During the first half of the year 1935, the oil industry in California was on a fairly profitable basis, owing mainly to the operation of the Petroleum Marketing Agency. Coincident with the discontinuance of enforced curtailment, California production surged upward from an average of about 500,000 bbl. per day (over the first five-month period) to approximately 625,000 bbl. per day (over the last seven-month period). On Dec. 9 the state production had reached a peak of over 700,000 bbl., a figure that had not been approximated since the early days of voluntary curtailment (Fig. 1). A price cut was instituted during the last half of August, but had no deterring effect on operators that were determined to take advantage of the breakdown of curtailment and produce to capacity. New reserve figures, compiled from actual potentials, available after cessation of curtailment, revealed the startling fact that California reserves were rapidly declining. This situation, coupled with the desire among operators to obtain a more equitable price for their dwindling reserves, caused a restoration in November of a portion of the August price slash. A further rise in price was effected in early December, and crude quotations at the end of the year closely approximated those in effect during the first right months. At the close of the year, the industry felt confident that the production situation was under control. In all fields where competition is keen because of close spacing, production is gradually declining. In the Los Angeles Basin especially there is no likelihood of a large amount of overproduction, unless a new pool is discovered or deeper drilling reveals a prolific source of crude. As long as the fields that are operated by a few companies, such as Kettleman Hills, North Belridge, Ventura Avenue, West Coyote, Dominguez, and some others, can be controlled, it is believed that the overproduction problem in California will be solved.

Distribution of minor elements in sandstone-type uranium deposits of the Colorado Plateau is being studied by the USGS on behalf of the A EC. A primary objective has been to provide basic data which could be useful in geo-chemical exploration for new deposits. The basic statistical measures — similar to those used in sedimentary petrology—are described. The underlying principle is that the frequency distributions fit or approach the log-normal form. Since 1952 the U. S. Geological Survey on behalf of the U. S. Atomic Energy Commission has conducted a study of the distribution of minor elements in sands tone-type uranium deposits of the Colorado Plateau. A primary objective in this study has been to provide basic data which could be useful in geo-chemical exploration for new deposits. Among the basic data considered important are estimates of the abundance and habit of each element in the ore and in the host rocks. It has been found that a few basic statistical techniques, and variations of these techniques, are useful in this type of study. Some of the basic techniques have been used to advantage by researchers in geochemistry and in other fields of geology, especially sedimentary petrology; others have been used to only a limited extent. Among the latter is the linear correlation coefficient, which has proved useful in assessing the element associations in a particular rock type without analysing individual mineral separates. In computing the basic statistical measures a scale has been used which is, in some ways, similar to the phi ($) scale used by sedimentary petrol-ogists in grain-size studies.' FREQUENCY DISTRIBUTIONS It has been recognized for some time that the results of analyses for a given minor element in a suite of samples of rocks or ores yield frequency distribution curves which are approximately normal when the curves are plotted on logarithmic or geometric scales. In other words, the analytical results give an approximate lognormal frequency distribution. A classical example is given by D. G. Krige2 in the study of the distribution of gold values from a mine on the Witwatersrand. Another example is shown in Fig. 1, the distribution of barium concentrations in samples of uranium ore from the Chinle formation. The geochemical data are analogous to grain-size data gathered by the sedimentary petrologist. Both types of data, after simple logarithmic transformations, may be treated by conventional statistical methods based on the normal distribution. This is not to say that other types of transformations may not serve equally well or better for particular element distributions.3 Spectrographers and other analysts are quite aware of the dependence of their precision on the concentration of the element present.4 For example, in the part per million range the variation may

THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic condi-tions.are ideal except for a three months rainy season. The company generates its own power for mining and milling opera-tions with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The com-pany also furnishes free living quarters, hospitalization and work-men's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands.

INTRODUCTION The composition of water used in the flotation process has always been of primary interest to the flotation metallurgist. It is by alteration of the chemistry of the water introduced to the process that flotation separation is effected. In only a few cases has it been necessary to treat available water prior to use in the process. In the past, flotation tailings were treated for the removal of solids via the tailings dam and water decanted from the dam was either recirculated to the process or discharged to the surface water system. The choice of recirculation or discharge was based upon water availability, effect of recycle water on the process, and economic considerations. The Federal Water Pollution Control Act Amendments of 1972 have charged the United States Environmental Protection Agency with establishing effluent limitations from point sources of discharge into the navigable water of the United States. A detailed study, sponsored by EPA, of the water of ore processing plants took place in 1974 and 1975 and guidelines for these plants will presumably have been published by the time this paper has been presented(1). The action of many of the individual states preceded the EPA in this attempt to regulate the quality of the water discharged from industrial point sources. Even with recycle of tailings water, some water is discharged from tailings dams into the substrata and at least one state is currently preparing guidelines for the quality of water discharged into the substrata.

