my remarks will apply to both, althougl~ I would

Coal refuse slurry impoundments are dams constructed of coarse coal refuse to impound fine refuse (slurry) and water (25 to 30% solids). Both products are waste from coal preparation plants. A number of these structures in West Virginia, Pennsylvania, and Kentucky were investigated to determine embankment stability. During the investigation a variety of embankment designs were encountered. The investigation determined the soil and geological characteristics of the embankments and the sites. This was accomplished by a test drilling and monitor installation (observation wells and piezometers) program, geologic study, and large-scale mapping which allowed subsurface profiles of the embankments to be constructed. The laboratory testing program concentrated on textural classification of the coal refuse, permeability, and determining strength parameters to be utilized in the stability analyses. For the stability analyses, the modified Fellenius slip circle, simplified Bishop slip circle, and analysis for translational failure were utilized. In all stability analyses hydrostatic pressure and seismic acceleration probability were considered. This investigation indicated that 62% of the embankments analyzed were in a stable condition. The coal seam, the type of roof rock, and the gradation of the refuse influence the degree of compaction obtainable and the permeability of refuse. The shear strength of coal refuse appears to be controlled by its composition, moisture content, degree of compaction, amount and grain size of fines present. This investigation demonstrated these embankments should not be treated as pure state-of-the-art dams consideration must be given to the particular properties of coal refuse and the total refuse disposal system. Refuse dam slurry impoundments generally lack the site selection phase that is standard practice with siting most other types of dams.

A capsule technique was successfully employed to investigate the effect of nickel on the activity of nitrogen in Fe-Ni-N austenite in the temperature range 600" to 1200°C. This technique consisted of equilibrating nitrogen among various Fe-Ni alloys within a sealed silica capsule. Nitrogen transfer among the specimens occurred by N, gas at 900°, lOOO? and 1200?C. Nitrogen gas pressures within the capsules were estimated to be as high as 22 atm. The activity coefficient of nitrogen, fN , in Fe-Ni-N austenite is adequately described by the linear interaction equation: log . wt pct Ni where the standard state is chosen such that fN = I as wt pct Napproaches zero in binary Fe-N. This relationship was determined over the temperature range 873" to 1473°K and for nickel contents of 0 to 35 wt pct. ALTHOUGH chemical thermodynamics of liquid iron alloys have been extensively studied, experimental data for the solid state are needed. These thermody-namic data will provide a basis for understanding phase transformations, precipitation reactions, metal-gas equilibria, and so forth. The interaction of sub-stitutional alloying elements with the interstitial elements is of particular interest. In this investigation the thermodynamic behavior of Fe-Ni-N austenite has been studied. The solubility of nitrogen gas in iron austenite is known to obey Sieverts&apos; law up to about 65 atm.1-6 In addition, the solubility of nitrogen in Fe-Ni austenite has been investigated5"8 using the classical method of equilibrating Fe-Ni alloys with nitrogen gas at 1 atm. A capsule technique similar to that used to study the activity of carbon in alloyed austeniteg&apos;&apos;&apos; was employed in the present work to determine the effect of nickel on the activity of nitrogen in Fe-Ni austenite over the temperature range 600" to 1200°C. EXPERIMENTAL PROCEDURE A series of Fe-Ni alloys up to 35 wt pct Ni was vacuum melted and cast into 1 by 3 by 6 in. ingots. Chemical analyses at the top and bottom of each ingot demonstrated that the ingots were homogeneous with respect to nickel content. The nickel contents are given in Table I. Additional chemical analyses showed that wt pct Si < 0.05, s < 0.01, C < 0.01, Al < 0.006, 0 < 0.004, Mn < 0.002, and P < 0.002. A 2 in. section of each ingot was cold rolled to 0.015 in. The material was then decarburized to a carbon content of less than 0.004 wt pct. A portion of the material of each nickel content was nitrided to various levels in a H2-NH3 gas atmosphere to provide a source of nitrogen during subsequent equilibration. The experimental technique consisted of equilibrating the series of Fe-Ni-N alloys in a partially evacuated sealed silica capsule at the temperature of interest. Both Vycor and quartz capsules were used. In general, the final equilibrium nitrogen content for each Fe-Ni alloy was approached from both higher and lower nitrogen levels. The criterion for establishing that equilibrium was attained was that the final nitrogen content for each Fe-Ni alloy was the same irrespective of the initial level. A schematic drawing of the sample configuration in a capsule is shown in Fig. 1. The samples were arranged so that there was a minimum of physical contact. The samples were also dusted with a fine, high purity alumina powder to help prevent sticking. Several different types of furnaces were used in this study. In each case, a thermocouple was placed immediately adjacent to the capsule during equilibration and the temperature was controlled to within *4?C of that reported. At each equilibration temperature, the following times were found to be more than sufficient to attain equilibrium: 600°C-250 hr, 900°C-150 hr, 1000°C-150 hr, and 1200°C-50 hr. After equilibration the capsules were quenched in water and the nitrogen contents of the specimens determined by a Strohlein analyzer. Analyses of samples after equilibration at 1000" and 1200°C showed no silicon pickup from the silica capsules. RESULTS AND DISCUSSION Transfer Mechanism. Joseph H. Birman (Chairman, Dept. of Geolcgy, Occidental College, Los Angeles, Calif.) Many thanks to J. L. Gillson for so comprehensive a survey of the titanium sand deposits of the world. Over the past two years, the writer studied rather carefully some of the Cretaceous ilmenite deposits in New Mexico and Colorado, including the Sanostee deposit shown in Gillson&apos; s map, Fig. 6. The deposits were geologically mapped and sampled, surveyed by magnetometer, and the Sanostee deposit was drilled. Moat of the genetic interpretations made by Gillson concerning the recent sedimentary ilmenites can be clearly read in the Cre-taceous deposits in New Mexico. The deposits are in marine regressive members of the Mesaverde group. The deposits trend within a few degrees of N 55° W and persistence of this trend through both distance and time (the deposits are in different members of the Mesaverde group) implies that the deposits are offshore bar accumulations. Heavy mineral content ranges from about 10 pct to more than 50 pet. Thicknesses are from 4 ft to as much as 20 ft, widths range from 150 to 600 ft, and lengths range from a few thousand feet to a few miles. All are locally or completely overlain by carbonaceous shale and thin coal. The deposits are strongly altered, and from X-ray diffraction the principal titanium alteration product appears to be anatase. Drilling of the Sanostee deposit shows that the alteration is not related to the present erosion surface but took place at the site of deposition and before burial by the overlying sediments. Iron oxide derived from the alteration cements the grains and is the chief coloring agent in the immediately overlying shales. In the Sanostee deposit, there is virtually no feldspar, the gangue mineral being almost exclusively quartz. Sorting is excellent, but the quartz grains are subangular to angular. Petrographic examination reveals that the angularity is not due to overgrowths. Therefore, short distance transport is implied. The mineralogical composition suggests a low relief granitic terrane as the source area. Feldspar may have been decomposed by weathering at the source, but an alternative preferred by the writer is that each of the deposits represents a long-term concentration site (for example a large sand bar) which was continually being deprived of light minerals by wave action and selective transport. Feldspar may have been mechanically reduced in size more quickly than the quartz, and thus its rate of removal may have exceeded that of quartz. Concentration of heavy minerals would thus occur until the marine regression removed the zone of maximum wave energy from the site. Chemical alteration would then become the most important process until burial by encroaching swamp deposits.

