There are many methods for determining the meridian, but all of those in common use involve at least two separate observations, one for latitude and one for azimuth. Such observations made upon a south star at any hour are open to the objection of possible inaccuracy due to ignorance of the absolute refraction, and also to slow change in the altitude of the star when near the meridian. The method of observing a circum-polar star at elongation. besides requiring a separate observation for latitude, is open to the serious objection that clouds may obscure the star at the critical moment. Moreover, a tedious wait for the star to come to elongation is sometimes necessary. Many of us can recall 'long, cold, weary vigils, waiting for Polaris to reach elongation. For observing a circumpolar star at any hour, not only the latitude, but also the true time, must be known. This it is practically impossible to obtain, except in regions reached by the telegraph, and usually then one has to know the longitude also, in order to reduce " standard time" to " local time." The results obtained by this method, when the star is at culmination, are not very good, unless the true local time is absolutely known. The methods of obtaining the nleridian from the sun, by means of a solar attachment, or by direct observation, while good, are not absolute, by reason of refraction, change in declination of the sun, and small change in vertical angle, when the sun is near the meridian. For these two methods, latitude, time, and approximate longitude have to be known. In the method here described, only one observation is needed, and from it are computed azimuth, latitude, aud sidereal time. In other words, one call observe a circumpolar star—Polaris

Discussion of the paper of M. B. YUNG, presented at the Pittsburgh meeting; October, 1914, and printed in Bulletin No. 93, September, 1914, pp. 2451 to 2458. T. T. READ, New York, N. Y.-I might .point out that this paper of Mr. Yung's is on a field that is comparatively little known. It is not as well known as the Kochiu tin field, of Yunnan, which is probably the third . in tin output of the world. This field under discussion is considerably further west and the tin which is produced here is, according to Mr. Yung, of somewhat higher grade than the Yunnan tin, and is used by the refiners at Hong Kong to improve the grade of the Yunnan tin. Most of you know that the tin from the Yunnan is shipped to Hong Kong, where it is refined and shipped to Europe. Mr. Yung points out that the Fu Chuan deposits are entirely alluvial and not found in any veins. They .differ in that from the Kochiu deposits, which Leclere says are "nullement alluvionels; leur origéne filonienne est de plus evidentes." Granite is the country rock here; doubtless the tin occurred in veins in the granite, and the deposits have resulted from the disintegration of the granite. This is a country of strong erosive agencies. The country is semi-tropical, and the rainfall is heavy, so that one would naturally expect deep surface erosion of this kind.

One of the numerous requirements of many grades of present- day steel is that the steel shall be free from non-metallic inclusions. These inclusions may be composed of oxides, sulphides, complex oxy- sulphides, and nitrides, which enter the steel with the furnace charge, result from sulphur absorption from the furnace gases, or are formed in the steel during the deoxidation process. Although few' data are available which indicate in any quantitative manner the specific effects of inclusions in steel, there is a large mass of circumstantial evidence which points to the advisability of producing steel free from these impurities for many purposes. At the present time there is a growing feeling among metallurgists that non-metallic inclusions should be divided into two distinct types: (I) those readily visible under the microscope at ordinary magnifications; and (2) those in colloidal suspension or in solid solution. Both types are profoundly influenced by the character of the charge, the manipulation of the furnace slag, and the method of deoxidation. The work described in this bulletin deals primarily with inclusions visible under the microscope at ordinary magnifications, but the steels made by the various methods of deoxidation are being used LO study certain effects which may be ascribed to the second classification, named above. This latter work will be the subject of further bulletins on the effect of deoxidation practice on the physical properties of the steels involved.