DEFENSE Materials Procurement Agency has been moving rapidly to encourage copper industry expansion programs. Although copper production is at a high level, a shortage exists on a world-wide basis as well as on the domestic scene. Projected expansion programs will not ease this current demand for most of them are 2 to 5 years off. Refining facilities are adequate but there is a shortage of ore and scrap, and it is for this reason that the expansion programs are directed at developing more sources of supply. The domestic expansion programmed thus far and understood to have been arranged with price escalation should the domestic price go to 271/20, were summarized by American Metal Markets as follows (dates of announcement are given in parenthesis: .1-Copper Cities Mining Co.'s, $15,000,000 expansion near Miami, Ariz., to be operating about 1954. DMPA will buy 22,500 tons of copper a year up to a given amount on an agreed price of 23¢ per pound, with some exceptions and depending upon salability at a higher price to other purchasers in the U. S. (September 25th). 2-An RFC loan of $60,000 to North Butte Mining Co. to be paid off on the basis of deliveries at a purchase price of 241/20 per pound (September 25th). 3-A $25,000,000 expansion program by Phelps Dodge to provide 38,000 tons per year by late 1954. DMPA would purchase it at a price of 22¢ per pound up to 112,500 tons providing other purchasers in the U. S. will not pay a higher price (September 26th). 4-Anaconda Copper Mining Co. $40,000,000 expansion in Nevada to provide more than 30,000 (might be increased to 45,000) tons per year. DMPA would purchase the copper at 250 per pound for a limited period of time if it is not salable to industrial users at above this price. Production would start around 1953 (November 14th).

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. A study of Americarf coal-mine practice shows two of its distinctive features to be: A greater number of accidents per thousand employees than in any of the other leading coal-producing countries; a much greater percentage of the coal lost than in any of the other leading coal-producing countries. Although our subject is mainly concerned with the second feature, any consideration of mining methods should include safety, efficiency, and economy or costs. If the argument could be offered that our wasteful mining was necessary on account of safety, and that it is carried out with less loss of life than in other countries, the plea for conservation of coal could not he so strongly urged. But when we are wasteful of both life and property, the subject merits more: consideration than it has received. Some coal operators will doubtless say that the unit of accidents should be the number per million tons produced rather than per thousand employees, for by adopting this unit America probably stands in the lead rather than the lowest among the countries. However, vital statistics are not usually so expressed by other governments, by life and accident insurance companies, or in other industries, and it is merely begging the question and attempting to bolster up a bad condition to adopt a peculiar unit for the statement of our accidents. For many years the statement was made by various agencies, and was unchallenged, that "For every ton of bituminous coal mined in the United States a ton had been lost in the way of pillars left in the mines." This statement was undoubtedly true for many years, and although in the past decade some progress has been made toward obtaining a higher extraction, and in some districts very decided progress, the loss is still great; and, although no exact data can be given, it is probable that for the United States as a whole at least one ton is lost for every two mined.

