Historically whenever application of scientific results to a new problem required the special experimental background, the economic outlook and the practical knowledge characteristic of the engineer, a curriculum in that type of engineering based on the professional requirement grew up in the engineering colleges. This is precisely what is happening now in geophysical engineering. THE Mineral Industry Education Division of AIME has long been interested in geophysical education. Organized in 1938, a Committee on Geophysical Education presented a number of reports in succeeding years. The AIME is an engineering society; hence it might be expected that the interest of the Mineral Industry Education Division would have centered about the relation of courses in geophysics to engineering education. However, this was not the case. The burden of the discussion held under the auspices of the Committee on Geophysical Education bore on geophysics in general and particularly on its relation to geology. In the decade that has passed since those meetings much water has flowed under the bridge. Not only have the geophysical sciences developed at an extraordinarily rapid rate but the practical importance and the range of their applications have spread in ever widening circles and have even assumed a very prominent place in research programs of the military, the Army, the Navy and, particularly, the Geophysical Research Directorate of the Air Force at Cambridge, Mass. So enormously have the geophysical sciences as such grown in scope and in degree of specialization that no one man in a lifetime of study can hope to master the theoretical and experimental complexities or even to follow intelligently in the published literature all the varied accomplishments of basic research in these fields. As in the other sciences, most of the results of geophysical research have potential economic value and are being applied to a wider and wider range of human needs. Here we see a parallel with the older sciences and their relation to engineering. Neither of these types of engineers was trained to cope with the requirements of electrical power, and so there came to be a curriculum in electrical engineering. The advent of radio communication and of electronics during the first World War and in the years that followed resulted in the establishment of electronics engineering, sometimes within the curriculum in electrical engineering and sometimes independent of it. The complexities of industrial management have created an ever increasing demand for industrial engineers and the consequent building up of a curriculum in industrial engineering. The wide industrial application of chemical processes required a type of engineer whose background was training in chemistry but who was able to design processes and plants on an industrial scale; hence we have the curriculum in chemical engineering. The advent of the airplane created an entirely new set of problems which were solved by the training of aeronautical engineers. Many of these have called for more and more science and mathematics. A few months since, Prof. Lawrence C. Johnson, of the U. 8. Survey, discovered in Mississippi large deposits of carbonate iron-ore, geologically located in the Claiborne formation of the Tertiary Epoch. These deposits are not pockets, but continuous layers or beds extending for miles, and can be located with certainty where they have not been removed by erosion. Upon examination, recently made by G. W. West, Birmingham, Ala., the largest deposits and highest grades of ore were found near Enterprise, Lauderdale county, and in Clark county, Miss. In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters. With the inauguration of Petroleum Technology this year, and approval by the Board to add an Assistant Secretary to the New York staff to serve the Petroleum and Coal Divisions, the Petroleum Division looks forward to greater opportunities and responsibilities. An improved medium of publication offers further incentive to engineers and investigators in the oil industry to make contributions. The authorization by the Board of Directors of a new Assistant Secretary is an appreciation of the splendid contributions made to the industry by the open forum of the Petroleum Division. It is also a recognition of the possibilities of greater service to the membership along the lines established ten to fifteen years ago by DeGolyer, Fohs, Ambrose and Lovejoy, to mention a few leaders. It isexpected that the new officer will spend a substantial part of his time in the field, visiting the student sections, the respective Divisions, helping in the arrangement of papers and Section meetings and intensifying interest in the Institute. The Petroleum Division will hold three meetings this year. The Fall Meetings will be held on Oct. 6 and 7 in San Antonio and on Oct. 20 and 21 in Los Angeles. The programs for these meetings will deal chiefly with engineering research and production engineering problems. Papers on production statistics and general economics of the industry are reserved for the Annual Meeting in New York. The annual production symposium and statistics are accepted as standard for the industry. With continuously deeper penetration into the earth in search for and exploitation of petroleum, it is necessary to have a better understanding of reservoir conditions and to place more phases of the operation under engineering control. Among the subjects relating to reservoir conditions tha thave been proposed for the fall meeting programs are phase equilibria at high pressures, interfacial tension between oil and water, the flow of oil and water through sands, the chemistry of films and underground temperatures. Investigations relating to control of operations include methods of continuously logging while drilling both visually and electrically, methods of studying drilling samples, properties of drilling fluids, improved cementing practices for isolating thin sands under high-temperature conditions and gas conservation, particularly production from high-pressure reservoirs. Additional suggestions of general themes or individual subjects will be welcomed, since it is desirable to build a backlog of material for Petroleum Technology. 9

