The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. THERE has been much interest recently in the iron ore supply of the Lake Superior district. It may be of interest to this meeting to give some thought to this situation, dealing more particularly with the present great iron ore deposits of this section. Ores from its various iron ranges are the foundation of the tremendous tonnage of steel and iron of all kinds produced in the territory along and adjacent to the Great Lakes, drawing the bulk of its supply from this northwestern ore country. For a number of years estimates have been made of the quantity of available ore. The latest study, by M. C. Lake, chief geologist of the M. A. Hanna Co., is of great interest and brings the estimated tonnage to Jan. 1. 1929.

Following the usual custom, three meetings are planned for the year. The Mid-Continent meeting will be held at Oklahoma City, Okla., Oct. 7 and 8, and the California meeting is planned for Los Angeles, probably also early in October. A program along the usual lines is under way for the annual New York meeting. Discussion and planning of the year's activity started in March. An effort is under way to secure papers dealing with some overlapping phases of engineering, petroleum geology, geophysics, law, economics, refining, etc. The main reason for attempting a program along these lines is the belief that unusually interesting technical papers can be obtained. The degree of specialization in the technical and related fields has permitted but few individuals to develop a sufficiently comprehensive viewpoint. Also, at times the developments in a particular field are capable of giving great stimulus toward much needed solutions of difficult problems in others fields of activity. With the coming of the period of restriction of production to market demand, many changes have occurred in policy and technique of petroleum production. Some changes have been advances, others have been of retrograde nature. It seems doubtful whether the adjustment to the condition of excess producing capacity has been complete or sound in some major respects. Many changes are in progress and others need to be initiated. The industry has excessive producing capacity so far as immediate market demand is concerned, but reserves for several years hence are generally believed insufficient. Exploration and discovery should go forward but development should proceed with caution and under control. Property rights should be clarified and protected for the new condition— without excessive cost for drilling wells that serve no purpose except that of giving some protection to property rights at the cost of an increased price to the consumer. Under the more steady condition of assured supply for the immediate future, as compared to the hand-to-mouth condition of wide-open production, a greatly advanced technique of development and production is possible and is being developed. Great progress has been made, but much remains to be done. Along some important lines progress can be effected only by better understanding between the engineer and the geologist, the lawyer, the politician, the geophysicist, etc. There is need

The fall of rock from strip coal mine highwalls continues to be the largest single source of fatal accidents, so methods to improve highwall stability through improved blasting practices were investigated in the field. This paper covers the results of a project to improve, using existing and proven technology, unstable highwall conditions through better blasting practices in Appalachian strip coal mines. Better borehole blasting agent distribution and optimization of burden, spacing, and delay periods allowing satisfactory breakage with minimal backbreak were the objectives. At a selected field site, geologic conditions were closely examined with regard to joint orientation and spacing, and resulting slope stability considerations. Utilizing surface blasting concepts of trying to achieve flexural failure of the rock mass both horizontally and longitudinally by appropriate relationships between burden, spacing, and hole length, as well as delay time sequence to achieve optimal confinement and breakage, successful results were achieved. A test series of eight blasts was completed and the resultant highwall monitored by repetitive photography. Actual blockfalls could be measured and the stability for each blast design thus quantified. The study of drilling and blasting economics along with equipment performance led to an economic model of blast parameters and the identification of blast design cost benefits. The work demonstrated that small strip mining companies are able to achieve a more stable highwall excavation utilizing presently available technology, equipment, and explosive products at improved operational cost and safety.

