The request of the Iron and. Steel Committee to hold a meeting in Milwaukee during the week of Oct. 7, 1918, was granted. The reports of the Treasurer and Finance Committee were accepted. A STUDY of subsidence and ground movement in the copper and iron mines of the upper peninsula of Michigan has been made by W. R. Crane of the United States Bureau of Mines and published as Bulletin 295 of 66 pages and 49 illustrations. As a result of subsidence, the country adjacent to the mines and over- lying the mine workings in this district is often broken to such an extent as to affect its value; mine shafts and development openings are occasionally so damaged as to be rendered useless, and water can enter the workings through fractures and cave-ins. The problem is more serious in the iron-mining districts, where villages and towns not owned by the operating companies have grown up around mining operations.

Steels containing 0.4 and 0.8 pet C have been transformed isothermally at pressures up to 34 kbuv. Decomposilion mechanisms are so intimately related to phase equilibvia that, as the equilibria shift under high pressure, the microstruclures of the decomposition producls change, maintaining at pressure the same correspondence between a given phase equilibrium and a given microstructure as a1 1 atm. A bainitic unicvo-structure occurs in these steels at high pressure that IS observed only at 1 aim abole 1.4 pct C. This strrrcl111,e 1s ruliorzalized in terms of the effect of pressure on the transformation to lower bainite. The pressuve depetlderlce of the kinetics of pearlile formation is descrihed by an absolute rule theory amalysis. The activation volume for the transformation is 7 cu cm per mlole, which is indicative of a phase-interface transformation-rate cotntrol mechanism. This fortmulation, when expressed in terms of known solule effects on the energelics of tvansformation, gives promise of explaining the effects of alloying elemenls on hnrden-abilily, particularly that of 'coball. KINETIC processes in solids are functions of the primary thermodynamic variables of state: composition, temperature, and pressure. Until the development of high-pressure techniques' that permitted the generation of sustained high pressure at high temperatures, metallurgical studies of such reactions were largely limited to isobaric conditions at atmospheric pressure. The data so obtained, and theoretical deductions based on these data, were necessarily incomplete For the particular case of austenite decomposition, a knowledge of the phenomenology of the reaction in terms of all the state variables should lead to a clarification of the process. This deeper understanding should facilitate a decision between conflicting theories that have been proposed to rationalize these phe- nomena. An analysis, derived from an understanding of the transformation mechanisms, may aid in the optimization of alloy steel development. The first studies of the effect of pressure on transformations in steel were made by Kulin et al. in 1952.' In a study of the influence of applied stress on mar-tensite formation in a 30 pct Ni steel, they found that the martensite start (M,) was depressed 8°C per kbar* by hydrostatic pressure. Jellinghaus and Friedewold3 were apparently the first to investigate the effect of pressure on isothermal transformations above the Ms. They found that the bainite transformation rate in a 1.2 pct C, 3.8 pct Mn steel was reduced by a factor of 3 by a hydrostatic pressure of 4 kbar. In both of these investigations,2,3 the M, of the steels studied was below room temperature. Austenitizing and quenching were done at atmospheric pressure, followed by the decomposition of the metastable austenite under pressure. The maximum temperature at pressure in the bainite study3 was 350°C. Until the advent of the present high-pressure devices, it was not possible to conduct isobaric high-pressure heat treatments from austenitizing through isothermal decomposition and quenching. The exploitation of high pressure as a variable in metallurgical studies was greatly advanced by the apparatus and techniques developed by Hall4 and co-workers. Utilizing these techniques, Radcliffe et a1.5 and Hilliard6 etermined the pressure dependence of phase equilibria in the Fe-C system. Hilliard and cahn7 examined the pearlite transformation rate in an AISI 1080 steel and also in a high-purity 0.92 C Fe-C alloy at 1 atm and at 34 kbar and found a 700-fold reduction in rate at pressure in the 1080 steel but only a fivefold reduction in the high-purity alloy. In agreement with the shift of phase equilibria under pressure, the microstructures were hypereutectoid at 34 kbar pressure, whereas they are eutectoid at 1 atm. A mathematical model has been used to investigate crossflow effects in a stratified reservoir during an idealized displacement process. A process in which one incompressible fluid displaces completely another incompressible fluid of the same density and viscosity was considered. The reservoir was assumed to be composed of homogeneous layers which are discrete but interconnected. Approximate five-spot flow geometry was simulated by arranging two pie-shaped cylindrical (two-dimensional) wedges in series. Some of the common production methods rely, for their effectiveness, on the fact that the formation consists of isolated strata. This is particularly true of selective plugging and single-zone production-injection methods. The effectiveness of these techniques for several cases in which adjacent strata are in communication has been evaluated. The usual production-injection schemes for fluid injection processes involve using the same completion interval in both the production and the injection wells. The efficiency of this, as well as alternative productioz-injection procedures has been examined for some cases involving communicating strata. INTRODUCTION The performance of many fluid injection projects is marred by early breakthrough and by production of a high percentage of the displacing phase after breakthrough. This channeling effect, if it occurs in reservoirs which have large permeability variations, is often explained on the basis of a model composed of discrete, isolated strata. Corrective or preventive measures based on this same model are also common. The behavior of stratified models has been the subject of considerable study. An excellent review of the early literature was given by Seba.1 Studies of the depletion performance have since been made for continuous, unrestricted communication between strata2-4 and for production from one permeable bed in continuous but restricted communication with an adjacent permeable bed.5,6 Model studies of displacement processes in stratified systems with crossflow also have been reprted.7-12 Finally, methods which account for crossflow have been developed for computing displacement behavior in stratified systems.13,14 Most methods for controlling or preventing channeling involve some change in the interval open to production and/or injection. Although many variations of the selective completion problem have been studied in regard to the depletion of a reservoir, little attention has been given to the behavior of a displacement process under similar conditions. Sebal used a resistance network model to study the performance of a process in which one incompressible fluid displaces an identical fluid from a linear, stratified reservoir. He investigated the possibility of improving the vertical coverage by limiting the completion interval of the production well. This investigation deals with techniques in which selective completion of the production and/or the injection wells is used in an attempt to control channeling. At one extreme, selective plugging and single-zone isolation (assuming perfect execution) should be successful if the reservoir is actually made up of independent strata. At the other extreme, they can hardly be expected to be successful if the channeling is caused by a mechanism in which stratification effects are negligible even though there are extreme variations in the formation permeability and/or the injectivity profile of the wells is not uniform. By contrast, it is difficult to anticipate the effect that the amount of communication between the beds of a stratified system will have on the efficiency of selective completion techniques. The objective of this study is the quantitative determination of the effect of communication on the behavior of some particular stratified systems which will at least lead to qualitative conclusions.

