Under the joint auspices of the Illuminating Engineering Society and the University of Pennsylvania there will be given about 20 lectures covering the general principles of illumination and the aspects of lighting practice. They will be held at the University of Pennsylvania in Philadelphia, from Sept. 21 to 28, 1916, inclusive. The subject of illumination of mines will be included in this series, which will be delivered by men selected on account of their qualifications to deal authoritatively with the several phases of the subject. In connection with the lectures there will be an exhibition of the latest developments in illuminating appliances, including lamps, accessories, photometers, together with novel applications of light. There will also be an inspection tour which will include visits to manufacturing establishments, laboratories, lighting companies and notable lighting installations. Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. AN outstanding development in the field of education for the mineral industries during the past year has been an unprecedented eagerness by young men for college training in this field. The enrollment of students in the 53 mineral technology schools in the United States in 1936-'37 reached the all- time high of 7190. This represented an increase of 43 per cent in two years and was about ten per cent of all engineering students. Of these 7190 students only 980 graduated and were available - for positions in the industry. That the supply of graduates did not equal the demand can be substantiated by every school dean and by the personnel agents of many mining, metallurgical, and petroleum companies. A STUDY of American coal mine practice shows two of its distinctive features to be: A greater number of accidents per thousand employees than in any of the other leading coal-producing countries; a much greater percentage of the coal lost than is the case in any of the other leading coal producing countries. Although our subject is mainly concerned with the second feature, any consideration of mining methods should include safety, efficiency, and economy or costs. If in defense of our wasteful mining the argument could be offered that it was necessary on account of safety, and that it is carried out with less loss of life than is the case in other countries the plea for conservation of coal could not be so strongly urged. But when we are wasteful of both life and property, the subject merits more consideration than it has received. Some coal operators will doubtless say that the unit of accidents should be the number per million tons produced rather than per thousand employees, for by adopting this unit America probably stands in the lead rather than the lowest among the countries. However, vital statistics are not usually so expressed by other governments, by life and accident insurance companies, or in other industries, and it is merely begging the question and attempting to bolster up a bad condition to adopt a peculiar unit for the statement of our accidents. For many years the statement was made by various agencies, and was unchallenged, that "For every ton of bituminous coal mined in the United States a ton had been lost in the way of pillars left in the mines." This statement was undoubtedly true for many years, and although some progress has been made in the past decade looking to a higher extraction, and in some districts very decided progress, the loss is still great; and, although no exact data can be given, it is probable that for the United States as a whole at- least one ton is lost for every two mined.

THE handling of native labor is offering an interesting problem that requires diplomacy. It is difficult to induce many of the men to leave their villages and enter into regular work. They do not feel the necessity of manual labor other than to obtain sufficient money to pay the annual hut tax and to buy a little clothing. The ground provides mealies (corn) which means food and beer, he hunts and catches fish, so why work? But gradually, as the native becomes more civilized, his wants increase and his ideas change; he now needs money to supply his desires and eventually he must work more. So in time it is hoped that the labor market will be better supplied.

IN times of stress nations pick strong men to lead them. Similarly the Coal Division selected forceful Larry A. Shipman, fuel engineer for the Southern Coal and Coke Co., Knoxville, Tenn.. to lead it through the year 1945. He was born in Indianapolis May 13, 1891. Following graduation from a technical high school in that city Larry began his fuel career approximately 35 years ago attached to one end of a scoop shovel, firing locomotives for the Pennsylvania Railroad. At the end of two years he transferred to the New York Central Lines and held these jobs successively: locomotive fireman, engineer, fireman instructor, supervisor of instructors, and fuel engineer.

