An extensive program of investigation is being carried out at Lehigh University in the study of arcs and arc welds of high-purity iron1, sponsored by the Engineering Foundation. The part of that program reported in the present paper deals with welds made of high-purity iron in an argon atmosphere and for comparison with them welds made of the same iron in ordinary air. Welds of commercial steel also were made in argon and in air. The primary purpose of the study is to discover the basic physical constants of iron welds when not contaminated either by impurities in the iron or by the action of oxygen and nitrogen of the air during welding. Upon these constants can be founded such future studies as will determine what effects the various impurities and alloy elements present in steel have upon its welding characteristics, and what influence is exerted by the action of oxygen and nitrogen. The welding of steel involves such a multitude of variables, both of composition and of procedure, that development in the fabrication of this most important metal has necessarily been slow, wasteful, and in many instances discouraging. In the present investigation, the simplest possible condition has been selected; namely, iron practically free from contamination and a nonparticipating atmosphere, the inert gas argon. This simplification reduces the number of variables to a point where more rigid control of the system is possible. Although this study is significant for the contributions it makes to the science of steel fabrication, yet it is hoped that it will not be without value also in increasing knowledge of the. nature and behavior of iron and steel in general. From the standpoint of open-hearth practice, and to some extent from the standpoint of electric-furnace practice also, the conditions of melting and casting iron in this investigation are extraordinary. MINERAL Economics is the most recent profession to be recognized as a separate division of the mineral industries. It has originated from the increasing awareness of the importance of the economic aspects of industries concerned with discovery, extraction, and utilization of minerals. It is concerned with the interrelated fields of economics and technology. The individual trained in economics alone cannot qualify. The curriculum in the School of Mineral Industries at The Pennsylvania State College was approved in May 1946, and enrollment begun in September of that year. Due to the transfer of advanced students from other courses, particularly metallurgy and electrical engineering, it was possible to graduate the first seniors in June 1947. The next class was graduated in February 1948. From experience derived from placing these graduates in industry, and from information supplied by prospective employers, valuable data have been obtained in the organization and operation of the course of study.

In 1924, the United States Public Health Service was requested to undertake a special study of stream pollution. The Public Health Service asked the United States Bureau of Mines to take up the study because the training and experience of the personnel of the former was considered not to be as well suited to this type of investigation as that of the Bureau of Mines. Under H. Foster Bain, then Director of the Bureau, field investigations were begun in the spring of 1925. Along with mine-drainage wastes, the problem of gas-house and coke-oven waste was investigated in the laboratory and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau Experiment Stations, on a trip to Germany in 1924. He saw a practical application of the process, but obtained no information as to definite chemical or mechanical processes. Because of the then pending American patent applications by the German firm, we made no attempt to develop our findings further. Shortly afterward, a similar method of treatment was developed in the United States,' and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage. Scope of Work There was such a diversity of opinion at the time this work was begun, on the whole subject and apparently so little accurately known, that it was decided to undertake a basic study from which first, certain definite information might be evident, and second, what might be considered

Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity-clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

TWENTY-FIVE years ago no distinction was made between water wells and oil wells except in the nature of the fluid produced. Water wells usually showed no decline in their rate of production; when oil wells showed decline something in the manner of handling them was considered wrong. Both water and oil were believed to be subject to the same physical laws in their underground movement toward the wells. Today a sharp distinction is made between them. Whereas water exists alone in the porous formations at depth, oil is usually accompanied by gas. This mixture does not behave as a liquid alone. It is a frothy, seething mass of foam which approaches and enters the wells. Different physical laws come into play. Twenty-five years ago attention was directed entirely to the well itself; today the well is accepted as a mere hole in the ground, a hole to be equipped properly for efficient service, yet without any value whatever unless it is backed up by a sufficiently prolific reservoir. Then, we were concerned with wells alone, 3000 ft. in depth; now commercial wells and their reservoirs are 10.000 ft. deep. Petroleum engineering concepts have necessarily therefore undergone a change in this last quarter century. What are they today?