There are few natural monopolies comparable with the nitrate industry. Perhaps the only other one is, curiously enough, also an essentia1 fertilizer material, viz., potash, of which the Germans have heretofore held practically a monopoly due to the existence in their territory of the most important known deposits of potash salts. And although nitrates in minute amounts are found in many desert regions, the only deposits capable of being worked commercially exist in Chile. Combined nitrogen in the oxidized form is an essential for plant life. Nature provides it mainly through the agency of nitrogen-fixing bacteria. But where lands are cropped artificially this supply is too small, and gradually the nitrogen supply becomes exhausted. In order to continue farming, it is necessary to furnish a supply of nitrogenous plant food, and this is done by putting on various substances containing combined nitrogen. These consist of various animal wastes, ammonium sulphate, the ammonia of which is obtained in the destructive distillation of coal, and Chile saltpeter. The latter is immediately available as a plant food, the nitrogen being in the required form. The other substances must oxidize before they are available. Resides its use as a fertilizer, Chile saltpeter is the source from which the bulk of the nitric acid of commerce is derived. The use of nitric acid in the manufacture of almost all modern explosives is, of course, well known. Importance of the Nitrate Industry Chilean nitrate, the existence of which was first mentioned in 1809, is said to have been first exported in 1830. Only a few thousand tons per annum were exported for some years, but the amount gradually increased until, in 1879, when the Chile-Peruvian war began, the export amounted to about 300,000 tons. This nitrate was largely produced from the Province of Tarapaca, until then, Peruvian territory. By the terms of peace with Peru in 1884, this province, as well as Tacna, became Chilean. The Bolivian Province of Antofagasta was also acquired as a result of this war, and thus Chile, with the deposits in her own territory, acquired control of the whole supply of nitrate. THE primary interest in the subject of this chapter lies in the fact that various heats of steel made to the same chemical specification do not always-have the same properties. The properties considered here, of course, are those inherent in the ingot immediately after solidification and not qualities imparted by variations in subsequent mechanical or thermal treatment. The expression "made to the same chemical specification" is used because some of the variations in properties are due to variations in chemical analysis within the specified ranges of those elements commonly specified and determined. Other variations in properties are due to variations in those constituents of steel (elements or compounds) that are not ordinarily included among the elements specified, thus not a part of the specified "composition." The term "constitution" is used to include not only the specified composition but also the nature and distribution of every element or compound contained in the steel entering the ingot mold; also included are items such as aluminum oxides and nitrides, presence of soluble gases, and dispersion of nonmetallic particles. When it is considered that the constitution of steel is determined by the addition or absorption into the bath of all such constituents from whatever source, it follows that constitution is of necessity the final result of steelmaking practice. It is the agency through which steelmaking practice operates to control the properties of the steel. The term steelmaking practice is here used in the broad sense, meaning the control of all the materials entering the steel and of the conditions under which the process is carried out. Steelmaking practice, thus defined, establishes the chemical system within which the reactions between components must proceed in obedience to the laws of chemistry. Thus the chemical constitution of the steel is established and, through constitution, the properties of the metal are established. In the preceding chapters it has been shown how the constitu-

There is evidence that study of minerals now considered to have susceptibilities too low for magnetic separation should be continued. Present concepts may be false. INFORMATION on magnetic properties of minerals other than magnetite is scanty and sometimes erroneous. Often there is no information at all. W. R. Crane's table of tractive forces published in 1901 is still the best guide in the field, but Crane's data can be used as a guide only, since he ignored such important factors as impurities in the minerals, size, and packing effect. During the 1930's work by the U. S. Bureau of Mines added greatly to knowledge of the behavior of certain minerals in a magnetic field. The USBM bulletin gave for the first time complete magnetic characteristics for magnetite and fragmentary data for a few other minerals. The work reported here covers a study of the magnetic-susceptibility relationships of the wolframite series of minerals and sphalerites as related to their chemical compositions. Theories are proposed to explain divergences found from commonly accepted beliefs. Gouy Method for Determining Magnetic Susceptibility: The Gouy principle has been adequately described in the literature1-3 and applied in various ways.'- It may be summarized by stating that a body of material (gas, liquid, solid, or powder mixed with gas or liquid) of cylindrical shape changes in apparent weight if suspended with one end in a zone of higher magnetic field strength than is found in that portion of the field surrounding the other end of the cylinder. This may be expressed as K2 - K1 A (H2 - H2) - mg. [1] In determining the susceptibility of mineral specimens by the Gouy method, the mineral is reduced to a fine powder and packed in a glass weighing tube. A summary of oil and gas development in Ohio for 1936 is necessarily brief and, in some details incomplete, owing to the lack of a central state agency for the collection of data and statistics on well drilling and production. The information used in this report was compiled from the records of the several companies operating in the state. Drilling activity in Ohio increased during 1936 as compared to the two preceding years. During the year 1157 wells were completed, as compared to 1022 wells in 1935 and 1055 wells in 1934. However, in spite of this increase in drilling activity, both oil and gas production declined for the year. Activity by Fields Trenton Sand Field.—The Trenton sand field is located in 15 counties of northwestern Ohio, trending from Toledo on the north, south and west through Findlay into Indiana. About 40 years ago the Trenton field was one of the most important oil-producing fields in the United States, but it has declined to a position of minor importance. During the year 1936 there were 52 completions in this field—29 gas wells, 19 oil wells and 4 dry holes. Clinton Sand Field.—The Clinton sand is by far the most important gas-producing field in the state. Production is located in small pools separated by nonproducing areas, on a band of varying width reaching from Cleveland on the north to Lawrence County on the Ohio River on the south. During 1936 a small pool of patchy character was developed in Butler township, Knox County. Seventeen wells were completed in the Clinton sand, of which 13 were gas wells and 4 were dry holes. The average initial production secured per well drilled, including dry holes, was 1,288,000 cu. ft. The average depth of the Clinton sand was 3000 feet. A gas well was completed in lot 9 of Franklin township, Tuscarawas County. Production was found in the first Clinton sand at a depth of 4354 ft. Butte Meeting. It is expected that the technical program of the Butte meeting will be a sufficient attraction to draw to that point every member who can possibly get away long enough to attend. Attention is particularly called to the papers already sent in by the Committee on Precious and Base Metals, and the papers which they are undertaking to secure for the meeting, as published on pp. ix and x. In addition to these papers, and in addition to those published in this Bulletin, the office of the Institute already has in hand several papers, which will be published at an early date, and presented in abstract and discussed at the meeting. Of the discussion of these papers a special feature is being made. Therefore, let every member come to Butte who can do so. A meeting of the Board of Directors of the Institute will also be held at Butte. In the May Bulletin, we stated for the information of members the railway excursion rates for two suggested tours in connection with the meeting, which included Glacier Park before the meeting and Yellowstone after it. The itineraries there given and rates quoted were planned and offered by the railway agent bureaus in New York. Circulars have been sent to the members of the Institute by A. E. Vaughan & Co., a tourist trip agency of New York City, containing details of tours nearly identical with those outlined in the Bulletin, and quoting rates covering, the expenses of the whole trip. Members can easily compare these rates with the rates offered by the railroads, and published in the last Bulletin. In order that no misapprehension may exist, the statement is here made that the Institute and its officers have no connection whatever with Vaughan & Co.'s proposals and that any such tours will be strictly personal matters between said company and the members of the Institute who take them. Nevertheless, the Board of Directors calls to the attention of members the circumstance that tours such as these will afford an opportunity for members to travel together to the meeting.

