AN unusual interest in the question of orienting the young college man in the mineral industry was shown in a well-attended session* of the Engineering Education Committee on Monday afternoon. About seventy-five employers and educators of mining engineers were present and took part in the discussions.

Editors of engineering periodicals usually read the advertising pages. It may be hard' for some men, let alone engineers, to understand what value there is in reading "dry advertisements." Yet it is a fact that valuable suggestions have been obtained from these so-called "dry advertisements" which have been the means of securing greater efficiency in the performance of some undertaking and consequent saving of time and money. It seems to be an editorial practice to look to the advertisements for suggestions for the reading pages. It is a fact that some of the most appreciated descriptive articles were suggested by advertisements. Every undertaking is limited to that point where tools and machinery for its successful performance and completion may be purchased or manufactured. No work can he planned without having in mind such limitation, and the technical journals may be relied upon to furnish descriptions, both editorially and through the advertising pages, of methods and plant used in successfully performing various tasks. This being so, why should not the reader or subscriber to a magazine or periodical avail himself of such a fountain of knowledge? Such perusal proves of value to the up-to-date engineer or man occupying a -position. of responsibility where initiative is essential. Authorities agree that advertisements are on a par with technical articles for their educational value, and this Is as it should be. Also, most subscribers to a publication realize that a, successful advertising medium means a continuance of advertising patronage, which in turn enables the publisher to turn out a better and larger volume of reading matter.

The development of the Hauto power plant and the claims made by various engineers that electricity was more economical than steam for power purposes in and about the mines, led the Lehigh Coal and Navigation Co., in 1911, to conduct a test to ascertain the consumption of power used by a large steam hoisting engine. The question being one on which no reliable information could be found, and the opinion of various engineers differing to such an extent, it was decided that a test under actual operating conditions was necessary. This was arranged for at one of the collieries. The engine selected was 2 30 by 60-in. (76.2 by 152.4-cm.) piston-valve engine of modern type, and comparatively new. The boiler plant from which the hoist received its power was about 600 ft. (182 m.) from the engine, the latter being fed by a 10-in. (25.4-cm.) steam line insulated with magnesia pipe covering. Two batteries of the boiler plant, aggregating 1200 hp., were cut off and fed into a separate steam line leading direct to the hoist engine. Steam auxiliaries, consisting of feed-water pump and blowers, were fed by the boilers in test, and their consumption charged against the hoist. A barrel weighing device was installed, as it was felt that this would be the most accurate way of determining the consumption of water. The fuel, No. 3 buckwheat, was carefully weighed, and every precaution was taken to make the test accurate in every particular. The test was run for 1 week, or a total of 168 hr. A record was kept of the number of trips hoisted or lowered, and continuous indicator cards were taken. One particular set of cards was taken with the hoist operating balanced, and also with the hoist operating with no counterweight other than the empty cage, the coal in the car being weighed. The speed of the hoist was taken by means of a graphic recording instrument which registered the number of revolutions every 5 sec. From this record, speed-time curves were plotted.

FOR many years it has been the invariable custom of the Institute, in addition to its annual meeting in February, to hold a technical meeting in the fall in some mining or metallurgical center in the West. As the activities of the Institute have increased, and especially since the absorption 'of the American Institute of Metals, there have for a number of years been two fall meetings. Never before in the history of the Institute have there been three meetings in addition to the annual meeting in February; in 1920, however, three important fall meetings are to be held. The general Institute trip will be made this fall to the Lake Superior iron and copper country. Members will leave Buffalo on August 20 by steamer, visit the copper mines in and about Houghton, the iron mines of the Marquette and Iron Ranges of Michigan and the iron mines of the Mesabi Range in Minnesota, and' return to Buffalo by steamer on September 3. Technical sessions will be held at Houghton, Minneapolis and Duluth. For a long period it was customary for the Institute to visit the Lake Superior country about every seven years. This trip, however, will be the first visit since 1904. The unprecedented development in both copper and iron mining in this section during this period will make this trip of unusual importance. In addition, a notable series of papers will be presented.

