THE Spanish mine is in Nevada County, California, 21 miles northeast of Nevada City by road, and 3 miles north of the town of Washington. The mill and surface buildings are on Poorman's Creek at an ele¬vation of 3,000 ft. About 35 men are employed at the property, which is producing 50 tons of ore per day. Electric power, purchased from the Pacific Gas and Electric Co., is brought in from Alleghany, seven miles away. In the early days the mine was operated by F. W. and P. R. Bradley. Between 1883 and 1899 the production was approximately $900,0)0 in gold. The ore treated during; that time yielded an average of 60 cents per ton and was mined and milled at a profit. The surface, oxidized, ore deposit was 30 to 100 ft. wide and was mined by the glory-hole method. The milling-plant at first consisted of a Blake crusher an-1 a small Huntington mill; later three large Huntington mills were added to the plant. In 1893 a new mill was built at a lower adit- It consisted of 10 stamps and four Huntington mills. The gold was secured by amalgamation, the recovery being about 50 per rent.

IN comparison with the mining industry the petroleum industry is new and inexperienced, and until now it might have been called the fortunate industry. Its great good fortune consisted in two things; a bountiful supply hidden by nature in the rocks of the earth, and a steady and large increase, during the past twenty-five years, in the demand for petroleum products. It is a remarkable fact that consumption of gasoline in the United States has shown an increase every year since automobiles first became important, and even in 1930 there was a four per cent increase, in spite of the universal depression; the estimated increase if the times had been normal, was ten per cent. Cykler, Secretary-Treasurer, informs us that the Engineering Societies Club of Hawaii has been established, and that a member of any one of the following organizations is eligible for membership in the Hawaiian club: American Society of Civil Engineers, American Society of Mechanical Engineers, American Institute of Mining Engineers, American Institute of Electrical Engineers, American Society of Naval Engineers, American Railway Engineering Association, American Society for Testing Materials. The main purpose of this club is the entertainment of visitors from the various national organizations above mentioned, and the Secretary will be glad to hear from any one who is making a trip to the Hawaiian Islands. THE fact that a symposium on pyrometry is being held under the auspices of the American Institute of Mining and Metallurgical Engineers may very properly be taken as a recognition of the importance of temperature measurements and control in production and in the industries, and of the need for instruction in pyrometry in our schools of engineering. Though there may be general agreement as to the need of some instruction along this line, there will undoubtedly be divergence of opinion as to the amount of time that can be allowed to such instruction, as well as to its character. Those who have given little attention to the complexity of high-temperature measurements will be apt to think that a few simple experiments are all that is required. They fail to distinguish between the artisan, who merely has to learn how to use any piece of apparatus that is installed, and the technically trained man, who must be prepared to assume the responsibility for the supervision and maintenance of the pyrometric equipment, for the calibration of the instruments, and for the solution of any temperature problems that arise. In approaching this subject two questions present themselves: What should be the character of the instruction in pyrometry in an engineering school, and what can be expected of the students who have had this instruction? In brief, it may be said that the aims of a course in pyrometry should be to give: (1) A thorough grounding in the fundamental principles of thermoelectric, resistance, radiation, and optical pyrometry, and of liquid and gas thermometry; (2) practical instruction in the calibration of pyrometers; (3) acquaintance with the errors that are likely to arise and the precautions that must be observed in practice; (4) information regarding the limitations of the various classes of instruments, their relative reliability, and the accuracy attainable with them at different temperatures; (5) acquaintance with the commercial instruments on the market, their construction and relative merits; (6) a knowledge of the chief sources of information relating to the measurement of high and low temperatures. For the first time in four years the number of mineral engineering students in the 228 engineering colleges of the U. S. and Canada exceeds 10,000. According to figures just released by the American Society for Engineering Education, the current enrollment of all engineering students is 222,178. The total of 10,274 mineral engineering students, undergraduate and graduate, is a 4% pct increase over a year ago. Total engineering is 11 pct larger than last year, about the same as in 1949-50, and 24 pct above 1950-51.

