A group of prominent engineers and contractors of Chicago and vicinity have cooperated in forming a Joint Committee on Military Engineering. The founders are members of all of the leading engineering and contracting organizations of Chicago, including the local branches of the national engineering societies. The purposes of the Committee are to further military preparedness among engineers, contractors and their associates by the following means: (1) Courses of lectures; (2) assigned reading; (3) studies and practical instruction in military engineering;. (4) assisting engineers to qualify as officers in the National Reserve Corps of Civilian Engineers; (5) urging enlistment in and support for engineer troops of the National Guard and such other organizations as the Government may create; (6) furthering instruction in military engineering in training camps and the attendance in them of those qualified; (7) by such other means as from time to time may be deemed advisable. The Joint Committee has already prepared a program covering the vital points outlined. To date the program is practically complete for a period extending from April 20 to July 25. Something of interest will be taken up each week, including lectures by Lieutenant-Colonel W. B. Judson, Engineer Corps, U. S. Army; two lectures by Major P. S. Bond, Engineer Corps, U. S. Army; Lieutenant-Colonel Mason M. Patrick, Engineer Corps, U. S. Army, and several exhibition drills, terrain exercises and inspection trips under the direction and guidance of various officers of the Engineer Troops of the Illinois National Guard. Additions to the program will be made from time to time. '

MUCH has been said and written about the engineer shortage. The mining branch in engineering has lagged during the past several decades. I can think of two institutions, formerly prominent in that field, that have discontinued this department and another that has branched from a purely mining school into various forms of engineering. Conversely, I do not recall any institutions that have added mining to their curricula. I believe that this action is in direct response to the demands of incoming students. But I also believe that while there is a specific demand for civil, mechanical, and electrical engineers in the highly complicated mining operations of today, our need for mining engineers capable of assuming top responsibility for mining operations is unchanged.

AS a member of the Institute and as the president of the National Coal Association, I come before you today in a dual role. As an Institute mem-ber I welcome the opportunity to make complimentary reference to the growing support which bituminous coal operators are giving to programs looking to the advancement of the engineering profession, and to suggest plans whereby these programs may be enlarged to mutual advantage. As a representative of the bitu-minous industry, it gives me special pleasure to express the appreciation of the industry for the services ren-dered to it by members of your profession. Needless to say, there is a close relationship between the engineer and the coal operator. With increasing frequency and in the interests of the industry, the engineer is becoming more of a factor in the business of producing coal. I need look no further for an out-standing example of this encouraging trend than to Samuel A. Taylor, who not only is a bituminous coal producer but also has risen to such eminence in the engineering profession as to have been chosen the head of this great body of technical men, the American Institute of Mining and Metallurgical Engineers. There are many coal operators whom I might mention as having achieved distinction in the engineering world, such as Howard. N. Eavenson, chairman of the .Coal and Coke Committee. And I would be guilty of a serious .oversight if I failed to make reference to Eckley B. Coxe, one of the founders of the Institute in 1871, a prominent anthracite operator and credited with several important inventions. While it is true that a. considerable number of execu-tives of coal-producing companies in this country came up through the engineering ranks. the proportion of mine executives in England, France, and Germany who are graduate engineers is much larger than it is in the United States. In France all members of the staff are engineers and such is the case in Germany up to the owner of the mine. In Germany the owner is not so frequently an engineer as is the rule in France.

