A study of the effect of rock composition, rock structure and degree of weathering on the stability of cut slopes is being sponsored jointly by the U.S. Bureau of Public Roads and the North Carolina Highway Commission. In 58 mountain and piedmont counties of North Carolina the percentage of failed cut slopes is greatest in micaceous metasediments, gneisses, and schists, and in saprolite and soil derived from these rock types. Soil slope failures outnumber rock slope failures by two to one. Joints and similar planes of separation exert a strong influence on size and shape of the sliding mass. They may or may not act as failure surfaces, depending on their orientation with respect to the active forces. Climatological data, though indicative of weathering conditions, do not correlate well with slope failure frequency. Because of the presence of joints and similar planes of weakness in soil and rock materials, conventional methods for analyzing slope stabilities are not directly applicable. Empirically derived modifications of these methods are being investigated. A study of the stability of highway cut slopes, sponsored by the U. S. Bureau of Public Roads and the North Carolina State Highway Commission, began in 1962 at North Carolina State of the University of North Carolina at Raleigh. As part of this study all slides, rockfalls and other types of cut slope failures on Federal and State highways in the 58 mountain and piedmont counties in North Carolina were located and described, and the data catalogued in a punched card file system. A major objective of the project is to relate slope failures to properties and physical conditions of the geological units in which the slopes were constructed, and to correlate soil type and/or geological unit with type and frequency of slope failure. The complexities of the problem of slope stability and the limitations which these complexities impose on methods for analyzing slopes have been recognized for many years. A great variety of factors and processes may lead to slides, often making it almost impossible to analyze theoretically the conditions required for stability of slopes. One of the principal factors determining maximum safe slopes is the shear strength of the material in which the slopes are cut, but unfortunately there are very few data available concerning shear strengths of residual soils. Vargasl tested clay derived from gneiss and granite in southern Brazil; the properties of decomposed granite occurring near Hong Kong were determined by Lumb.2 These data are being used, when applicable, to supplement the test data obtained in the present study by Yorke.3 The locations of the North Carolina slope failures, more than 400 in number, are shown on Fig. 1. This map, adapted from the Geological Map of North Carolina,4 suggests the possibility of a relationship between frequency of slide occurrence and rock type. However, the evaluation of this possibility requires consideration not only of the type of rock, but also of its large and small scale structural features, its susceptibility to and degree of weathering, and the composition and structure of the weathering products. Soil slope failures in thoroughly weathered soil material and saprolite outnumber rock slope failures two to one. INFLUENCE OF ROCK TYPE The agricultural soil type involved in each soil slope failure was identified and each failure was catalogued in terms of the parent material from which the soil was derived. These data indicate that most of the slope failures, whether in the rock or in the derived soil, are associated with metamorphic rocks (see Fig. 2a). The data may be skewed somewhat because of the relative sizes of the total areas underlain by the various rock types, but Leith and Gupton5 have demonstrated that the preponderance of failures in metamorphic rocks is of much greater magnitude than could be accounted for by the areal factor alone. The dominance of metamorphic rocks is emphasized when soil slope failures are considered in terms of the specific rock types from which the soils were derived (see Fig. 2b). INTRODUCTION SEVERAL years ago the writer was connected with the Mint and Assay Service of the Federal Government as Assistant Assayer at the-Salt Lake Assay Office. At that time cyanide bars formed approximately half of the bullion purchased by that office. Disagreement in valuation between the producer and the office was not infrequent and to a lesser extent between the Assay Office and the Mint, this latter issue being soon obviated, however, by adopting uniform methods of sampling the bars. A nice problem seemed to offer itself for research and the writer began a series of experiments which were soon terminated, however, by his going into other work, and which he regrets have not since been completed. The results attained may suggest lines of approach to this problem and are, therefore, offered in this article. Frederick P. Dewey, Assayer of the Mint Service, U. S. Treasury, has had abundant opportunity to study this phase of metallurgy, and has published several articles relative thereto.1 In the last article cited Dewey quotes analyses of cyanide bullion similar in content to that with which the writer worked, and which show some of the variations met with. In the discussion of these papers,2 comparison has been made in terms of copper bullion, but to the writer this seems of questionable value. Copper bullion may resemble silver bullion, but its similarity to, gold bullion with little or no silver content is another thing. The freezing-point diagram of Roozeboom, reproduced on page 881 of the discussion cited, is for the gold-silver series as stated. THE COMMITTEE, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls (" Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the life of the mine. It is a convention that the estimated period shall not be more than 30 years.

