(Wilkes-Barre Meeting, June, 1911.) OF the several extensive deposits of brown iron-ore in Cuba, including those of Mayari and Moa, that of Mayari was the first to be systematically explored, and was selected as the scene of the first operations in the development of this class of ore. Construction-work, begun in the spring of 1907, involved the building of 16 miles of standard-gauge railroad and two large double-track inclines, the installation of mining-machinery, a nodulizing-plant, power-plant, shops and shipping-facilities, and the dredging of an extensive basin for deep-draught vessels. Unusual weather-conditions delayed the completion of portions of this work so that the entire plant was not in operation until December, 1909. The ore in its natural state contains a very large percentage of water, which increases to some extent with the depth below the surface. Near the surface it is red in color, with somewhat granular structure. The color gradually changes with depth, finally reaching a bright yellow. The consistency also changes towards, the bottom to a clay-like, sticky mass. The relative proportion of red and yellow ore is quite variable; in some places the yellow reaches close to the surface, while in others the red extends almost to the underlying serpentine. Fig. 1 is a map showing the Mayari division of the Spanish-American Iron Co. The ore lies on an irregular plateau about 15 miles long and 5 miles wide at the widest point, entirely covered with pine trees and brush, which grow directly on the ore. The elevation at the northern extremity, which is approached by the railroad, is about 1,700 ft. above sea-level. At the southern end the general elevation is about 2,000 ft. Most authorities agree upon the advantages of this system over the maintenance of line brattice for dead-end ventilation. They also recognize the system's disadvantages. However, there is considerable disagreement as to the proper relation of the advantages to the disadvantages. It is the purpose of this report to present the opinions of four authorities of diversified occupation and permit the reader to form his own opinions on the subject. A NUMBER of factors, of varying importance, should be considered in assessing mineral land-here specifically coal land -for tax purposes. (1) Is the coal developed or un- developed'! (2) If undeveloped, is it surrounded by active development in adjoining properties? (3) Accessibility of railroad facilities to the property. Sometimes the railroad itself is of importance. (4) Cost of development of the seam under consideration, whether it can be developed by a drift from the outcrop or whether it will require deep and costly shafts or slopes. (5) Is it definitely known that the coal seam being assessed is of minable thickness and quality on the property? (6) Thickness of recoverable coal from the seam. (7) Quality of the coal. (8) Is the seam being assessed likely to be more costly to mine than other seams in the same district? (9) Is there an active market demand for coal from the seam being assessed? (10) Is the coal held only as protection to surface structures and in such location that it can never be mined? (11) Is the coal in a solid piece or is it in pillars that have been standing for some years as a result of incomplete mining in an old operation? (12) Expected percentage of recovery from the seam being assessed as determined by present mining practice in similar properties. (13) Value of the seam as indicated by sales of similar mineral rights in the immediate district. (14) Current royalty rates of leases for coal in the seam under consideration.