This Paper contains a comprehensive survey of the known electron-hole radiative recombination mechanisms in the family of III-V compounds. Because of space limitations, the luminescence properties of each III- V compound are not reviewed separately and exhaustively. Instead, the different known types of recombination processes are discussed in turn and exemplified with reference to the III- V compound in which they were first recognized, or are best understood. Electron-hole recombinations usually occur predominantly at impurities or lattice defects either introduced de1iberately or inadvertently present, but radiative intrinsic interband electron-hole recombinations, which occur in perfect crystals, have been observed. Recombination processes which involve the participation of impurities or lattice defects ("extrinsic" recombinations) considered include transitions in which a) free carriers recombine with carriers trapped at impurities ("free to bound" transitions) , b) electrons bound at donor impurities recombine with holes trapped at acceptor impurities ("donor-acceptor pair" recombinations), C) excitons bound to charged or neutral donor or acceptor impurities recombine radiatively (both "resonance" and "two-electron" "bound exci-ton" transitions have been observed), d) excitons bound to neutral donor or acceptor impurities recombine non-radiatively (an example of an "Auger" recombination), and e) excitons bound to impurities with the same number of valence electrons as the host atom which they replace ("isoelectronic " traps) recombine radiatively. In addition, Auger recombination processes involving one or more free carriers have been observed. These extrinsic processes all involve impurities which are present as point defects. Some apparently well-authenticated examples of the recombination of excitons bound to complex impurity-lattice defect centers including nearest-neighbor donor-acceptor pairs are also discussed. Identificalions of the transitions involved in stimulated emission from the direct gap III-V compounds are briefly reviewed. Although the examples of these recombination mechanisms are selected from the III-IV compounds ia this review, these processes have quite general relevance in semiconducting crystalline solids; irrdeed most of them have also been identified in the 11- VI compounds and elernental semzconductors. THE development of crystal growth and purification techniques in recent years and concurrent advances in the understanding of physical processes in solids has accelerated the development of a wide variety of solid-state electronic devices of proven utility. These de- vices are generally used for switching or amplifying operations in electrical circuits. Most solid-state circuit elements are very photosensitive. This photo-sensitivity is generally undesirable and the single-crystal chip forming the active portion of the solid-state device is mounted in an opaque container. The photosensitivity is made use of in phototransis-tors and photodiodes, which are among the most sensitive detectors of electromagnetic radiation particularly in the near infrared.' In these devices, light is converted into electrical power. The solid-state lamp utilizes the inverse effect, namely the conversion of electrical power into light. There is an increasing tendency to use single-crystal diodes rather than the earlier electroluminescent cells in which the active material is present as a powder embedded in a suitable dielectric.' The radiation is emitted at a rate far in excess of the thermal equilibrium rate for the frequencies and temperatures involved; i.e., luminescence occurs. The development of practically efficient solid-state lamps is at an early stage compared with solid- state circuit elements or even photodetectors. Considerable progress has been made in recent years, however.3 The present review is devoted to a survey of the radiative recombination processes in the semiconducting compound crystalline solids formed from elements in groups I11 and V in the periodic table. These materials exhibit the full range of known recombination processes in solids. In fact many of these processes were discovered in 111-V semiconductors. Nonradiative recombination processes, which control the lutninescence efficiency, are also discussed. Luminescence is efficiently excited in semiconductors through processes which produce large excess concentrations of free electrons and holes in the energy bands of the crystal. Transitions induced by lattice defects or impurities usually predominate in the recombination process. By contrast, luminescence in the conventional fluorescent lamp is excited by optical absorption at the luminescent impurity center itself (the activator) and/or at a second type of impurity center (the sensitizer). This latter type of photoluminescence process, occurring in doped ionic crystals with wide band gaps, is outside the scope of this review.4 I) ENERGY BAND DESCRIPTION OF ELECTRON STATES IN CRYSTALS The energy band description of the energy states available to an electron in a crystal forms the basis of our understanding of the empirical division of crystalline solids into metals, semiconductors, and insulators in accordance with their electrical and optical properties.' Nickel powders of 1-, 0.4-, and 0.2- average particle size were combined with 0.05- p MgO powder. Oxide was added in quantities of 4, 12, and 20 vol pct. The mixtures were vacuum hot