A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the interrelationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with .which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large.

Herbert Moore Harbach was born in Lebanon, Pa., Apr. 4, 1891, graduated from the Lebanon High School in 1911, and entered State College, from which he received his degree of Bachelor of Science in Metallurgical Engineering in 1915. He was employed by the Lackawanna Iron Co., at Buffalo, N. Y., and was later transferred 'to their Lebanon plant to start up the newly erected benzol plant. He was later made foreman of the coke ovens, which position he held after it was bought by the Bethlehem Steel Co., and until he enlisted in the service of his country in September, 1917. He was stationed at Camp Meade, Md., until the spring of 1918, when he was transferred to the C. W. S., at Niagara Falls, as an expert chemist. In the Bingham district over a span of more than 90 years, 43,947,104 tons of "non-porphyry" copper, lead, zinc, gold, and silver ore have been mined from a folded and faulted alternating series of Pennsylvanian and Permian limestones and sandstones and from some Tertiary intrusives. This ore came from six major mine areas located east, south, and west of the Bingham stock, site of Kennecott's porphyry copper deposit. The sediments were affected by varying degrees and types of metamorphism within 2000 feet or more of the Bingham stock. The intrusives consisting of the mineralized Bingham and the unmineralized Last Chance stocks and numerous dikes and sills of granite and monzonite were intruded into the asymmetrical northwest-trending and plunging Bingham syncline. Extrusives, although present, contain no ore. The bulk of the non-porphyry ore in the district was found above the Midas thrust. The primary ores are found in three major types of deposits: concordant bedding fissures, crosscutting fissures, and replacement deposits. These deposits consist of both copper and lead-zinc ore bodies that contain various amounts of gold and silver. These are in places roughly zoned both laterally and vertically and have been mined for up to 10,000 feet outward from the center of the Bingham stock and up to 5000 feet vertically below the surface. Secondary ore was of minor importance and was found in and under the oxidized zone at shallow depths. Genetically the Bingham stock, the ores, and related phenomena have had a common source.

The investment analysis methods that are most generally accepted in the mineral industries in the mid-80's are presented along with their advantages and disadvantages. Also covered are current widely-used practices for introducing the uncertain nature of most of the important variables in an investment analysis, which is contrasted to the former dominance of deterministic analysis. Finally, the discussion turns to current practice for handling the two critical areas: cost of capital and inflation. The advice contained is reinforced with data from a survey of current practices in the petroleum industry.

HOWLAND, GEORGE P. HULST, FREDERICK 1. SNYDER. There were 32 members present at the dinner of the Chicago Section which was held at the Chicago Engineers' Club on Friday Evening, December 22. At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth. INTRODUCTION Roll front uranium has unique geologic characteristics (L,) which require specialized mining procedures. Roll front uranium occurs in arkosic sandstones with the ore zone typically less than 100 feet in thickness with up to 400 feet of overburden. The areal extent of ore is often a few thousand acres. Within the ore zone, ore grade material occurs in C and S shaped rolls, which are a few feet in width and height but may run laterally for several hundred feet. Since the total mine plan may include mining all ore, a roll front uranium mine may cover a few thousand acres. For both economic and environmental reasons, a roll front deposit is mined as a series of phases or sub-pits (3, 4) as illustrated in Figure 1. A typical sub-pit is 400 to 500 feet across. Sub-pit 1 is stripped initially and the overburden is spoiled on the surface. Depending on haul distance and overburden characteristics, stripping is done with trucks and shovels (or front-end loaders) or scrapers. When ore is encountered in sub-pit 1, mining begins, and the stripping equipment is moved to sub-pit 2, with sub-pit 2 overburden also being spoiled on the surface. When ore is encountered in sub- pit 2, sub-pit 1 mining should ideally be complete so the mining equipment can move to sub-pit 2 and sub-pit 3 overburden can be spoiled in the mined out sub-pit 1 area. Ore is mined selectively in a series of 12 to 24 inch cuts by a 2-1/2 yard backhoe on the basis of radiometric probing. For effective drainage, ditches must be maintained on the boundary of sub-pits, and mining lifts are kept as level as possible, with the orebody slightly elevated as part of general good mining practice. Waste removal in the ore zone is done by self- loading scrapers near the orebodies and by push-pull or push loaded scrapers away from the orebodies. Each self-loading scraper cut is

On July 15, 16, and 17, 1918, through the good offices of Secretary Stoughton, and the courtesy of War Department officials, Columbia Section was able to secure a series of moving pictures which were presented under the auspices of the Spokane Engineering and Technical Association.. The title was "The Way Out," representing the activities of individuals who had lost an arm, a leg, or both, yet whose apparent misfortunes were made the stepping stones to advancement in various human activities. The exhibitions were given at Natatorium Park in the evening, each of the three performances being attended by 1000 per-sons. Later the films were shipped to Kellogg, Idaho, where they were shown in the principal playhouse one evening to a full house. On July 31, 1918, the Columbia Section participated in the luncheon and other entertainment in honor of Alfred D. Flinn, Secretary of the Engineering Council, who made a trip through the country to meet different classes of engineers, members of the National Societies, for whom he had a message. The entertainment was under the auspices of the Spokane Engineering and Technical Association, Mr. Peter Mogensen presiding. The luncheon was held in the Elizabethan Room, Davenport Hotel, at noon, 35 engineers being present, of whom about one-third were our members.