Arizona and western New Mexico contain 17 of the 25 leading copper mines in the United States. Production of molybdenite, lead, zinc, and by-product gold and silver is important. Precambrian ore deposits are largely limited to the Yavapai Series in central Arizona and most of the metal production has come from massive sulfide deposits, dominantly pyritic but containing different amounts of chalcopyrite, tennantite, sphalerite, and galena. Their origin has been interpreted by some geologists as hydrothermal replacement of schist, and by others as syngenetic deposits later metamorphosed. Most of the important ore deposits are of Mesozoic and early Tertiary age, dominated by the porphyry copper deposits spatially related to stocks, plugs, sills, or dikes of quartzbearing porphyritic to granular rocks. Host rocks for these deposits include the associated intrusive rocks, Precambrian schist and granitic rocks, Paleozoic limestones, Mesozoic(?) porphyritic andesite, and Mesozoic arkose and siltstone. Chalcopyrite and pyrite are the dominant hypogene sulfide minerals in the porphyry copper deposits, accompanied by minor molybdenite. The Questa deposit in New Mexico is largely molybdenite. Supergene sulfide minerals are chalcocite and minor covellite. Some ore bodies consist largely of hypogene sulfides, some are dominantly supergene sulfides, and others are mixed hypogene-supergene sulfides. Supergene oxide-copper minerals locally are important. Intense hydrothermal alteration accompanied the metallization in all of the porphyry copper deposits; five types are recognized, ( 1) propylitic, (2) argillic, (3) potassic, ( 4) quartz-sericite (without clay), and (5) lime silicate. The origin of the closely spaced fractures that contain ore minerals in intersecting veinlets is debatable; some geologists favor tectonic forces and others suggest cooling of magma or shrinkage due to alteration. Breccia pipes, veins, and limestone replacements account for some important deposits of Mesozoic and early Tertiary age, and presumably these are genetically related to the various intrusive rocks of this age. The St. Anthony deposit of Cenozoic age in southeastern Arizona is unique, consisting of a lead-zinc vein associated with later molybdenum and vanadium oxide-minerals. Cenozoic manganese deposits in western Arizona are an important resource in the Artillery Mountains, but the extent to which they may be exploited is a metallurgical and economic problem.

Preamble At the present time many bodies are engaged in -the formulation of standards. There is no uniformity in the rules for such procedure in the different organizations; in some cases the committees engaged in the work are not fully representative, and in. a considerable proportion of cases they do not consult all of the allied interests. The present custom results in a considerable duplication of work, and in some fields several "standards" are proposed for the same thing, differing from one another only slightly and often in unimportant details. It is very much more difficult to obtain agreement between the proposers of overlapping standards after they have been published than it would be to get the proposers to agree before they had committed themselves publicly. The American Institute of Electrical Engineers, the American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Society for Testing Materials have appointed a committee to consider the advisability of cooperating in engineering standardization. This committee recommends that these societies form a permanent organization by appointing a committee as proposed in the following constitution and rules of procedure to carry on this very important work.

CHANGES in coke hardness affect the working of the blast furnace, for soft coke is an obstacle to proper furnace operation. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged; increasing this ratio increases the hardness of the coke. The best means of determining the hardness of coke is the combined tumbler and ball-mill. Soft coke is a great hindrance to proper blast-furnace operation and changes in coke hardness affect the working of the furnace. The best method of determining the hardness of coke is by using a combination tumbler-ball-mill. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged. An increase of this ratio improves the hardness of the resulting coke. WHAT IS GOOD COKE? It is not always appreciated that the correct answer may be such a reliable forecast to the physical condition of the blast furnace, and incidentally its entire operation, that among the ordinary variations in other raw materials and also in operating conditions, it assumes a position of primary significance. Inasmuch as coke forms two-thirds of the total bulk of material charged, this assertion will not seem exaggerated, and in the subsequent discussion its applicability will be presented. Coke is the ideal blast-furnace fuel because it is strong and hard enough to resist the crushing and grinding effects of the furnace burden, and its porosity allows the ready passage of gas upward through the charge, and rapid combustion before the tuyeres. Coke deprived of its strength and with a cell structure physically frail and chemically susceptible to solution by carbon dioxide, has its chief asset eliminated. When the melting zones are approached the fluid cinder trickling toward the hearth will envelope the small pieces of coke and form a sticky mass that will retard the free passage of gas. Assaying, mineralogy, and geology appear in ancient records as early as mathematics, physics, and chemistry. Agricola was the first author to unify the earth sciences, the mineral extractive industries and the mineral processing industries. His text, De Re Metallica, published in Latin in 1556, is recognized as the first technical literature. In 1702 mining instruction was started at Freiberg, Germany. The purpose of this school was to train skilled workers, a program corresponding to present-day, on-job, vocational-technical, upgrading extension training. Formal instruction in mining engineering began at Schemnitz, Hungary, in 1763, at Freiberg, Germany, in 1766, and at St. Petersburg, Russia, in 1773. It is interesting to note that these three schools initiated instruction in mining engineering before formal instruction in civil engineering began at Paris, France, in 1775. Early mining engineering, 1763-1900, was expected to cover all eventualities in the mineral industries. Optional curricula were offered early in the 20th Century but did not reach into all branches until after World War I. Specialization crystallized during World War II under three organic units: (1) Earth Sciences; (2) Mineral Engineering; (3) Mineral Technology, the three together constituting the mineral arts and sciences of the modern world (Fig. 10).