pressed and extruded at 2100°F. In spite of a general tendency to growth of oxide particles during processing, dispersions of fineness comparable to those of Sintered Aluminum Powder, SAP, were achieved. A small amount of oxide considerably improved 1800°F stress-rupture strength, but further oxide addition resulted in a decrease of strength. RECENTLY there has been much speculation concerning the requisites for strong and stable dispersion-strengthened alloys. The nature of the dispersed phase, the stability of the alloys, and variables influencing the mechanical properties of alloys have been given consideration. Such topics have been reviewed by Bunshah and Goetzel. Of the many parameters related to the mechanical properties of dispersion alloys, mean free path between dispersed particles (a measure of the fineness of the dispersion), particle size, and vol pct of the dispersed phase have been shown to be very important. Generally, strength increases with decreasing mean free path, and there is an optimum vol pct of dispersed phase. Just how fine a dispersion ought to be is somewhat open to debate, but Irmann, Lenel, Backensto, and Rose, Gregory and Grant,4 and others have shown in the original SAP-type alloys, aluminum plus aluminum oxide alloys, that better strength is generally obtained with finer dispersions and the best strengths were obtained when the mean free path was less than . Further, Cremens, and rant' showed that in nickel plus aluminum oxide alloys, stress-rupture strength at 1500°F was definitely increasing with decreasing mean free path. In their investigation, however, the finest dispersions that were produced were about 2.0 mean free path. To determine the potential of the nickel plus oxide type of product, it would be neces- sary to obtain dispersions analogous to those of SAP alloys; namely, ones where the mean free path between oxides is less than . Unfortunately, however, it is very difficult to produce extremely fine dispersions of oxides in metals other than those which naturally form refractory oxide skins. There are several approaches to this problem including such procedures as mechanical mixing, internal oxidation, reduction of mixed oxides, and metal deposition from solution. Work at the Lewis Research Center has shown that metal powders 0.1p or finer could be produced by ball milling, when selected grinding aids were utilized.' Because these unusually fine powders were available, it was an initial objective of this study to determine if by mixing of these fine Ni powders with various amounts of MgO (0.05) a fine dispersion of MgO in Ni comparable to those in Al-Al203 might be achieved. A second objective was then to attempt to relate the parameters of structure to 1800°F stress-rupture strength of the alloys. Nickel powders of 1-, 0.4-, and 0.2-p average particle size were combined with 0.05- average particle size MgO powder. This oxide was added in quantities of 4, 12, and 20 vol pct. The mixtures were hot pressed and extruded at 2100°F.

Manganese has, until recently, been most highly esteemed as a good thing to keep out of steel. Its value in the process of mannfacture has been fully recognized, but after it has played its part in the crucible or the converter, then the less of it the better. It is true that the mission of this metal and its influence upon the character of steel has been a source of much controversy. Our own Holley, in one of his special reports on ferromanganese: I, states that ''it has been suspected by some, and believed by a few, while it is still denied by many, that manganese as an ingredient in steel has not only a body-giving and toughening influence, but a positive neutralizing influence upon any excess of hardening or cold-shortening substances, as phosphorus." In another paper on the same subject he states that " it should appear from such facts as we have that manganese toughens" the structural steels, "increases their soundness and prevents red-shortness." Notwithstanding these rather guarded assertions as to its value, the general belief, it will be found, is with Dr. Siemens, that manganese is " merely a cloak to hide impurities," and its presence in steel has been endured, not welcomed. Since both rotary and jet piercing drills are used by the Iron Ore Co. at Smallwood, it is often desirable in planning to know in which regions of the orebody or new orebodies a particular drill will be the most economic. This makes it necessary to establish a correlation between drillability and pierceability and some physical rock properties. For rotary drills a good correlation was found with penetration rate and grinding factor index. The jet piercers were found to have a reciprocal relationship in the sense that the best rotary ground was the worst jet ground and vice versa. It is also indicated how an economic comparison could be made using these penetration rate versus grinding factor index curves, the hole size distribution curves for single pass and chambered holes and the mine distribution curve for grinding factor index. A discussion is presented on the fuel oxygen ratios to be used in jet piercing and on the site gas sampling and analysis which has been used to set up the drills. The fuel has been cut back so that stoichio-metric conditions exist, carbon monoxide is drastically reduced and pop-up or exploding holes eliminated. No decrease in penetration rate has been observed contrary to the published results of previous