IN the last decade one of our oldest and largest non-metallic metallic mineral industries has been the subject of persistent technical research, the results of which are another example of the benefits following the systematic application of scientific principles. The consequent improvement in the technique of phosphate recovery represents the greatest material advance in the industry since the discovery of phosphate in Florida in 1881. Moreover, these successes have stimulated interest and development in numerous other nonmetallic industries. Strange as it may seem, and despite the fact that the phosphate deposits of Giles County, Tennessee, together with those of Polk and Hillsborough Counties, Florida, have yielded more than 50,000,000 long tons in the last twenty years, the mineralogy of phosphates has been given scarcely any space in our technical literature. For many years it was the general consensus that these so-called phosphate rocks represented a physical mixture composed principally of tri-calcium phosphate, together with smaller quantities of calcium carbonate, calcium fluoride, iron phosphate, aluminum phosphate and other less important constituents. More recent investigations, however, led to the conclusion that these phosphates really represent a complex mineral in which calcium, iron, aluminum, phosphorus pentoxide, carbon dioxide, and fluorine all form a definite part of the molecule. Colony, after a careful study, utilizing chemical, microscopic, and X-ray diffraction methods, reported that American phosphates consist principally of calcium-carbono-phosphate of the staffalite type.

The National Labor Board, on June 25, ended its activities preparatory to final, dissolution by the President. No new cases will be heard nor new applications received. Controversies, jointly submitted, that could not be concluded prior to June 30, were assigned to the joint chairmen or a section of the board for disposition. The conclusion of the board's activities marks the passing of. one of the governmental agencies created during the war to further production of war materials. The board was organized under a Presidential proclamation with former President Taft and Frank P. Walsh of Kansas City as joint Chairmen, and with five members representing labor, five employers' representatives, and two members acting for the public. Mr. Walsh resigned soon after the signing of the armistice and was succeeded by Basil M. Manly of Washington. During the year that ended May 31, the hoard received 1245 cases, made awards in 462 cases, dismissed 391 for various cases, referred 315 to specified agencies, and suspended one case. Fifty-three cases remained on the docket because the hoard could not agree, and 23 cases were pending.

The approach proposed in this paper is, as stated by the authors, an update of methods well discussed in the literature. The authors are to be congratulated for their excellent effort in quantifying a difficult problem with realistic cost data. Economic analysis of the components of a mine ventilation system is complicated by both the dynamic nature of the system and the uncertainty as to the time when system changes occur. We wish to address three specific areas of this paper which require further consideration: shaft designed air capacity, shaft location, and economic criteria used within the analysis. With regard to ventilation shaft size optimization, the system complexities are illustrated in the quantity flow through the shaft. Obviously, the capacity chosen by the designer is a static parameter while the utilized capacity is usually a dynamic variable over the life of the shaft. The designed capacity may be used for a short or a long period, and this may occur during the beginning, middle, or near the end of the shaft life, leading to different operating costs at different times. Operating costs, as shown by the authors' Eq. 8 are more dependent on air quantity than any other single factor (quantity cubed as compared with other factors to the single power); hence, extreme accuracy in the assessment of some of the other factors discussed by the authors may be secondary to the quantity estimation. Incorporation of a variable usage factor for air quantity over the life of the shaft in this optimization problem deserves some consideration. Although the authors have chosen to examine optimum ventilation shaft sizing, it must be remembered that optimization of the whole system-is the primary objective of any optimization process; unit optimization of such items as shafts may not complement the overall process. We have discussed this subject in some detail in another paper in this Transactions volume (Luxbacher and Ramani, 1979). While the recommended process by Wang, et al. can be used in shaft sizing, the shaft operating conditions (pressure head and air quantity) are intertwined with the shaft location within the mine infrastructure:

