LESS than a decade ago the consumption of coal in Alaska was practically limited to the salmon canneries and the few lode-mines and settlements along the Pacific coast of the Ter¬ritory. The sparse population of the interior depended on the forests, that of the shores of Bering Sea and the Arctic Ocean on driftwood for fuel. All this has changed. The thousands who have sought and mined gold on the Seward peninsula since 1898 have much impoverished the long-accumulated supply of driftwood, and at the same time the constantly increasing demand for fuel, on the part of the placer-camps and steamers, has resulted in heavy inroads being made on the accessible timber of the Yukon and its tributaries. While on the one hand the immediately available store of wood has decreased, on the other the consumption of fuel because of the rapid expansion of the mining and fishery industries and the attendant growth of population has much increased. Alaska, therefore, offers a constantly growing market for coal and other fuels. As the local coal-production has been insignificant, the demand has been met by importations from Washington, British Columbia, and even from Pennsylvania and Australia. Fuel-Consumption Mr. D. H. Jarvis, Collector for Alaska, has kept systematic records of the trade of the Territory since 1903. The statistics of the coal-importations of the past two years are shown in Table I. If data were available for a longer period of years, the increase of coal-importations would be much more striking.

It is my desire to call attention to a new industry which was started about four years ago, through the discovery by Mr. John Holland, a resident of this city, of the methods employed in working the metal iridium. This metal has been known since the year 1803, having been discovered by Smithson Tennant while investigating the metallic residue which remained when platinum ores were dissolved in aqua regia. The metal is classed among the rare metals, as it is not found in large quantities, although it is quite widely distributed geographically. It is found in California, Oregon, Russia, East India, Borneo, South America, Canada, Australia, and in certain parts of France, Germany, and Spain. The principal sources of supply of the metal are Russia and California; it is nearly always found with either platinum or gold, is extracted from those ores as a by-product, and is always found in small grains or fine powder, the largest pieces being about the size of a grain of rice. In nature it is generally alloyed with other metals, and the two metals with which it is most commonly alloyed are platinum and osmium; the platinum alloy is called platin-iridium, and the osmium alloy osmiridium, or iridosmine. It is now recognized that several important types of reactions in metallic systems proceed by the formation of nuclei and the growth of these nuclei. The process of freezing is a simple example of this, as Tammann pointed out years ago.1 Tammann held that the rate of freezing is determined by a rate of nucleation, expressed as the number of nuclei formed per unit volume of unfrozen liquid per second, and a rate of growth of these nuclei, expressed as the linear rate of radial growth in units of length per second. For isothermal freezing the conception is simple; for ordinary freezing, extending over a range of temperature, it is not as simple, for the values of the two constants must change with change in temperature. There is ample evidence that the postulated mechanism is correct even though a quantitative derivation of the rate of isothermal or of ordinary freezing in terms of the two constants has been lacking. In recent years other reactions have been found to proceed in a similar fashion. It has been well established, particularly by Bain12-8 that the formation of pearlite from the eutectoid decomposition of the solid solution austenite proceeds in such a way, and Polanyi and Schmid, Tammann and Crone, Karnop and Sachs, and others9-11 have shown that the process of recrystallization proceeds in a similar way. Isothermal reaction rates have been determined for eutectoid decomposition by a number of investigators. Bain's2-8 work on the formation of pearlite from austenite is especially valuable in this respect—the type of isothermal reaction curve obtained, as illustrated in Fig. 13, showed an initial slow rate, accelerating to an intermediate maximum rate which then decelerated to the completion of the reaction; similar curves have been obtained by Wever and his collaborators.12 Other eutectoid decompositions show similar behavior: for example, the decomposition of the beta eutectoid in the copper-aluminum system, studied by Smith

The Chief Consolidated properties are situated in the Tintic mining district of Utah, being included in Juab and Utah Counties, about 70 miles south of Salt Lake City. The drilling referred to in this paper has been carried on in the Chief Consolidated No. Pmine, the Gemini mine, and the Eureka Hill mine at Eureka, the Grand Central mine, above Mammoth, and the Apex Standard mine just south of Dividend. The occurrence of ore through the district is typically in lenses on bedding or breaks, and in connecting pipes, without accurate geometrical trend so that the ratio between the total length of development in drifts and crosscuts to the square feet of ore exposed is very high. A section of one of the western channels (Fig. 1) through the Tintic district, shows, roughly, the irregularities calling for excessive development work, so typical of the Tintic mines. This irregular trend of the ore constantly calls for excessive cutting up of the whole area for offshoots and the connecting links always present. In the planning of prospecting and development, no regular system may be laid out without overlooking some orebodies or segments of orebodies. It was with these facts in mind that Cecil Fitch, the general manager of the Chief Consolidated Mining Co., decided that some method of drilling was the more feasible way of successfully cutting up and bringing about the discovery of ore believed to exist; yet this drilling had to compete with a great margin of cost over crosscutting, as a crosscut in the Tintic district, even though barren, brings out geologic facts that, in many cases, are worth the price of the working itself. Diamond drills met with the success that might be expected in a district that has a reputation for the Gear and loss of diamonds; after 6 or 8 months, this method was discarded on account of the high costs. Simultaneously, a small churn drill outfit was set up underground but a few shifts proved its inapplicability. At the same time, the ordinary hammer drill was used to drive prospect holes with jointed steel. Just what equipment to develop for this work with the hammer drill involved much experimenting, as nothing was found in the literature