The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black stone, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 years before the Christian Era. And, from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, goes back for thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages. COAL IN AMERICA In the Americas, there is evidence here and there of a slight use by the Indians. However, the first recorded discovery of coal, in what is now the U.S., was by French explorers, who reported a "cole mine" on the Illinois River in 1679. Following this, other discoveries were made by French and British explorers, but the first recorded actual usage was in Virginia in 1702, where a French settler was granted permission to use coal for his forge. Earliest recorded commercial mining was in 1750, from the James River coalfield near Richmond, Va., a deposit now abandoned. Besides local consumption from this field, shipments were made to Philadelphia, New Pork, and Boston. During the Revolution this coal was of importance in the manufacture of shot and shell; so important, in fact, that the British sent an expedition in 1781 to destroy the iron works and

IN recent papers on interface energies in metals¹,² the concept of an equilibrium of forces has been used in the measurement of interfacial tensions. Mathematically the equilibrium of three forces is given by the relations: where the 2's are the interfacial tensions (interface energies per unit area of interface) of three phases or grains meeting at angles 21 22 and 23 (212 relates to the 1-2 boundary formed by grains 1 and 2;223 to the 2-3 boundary, etc.). If these relationships are valid, one can calculate relative values of the interface energies from measured boundary angles on specimens which have been brought to equilibrium. Since Eq 1 may be derived through a mathematical process of minimizing the grain boundary energy under the restriction that the ?'s be independent of boundary orientation: the concepts of surface tensions and equilibrium of forces are not particularly essential. To deal with the general case involving dependence of boundary energy on boundary orientation, it becomes desirable to drop certain concepts formerly held (namely that energy per unit area is identical with force per unit length or surface tension) and to use the energy concept alone. It is appropriate, therefore, to use E in place of ? in deriving and using the more general equations that express the anisotropic nature of the grain boundary energy. Herring3# ' recently has derived the required general equations using the principle of minimization of energy. Specifying the boundary orientations in terms of angles (4) measured with reference to crystal axes within the grains, Herring's equations take the form E23 + E21 cos?8 + E12 cos?2 — sin ?12 + sin?2-?E12/?12 =O [2] where the partial derivatives are measured in the direction of counterclockwise rotation of the boundaries. Eq 2 implies that an infinitesimal displacement of the triple point along the 2-3 boundary produces no change in the boundary energy. Similar equations apply for infinitesimal displacements along each of the other two boundaries. It is apparent that Eq 3 reduces to Eq 1 when the c's vanish. Eq 3 also reduces to Eq 1 when the E'S are all equal. Shockley and Read' have pointed out one limitation to these equations. When E plotted versus 4 appears as an energy cusp, as their theory requires, for example, for the energy near a twin boundary position, then Eq 3 (and therefore Eq 1 also) no longer applies if one boundary is in the minimum energy position. One of the equations of form Eq 2, however, applies if the infinitesimal displacement is along the boundary associated with the energy cusp. From the foregoing treatment it will be apparent that equilibrium angles alone are not sufficient in general for calculating relative interface energies.

A. 0. ASHMAN, Palmerton, Pa. (written discussion *.).-Mr. Newcomb's paper has interested me greatly, as I have had numerous experiences along this line. I do not think enough emphasis can be put on his warn-ing to keep platinum couples free from contact with quartz tubes, as silica shows a tendency to alloy with platinum to a surprising degree even at low temperatures. I have frequently had evidence of silica contamination in a perfectly good tube, in which there was seemingly no possibility of a reducing atmosphere. This is rather important as it seems to be common practice to insulate, as well as protect, the wires by means of- capillary silica tubing, thus allowing the entire wire to be in contact with the silica. The best way to mount a couple in a silica protecting tube is by means of double-bore porcelain insulating tubes, the protecting tube being slightly longer than the couple so as to leave a space between the couple and the end of the tube. In this way there is no possibility of contamination from silica. In no case should silica capillary tubes be used to insulate platinum wires. Mr. Newcomb states that there is still much to be desired in pyro-meter protecting tubes; this is in keeping with my experience. From a practical standpoint there is not a satisfactory pyrometer tube on the market for high temperatures; with all clue respect to the many improve-ments and good work recently done in this line. I believe that the whole future development of pyrometry is dependent on the development of suitable refractories. With suitable refractories, for example, Darling's1 work with liquid couples could be developed to a practical basis, making possible the use of base-metal couples to replace platinum.