A HIGHLY successful joint conference on coal-mine transportation was held at Pittsburgh on Oct. 20 by the Pittsburgh Section of the American Insti-tute of Mining and Metallurgical Engineers and Mining Section of the Engineers' Society of Western Pennsyl-vania. C. E. Lesher, executive vice-president of the Pittsburgh Coal Co., presided over 215 members and others in the morning and Graham Bright, sales en-gineer with the Mine Safety Appliances Co., presided over about 180 in the afternoon. There were four prepared papers and much discussion, as well as a good luncheon between the sessions. Mechanical loading in the Pittsburgh district was discussed by L. E. Young, production vice-president of the Pittsburgh Coal Co. More companies in this district are using loading machines, more types of machines are being tried, and more coal is being mined by them than heretofore. The draw-slate above the Pittsburgh seam is the main problem; but devices for supporting and moving draw-slate are being tested. Except in two mines, the slate is being taken down. The fundamentals of the machines are similar, but the electrical drive and other parts have been improved. The problem is to recover or move as much coal as possible without hand labor. Methods of cleaning coal must be improved to meet the new methods of loading. The Pittsburgh Coal Co. has ten Joy machines and others are under order, a Myers-Whaley machine, Jeffrey conveyors, and Eichoff conveyors. The last mentioned are used in entries and other conveyors in rooms. At Montour No. 10 mine, one Joy machine is worked in rooms and one in entries.

The potential of uirought tungsten- and tantaluw-rich alloys of the W-Ta-Mo-Cb system was investigated for high-strength structural applications above 2500° F. Appreciable strengthening of tung-sten and tantalum—essentially attributable to solid-solzction effects—was obtained with binary, ternary, and quaternary alloys. Tensile strengths as high as 67,000 psi were achieved at 3000 OF. ThE quest for wrought structural materials which possess good strength properties at temperatures above 2000°F has led to a considerable research effort during the past decade. In addition to exploring the potential of various high-melting-point refractory metals (such as molybdenum, columbium, tantalum, and tungsten) for very high-temperature structural applications, alloy-development programs have been undertaken to achieve greater strengths than could be achieved with unalloyed refractory metals. The methods of strengthening refractory metal alloys have included both solid-solution and dispersion strengthening. General relationships among the relevant properties (melting point, recrystallization temperature, and high-temperature strength) of refractory metals indicate that the highest strengths at temperatures of 2500°F or higher would be obtained with tungsten-or tantalum-base alloys. Therefore, the present investigation was undertaken to determine the high-temperature strength potential of solid-solution strengthened alloys based on the binary system W-Ta; to effect further strengthening, minor additions of molybdenum and columbium (at the 6 and 12 pct levels) were made. The portion of the W-Ta-Mo-Cb quaternary alloy system of interest is shown schematically in Fig. 1. The component metals—W, Ta, Mo, and Cb—have a bcc structure at all temperatures, and their binary systems are mutually completely soluble.' Complete solid solubility in the W-Ta-Mo and W-Ta-Cb alloy systems has been demonstrated,' and, therefore, it was expected that the quarternary alloys of the system would also exhibit complete solid solubility at all temperatures. In the virtual absence of contamination by interstitial elements, all the alloys would be truly solid-solution strengthened. Twenty specific compositions of this investigation included binary, ternary, and quaternary alloys of the W-Ta-Mo-Cb system as well as unalloyed tungsten and tantalum. The compositions are shown in Table I. EXPERIMENTAL PROCEDURE Consumable-electrode vacuum-arc melting with ac power was used to produce small laboratory-sized, cylindrically shaped ingots (1-1/4 in. in diameter and 2 to 3-1/2 in. long) of the twenty compositions. A furnace was specially constructed to melt as many as four electrode rods simultaneously into molds lined with tungsten or tantalum sheet. High-purity rods of tungsten, tantalum, molybdenum, and columbium were used for consumable electrodes; the diameter of each rod was determined by the desired weight percentage of the component metal in a given alloy. Uniquely colored, thin-bedded quartzite is quarried between Crossville and Crab Orchard in Cumberland County, Tenn. It is produced in all sizes up to the limits of transportation from beds usually ranging in thickness from less than 1/2 in. to 6 in. The stone is very resistant to wear and weathering and is marketed throughout the country for many different purposes in exterior and interior construction. The annual production exceeds 36,000 tons, valued at nearly $1,000,000.