workers. The blasting procedure and results at Smallwood are discussed and the operation of Iron Ore Co.'s slurry pump-mix truck is also described briefly. Smallwood mine is part of the Iron Ore Co.'s Carol Lake operation and is situated in Labrador, 240 miles north of Sept-Iles, Quebec. Last year 15 million tons of crude ore were crushed to yield 6.3 million tons of concentrate and pellets. This year the figures will be 17 million tons of crude and 7% million tons of concentrate and pellets which is the full plant capacity. Carol Lake ores consist primarily of specularite and magnetite mixed with quartz. For convenience the ore has been split-into the following classifications depending on the percentage of magnetics in the sample, shown in brackets: specularite (0 to 10%), specularite-magnetite (10 to 20%), magnetite- specularite (20 to 30%), magnetite (>30%). The order of classification also represents the order of increasing grinding difficulty - the specularite generally being the easiest and the magnetite the hardest. The orebody also contains a small percentage of waste materials consisting of limonite carbonate, quartz carbonate and quartz magnetite. The first two materials are among the softest in the mine, generally softer than the specularite, and the quartz magnetite is amongst the hardest. The bulk of the material in the mine is of the specularite-magnetite and magnetite-specularite classifications. As a result of test drilling at Smallwood in 1960 with rotary, jet and percussion drills, the Iron Ore Co. purchased four JPM-4 jet piercers for the bulk of production drilling and set up an oxygen plant to supply 20 tons of oxygen per day. This oxygen is sufficient for two machines operating full time and one part time. In addition, there are two 50-R, one 60-R and one 40-R machines in use. The benches are 45 ft high and 50 ft holes are generally drilled. JET DRILLING At the onset of jet drilling in the late fall of 1962, two major problems were encountered: 1) freezing due to winter operations; experience and the use of heat at more places, such as the rotary head, has eliminated this,'" and 2) exploding or "popping" drilled holes; this happened frequently (several holes "popping" each day) and was the cause of two lost time accidents. In one instance a hole was being measured with a tape which fell down the hole causing it to "pop." Safety glasses though pulverized saved the wearer's eyesight. Various methods were then employed to detonate the holes before measuring or loading (dropping lighted rags of fusees down, or sparking across a spark gap). These methods were time consuming and far from completely successful. Consideration was given to the fuel oxygen ratio on the machines and what this would produce in the way of product gases. A fuel oxygen weight ratio of 0.35 which was quite oxygen negative was being used. Theoretically appreciable carbon monoxide would be produced at this fuel oxygen ratio. On the close down procedure of the jet which calls for low oxygen after flame out, oxygen would be left in the hole along with this carbon monoxide. This is an explosive mixture. THE Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties situated at 29 West 39th Street in New York City United Engineering Trustees, Inc. When Mr Carnegie made his gift, "for the erection of a suitable union home" for the engineering societies, United Engineering Trustees, Inc (then United Engineering Society) was chartered under Chapter 703, Laws of the State of New York, 1904, for "the advancement of the engineering arts and sciences in all their branches, and to maintain a free public engineering library" The Corporation was further empowered to acquire real and personal property and to use, maintain and occupy it, with the provision that any building erected by the Corporation shall be used perpetually as a meeting place and headquarters for the Founder Societies Thus the Carnegie gift realized the ideal of bringing the engineering societies together under one roof, and the Corporation through its members nominated in equal numbers by the four Founder Societies had the necessary authority to act for the Founder Societies in their joint interests in owning and operating for them not only Engineering Societies Building, but in the course of time, Engineering Societies Library, and

The mathematical theory of the flow of two-phase, incompressible fluid through porous media is clarified, and the development of a general fluid displacement equation for two-phase, incompressible vertical flow through porous media is outlined. The relationship between the three components of the equation — the "fluid drive effect", the "gravity effect", and the "capillary effect'' — is discussed, as well as implications of the analysis in connection with the study of certain types of petroleum reservoirs. INTRODUCTION The purpose of this paper is to clarify and summarize the mathematical basis of the theory of two-phase incompressible fluid flow through porous media, particularly as it pertains to vertical flow, and to present a qualitative* exposition of the controlling factors involved in circumstances where this type of flow may exist. Although the generally accepted theory of heterogeneous fluid flow through porous media was developed a number of years ago by Muskat,1 and Buckley and Leverett2, 3 using the basic premise of Darcy, (and since then expounded upon by many others) there is a need for an over-all