Preamble At the present time many bodies are engaged in -the formulation of standards. There is no uniformity in the rules for such procedure in the different organizations; in some cases the committees engaged in the work are not fully representative, and in. a considerable proportion of cases they do not consult all of the allied interests. The present custom results in a considerable duplication of work, and in some fields several "standards" are proposed for the same thing, differing from one another only slightly and often in unimportant details. It is very much more difficult to obtain agreement between the proposers of overlapping standards after they have been published than it would be to get the proposers to agree before they had committed themselves publicly. The American Institute of Electrical Engineers, the American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Society for Testing Materials have appointed a committee to consider the advisability of cooperating in engineering standardization. This committee recommends that these societies form a permanent organization by appointing a committee as proposed in the following constitution and rules of procedure to carry on this very important work.

WHEN the United Nations win the war and the decision has been made to control future armament in the Axis countries, plans for the extent and operation of such control must have been prepared, to be ready to put into immediate execution. Such control to be effective must be premised upon complete military occupation of the two countries for a substantial period, with an arrangement at the end of such occupation for continued supervision of these industries into an indefinite future.

Assaying, mineralogy, and geology appear in ancient records as early as mathematics, physics, and chemistry. Agricola was the first author to unify the earth sciences, the mineral extractive industries and the mineral processing industries. His text, De Re Metallica, published in Latin in 1556, is recognized as the first technical literature. In 1702 mining instruction was started at Freiberg, Germany. The purpose of this school was to train skilled workers, a program corresponding to present-day, on-job, vocational-technical, upgrading extension training. Formal instruction in mining engineering began at Schemnitz, Hungary, in 1763, at Freiberg, Germany, in 1766, and at St. Petersburg, Russia, in 1773. It is interesting to note that these three schools initiated instruction in mining engineering before formal instruction in civil engineering began at Paris, France, in 1775. Early mining engineering, 1763-1900, was expected to cover all eventualities in the mineral industries. Optional curricula were offered early in the 20th Century but did not reach into all branches until after World War I. Specialization crystallized during World War II under three organic units: (1) Earth Sciences; (2) Mineral Engineering; (3) Mineral Technology, the three together constituting the mineral arts and sciences of the modern world (Fig. 10).

At the spring meeting of the Open Pit Division of AIME's Arizona Section, I was asked a question which indicates the acceleration of technical advancement. The question was: "How does an engineer at a properly keep abreast of what is new?" The fact that some 200 Arizona AIME members were at the meeting is a testimonial to the desire of these men to do just that- keep abreast. There is a great deal of talk in academic circles about the built-in obsolescence of an engineering or scientific education, too. About 100 commencement speakers every spring are sure to admonish the graduates that education is a continuing thing. Mining engineers are a small fraternity. We keep informed by talking to one another. Talking shop is valuable but there is no substitute for reading.

FOK, many years the officials of the Magma Copper Co. mine at Superior, Ariz., have had to contend with adverse conditions underground in the form of high rock temperatures, hot water, and high relative humidity. These conditions in the mine have been such that working the mine would have been impossible were it not for the constantly expanding and improved sys- tem of ventilation to produce bearable conditions in the working places. Results that have already been achieved make an interesting study of what can be done along those lines. From the time the mine was first opened in 1910 it has been hot. An idea of the conditions that have persistently been encountered can be obtained from parts of the mine that are not being worked at present or that do not yet have sufficient ventilation. Virgin rock temperatures as determined in drill holes at the faces range from 104° to 116°*. An observation made at the face of No. 5 West footwall drift on the 2800-ft. level.

This paper presents a systematic method for determining the forces on a simplified roller bit. The kinematics of an actual roller bit drilling in rock is complex; nevertheless, it is desirable to obtain an accurate analytical model.. As a preliminary study, the roller bit is represented here by a simple two-dimensional bit and the rock by a Coulomb plastic material. Results from previous work, plus additional assumptions, are incorporated into a computer program to determine the forces required to move the bit in a specified manner. Example problems are worked by use of this program. By studying similar drilling problems and by supporting laboratory work, one could eventually obtain an accurate analytical model for drilling by an actual roller bit. This could lead to the compilation of a catalog of results that, in turn, would allow selection of the optimum drill bit for any given situation. INTRODUCTION

In the summer of 1961, the Anaconda Research staff and Kilborn Engineering Ltd. began a study to investigate the possibilities of using some form of autogenous grinding in the new concentrator which Anaconda was planning to erect at Butte, adjacent to their Berkeley pit. The following criteria applied to the project: 1) The Butte mill was to be able to handle 36,000 to 42,000 tpd of copper ore, taken from the Berkeley pit and adjacent underground mines. 2) The plant was to be built in six units. 3) It would be started up two units at a time. 4) Equipment from the Anaconda mill was available for use in the new location. 5) Tonnage would be maintained at Butte and Anaconda, with equipment being moved down as required. 6) The ore from the Berkeley pit was known to vary widely from place to place in the pit and to be generally soft and friable.