AS provided in Article VIII, Section 4 of the By- laws, the Papers and Publications Committee has formulated the following, rules of pro-cedure and submitted them to the Board of Directors for consideration and approval. In preparing these rules the committee, and an active subcommittee con-sisting of Messrs. Norris, Sharpless; Fohs and Wither-ell, have kept in mind the desirability of codifying the practice that has grown up through the now sev-eral years of experience of the committtee, without casting them in a mold so rigid as to be hampering. The problems of the Institute change from year to year and the methods of publication must change also to meet each new situation as it arises. "The estab-lishment of divisions and special volumes devoted to the papers. read before each required certain changes from former practice. These rules have been framed with this in view. The committee suggested, however, in its letter of transmittal, that the system will be made all the more workable if the Board will, as far as practicable, in making appointments to this committee, arrange for representation from each of the professional divisions and technical committees. It is understood that the chairman of the committee will be named by the Board. The rules regarding spe-cial volumes have been framed, keeping in mind the present policy of distribution, as already approved by the Directors under which the special volumes go only to the special. groups except on request. The committee has not attempted to provide rules governing consideration of any appeal made to the Board from one of its decisions, but its services and files will necessarily be at the full service of the Board in any such event. The rules which were ap-proved by the Board at its meeting on March 30, 1928, are as follows: Signed by C. S. Witherell, Chairman. (A) The authority of. the Committee on Papers and Pub-lications, hereinafter called the Committee, is defined in Art. VIII, Sec. 4 of the By-laws of the Institute, which reads as follows: "Papers and Publications: The Committee on Papers and Publications shall consist of the Secretary of the Institute, and at least twelve members of the Institute, to assist in passing on all papers offered for publication. They shall be appointed annually by the Board of Direc-tors, on recommendation of the President, and shall have authority, subject to appeal to the Board, to accept or reject papers for publication in the Transactions and Technical Publications of the Institute. The Commit-tee shall formulate a set of rules of procedure which, when approved by the Board, shall have the force of By-laws until revoked or amended." The policy of the Committee will be to uphold the ob-jects of -the Institute as set forth in the Constitution (Arti-cle 1, Sec. 2).

Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

The Bureau of Mines is investigating the problem of slag viscosity, its variation with the temperature and with the composition of the slag, and its effect upon the distribution of the sulphur between molten iron and slag, as introductory to a series of contributions to the theory of the metallurgical processes. The method of measurement, viscosity apparatus, furnace and other accessories mentioned in this paper have been described fully in s Bureau of Mines report.1 The Literature on Slag Viscosity The viscosity of blast-furnace slag had not been measured previous to the investigation described in this report. A number of investigators have determined the "fusibility," or softening temperature, of slags by means of the cone method .or other deformation method, but these methods supply only limited information regarding the temperature-viscosity relations of the slag in question. Any deformation method that may be employed indicates only the temperature at which the slag attains a more or less definite viscosity., the magnitude of the value obtained depending on the method used. For details of the various methods used by different investigators, see the Bureau of Mines paper already referred to. An isolated measurement by Doelter on a single mixture at 1,300" C. represents the highest temperature reached in the various viscosity investigations previous to those described in this report, in which results have been referred to absolute units. Arbitrary deformation tests have of course been made at much higher temperatures.

HARDNESS is one of the most common properties of metals and alloys but is one of the most difficult to define or express in terms of the fundamental units. In the Brinell or Vicker's hardness test, the hardness number N is defined as N = L/A where L is the load in kilograms and A is the area in mm'. This does not necessarily imply that a pressure of N kilograms per mm2 actually acts on the specimen.' It is essential that for a true comparison of hardness values the angle of indentation be kept constant,' a which is not done in the Brinell test. For this and other reasons, the Brinell hardness value is not based on a satisfactory physical concept.' The concept of hardness based on the work done per unit volume of indentation3-6 offers a simple and scientific definition. An attempt has been made here to develop this concept (at constant angle) and to compare the values so obtained with the Bhn for different metals and alloys. In Fig. 1 a vertical load L is applied to a compara- tively hard ball of diameter D creating an indentation of diameter 6 and depth h on the specimen S. The work done, W, is then given by W = So Ldh. [I] Since L is not independent of h, Honda and Takahasip and Matsumura" assumed different functions leading to equations which do not apply equallye to a wide variety of metals and alloys. A better relation is obtained from Meyer's Law L = ad" [2] where A and n are constants depending on the nature of the material but independent of the ball diameter D. From Fig. 1 it is obvious that h = R(l — cosq) and d = 2R sin 8.