The rock salt deposits of the U. S. occur in five major basins: 1) the Eastern Basin (which includes parts of Michigan, Ohio, Pennsylvania, New York, West Virginia, and Ontario) ; 2) the Gulf Coast Basin (the northern rim of which includes parts of Alabama, Mississippi, Louisiana, Arkansas, and Texas, while its southern rim includes parts of the Isthmus of Tehuampetic and the Yucatan Peninsula of Mexico), 3) the Southwestern Salt Basin (which includes parts of Kansas, Colorado, Oklahoma, Texas, and New Mexico), 4) the Williston Basin (which under- lies parts of North Dakota, South Dakota, Montana, and Saskatchewan), and 5) the Green River Basin (whose periphery underlies parts of Wyoming, Utah, and Colorado). The greatest salt production in the U. S. is obtained from the Eastern Basin,-particularly from the areas of Michigan, Ohio, and Ontario. In 1958 the salt production from these areas amounted to 8.7 million tons or 35.3 pct of the combined total produced in the U. S. and Canada. Of the 24,286,000 tons produced by Canada and the United States, 6,443,000 tons were in the form of rock salt from dry mining, while 17,843,000 tons were produced from wells in the form of artificial brine, the result of dissolving the rock salt formation by fresh water. Meeting, Aug. 20, 1913, B te, Montana, at 12.45 p.m.-On, the written request of 27 members of oft Institute residing in Montana, the Montana Local Section was established, and the following Committee was appointed by the President of the Institute to complete the organization : E. P. Mathewson, Chair pan; Frank M. Smith, Vice-Chairman; D. C. Bard, Secre-tary, Montana State School of Mines, Butte, Mont., Oscar Rohn, James L. Bruce. The President reported the appointment of a Committee on Mining Law, the names of whose officers and members are given on page xxxv of this Bulletin, and these appointments were approved. It was voted: That the Committee on dining Law be requested to establish a Sub-Committee on Censorship, a majority of whom shall be lawyers; and, further, that no paper on mining law be recommended for publication to the Committee on Papers and Publications, unless it is previously approved by the Sub-Committee on Censorship of the Committee on Mining Law. The President reported progress in the matter of co-operation between the Institute and the United States Bureau of Mines, through Committees of the Institute. The President reviewed the history of plans for a union or affiliation with the Mining and Metallurgical Society of America, and the following minute was then adopted : " The Board of Directors of the American Institute of Mining Engineers has carefully considered for several months the question of union or affiliation with the Mining and Metallurgical Society of America ; and, while at an earlier time and under other circumstances, such. a union might have been accomplished, yet under present circumstances the Directors of the Institute deem such union inexpedient. "While thanking the Mining and Metallurgical Society of America for its consideration of the matter, we believe that further discussion of the subject will serve no useful end, and we conclude it best that the Society and the Institute continue their useful functions and friendly relations side by side, as heretofore."

I DESIRE to present this evening a few notes from the standpoint of a manufacturer upon the subject of tests of iron for structural purposes; not that I have any new facts to which to call your attention, but rather a statement of a few of the objectionable features of the present modes of operation, showing the absolute necessity of important and very radical changes. At the present time, as most of you are well aware, proposals for materials are accompanied by certain specifications as to quality and tests to which the manufactured article must conform. Evolved in many cases from the inner consciousness of some one more expert in theory than in practice, we find a few of the specifications to be good, many bad, and some indifferent. Appended are specimens of specifications of the most prominent engineers and railroad companies, which may be taken as representing the best and most intelligently framed specifications which we now have, arid yet in some pints scarcely satisfactory, owing to misunderstanding of tests as now made. To show the very varied opinions held as to proper quality of iron for bridge-work, I give the tests of two lots of fron made by inspectors with the results, which were referred to the maker with the following commensts : Lot No. 1. This paper describes the performance of a new design of spiral that is optimized for fine coal cleaning. Reduced Performance (Tromp) curves are presented to compare this spiral with the older design, as well as with other commonly used coal cleaning equipment. As an aid to equipment selection and circuit design, data are also presented to show how variables, such as flow rate, pulp density, and particle size, affect efficiency and the separation specific gravity.