AT a recent meeting of the Utah Section. A.I.M.E., P. D. Nielson, general plant superintendent of the new Geneva steel plant at Provo, Utah, spoke on "General Operations of the Geneva Plant." Mr. Nielson explained that the plant was located at Provo, Utah, on account of railroad facilities, the proximity of coal, iron, and limestone, and the nearness of water for operating the plant. Water probably was the most important item in making the decision.

The 1963 Jackling Award lecturer describes the founding of Banner Mining Co. and its trials and tribulations before becoming an established firm. Such aspects as geological description of Banner mining areas, history of exploration and production, areas of present interest to the company and research work conducted by the company are included. Several years ago a wealthy Chinese business friend of mine purchased an interest in a proposed oil well to be drilled a great distance from his home. A few months later it came in as a producer and proved to be a huge success and materially added to his resources. I asked him why a man of his wealth should be so lucky in a venture outside his sphere of knowledge when most people of modest means never seemed to get ahead. His answer was, "Fat Hoy takes a chance." Even though this was his answer, I knew from my association with him that there were other tempering considerations which Mr. Hoy applied before making up his mind to enter any transaction. First, he was a cautious individual. He was also a great believer in details and insisted on knowing everything possible about a situation, and finally, he was what we call a very solid individual with good basic instincts and judgment. This philosophy of Mr. Hoy may be applied to most any business but especially to those engaged in a search for natural resources such as mining where great risks are involved. This article concerns events in the history and growth of Banner Mining Co., with which I have been associated for 27 years in capacities from mine surveyor to vice president. Mr. Hoy's philosophy has played a significant role in the exploration projects of this company over the years, but what is more important, the officers, directors, and controlling interests in Banner have been aggressive in their search for ore reserves. THE BIRTH OF BANNER Banner Mining Company was incorporated in September 1935 by a group of Oklahoma and Texas oil men for the purpose of exploring and developing the Bonney-Manilla mines at Lordsburg, N.M. These properties had a history of intermittent production since the first ore discoveries as far back as 1870. Most of the production from the district has come from four mines, namely, the Eighty-Five, the Atwood, the Bonney-Manilla, and the Misers Chest. The last two are now owned by Banner Mining. The Eighty-Five mine operated between 1885 and 1931, and production totalled 1,494,287 tons averaging 0.11 oz of gold per ton, 1.23 oz of silver per ton, and 2.80% copper. The vein extended for a distance of about 3000 ft northeast and was mined to a depth of 1650 ft. The Atwood mine, adjoining the Eighty-Five mine, to date has been of lesser importance as a producer, but it has been operating for several years producing high silica flux ores for a smelter. Production totalled 352,828 tons up to January 1, 1962 From the Bonney-Manilla and Misers Chest mines, owned by Banner, production through 1961 totalled 2,006,343 tons with an average grade as mined of 0.0192 oz of gold per ton, 0.760 oz of silver per ton and 2.63% copper. Banner built a 150-tpd flotation mill in 1936 after almost a year of development on the 600 level of the Bonney mine. After less than one year's operation, it became apparent that the 150-tpd rate was not sufficient to make a reasonable profit due to the marginal grade ores. The low tenor of the ore, mainly chalco-pyrite in a highly siliceous gangue, made mandatory the close control of costs in order to make ends meet. A 300-tpd unit was added to the mill in 1937, and it is still the operating unit today. The clean sulfides presented no problems in milling. A metallurgist doing research on it at the time stated that the copper minerals seemed to have a built-in desire to float. Mill recovery of copper throughout the 27 years of operation has averaged 96.23%. A PERIOD OF FORCED GROWTH World War II brought many hardships to Banner. Labor and supply shortages caused drastic curtailment in development work. Rapidly rising costs far outdistanced any relief from pegged prices which we received from Government agencies. During the past three decades, the oil industry has expended increasing eflorts seeking improved drilling tools or systems to reduce drilling costs. The total cost of these efforts is unknown, but it certainly amounts 10 tens of millions of dollars. Most of the "new" system that past and present investigators have sought to develop actually are old public information. In seeking to implement new-systern concepts, investigators have tested the following: impact at frequencies ranging from 6 to 300 cycles per second; electrical, mechanical and hydraulic meam of actuating percussors; bit rotary speeds up to 2,000 rpm; electric and hydraulic bottom-hole means of rotating bits; bottom-hole machines with power outputs up to 400 hp; shock waves; explosives; high-velocity pellets; flame; arc; grinding wheels; abrasive jets; erosion by high-velocity gases; chemical attack; electric current; magnetic waves; retractable