EVERETTE LEE DEGOLYER, past President of the Institute and Anthony F. Lucas Medalist, was presented with the John Fritz Medal at a dinner at the Wal-dorf-Astoria Hotel in New York, Jan. 14. Dr. DeGolyer is the third representative of the Institute in recent years to receive the John Fritz Medal which is awarded jointly by the four Founder Engineering Societies through a board composed of sixteen past presidents. In 1938 Paul D. Merica was given the award "for important contributions to the development of alloys for industrial uses" and in 1933 the distinction was given to D. C. Jackling "for notable industrial achievement in initiating mass production of copper from low-grade ores through application of engineering principles."

During the first half of the year 1935, the oil industry in California was on a fairly profitable basis, owing mainly to the operation of the Petroleum Marketing Agency. Coincident with the discontinuance of enforced curtailment, California production surged upward from an average of about 500,000 bbl. per day (over the first five-month period) to approximately 625,000 bbl. per day (over the last seven-month period). On Dec. 9 the state production had reached a peak of over 700,000 bbl., a figure that had not been approximated since the early days of voluntary curtailment (Fig. 1). A price cut was instituted during the last half of August, but had no deterring effect on operators that were determined to take advantage of the breakdown of curtailment and produce to capacity. New reserve figures, compiled from actual potentials, available after cessation of curtailment, revealed the startling fact that California reserves were rapidly declining. This situation, coupled with the desire among operators to obtain a more equitable price for their dwindling reserves, caused a restoration in November of a portion of the August price slash. A further rise in price was effected in early December, and crude quotations at the end of the year closely approximated those in effect during the first right months. At the close of the year, the industry felt confident that the production situation was under control. In all fields where competition is keen because of close spacing, production is gradually declining. In the Los Angeles Basin especially there is no likelihood of a large amount of overproduction, unless a new pool is discovered or deeper drilling reveals a prolific source of crude. As long as the fields that are operated by a few companies, such as Kettleman Hills, North Belridge, Ventura Avenue, West Coyote, Dominguez, and some others, can be controlled, it is believed that the overproduction problem in California will be solved.

BY surface treatment of coal is meant the application of a material, either solid or liquid, to the surface of pieces of coal. The purposes of surface treatment are varied. They may be to identify or "trade-mark" the coal, to modify the burning characteristics, the coking tendencies, or the behavior of the ash, to prevent the freezing of wet coal, or to control the dust. The control of dust is the usual purpose of surface treatment. TRADE-MARKING COAL The application of color to the surface of coal for the purpose of identification and registration of the trade-mark has been practiced to some extent. In 1928, the Glen Alden Coal Co. began to color its coal and adopted the trade-mark, "Blue Coal." The Old Ben Coal Co. later followed a similar practice with "Green Coal." A commoner means of identification of coal has been the stenciling of designs or pasting labels on large lumps or in the distribution of small cardboard tags through the smaller sizes. The details of the method used to color coal have not been revealed. Usually all of the coal is not treated, because of the expense. Only enough pieces are colored to show clearly when distributed through the coal.

In this year's review, the concept of solution mining has been expanded to include total solution as well as the technology of leaching, or partial solution methods. Leaching methods continue to make strides in the processing of metallic minerals, particularly in copper and uranium production. No quantitative data are available on the increase of leach operations; however, it is known that there were more systems installed in 1969 and that the estimated 15% of U.S. domestic production of copper produced in 1968 was by leach methods.1 While the number of publications appearing during the year were few,2,3 there were special sessions in this field at the AIME Annual Meeting and SME Fall Meeting in 1969 and more scheduled for these meetings in 1970. Significant areas that should be mentioned are: the continuing interest in bacteria to convert sulfide sulfur to acid thus reducing reagent costs in both copper and uranium sulfide ores, the exploration of leaching agents other than common mineral acids or alkaline solutions,4,5 kinetic studies of leach mechanisms and the development of microfractures for increased leach solution penetration by use of chemical or atomic explosives.6,7