summary and clarification of this theory, especially regarding certain types of applications in connection with so-called "gravity-drainage-type reservoirs". The source and derivation is outlined for what is referred to here as the "General Fluid Displacement Equation for Incompressible Vertical Two-Phase Flow through Porous Media''. This equation would apply under the condition where the pressure drop along the path of flow is negligible in comparison with the pressure level on the system, or where compressibility and solubility effects are negligible. These conditions exist ordinarily in gravity-drainage-type reservoirs. Specifically, it will be shown that this general equation may be developed directly from the basic equations, which, according to present theory, govern the general case of viscous heterogeneous flow through porous media. This general equation has appeared in the literature previously, but in most cases its development from basic theory is not indicated clearly, or the equation is presented in terms of groups of constants and variables involving reduced or dimensionless quantities. This presentation is expedient in cases of experimental or computer applications; but it may make it difficult for the practicing petroleum engineer to identify all the factors involved or to understand the relationships between them. Therefore, in the following development, only ordinary mathematical parlance will be used, and no terms involving groups of other equations or reduced or dimensionless quantities will be used. DERIVATION The following equations for two-phase oil and gas flow result from analogy with Muskat's general equations,** if solubility and compressibility effects are neglected, and if all volumes are considered in terms of reservoir conditions, and the water phase, if present, is considered to be immobile (or effectively a part of the porous medium.) In this case, the sum of the oil and gas saturations may be taken as unity, and the saturation of each phase is in terms of the total hydrocarbon saturation. Note that in Eqs. 1 and 2, and in the derivation following, z is taken as positive in the vertically downward direction,

HUNTOON Since the annual meeting in February, the New York Section of the Institute has held three meetings. The meeting-on March 10 was held in conjunction with the American Society of Mechanical-Engineers and the American Electrochemical Society, at the Engineering Societies Building. The papers of the evening were devoted to records of progress in the Processes for the Photographic Reproduction of Natural Colors. The speakers of the evening were F. E. Ives, one of the earlier workers in color photography, Westley Allison, C. W. Robinson, George F. Clyfton, John B. Taylor, and Henry Hess. The April meeting was held on April 22 at the Institute headquarters, and the topic for discussion was Sanitation in Mining and Metallurgical Work. The principal paper was by J. W.. Luther, chief surgeon of the New Jersey Zinc Co. This was followed by a similar paper by Charles L. Close, secretary of the Welfare and Sanitation Committee of the United States Steel Corporation, and by an account of the sanitation work done in Cuba by the Spanish-American Iron Co., which was read by the Chairman, in the absence of Charles F. Rand. Following these papers general discussion was indulged in.

Kinking in zinc single-crystal tension specimens was observed under conditions of low stress and high temperature. Kinking is discussed in relation to other plastic bending phenomena on the basis of dislocation theory. Experiments on the stress-induced motion of small angle boundaries are reported. KINKING was first reported by Orowan1 as a new deformation mechanism. He observed the phenomenon in cadmium single crystals loaded in compression. Glide lamellae in a local region of the rod were observed to snap over suddenly to a tilted position, resulting in a sudden shortening of the specimen. Between the tilted portion and the rest of the crystal there were fairly sharp boundaries, with the slip plane assuming approximately mirror image positions on opposite sides of these boundaries. Orowan considered the boundaries to be regions where dislocations had concentrated. Hess and Barrett' observed the formation of kinks in critically oriented zinc compression specimens. It was found that the sudden snapping over of the tilted region was not an essential part of the kinking phenomenon but rather was associated with the method of loading. Kinking was explained on the basis of the accepted mechanisms of slip and flexural glide. It was also suggested that a kink can be considered as a special type of deformation band. During a recent investigation of the effect of surface condition on creep of zinc single crystals," a similar phenomenon was observed in crystals which were loaded in tension. The specimens were 0.4 in. diam cylindrical rods with a free length of 4 in. between end connections. All of the crystals were tested at a constant load. adjusted to give an extension rate of approximately 0.05 pct per hr. Kinking, as shown in Fig. 1, occurred in some of the tests performed at temperatures above 200°C. Kinking was observed in specimens varying widely in initial orientation, scattering about a 45" angle between the slip plane and the specimen axis. The condition leading to kinking in tension appeared to be non-uniform distribution of flow along the gage length combined with the