At the spring meeting of the Open Pit Division of AIME's Arizona Section, I was asked a question which indicates the acceleration of technical advancement. The question was: "How does an engineer at a properly keep abreast of what is new?" The fact that some 200 Arizona AIME members were at the meeting is a testimonial to the desire of these men to do just that- keep abreast. There is a great deal of talk in academic circles about the built-in obsolescence of an engineering or scientific education, too. About 100 commencement speakers every spring are sure to admonish the graduates that education is a continuing thing. Mining engineers are a small fraternity. We keep informed by talking to one another. Talking shop is valuable but there is no substitute for reading.

FAR north of the Arctic Circle is a totally industrial community which until 1945 could not boast a single specimen of the rat family, and where today you will be awarded a bottle of fine cognac for every rat-dead or alive. Amazing but true, the spot is Longyear City, the Norwegian mining town on the arctic island of Spitzbergen. Perhaps you have also heard of the town built on soil that never thaws, where huge blocks of ice must be melted to fill the city's fresh water reservoirs, and where the Far North dictates a way of life all its own. Here, coal is king and men must work hard for their "black gold." Spitzbergen is a rough, tough piece of Norway, made up of a half dozen isolated islands between 74 and 81 degrees north latitude. Titanium was physically vapor-deposited by electron beam high rate evaporation. Rates of 50,000 and 85,000Å per min at deposition temperatures of 480°, 535°, and 595°C were used. Deposited thickness ranged front 0.004 to 0.010 in. The evaporated titanium had a high degree of basal Plane texture. The specimens were tested in tension at temperatures ranging from 78° to 520°K. From the data, the yield stress, thermal component of the yield stress, and work hardening characteristics were found as a function of temperature, deposition rate, and deposition temperature. It was found that Taylor's equation, best fit the work hardening data with m = 1/2. MANY investigations have been made on the tensile deformation characteristics of commercial- and high-purity titanium.1"7 The data obtained from these experiments emphasize the fact that the mechanical properties are generally related to the method of production. The correlation of mechanical properties to production history arises from the dependence of impurity concentration on the extraction and melting technique used. Additional effects are derived from crystallographic texturing which can result from fabrication history. Lee and Backofen8 and other investigators9 have shown that crystallographic texturing in titanium sheet has a significant effect on the deformation characteristics. Bunshah and Juntz10 prepared high-purity titanium by high rate physical evaporation techniques. These authors found the deposited material to have a columnar structure with grain sizes ranging from 12 to 104 µ, depending upon the substrate temperature. The room-temperature strengths of the coarse-grained distillate were similar to arc-melted, rolled. and annealed crystal bar titanium. Commercial-purity titanium was also produced experimentally in our laboratory using high rate physical vapor deposition techniques. The commercially pure material has a finer structure than the high-purity distillate,10 and is highly textured. Since the method of preparation and degree of texturing affect the mechanical properties, a research program was initiated to determine the temperature dependence of the yield stress and work hardening characteristics as a function of high rate deposition parameters. This paper relates the results of the investigation. EXPERIMENTAL A) Material Preparation. The titanium was received in the form of commercial-grade 0.096-in.-diam wire which has a composition of 0.016 pct C, 0.0037 pct N, 0.110 pct 0, 0.011 pct H, 0.05 pct Mn, 0.051 pct Fe. balance Ti. The wire was continuously fed into a vacuum evaporation unit as shown schematically in Fig. 1. The deposition chamber was evacuated, purged with argon, and reevacuated to a pressure of 10-5 Torr which was maintained during deposition. A focused electron beam was used to evaporate the titanium from a water-cooled copper crucible. The titanium vapor was condensed onto a preheated titanium substrate. The temperature of the substrate was controlled within ±5°C for the deposition temperatures of 480°, 535°, and 595°C. Control of the input power enabled the use of two deposition rates. 