THERE are about sixty bodies which chemists call elements ; the simplest forms of matter which they have been able to extract from the rocky crust of our earth, its waters, and its atmosphere. These substances are distributed in very unequal quantities, and in very different manners. As regards the frequency of these elements in nature, neglecting for the present those which constitute air and water, and confining ourselves to the solid matters of the earth&apos;s crust, there are a few which are exceedingly abundant, making up nine-tenths, if not ninety-five hundredths, of the rocks so far as known to us. The elements of which silica, alumina, lime, magnesia, potash, and soda are oxides, are very common, and occur almost everywhere. There are others which are much rarer, being found in comparatively small quantities. Many of these rarer elements are, however, of great importance in the economy of nature. Such are the common metals and other substances used in the arts, which occur in nature in quantities relatively very minute, but which have been collected by various agencies, and thus made available for the wants of man. It is chiefly of the well-known metals, iron, copper, silver, and gold, that I propose to speak to-night; but there are two other elements not classed among the metals, which I shall notice for the reason that their history is extremely important, and will, moreover, enable us to comprehend more clearly some points in that of the metals themselves. I speak of phosphorus and iodine. THIS paper deals with only one step in the treatment of ore at the West End mill; not because the other steps are repetitions of practice in other mills, but because in this particular step there is in use the Trent agitator. This device, although it has apparently failed in many mills, is here giving excellent service and has proved to be well adapted for making a thorough replacement of pregnant solution with a minimum amount of barren solution. The strong and weak points of this agitator, its present simple construction, and its use as a thickener for agitator or battery pulp are features of interest; but perhaps the point of greatest interest to the metallurgist in this day of continuous decantation is its use in a series of tanks for slime treatment by the replacement method. The agitating department of the West End mill consists of six redwood tanks, 24 ft. in diameter, 18 ft. high, each equipped with aTrent agitator, a centrifugal pump, and a motor. The pulp is transferred by a pump from the top of a flat-bottomed tank to a set of arms and nozzles in the bottom of the tank, at just sufficient pressure to cause the arms to revolve. The streams from the many nozzles keep the bottom of the tank clean, and these streams, coupled with the effect of the revolving mechanism and the ascending current, keep the pulp in constant motion and of constant gravity. .These agitating tanks hold 90 tons of dry slime and 202 tons of solution with a 1.24 pulp, our ore having a specific gravity of 2.7. This capacity is about 10 per cent. in excess of the standard 15 by 45 ft. Pachuca tank. The tanks are connected in one series for continuous agitation, the pulp for each agitator being drawn by its pump through a branch suction from near the top of the preceding tank and. delivered to the bottom of the tank by the agitator arms along with the regular pulp of that agitator. This method works automatically, since the flow through the branch suction varies directly with the difference in head of the two tanks. The chance for new pulp to pass out quickly is, therefore, much less than in many other systems of continuous agitation, since the new