restraint imposed by the tensile load. At low temperatures and fast strain rates, the distribution of strain throughout the midsection of tension specimens was generally quite uniform; therefore, bend planes developed only near the ends as described by Miller.4 However, at high temperatures under creep conditions it was difficult to obtain specimens in which the distribution of flow was uniform. Some of the factors which may have caused differences in flow stress along the length of the crystals are: Nonuniform distribution of impurities, accidents of growth (lineage structure), slight bending or other damage during handling, surface conditions, and strain-aging characteristics due to dissolved nitrogen." Plastic flow, once started in a local region, often continued to a relatively large strain before other parts of the gage length became active. Under these conditions a series of kinks, such as those in Fig. 1, were produced. Fig. 2 illustrates how a nonuniform distribution of slip produces bending moments which- are responsible for kink formation. If no plastic bending were to occur while the rod extended by pure slip in two separate sections of the rod, it would assume a shape such as that in Fig. 2a. A specimen having this shape and being subjected to a tension load would have concentrations of stress at the concave surfaces C and lower than average stress would exist at the convex surfaces D. Therefore a bending moment is superimposed on the average stress in the regions between C and D. The positions of potential bend planes under these conditions are shown as dotted lines. Actually no such shape as Fig. 2a develops because plastic bending in the region C-D occurs simultaneously with pure slip in the intervening regions. The observed structure of a tension kink is indicated by Fig. 2b. Perhaps the best approach to an understanding of kinking as well as other related plastic bending phenomena, such as the bend planes discussed by Miller,' cell formation studied by Wood et al.,6 and polygonization,7 is consideration of the dislocation model of a bent lattice. Current theories of the slip process postulate generation or multiplication of dislocations at certain lattice imperfections. The mechanism proposed by Frank and Read8 results in continuous generation of concentric dislocation loops which spread out

During 1937 a program was begun to mechanize and modernize the then 28-year old Isabella mine of the Weirton Coal Co., which is on the Monongahela River, in Fayette County, Pennsylvania, at one edge of what is generally known as the Coke Region. Weirton Coal Co. is a subsidiary of the National Steel Corporation, and produces metallurgical grade coking coal for the Weirton Steel Co., Weirton, W. Va. Main roof varies from very weak to medium strong; usually it disintegrates rapidly on exposure to air. The "wild" coal makes a fairly strong immediate roof if supported by crossbars and if unbroken affords a seal to the main roof. The draw slate is very weak and treacherous. The floor is characterized by numerous irregular bottom rolls, or "horsebacks," protruding from a few inches up to 3 ft. into the coal. Some are soft, but many are hard and flintlike. Although the bottom slate usually is hard, the underlying fire clay causes it to buckle and heave readily with any moderate increase in roof pressure or where damp. As a whole, the bottom is weaker than the main roof. The coal is characterized by numerous closely jointed face and butt cleats and a woody, springy nature when shot, both having a decided influence on face practices. As shown in Fig. I, at both the top and bottom of the main coal seam is a layer of coal of higher ash and sulphur content than the body of coal in the middle. During 1937 a program was begun to mechanize and modernize the then 28-year old Isabella mine of the Weirton Coal Co., which is on the Monongahela River, in Fayette County, Pennsylvania, at one edge of what is generally known as the Coke Region. Formulae are given for calculating the modes of wave propagation in a single-crystdl specimen possessing a given crystallographic orientation. Such calculations lead to determination of the orientation factor appearing in the Granato-Lucke theory for the attenuation of these waves due to dislocation damping. A detailed treatment is given for the case of an aluminum crystal possessing the orientation having a maximum Schmid fac -tor of 0.5. FOR a number of years the attenuation of ultrasonic waves propagating in metals has been used to investigate various phenomena causing internal friction.Most of the experiments were performed on polycrystalline test specimens and the waves were assumed to be propagating in an isotopic medium. However Alers 6 in 1955 and more recently Hikata et at. Chiao and Gordon,8 and Swanson and Green 10 have used measurements of attenuation of ultrasonic waves to study internal-friction changes in single crystals. These authors were concerned with the energy losses experienced by the ultrasonic waves due to dislocation motion induced by plastic deformation of the crystals. Alers measured the attenuation of 7 mc per sec ultrasonic pulses propagating in zinc single crystals before, during, and after plastic deformation. Simultaneously he measured the time-dependent plastic strain at constant stress in order to study the correlation between this strain and attenuation. The crystals were oriented in such a way that the applied stress provided