I have not before had the honor of offering to the Institute a communication on the subject of the variety of asphaltum which I described as uintahite; but several disconnected notices of it have appeared in the Transactions, and much additional information regirding it and its relations to other varieties of the asphalt group has been gathered together. Dr. Henry Wurtz has also discussed the nature of uintaite, and has endeavored to show that it should be considered a variety of grahamite.* We have also had an interesting paper upon."Asphalt and its Uses," from Captain F. V. Greene, containing much important technical information and a scheme of classification of the varieties of bitumen and of bituminous compounds. THE graduating class whom I am particularly addressing are going into the world at least a month earlier than normal, because of the war. You have been free to choose your work. You have chosen to be mining engineers. The principal importance of your engineering education to date has been in teaching you how to think and how through books to have ready access to the accumulated experience of previous generations, as well as the current experience of the day. You should by now have acquired something of the engineering point of view, the open skeptical mind. the power to observe, experiment, and draw conclusions, form theories and test these by further experiment, and weigh the inherent probability of conclusions drawn by others. I am asking you today to consider certain facts and the conclusions I am drawing from those facts.

TUESDAY afternoon the annual meeting was devoted to a general session, in the auditorium, on production control. George Otis Smith presided and in opening the meeting recalled that the session in 1920 on the stabilization of the coal industry was the first time this subject had been discussed by Institute members in a general session and then introduced Carl Snyder, of the Federal Reserve Bank of New York, who spoke on "Long-time Growth and the Factors In Its Variations." He spoke without notes and a full presentation of his views must be deferred until the stenographer's report is available. He said that of the total production some 80 to 90 per cent represents goods for consumption and the other 20 to 10 per cent for construction. He discussed various indices of production, concluding that bank clearings are the best, and showed by charts that when they are plotted, allowing for various disturbing factors, they are seen to increase quite regularly at the rate of about 4 per cent per year. The production curve rises at only 3y2 per cent per year, because agricultural production does not in- crease as fast as manufacturing postal revenues in- crease at the rate of 5 per cent per year while the use of electricity increases twice as fast.

AS If see it, then, the engineering advances of which yob have studied here at Golden, the continued growth of. industry that you see about you here in Colorado, and the country-wide progress that I have not time to discuss-these illuminating facts should clear away any doubts as to your future. You have little license to ask, "Where is the call for engineering or what the need? Yankee fashion I might ask you by way of reply, "Have all the mines been opened? Have all the power-houses and transmission lines been built? Have the last improvements in. mill and smelter been in-stalled?" We know that the general answer is No, and the rest of the answer, which tells where are those mines and power plants and what are the new methods and processes in mining and metallurgy, must be sup-plied by you engineers of the future. And anyone who has even casually observed what recent years have brought forth in our profes- sion cannot but envy you your job. Our reconnaissance excur-sion into your future should not be much longer extended, but before turning back there are four landmarks that I would like to point out-not lofty peaks but useful tie points that are worthy of your attention as you traverse the territory of your future work. Two of these are in fact low spots or depressed areas which call for engineering activity; these are commonly called "waste" and "average." The other two are of larger significance and are rather extensive regions in the domain you are to enter and occupy. These larger tracts bear the suggestive place names "fact-finding" and "human engineering" and perhaps will prove to be the heights from which the broadest outlook is to be had in this "pilgrim's progress:" In the first place, waste deserves your attention, al-though I realize that it is possibly the most unpopular word anyone hailing from Washington can publicly utter. Its unpopularity naturally follows from its overuse in the somewhat strong charges made against the industrial and business world some years ago, when the doctrine of conservation was first preached in the land. But waste is a word to be used in an engineering sense as well as for political effect. Properly used, waste is not a word to shy at-rather it is a challenge to the engineer. For example, at present, the loss of 1 kilowatt-hour to every 5 sold is a clarion call to the electrical engineer. Waste is your target to shoot at, the obstacle for you to surmount, the giant for you to slay.

Kennecott Copper's Chino mine is one of the oldest copper mines in the United States, having been operated by the Spaniards as early as 1800. At that time haulage methods were indeed primitive. Indians brought the ore up on "chicken ladders" in leather buckets. It was then melted into crude bars and hauled to Chihuahua by mule train. There are still remnants of the old trails near the present pit where the mule hooves cut grooves in solid rock. The mines were worked as underground operations off' and on until open-pit mining was started in 1910 by John Sully and Daniel C. Jackling. Since that time many haulage methods have been used: mule carts, steam and electric trains and finally large haulage trucks, now believed to be the best method for this mine. The general shape of the pit is oval with dimensions of 1% miles by 1% miles. Working benches are 50 ft high, with the bottom bench at 5750 ft and the top at 6450 ft above sea level.

The pre-production interval, beginning with the recognition of an orebody's best potential and ending with significant production, contains time-dependent conditions well appreciated by miners but not always understood or appreciated by the landowners, investors, and legislators with whom a miner must deal. The expression persists, even outside of Western fiction, that someone has "found a mine." From a slightly more knowledgeable position, the question is asked "How long does it take to make a mine?" and an all-encompassing answer is expected. By scanning the discovery and development history of hundreds of mines and rejecting those which involve rehabilitation or expansion of older mines, some generalizations can be attempted. It should be kept in mind that while physical conditions involving the geology of the orebody and the geographic surroundings do not change markedly with time, technologic and economic conditions do change from year to year. The new methods, facilities, markets, land tenure, and politics form a pattern in which today's mines are made and which do sometimes modify the pre-production interval.