The review by Professor J. C. Jaeger (Chapter 1) briefly summarizes and discusses a select group of papers by various workers dealing primarily with aspects of fracture in brittle rock materials. Professor Jaeger's treatment is primarily concerned with the correlation of phenomenological and theoretical failure criteria with empirical results from short duration tests at ambient temperatures and generally at low lithostatic and interstitial fluid pressures. As engineering rock mechanics becomes more concerned with new techniques of mineral exploration and production at increasingly greater depths in the crust, it is well to be aware of the effect of the environment -that of the superposed stress field upon the lithostatic and interstitial fluid pressure, the temperature and the duration of the loading upon the failure of rocks either by fracture or flow. All results to be discussed here are from laboratory tests on small homogeneous samples, thus caution should be used in the direct extrapolation of these results to large inhomogeneous rock masses having quite different boundary conditions in the earth. The purpose of this supplement is to briefly point out the major effects of these parameters as examined singly, with all others held constant, and to cite some recent results which apply to the main theme on the brittle failure of rocks. The total stress field imposed upon a small volume of porous and permeable rock in the earth's crust may be thought of as the sum of an applied differential stress, plus a lithostatic pressure, plus an interstitial fluid pressure. The differential stress portion may be completely specified by nine components, six shear and three normal. This paper presents a theory for estimating the rate of gravity drainage of a liquid out of a sand column. Account is taken of the variation in permeability to the liquid as the saturation in the upper part of the sand becomes less than 100 pct. The theory is confirmed by previously published experimental data. Introduction Petroleum engineers have expressed the need for 4 theory of gravity drainage. Brunner,' in particular, has pointed out that some type of mathematical theory is necessary to begin the application of laboratory data to field problems. Muskat and his associates2'3-4 have recently made contributions to the theory of gas-drive behavior and have indicated an intention to apply their methods to water-drive systems. No theory of gravity drainage rates has been developed, however, and it seems desirable to formulate one at this time. Differential Equations of Capillary Flow The flow of liquids in partially saturated porous media has been studied by many investigators.6-10 Richards6 presented derivations of fundamental differential equa- tions governing two-phase capillary flow; and used simplified forms of those equations in solving a steady-state problem. Muskat and Meres6 presented and used equations different from those of Richards. Their equations did not explicitly involve capillary pressure gradients; but included, on the other hand, terms expressing the effects of the evolution of gas from the liquid phase during flow. Leverett8 stated in 1940 that "previous work on the flow of fluid mixtures in porous solids [had] failed adequately to account for all of the three influences that cause motion of the fluids: capillarity, gravity, and impressed external pressure differentials." Leverett's basic equations, however, were specialized forms of the general equations of Richards,5 which had actually taken account of the three influences mentioned by Leverett, but had not been used in a problem involving all three. The fact is that our knowledge of capillary flow and our ability to express this knowledge in differential equations exceed our ability to solve the equations except in a few cases. General differential equations have usually been of little more than formal value. In solving practical problems, it has been necessary to develop specific equations, preserving terms that involved the factors important in those problems, and purposefully neglecting other terms that were not of predominating influence. This is the method followed here. It is believed that the solution of the particular problem and the scheme of the solution itself are new.

Correlation between Metallography and Mechanical Testing By H F MOORE (Henry Marion Howe Memorial Lecture Trans, vol 120 11,000 words ) The lack of effective correlation between metallography and mechanical testing from the days of Reaumur to the present is noted, and two general problems of such cor¬relation are stated (1) the correlation of qualitative test results with quantitative, and (2) the correlation of average results with maximum or minimum results Some correlation has been achieved, notably in the field of heat-treatment and in the study of elastic strength of metals Correlation is in the process of being developed in several other fields, including the quantitative study of the effect of grain size of metal on mechanical properties, of grain size and type of crystalline structure on the sensitivity of metals to weakening at holes, notches and other "stress raisers," and in the study of the starting phases of spreading, "fatigue" cracks Correlation of mechanical test results and metallographic study is needed in the study of such problems as the various theories of failure of metals, the meaning of and tests for service ductility of metals, and the relative damaging effect of defects inherent in metals, such as minute cracks and segregation, as compared with the damaging effect of "imposed" stress raisers, such as screw threads, sharp shoulders, etc The neces¬sity for more correlation of metallography and mechanical testing during student days is emphasized, and also the need of a better understanding on the part of engi¬neers of the significance and limitations of metallographic apparatus and results and of X-ray diffraction This should be matched by a better understanding on the part of metallurgists of the significance and limitations of mechanical tests of metals, of testing machines and strain-measuring apparatus

Injection of gas to increase oil recovery has been considered for almost all important discoveries during the past ten or fifteen years. However, the number of gas injection projects having sufficient history and data is too limited to permit valid generalities of effectiveness of gas injection. Management and engineers are faced with a difficult problem of selecting those reservoirs which are susceptible to profitable application of gas injection. Injection of gas to maintain high pressure favors some factors affecting reservoir performance such as viscosity, surface tension, and formation volume factor of oil by keeping gas in solution and favors some operating features such as extending flowing life of wells and storing part of the produced gas for future use or sales. Injection of gas at low pressure involves lower compression ratio, or at least a single gas-gathering system, larger displacement volume in the reservoir per unit of gas handled, and permits effective utilization of the naturally existing energy and agent for oil displacement that is gas dissolved in oil. Each program is thus a compromise to meet optimum economic conditions while striving to attain maximum recovery of this important nautral resource. The statement has often been made that pressure maintenance would greatly increase oil recovery by permitting abandonment of formation oil inflated with gas in solution rather than abandonment of the same liquid volume of tank oil, if the same terminal oil saturation could be attained. Simple calculations indicate increases in oil recov- ery as high as one hundred per cent on this basis for high formation volume factor oil encountered in current deep drilling. THE principal operating and producing properties covered by the Western Operations of the United States Smelting Refining and Mining Company are the U. S. and Lark mine in the Bingham district of Utah, the Bayard department in the Central mining district of New Mexico, the Midvale mill and smelter near Salt Lake City, the lead refinery of its subsidiary, U. S. S. Lead Refinery, Inc., at East Chicago, Ind., and the coal operations of its subsidiary, United States Fuel Company, at Hiawatha, Utah. Operations of lesser importance at this time are conducted either on company account or by lessees in the Centennial, Bullion Beck, and Eagle and Blue Bell mines in the Tintic district of Utah, the Hidden Treasure and Ophir mines in the Ophir district of Utah, and the White Knob mine in Custer County, Idaho. The Richmond-Eureka Mining Company, in which the Company owns a controlling interest, has leased its properties near Eureka, Nev., to the Eureka Corporation Limited. The Gold-road property at Goldroad, Ariz., has been shut down since 1942, and due to high costs of labor and supplies, consideration is now being given to removal of all surface and underground improvements. The mine and mill im¬provements at the Sunnyside property in Colorado, recently purchased by the Sunbank Corporation, a subsidiary of the Company, are now being dismantled.