Oil development in 1934 has been largely restricted to drilling offset and lease requirement wells. Practically no effort has been made to discover new fields, chiefly because of price structure and proration allowance. A summary of developments during 1934 of necessity is brief. No state agency is maintained for the collection of data. The State Bureau of Mines issues permits for drilling and inspects the plugging of wells in coal-bearing measures only. Therefore data are not in existence with which to compile tables similar to those in other papers of this symposium. Forty-seven counties in the state produce oil, productive depths ranging from 100 to 5300 ft. Approximately 35 different formations in Ohio have produced either oil or gas. These reservoir rocks occur through a stratigraphic interval ranging in age from the shallow Goose Run sand of the Upper Pennsylvanian in Washington County to the St. Peter sand of Lower Ordovician in Seneca County. However, 75 per cent of these formations are unimportant from the standpoint of real production. Most of the oil and gas in Ohio has been produced from the Clinton, Oriskany, Berea and Big Injun sands and the Trenton Lime. Of these, the Clinton is first and Berea second in importance. Fields The oil and gas-producing territory of the state can be grouped into five fields or districts, made up of a series of "pools" usually separated by nonproductive areas, and is in no sense a belt of continuous production. Trenton Field of northwestern Ohio, is scattered through 15 counties. Development began in 1885. This field reached its peak in 1896 with a production of 20,575,138 bbl. for the year. For 1934, production had declined to 990,000 bbl. The oil is classified as Lima grade. One of the difficulties for many young engineers is the acceptance of responsibility. Even though they start as assistants to older men, they hesitate to offer positive opinions. They often make reports of observations and leave the boss to draw his own conclusions. If they happen to be in a position where they are not reporting to a senior engineer, and it is necessary to take the final responsibility for a decision, they try to get someone to help out and either assume or share such responsibility. Generally this is the result of want of confidence in one's self and fear that something may happen to go wrong and bring about criticism. Frequently diffidence is the principal factor. Young men come to me with reports on work that has been well done and well written up, who are evidently laboring under an intense desire to drop through the floor or to make a rapid' exit in some other way because of want of confidence. In my own early experience a consulting job came in that required considerable investigation. The man who was handing his place over to me mentioned my good fortune and I replied that the work would be interesting and I could handle it all right but feared the responsibility, which seemed considerable. The methods of handling the oil output of the Mid-Continent fields are not unlike those practised in other oil fields of the United States, and it is not expected that this paper will present any entirely novel ideas. Some features of the practice of handling this oil may be of interest, however. Wooden Gaging Tanks Practically all of the oil sold to pipe line? and other purchasing agencies throughout the Mid-Continent field is gaged from wooden tanks. Steel gaging tanks are slowly coming into use, and are preferable in many ways—leakage and evaporation are reduced, and the strapping and recalculation of capacities are unnecessary. The wooden tanks are slightly coned to facilitate tightening the hoops. The sizes in common use are 250, 500, 800 and 1600 bbl. The number and the capacity of the gaging tanks upon any producing oil property depend upon its production, and the facilities for disposing of the output. The 1600-bbl. size was the most common in the Cushing field, particularly during the period of flush production. The tanks are distributed over the leased premises in groups of two, three, and four tanks each, and these are filled from flow tanks, or through direct pipe connections with the heads of the wells. Flow tanks are merely temporary reservoirs to facilitate the transfer of oil from the wells to the gaging tanks. They diminish fire risk, and are considered indispensable on small producing properties where water is pumped with the oil, as they permit the refuse and water to 'settle out before the production is run to the gaging tanks. strapping and Calculations After a gaging tank has been strapped (measured) and its contents computed, a deduction of 3 per cent. is made from its computed volume. SEPTEMBER usually being a fine month for motoring, we set out with our better half at the end of August in our Studebaker for points West. A combined business trip and vacation. The first night found us 392 miles away, at the Statler Hotel in Buffalo, and the next morning we revisited Niagara Falls for the first time in some forty years. The cataracts were as impressive as ever and certainly worth a day of any vacationist's time, instead of the half hour we could spare before going on to Chicago. The Centennial of Engineering, the hundredth anniversary of the founding of the ASCE, no doubt attracted the greatest gathering of engineers in history but still the attendance was disappointing to most of the forty or fifty societies that participated. Perhaps the time-the two weeks following Labor Day-was unfavorable. Few could afford to spend ten days away from home and business at that time of the year. Fall meetings of the AIME normally attract far more than the 300 that registered in Chicago. The technical program, however, was excellent, especially that arranged by the Minerals Beneficiation and Industrial Minerals Divs. The mineral industry papers of a more general nature that were presented as a part of the Centennial program on Monday and Tuesday of the following week were of high quality and offered by top names but had a meager audience. Undoubtedly the celebration brought engineers and engineering to the attention of millions of people. The pageant at the Museum of Science and Industry proved continuously interesting, showing the progress of engineering following the first use of fire. The show continued for many weeks. A special stamp was issued by the Government, which engineers might well use on their Christmas cards or other mail this year. After six days in Chicago we set out north, first visiting Fairbanks Morse in Beloit and Allis-Chalmers in Milwaukee. Will Mitchell's Basic Industries Research Laboratory is doing interesting work and being installed in more comfortable quarters. The next day at Ishpeming, C. W. Allen arranged for luncheon with a local group of AIME members and we then looked over the new surface plant of the Mather B mine, a model of modern functional design. Then on to a small dinner meeting at Calumet following cocktails at Endicott Lovell's attractive summer home on the lake at Point Mills. The new Memorial Union Bldg. at Houghton, where we were domiciled for the night through the courtesy of Roy Drier, is a beautiful modern addition to the college, a model of its kind.