I HAVE now traversed for you in the small and fragile bark of my writing all the shores of the deep and spacious sea embracing the uses of material fires, drawn on by my own desire to enrich you with more learning and with the procedures of these things, as much as to satisfy your demands. Having through the grace of God arrived at the appointed end of my voyage and neither knowing nor perceiving a way of going farther, I had decided to furl the [167] sails and cast die heavy anchors into the water in order to enjoy in tranquillity respite from my sailing, when I was warned by my pilot that before I could disembark I should turn my glance backward and reexamine my work in detail to see if there were any part that had by chance remained undescribed in the obscurity of silence. When I did this there immediately appeared in my mind's eye the many sublimates and smoky tinctures that had been made by the burning and most powerful fire of love. I need not say that I knew of it in far-off countries or from the knowledge of others, but I knew it in my own breast and as my very own and can therefore surely esteem it as hotter than all the other fires that the world calls by that name. Although today its sparks and living flames are spent because of my cold and hoary season, nevertheless it is true that the memory of acts of love of long ago still remains with some smoke and warmth. Therefore, since in this work of mine I wish to describe for you the effects and powers of fires, I should logically have spoken of this before any of the others, because of its actual nearness and the great acquaintance I had with it. But since I have had the glance of my intentions directed at distant things, I have behaved as one does who does not see where he places his feet because he is looking at the sky, or as one who thinks about the affairs of others and forgets his own. But now I do not wish to pass over this thing and I wish to correct my error, particularly in order to provide a happier ending to my written work than by remaining among the horrible uproar of guns, powder, and saltpeter, which would be a harsher ending than speaking of love. The numerous direct processes which have been patented and brought before the iron-masters of the world, differ materially from that now introduced by Mr. Wilson. After a careful examination of his process, I am convinced that Mr. Wilson has succeeded in producing good blooms from iron-ore, and I think that I am able to point out theoretically the chief reasons of the success of his method. Without going deeply into the history of the metal, I may mention the well-known fact, that wrought-iron was extensively used in almost all quarters of the globe, before pig or cast-iron was ever produced. Without entering into the details of the processes by which this wrought-iron was made, it suffices for my present purpose to say that they were crude, wasteful, and expensive, so that they can IE employed to-day only in a very few localities favored with good and cheap ore, fuel, and labor. The constructiou of larger furnaces and the employment of higher temperatures led to the production of a highly carbonized, fusible metal, without any special design on the part of the manufacturers in producing it. This pig-iron, however, could be used only for a few purposes for which metallie iron was needed; but it was produced cheaply and with little loss of metal, and the attempt to decarbonize this product and bring it into a state in which it could be hammered and welded was soon successfully made. This process of decarbonizatioa, or some modification of it, has successfully held the field against all, so-called, direct processes up to the present time. Why ? Because the old-fashioned bloomeries and Catalan forges could produce blooms only at a high cost, and because the new processes introduced failed to turn out good blooms. Those produced were invariably "red-short," that is, they contained unreduced oxide of iron, which prevented the contact of the metallic particles, and rendered the welding together of these particles to form a solid bloom impossible. The process of puddling cast-iron, and transforming it by decarhonization into wrought-iron has, as everybody knows, been in successful practical operation for many years, and the direct process referred to so closely resembles this, that a short description of the theory of puddling is not out of place here.

NUMEROUS papers have been published on the use of graphic methods to determine the best curve to be used in estimating the production decline of oil wells but, as far as the writer has been able to ascertain, nothing has been published dealing directly with the subject as to how curves may be worked out mathematically, which will conform most closely to the production data under consideration in any given instance; hence the writer has endeavored to show by means of a few concrete examples just how such appli-cation can be made. Among valuation engineers, two types of curves are in current use for the representation of the decline in production of oil wells. One may be represented by the equation, y = krx, sometimes known as a percentage curve, for the reason that the production for any period is multiplied by a constant rate or percentage to obtain the production for the succeeding period. This curve appears as a straight line on semi-logarithmic cross-section paper. The other curve may be represented by the equation, y = kxn, and is shown as a straight line on logarithmic cross-section paper. In each of these equations, y represents the number of barrels produced over a given period of time, and x the successive periods of time. The other letters are constants to be determined for each well or group of wells considered in arriving at the most probable curve to represent the rate of production for a given property; from which the underground reserves may be estimated by extrapolation, or the extending of the curve beyond the last known period of production to show the most probable production values for the future.