In all three principal dunite dikes, minute disseminated grains of pyrrhotite are to be seen in the fresh rock in amounts less than 1 pct. Traces of nickel have been reported from many such specimens. Nickeliferous pyrrhotite is the principal nickel-bearing mineral, although olivine contains very minor amounts of nickel in solid solution, substituting for magnesium and iron. Such occurences are of no economic significance. Nickel analyses of possible economic significance (up to 3 pct Ni) have been returned from samples taken near the margins of the two large western dunite dikes. These samples were from schistose zones along and within the dike walls. The mineralized shear zones, up to 30 ft wide, strike N 30 W and dip from 65" to 90" west. They consist of layers of hard, fresh, green-gray dunite, mineralized with finely disseminated pyrrhotite. These layers alternate with layers of soft, black, oxidized schistose dunite up to 1 ft wide, well mineralized with pyrrhotite and tabular-fractured pentlandite in crystals up to 1/4-in. diam. Sulfides identified in polished sections were chiefly pyrrhotite and pentlandite, with much smaller amounts of chalcopyrite. There are two varieties of pyrrhotite. One develops a fine polish and conforms to published descriptions. The other is slightly darker and browner, does not polish as well, and displays flamelike growth or intergrowth structure when etched with nitric acid fumes. Pyrrhotite and pentlandite crystallized contemporaneously in the form of veins in the olivine and as fillings of the interstices of euhedral olivine crystals. Chalcopyrite replaces the other sulfides. The most striking feature of the deposits is their occurrence in intimately fractured and schistose zones in the dunite where faulting has been localized along the contacts of the sediments and the dunite dikes. Though far too little detailed work has been done to be certain, there appears to be a higher concentration of sulfides in the shear zones along the margins of dike apophyses, sediment reentrants, and strike and dip irregularities. Much more study would be required in order to submit a plausible theory of formation of the nickel deposits, supported by laboratory and field evidence. Results of the present study, especially localization of the metals by fracturing, certainly indicate that the nickel concentrations were brought about by precipitation of nickel sulfides from fluids that used the fractures as a means of ingress. Studies of nickel sulfide deposits throughout the world have demonstrated that such sulfides were deposited at considerable depths and at temperatures of several hundred degrees. This would rule out the possibility of groundwater as the transporting medium. The two possible sources of hot nickel-bearing fluids are quartz diorite and gabbro. The first possibility is that large volumes of fluids, expelled from the quartz diorite magma during its crystallization, obtained a supply of nickel by altering the nickeliferous olivine of the dunites. The likelihood of this process is lessened by the recognition that, although the dunites show some alteration to serpentine, talc, and trem-olite, they are for the most part remarkably fresh outside the schistose zones. The worldwide association of nickel with basic rocks, together with the presence of pyrrhotite in thin films on joint planes of the gabbro on Jumbro Mountain, favors the gabbro source. IN the past five years, and without much fanfare, Turkey has emerged as a significant figure in the world mining picture. This has been accomplished by a five-year plan now in its last year. A second five-year plan is already under way, ahead of schedule. It will concentrate even more than the first in developing Turkish mines in order to increase present exports of coal, chrome ore, and copper, and to develop new mineral exports as well. To be fully understand the republicic?s mining program should be considered as something more than merely tapping rich resources in the East along the Aegean Sea, in the North among the mountains descending to the Black Sea, and in the West at the foot of the Taurus Mountains. It should also be viewed in the light of a strong nationalist policy with many aspects of state socialism. Turkey declares frankly that all mineral re- sources belong to the nation and all exploitation should be by the state for the twin purpose of modernizing the state and securing foreign exchange for the state by exports. Accordingly, the principal mines are state-operated and a few lesser enterprises, although not state-owned, have at least been put in the hands of Turkish capital.

FROM time to time geologists and mining engineers, impressed by the heavy demands made on our mineral reserves' by modern industry, and particularly by the steadily mounting rate of production necessary to meet that demand, have issued warnings as to the danger of exhaustion. There can be no dispute as to the fact that mineral deposits are exhaustible. New mineral, is not created to replace that taken from the earth and when a crop of mineral is once harvested another cannot be grown in the same area. The evidence of exhaustion 'of particular oreshoots, deposits, or even of whole districts is familiar to all who have mined. If one were to judge solely from the abandoned mills and prospect holes he would rightly conclude that mining is but a short-lived industry. If one were, furthermore, to assemble the data as to known reserves of almost any of the commonly used minerals, and divide them by the annual tonnage mined, he would come to the same conclusion. If, again, one were to consider the most carefully made estimates of competent men seeking to measure the earth's reserves of minerals and plot against them a projection of the curve of past consumption, he would be justified in viewing the situation with alarm.

FROM the time of its establishment in 1933, the Tennessee Valley Authority has been active in the field of phosphates. Under the T.V.A. Act it has a broad Congressional mandate to guide a unified development of the resources of the region for the long-range benefit of the people. As one phase of this function, it is directed to co-operate with farmers in the experimental large-scale use of improved fertilizers and development of better fertilizer practices. Following careful study, it was concluded that the objectives of this phase could best be attained by soil rebuilding through the use of phosphatic fertilizer and lime in an improved farm management sys- tem. This activity was launched through a program of test and demonstration on farms and simultaneous technical investigations to develop new and improved phosphatic fertilizers. Phosphorus has since become a keystone of the Authority's resource development and conservation program. Human effort is being conserved by phosphate utilization on the farm, and mineral conservation has been promoted by technical developments in phosphate mining and manufacturing operations.