The continuing depletion of high-grade ore de- posits in this country has created a need to develop more effective methods for recovering valuable metals from low-grade ores. The use of microorganisms for their biochemical reactions is one possible way to solve certain phases of this problem. Bacteria have been used successfully by many diversified industries. Until recently, however, little attention has been focused on the use of bacteria in mining and metallurgical processes. This report summarizes one phase of the microbial studies being conducted at the U.S. Bureau of Mines, College Park Metallurgy Research Center. The two-fold objective of this study was, first, to determine if pure strains of the bacteria Ferrobacillus ferrooxidans, Thiobacillus concretivorus and Thiobacillus ferrooxidans could utilize the iron and sulfur occurring in sulfide minerals to produce appreciable quantities of ferric sulfate and sulfuric acid for dissolving copper and, second, to develop the chemistry involved in the microbial oxidation of sulfide minerals. These are of particular interest as they relate directly to the feasibility of employing microorganisms in leaching operations.

In conjunction with the need for accurate volumetric data in the Fe-V system for subsequent use in calculating the high-pressure diagrams, room- and high-temperature X-ray diffraction measurements have been carried out. No previous measurements have been published on lattice parameters or volume changes associated with the a transformation for Fe-V alloys. The existing literature on lattice-parameter data for the a and s phases has been reviewed by pearson1 with considerable uncertainty indicated in the data. In order to obtain a good estimate of ?Va-? for thermodynamic calculations of the a D ?(bee D fee) phase stability, high-temperature vacuum X-ray diffraction measurements were made on an Fe-V alloy of 0.92 wt pet V. The term ?Va-? is the difference of molar volumes of the limiting solubilities of the a and y phases at any given temperature; these values can be calculated readily from the appropriate lattice-parameter data. The equipment used was a commercially available MRC (Materials Research Corp.) high-temperature X-ray camera which was fitted to a Norelco diffractometer

THE man who forgot to mail the letters his wife gave him was for once justified at Tulsa, for envelopes, scratch paper and tablecloths were all in demand and through the two days of the meeting of the Petroleum Division, pencils were busy everywhere sketching out diagrams, drawing curves, figuring, or just taking notes. Those attending took the serious papers seriously, and discussion was wide-ranging but pointed. Despite the highly technical character of the papers presented, the chairmen had never to call for discussion; it was only necessary to say the paper was open for it. Both days the meetings lasted until after five in the afternoon, and it was enthusiastically voted to advance the meeting hour on Friday, in order to give more time. In all, ten papers, abstracts of which appeared in MINING AND METALLURGY for October, and copies of all but two of which were available in print, were presented in the two days, and no more could have been handled to advantage in that time. All but one of these dealt with problems of production engineering. That, the opening paper, was a general review of demand, supply and price in 1928, by Campbell Osborn, in which he argued for the price control of production and showed how the economic conditions determined development. J. Elmer Thomas presented a carefully prepared review of the same data, but came to somewhat different conclusions as to trend, and J. E. Pogue pointed out that in recent years it has been the manufacturing rather than the producing industries that have been notably profitable. These and other discussions were too long to be reported here, but will be printed in full later.

The general drift of the discussion as to the relative merits of pressure- and exhaust-fans has resulted, if we may judge from the prevailing practice, largely in favor of the latter. The subject has been hitherto treated, however, with special reference to highly gaseous mines, the effect of the form of ventilation upon dust-explosions having been too little considered. Even in mines containing practically no gas, dust-explosions may occur; and if, as I believe, pressure-fans are to be preferred for their effect upon dust, it may be worth while to reopen the debate, and to challenge the advisability of exhaust-ventilation under certain conditions. There are several forms of colliery-ventilation, which may be described as follows: Plain or simple pressure-ventilation, in which the fan acts as a pressure-fan, and the movement of coal is unobstructed at the surface by doors or equivalent devices in drifts or shafts, the traveling and haulage. thus being in the return-current. Plain exhaust-ventilation, in which the fan acts as an exhaust-fan, the movement of coal being likewise unobstructed at the surface, and the traveling and haulage being in the intake.

