THE Western phosphate field, virtually ignored for 40 years, has been undergoing a rapid climb to economic importance. Until World War II there seemed to be no reason for developing the phosphate rock region of the Intermountain Empire. But the tremendously increased demand for food production and the needs of many branches of the chemical industry changed all that. Quite suddenly a report made by the U. S. Geological Survey at the turn of the century became important. The survey showed that 60 pet of the nation's phosphate reserves were in the western phosphate field. Simplot Fertilizer Co. was one of the first to become actively interested in the development of the area. In August, 1945 the company began exploration of the Phosphoria Formation on the Fort Hall Indian Reservation. The result was the Gay Mine, about 18 miles east of Indian Agency Headquarters at Fort Hall, Idaho, developed to supply high grade phosphate rock for processing into superphosphate fertilizer at the company's Pocatello plant. Six ft of high grade oolitic phosphate rock (ranging from 32.5 to 34.5 pet P2O5) were discovered at the base of the Phosphoria Formation by diamond drilling and dozer trenching. High quality and thickness, plus the fact that the formation lay flat and near the surface made strip and open pit mining possible. Vanadium has recently joined the growing list of mineral commodities being exploited by surface mining methods. Union Carbide Corp. controls several vanadium deposits in central Arkansas near the city of Hot Springs in Garland County and the community of Magnet in Hot Spring County (Fig. 1). Two open pit mines, located approximately five miles southeast of the city of Hot Springs in the Wilson Springs area, have been developed for production during the past two years. Adjacent to the mining area the company has recently completed a 1,600-ton-per-day (tpd) processing plant to treat the Wilson Springs and Magnet Cove ores (Fig. 2). Although this operation constitutes the largest vanadium mining project in the United States, the open pit mines are of moderate size. A number of small to medium-sized surface mines will be developed during the life of the operation. This chapter describes the methods and practices used to bring these recently discovered vanadium deposits into production. PRELIMINARY EXPLORATION The vanadium potential of the deposits near Hot Springs and Magnet Cove was first investigated by Union Carbide Corp. in 1960. These areas have long been of interest for their varied mineral content and were previously explored by government agencies and private interests for titanium, columbium, molybdenum, and uranium. OF the new alloys achieving commercial prominence during the year, an aluminum-silicon magnesium casting alloy, which is similar in many respects to the 4 per cent copper alloy, developed about 1921, which has attained such a wide field of service, may be mentioned. The new alloy, like the old, is a heat-treatable type and develops about the same physical properties. The alloy casts easily and is relatively insensitive to high pouring temperatures. Its ability to produce substantially leak- proof castings is noteworthy. A second casting alloy development is the new Aluminum Co. of America No. 132, "Lo-Ex" piston alloy, a result of nearly eight years of research. The alloy contains about 14 per cent silicon and varying amounts of nickel, copper, and magnesium. It exhibits a low coefficient of expansion and thus permits small piston clearances. Its lower specific gravity is a further advantage.

(communication to the Secretary *):-Mr. Chance's suggestions that the brown hematite ores of the Potsdam formation are due to the alteration in place of iron sulphide, and that their extension may reasonably be expected to contain valuable deposits of unaltered sulphide, are interesting; but the facts marshaled by him are too limited to justify more than the hope that they may serve as a commercial source of sulphur. It is true that these deposits have been the source of large amounts of iron-ore; and it. is common, as stated by him, for the mining operations to extend to a shallow depth only; but this is largely due to the fact that the surface-material represents an accumulation from the breaking down and collection of the ore which formerly reached a much higher level. With, increasing depth comes a decreasing thickness of valuable material. This is especially appreciated by a glance at Mr. Chance's drawings. This is the reason why so many disappointments have resulted when these ores have been followed to greater depths. Even if the ore is largely derived from oxidation in place, it is impossible to ignore the great number of concretionary forms, as well as those showing the evidence of secondary solution and deposition now taking place, such, for instance, as the part replacements of fragments of quartzite derived from the underlying beds. Concretionary form does not necessarily mean long transportation, and may be a variation of material in place; but commonly it is an evidence of collection, and tends to imply that more or less concentration has taken place. INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. The philosophy used in designing and writing Duval's Sierrita mine design programs is discussed. The Sierrita Incremental Design system (SID) is reviewed with emphasis on Pushback Extraction Design (PED). PED is a method by which predesigned pushbacks are sequenced into an optimized period-by- period design. The design that PED Produces is the design used in the field without further modifications. The advantage of SID is that it provides a practical, mineable open pit design. PED is not a theoretical design system. It is in operational use.