50,000 and 85,000Å per min. The evaporated titanium had a final analysis similar to that of the input titanium, within experimental limits. B) Testing. The evaporated titanium was physically stripped from the titanium substrate and machined into tensile specimens with 1-in. gage lengths. In addition, tensile specimens of as received annealed 35-A titanium sheet with a 20 µ grain size and 45 pct cold-rolled 35-A were also prepared. All specimens were tested in tension in an Instron at a strain rate of 3.3 x 10"4 in. per in. per sec. Proportional limit has been used as a measure of yield strength. Tests were conducted at 78°, 220°, 300°, and 520°K. Metallography, X-ray diffraction, and electron microscopy were used to correlate structure with the deposition parameters and mechanical properties. Room-temperature X-ray measurements were made to determine the phases present. Pole figures and a scans were made to determine deposition texture. EXTRACTION of uranium from ores is being ac-complished by processes which. for the most part, subject the entire ore to acid or carbonate leaching. Ore deposits with a U 3 O 8 content below 0.10 pct U 3 O 8 are seldom considered suitable for treatment by leaching. A preliminary concentration that would enrich the uranium content of an ore by a simple, low cost process based on physical properties of the ore might result in some low grade deposits becoming commercial ores. In addition, the process might be employed in existing operations to reduce transportation and leaching costs and to increase capacity of existing leaching plants. A study to attempt the development of a preliminary concentration process for primary uranium ores was undertaken by the Colorado School of Mines Research Foundation under sponsorship of the U.S. Atomic Energy Commission. The objective of this work was to produce concentrates containing 0.25 pct U3O8 from the low grade ores tested. Ores Tested: The main effort was devoted to the low grade primary uranium ores from northwestern Saskatchewan. Samples were obtained from the Beaverlodge operation of the Eldorado Mining & Refining Ltd. Additional primary ores, obtained from deposits in Gilpin County, Colo., contained from 0.07 to 0.10 pct U3O8. Summary of Concentration Tests: The Beaverlodge ore was tested to determine amenability of the ore to concentration by magnetic, electrostatic, gravity, and scrubbing processes. None of these produced satisfactory results. Both gravity and magnetic processes produced fairly good concentrates when closely sized fractions of the ore were treated, but on the basis of treating the total ore, recovery was poor. Preparation of sized fractions and the low capacity of equipment for suitable concentration made these methods impractical. As flotation offered the advantage of treating the total ore without intermediate sizing, the main effort was in this direction. A flotation process was developed that fulfilled the concentration objectives as set by the AEC. Pilot plant testing was used to verify results obtained from laboratory batch testing. Mineralogy: A petrographic examination of the Beaverlodge ore included a study of polished sur- faces and identification of the radioactive mineral by autoradiograph and X-ray diffraction. Approximate quantitative mineral identification was as follows: quartz, 60 pct; orthoclase feldspar, 20 pct; chlorite, 10 pct; carbonates, 5 pct; and miscellaneous minerals, 5 pct. Included in this last group were plagioclase feldspar, pyrite, mica, chalcopyrite, pyroxene, sericite, magnetite, galena, and uraninite. The most general occurrence of uraninite was in the form of crusts and thin coatings on limonite-stained grains of pyrite, quartz, and pyrite-quartz intergrowth. At least 90 pct of the uraninite was still attached to other minerals in a 100 by 200-mesh size fraction. The uraninite crusts were as small as 10 to 20 µ diam, and 5 to 10 µ thick. The Flotation Process Petrographic examinations of the Beaverlodge ore had indicated the impracticability of attempting to concentrate the uranium by floating individual grains of uraninite. Liberation of the uraninite required grinding to sizes below those suitable for flotation. However, there was preferential association of the uraninite with some minerals while others were free of uraninite attachment. The approach to the development of a flotation process was, therefore, based upon an attempt to concentrate the uraninite by floating carrier minerals. The following paragraphs discuss the various stages of the process with regard to the factors tested and the conditions under which best results were obtained. Grinding: The most effective size range for flotation was —150 mesh + 13 µ. The —13 µ material in the final concentrate had a higher U3O8 content than the total ore, but not as high as the average concentrate; however, rejection of slimes before flotation was prohibitive because of the loss in uranium carried in the —13 µ fraction. Grinding techniques which contributed to a minimum production of fines, such as stage grinding, were then employed. Quartz and Silicate Depression: These minerals represented approximately 80 pct of the ore and were free to a large degree of uraninite attachment. Significant improvement in the grade of the concentrate was obtained by depression of these minerals with hydrofluoric acid or sodium fluoride. Promoter: Selective stage flotation of uraninite carrier minerals was simplified by development of a single promoter mixture. The mixture consisted of an emulsion of a fatty acid, fuel oil, and a petroleum sulfonate and was selected after a comprehensive series of tests. It contained three parts by weight of an oleic and linoleic acid such as Emersol 300,