WeERTMANI has shown that the high temperature steady state creep rate, i, in lead and indium-base alloys obeys an equation of the form where AH is the activation energy, o the applied stress, n the stress exponent, and R and T have their usual meanings. He observed a variation in n from 4.5 for pure metals to 3 for concentrated alloys, which he interpreted as due to Change in creep mechanism from the climb of dislocations in pure metals to a micro-creep mechanism in the alloys. The Cottrell-Jaswon microcreep mechanism of the moving dislocation taking its impurity atmosphere with it was considered to be the most likely process, although short-range order and the segregation of solute atoms to a stacking fault will also give a stress exponent of 3. Steady state creep has been investigated in a Au - 27 at. pct Cu alloy at temperatures above 1/2 TIM where TIM the absolute melting temperature. As the oxidation resistance of this alloy is excellent all tests were carried out in air with a furnace built to give a temperature variation of less than 1°C along the 60 mm gage length. A lever-arm arrangement applied the stress with a load being adjusted between each creep test to maintain a constant stress. As each test produced less than 0.5 pct creep strain, the variation in stress during the test was negligible. The creep strain was measured by a transducer at the end of one of the alloy-steel grips, with the out of balance potential being finally recorded on a variable speed chart recorder. A typical creep curve is shown in Fig. 1. The results, Fig. 2, confirm that n is nearer to 3 than to 4.5; the creep mechanism could be any of those given above. The activation energy, AH, which is independent of stress, is consistent with a diffusion controlled process; the activation energies for the self-diffusion of gold and for the diffusion of gold into Copper are both -45 kcal per ml., There is now considerable evidence, that, when the steady state creep is dependent upon diffusion, irrespective of the actual creep mechanism, the activation energy is independent of the stress. THERE are few natural monopolies comparable with the nitrate industry. Perhaps the only other one is, curiously enough, also an essential fertilizer material, viz., potash, of which the Germans have heretofore held practically a-monopoly due to the existence in their territory of the most important known deposits of potash salts. And although nitrates in minute amounts are found in many desert regions, the only deposits callable of being worked commercially exist in Chile. Combined nitrogen in the oxidized form is an essential for plant life. Nature provides it mainly through the agency of nitrogen-fixing bacteria. But where lands are cropped artificially this supply is too small; and gradually the nitrogen supply becomes exhausted. In order to continue farming, it is necessary to furnish a supply of nitrogenous plant food, and this is clone by putting on various substances containing combined nitrogen. These consist of various animal wastes, ammonium sulphate, the ammonia of which is obtained in the destructive distillation of coal, and Chile saltpeter. The latter is immediately available as a plant food, the nitrogen being in the required form. The other substances must oxidize before they are available. Besides its use as a fertilizer, Chile saltpeter is the source from which the bulk of the nitric acid of commerce is derived. The use of nitric acid in the manufacture of almost, all modern explosives is, of course, well known.