THE activity and enthusiasm of pioneers still prevail among workers in applied geophysics1.- Within the year, new devices have .been tried out, instruments and technique have been improved and the methods of application to commercial problems have been increased in many ingenious ways. There is still great need for more skillful interpretation of results in terms of geology, but oil the whole geophysical prospecting is making encouraging progress toward finding its proper place and function in engineering and geological practice. Spectacular successes continue to be reported, particularly .from the Gulf Coast, where the race for salt domes has not slackened, and encouraging results have been giined elsewhere in the mapping of structures in the search for oil. In the mining field, however, it can hardly be claimed that the same measure of success has been obtained, for brilliant efforts worthy of wide recognition have been overshadowed to some eatent by the unfortunate outcome of surveys undertaken unwisely without recognition of the limitations of the work. Consequently, hopes were aroused that could not be fulfilled, and it must be admitted in an impartial survey that there are a few regions, chiefly in the far north, where the standing of geophysical prospecting is somewhat doubtful and where the course of public opinion regarding it shows a certain similarity to the history of the market during the past few months. Reliable work, however, is steadily going 011 and it can confidently be expected that the methods will eventually be regarded in many regions as an essential part of the technique of securing geologic data needed for intelligent exploration.

Nearly every mining and metallurgical engineer will recall his early experience and method of producing step- or stage-reduction in preparing ore-samples for assay, in which he employecl idea, step- or stage-reduction simply because it was a self-evident fact that it would be easier to break coarse ore with a hammer than it would be to roll it back and forth under the muller, and alter having reduced it to a size easy for a rubbing or bucking division he then placed it under the muller on the bucking-board and further reduced it in proportion to the physical energy he wished to expend, which was generally the minimum to produce results. After this step in our experience me seem to have ceased to consider stage-reduction as mechanicallg essential, probably because it did not apply to individual exertion. Moreover, me did not retain the mass under the muller until it was all reduced to pass the 80-mesh assay-oftice screen, but practiced further step-reduction by screening out the fine in order that it should not interfere with subsequent work, replacing the coarse for further reduction on the bucking-board. It was many years after the bucking-board stage of metallurgical practice that we mere brought to a full realization that there was a more economical method in applying the crushing forces usually employed in metallurgical work by taking advantage of this individual experience and applying it to mechanical ends. We have made some advance to this end in bringing out the conical ball-and-pebble mill—a device which fairly well automatically adjusts power to the results obtained, mechanically repeating the bucking-board experience. In the action of the conical mill, theory is evolved from practice, rather than practice from theory, as is commonly the case.

The art of crushing ores and other materials by means of rolls is a comparatively recent one. While the first record of rolls using iron crushing-surfaces dates hack to the year 1806, when they were employed in Cornwall, their principal developmcnt has taken place during the past 30 years. To Stephen R. Erom belongs the credit of the pioneer in introducing the belted high-speed roll, which has had its origin and a marked development in this country. His notable contrib'ution to the art was in the use of a single bed-plate or frame supporting the roll-shafts, and to which levers holding the mova, ble roll-bearings were pivoted. He also made use of steel tension-rods to support the crushing-strains, and of hammered-steel tires for the crushing-surfaces. These changes brought the design of crushing-rolls to a high level. Following closely thereon, about 1885, W. R. Eckart conceived the idea of the swivel or ball-and-socket support for the roll-shaft bearings. This is an excellent mechanical conception, especially for bearings held against a spring pressure, and while it may not be necessary for all types of rolls, yet it has been quite generally adopted by other roll-designers, and illustrates the refinement which roll-construction has now reached. Other engineers, as, for example, Argall, Vezin, Roger, and Sturtevant, to mention only a few among many, have also given the closest attention to the various details of rolls, such as the frame, springe, bearings, and shafts, and have developed many novel and original designs. Throughout the past 40 years we have been drawing inevitably closer to the conclusion that coal will be our chief source of energy. Our reserves of natural gas and petroleum, on which we depend, are dwindling. Knowing that we will soon reach our physically extractable limit of these energy sources. The US government has created many incentives to encourage energy companies to transfer technology and resources from natural gas and petroleum to coal. Such encouragement is stimulated through taxation methods. Coal mining engineers deal mainly with production, which involves planning and design throughout the acquisition, exploration, development, production, and reclamation of a mine. Though taxation is not one of the areas analyzed by the engineer, it should be considered and understood as it is involved in the mine life cycle. This paper will discuss coal taxation in the five stages of mining and will explore certain tax saving decisions.