Mudd Memorial Fund offers a treasure of information for geologists, mining engineers, marketing people, executives, chemists, chemical engineers, educators, engineering students, government officials - and, indeed, anyone whose work is directly or indirectly related to industrial minerals. This fourth edition is the end result of several years of effort by 86 authors and 11 editors, under the guidance of Editor-in-Chief Stanley J. Lefond.

DURING the morning session," on Feb. 17, papers were presented and discussed regarding a recent wire saw installation, cement rock quarry operations, hydration factors in gypsum deposits and the status of the phosphate industry of the West. Oliver Bolvles presided and there were about twenty-five members present. W. M. Weigel's paper (T. P. 262), "The Application of the Wire Saw in Marble Quarrying," was read by the author. He described the recent installation of the St. Clair Marble Co., near Guion, Ark. Since the use of the wire saw for quarrying is comparatively new and the fact that it has been almost entirely limited to slate quarries heretofore, ?he description and data given in this paper were of much interest.

Operators of coal preparation plants use equipment such as large-capacity dump trucks and bulldozers to haul, spread, and compact refuse material to conform to federal and state regulations governing the disposal of solid waste. For example, federal regulations require that refuse be spread and compacted in layers not more than 0.6 m (2 ft) thick. If the refuse layers or piles have poor load-bearing characteristics, movement of equipment over them becomes extremely difficult. The increasing cost and limited space for the construction of settling ponds extensively used for fine refuse disposal are leading to the growing practice of dewatering the fine refuse by means of vacuum disk filters and combining the resulting filter cake with coarse refuse for waste bank disposal. However, this filter cake usually contains more than 25% moisture. Therefore, when it is combined with coarse refuse, the moisture level of the total refuse may become high enough to impair the load-bearing strength of the refuse. Precisely this problem and the attendant difficulties of moving heavy equipment arose when vacuum disk filters were installed at a preparation plant in West Virginia. Combining the moist filter cake with the coarse refuse generally results in a 12% moisture level for the total refuse at this plant. At this moisture level, the refuse can still be handled with some dif¬ficulty by the equipment. However, the problem has frequently been compounded after rains. The experimental program described in this paper tested the following methods of improving the load-bearing properties of coal refuse: moisture reduction, addition of crushed coarse refuse, addition of fly ash, addition of lime, and addition of a mixture of lime and fly ash. In terms of a balance between economic and technical considerations, the most effective method was demonstrated by laboratory and plant tests to be a 2% to 5% addition of lime. Test Program During formulation of a test program aimed at improving coal refuse stability, a number of treatment techniques were selected for evaluation of their effect on refuse load-bearing characteristics. The reduction of refuse moisture was the first technique considered, since moisture content plays a key role in the bearing strength of a bulk solid. The reasoning was that a very small reduction in refuse moisture, provided it could be accomplished with minimal effort