Small-scale continuous flotation tests are described in which the influence of 1) pulp density and 2) feed rate on the rate of flotation are investigated. The results provide further evidence of first-order kinetics for flotation and indicate that tests at different feed rates provide a particularly simple method of determining rate constants. Flotation kinetics are discussed in general terms. Over a period of many years numerous research workers have studied the rate of recovery of valuable materials from flotation pulps with a view to deter-mining the mechanism of the froth flotation process. Froth flo ation is fundamentally a collision process involviug at some stage collision and then mutual attachment between air bubbles and mineral particles. It is possible to draw analogies therefore between the flotation process involving mainly macroscopic particles and the ordinary processes of chemical reaction kinetics involving collisions between atoms, molecules and ions. By adopting this analogy we may postulate a general equation representing the kinetics of the flotation process: -dC/dt =K.CC ,Aa (1) The rate constant, K, will be a complex function involving reagent concentrations, particle and bubble sizes, induction times and no doubt flotation cell design. However, these are factors which can be kept constant in any series of experiments, permitting investigation of the exponents a and c, which determine the order of the reaction occurring in flotation. The various research investigations carried out so far have all aimed at evaluating a and c and in the majority of cases only since the concentration of air has usually been kept constant in a series of tests, so that a relationship of the following type has been investigated: -dC/dt = K1 Cc (2) The techniques of both batch testing and continuous testing have been used to investigate this relationship. Discussion of the paper of C. M. YOUNG, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 129, September, 1917, pp. 1369 to 1384. CARL SCHOLZ, Chicago, Ill.-Mr. Young was kind enough to' allude to the development of a mine in which I am now engaged. Several months ago the Burlington Railroad decided to open a mine in the field Which they own in Franklin County containing some 15,000 acres .(6070 ha.) of coal, ranging in thickness from 8 to 12 ft. (2 to 3.6 m.). This proposition in itself is attractive to any mining engineer, but with the backing of a large company I saw an opportunity to do some novel work in the construction line, and for several months I have been investigating and working on the problem of developing what I hope will be the largest and best equipped mine in the State of Illinois. The shaft will be sunk at a place where the coal lies at a depth of 600 ft. (182 m.) and conditions both of the surface and of the coal are ideal in every way; the seam is almost level, and we had only 7 ft. (2 m.) of surface clay to go through. We are going to hoist by skips in order to reduce the rope speed. I believe that is a long step in the direction of economy, because we not only double the output of the mine by hoisting the contents of two cars atone time, but we reduce the proportion of dead weight. In our case there will be 20 tons of coal and 18,000 lb. of skip, or 55 per cent. net and 45 per cent. tare. That, of course, necessitates less than half the rope speed for the same tonnage, and we all know that speed means power and power means cost. Skip hoisting permits the use of solid-end gate cars, which is an advantage. The cost of these cars will be in the neighborhood of $250 apiece; They are well built, with roller-bearing wheels of the most up-to-date type, spring draw-bars, and refinements of-that character which are necessary to move the loads most advantageously.

An iron blast furnace of 1000 tons daily capacity will produce a 100,000 cu. ft. per minute of blast-furnace gas. This contains a 25 per cent of carbon monoxide, and has a B.t.u. value of about 95. gas is used primarily for heating the stoves of the blast furnace, secondarily, under boilers, for steam production. Occasionally it is used in gas engines. The raw gas coming out of the furnace carries about 10 grains of dust per cubic foot of gas, under best operating conditions. With furnace "rolling" or slipping, this quantity may temporarily be gre increased. This dust would, of course, deposit on the checkers o: stoves, or plug the burners under the boilers; therefore the gas : be cleaned. Flow Sheet The first step in the cleaning operation, as shown by the flow s Fig. 1, is a dry dust catcher, of which there are several forms, partially cleaned gas next goes to a primary wet washer, where v sprays knock down most of the solid particles. If further cleani desired, the gas may then go to electrical precipitation. Again, the removed is collected in water. Dry dust catchers reduce the dust col from 10 grains to between 4 and 6 grains per cubic foot, and rec roughly half of the total flue dust in the gas. The wet washers rea most of the remaining dust, reducing the dust content to about 1/4 per cubic foot. Electrical precipitators, if used, further reduce the content to about 0.01 grain per cubic foot of gas. The flow sheet s the dust content of the gas at various steps in the treatment and als content of solids in the water. It should be noted that some plant less water on the primary wet washer than indicated, and that ofte solids content of the scrubber water will be 300 grains per gallon, or much higher. Reasons for Recovering Flue Dust.—There are two main incentive recovering flue dust from the scrubber water: (1) the value of the (2) stream or lake pollution, where such a reason applies.