MARSHAL Foch has been made an honorary member of the four national American societies of civil, mining and metallurgical, mechanical, and electrical engineers. The governing bodies of these societies, aggregating 45,000 members, conferred this signal honor in expression of the appreciation of American engineers for the unmatched services of this master of engineering principles. At Engineering Societies Building, in New York City, on Tuesday afternoon, Dec. 13, the presidents of the four societies presented one beautifully engrossed certificate of honorary membership in the four societies. The auditorium was filled so that not even standing room was left, more than a half hour before the cere-monies began, and the main entrance on the street had to be closed. J. Vipond Davies, president of the United Engineering Society, made the opening address. Col. William Barclay-Parsons, 'who was commander of the first engineer regiment to go abroad, addressed Marshal Foch in French. Colonel Parsons said: The art of engineering was defined a long time ago as "the art of directing the great sources of power in nature for the use and convenience of man." No better definition can be found today. Of all the sources of power in nature, the greatest, the most valuable, and at the same time the most difficult to direct, is the energy of man himself. He who can direct human energy and turn it to the service of mankind is a great engineer. You, Marshal, have directed a greater mass of human energy than any other man has ever done. And you have successfully directed this mass for the highest uses of mankind, in that you by its aid have preserved for him one of the most precious of human possessions-liberty-liberty not only for your own illustrious country, but for all the nations of the world. The four national engineering societies, of the United States now desire to make record of their appreciation of this fact and to convey to you an expression of their most profound admiration for the great leader of men by conferring on you honorary member-ship in all the societies, the highest honor in their gift and one hitherto never conferred on a single individual. Four thousand members of these societies were enrolled in the armed service of the United States, the greater part of whom had the glorious distinction to serve the common cause in France under your orders. They heard the voice and they saw the hand of the master as he led them through battle to victory. Now we desire that you will still continue to lead us, but in peace, by permitting us to inscribe your name at the head of our roll of honor, where it will be, as your deeds have been, an example to us to do better work, and where it will remain forever a noble inspiration for all future generations. Based on the technical features of the Feng- huang-shan concentrator, the authors have designed a new scheme for optimal search and self-adaptive control in flotation process, in order to apply computer control to the concentrator. Hence, a plant test of optimal control in bulk flotation of copper and iron sulfides was successfully carried out. The control parameters are xanthate addition, pulp level, and amount of aeration, etc., in flotation cells. Two mathematical models of multiple parameters established by the authors were adapted and flotation efficiency was used as an objective function in the control.

The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. FROM the known laws of physical chemistry I believe it can be shown that progressive mass movement of water solutions in channels has seldom been the means of ore-concentration in veins. It is my purpose in this paper to show that the force known as “osmosis” has been the principal factor in ore-formation. Convection-currents have doubtless supplemented osmosis, and the two working together have been the agencies that have gathered the scattered particles of rare minerals into the larger masses which are called ore. Osmosis is commonly thought of as a vague, feeble force that causes slow diffusion of dissolving matter through the solvent. That it is a measurable force, often of great intensity, few know, except those who are familiar with the laws of modern physical chemistry. Therefore, I may be pardoned for going briefly into the elementary mathematics of osmotic pressure and of convection-currents. The velocity of water moving through any channel is given by the Chézy formula: (1) v = c [/rs], in which r is the hydraulic mean radius; s, the slope of the channel in which gravity is the sole propulsive force; and c, the coefficient of roughness of the sides of the channel. From this formula it is evident that the smaller the channel, the smaller the velocity of water under a constant head. In rock-crevices, therefore, where the head is constant, water moves much more slowly than in large fissures, and in moving through sand or porous rock it is to an even greater degree retarded. Hence, if a mass of water-saturated sand be heated, the finer the sand-grains, the more slowly will the temperature rise at parts remote from the source of heat. Beyond the industrial suburbs of Melbourne to the southeast are brown coal deposits just under the fertile soil of the Latrobe Valley. These deposits rank as one of the wonders of the world. The manner in which this resource is put to use is one of the great engineering accomplishments of our time and also a prime example of Australian elan. The brown coal, with over 60% water content, occurs in beds from 200 to 400 ft thick, under 50 ft of cover. Fifty thousand tons of coal per day move in a nearly continuous stream from mining face to boilers. The power plants supply two thirds of the State of Victoria's requirements, about 800 megawatts. Surge capacity between mine and power plant is sufficient for 12 hr steaming time! Victorian brown coals have been known since the middle of the 19th century. However, it took a strike of bituminous coal miners in 1915 to bring brown coal permanently into the picture as a fuel for power generation. In Australia, power generation is a State function. The great development of brown coals has been under the State Electricity Commission of Victoria.