and cost, would be sufficient for eliminating refuse disposal problems most of the time. At the same time, it was recognized that periods of rainy weather would offset moisture-reduction measures. Other techniques selected for evaluation because of their potential for improving refuse-bearing strength at reasonable cost were: addition of crushed coarse refuse, the addition of fly ash, and the addition of lime. A simple one-dimensional laboratory compaction test was designed for evaluating the effect of each of these techniques on refuse-bearing strength. Those techniques that gave best results in the laboratory would then be tested in the preparation plant in West Virginia. Laboratory Tests The laboratory test for evaluating each of the techniques involved the application of weight to a load module placed on a refuse sample in a container. The distance the load module sank with an increasing amount of applied weight was measured, and the relationship between module displacement and loading was obtained. The refuse container was large enough to minimize the influence of wall effects, and to decrease the effect of the container bottom, a test was terminated when the load module sank to about three fourths the depth of the container. Initially, an attempt was made to conduct compaction experiments with samples of total plant refuse. However, the presence of + 0.13 m (+ 5 in.) material in the refuse interfered with the mechanics of the test, and the large amount of material required for a representative sample made testing extremely tedious and time-consuming. To avoid this problem and because it was believed that only the fine components of the refuse were the major cause of the stability problem, tests were conducted with 13 mm X 0 (1/2 in. X 0) material from the total plant refuse. The equipment consisted of a 0.46 m (18 in.) cubic container, a loading module with 62 cm2 loading area, weights totaling 450 kg, and a portable concrete mixer for combining water and additives with the refuse. Refuse samples of about 110 kg dry weight were used for each test. Experimental compaction test data were evaluated by plotting the linear displacement of the load module vs. loading. In the summer of 1961, the Anaconda Research staff and Kilborn Engineering Ltd. began a study to investigate the possibilities of using some form of autogenous grinding in the new concentrator which Anaconda was planning to erect at Butte, adjacent to their Berkeley pit. The following criteria applied to the project: 1) The Butte mill was to be able to handle 36,000 to 42,000 tpd of copper ore, taken from the Berkeley pit and adjacent underground mines. 2) The plant was to be built in six units. 3) It would be started up two units at a time. 4) Equipment from the Anaconda mill was available for use in the new location. 5) Tonnage would be maintained at Butte and Anaconda, with equipment being moved down as required. 6) The ore from the Berkeley pit was known to vary widely from place to place in the pit and to be generally soft and friable.

Igneous occurrences of this type have never been mined on a commercial scale; they are generally small and low grade, and they commonly contain as many as four zeolite minerals, along with small quantities of calcite, quartz, and other silicate minerals. Their economic beneficiation to monomineralic zeolite products has also not been achieved and, for the most part, industrial applications of zeolites have relied primarily on synthetic molecular sieves that were crystallized from hydrous aluminosilicate gels.