a direct shear on the slip plane, thus causing the deformation to proceed by slip on this plane. At the same time the high-frequency sound pulses were sent through the crystal perpendicular to the slip plane. He found that the attenuation of transverse waves, the stress vectors of which lie in the slip plane, was very sensitive to the deformation. The polarization of the particle displacements, associated with these waves, relative to the applied static shear stress, and hence the direction of slip, had no obvious effect on the results. The attenuation of longitudinal waves was affected by the deformation only when the slip plane was not perpendicular to the propagation direction. This indicated that the attenuation was caused by dislocations introduced by the deformation and moving only in the slip plane. Hikata et al. made simultaneous measurements of attenuation, velocity changes, and stress-strain relations on aluminum single crystals deformed in tension. Both longitudinal and shear waves were used, at frequencies of 10 and 13 mc per sec. They placed emphasis on the choice of propagation modes and polarization of the ultrasonic waves, such that interactions between these waves and dislocations on selected slip systems could be investigated. They also selected specimens possessing specific crys-tallographic orientations, which allowed investigation as a function of the number of equally favored slip systems under the applied stress. They found that, for symmetrical orientations, the change of attenuation decreases with the increasing number of equally favored slip systems, i.e., in the order

Stanley D. Michaelson retired in 1976 as chief engineer, Metal Mining Div. and director of the Engineering Center for Kennecott Copper Corp. An active consultant on mining and metallurgical assignments, Mr. Michaelson is also currently adjunct professor of mining engineering at the University of Utah. He received his B.S. degree in mining engineering from Lehigh University in 1934 and an honorary E.M. degree from the Montana School of Mines in 1961. Mr. Michaelson received AIME's Robert H. Richards Award in 1962 and was named a Distinguished Member of the Society of Mining Engineers of AIME in 1975. He has served as a Director and as a Vice-President on the AIME Board of Directors and is a Past President of the Society of Mining Engineers. He became an Honorary Member of AIME in 1978.

One session of the annual meeting of the American Society of Civil Engineers-the first since this society became a Founder society with representation on the Board of the United Engineering Society-was held on Jan. 17, 1917, in the Engineering Societies' Building. Mr. Charles F. Rand, Past-President of this Institute, and President of the United Engineering Society, welcomed the new Founder society in the following words: "As one who has looked forward very earnestly to this clay, and who has made a modest effort in favor of the new arrangements, it is a peculiar satisfaction to be the representative of the Trustees of the United Engineering Society and to welcome you on the occasion of your first meeting in this building in which you now own' a quarter interest. "'As this is your annual meeting, I cannot take your time for extended remarks, yet it seems proper that I should call attention to a few facts respecting the United Engineering Society, with which you are now identified. "The United Engineering Society exists for the purpose of holding the legal title to certain of the property of the societies of Civil, Mining, Mechanical and Electrical Engineers and to act for them in certain matters. "The value of its property, including real estate, the Library and the Reserve and Endowment funds, exceeds two million dollars, all free and clear. "The total membership of the four Founder societies is 29,000 and the membership of associate societies is 23,000, making a grand total of 52,000 engineers who now have headquarters in this building.

GOVERNMENT ESTABLISHES DIVISION OF ENGINEERING Government supervision of employment for technical men has been inaugurated by the United States Employment Service, through the establishment of a Division of Engineering, with A. H. Krom, of Chicago, formerly Secretary of the American Association of Engineers, as Director. War demands on the engineering profession have already caused a serious shortage of men with mechanical designing experience and those with practical experience in chemical engineering. At present the professional organizing mediums reach less than 20 per cent. of the estimated 300,000 technical men in the country. This is not a satisfactory arrangement for war times. All the technical men of the country must be reached and, in addition, all men with technical experience must be carefully registered so that they will be immediately available. The advantages of such a governmental registering and systematizing of employment will be apparent at once, to the engineer. Considering that this is principally an engineer's war, the importance of Federal direction of distribution and conservation of the technical service of the country is apparent. The Service will he started through the office of the Director of Engineering, 29 S. LaSalle St., Chicago. All technical men desiring to register for emergency Government work or permanent advancement in positions meeting their qualifications, are urged to volunteer at once for registration, classification and employment.
