NAME AND OBJECT. SEC. 1. This Institute is incorporated under the Membership Corporations law of the State of New York ; its corporate name is American Institute of Mining Engineers; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely 1. Members ; 2. Honorary Members ; 3. Associates ; 4. Junior Members. All members shall be equally entitled to the privileges of membership, except¬ing that Honorary Members, Junior Members, and Members and Associates whose residences shall be outside of the United States, Mexico, and Canada shall not be entitled to vote. Members and Associates residing within the United States of America, Mexico, and Canada, and not in arrears for dues, shall be entitled to vote in person at the meetings of the Institute, or, as hereinafter provided for, by letter ballot. The following classes of persons shall be eligible for membership in the Institute, namely : as Members, all professional mining . engineers, geologists, metallurgists, or chemists, and all persons actively engaged in mining and metallurgical engineering, geology, or chemistry ; as Associates, all persons desirous of being connected with the Institute who in the opinion of the Board of Directors are suitable.

Low-grade ores can be designated by two main classifications: (1) simple low-grade ores, and (2) complex low-grade ores. As a rule the first type has a relatively small metal content, although low- grade iron ores contain a rather high percentage of metal. As the simple type is the one that is ordinarily in mind when the term "low-grade ore" is used, the paper will be devoted mainly to ores in this general category. Cheap treatment is the prime requirement in utilizing low-grade ores of the simple type, although in some cases the value of nonmetallic by-products, such as limestone for fer- tilizer and silica for flux, allows a little more lati- tude than in the usual situation. When the costs are divided under the three headings-mining, milling, and smelting-it is apparent that the last group will not constitute an important factor as a rule because the high concentrating ratio makes the smelting cost per ton of ore fairly low.

Samuel Hopkins, an 18th century inventor from Philadelphia, has been little noted nor long remembered by History, but it was he who on July 31, 1790, obtained what no other man can ever achieve -the first patent issued by the Government of the United States. Signed by President George Washington, the patent guaranteed to Hopkins the protection of the American Government for his "improvement, not known or used before, . . . in the making of Potash . . . by a new Apparatus and Process." The patent itself is no longer important, but it serves as a milestone in the development of an industry that is now rapidly moving to fulfill its role as a mineral to feed the world. Potash ranks as one of the oldest products of Man, having been used as a condiment by the habitants of Gaul a thousand years before Athens achieved its Golden Age of culture. By Hopkins' time, the uses of potash had changed considerably, going primarily into glass-making, tanning, soap, and explosives, yet the same sources and techniques of manufacturing potash used during the earlier 2000 years-that is, leaching of plant ashes in iron pots with water, followed by water evaporation and crystallization of the potassium salts-were still being used.

Noranda Mines, of Quebec, signed a contract for construction of a $20 million copper refinery at Gaspe, P.Q. The plant is expected to have a 65500-ton daily capacity for both concentrator and smelter. Extensive drilling. around Gaspe has revealed more than 65 million tons of 1 to 2 pct copper in several deposits. Cerro de Pasco Corp. has called a special stockholders meeting for August 19 to obtain permission to engage in the oil and natural. gas business, in addition to its present production of zinc, lead, copper, silver and other metals. St. Joseph Lead Co. recently entered the oil development field. The United States, Canada and Great Britain have agreed to establish a permanent organization to work on unification of engineering standards. General accord has been reached on drafting standards and practices, screw threads, fittings for gas cylinders, and fits and tolerances. Permanent committees will study these fields. Reconstruction Finance Corn approved the largest sum in its history. for a mining enterprise when it loaned $94 million to San Manuel Copper. Corp., of Pinal County, Ariz. The loan will be used to increase production of copper and molybdenum, in what was described as-the biggest copper deposits in the country. Three large gold mining concerns operating in the Philippines told the Philippine Wage Board that they would be forced to close if they had to boost miners' wages 500 to $2 per day. The companies are Mindanao Mother Lodes, Benguet Consolidated, and Balatoc Mining Co.

Distribution of hypogene iron oxides may be useful in prospecting the Montezuma district, central Colorado, for certain metals, some of which have not been mined or sought in the district. The depletion of accessory magnetite in fresh rocks of the Montezuma stock identifies sources of ore minerals for the pneumatolytic metals, locates probable areas of possible contact-pneumatolytic deposits, and, in the altered rocks of the stock, identifies rock through which hydrothermal ore fluids have passed. Specularite veins are located in structures through which pneumatolytic ore fluids have passed and thus indicate optimal areas for prospecting. The presence of unusual amounts of vicarious metals such as bismuth, mercury, tin, and tungsten serves to identify magnetite and specularite that were involved in the pnematolytic ore process.