It is not the purpose of this paper to enter into the minutiae of a subject so vast, upon which volumes have already been written and volumes more might still be written, but simply to pass in review the characteristic features of that practice, which, dating from the blowing-in of the Edgar Thomson "A" furnace in 1879 and continuing down to the present day, has given to American blast-furnace operations a new significance. The blowing-in of " A" furnace marked the beginning of a new era in the science of iron-smelting if, indeed, it was not the very birth of science as applied to this industry in the United States. American blast-furnace practice in its generic sense and world-wide significance dates from that day, and really all that is valuable, all that is remarkable or worthy of discussion, is embraced in the experiences and achievements of the past fifteen years. Back of that we find only the dead level of mediocrity, or worse, a dispoition to " let well enough alone;" a general, almost universal, employment of " rule of thumb " methods. The application of scientific principles and methods was rare and, indeed, previous to the introduction of the Bessemer process in the early seventies, science had no place in controlling the operations of the American blast-furnace. The old practice consisted mainly in dumping raw materials in at the top of the furnace and tapping out iron and slag at the bottom, for the successful consummation of which the furnace-manager directed his best energies toward keeping the furnace as free as possible from "gobbing" with, alas ! but indifferent success. The burdening of the furnace was based largely on Mark Twain's receipt for " Johnny-cake," altered to suit the circumstances, viz.: a lot of ore, a lot of fuel and about a quarter of a lot of flux. The possible capacities of furnace-plants were not nearly realized. Enormous wastes were permitted, unheeded because not understood. In the use of fuel quantum suff. was always the rule. In the anthracite fields of Pennsylvania, mine fires occur with more or less regularity and their existence is an ever-present hazard in coal mining. In all probability 90 per cent. of the mine fires can be ascribed directly or indirectly to the ordinary miner's open lamp. Other causes may be smoking, electrical installations, gas explosions, gas feeders, and the communication of fire to the outcrops from ash dumps, culm banks, timber and brush fires. Fires in pump rooms, engine rooms, and barns have been largely eliminated as a result of the Act of Assembly, approved June 15, 1911, which provides that all inside buildings, including engine rooms, pump rooms, barns, etc., shall be constructed of incombustible materials. Smoking of pipes, cigars, and cigarettes should be prohibited in the mines and too much care cannot be exercised in preventing fires by enforcing all rules designed for that purpose. Mine fires that involve underground fighting are invariably dangerous, and all fires, irrespective of the method pursued in extinguishing them, involve property loss and expense. Each fire generally presents a more or less original problem, dependent on the particular conditions. Generally mine fires may be divided into two classes: Those occurring in inaccessible workings and those occurring in accessible workings. The methods pursued in extinguishing or controlling mine fires are as follows: (I) direct attack, (2) smothering by sealing, (3) flushing with silt or other solids, (4) flooding with water, (5) cutting off, (6) surrounding with incombustible materials, (7) digging out by stripping from the surface. Most fires arc extinguished in their incipiency by direct attack and failure to extinguish by this method is due to late discovery, lack of water, and facilities for fighting, or improper procedure in the initial attack. Should the method first pursued be unsuccessful, careful consideration should be given in determining next the method to be adopted; then the work should be carried on as rapidly as possible and under the supervision of the most competent persons. Materials and supplies should be furnished without delay and in sufficient quantities for the work to be accomplished.

IT can scarcely be considered a matter of doubt, in the present state of our knowledge, that the existence of, at any rate, two well-marked allotropic modifications of gold can be recognized, namely (a), the ordinary, yellow variety, and (b) the red, brown or purple, non-lustrous, amorphous variety. There are, indeed, not wanting indications that still other allotropic forms may be capable of existing. It is, for instance, possible that the green colors of gold obtained under certain conditions, or the black powder produced when the alloy of gold with potassium is decomposed by water, may represent further allotropic modifications, although this proposition is open to doubt. It call scarcely be pretended that the two first-named varieties have been absolutely isolated, yet it is, perhaps, quite permissible to speak of the ordinary and the amorphous modifications as having a proved existence. Ordinary gold is sometimes found crystallized in nature, although never in a state of purity. When gold is melted and, cooled slowly, its surface shows crystalline markings, and the fact that it is capable of crystallizing in the cubic system may be looked upon as established. When gold is produced by precipitation, the form which it assumes is dependent on the conditions of precipitation. G. Rose 1 says that gold precipitated by ferrous sulphate from very dilute solutions is so finely divided that no regular form can be recognized, but in more concentrated solutions the precipitate consists of minute cubes. The production of petroleum in Argentina during 1932 was greater than in any preceding year. The total amount produced was 13,012,-756 bbl. This figure represents a decided increase in the production of oil in Argentina and can be attributed largely to the increased activities of the Royal Dutch operations at Kilometer 27 in the Comodoro Rivadavia district and those of the Standard Oil Co. of Argentina in the Salta region. Production from the Royal Dutch wells amounted to considerably more than 10,000 bbl. per day over quite a long period during the year. Of the 13,012,756 bbl. of oil produced during 1932, the Government Agency (Y. P. F.) was responsible for some 5,578,954 bbl., while 7,433,-802 bbl. were produced by private companies. Although in 1930 the Y. P. F. produced about 55 per cent of the total production and in 1930 50 per cent of the total, in 1932 its production had fallen to about 42 1/2 per cent of the total. This decrease in the proportion produced by the Y. P. F. was not due to a decrease in its production but to the decided increase in the production of private companies, particularly those two whose names are given above. One new discovery was recorded during the year. This was a well drilled by the Y. P. F. at Cacheuta in the province of Mendoza which came in pumping 80 bbl. of 15" gravity oil from a depth of 673 meters. This well was completed at approximately the same time that the provincial government of Mendoza granted a concession to the Y. P. F. and declared the whole province as a reserve in which no concessions may be granted for a period of 10 years. Under these conditions, the federally operated Y. P. F. will have no competition in the Cacheuta area from private companies such as they have in the other three fields of the republic. The Y. P. F. wildcat west of Comodoro Rivadavia at Pampa Maria Santissima on the Rio Senguerr was completed as a dry hole during 1932. This we11 was reported as a producer in 1930 by persons returning to this country from Argentina but it appears that they had been misinformed. The site of this test has been abandoned and a new location made north of the Rio Senguerr.