Igneous occurrences of this type have never been mined on a commercial scale; they are generally small and low grade, and they commonly contain as many as four zeolite minerals, along with small quantities of calcite, quartz, and other silicate minerals. Their economic beneficiation to monomineralic zeolite products has also not been achieved and, for the most part, industrial applications of zeolites have relied primarily on synthetic molecular sieves that were crystallized from hydrous aluminosilicate gels. Abstract-North Carolina is the leading state in the US in lithium mineral production. Spodumene is mined in open Pits and concentrated by flotation by the two companies, Lithium Corp. of America and Foote Mineral Co. North Carolina State University has a mineral research laboratory in Asheville, N. C., with trained personnel, batch and pilot plant facilities to assist in the state's mineral development. The NCSU Minerals Research Laboratory assisted both lithium-producing companies with spodumene concentration problems and has lately worked closely with Lithium Corp. of America to develop the best flowsheet for spodumene and byproduct recovery. The concentration of North Carolina spodumene and byproducts from pegmatites is presented and illustrated with figures.

The instantaneous shut in pressure often times is not a well defined feature of pressure-time records from in situ stress determinations by hydraulic fracturing. As the applications of in situ stress data become more sophisticated, the grea5er the need for an unambiguous method with which to identify the instantaneous shut in pressure becomes. Controlled experiments suggest that the instantaneous shut in pressure should be equated with the pressure at the inflection point of the pressure-time record following shut in. A method for determining this value is presented. Often times the minimum instantaneous shut in pressure determined after several pressurization cycles is the best estimate of the stress acting perpendicular to the fracture plane.

Current scale-up procedures are discussed critically, including: constant specific energy criterion; determination of mill size and power for a given ore, throughput and mesh of grind; specification of operating speed and loading. A major dynamic and kinetic factor now recognized is that the ratio of media rotational flow to ore axial flow, and the number of mill revolutions that ore is subjected to during residence, both diminish as mill diameter increases. These factors can lead to capacity limitations when mill diameters reach a critical range, especially regarding coarse sizes. Experience at the Bougainville and Pinto Valley operations is contrasted. Corrective measures suggested are to reduce loading and increase speed towards the Davis best operating speed.

THAT the copper industry is in serious straits is admitted. So are the lead and zinc industries, and both lead and zinc are tariff protected. Conditions in the Western lead, zinc and silver mining districts are desperate. These are illustrated by the present disastrously low prices of these metals compared with the levels of two and three years ago and by the comparative rates of metal production and the present activity of the western mining camps. The January production of copper was 32.2 per cent of the 1929 average rate, of steel was 32.3 per cent of the 1929 average, while January production of pig iron was only 27.6 per cent of the monthly average of 1929. The copper industry is only one of many industries that are suffering in this tragic depression. It has been exceedingly prosperous and will be prosperous again when business recovers. Its difficulties are not unique and it does not deserve the tariff equivalent of a dole. The burden of subsidizing through an effective tax or tariff the minority group of high-cost mines would be a heavy one on the consuming public of the United States. On the basis of 1929 consumption figures, an effective 5c. tariff would result in an increased copper bill to the country of over $109,000,000, of which the electric manufacturers would contribute $26,000,000, the telephone and telegraph companies $16,000,000, and the automobile manufacturers $14,000,000. And of this total bill, only $33,000,000 would go to those who are urging a tariff and the balance of $76,000,000 would be paid to those who do not admit either its necessity or usefulness under present conditions.

The first National Industrial Conference was disbanded without accomplishing the results hoped for. A second conference is to be called in the near future. In response to suggestions of members of the Founder Societies, the following telegram was sent, Oct. 29, to the President and each member of his cabinet. "Engineering Council respectfully recommends appointing on new Industrial Conference two or more engineers familiar with industrial problems. Council represents five national societies of professional engineers having forty-one thousand members. Washington office in McLachlen Building."