J.-I think it may be of interest in respect to the information we have received in regard to the danger of machinery in mining operations, to state that in the particular type of metal miming which the New Jersey Zinc Co. is doing at Franklin, during the past year, although there have been other accidents, that method of miming was free from any accident due to machinery underground. It may give a different light as to the relative degree of the importance of machinery as varying with different types of mining. ARTHUR WILLIAMS, New York, N. Y.-Mr. Kneeland's able presentation of this paper, it seems to me, bears out the suggestion which has been so frequently made that in this country we have a new profession, that of the safety expert or safety engineer, which calling, if properly carried out, would include also questions of sanitation. While Mr. Kneeland was speaking, it occurred to me that perhaps any one, however experi-enced he might be in mining generally, would pass through these mine shafts and these operating rooms, and the things which might cause accidents, which would cause accidents if the right conditions were to occur, would pass by entirely unnoticed by him, but when the safety expert goes into these places he sees these things which he immedi-ately recognizes as being spots of danger and provides means for their elimination.

I HAVE chosen for my subject a mining district which in an article published four years ago I referred to in the following words: "One of the un- usual anomalies of mining development and history is that a district having added thirty or more millions of wealth to a principal mining state, situated within four to six miles of two transcontinental railways and two auto highways, and within 150 miles of the most widely advertised part of the United States, should have been so completely lost sight of that probably not one mining man in ten can tell offhand where it is situated." But this district never was a dead one: it was only slumbering. During the past four months, day by day, it has been emerging from that state of slumber.

The purpose of this article is not only to describe the plant and method of cyaniding the Treadwell concentrates, but to present some of the results of the experimental work obtained in the past three years for the Alaska-Treadwell Qold Mining Co., at Douglas Island, Alaska, under the direction of F. W. Bradley, Consulting Engineer, and Robert A. Kinzie, General Superintendent, of the affiliated companies. At the time the experimental work was undertaken the concentrates were being shipped to the smeltery at Tacoma, Wash., and the cost for treatment of 3-oz. THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. A cyanide leaching process developed at Michigan Technological University was tested in a 12 to 24 tpd pilot plant. Flowsheet layout and equipment are described. Cyclic operation of leaching, copper precipitation by acidification, and regeneration of the cyanide leaching solution are discussed. Copper extraction and reagent consumption were as predicted by laboratory tests, and the process was proven to be technically feasible. The White Pine Copper Co., a wholly-owned subsidiary of the Copper Range Co., produces copper in the Upper Peninsula of Michigan. Production in 1965 amounted to 138 million pounds of metal. An expansion program now under way will increase this by approximately one half. The highly mechanized room and pillar mine produces 18,000 tons of ore per day, which is treated in a flotation plant. The concentrate is smelted in a reverberatory furnace, the matte is blown in converters to blister copper, and the blister copper is further refined to a uniformly high-quality Lake copper, which is 100% conductive and has a silver content of 25 to 40 oz per ton. The run of the mine ore averages 22.5 lbs of copper per ton with the ore mineral occurring in the form of chalcocite. The nature of the mineralization is such that the sand tailings average a little over 4 lbs of copper per ton. Intensive research has improved copper recovery in the flotation operation to some extent, but at the scale of present operation about 12,000 tons of sands containing over 48,000 lbs of copper go to the tailings pond daily. When the plant expansion is completed, the loss of copper will be somewhat greater. In 1959, the White Pine Copper CO, initiated a study of the recovery of copper in the sand tailings. Inasmuch as the flotation operation was considered to be optimized, a logical approach seemed to be leaching. For various reasons ammonia, ferric chloride, acid, and biological leaching were ruled out as impracticable. This led to a consideration of cyanide leach-

THAT a distressing explosion of some magnitude did not take place in the Berry No. 3 mine of the Ford Collieries Co. recently was solely because no source of ignition was present when the stage was set for such an occurrence. The mines of this company, which are in West Deer Township, Allegheny' County, Pa., have been operating in the double or thick Freeport seam since 1.909. During this entire period they have been classed as gaseous by the Pennsylvania Department of Mines, and some gas has been encountered from time to time almost entirely however in development work in the vicinity of clay veins or wants-and never to my knowledge on gobs or in rib work.