THE South African Mining and Engineering Journal recently pointed out that no satisfactory solution of the question of compensation for silicosis can be arrived at by placing further liability of an inequitable nature upon the mines. There are at present 35 scheduled mines liable to contribute to the annual levy of $800,000 and provide for the net outstanding liability of $6,400,000. Several of these mines have, as yet, not been able to set aside sufficient funds against their out- standing liability to the Compensation Fund. The gold producers declare that the gold mining industry today is passing its zenith, and that the production of gold will decline, with a consequent lessening of the spending power of the mines, which in about ten years will be reduced to a great extent unless encouragement is given for the opening of new mines. It is during this period of decline that the mines will be required to meet the large burden already created by miners' phthisis. In England the Workmen's Compensation Act, 1925, was extended to industries involving exposure to asbestos dust.

Knowledge of a large number of the physical properties of the hydrocarbons is needed in the calculations and studies of the production engineer. Since experimental data on these properties of the individual hydrocarbons and their mixtures are available in only a relatively few cases, the use of generalized correlations has developed rapidly in the last decade. The generalized correlations of pressure, volume and temperature,' enthalpy2 and vapor-liquid equilibria13 on the basis of reduced temperatures and pressures, are outstanding examples of this development. These correlations are of particular value to the production engineer interested in the flow of oil and gas, since they can be used to estimate the conditions under which segregation of phase occurs as well as the composition, density, and relative amounts of the phases. The technique of using the correlations for such estimations has been published by several authors4 and will not be considered in this paper. A considerable number of data have been obtained to check the generalized pressure-volume-temperature correlations, and these data indicate that such relations hold for the hydrocarbons from methane to heptane. The accuracy is in general sufficient for most engineering pressure-volume-temperature calculations. However, the generalized correlations of enthalpy and vapor-liquid equilibria have in general been developed from the pressure-volume-temperature correlations by thermodynamic calculations and only a relatively few experimental data are available to check these calculated values. The calculations from pressure, volume and temperature are likely to lead to large errors in the calculated enthalpy and vapor-liquid equilibria. Thus, in the calculations of enthalpies, slopes of the pressure-volume-temperature data are employed, and determining these slopes can greatly amplify small errors in the original data. In the vapor-liquid equilibria calculations it is necessary to have the pressure-volume-temperature relations of the mixture, and the latter propertics are much more questionable than those of pure components, particularly in the critical region. ENGINEERING education today is like a crazy quilt of somber wools and gaudy shoddy, chain-stitched on an academic assembly line, and sold at ever mounting prices to inexperienced youths for lifetime use. Each engineering school offers a half-dozen or so patterns with essentially the same skimpy wool content. Sales appeal is in the color of the shoddy, denoted by the hopeful adjectives chemical, civil and the like. This article is argument for an all wool product made by slow, careful handwork. Bluntly it proposes a thorough four-year undergraduate drill in fundamental science and general engineering empirics, leavened by continuing study of the third of the engineer's troubles: Man. It is not contended that existing methods of engineering education have failed to start men on the path to successful engineering practice (too many of you have started that way); rather, social conditions and the bounds of knowledge have changed tremendously, and corresponding alterations in the pattern of engineering education are overdue. We'll Teach the Specifics The first part of this contention is illustrated by excerpts from a letter received recently from an officer of one of the largest corporations: "We are interested in employing two or three outstanding young engineers to be placed on a special training program to develop them as design and construction engineers.... "We propose to put these men on a four-month indoctrination and orientation course after which they would be given job-training assignments for a period that will vary from about six months to about a year and a half depending upon the aptitudes, abilities and intelligence of the candidates.... "I am not too fussy about what kind of engineers the men might be insofar as academic courses are concerned. They could be.. . in almost any engineering classification.... We can furnish the additional training beyond the academic fundamentals. "The starting rate for these jobs would be $326 per month...." This letter is not unique; rather it is representative of a practice that has become common. It is industry's enforced response to the general refusal by young graduates to submit to union domination in order to gain operating experience at the labor level. The message to engineering schoolteachers is plain: You teach the fundamentals; we'll teach our practice and pay the graduate to learn it. The letter means to the student that time spent in school studying the specific practices of particular industries is waste compounded. The school can't give the equivalent of what industry teaches, wherefore industry will still demand apprenticeship. The student must pay for the specific instruction at school instead of being paid to take it later. And time-consuming specifics crowd out drill in basic scientific and technical subjects as well as liberal arts.