In selecting the best system of mining for a particular operation, many different factors must be considered. The system to be finally selected should be that which provides: 1) The highest possible degree of safety for mine personnel. 2) The lowest cost per ton of product. 3) The maximum coal production per man-shift. 4) The most suitable quality of final product, considering its intended use. 5) The maximum percent recovery of coal per acre of reserve consistent with cost and subsidence rights. 6) Consideration for the ecology of the area. Some of the important factors to be considered when choosing a method of mining are: 1) Amount of cover over the coal seam. 2) Type of the rock in the overburden. 3) Characteristics of the coal seam including: (a) the thickness of the coal seam; (b) the nature and location of any impurities or irregularities; (e) the dip (or pitch) of the coal seam; (d) the nature and direction of any definite cleavage ill the czoa1 seam; (e) the hardness of the coal; (f) the structural strength of the coal; and (g) the presence, anti amount, of explosive gas (methane). 4) Quantity of water likely to be encountered in the mining operation. 5) Nature and strength of the roof (top) over the coal seam. 6) Nature and strength of the floor (bottom) under the coal seam. 7) Any previous or concurrent mining in seams above or below the coal seam to be worked. The first paper in this series1 outlined practical methods for applying the theory of steady-state flow of an ideal Bingham plastic liquid through a circular pipe and axially through a stationary concentric annulus to the enginekring analysis of friction loss problems. In the present paper the properties of another useful rheological model, the pseudoplastic generalized Newtonian liquid, are considered. The terminology applied to the rheological models is derived from the following classification of rheological models. The term "generalized Newtonian" is a class designation applied to models which do not have yield points but which exhibit a dependence on shear rate. The term "pseudoplastic" applies to a sub-group of models within this class which exhibit a decrease in "viscosity" with increasing shear rate. The term "power model" refers to a mathematical model proposed for describing the behavior of the pseudoplastic liquid. This model is of interest since certain of the salt saturated, oil emulsion, and "low solids" drilling fluids, inverted emulsion- and oil-base drilling fluids, aqueous gels, gelled crudes and blocking agents employed in hydraulic fracturing operations are of this type. The present treatment considers the equations describing steady-state Poiseuille flow through a circular pipe and a stationary concentric annul us, and Couette flow between concentric rotating cylinders for a particular pseudoplastic model. As in the previous paper' it is demonstrated how these equations can be applied to engineering calculations of friction losses. Graphical procedures for recovering the various flow curves and cxample calculations are included. A method for simplifying turbulent-flow correlations is also proposed. PROPERTIES OF PSEUDOPLASTIC GENERALIZED NEWTONIAN LIQUID In contrast to the Bingham plastic the generalized Newtonian liquid is yield point-free. However, in the flow region the relation between stress and rate of shear is not linear as it is with ordinary Newtonian fluids. If the stress increases with shear rate at a less than linear rate the system is called pseudoplastic. While there is no yield point in this system, the Bingham advocates' coined the term pseudoplastic to distinguish this kind of behavior from Bingham plastic behavior. For the pseudoplastic a plot of flow rate vs friction loss or rpm vs torque, from pipe flow or rotational viscometer measurements, respectively, generally has three qualities: (1) it can be clearly extrapolated toward the origin; (2) there is very little slope at the origin. This accounts for the high apparent viscosities at low mixing and pumping rates; and (3) the flow curve possesses a continuous curvature which gradually diminishes as the shear increases. Rheological measurements on a pseudoplastic liquid can be easily misinterpreted as indicating Bingham plastic behavior. A typical case in point is illustrated in Fig. 1. These data were obtained from measurements on an oil-emulsion mud using a commercially available rotational-type viscometer (Model 35 Fann V-G meter). Applying the "two-point"* method3 gives a plastic viscosity of 17 cp and a yield point of 24 lb/100 ft2; at the same time weighting material settles very easily in this system. This illustrates that it is not possible to distinguish between the pseudoplastic and the Bingham plastic from only two data points. It is possible to determine qualitatively which model is more appropriate by a combination of dynamic and static measurements. Experience indicates that the simplest criterion for the Bingham plastic liquid is that the calculated dynamic yield point should be of the same magnitude as the measured gel strengths. On Jan. 1, the office of the. National Service Committee was established at 502 McLachlen Building, Washington, D. C. The first work was to review current legislative information; which is being continued and good results are accomplished. Whenever matters of importance appear in the Congressional Record, notice thereof with such documents as are germane are forwarded to the members of the committee for their information and advice. The first formal report of the chairman was on the so-called Smith-Howard bill to secure Federal endowment for the establishment of engineering research. The chairman of the Committee, at the request of the Executive Committee of the Engineering Council, appeared before the Senate Committee on Education and Labor for the purpose of opposing those features of the so-called Kenyon bill which would create a practically permanent commission dominated by the Engineering Corps of the Army over all Federal engineering projects as well as state and municipal projects receiving Federal aid. The greater part of the time has been expended in correspondence and consultation on the matter of the establishment of a Department of Public Works. The results of this work lead to the belief that there is much promise of the establishing of such a department by the 66th Congress Hall members of engineering societies, as well as the societies themselves, will unanimously agree on and support a measure, and in order to secure such unanimous support, it will be advisable to call a conference of engineering societies. .