Committee certain Standard Specifications for Copper, all of which were adopted or in process prior to Jan. 1, 1920, and sent with the standards the following histories of development and statements of use. FOR SOFT OR ANNEALED COPPER WIRE (B3-15) These specifications were originaly adopted by. the American Society for Testing Materials in 1912. They were prepared by a committee of the Society designated as Committee B-1 on Copper Wire. The committee consisted of eleven members; representatives of five manufacturers of -copper wire, of four manufacturers of electrical apparatus, and of two firms of consulting and contracting engineers. The members of the committee were designated by the officials of the companies to act as their representatives in the committee.

PRODUCTION of crude it in the United States during 1939 totaled about 1.255,776,000 barrels, an average of 3,440,482 barrels per day, 3.41 per cent above the 1938 output of 1,214,355,000 barrels but 1.83 per cent below the record pro¬duction of 1,279,160,000 barrels, in 1937. However only the two-week shutdown of oil fields in the Southwestern States in August and September prevented the domestic crude production from establishing an all-time record in 1939. Demand for all petroleum products for the first ten months of 1939 showed an increase of 7.04 per cent over the similar period of 1938. Domestic demand for all petroleum products was particularly benefited by the increasing industrial activity, advancing 8.37 per cent above the like period of the preceding year equivalent to a volume increment of 256,810 barrels per day; with motor-fuel demand gaining 5.83 per cent and demand for all fuel oils gaining 12.15 per cent over the corresponding period of 1938. The export demand for the first ten months of 1939 was slightly below the export movements during the same period of 1938, declining 0.56 per cent. The European war was a major factor in 1939 for the petroleum industry in the United States, even if, at the end of the year, the war had not yet resulted in the expected large shipments to England and France.