rock bits; reelable drill pipe; continuous coring with reverse circulation; and automation of drilling rigs. Table I shows how these investigations are grouped for discussion purposes in this paper. In spite of these efforts to discover new and improved systems, rotary drilling main;aim its economic leadership. Undoubtedly, rotary drilling costs will continue to be reduced by rigid application of the best available technology and by development of new rotary technology. In view of the extensive past development programs, however, significant long-range improvement appears to be a research, not a development problem. Research must postulate and prove theories and principles governing variour subsurface rock-failure processes pertinent to both rotary and new systems. Ah, research must produce physical and engineering data relative to these processes. When such information is available, earth boring will graduate from an art to a science. Major improvements in rotary drilling can then be expected, and the systematic evolution of an improved drilling method can be initiated—with a strong probability for success. Development of drilling methods other than rotary drilling has been one approach investigated by the industry as a means for reducing drilling costs. Major cost-reduction efforts, however, have been centered on engineering development work aimed at incremental improvements in rotary drilling. A relatively minor effort has been expended to establish basic physical principles and engineering data pertaining to the earth-boring process which can serve as a foundation for the development of cost-cutting drilling hardware. Current oil-industry economic trends have added impetus to the need for effective programs to reduce drilling costs. However, areas for expanded future efforts should be selected only after careful study of past investigations. It is the purpose of this paper to review past and Dresent industry efforts to develop new drilling tools or systems and to suggest areas where additional science is needed. Past reviews of drilling methods have been limited to a few processes prominent at the time the reviews were made. This paper seeks to present a concise, well organized review of all methods that have received actual development or test work. The preparation of a paper seeking to review all past developments is fraught with many difficulties, not the least of which are errors in or obsolesence of printed matter used as source material and the lack of data on industry developments which have not been published. Knowledge of the initial state of stress in rocks provides a key to the solution of many problems in rock mechanics. The initial state of stress is part of the basic data required for rational design of structures in rock, since its redistribution when engineering activities are conducted is a primary load on the rock portion of the engineering system. Knowledge of initial and subsequent changes in the state of stress is also relevant in the study of active faults and crustal strain. The purposes of stress measurements are not generally well served by methods which disclose only one of the stress components at a point. Recently, interest has centered on overcoring methods which though ex- pensive and difficult have the important advantage of yielding data on three or more stress components. In a previous paper, the authors introduced a new method-termed borehole deepening-based on measurement of the deformations that occur close to the bottom of a borehole when it is deepened by further drilling without overcoring.l The proposed method is at a disadvantage when compared with over- coring procedures in that the quantities to be measured are somewhat smaller and the measuring environment is more hostile. The Joint Committee (consisting of the chairmen of the several society committees), formed under the authority of the five societies, in order to facilitate the carrying out of the organization of an engineer reserve as part of the military forces of the United States, for which work it was appointed, now begs leave to report as follows: .The Committee has been in personal communication with the Secretary of War, the officers of the General Staff, the officers of the War College, and with the Hon. George E. Chamberlain, Chairman of the Senate Committee on Military Affairs, and the Hon. James Hay, Chairman of the House Committee on Military Affairs. As the result of these interviews there has been incorporated in the draft of the legislation proposed by the Secretary of War and included also in the bills drawn by the committees of the Senate and of the House a provision for the organization of an officers reserve on broad lines, including an engineer reserve. As now drawn these bills provide that an officer shall be commissioned for a period of five years with rank up to and including that of major, after passing such requirements of character and qualifications as shall be prescribed by the President. The bill also provides that a certain amount of duty with pay shall he performed each year by the officers in the reserve. . The Committee is waiting for the Navy Department to formulate its plans for the increase in the naval forces, and as soon as a decision has been reached by that Department and the Committee is in possession of the facts, the Committee will take up the question of the organization of an engineer reserve for the navy, similar to that contemplated for the army.