UNDER the auspices of the Geophysical Committee of Michigan College of Mining and Technology, an investigation was made in Michigan's Upper Peninsula to obtain geophysical data" related to the regional subsurface geology in the area covered by Paleozoic sediments. The area surveyed includes that portion of the Upper Peninsula which lies between R18W to R26W and T41N and T49N, covering approximately 1300 square miles. On the index map, Fig. 1, it is represented by the cross-hatched zone west of Munising. Four of the five sites of detailed investigation are indicated by the letters A, B, C, and D. A detailed gravity and magnetic survey had previously been conducted by J. G. Wilsonz near Perkins, 8 miles north of Rapid River, on a local anomalous area. Results of his work, which showed a large positive magnetic anomaly associated with a gravity anomaly, aroused interest in the possible economic significance of the formations underlying the Paleozoic sediments in this part of the Upper Peninsula. Early in the 1900's the Michigan Geological Survey, as well as many private companies, had done a considerable amount of dip needle work near the southwest corner of the area discussed in this paper. Most of the information available to the writer was obtained from indicated magnetic anomalies on the geological map of the northern peninsula of Michigan. Results of the geophysical activities of mining companies in the vicinity of the Marquette range and Gwinn district were unavailable to the author. Physiography and Geography: The region under consideration has low to moderate relief. About half the area is comprised of swampy lowlands, and because of the swamps and forests much of the land is almost inaccessible. The major drainage system is dendritic, with streams flowing into Lake Michigan on the south and Lake Superior on the north. The general geology, shown in Fig. 2, indicates an overlay of Paleozoic sediments on pre-Cambrian formations along a line running approximately south from Marquette (not shown on the geological map). Actual contact between pre-Cambrian and Paleozoic sediments is not known because most of the area is covered with glacial till, and outcrops are very scarce. Exposures of the Paleozoic sediments show that these beds in the northern areas dip gently under Lake Superior and that in the southern areas they 'dip gently to the southeast. Outcroppings of the pre-Cambrian formations occur primarily to the west of the surveyed area except in the northwest corner where the Laurentian series outcrop as far east as the Gwinn district and also in T46N, R24W. Instrumentation: Gravity measurements were made with the Worden portable gravity meter. Since this was chiefly a reconnaissance regional survey, both the large and small dials were used. The instrument used had a constant of 0.0035 milligals per scale division, a working range of about 25 milligals.

INTRODUCTION Economists have long expressed suspicion of the economic theory of natural resource exhaustion, even in writing articles which have contributed to it (1). Indeed, the gap which separates the pure theory from practical management seems unusually wide. It is doubtful whether a mine manager could possibly know enough about the relevant parameters of his mine to steer it along the optimal paths described by the theorists (2). Nevertheless, enough faith in the theory remains that mine managers are suspected of being a separate breed whose behavior must be studied in special courses using specialized text-books, collections of readings, and journals (3). The implied hypothesis, that mines and natural resource firms are managed differently than other firms, is the subject of this paper. In the next section the theory is developed and analyzed. In section III, I discuss the implications of the statistical results that have been obtained. Finally, conclusions are reserved for section IV. THE MODEL A key difference between the traditional theory of natural resource production and that of other forms lies in the set of variables which ire assumed to jointly determine the quantity of output the firm will produce. THE number of rare or uncommon elements in use in the electrical industry nowadays is large, their application having come about through investigational work in industrial search laboratories and ' educational institutions. Such elements, together with those whose properties are more generally known, constitute Nature's gift to mankind and make possible the intricate devices which further our modern civilization. The' quality of raiaity is one of degree, and obviously depends largely on one's point of view. From the standpoint of quantity measured in the customary units of weight and volume, the amounts of many of the elements required are extremely small, but from the of view of performing some particular function or .other in a manner more satisfactory or cheaply than can be accomplished by any other sub- stance, the use in question may be extremely important.

On July 15, 16, and 17, 1918, through the good offices of Secretary Stoughton, and the courtesy of War Department officials, Columbia Section was able to secure a series of moving pictures which were presented under the auspices of the Spokane Engineering and Technical Association.. The title was "The Way Out," representing the activities of individuals who had lost an arm, a leg, or both, yet whose apparent misfortunes were made the stepping stones to advancement in various human activities. The exhibitions were given at Natatorium Park in the evening, each of the three performances being attended by 1000 per-sons. Later the films were shipped to Kellogg, Idaho, where they were shown in the principal playhouse one evening to a full house. On July 31, 1918, the Columbia Section participated in the luncheon and other entertainment in honor of Alfred D. Flinn, Secretary of the Engineering Council, who made a trip through the country to meet different classes of engineers, members of the National Societies, for whom he had a message. The entertainment was under the auspices of the Spokane Engineering and Technical Association, Mr. Peter Mogensen presiding. The luncheon was held in the Elizabethan Room, Davenport Hotel, at noon, 35 engineers being present, of whom about one-third were our members.