In the Santa Eulalia mining district, Chihuahua, Mexico, the main mineral zone occurs in a gently warped dome with simple associated structures and contains orebodies distributed through a vertical range of over 900 m. The stratigraphy of 1945 m of geologic column is described and an abrupt shrinkage is documented in the volume of limestones immediately associated with large orebodies. Termed collapse, this shrinkage occurred during the course of mineralization. Contacts of limestone with igneous sills, and 366 m of fossiliferous limestone beds, particularly the main fossil bed, have been important localizers of ore-bodies. Up-dip gravitational controls may have been important. Fractures have exerted only local controls and over short distances. Thrust zones have displaced diabase sills and in turn have been intruded by upper members of a group of rhyolite porphyry sills. Mineralizers were related to the rhyolite porphyry, and ore has been introduced to the limestone where certain sills lie between the displaced segments of diabase and have been cut by north-south fissures. Speculations are raised that fields of unreleased strain may have influenced orebody locations; the district's zoning pattern may be a reflection of the filtering effects of large volumes of limestone; and that metal-rich brines mobilized by or incorporated within the invading porphyry might be the source of the mineralizers. PRODUCTION AND LOCATION The Santa Eulalia district has a production record approaching or exceeding 35 million tons of silver-lead-zinc ore from replacement bodies in limestone. In operation since the first years of the 17001s, production has been confined to two intensely mineralized areas separated by 2 km of barren limestone, the West Camp and the East Camp. Probably 50% has been mined since 1908, with over 90% from the West Camp. The West Camp, exploited through a vertical depth of 1945 m and now approaching exhaustion, is the subject of this paper. The district lies in the northern part of the Santa Eulalia Mountains in central Chihuahua in northern Mexico, 400 km south of El Paso, Texas, and 22 km southeast of Chihuahua City. Dominating the northern part of the range is the Cerro de Santa Eulalia, a broad rolling upland which contains the district's West and East Camps. The West Camp, on the west side of the range, centers around the village of Santo Domingo, which is 2 km northeast of the Real de Santa Eulalia (Fig. 1). REGIONAL GEOLOGY Thick-bedded middle Cretaceous limestones, probably Aurora, form the great bulk of the Cerro de Santa Eulalia. FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,400. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service. "It shall be within the discretion of the Board of Directors to establish a medal to be known as the Charles F. Rand Memorial Medal to be awarded at such a time and under such rules as may be determined by the Board of Directors, for Distinguished Achievement in Mining Administration." The establishment of this medal was announced at the annual meeting in February, 1932, the term "mining" being defined in its broad sense to include metallurgy and petroleum. THE submission of carefully prepared estimates of the oil reserves of the United States calls for no apology or explanation. In this country, petroleum is a rapidly wasting asset and an occasional appraisal of the amount remaining in the ground is a simple business procedure to safe-guard the general welfare and the prosperity of the republic. The rumored danger of failure, in the near future, of the foreign supply on which we depend in constantly increasing amounts makes the immediate review of our available reserves the more imperative. The Director of the U. S. Geological Survey, in March, 1921, requested the American Association of Petroleum Geologists to cooperate in the preparation of new estimates of the oil remaining in the ground. With the members of this cooperative committee, state geologists, regional geologists, consulting specialists, and geologists and engineers attached to many companies worked both independently and through sub-committees. The reports for districts, counties, fields, etc., after review by local or state committees, were discussed by the joint cooperative committee in conferences that, in some instances, were attended by the original compilers of estimates for the states or smaller areas. Finally the data were reviewed and the figures revised by the joint cooperative committee, so that the totals given in Table 1 represent the opinion of the committee, which was composed of F. W. DeWolf, W. E. Wrather, Roswell H. Johnson, Wallace A. Pratt, Alexander W. McCoy, Carl H. Beal, C. T. Lupton, G. C. Matson, K. C. Heald, W. T. Thom, Jr., A. E. Fath, Kirtley F. Mather, R. C. Moore, and David White, chairman.

T is unfortunate that the word "economics" has -¦¦ come to mean, in the minds of many people, a sort of half-baked mixture of New Deal philosophy and bookkeeping. It may mean anything from mine cost keeping to the theory of gold as a monetary standard. As applied to the industrial mineral industries as a whole it means to us an integrated study of all of the technical, geographical, market, financial, and other factors which determine whether or not a given enterprise has a sound chance of making a business success. Of course it is impossible to generalize too freely in this large group of industries which go to make up the nonmetallic minerals. This group includes such dissimilar products as crushed stone and ca- pacitor mica, phosphate rock and spinning fiber asbestos, roofing granules and potash salts, borate minerals and monumental granite. Yet in many respects their economic problems are similar and, at the same time, far different from those of the metals and of petroleum and coal. These basic differences are almost never recognized by people outside the industries and are rarely appreciated even by metal mining engineers. But in many instances these economic factors are fully as important as, if not more important than, technologic problems. It has been a long fight to get an intelligent and wide-spread appreciation of sound technology in the nonmetallic mineral industries. The importance of the economic side of the problem has yet to be widely understood and appreciated. The problem was outlined in considerable detail by one of the authors some 18 years ago in a long series of articles* and he has since prepared numerous talks

Of the many interesting geologic phenomena, perhaps those which have been the object of more speculation relate to the igneous intrusions which, in places, have a controlling influence on the accumulation of oil in commercial quantities, a relationship which has been tentatively explained by various observers with as many interestingly different views. The authors of the present paper aim to record, in the course of a general discussion of the various viewpoints, some additional data, and present further tentative conclusions with a view to rounding out an up-to-date summary of the subject. The greater part of the area in question lies in the State of Vera Cruz, only a northwest fraction being in the State of San Luis Potosi. Vera Cruz is bounded on the north by the State of Tamaulipas, the northernmost of the Mexican States along the Gulf. The topography of the States of Tamaulipas and Vera Cruz and of Texas and Louisiana to the north, is controlled by the Gulf coastal plain which in northern Vera Cruz has an average width of about 60 miles, the transitional topography between that of the rugged flanks of the Sierra and the lowlands of the coast being made up of a series of terraces and irregular hills and valleys.