Beginning from the point of view that process control of ore flotation can be approached by on-line analysis of processing behavior, an equation was developed which has characteristics useful for a multi-variable feedback loop. The application of this equation to optimizing control with a data acquisition system will be discussed in Part 11. OBJECTIVE OF CONTROL The purpose of developing a feedback method for concentrator control is to provide a means for determining ore processing behavior in order that data describing the ore can be used to make appropriate changes in control conditions while the ore continues to flow through the flotation circuit. In absence of simple linear relationships between pairs of variables in the flotation process, attention is directed to the need for a generalized relationship which possibly would incorporate all pertinent variables. It would be possible to apply such an equation to the control of variables in a concentrator in real time according to operational requirements as ore gradually changes in quality and processing behavior. To meet this objective, it is necessary to define relationships describing flotation performance in terms of performance variables capable of being measured on-line, either with on-line instruments and analyzers or with manual methods lending themselves to quick determination of meaningful information. Relationships derived to meet this objective form a model for the flotation process. The evaluation of flotation parameters of the ore and the execution of control on the basis of the derived information while the ore is continuing through the process would constitute a feedback control system. Data for the following control and performance variables can be made available: 1) ore feed rate, 2) collector addition rate, 3) lime addition rate, 4) pulp density, 5) assay or multiple assays in feed, tails, or concentrate sufficient for material balancing, 6) particle size distribution in flotation feed, 7) froth height, and 8) frother addition rate. Other process variables, such as flotation air input and mechanical agitation intensity, are usually not considered as control variables and were not taken into account in this analysis. Other data, such as that describing the ore, would be useful for concentrator process control. However, information of this type (such as ore hardness, grain size of the mineral, chemical species of the mineral, and ore surface properties) being not presently measurable in the on-line sense, has the effect of causing disturbances in the system which can be detected only indirectly. The process control system being sought must recognize disturbances by their effect on measured performance followed by determining control changes to compensate for them in meeting the objectives of improved performance (perhaps higher throughput, maximum return, etc.). A suitable model for the process having capability of recognizing the effects of ore disturbances should provide the means for introducing proper compensation through control changes. This would be done by processing on-line data with the model to calculate coefficients reflecting ore characteristics. This procedure can only be applied in a typical flotation system when on-line data can be processed at faster rates than the usual rate at which the ore in flotation feed takes on significantly different characteristics. For example, material balance data can be accumulated in approximately 5-min intervals using on-line X-ray fluorescence analysis. The flotation system time constant might be 15 min including grinding. Ore changes having time constants longer than 1 hr could be accommodated using on-line feedback control by this procedure. FORM OF A FLOTATION MODEL A suitable form for mathematical expression of the flotation process is an equation involving rates, when each of the components entering into the separation can be treated independently by a rate equation. Production engineering has continued its rapid progress during the past year. Many engineering efficiencies long practiced in other industries are being rapidly accepted by the oil industry, and every branch of development and production work is undergoing study that is reducing the time and hazard in the drilling of wells even for greater depths, is securing better service from equipment, and is obtaining greater ultimate recovery from the reservoirs. Deviation of Drill Holes Deviation of drill holes probably has attracted greater and wider study than any other subject. Until about one year ago it had been given little attention. Some California operators knew the common magnitude of deviation, but Mid-Continent operators hesitated to believe that holes could be drilled so crooked. The great emphasis and publicity given to the seriousness of the problem resulted in the design of many instruments to record the deviation by chart or photograph. Instruments which would give the direction as well as deviation were not generally favored because of the grave fears of the legal complications which might result if the bottom of a producing well should prove to be on a neighboring lease. With all the instruments available for determining deviation, the use of etching on a glass bottle by hydrofluoric acid is still the most common method employed. The beneficial result of this earnest effort to drill straighter holes is proved by a comparison of deviation of wells completed recently with those completed over a year ago. The time of this change is arbitrarily taken as Jan. 1, 1929, as at that time the operators were aware of the deviation which usually occurred, and most of them were making some effort to reduce it. MANY changes were made in the methods and equipment used in the mining of pebble phosphate rock in the generation immediately preceding the present World War and it would be extremely interesting to note the improvements that will be made during the next generation. Literally, much water has gone over the dam since the days when we used local cordwood for generating steam and drying pebble phosphate rock. belt-driven centrifugal pumps operated by steam engines. and floating dipper or centrifugal dredges; when we removed overburden by small steam shovels and transported it by dinkey locomotives and six-yard cars; when washing machinery was installed on wooden structures the washers being replaced every four to six years. Those were the days when men were plentiful, and 47 different mining companies were selling their products, based on .decidedly meager information; and. like so many mining operations, little thought was given to conservation. As the importance of phosphate rock has become more prominent in the thoughts of our economists, a more intelligent approach has been made to mining problems. CHAIRMAN MARVIN.-We hope to get through with the papers on the program in time so that you can examine the instruments that are dis-played here, and also the photographs and air views brought by the Fairchild people. This is what we might call the first bread and butter session "of the Aviation Committee. The group, as many of you know, was started at the request of the Board of Directors two years ago. We have had two sessions since then, both of them of a somewhat general nature, their pur-pose being to point out the reasons why mining and petroleum engineers should be more interested in the facilities of aviation. Today we have two papers. The first is one by Mr. Eliel, of the Fairchild Company's California branch. In Mr. Eliel's absence, Mr. Gale, of the Fairchild Company, will read it. C. H. One is what he calls the solar-navigator, a new type of aerial navigating device which he has developed for use in flying cameras in aerial surveys. Flying a camera at high altitudes over unfamiliar territory is a very difficult procedure and only a few pilots in this country can do it. So far as I know, this is the first time this device has been discussed in public. Another facility I want to refer to in advance is the use of the stereoplanigraph in making contour maps from photographs. This is an extremely interesting procedure, which we are appreciating more than ever at the present time.

I fear most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution- to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make ((the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law. At this point it seems to me that we may profitably devote a paragraph or two to the subject of the origin of law in general, as we are presumed to be considering the subject from the high viewpoint of the general welfare of the nation.