Resident Instruction: The character of an institution, the varying demands made upon it, its geographical location, its own internal organization, all are factors that predispose against rigid standards, curriculum-making, research programs, and extension services. Mineral industries educators must keep in mind that the under- graduate is the core of the college, a philosophy that implies a set of inviolable principles.1 They will want to turn out graduates with overwhelming talent in their field, together with incorruptible ethics, prepared to deal with people, as well as with theories and things. Curriculum-making is a popular educational pastime. No course makes or breaks a curriculum. The particular qualifications and interests of individual students must find expression. However, selection must be made under guidance so that the student's individual needs are realized. In this way, specialization can be introduced into curricula previously conceived to be of general science or engineering nature only. In its essence, formal education is society's endeavor to put old heads on young shoulders, to implant the experience of centuries in the youthful generation. As the cyanide-method for the extraction of gold from ores is extensively used in the United States and elsewhere, and appears destined to prove a factor of increasing importance in the metallurgy of gold, a description of the latest laboratorymethods may prove of interest. The history of the development of the process in the United States has been analogous to that of all new processes. Many failures are to be recorded and a few successes. It is the opinion of the writer that, had the following simple tests been better understood, many of the failures would not have occurred, and we should probably have a larger number of successful plants in operation. While the process is not simple, but requires a high degree of chemical and engineering skill, the determination of the adaptability of an ore to the method is generally not difficult. While the laboratory-results will not always coincide with the actual results obtained in the mill, they will serve as a guide and control on the working of the mill, and mill generally suffice to determine if the ore can be

During the past year, geochemical prospecting appears to have come of age as an exploration method, and its acceptance by the mining industry is widespread. There is a growing recognition that applied geochemistry is a scientific tool and must be performed and interpreted by scientific personnel who are trained in its utilization. At present, most personnel training is done by geochemical departments in government organizations and industry groups. Most schools in the United States and Canada do not offer geochemical training, particularly at graduate levels, due to faculty limitations, lack of budgetary support and the erroneous impression that applied geochemistry is not sufficiently academic. As a result, some companies have found it expedient to send selected personnel to European schools for advanced training. A critical personnel shortage now exists will probably continue into the near future. Indications are that the rate of development of new geochemical techniques has levelled off, and the probability of new breakthroughs is not high. Present research is essentially limited to efforts by government agencies and a few private companies. Progress has been the most rapid in the development of analytical techniques, but the need remains for investigation into sampling technology and the development of more quantitative methods for the interpretation of geochemical results. Geochemists need a better understanding of the numerous physical and chemical factors which affect and control primary and secondary dispersion phenomena in all geologic environments. Detailed studies must be made of the relationship between geologic, geochemical and geophysical factors. With better interpretive techniques, the return on the geochemical exploration dollar will increase.

THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic condi-tions.are ideal except for a three months rainy season. The company generates its own power for mining and milling opera-tions with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The com-pany also furnishes free living quarters, hospitalization and work-men's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands.

In these days of high wages, high cost of supplies, and high taxes, operators are even more inclined to accord consideration to innovations or improvements, and many go so far as to employ men to conduct special investigations and make studies for the purpose of advancing production. THE conventional method of making water gas involves individual plants for the separate carbonization of coal to coke and the subsequent gasification of coke with steam. The process demands lump coke, preferably made from the best quality of coking coals. The ash in the coke should have a high melting point and the gasification process suffers a loss of efficiency when cokes with law ash-melting points are used. In Britain, these coals are generally the most expensive and they are readily available only in certain localities. The coals not suitable for making lump coke, or yielding only poor quality coke, are much more widely available and are generally cheaper. DEVELOPMENT OF ALTERNATIVE PROCESSES In Germany, processes have been developed and operated commercially for the production of water gas from very low-rank coals such as brown coal and lignites, but much less effort has been spent on processes to use coals of intermediate rank, which are widely available in Britain. The brown-coal processes use coal in the form of either dust or briquettes. The most successful of the dust-gasification methods is the Winkler process, which made a substantial contribution to German oil production during the war. It uses coal in the site range 0 to 8 mm and the fuel bed is blown with a mixture of oxygen and steam at a rate high enough to give it a characteristic boiling motion or, in present-day phraseology, at a rate more than sufficient to fluidize it (Fig. 1). Air cannot be used to provide the heat required for gasification, for various reasons. In the first place, to make the process continuous by mixing air and steam would involve the production of a lean gas-containing much nitrogen. If a separate blow were used, a large amount of potential heat would be lost because the blow gas in such a process would contain a very high percentage of carbon monoxide. Oxygen is necessary therefore and oxygen remains relatively expensive for use in gasification. In the Winkler generator, formation of clinker caused by local overheating does not occur, because of the mobility and high heat transfer of a fluidized bed. The purpose of this investigation was to prepare high-purity iron-carbon alloys, to determine as precisely as possible the A3(GOS), the Acm(SE), and the A1(PSK) transformation temperatures in the meta-stable iron-iron carbide system (up to 1.4 per cent C), and to study the influence of carefully controlled and constant rates of heating and cooling (1/8 to 2o C. per minute) upon the transformation temperature and upon the resulting microstructure. Apart from the general metallurgical importance attending the completion of such a task, it will be noted that highly precise transformation temperatures are of interest and importance in the thermodynamic study of this system1. Several determinations of the iron-iron carbide diagram have been made2. These suffer generally from the low purity of the alloys used, and from the application of methods of investigation of low sensitivity. Attempts to compare and weight the many data available in an effort to construct as accurate a diagram as possible have, in the main, been unsuccessful. In general, the wide differences in the results of different workers, the lack of complete analytical data, the omission of important details relating to the heat-treatment of the alloys, and the meager description of the methods of investigation applied, render such a process of averaging nearly meaningless. It may be seen from the summaries by Epstein2 and Körber and Oelsenl that variations as great as 30' C. exist in the reported data on the A3 temperatures in iron-carbon alloys. Fortunately, the Aa temperature in pure iron is now known to be 910" C. ± 1° C.3 The best recent work on iron-carbon alloys is that of Esser4 on hypoeutectoid steels and that of Sato5 on both hypoeutectoid and hyper-eutectoid steels. Esser made a dilatometric and magnetic study of iron and iron-carbon alloys containing 0.06 to 0.86 per cent C, for which a high purity is claimed. Presumably the electrolytic iron was reasonably pure, but the alloys contained considerable impurities, on the average totaling 0.35 per