GOOD will is becoming recognized more and more as a necessary business asset, and a successful concern must have the good will not only of its customers and the public, but of its employees. Management -enlightened management-recognizes this and will go the limit to get it. Progress depends on cooperation, and in industry cooperation must be based on the acceptance by employ-ers and employees of some practical application of the principle that capital and labor are interdependent. Capital cannot exist without labor, and labor without capital is helpless. The development of each is depen-dent on the cooperation of the other. Confidence and good will are the foundation of every successful enter-prise, and these can be created only by securing a point of contact between employer and employee. We feel that one of the most effective agencies for promoting good will between employers and employees is through some well organized method of conference and have consequently adopted, to accomplish this, a plan of employee representation. The plan inaugurated by the Bethlehem Steel Co. about four years ago, which provides for the election by secret ballot of representatives by and from among the employees, has for its purpose three fundamentals; namely, to give the employees a voice in the determina-tion of the conditions under which they work, to furnish machinery for the prevention and adjustment of differ-ences between employees and management, and, so far as possible, to provide and foster continuous employment. The constitution and by-laws adopted take care of the detail in setting up machinery for the functioning of the representatives of both management and men, but the spirit with which the plan has been carried out and the results which have been accomplished are of far greater importance than the plan itself. The Bethlehem plan, which has been in operation since October, 1918, can no longer be classed as an experiment. The original by-laws provided for amend-ments and, as was anticipated, changes and improve-ments have been made from time to time by mutual agreement. The operation of the plan for over four years shows it to be fundamentally sound and that it must therefore be conceded a success.