Recrystallization of aluminum single crystals after plastic extension is carefully studied in relation to the structure of the deformed matrix. The shapes of the new grains are analyzed with regard to slip planes and to the presence or absence of deformation bands. A mechanism by which the orientations of the grains are related to the parent lattice is described. EXPERIMENTS previously reported&apos; have been extended to develop some of the characteristics of the new crystals which are formed on annealing axially strained crystals whose deformational characteristics had been documented with special care. Thus, the presence of deformation bands affects the growth contours of the crystals, some of the strained crystals produced single crystals anew, and some, polycrystals, on annealing, while others merely "recovered" or "polygonalized" after the 600°C annealing treatment generally adopted in these tests. In the matter of orientational relationships between new crystals and the strained matrix, the present experiments have added little to previous experience, which had demonstrated great variety in the range of orientations encountered and no simple theory or correlation. For example, there has been ample evidence for the predominance in various face-centered cubic metals of a favored orientational relationship; viz., a rotation of 30° to 40° around a <1ll> axis, between grains growing in a matrix with a strong single orientation texture and the matrix itself.&apos;-&apos; This reorientation has been interpreted by various investigators in support of both the "oriented nucleation" and the "oriented growth" hypothesis. In the case of axially extended single crystals of aluminum, no general relationship, such as the one stated above, can be used to correlate the orientations of the recrystallized grains with that of the original crystal. Thus, Carpenter and Elama and Burgers and Basart7 were content to assume that the orientational relationships so developed were random in nature. Mathewson, however, in the Campbell Lecture of 1943 "rgued on the basis of <112> slip that a complex strain, chiefly characterized by rotation around a variable axis in the slip plane combined with a principal rotation around the pole of the slip plane, could be responsible for such devious relationships. Nevertheless, owing to the limited data now available dealing with orientational relationships between new grains and the single crystals strained in tension from which they have recrystallized, no adequate examination of the above generalization could be made. Here, there is the disturbing preliminary condition that any desired orientational relationship may be expressed by means of two rotations about mutually perpendicular axes, so the process lacks a certain critical flavor and any successful choice of axes meeting certain theoretical requirements could be replaced by another differently selected pair. With this reservation clearly in mind the process of double rotations, as previously indicated, was used to relate the orientations of the single crystals which grew out of the strained single crystalline matrix and was construed as certain evidence in favor of the theory of incongruent shearing action proposed by Mathewsons as a necessary element in the (111) slip process with close-packed metals. During the two years in which the new reduction-works of the Copper Queen Consolidated Mining Co. have been in operation at Douglas, Ariz., there has developed a remarkable condition in regard to the corrosive action of the water used to cool the jackets of the blast-furnaces. Were it not for the many contradictory features, it might pass as one of the unavoidable troubles due to the composition of the water. This water, obtained from wells 600 ft. deep, is also used in the steam-boilers, and its composition, as shown by the following analysis, does not indicate the presence of any ingredient which would explain the corrosion: Grains Per U. S. Gal. Silica,...........0.861 Iron oxide and alumina,....... 0.223 Calcium carbonate,....... 0.261 Calcium sulphate,................. Magnesium carbonate,........... Sodium and potassium sulphates,..14.850 Sodium and potassium chlorides,.9.732 Sodium and potassium carbonate, . 6.482 32.409 The jackets are made of inner plates 0.5 in. thick and an outer plate # in. thick, with 3/8-in. stiffeners between the inner and outer plates. In from 10 to 12 months the inner plates have been reduced by corrosion to a thickness of from + to & in., while the outer plate in the same time is reduced by less than 1/16 in., and the stiffeners show very little corrosion. The plates are pitted and eaten away in some places more than in others. There is practically no scale found on the jackets, but when cleaned considerable iron oxide is found in the bottoms. In 1827, chromite was discovered near Baltimore by Isaac. Tyson, Jr., who initiated the mining of chrome ore and later (1845) the manufacture of chromium compounds in this country. From 1828 to about 1560 the United States, supplanting Russia, supplied chromite for most of the world. Chrome deposits were found also in California, and the Tyson Company shipped ore to Philadelphia by way of Cape Horn. In 1848, J. Lawrence Smith, an American in the employ of the Porte, discovered large bodies of chromite in Asia Minor. They were developed in 1865 and became the chief source of the world&apos;s supply for a number of gears. The discovery of the large high-grade bodies in New Caledonia., and later in Rhodesia, with other foreign sources, gives at present an abundant supply for all demands. For a number of years before the great war. the United States produced only a few hundred tons of chromite annually, for local use, but during the war the demand for domestic ore resulted in a production of more than 82,000 long tons of crude ore in 1918, and it was demonstrated that the United States has reserve deposits equal to a war demand of several years&apos; duration. Now that the war is over, the country is con-serving its domestic supplies by employing higher-grade but cheaper ore from foreign countries.