Field testing was conducted at the Strassa Iron Ore Processing Plant to evaluate high-gradient magnetic recovery of iron from the plant's tailings. The installation is the first commercial application of the Sala Continuous High-Gradient Magnetic Separator (HGMS) Model 480 Carousel. The objectives of the five-month testing program included optimization of the operating parameters using SSDEVOP techniques to maximize iron recovery, along with establishing a long-term operating history for the SALA 480 HGMS Carousel. The effectiveness of the optimization procedure, the net benefit in term of iron recovery, and equipment performance are discussed in the paper.

BEFORE an audience which included many notable members of the engineering profession, the John Fritz Medal was presented to Senator Guglielmo Marconi on July 6, 1922, in the auditorium of the Engineering Societies Building, in New York. The medal was awarded for achievements in the development of wireless telegraphy, but all of the speakers emphasized the inventor's service to mankind, in saving life at sea, especially, as well as his remarkable scientific attainments. SIGNIFICANCE OF THE JOHN FRITZ MEDAL The John Fritz Medal is presented from time to time for notable achievements in applied science, as a memorial to the engineer and metallurgist whose name it bears, one of the charter members of the American Institute of Mining and Metallurgical Engineers. The medal fund, contributed by friends of Mr. Fritz, is administered by representatives of the four national engineering societies. Seventeen awards have been made to men of eminent distinction in the various branches of the profession of engineering, whose names are more familiar to the civilized world than are the names of most of the presidents of the United States. Four of the medallists were present on the evening of July 6: Dr. Elihu Thomson, the dean of the electrical engineers, General Goethals, Orville Wright, and J: Waldo Smith, who developed the New York City water supply, system. In opening the meeting, Dr. Comfort A. Adams, president of the Board of Award, said in part: The profession of engineering knows no national boundaries. That the engineers of this country sense this fact deeply is evi-denced by the absence of any limitations as to nationality in the award of the John Fritz Medal. The engineer is seeking for the truth wherever it may be found, and it frequently happens that the most helpful sugges-tions for the solution of a particular problem are the results of the work of men of other nationalities on the other side of the world, whom we have never seen. Thus through this long range interchange of information and of ideas, there has grown up a feeling of real kinship among the engineers of the civilized world, a sense of interdependence and of the need and value of cooperation, in wide contrast with the all too prevalent sense of conflicting interests, of racial and national antagonisms of bitterness and misunderstanding. We often think of the nations of the earth as separated by walls or barriers, of various kinds and of various heights. Some of these are the natural results of evolution, for example, differences of language, customs and traditions; while others are more artificial, being maintained by law and dictated by fear, greed, and shortsightedness or ignorance. There is deep conviction that the degree in which we can abolish these barriers is a true measure of our progress towards real civilization, and that the destruction of these barriers is the only method of attaining that world-wide peace for which every

CHICAGO in the last week of June fulfilled all its promises to the visiting engineers except one. This holds true with respect to the activities of the Regional Meeting of the A. I. M. E. in particular and of Engineers' Week in general. No one expected to find much of the beautiful in the outward aspects of the Fair-the Century of Progress Exposition, to be more formal; but they expected novelty, color, and startling lighting effects at night, and they were in no sense disappointed. It has been said that the architecture is a portent of the style of the buildings of the future; most who have seen the Fair hope that this forecast will prove inaccurate. As to the exhibits themselves, they are splendid. They are in keeping with the theme of the Exposition-a Century of Progress in science, in engineering, in the industries based upon them. No attempt will be made here even to suggest the exhibits that are most interesting. There are plenty for every one; and any member of the Institute who has the opportunity should by all means visit Chicago before the end of October.

ON JULY 12, 1921, S. S. Arentz, representative at large from Nevada, introduced in the House of Representatives, under the number H. R. 7736, a bill to revise, amend and codify laws of the United States relating to the location of mining claims on public domain, and other purposes. This bill had been drafted by a committee of consulting engineers of the U. S. Bureau of Mines. The immediate purpose of this introduction in Congress was to make it avail- able for general information and discussion. In pursuance of this purpose Mr. Arentz issued the following circular: This proposed codification and revision of the mining laws of the United States as received from a committee of mining and metallurgical engineers appointed by the Director of the United States Bureau of Mines was introduced in the House of Representatives by the undersigned (who has operated and developed mines throughout the West for many years). It is submitted to prospectors, mine operators and mining engineers, all of whom are affected and vitally interested in the subject with the hope that they will give this bill their careful consideration and study.