Your organization and the members thereof are constantly thinking of Gays and means whereby greater efficiency may be developed. It is often said that this Nation has become great because of its almost up limited supply of raw materials at low production 'costs. This was undoubtedly true in the earlier years but today we face an entirely different situation. We have learned that nature has been very generous in supplying all parts of the world with ample resources of various kinds to meet the demands. This applies to practically all commodities but for the purposes of this discussion, we will limit our remarks to petroleum.

CADWALLADER EVANS JR. has long been a leading figure in the anthracite mining industry and one of Pennsylvania's prominent citizens. He is, in fact, a native son, having been horn in Pittsburgh on Sept. 17, 1880. At Lehigh, from which he graduated in 1901 with the degree of Mechanical Engineer, Tom Girdler was a classmate, and both were active in football affairs. Going hack to Pittsburgh, he got his first job as trouble shooter for the Oliver Iron & Steel Co. A year later he entered the coal industry, getting a job with the Blaine Coal Co. as inspector of construction and later was superintendent of the Blaine mine at Elizabeth. Pa.

THE Mineral Industry Education Division made the headlines when Columbia's President, Nicholas Murray Butler, welcomed it in a provocative address made before a record crowd of over 100 members attending the opening Sunday session in the Columbia Men's Faculty Club. Arthur F. Greaves- Walker, Chairman of the Division, who was presented by H. R. Hanley, told of the excellent job of war research being carried on in the colleges. E. A. Holbrook led a discussion on the unionization of engineers, stating that he had learned that professional engineers were being forced into unions by subprofessionals. Each spring most secondary schools select their best student science exhibits, prepared during the preceding academic year, and send them to regional "Science Fairs", which now number over 220. Winner-finalists of these regional contests are then sent to the annual National Science Fair, conducted by Science Service, a non- profit institution for the popularization of science, for final judging. (The Fair is now known as the "National Science Fair-International" because of participation by finalists from Japan, Thailand, Germany, France, Sweden and Canada.) For the first time since the Fair was started in 1950, AIME participated in the awards presentation. Held this year in Baltimore, Md., from May 5 to 9, five members of AIME's Washington, D.C., Section consented to represent the Institute as judges. They were: Marlin J. Ankeny-Director, Bureau of Mines, U.S. Department of the Interior. Kenneth N. Weaver-Director, Maryland Department of Geology, Mines, and Water Resources. William Harper-American Petroleum Institute. IN reviewing mineral industry education a year ago, occasion was taken to congratulate the Institute in general and to felicitate the Education Di- vision in particular on "the most gratifying growth which is taking place in Institute consciousness in regard to its responsibility for the recruitment and adequate training of student personnel and for the successful bridging of the difficult gap between graduation and achievement of professional status." Continuation of this growth of interest throughout 1939 is a recognition of the validity of the splendid statement of George Otis Smith that the mining students of today are the ore reserve of the Institute for the future. In this connection one recalls the equally apt expression of another distinguished geologist, George M. Fowler, who, speaking of exploration for ore deposits, says, "The place to look for elephants is where elephants have been found."