Development of electrical power in coal mining has been an outstanding example of adaptbility. It has accommodated itself to new inventions, changing mining methods, increasing demands, increasing safety requirements and many other new conditions. With the appearance of the continuous miner in the mining machinery picture, those engineers interested in the application of electricity to mining have been thinking about what new comination of electrical apparatus will best suit this newcomer. It is the purpose of this paper to discuss the relative costs of supplying d-c versus a-c power to mining equipment with particular reference to continuous miner setups. Assume that a-c power will be delivered to the mine at some high voltage suitable for transmision to the various substation locations. Typical voltage for this purpose is 4000 volts. The problem then is to change the power to some kind of power suitable for driving the motors of mining equipment. For safety and other reasons the voltage to be delivered to the motor terminals must be under 600 volts.

As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using cross-linked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganite, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The imlnodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pyrolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethanolamine derivative. The separation of hematite from quartz by selective flocculation with chelating crosslinked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dispersing agent.

PRESIDENT BASSETT'S gavel called the Annual Business Meeting to order shortly after 10 a. m. on Tuesday. On motion of Eugene McAuliffe, reading of the minutes was dispensed with and Mr. Bassett read his annual report of the year's activities as follows : During the year I have visited eighteen of the twenty- seven sections, making an average of GG 2/3 per cent. The invitation to come again has always been extended, but in only one case have I been able to visit the same section twice. Chicago entertained the president twice during 1930. Mrs. Bassett accompanied me on visits to ten sections. Everywhere we have found the most cordial hospitality and a gratifying enthusiasm for the Institute. If anyone had fault to find with the management or felt dissatisfied with what was being done, it was carefully concealed. I am happy to report to you an agreeable, helpful and progressive spirit in each of the sections visited.

At the Hanna No. 4-A mine of The Union Pacific Coal Co. a new system of trackless mining is being utilized to extract a 26-ft coal seam. By using shuttle cars and a conveyor belt for haulage in the rooms and panel entries instead of pit cars and panel hoist a saving of 12 cents per ton is expected. Mining is conducted in a 26-ft coal seam laid down on a synclinal structure with active workings on a pitch of approximately ten to twelve degrees. The coal seam is interbedded between a shale bottom and sand- stone top. The coal is friable, high in moisture, and subject to spontaneous combustion. The mine is rated gassy by the State Coal Mine Inspection Department. Mining is conducted at the present time by unbalanced rope haulage an main slopes spaced on approximate 4300-ft centers with the three-entry system driven to boundary lines, strike entries being turned on approximate 1300-ft centers. Panels are driven to the rise between entries at approximately 750-ft intervals with panel rooms driven on the strike 500 to 600 ft long, leaving 150 ft of barrier pillar between each block of panel rooms.

SECONDARY copper1 has &come more or less of a bugbear generally. What is its influence is often the subject of heated argument. The inedapable fact usually quoted is that since in 1929 primary production of copper in the United States was 1,026,348 tons and secondary production was 626,550 tons, there- fore, 0.6 lb. of secondary is produced for every pound of primary, and "How can you get around that?" The matter seems very plain, now that I have reached my conclusions, but they are the result of much laborious study and research. I shall show that' the production of secondary copper is not 0.6 per lb. of primary, in spite of statistical appearances; that the production of secondary is a function of primary production rather than of price; that secondary production has 'only a sub-. ordinate influence on the price of copper and then only in abnormal times; that there is not an accumulating reservoir of secondary from which the country is some- time to be drowned in copper, as is believed by some, or a reservoir from which we are going to draw much needed and more or less inexhaustible stores in the future, as is believed by others; and finally, that the United States always produces more copper than it uses and exports the surplus. These are all controversial points, and for that reason and to anticipate argument I have set forth my reasoning in considerable detail.