There is a difference of opinion among engineers on the subject of depreciation in general, and still more on its application to any given case The committee which was appointed by the American Society of Civil Engineers to make a report on Valuation of Public Utilities, states "There is no subject connected with valuation about which there are more diverse views than those relating to depreciation;" and in the discussion which took place upon the presentation of the preliminary report of this committee in January, 1914, that part of the report dealing with depreciation called forth more discussion than any other. From this discussion it was evident that the word "depreciation" was not always used in the same sense, so it is quite important that some definition be adopted. As this paper relates to the proper method of treating depreciation by corporations or individuals operating oil properties, both of which must make a return of annual net income to the government in connection with the income tax, it will be in order to adopt the definition of the Internal Revenue Bureau. Under date of Mar. 29, 1910, the Commissioner of Internal Revenue of the Treasury Department stated "Deduction on account of depreciation of property must be based on lifetime of property, its cost, value and use." Again, on Form 1035, "Return of Annual Net Income" for miscellaneous corporations (Section 2, Act of Congress approved Oct. 3, 1913), a deduction from gross income is allowed for "Total amount of depreciation for the year." This item is defined more particularly as follows: "The amount claimed under Item No. 5 (b) for depreciation should be such an amount as measures the loss which the corporation actually sustains during the year in the value of buildings, machinery, and such other property as is subject to depreciation on account of wear and tear, exhaustion, or obsolescence. The amount taken credit for on this account in order to be allowable should be so entered on the books as to constitute a liability against the assets of the corporation. The amount claimed under this item should not cover losses in the value of stocks and bonds. Decrease in the book value of securities owned, so far as such decrease represents a decline in the actual value of such securities, should be deducted under item 5 (a) of the return. The deformation of textured sheet of titanium and several of its all-a (hcp) alloys was investigated with two kinds of experiments: tension testing along different directions in the plane of the sheet, and combined-stress loading along the principal axes of anisotropy (the rolling and transverse directions). Texture and plastic anisotropy were evaluated with pole figures and by measurement, as a function of orientation, of the tensile transverse-strain ratio, or R parameter. The results as a whole can be rationalized qualitatively with the present understanding of deformation mechanisms in titanium. Quantitative agreement between the orientation dependence of tensile yield strength and the Predictions of continuum ANISOTROPY in the properties of engineering materials is more the rule than the exception because anisotropy in structure is so common, and the one generally follows the other. Two broad categories of structural anisotropy are represented by mechanical fibering and crystallographic texture. The former is important in many aspects of fracture.' The latter has more significance for yielding and plastic deformation, theory, using the R measurements, was relatively poor. However, in tension-tension quadrants of the yield-locus diagrams, the difference between theory and experiment was hardly more than 10 pct. The maximum texture-hardening effect was found in a 4Al-1/4O2 alloy to be nearly 50 pct. In the compression-compression quadrant, {1012} deformation twinning prevented the locus from expanding much beyond the Position predicted for isotropic material. With increasing temperature the trend in R was downwards, approaching unity (isotropy) near the a-transus temperature; an accompanying development was large amounts of neck-free extension. which are of special concern in this paper. The tendency has been to view crystallographic texture more as a liability or curio than as an asset. The prominent exception is found in silicon-ferrite sheet for power-transformer cores, which is processed to develop a new optimum texture for high electrical efficiency. Yet it should be possible to find other examples, involving other kinds of properties. More specifically, there is good analytical reason to expect improved combined-stress yielding resistance in suitably textured material,2,3 and it has now been shown by experiment that texture hardening or softening is a potentially useful phenomenon in certain engineering devices and processes.'-I To date, work has included measurements of the transverse (width to thickness) strain ratios in the
