Samuel Hopkins, an 18th century inventor from Philadelphia, has been little noted nor long remembered by History, but it was he who on July 31, 1790, obtained what no other man can ever achieve -the first patent issued by the Government of the United States. Signed by President George Washington, the patent guaranteed to Hopkins the protection of the American Government for his "improvement, not known or used before, . . . in the making of Potash . . . by a new Apparatus and Process." The patent itself is no longer important, but it serves as a milestone in the development of an industry that is now rapidly moving to fulfill its role as a mineral to feed the world. Potash ranks as one of the oldest products of Man, having been used as a condiment by the habitants of Gaul a thousand years before Athens achieved its Golden Age of culture. By Hopkins' time, the uses of potash had changed considerably, going primarily into glass-making, tanning, soap, and explosives, yet the same sources and techniques of manufacturing potash used during the earlier 2000 years-that is, leaching of plant ashes in iron pots with water, followed by water evaporation and crystallization of the potassium salts-were still being used.

Low-grade ores can be designated by two main classifications: (1) simple low-grade ores, and (2) complex low-grade ores. As a rule the first type has a relatively small metal content, although low- grade iron ores contain a rather high percentage of metal. As the simple type is the one that is ordinarily in mind when the term "low-grade ore" is used, the paper will be devoted mainly to ores in this general category. Cheap treatment is the prime requirement in utilizing low-grade ores of the simple type, although in some cases the value of nonmetallic by-products, such as limestone for fer- tilizer and silica for flux, allows a little more lati- tude than in the usual situation. When the costs are divided under the three headings-mining, milling, and smelting-it is apparent that the last group will not constitute an important factor as a rule because the high concentrating ratio makes the smelting cost per ton of ore fairly low.

MAGNETITE mining and milling in New York, New Jersey and Pennsylvania continued to remain comparatively inactive during 1933, owing to the low rate of output of the steel industry and also to unrestricted importation of foreign ores. However, some improvement over conditions existing in 1932 was noticeable, particularly in New Jersey, where one plant, that of the Washington mine of the Alan Wood Mining Co., at Oxford, went on full production in August. At Lyon Mountain, N. Y., the Chateaugay Ore and Iron Co. resumed mining and milling operations in October, on a reduced scale, principally to provide employment during the winter months. The Chateaugay company produces a special low-phosphorus pig iron. During the year they obtained a contract to supply their product for use in the manufacture of the suspension cables of the New. Golden Gate Bridge.

IT IS impossible in this short sketch to give a detailed description of each part of the plant at Bethlehem, therefore, only such facts will be touched on as are necessary to give a general idea of the works. The extent of the plant, and the fact that the units making up the various departments are located in different parts of the works, make it impracticable to mention the departments in any regular order with regard to their location. They are, therefore, mentioned approximately in the order of their relation to each other with reference to their functions in the making of the various products.

The following very cordial letter, addressed to the President of the American Institute of Mining Engineers by the President of the graduates of the School of Mines of Saint-Etienne, will he deeply appreciated by all American engineers and will perhaps be of use to engineers going "Over There." Members are requested to communicate the substance of this letter to friends or acquaintances in France: Dear Mr. President: Now that the American armies are crossing the ocean to come to our side in the defence of the liberty of the world, and the intellectual elite of your great country is very ably cooperating with us in this supreme struggle, we ardently desire to give them a whole-hearted reception upon their arrival on the shores of France. BY this time almost everyone knows, in a general way, the corporate income distribution policies of the 1936 Revenue Act, and many of the practical problems arising there under. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

This paper presents a theory for estimating the rate of gravity drainage of a liquid out of a sand column. Account is taken of the variation in permeability to the liquid as the saturation in the upper part of the sand becomes less than 100 pct. The theory is confirmed by previously published experimental data. Introduction Petroleum engineers have expressed the need for 4 theory of gravity drainage. Brunner,' in particular, has pointed out that some type of mathematical theory is necessary to begin the application of laboratory data to field problems. Muskat and his associates2'3-4 have recently made contributions to the theory of gas-drive behavior and have indicated an intention to apply their methods to water-drive systems. No theory of gravity drainage rates has been developed, however, and it seems desirable to formulate one at this time. Differential Equations of Capillary Flow The flow of liquids in partially saturated porous media has been studied by many investigators.6-10 Richards6 presented derivations of fundamental differential equa- tions governing two-phase capillary flow; and used simplified forms of those equations in solving a steady-state problem. Muskat and Meres6 presented and used equations different from those of Richards. Their equations did not explicitly involve capillary pressure gradients; but included, on the other hand, terms expressing the effects of the evolution of gas from the liquid phase during flow. Leverett8 stated in 1940 that "previous work on the flow of fluid mixtures in porous solids [had] failed adequately to account for all of the three influences that cause motion of the fluids: capillarity, gravity, and impressed external pressure differentials." Leverett's basic equations, however, were specialized forms of the general equations of Richards,5 which had actually taken account of the three influences mentioned by Leverett, but had not been used in a problem involving all three. The fact is that our knowledge of capillary flow and our ability to express this knowledge in differential equations exceed our ability to solve the equations except in a few cases. General differential equations have usually been of little more than formal value. In solving practical problems, it has been necessary to develop specific equations, preserving terms that involved the factors important in those problems, and purposefully neglecting other terms that were not of predominating influence. This is the method followed here. It is believed that the solution of the particular problem and the scheme of the solution itself are new.