An increased demand for brown iron ore in the Birmingham district during the past 18 months has caused renewed activity both in prospecting and mining these ores. In recent years the production in Alabama has ranged from 41,559 tons in 1932 to 639,351 tons in 1928. During the last 9 years about 83 per cent of the total brown ore produced in the United States has come from Alabama (Tables 1 and 2). Prospecting Two methods of prospecting are used in this district: (1) test pits, (2) churn-drilling. Usually there is certain quite definite information on an area to be prospected; some of the indications are float ore such as small gravel or small and large boulders known as "dornicks" scattered over the surface, and ore exposed by erosion in gulleys and ravines, which have cut or eroded through the overburden. Often these natural erosions furnish an indication of the thickness of the ore and to some extent of the area of the ore body. Deposits of brown ore are very irregular both in thickness and extent. Deposits are often lens-shaped or long narrow leads, some of which may be parallel and separated from one another by sand, clay or gravel. The bottom—the footwall—is also very irregular. This footwall is usually lime clay—disintegrated limestone, locally called "white horse," which usually is found at a depth of 6 in. to 20 ft. overlying the limestone. At some places sand and gravel is found under the ore instead of clay. No ore is found under the lime clay, although often the ore has sunk or slumped and is found in the upper portion of this clay, as at some of the Sloss workings at Russellville. The origin of these ores has been discussed by Major E. C. Eckel and Dr. E. F. Burchard in U. S. Geological Survey Bulletin 400, and recently the latter has done further work on ores in the Russellville district, of which reports undoubtedly will be published.

Possible interactions of the perfect dislocations of six slip systems or the c dislocation with the (10i2f (ioii), {ioIi}(ioiZ), {1122}(1123), and {1121}(ii26) type twins in hcp metals have been analyzed from the crystallographic and the energetic points of view. Twenty-six distinct types of possible interactions were identified, and those selected based on crystallographic constraints were examined for their energetic feasibilities by use of the anisotropic energy factors. No long-range elastic interaction exists for a dislocation when its Burgers vector is parallel to the twin interface. Under a suitable applied stress, a screw dislocation can cross slip at the twin interface. For basal mixed dislocations in cadmium and zinc, the interaction with {1012} twins is found to be attractive, indicating that incorporation of these dislocations into the twins is energetically feasible and that twin growth will result. On the other hand, the interaction between both basal and Prism mixed dislocations and the {1012} and (1121) twins is found to be repulsive in Mg, Co, Re, Zr, Ti, Hf, and Be. This indicates that under an applied stress a local stress concentration will develop due to a dislocation pileup at the interface, which may result in a site for either the nucleation of other twins or the formation of a crack, depending on the cleavage strength. WHEN a metal undergoes plastic deformation, a certain configuration of slip dislocations will result in a state of dislocation pileup against an obstacle. The stress concentration thus developed may enhance the process of twin nucleation and also twin growth. Furthermore, once formed and dispersed in the crystal, twins can act as effective barriers against slip dislocations. The degree of such mutual influence or interrelation between slip and twinning is generally known to be pronounced in the case of hcp, metals. It is also known that deformation by twinning occurs more commonly in hexagonal metals than in cubic metals. In fact, under suitable stress states, all hexagonal metals exhibit {1012) <1011> type twinning.&apos; In addition to this common type, deformation by (1151) <1126> type twinning occurs in zirconium, titanium, and rhenium, which show remarkable ductility.&apos; The importance of twinning during general deformation to the ductility of hcp polycrystals has been briefly discussed in recent review works.2&apos;3 The purpose of this paper is to analyze the interaction between slip dislocations and twins in the hcp structure and to discuss the nucleation and growth processes of twinning and the role of twinning in the <"°" noil) o, 1/3[112O] (OOO2) 1/3[1123] Fig. l—-Slip systems in hcp structure. ductility of hexagonal metals. The problem will be discussed from the geometric and the energetic points of view in a manner similar to that of the previous work on zinc.4 Since hcp crystals deform by several slip and twin systems, numerous interactions result as possibilities. The Burgers vectors of six slip systems and the c dislocation shown in Fig. 1 and the four twin systems listed in Table I are considered here. A complete tabulation of the possible interactions is followed by discussion of those that are more likely to occur on the basis of crystallographic constraints and energetic considerations. 