Companhia Vale do Rio Doce (CVRD), founded in 1942, is located near the town of Itabira, Brazil. Its iron ore deposits include over 500 million metric tons (mt) of high-grade hematite and about 2 billion mt of itabirite (banded rock formed by thin alternate layers of hematite and silica). These deposits are part of the Iron Ore Quadrangle, of which the overall reserves have been estimated at more than 30 billion mt. The magnitude of the project meant difficult early years for the company, including large investments, extensive railroad rehabilitation, and construction of ore port and ore handling facilities. Companhia Vale do Rio Doce was organized as a stock company, and 91% of its shares are presently owned by the Brazilian government. Financing has been accomplished in part through loans from international monetary agencies foreign banks, and foreign industry, as well as Brazilian banks. The company markets mainly abroad. In 1967, it exported 10.6 long tons (It) of ore, principally to West Germany, Japan, Netherlands, Italy, France, United Kingdom, and the United States. The Rio Doce geographic region where CVRD operates is strategically located among the large population centers of Rio de Janeiro, Belo Horizonte, Salvador, and Vitoria (Fig. 1). It covers an area of approximately 81,000 sq km in the states of Minas Gerais and Espirito Santo, and its population in 1968 was about 3.5 million. This region presents excellent prospects for development, with factors favorable for forestry, agriculture, grazing, and exploration for minerals other than iron ore, Electric power (hydroelectric plants) is available, as well as two main systems of transportation: the Rio-Bahia highway and the Vitoria-Minas Railroad. The cassiterite flotation circuit at the Renison concentrator has operated with increasing levels of automatic control since late 1981. The circuit operates at high levels of recycle which make it difficult to control manually so that the initial control strategy was to stabilize the mass flows around the circuit prior to circuit optimization. Control of the air supplies to the flotation banks was introduced to achieve this stabilization and initial results indicated that some success has been achieved, as indicated by improvements in the overall circuit performance and reduction in the stream variabilities. These improvements were gained through control of the major recycle to the roughing stage which dominates the circuit behaviour. Feed-forward control of collector addition has also been introduced successfully, but attempts to control the final concentrate grade have been less satisfactory. This work is continuing and the objective of current activity is to include the three cleaning stages in an overall circuit control scheme as a first phase of metallurgical optimization of the operation.

The occurrellce of such a large amount of gold in the Hart-eel granite, even though the surmised existence of similar areas is not new, brings freshly to mind the pegmatite type of mag-matic differentiation lately brought again to attention by occurrences at Silver Peak, Nev., described by Spurr; and in Alaska, described by both Spurr and Brooks. In both localities granitic rocks or dikes are thought to pass into metalliferous quartz-veins. An interesting association in this connection is the occurrence of diamonds in residual pegmatitic clay of Sail Juao de Chapado, Brazil, described by Derby :' (P. 142) "Bodies of pegmatite are quite common in the older rocks of Brazil, both in the diamond regions and elsewhere, occurring not only in the gneiss and granite, but in the schistose series as well. Those that have been examined are dike-like in their mode of occurrence and granitic in composition.'' (P. 143) '" The question of the eruptive or secretionary origin of pegmatites has long been a subject of discussion among geologists.... The recent studies .. seen] to have clearly established that most if not all of them are essentially eruptive masses, though possibly modified in some way by aqueous agencies. Even before becoming acquainted with the literature of the subject this view had seemed to me to be the only acceptable one as regards the typical pegmatites of Brazil." What is pegmatite ? J. F. Kemp says :2 "... veins or dikes—it is an open question which is the more correct term— are met formed of very coarsely crystalline aggregates of the same minerals that constitute granite. These are called pegmatite and in them is the home of graphic granite, the curious intergrowth of quartz and feldspar, such that a cross fracture of the blades of quartz suggests cuneiform characters.... In regard to the larger veins or dikes it seems improbable that true igneous fusion could have afforded such coarsely crystalline aggregates, and so we are forced to assume such abundance of steam and other vapors, i.e, mineralizers, as to almost, if not quite, imply solution."

The theory of the differentiation method for the Couette flow experiment is reviewed. Particular attention is given to the requirements on data analyses in the case of the class of non-Newtonian materials described as viscoplastics, i.e., materials characterized by a yield point or yield stress. Here changes in boundary conditions arise when the shearing stress attains a critical value with the result that the form of the basic integral equation for Couette flow is determined by the flow conditions existing during the measurement. INTRODUCTION In the preceding papers in this series,l,2 the salient features of the differentiation method of rheological analysis in Poiseuille-type flow were discussed. It was shown that a dual differentiation-integration method analysis of the Poiseuille flow of idealized generalized Newtonian and visco-plastic models could be used to develop a spectrum of highly sensitive response patterns in terms of certain characteristic derivative functions. These functions were shown to optimize the selection of the most appropriate functional relationship between f(p) and p from the Poiseuille flow experiment. The present paper reviews the theory of the differentiation method as applied to the equally important Couette flow experiment. We will also discuss the range of variables over which the basic integral equation for Couette flow is applicable when the non-Newtonian material is of the viscoplastic type, i.e., characterized by a yield point or yield stress. THEORY Having described the application of the differentiation method to Poiseuille-type flow in the preceding papers, we now proceed to the case where the test liquid is confined to the annular space between coaxial cylinders of length L, one of which is in motion, i.e., Couette flow, formulating the basic integral equation after the method of Mooney.3 The observed kinematical and dynamical quantities are the angular velocity O and the torque T.