THE difficulties inherent in table concentration operations as applied to gold, silver, lead and zinc ores, are accentuated in the scheelite mill, which has a flowsheet that is similar in general principles. The narrow "spread" in the specific gravity between scheelite and the usual gangue in which it occurs often makes its clean separation extremely difficult and in some cases impracticable. The problem is further complicated by the extreme friability of the mineral and its inordinate tendency to "slime," particularly where fine grinding is necessary and wet grinding methods are employed. The physical aspect of the occurrence of scheelite in the ores, the kind and character of the rock in which the mineral is present, its hardness, friability and the specific gravity of its constituents, as well as like characteristics of the associated minerals-pyrite, pyrrhotite, sphalerite, and others, all have a bearing on the successful milling of crude ores and the production of a concentrate that is marketable with minimum price penalty or none at all. Most tungsten deposits are considered low grade when the limiting factor of low percentage recovery by gravity methods is borne in mind. The great majority of deposits developed or in process of development carry from 0.4 to 1.0 per cent tungstic oxide. Ore carrying I per cent is considered good grade; 0.7 to 0.8 per cent, fair, and below that figure, low grade. Steady mill feed averaging upward of 1.0 per cent W03 is exceptional. Inasmuch as buying specifications demand a 60 per cent W03 content, the mineral content of the ores as mined must be concentrated to at least that degree. A few companies have constructed chemical plants for the treatment of their complex concentrates and low-grade flotation product, but the smaller operator must rely on table concentration, borrowing the tools and to a large extent the methods of his predecessors in the gold, silver, lead and zinc mills. Whether these are the best tools and methods that can be devised is an open question. Except in rare instances, table concentration, however carefully conducted, does not yield a satisfactory final recovery of the mineral content in headings as indicated by chemical determinations of tungstic oxide content. A saving of 60 to 65 per cent is considered fair, and an average 80 per cent recovery, exceptional. Each scheelite ore body is a separate problem. Details of handling that give best results in one case may not be successfully operative at a property on the same contact zone and but a short distance removed. Supplementary treatment of tailings by flotation may be successful in producing a low-grade concentrate of around 15 per cent WO3, which is adapted to further treatment chemically at a given property and entirely unsuccessful at another. This problem constitutes another of the unanswered questions. The following paragraphs relate solely to the beneficiation of scheelite ores by table concentration and supplementary methods.

Supplementary treatment of tailings by flotation may be successful in producing a low-grade concentrate of around 15 per cent W03, which is adapted to further treatment chemically at a given property and entirely unsuccessful at another. This problem constitutes another of the unanswered questions. The following paragraphs relate solely to the beneficiation of scheelite ores by table concentration and supplementary methods.

The difficulties inherent in table concentration operations as applied to gold, silver, lead and zinc ores, are accentuated in the scheelite mill, which has a flowsheet that is similar in general principles. The narrow "spread" in the specific gravity between scheelite and the usual gangue in which it occurs often makes its clean separation extremely difficult and in some cases impracticable. The problem is further complicated by the extreme friability of the mineral and its inordinate tendency to "slime," particularly where fine grinding is necessary and wet grinding methods are employed. The physical aspect of the occurrence of scheelite in the ores, the kind and character of the rock in which the mineral is present, its hardness, friability and the specific gravity of its constituents, as well as like characteristics of the associated minerals— pyrite, pyrrhotite, sphalerite, and others, all have a bearing on the successful milling of crude ores and the production of a concentrate that is marketable with minimum price penalty or none at all. Most tungsten deposits are considered low grade when the limiting factor of low percentage recovery by gravity methods is borne in mind. The great majority of deposits developed or in process of development carry from 0.4 to 1.0 per cent tungstic oxide. THE economics of fuel oil must be considered in two aspects; viz., fuel oil as one of a number of competitive fuels and fuel oil as a refined product of petroleum. "Fuel Oil" is usually defined as that product of petroleum which is used in furnaces for the generation of heat by simple combustion. It is true that any product of petroleum used in an internal combustion engine is essentially a fuel oil, but such oils are not included in the class known as "Fuel Oil."