The University of Illinois, by Prof. H. H. Stock, professor of mining engineering, sent out to its mining students a long letter urging them to attend a Chicago meeting of the Institute. It stated that the University Council authorized the remission of the registration fee for sophomore, junior and senior mining engineers who would attend the meetings and present a written account of the sessions and excursions attended. Young engineers are rarely flushed at the beginning of their careers but if they ever expect to amount to anything at the end of 10-years-they are going to regret that they have not long been a member of the Insti-tute. So that the slogan "Do it now" is snore than particularly appli-cable in their cases and nothing will better indicate to them the scope of the Institute's work and the advantages which they are to get from mem-bership than attendance at one of the big meetings of the Institute and the preparation of a written report on the sessions and excursions attended to be returned to the University.

The Institute has prepared a list of Societies' publications, magazines, . etc., which were duplicates and were discarded at the time of the consolidation of the libraries of the three Founder Societies. These books will be disposed of about March 1, 1916 by the Board of Directors of the Institute through the Library Committee. FOREWORD-At the SME-AIME meeting in Las Vegas this year, the SME Publications Board and the MINING ENGINEERING Committee decided that a fitting way of celebrating the United States' bicentennial would be to publish an article in ME covering the great men in American mining. After some discussion as to the inclusion of financiers -men such as William Randolph Hearst, J. Pierpont Morgan, etc.-the group agreed that the feature should be restricted to the "nuts-and-bolt people," e.g., mining engineers, geologists, mineral processing engineers. Thus, from the AIME All Institute Honors roll and from the SME Awards list, the group chose these 11 historical figures: Herbert Hoover, Daniel C. Jackling, Henry Krumb, James Douglas, Rossiter W. Raymond, Hal W. Hardinge, Seeley W. Mudd, Erskine Ramsay, Howard N. Eavenson, Robert A. Richards, Arthur F. Taggart. What follows is an account of each of these great miners' achievements and the problems they faced, and an assessment by some of today's mining leaders of the challenges that lie ahead.

The review by Professor J. C. Jaeger (Chapter 1) briefly summarizes and discusses a select group of papers by various workers dealing primarily with aspects of fracture in brittle rock materials. Professor Jaeger's treatment is primarily concerned with the correlation of phenomenological and theoretical failure criteria with empirical results from short duration tests at ambient temperatures and generally at low lithostatic and interstitial fluid pressures. As engineering rock mechanics becomes more concerned with new techniques of mineral exploration and production at increasingly greater depths in the crust, it is well to be aware of the effect of the environment -that of the superposed stress field upon the lithostatic and interstitial fluid pressure, the temperature and the duration of the loading upon the failure of rocks either by fracture or flow. All results to be discussed here are from laboratory tests on small homogeneous samples, thus caution should be used in the direct extrapolation of these results to large inhomogeneous rock masses having quite different boundary conditions in the earth. The purpose of this supplement is to briefly point out the major effects of these parameters as examined singly, with all others held constant, and to cite some recent results which apply to the main theme on the brittle failure of rocks. The total stress field imposed upon a small volume of porous and permeable rock in the earth's crust may be thought of as the sum of an applied differential stress, plus a lithostatic pressure, plus an interstitial fluid pressure. The differential stress portion may be completely specified by nine components, six shear and three normal. Correlation between Metallography and Mechanical Testing By H F MOORE (Henry Marion Howe Memorial Lecture Trans, vol 120 11,000 words ) The lack of effective correlation between metallography and mechanical testing from the days of Reaumur to the present is noted, and two general problems of such cor¬relation are stated (1) the correlation of qualitative test results with quantitative, and (2) the correlation of average results with maximum or minimum results Some correlation has been achieved, notably in the field of heat-treatment and in the study of elastic strength of metals Correlation is in the process of being developed in several other fields, including the quantitative study of the effect of grain size of metal on mechanical properties, of grain size and type of crystalline structure on the sensitivity of metals to weakening at holes, notches and other "stress raisers," and in the study of the starting phases of spreading, "fatigue" cracks Correlation of mechanical test results and metallographic study is needed in the study of such problems as the various theories of failure of metals, the meaning of and tests for service ductility of metals, and the relative damaging effect of defects inherent in metals, such as minute cracks and segregation, as compared with the damaging effect of "imposed" stress raisers, such as screw threads, sharp shoulders, etc The neces¬sity for more correlation of metallography and mechanical testing during student days is emphasized, and also the need of a better understanding on the part of engi¬neers of the significance and limitations of metallographic apparatus and results and of X-ray diffraction This should be matched by a better understanding on the part of metallurgists of the significance and limitations of mechanical tests of metals, of testing machines and strain-measuring apparatus