TYPES OF WET DUST COLLECTORS Basically, there are two types of wettype dust collectors. One is mechanical, incorporating pumps, motors, fans, sprays, filters, or flooded beds. These come in many forms, but their operating principle is basically the same. The screen or flooded bed is wetted by a series of sprays. Polluted air is drawn in through a fan; here the dust particles impinge on the screen and are flushed off into a settlement tank. The air then passes through spray eliminators to the atmosphere. A great deal of time and money has been spent developing this type of collector. In laboratory tests where clean water at constant pressure, air at constant volume, and dust at low but constant mass to volume were applied, these collectors gave high percentage dust collection efficiencies. Theoretically and technically, they are very good. In practice, however, under rugged mining conditions where there are no constants, and dust load, particle size, water pressure, and volume of air vary with time, their efficiency varies dramatically. Some of the most common problems are: 1. clogging of screens 2. blocking of nozzles 3. replacement. of damaged pump stators Any of the above result in loss of air flow and dust collection efficiency. Generally, there are so many mechanical moving parts, something is always breaking down. This type of collector is very expensive in parts and labor to maintain. The second type of dust collector, which I personally developed, with the help of the British National Coal Board of Great Britain, has none of the above mentioned problems and it works on a completely different principle. My collector, the Mark III Precipitaire Wet-Type Dust Collector, (an improved version of previously successful models) has no internal moving parts, no flooded beds, screens, spray nozzles, etc. It is highly efficient - 99.8% efficiency on total collected dust and 97% on respirable dust. The pressure drop through the collector is constant, hence, air flow remains constant. There is no maintenance expenditure, be it labor or parts. The only maintenance that there is, is desludging. This, of course, varies with the dust load. With a low dust load, desludqinq may only be required every 4 weeks, but this is a very simple operation that can be handled by unskilled men and it takes only a very short time. My collector is powered by a ventilation fan that is placed on the clean air side for a longer fan and motor life. Dust is extracted solely by water action. The collector's operating principle is: Dust laden air is drawn in along ducting into a tapered scrubber section, shaped to create a self-induced curtain of water. This action washes the dust particles from the air and the collected dust settles into the bottom of the tank. Cleaned air is then exhausted via a series of spray eliminators where it is completely dried and on into the atmosphere. These collectors have been sold in Great Britain, to the National Coal Board, and throughout Europe. They have been working very well for many years now. GENERAL APPLICATIONS Dust is very dangerous; silicosis and black lung kill and disable many workers each year. Many of the mine explosions can be attributed to coal dust. By the use and application of dust collectors, these deaths and disasters can be avoided. There really is no excuse. However good and efficient a dust collector may be, it's positioning and installation arrangement is critical. The collector may remove 99% of dust supplied to it, but it takes the skill and experience of a dust control engineer to design and fit ducting, hoods, etc. to remove polluted air at source and deliver it to the collector. In some cases this is very simple; in the case of longwall machines, it is very difficult. In general, dust collectors should be used to collect dust at every point of dust generation. I have noted a great reliance on dilution as a means of dust control. I personally think this is a dangerous and unreliable method. As mines become deeper and the use of larger and more productive equipment becomes more common, reliance on dilution will be impossible and dust collectors will be essential.

(San Francisco Meeting, September, 1915) THE theory of elasticity, the science of the strength of materials, and all our calculations regarding engineering structures are based on Hooke's law, that in loaded bodies the deformations are, proportional to the load producing them. Without this law it would be impossible to design intelligently engineering structures such as bridges, frames, axles, etc. This being the case, the proportional limit,1 that is, the point at which deformation ceases to be proportional to load, is the most important factor in engineering design. Further, the working fiber stress should be fixed in reference to the proportional limit instead of, as is usual, in reference to the ultimate strength. The incorrect use of the ultimate strength instead of the proportional limit in setting the working fiber stress is probably clue to two reasons: (1) it is a more delicate operation to measure the proportional limit; (2) it is usually -assumed, though incorrectly, that the proportional limit is determined by the ultimate -strength. In Germany the point at which permanent set first appears is often taken instead of the proportional limit. The two points will coincide if Gerstner's law, that elastic deformations are proportional to the loads producing them both before and after permanent set, is true; and the limit of proportionality and the elastic limit or point of permanent set will both 'be represented on a stress-strain diagram, by the point at which the line ceases to be a straight line and becomes curved-or changes its inclination. It is to be further noted that the difference in definition between proportional limit and elastic limit introduces a difference in methods of determination in the testing laboratory. T HE Mid-Continent Section of the Petroleum Division met on Mar. 11 in the engineer's room of the Tulsa Building, Tulsa, Okla., for the purpose of reviewing the papers presented at the annual meeting in New York. L. G. E. Pignell, chairman and delegate to New York for the Mid-Continent Section, read a brief report giving the outstanding features of the various papers that were presented. He expressed regret that more members of the Division could not be present in New York to hear the interesting papers and discussions. It was his opinion that the various remedies presented for overproduction seemed rather theoretical and impractical and he recommended that the engineers come to the aid of some of the economists in giving more practical consideration to the overproduction problem.