TITANIUM, because of its high strength, weight ratio, and high melting point, became the metal of the jet age. Zirconium, because of its low neutron cross section and high corrosion resistance to hot water, became an integral part of the nuclear era. Since both metals are very similar chemically, more or less the same process is used for their production. The sudden rise of this new industry of titanium and zirconium seems to have caused some uncertainty as to the future development of processes for making these metals. Although zirconium was discovered in 1789 and titanium in 1790, it was not until 1945, six years after W. J. Kroll patented his process, that F, S. Wartman of the U. S. Bureau of Mines perfected the technique of producing ductile titanium, and it was not until 1946 that Kroll perfected the technique of producing ductile zirconium in commercial quantities. Since then the Government and private industry have spent millions of dollars each year constantly searching for new methods, with the hope that some day titanium can be produced as economically as aluminum and magnesium or as cheaply as stainless steel.

IT is with some trepidation that I approach my subject, for I know that I shall at once incur the suspicion of the mechanical engineer, with his concern for boiler tests and efficiencies; of the mining engineer, with his mechanization problems; and of the chemical engineer with his unit processes. Nevertheless, it must be recognized that the technology of fuels, the systematic body of knowledge relating to the production, processing and utilization of mineral fuels, has grown to such proportions and involves so many widely diverse applications of fundamental science and engineering that it behooves us to stop and consider just what its status is in relation to other technologies, as well as in relation to the present and future needs of the social order. The time has come when technologists, applied scientists and engineers must consider the possible effects that their achievements may have 0n Society. The development of a machine to replace several hundred men is a fine achievement when considered solely from the point of view of creative endeavor. But what of the men who are displaced by the machine! Does not the responsibility for the development of this machine embrace as well the consequences of obsolescence and technological unemployment resulting from such development? I believe that it does and that we must recognize this fact in our practice of engineering and technology as well as in the training of future engineers and technologists. MAGNITUDE OF THE FUELS INDUSTRY Fuel technology is the body of knowledge that relates to the mineral fuels. The fuels industry is by far the most important of all our mineral industries. The chart in Fig. I, reprinted from U. S. Bureau of Mines Information Circular No. 6643, indicates the comparative values of metals, fuels and other nonmetallic minerals for the year 1929. Of the grand total of 13 1/4 billions of dollars in value of minerals at the mines, the mineral fuels contributed 48 per cent. Coal, with 34.4 per cent, exceeded the value of any other single mineral. In fact, the value of the production of the Pennsylvania anthracite mines alone annually exceeds the value of the gold production of the entire world. Petroleum and natural gas in 1020 contributed 14.3 per cent and 3.3 per cent, respectively, of the total value of world mineral production. So much for the world picture; let us now look at the situation in the United States. Over the 60-year period 1880 to 1939, $46,409,727,000 of metallic products, S80,788,852,000 of fuels (coal, petroleum, natural gas, natural gasoline) and $27,871,000,000 of nonmetallic minerals other than fuels were produced. The mineral fuels have contributed 52.7 per cent of the entire mineral wealth produced over this period that has seen such tremendous industrial development in our country. Professor Ruff's most illuminating paper' describing his extremely valuable investigation of the carbon-iron equilibrium diagram assigns definite temperatures to certain very important lines in the diagram, viz.: the eutectic temperature EB (Fig. 1) and the " near-eutectic " temperature E'B', but without indicating clearly enough the reasoning which warrants these assignments. These temperatures are of such primary importance that it is well to indicate the apparent gaps in the reasoning, in the hope that they may be filled in. In his diagram, Fig. 1, the point X and the liues B'D'lII represent the experimental results reached by Ruff and Goecke;a AB, AEB, and SE represent the liquidus, the solidus, and the solubility of the carbon in solid austenite in the absence of graphite according to Gutowsky,3 AB being also in accordance with Spiecker's data; S'E' the solubility of carbon in solid austenite in the presence of graphite according to Ruer and Iljin;5 GS the line A3 after Ooerens and Meyer; 6 and EBC the true eutectic line as inferred by Prof. Ruff from Gutowsky's data. This paper compares the general characteristics of Florida phosphate rock for the manufacture of fertilizers and phosphoric acid. The subjects covered are relative reactivity for superphosphate manufacture and various properties of the rock for use in phosphoric acid production, including gypsum filterability, sulfuric acid consumption, foaming, relative cor-rosiveness, chemical composition, and others. Comprison will include rocks of North Africa, the western U.S., and other locations. This paper reviews some of the important properties of phosphate rock, giving particular attention to a comparison of Florida phosphate with some of the major phosphates produced in the world. It also discusses some of the techniques available for evaluatine Phosphate. rock for phosphoric. acid and fertilizer use. The use of Florida rock