THE 123d meeting of the Institute was held in New York Feb. 14 to 17, 1921. The total registration was 1199, as compared with 1138 at the New York meeting in 1920. The weather was a strange and welcome contrast to that of last year, when New York was buried under six feet of snow as the result of the fiercest blizzard in its history. This year there was no snow, and the weather was said to be much more like an Arizona winter than New York. A complete program of the Technical Sessions is on p. 9. The discussions of the papers presented will be published in pamphlet form as soon as possible and will be noted in MINING AND METALLURGY in the usual way.

THE 122d meeting of the Institute was held in the Lake. Superior Copper and Iron Country Aug. 20 to Sept. 3, 1920 with an approximate registration of 1100 members and guests. This is the 'first visit of, the Institute to this vicinity since 1904 although previously it held meetings there every six or, seven years. 'The eastern party assembled at Buffalo and sailed on the S. S. "Tionesta ". on Friday morning, Aug. 20, arriving at Houghton, Mich., Monday, Aug. 23. En route stops were made at Detroit, where sightseeing auto trips were taken, and at Mackinac Island, where a short stop permitted a visit to the picturesque and historic Fort Mackinac.

The efforts of petroleum production engineers during the past year have largely concentrated upon ways and means of reducing operating investments and expenses in order that the industry may survive a period of low crude oil prices. Major progress was made in outlining and solving the technical problems pertinent to unit operation in order that executives and legal staffs may actually arrange operating contracts to effect unit operation. Consequent savings in development and operating costs, accompanied by increased recovery, will thus be obtained. Well spacing has received considerable constructive thought and study, from which practical results are assured in the near future. The control of edge and bottom waters has advanced in technique through the engineering work done in Yates, Hobbs and East Texas, and there is evidence of greater cooperative efforts between engineers to increase recovery from pools by mutual gas conservation. The use of pressure control by surface and bottom-hole chokes has become general practice to reduce gas-oil ratios. The study of bottom-hole pressures has led to new conceptions of proper utilization of reservoir energy and maintenance of pressure by natural means. Pressure gradients of flowing wells have been measured in practice and strides made to develop workable formulas for the flow of oil and gas mixtures through vertical pipes. The information thus obtained will permit the intelligent design of flow tubing combinations. Gas-lit and repressuring advancements have been few, due to overproduction from naturally flowing wells. Satisfactory unloading valves for gas-lift wells have been developed and consistent progress made in gas-lift displacement pumps. The necessity for producing wells at high rates of flow while producing large quantities of sand has resulted in radical changes in Christmas tree and separator designs for the Oklahoma City pool. The opening of wells to obtain potential production for proration purposes has been eliminated in the Yates and Hobbs pools by the application of engineering principles.