1) CRYSTALLOGRAPHY OF TWINNING The crystallographic elements, K1, K2, n1, and n2, for the four compound twin systems are now well established.= A unit cell with the base vectors n1, and n2 is shown in Fig. 2 for each twin system. The unit cell before twinning is shown in solid line, and the corresponding unit cell after twinning is shown in dashed line. Also shown in Fig. 2 are the following crystallographic parameters: S is the plane of shear, d the interspacing of the twin habit planes K1,Ø Iis the acute angle between n1, and n 2, e is a numerical factor, and q is the number of K, lattice planes intersected by 17&apos;. These parameters can be expressed in terms of the axial ratio, y = c/a, as listed in Table 11. The macroscopic shear strain of twinning, s, and the magnitude of a "unit twin dis-l~cation,"4 bt, are also expressed in terms of y and given in Table 11. In Table 11, K1 and q1 are given in both Miller-Bravais and Miller indices. In double lattice structures, shuffling of atoms in addition to a homogeneous shear of the lattice is generally required if the original crystal structure is to be restored after twinning. Analytical expressions are developed for the kinetics of dissolution or growth of a spheroidized, solute rich stoichiometric Precipitate in the surrounding matrix. There are two limiting cases; in one the rate of dissolution or growth is limited by long range solute diffusion through the matrix and in the other by the transfer of atoms across the mrdrix-precipitate interface. In the former case local interfacial equilibrium exists while in the latter it does not and the rate of dissolution or growth is controlled by an interfacial reaction. The analysis treats both limiting cases as well as mixed control in a single development, where it is found that the thermodynamic state of the interface is completely specified by a single parameter, o, defined by where K is the reaction rate constant, D is the matrix solute diffusivity, and R, is the precipitate radiz~s. If K is infinite then a is zero and local equilibrium prevails; if K deviates infinitesimally from zero, then a is very near unity and an interfacial reaction is rate controlling. Mixed control occurs for intermediate values of o. From the analytical results, numbers are computed which are useful in determining the duration of interfacial reaction or mixed control; following this time period, long range diffusion is rate controlling. THE rate controlling process or processes governing phase boundary migration has been the subject of much speculation and investigation. Traditionally, the most widely assumed boundary condition in quantitative treatments of this problem has been that of local interfacial equilibrium. This condition implies that long range diffusion of one or more elements controls the migration and is referred to as "diffusion controlled migration" (herein DCM). In contrast to the above view is the proposition that local interfacial equilibrium does not exist and that transport of atoms across the interface is rate controlling. Consequently, this mechanism is referred to as "interface controlled migration" (herein ICM). BY the beginning of 1945 the output of petroleum products for war had reached a volume and a rate of growth which practically assured all requirements so long as war continued. The programs for making gasoline, lubricating oils of required quality, toluene for T.N.T., and chemicals for manufacture of synthetic rubber, as well as numerous other lesser petroleum products, were all well in hand, and unless catastrophic developments occurred there was no doubt of the ability of the industry to meet all demands. The end of the fighting found the refining industry working at top capacity on war commodities, but also in position to convert quickly into peacetime civilian production. 100-octane Aviation Gasoline Production of the vital 100-octane aviation gasoline, starting with approximately 44,000- bbl. daily capacity at our entry into the war, reached a top of 525,000 bbl. a day in the United States by the end of hostilities. With 75,- bbl. from other Allied sources, the grand total was 600,000 bbl., or 25,000,000 gal. each 24 hr. available to the armed forces had fighting continued. At times it was a close race between requirements and production, but never were any important military operations involving the use of high-octane aviation gasoline held up or delayed for lack of sufficient output of such material. The undivided effort of the entire refining industry in full cooperation with the Government made this record possible. Little diminution in output followed the German surrender on May 7. Plans called for a correspondingly greater activity for the Japanese war and possibly for well into 1946. But when the Japanese sued for peace on Aug. 10 most contracts were quickly canceled. BY the beginning of 1945 the output of petroleum products for war had reached a volume and a rate of growth which practically assured all requirements so long as war continued. The programs for making gasoline, lubricating oils of required quality, toluene for T.N.T., and chemicals for manufacture of synthetic rubber, as well as numerous other lesser petroleum products, were all well in hand, and unless catastrophic developments occurred there was no doubt of the ability of the industry to meet all demands. The end of the fighting found the refining industry working at top capacity on war commodities, but also in position to convert quickly into peacetime civilian production. 