outside the U.S. has been increasing steadily, evidence in itself of certain desirable properties of this rock. Table I is a list of the major producers and exporters of phosphate rock as of 1965. Florida, meaning in this case Central Florida, was the largest producer of phosphate rock and the largest exporter of rock. Of a total world production estimated at 60 million tons, about 50 million tons were produced during 1965 by the areas listed in Table I. One major producing area omitted from Table I and from subsequent evaluations in this paper comprises Nauru, Ocean, and Christmas Islands, whose output totaled about three million tons in 1965. This phosphate is marketed entirely by the British Phosphate Commissioners, primarily in Australia and New Zealand, and does not get into the world market elsewhere to a significant degree at the present time. South Africa, Egypt, Israel, and North Vietnam also produce lesser quantities of rock for the international market, and these materials are also excluded from this review. The phosphate industry is now seeing the introduction of several new areas that will be significant factors in the rock market in the future. The North Carolina and North Florida areas each have capacity at present or in the near future for producing about three million tons per year. The Djebel Onk mine in Algeria has a potential of about 800,000 tons per year. In addition, announcements have been made of significant development of deposits in Peru and in the Spanish Sahara, and sizable expansions are planned in several of the existing areas that are now of minor importance. Competition for the rock market appears to be increasing so that more attention will probably be paid to evaluating phosphates available from different areas. It is not possible here to go into all the properties of even a few of the materials listed in Table I. However, it is practical to discuss some comparative properties important for making phosphoric acid and fertilizers, and to touch on the techniques used for the evaluation of various phosphate rocks. Table II gives typical analyses of the major phosphate rocks available in the world as of 1965. There is, of course, an inherent danger in labeling any analysis as typical, but it appears that variations between two samples of rock within one given area are generally less than between two samples from different areas. The analyses listed were compiled from several years of data so they may not be representative of the present output of any particular area. BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government. Pegmatites of these areas have become important sources of beryl and lepidolite and have yielded cassiterite, columbite-tantalite, and other minerals. Examination of about 60 of these pegmatites leads the author to question the opinion of earlier investigators that the concentrations of beryl, lepidolite, and columbite-tantalite found have mostly formed by hydrothermal or pneumatolytic replacement of previously formed quartz-feldspar pegmatites. The author concludes, on the contrary, that present knowledge of the occurrence of minerals in zoned pegmatites can be applied to prospecting and mining of pegmatite deposits in these two areas of South West Africa. PEGMATITES occur in abundance in certain areas of South West Africa and in adjacent parts of northern Cape Province in the Union of South Africa. Some of the pegmatite deposits were prospected before World War I, and intermittent mining was done during the period between the two World Wars. The deposits of the Jooste lithium mines became an important source of lepidolite, and beryl, columbite-tantalite, wolframite, and other minerals were produced. Since World War II prospecting and mining have been carried on vigorously, with the result that South West Africa produced nearly 3000 tons of beryl during 1949 through 1953, together with more than 40,000 tons of lithium minerals, chiefly lepidolite and petalite. Small amounts of tantalite, columbite, and other minerals have also been produced during the postwar period. Most of this mineral production has come from two pegmatite areas roughly outlined in Fig. 1. One is the Karibib-Omaruru area of north central South West Africa. The second is the northeastern part of the Orange River pegmatite area, which extends into adjacent parts of Namaqualand, in northern Cape Province of the Union of South Africa. The writer visited the two pegmatite areas in July 1951. The visit was brief. but it gave an opportunity to compare some of the' pegmatites of these areas with those studied and described in detail by many investigators in the U. S., Brazil, and Canada during and since World War 11.'-l' The writer has attempted to determine, in a preliminary way, whether the concepts of internal structure and distribution of minerals in pegmatite bodies developed out of these studies are applicable to prospecting and exploration of pegmatites in South West Africa. Previous Work In an important series of papers (1929 to 1942) T. W. Gevers, H. I?. Frommurze, S. H. Haughton, G. K. Joubert, and other geologists of the Geological Survey of South Africa described and discussed the pegmatites of the two areas.*-" These works are the principal sources of information on the pegmatite mineral deposits of South West Africa. The investigations showed that in the two areas pegmatites are profusely distributed in pre-Cambrian rocks. These rocks are meta-igneous and metasedimentary units that have been folded and subsequently invaded by younger pre-Cambrian granites and by other igneous rocks. The pegmatites are considered to be genetically related to the pre-Cambrian granites. Pegmatites occur in the granite bodies themselves but are most abundant in the surrounding metamor-phic rocks, a pattern repeated in many pegmatite districts of the world.