The present struggle for economic and industrial supremacy by the Communist world is against the United States, its main target, and the other Free World nations. The basis of industrial power is minerals, so the Communist nations are building up mineral production within their borders, often regardless of costs, and are acquiring quantities of mineral products from Free World countries for future use. They are contracting for additional supplies and advancing funds for the development of these quantities. A number of the less developed mineral producing countries of the Free World are being infiltrated by Communists and Communistic influence. This situation is well known, but as yet little has been done to oppose these activities or to awaken the public to their seriousness. The Communist countries are still far behind the Free World Nations in production of many essential minerals. But, shortages are being made up from Free World nations in exchange for petroleum, manganese ore, chromite and other products. Restrictions on shipments of strategic materials to Communist countries have not been maintained.

A KNOWLEDGE of the fundamental principles of locating, sampling, testing and evaluating materials is essential in prospecting for mineral aggregates. In this discussion, mineral aggregates will be considered sand, gravel, crushed stone and slag that are used as materials of construction. The quantity of mineral aggregates produced in the United States during the year 1935 for such purposes was roughly 165,000,000 tons, about 60 per cent of which was sand and gravel, 37 per cent crushed stone and 3 per cent crushed slag. The total value of this material was approximately $100,000,000. It is apparent therefore that the prospecting for suitable mineral aggregates is of considerable economic importance. In prospecting for mineral aggregates, the methods employed are the same whether the organization is large or small. In the large organization there may be available geologists for locating sources of supply, a land acquisition department to arrange for the necessary options or permits, engineers to do the sampling, a laboratory for testing, and a board of consulting materials engineers to make the final selection. Even small organizations must follow the same general procedure, though the responsibility for the selection of aggregates may rest with one man, who may or may not be an engineer, but who must depend entirely upon his own judgment. LOCATING THE SUPPLY The initial step in prospecting for mineral aggregates is the locating of suitable, adequate and economic sources of supply for the project in mind. Commercial plants in the vicinity should be investigated and a survey made of the existing structures that have been built of aggregates from these sources. If the structures are rather old and show no signs of deterioration, it is fairly good evidence that the aggregate is satisfactory. If materials of the proper quality can be obtained from commercial sources in sufficient quantity, and delivered to the job economically, it

TWO weeks ago the writer was lunching in the Engineers` Club in New York with a man who has perhaps the widest acquaintance among engineers of anyone in the country a member of another of the Founder engineering societies. "By the way," lie asked. "who have they nominated for your next president."' "Doctor Becket," I told him- "Oh. that's line," he replied, in a heartfelt tone that rang with sincerity. "I have come in contact with him occasionally and he is just the right type.' And that is the way Dr. Frederick M. Becket impresses everybody. The right type. Most Institute members of the western group of hard-rock minors do not know him, but then they meet him in his swing around the circle next year they will not require a long acquaintance to sense his kindly and outstanding personality, to realize that he is a gentleman in the bet meaning o1 that word, a man of wide sympathies and interests.

IT has given me great pleasure to read, in the papers recently published by this Society, the discussions on the subject of Technical Education, which were developed at the joint meeting held at the Franklin Institute in June, 1876; and since it was impossible for me to be present, I desire to improve this my first opportunity of adding the weight of my testimony and experience to what has been so ably presented by others. It is a subject about which the people need to be kept agitated, that their views may expand with the demands made for a higher and more thorough education. It is the public at large, the capitalist, the manufacturer, and the laborer, who are to be benefited more or less by this elevation of the standard of our professional schools, and it is but just, therefore, that the schools should look to them for the means with which to accomplish so desirable an object. It is no doubt to the interest of a metallurgist to employ a skilled laborer who will prevent waste by properly proportioning his materials ; by regulating the supplies of air and fuel ; by arranging his plant in the most economical manner, and by disposing of his products to the greatest advantage. The engineer is benefited by selecting for an assistant a person able to determine the values of his factors of safety for the same materials in different forms and positions, avoiding expensive suits for damages and cost of reconstruction; he should be able to so locate a road as best to fulfil the requirements of a through traffic, and yet develop local industries. But I need not multiply instances to show what all will readily concede, viz.: the advantages of a theoretical education ; that was fully demonstrated at the previous special meeting, but it is still an open question whether the practical instruction should precede, accompany, or follow the theory.