Dexter H. Reynolds (Chapman and Wood, Mining Engineers and Consulting Geologists, Albuquerque, N. M.)—A number of questions are raised by conclusions and inferences made in the above-mentioned paper. The more troublesome of these concern use of the various pozzolans to combat the deleterious effects of the alkali-aggregate reaction. The most alkali-reactive materials listed are opal and rocks containing opaline silica. The pozzolans mentioned specifically for use as amelioratives are opaline shales and cherts. These are stated to retard the expansion caused by the alkali-aggregate reaction. Another well-recognized pozzolan is diatomaceous earth, which consists principally of opaline silica. A pozzolan presumably owes its effectiveness to its high reactivity with the alkaline liquid phase of the concrete mix. It appears reasonable to expect that finely divided opaline silica added as a pozzolan would be more susceptible to reaction with the alkalies present than would larger particles of the same material. The authors report that work with high and low alkali cements indicates that in the presence of alkali-reactive materials, deleterious expansion depends upon the alkali content of the cement. The total effect, therefore, should be more or less independent of the amount of reactive aggregate present, and still more independent of its state of subdivision. The deleterious effects should, if anything, be aggravated by the addition of a finely divided, highly reactive pozzolan. Further, if the alkali-aggregate reaction is of great importance in the long-term soundness of concrete structures, the addition of a pozzolan to a concrete made with aggregate free from known deleterious materials would be a questionable procedure. The benefits reportedly accruing from such use of pozzolans are greater ultimate strength for a given cement content, increased resistance to deterioration by exposure to sulphate solutions and other mineral waters, and greater resistance to damage by wetting and drying and freezing and thawing. In view of the deleterious effects of highly reactive materials are these benefits ephemeral? The same considerations apply to another alkali-reactive material, chalcedony, which appears to consist of ultrafine-grained quartz, with opal absent in detectable amounts. Quartz flour is notably reactive chemically and physiologically (cf. Ref. 11 of Holland and Cook's paper), a fact borne out by its effectiveness as a pozzolan, which presumably might be expected to offset the deleterious effects of the presence of chalcedony in the aggregate. A second question of some importance concerns the reportedly highly deleterious reactivity of acidic and intermediate volcanic glasses, such as rhyolite, perlite, and pumice. Air entrainment is listed as one of the ameliorative measures to combat the deleterious effects of the alkali-aggregate reaction. The alkalic-silica gel formed by the reaction may expand into air bubbles and thus not cause appreciable expansion of the concrete mass. It would appear then that pumice and perlite, particularly perlites of the pumiceous types and other types after expansion, would also tend to counteract the expansion, since these materials consist largely of voids and air bubbles. Certainly this would be expected of structural concrete in which pumice or perlite is used as total aggregate. Finely ground pumice, perlite, and volcanic ash have been demonstrated to be active pozzolans (cf. Pumice as Aggregate for Lightweight Structural Concrete by Wagner, Gay, and Reynolds, Univ. of New Mexico Publications in Engineering No. 5, Albuquerque, 1950). In fact, the term pozzolan was first associated with finely divided pumice or volcanic ash. Such materials were used with hydrated lime as the sole cementitious agent in constructing public buildings, roads, and aqueducts by the ancient Romans. The deleterious alkali reactivity of the volcanic glass, itself containing several percent of the alkalies, apparently did not contribute to the remarkable state of preservation of those ancient structures, as exemplified by the Appian Way and the Pantheon Dome. Still a third question involves .the reactivity of constituents of concrete when exposed to various salt solutions. Resistance to. deleterious expansion and cracking as a result of contact with mineral waters and its relationship to the mineral content of the aggregate are not mentioned by the authors. Yet the phenomena pictured in Fig. 1, and especially in Fig. 2, appear very much like those caused by exposure to mineral waters. The deterioration of concretes exposed to sulphate waters is generally considered related to the chemical constituency of the cement itself, particularly to the relative amount of tricalcium alum-inate contained. Could not many of the ill effects presently blamed on alkali-aggregate reaction really have been caused by contact with sulphate or other salt-containing mineral waters? Or perhaps their use as mixing waters? May not the deleterious expansion be as much a function of the chemical makeup of the cement as it is of the mineral constituency of the aggregate? Would it not be just as important to use alkali-free mixing water as it is to use a low-alkali cement? It appears obvious that resistance of cements and concretes to sulphate and other salt solutions cannot be left out of account in discussion of deterioration of concrete structures with time. This factor may be of equal or even greater importance than the alkali-aggregate reaction, particularly for concrete subjected to wetting and drying cycles, such as airstrip paving, water-retaining dams, and highway structures. Another very important factor is called to attention on page 1022 of the article in Mining Engineering, October 1953, in that failure of concrete structures may result from poor construction practices and use of too high water-cement ratios. Both of these can contribute remarkably to decreased resistance to attack by sulphate waters, and presumably could have an equally remarkable effect upon extent of damage resulting from the alkali-aggregate reaction. From the above remarks it appears that while alkali-aggregate reaction may be an important factor in decreasing the useful. life of a concrete structure, it is not the only factor involved, and it may not be even a controlling factor. Likewise, many of the phenomena apparently associated with the alkali-aggregate reaction may have resulted from cond'itions which had little relationship to the alkali-reactivity of a constituent of the aggregate. Certainly if alkali-aggregate reactivity is a major factor in bringing about early failure, one cannot help feeling anxiety concerning the future of the many concrete structures in this country and abroad in which pumice and perlite were used as total or partial aggregates. This anxiety can only be dispelled by calling to mind that among the best-preserved relics coming down to us from ancient times are structures made with mortars containing highly alkali-reactive aggregates.