As expected from similar crystal structures and favorable atomic size factors, titanium, vanadium, and molybdenum are completely soluble in one another above the transformation temperature of titanium. The fl phase parameters of the continuous solid solution are shown graphically. Limiting compositions for retained fl phase have been determined. VANADIUM and molybdenum both have body-centered-cubic structures at all temperatures and, from the atomic diameter comparison factor, 3.9 pct, would be expected to form a complete series of solid solutions. The existence of complete solubility has been confirmed by work&apos; at the Jet Propulsion Laboratory. Furthermore, vanadium and molybdenum have favorable atomic size factors to form complete binary solid solutions with the B phase, high temperature form of titanium, which also has body-centered-cubic structure. Pietro-kowsky and Duwez&apos; and Hansen et al." have established the existence of the complete series of solutions in these binary systems. WITH the movement of American capital into foreign investment, a new field of specialization for the American mining engineer is gradually opening a field hitherto entered almost wholly by chance and without full appreciation of its possibilities. Our age has been fitly called the "Age of Specialization." The special application of one&apos;s knowledge and ability to a definite and restricted branch of .his profession is purely a modern condition. Any profession, or branch of a profession or, industry, in which the problems may be segregated into definite types, calls for specializa-tion. Modern industry demands efficiency and that, reduction and ultimate annihilation of waste. Effort and time wasted by workers&apos; on a problem with which they are not familiar is as flagrant a waste of money -the final standard-as any waste of materials. One of the subdivisions of mining engineering which is beginning to be recognized is of engineers who are clearly conversant with the particular and peculiar problems obtaining under foreign operating conditions. The need is as yet obscured, however, by the domestic prosperity of our American mining industry. The opportunity here lies more with the American engineer than with other nationals. The foreign en-gineer now in that service is not there through a realiza-tion of the special opportunities that exist, but through necessity, whereas, with the American engineer, more especially ,the recent graduate or those who will soon graduate, this is a new field to be entered wholly by choice. As a matter of fact, many engineering students will find it necessary to seek foreign service if they wish to remain in mining. Although the scope of the domes-tic industry is tremendous and there are many positions open to the junior engineer, there are not enough for the great number of graduates turned out yearly from our, mining schools. Educators tell us that less than 40 per cent. of the students in engineering schools gradu-ate; and of these but a minority continue in engineering. Even this minority is too great for our domestic. In-dustry, and although the young engineer realizes that condition after a few years he rarely seeks foreign work. A. perusal of the directory of the American Institute of Mining Engineers indicates that, but about one-half of one per cent of the Junior Associates are in positions outside of North America. Granting that most of them are still in school, the figure is surpris-ingly small.

IN a previous series of papers, the results of studies made on various types of high purity base titanium alloys were presented. Included in this work were the Ti-Mn&apos; and Ti-Cu&apos; alloys, representative of sluggish and active eutectoid systems, respectively. The present paper gives the results of a simi- lar study made on Ti-Mo alloys as an example of a ß-isomorphous alloy system. Experimental Procedures Alloy Preparation—Six ½-lb ingots were prepared from iodide titanium and high purity molybdenum stock. The ingots were arc melted in a water-cooled copper crucible under an argon atmosphere. Each ingot was melted at least twice to insure homogeneity and complete solution of the molybdenum. This was done by inverting the ingot in the crucible and remelting completely.

A record $18.7 billion worth of metals, non- metals and fuels was produced in the U.S. during 1962, according to a year-end estimate from the USBM. The 1962 total value, based on preliminary statistics compiled by the Bureau, was nearly $600 million more than in 1961. Most minerals gained both in value and volume of production during 1962 according to information collected by the Bureau. All mineral fuels except anthracite showed increases. Among nonmetallic minerals- other than fuels-gains exceeded losses by two to one. Metal production held steady as gains and losses balanced.