At this last meeting of our Institute for the year 1899, it is appropriate that we should look back at the past. To review the century's progress in the exact sciences and the resulting arts that fall within the scope of our labors is beyond my ability. But I wish to draw your attention to some phases of that progress, almost as important, which lie within the zone of sociology, touching at so many points the domain of applied technology. One of these is suggested by the library of technical literature which this century has produced —not the least important contribution to which is our own Transactions. The nineteenth century has witnessed the beneficial spread of democracy in politics. Under the impulse, to no small degree, of the same spirit, there has grown up a brotherhood of fellow-workers and a sense of fellow-ownership in the secrets of nature. Though the Patent Office has assumed such proportions as to hare become a source of national revenue, and a multitude of inventors, great and small, are seeking through its agency to secure some pecuniary profit from their devices, there is even greater eagerness among both interested and disinterested workers in the field of technology to publish their observations, and even their discoveries, and to give them to the world without remuneration. THE data in this paper were collected to show both the volume and speed with which bituminous mines have indefinitely suspended operation while economic advantage in the industry has so gravely declined. The study was limited to the bituminous coal-mining states east of the Mississippi River, wherein conditions affecting production and demand are more common respectively to all of the mining districts included and represent about 95 per cent of the nation's coal mining. Data for the compilation of these statistics and for the construction of these graphs have been obtained in all cases from state mine depart-ment reports, except from those of Ohio and Virginia. In Virginia essential individual mine data were secured from an authentic source, but no individual Ohio mine information is obtainable, because all Ohio fact-gathering agencies are prohibited by law from revealing such data. In other states the facts were tabulated and later checked with the cooperation of Chief Mine Inspectors. In all, excluding Ohio, over 17,000 individual annual mine returns were examined. Special infor-mation was secured from each state mine department about suspensions in 1932. Accurate information was not available from all states about mine abandonment due to exhaustion of coal reserves, and while these were completed for several states, it has not been shown because it was not perfected for all states. However, the total observed sample was comprehensive enough to show that exhaustion accounts for a very limited part of the suspended production. Wherever mention is made of "suspended production" the largest annual output of the mine in the five years prior to suspension has been taken as the measure of its probable production had it continued to operate. A mine is not regarded in this category, as having suspended, when it merely ceases to produce. The word "suspension" is used only where there is a complete abandonment of activity for an indefinite period, as evidenced by the fact that both ventilation and pumping are discontinued.

It is estimated that approximately 3% of the raw coal processed today in coal preparation plants throughout the nation will ultimately report to slurry-tailing disposal (Anderson, 1975). The usual disposal method is to pump refuse slurry containing - 48 mesh (300 pm) refuse into dams or impoundments constructed of coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, WV (Anon., 1972) resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal area. As a consequence of these regulations, the use of the landfill/impoundment method of disposal became in some cases economically unfeasible or technically impossible. US Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition, it was decided to study the stabilization of fine coal refuse slurry through use of cement-type additives. The goal of the investigation is to develop a process that will use cement-type additives to solidify the refuse slurry into a form that can be handled and stacked with the coarse refuse, thus eliminating the need for slurry impoundments.

Distribution of minor elements in sandstone-type uranium deposits of the Colorado Plateau is being studied by the USGS on behalf of the A EC. A primary objective has been to provide basic data which could be useful in geo-chemical exploration for new deposits. The basic statistical measures — similar to those used in sedimentary petrology—are described. The underlying principle is that the frequency distributions fit or approach the log-normal form. Since 1952 the U. S. Geological Survey on behalf of the U. S. Atomic Energy Commission has conducted a study of the distribution of minor elements in sands tone-type uranium deposits of the Colorado Plateau. A primary objective in this study has been to provide basic data which could be useful in geo-chemical exploration for new deposits. Among the basic data considered important are estimates of the abundance and habit of each element in the ore and in the host rocks. It has been found that a few basic statistical techniques, and variations of these techniques, are useful in this type of study. Some of the basic techniques have been used to advantage by researchers in geochemistry and in other fields of geology, especially sedimentary petrology; others have been used to only a limited extent. Among the latter is the linear correlation coefficient, which has proved useful in assessing the element associations in a particular rock type without analysing individual mineral separates. In computing the basic statistical measures a scale has been used which is, in some ways, similar to the phi ($) scale used by sedimentary petrol-ogists in grain-size studies.' FREQUENCY DISTRIBUTIONS It has been recognized for some time that the results of analyses for a given minor element in a suite of samples of rocks or ores yield frequency distribution curves which are approximately normal when the curves are plotted on logarithmic or geometric scales. In other words, the analytical results give an approximate lognormal frequency distribution. A classical example is given by D. G. Krige2 in the study of the distribution of gold values from a mine on the Witwatersrand. Another example is shown in Fig. 1, the distribution of barium concentrations in samples of uranium ore from the Chinle formation. The geochemical data are analogous to grain-size data gathered by the sedimentary petrologist. Both types of data, after simple logarithmic transformations, may be treated by conventional statistical methods based on the normal distribution. This is not to say that other types of transformations may not serve equally well or better for particular element distributions.3 Spectrographers and other analysts are quite aware of the dependence of their precision on the concentration of the element present.4 For example, in the part per million range the variation may