100-octane Aviation Gasoline Production of the vital 100-octane aviation gasoline, starting with approximately 44,000- bbl. daily capacity at our entry into the war, reached a top of 525,000 bbl. a day in the United States by the end of hostilities. With 75,- bbl. from other Allied sources, the grand total was 600,000 bbl., or 25,000,000 gal. each 24 hr. available to the armed forces had fighting continued. At times it was a close race between requirements and production, but never were any important military operations involving the use of high-octane aviation gasoline held up or delayed for lack of sufficient output of such material. The undivided effort of the entire refining industry in full cooperation with the Government made this record possible. Little diminution in output followed the German surrender on May 7. Plans called for a correspondingly greater activity for the Japanese war and possibly for well into 1946. But when the Japanese sued for peace on Aug. 10 most contracts were quickly canceled. THE annual meeting of the Institute was held at the Office of the Secretary on Tuesday, May 23d. President Holley appointed Messrs. J. C. That portion of the geological structure of the Leadville district which rests upon the Archæan is made up of sedimentary beds of Silurian and Carboniferous formation, consisting of many conformable strata of limestones, quartzites, and shales, which have a total present thickness of about five thousand feet. Interbedded with these strata are found, under somewhat fixed lams of regularity, sheets of intrusive igneous rock,&apos; varying in thickness from a foot or two to several hundred feet. These consist for the most part of various types of felsite rocks, classed, by the sanction of common and long-continued usage, under the general term of porphyries. Mr. S. F. Emmons, in the abstract of his " Report upon the Geology and Mining Industry of Leadville," says in this connection : In their mode of occurrence the type-feature is that of intrusive masses, which are developed on a scale of unprecedented magnitude, and follow certain horizons with remarkable regularity.... It is probable that this mode of occurrence of eruptive rocks, viz., as intrusive masses which originally did not reach the surface but were forced up to a certain horizon and then spread out bettween the beds, is far more common than has hitherto been suspected by geologists. It is difficult to conceive of the conditions under which a fused mass could pry open strata to a width of one thousand feet or more, overcoming the weight often thousand feet of superincumbent rocks, and spread itself out in a continuous sheet between the beds to a distance of ten miles beyond the point or line of eruption. That they did exist, however, can be clearly demonstrated in this region.... In one single section over fifteen sheets, many several hundred feet thick, were counted between the Blue Limestone and the top of the Carboniferous. Long range expansion plans begun in 1966 by The International Nickel Co. of Canada, producer of over 50% of the free world supply of the white metal, are so mammoth as to give rise to the speculation that something might have to burst at the seams. From an annual level of capital expenditure of $35 to $70 million, the company jumped in 1967 to $145 million in new capital investment and will come close to $200 million in 1968. Inco expects to spend $700 million in the next five years, beginning in 1968, for new mines and surface facilities in Canada. The program involves the opening of nine new mines within the next 3 1/2 years, expansion of producing mines, and construction of new plants and modernization and expansion of established ones to process the increased ore production. Beyond this, the company is committed deeply in developing new sources of nickel abroad. Any one of these new projects, if proven economic, would necessitate expenditures of about $100 million or more. For Inco, the economic strain was relieved without a rupture this spring when Henry S. Wingate, company chairman, reported&apos; at the stockholders annual meeting that $150 million had been raised by the sale of bonds. This marked the first time in 32 years that the company had gone into debt.