F. JOHNSON,* Birmingham, England (written discussion t).--. Mr. Skowronski's first melting experiments tend to show that ingots with a "level set" may be obtained without oxygen. Now it is characteristic of all metals which occupy a smaller volume when solid than they do when molten to "pipe." In vertical-cast ingots, this pipe resembles a horn-shaped cavity, with the wide mouth uppermost. In horizontal-cast ingots, the pipe is a longitudinal furrow along the center-line of the ingot surface. If copper be successfully deoxidized and degasified, this furrow will inevitably be produced. In the author's oxygen-free ingots, it is. clear that gases were occluded and these gases effectively opposed the formation of a pipe or furrow by shrinkage (fluid contraction). It is riot a special property of any particular gas which produces this effect. Hence it is not surprising that the author has succeeded in producing level and overpoled ingots through the agency of sulphur. dioxide gas. That he has counteracted the overpoling influence of sulphur by means of oxygen is somewhat difficult to explain, since the well known reaction between cuprous sulphide and cuprous oxide should result in the production of sulphur dioxide gas. Why the presence of excess cuprous oxide should neutralize the overpoling influence of this gas without eliminating sulphur is not at all clear. It is to be regretted that the oxygen was not determined in the bars given in Tables 3 and 4. It is by no means established that sulphur is responsible for the over, poling of ingots given in Table 4, since carbon was used for overpoling. If, however, the same kind of poling treatment was given as that applied in the case of ingots in Table 1, the responsibility of sulphur assumes more definite shape. The author rightly points out that Mr. Johnson's theory of the equilibrium between gases and cuprous oxide does not explain why a simple addition of cuprous oxide does not correct an overpoled charge. Such a charge must be re-worked to "set" copper. This re-working (rabbling) undoubtedly forcibly removes the excess gases, which are not removable by cuprous oxide.

Probably no one has had occasion to examine an undeveloped coal property without hearing some hopeful or interested party insist that the bed will improve when opened some distance under cover. When the bed is already in good condition, the opinion is usually advanced that the same character may be expected, at least to the bounds of the hopeful individual's holdings. My attention has been called in this way to the extent to which a bed is affected by its outcrop at the surface ; and having had opportunity to examine a number of openings immediately at the surface, and also a short distance under cover, I submit some observations bearing on this question. Whatever may have been the original variations, we may assume that coal-basins presented in comparatively modern times approximately parallel beds interstratified with fire-clay, slate, sandstone, etc., as represented by Fig. 1. Under the effect of erosion, Fig. 2 would be formed. It is obvious that along the line A, B, C, in Fig. 1, the beds exist under conditions differing from those at A', B', C', or again at A", B", C", in Fig. 2, in their exposures to atmospheric agencies, pressure and erosion. The effect of the first is to decompose and soften many of the strata; of the second, when presented unequally, to cause the movement of such material as was at all plastic towards the point of least pressure ; and of the third, to remove the strata in whole or in part.