MAGNETITE mining and milling in New York, New Jersey and Pennsylvania continued to remain comparatively inactive during 1933, owing to the low rate of output of the steel industry and also to unrestricted importation of foreign ores. However, some improvement over conditions existing in 1932 was noticeable, particularly in New Jersey, where one plant, that of the Washington mine of the Alan Wood Mining Co., at Oxford, went on full production in August. At Lyon Mountain, N. Y., the Chateaugay Ore and Iron Co. resumed mining and milling operations in October, on a reduced scale, principally to provide employment during the winter months. The Chateaugay company produces a special low-phosphorus pig iron. During the year they obtained a contract to supply their product for use in the manufacture of the suspension cables of the New. Golden Gate Bridge.

The extent of the plant, and the fact that the units making up the various departments are located in different parts of the works, make it impracticable to mention the departments in any regular order with regard to their location. They are, therefore, mentioned approximately in the order of their relation to each other with reference to their functions in the making of the various products.

The choice of a nonferrous metal or alloy for a given Application is frequently predicated upon a consideration of properties other than merely the capacity to withstand stress. When ability to withstand stress is the dominant engineering requisite of the material to be used, economic considerations seldom lead to the choice of nonferrous metals and alloys. In most instances where a nonferrous metal is used it is because of some special quality of either corrosion resistance, electrical properties, thermal properties, antifriction, or fabrication advantage that commends its application. The mechanical properties, as a rule, present an incidental engineering consideration entirely secondary to the special quality deciding its use. Indeed, great ingenuity has often been exhibited by engineers and metallurgists in overcoming the mechanical shortcomings of a nonferrous base material. in order to take advantage of some outstanding property. . With this thought in mind, we might better appreciate some of the problems in stress design. encountered with nonferrous metals and alloys pertinent to a symposium on their creep characteristics. Our considerations must necessarily be far from complete because of the broad range of materials in the nonferrous category for which creep properties assume a technical interest. Creep deformation of these metals can be subject for study at temperatures ranging from ambient to incandescent, depending upon which one is under consideration. Whereas the steel metallurgist thinks of creep as an essentially high-temperature engineering consideration, the same is not necessarily true in the field at hand. The diversity of the creep problems in the nonferrous field is perhaps accountable to some extent for its virginity as a symposium subject. Each research has necessarily been sponsored by some organization or group interested either in promoting the use of a certain nonferrous base or in obtaining data toward the solution of a mechanical difficulty encountered in applying a material indispensable for its special attributes. Perhaps as many techniques of creep testing have been used as there are base metals implied under "nonferrous." Some of the creep problems that have occasioned researches are associated with steam-pressure vessels such as tubes, drums, castings, and forgings of copper-base and nickel-base alloys, cable sheathings of lead and lead-base alloys, electrical transmission lines of copper and aluminum, engine parts die-cast from alloys based on zinc, aluminum, copper— soldered and brazed joints-—as well as numerous duties at extremely high temperatures met with alloys based on cobalt, nickel, tungsten, molybdenum, platinum, and other precious or semiprecious metals. Postwar technology will have the benefit of much creep research on nonferrous metals, which for reasons of security cannot be discussed on this occasion. Despite a long history of mining. Australia had no Commonwealth organization dealing specifically with the mineral industry until 1946, when the Australian Bureau of Mineral Resources, Geology and Geophysics was established. Once formed, this new organization quickly expanded to include a Mineral Economics Section, which was established in 1947. Australia's slowness to develop a Federal bureau for the mineral industry can best be explained in the light of her political history. From a group of British crown colonies, Australia evolved into six sovereign states which had no unified federal government until they formed the present Commonwealth in 1901.

There has been considerable discussion of late as to the best method of determining the silver-contents of sulphides of silver resulting from the leaching of silver-ores, and also as to the relative merits of the crucible- and the scorification-method for the determination of the silver-contents of ores. Owing to the great depression in the silver-market, these are questions of considerable importance, at the present time, to both the producer and the smelter and refiner. The rock and mineral analyst will be called upon to determine both the major and minor constituents in materials as varied as rocks, soil, sediments, concentrates and various liquids. These analyses will have interactions requiring extraction, matrix modification, and background correction. Analytical methodologies include classical gravimetric methods, such as fire assay, emission spectroscopy, X-ray fluorescence, atomic absorption, inductively coupled plasma, and neutron activation. With these capabilities the analyst can be called on to determine three-fourths of the elements in the periodic table. How can the earth scientist pick the method best suited for his particular sample?

BY this time almost everyone knows, in a general way, the corporate income distribution policies of the 1936 Revenue Act, and many of the practical problems arising there under. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.
