INTRODUCTION Organizations that regularly use project management services will almost certainly have their own views on the preferred systems and procedures. This chapter, therefore, describes Project Management for the personnel of groups not familiar on a regular basis with project management and deals with the basic questions that these groups can be expected to ask, such as: - What is project management? - Why is it needed? Project Management is the planning, implementation and monitoring of the Engineering, Procurement and Construction activities that are necessary to complete the project in the most economic manner. In the case of a crushing and grinding plant, completing the project would mean bringing it into full operat ion. Engineering is the design work for the purpose of producing drawings and technical specifications for Construction together with technical specifications and quantities for Procurement. Procurement is the arranging of con- tracts so that equipment, material and labour are brought as required to the construction site. Construction covers the on-site activities that bring together the components of Engineering and Procurement so as to arrive at a finished plant. Need & Cost Benefits Project Management systems are needed to allow progress and expenditures to be monitored so that any significant deviations from the plan can be identified and the appropriate corrective action taken. In this way, Project Management is able to give continual updated answers to the Owners broad questions. - What am I getting? - What will it cost? - When will it be ready? The need for Project Management is not always immediately apparent, a common belief being that the existence of the three components -Mining Company - Equipment Supplier - Construction Company - is sufficient to get the job done without a formal project management group. AS PREVIOUSLY announced, the semi-centennial meeting of the Institute is to be held at Wilkes-Barre, Pa., on Sept. 12, 13, 14, and 15. An interesting program of technical sessions and excursions is now being prepared by the Local Committee. At the time of going to press the program had not been completed in sufficient detail to permit its being pub¬lished in this number. The detailed program will be published in the September MINING AND METALLURGY, which will be printed in time to be distributed before the Wilkes-Barre Meeting. It may be said in advance, however, that the Com¬mittee has progressed so far in its work that we are assured of one of the -most notable meetings the Insti¬tute has held and that members will miss a rare .treat if they do not attend. The many trips and excursions, as well as the banquet, will be -given to the members as a compliment from the members of the Local Com¬mittee. . . The paper by Howard Eavenson on the Lynch Plant of -the United States Coal and Coke Co. will be illustrated by lantern slides and moving pictures. One of the most appropriate discussions will be that opened by Prof. J. F. Kemp on the Stratigraphy of the Anthracite Region; this also will be amply illustrated.

In order to more accurately predict longwall surface subsidence over the Pittsburgh No. 8 Coal in Eastern Ohio, North American Coal Corporation's Quarto Mining Company undertook or participated in several subsidence studies. Due to the changing roof geology and rapid variations in the amount of cover two separate areas were investigated at two different mines to determine the subsidence response if any to these changes. Data generated from these studies were compared with NCB derived,data for accuracy and then used to predict subsidence under houses, gas lines and other critical man made structures. The following report summarizes the results of these studies as well as the subsidence case histories of gas lines, transmission towers, houses and water wells. Problems that were encountered during both phases of this process (investigation and subsequent application) are also included.

This paper deals with an investigation of the use of steam filtration for filter cake dewatering and shows that it may be applied on a practical scale. The advent of larger quantities of minus 1/4 in. coal in the raw feed to the preparation plant and the necessity of recovering this material has made the problem of meeting product moisture specifications more difficult. For a number of years thermal dryers have been used advantageously as a means of reducing fine coal moisture content where the over-all economics would justify such an installation. However, these units are not without their drawbacks because of high capital and operating costs, safety hazards and possible degradation of the product, and thus an alternative method of moisture reduction is highly desirable. After the various mechanical variables associated with filtration have been optimized, an examination of theory shows that surface tension and liquid viscosity are the only two remaining variables which might be altered to reduce moisture content. A lowering of the surface tension within the limits of normal wetting agent dosage results in a rather insignificant decrease in cake moisture content. Not until the dosage is increased to a point well beyond this limit is there an appreciable decrease in moisture. At these high dosage levels, interfacial tension is a major factor contributing to the appreciable moisture reduction obtained. Since no suitable method has been developed to recover and recycle this wetting agent, this phenomena is not of practical significance. On the other hand, a reduction in liquid viscosity has a pronounced effect on cake moisture. While it is readily apparent that one method of reducing liquid viscosity is to heat the entire feed slurry, it is equally apparent that this would not be an economic approach except, perhaps, in certain isolated cases. It does, however, suggest that water circuits should be designed to conserve heat as much as possible and to make use of any waste heat that may be available. The use of hot air as a heat carrying medium for drying porous materials on a filter has been practiced for many years. However, this method is restricted to materials with a high air rate in the order of 100 cfm/ ft2 because of the low heat release per unit weight of air passing through the cake. The normal fine coal filter cake has an air porosity far too low to make this a practical approach. Various types of radiant heating devices have been investigated and can significantly lower moisture content at reasonable thermal efficiency. However,

An ideal theoretical model of a naturally fractured reservoir with a uniform fracture distribution, motivated by an earlier model by Warren and Root, has been developed. This model consists of a finite circular reservoir with a centrally located well and two distinct porous regions, referred to as matrix and fracture, respectively. The matrix has high storage, but low flow capacity; the fracture has low storage, but high flow capacity. The flow in the entire reservoir is unsteady state. The results of this study are compared with the results of the earlier models, and it has been concluded that major conclusions of Warren and Root are quite substantial. Furthermore, an attempt has been made to study critically other analytical methods reported in the literature. In general, it may be concluded that the analysis of a naturally fractured reservoir from pressure transient data relies considerably on the degree and the type of heterogeneity of the system; the testing procedure and test facilities are sometimes as important. Nevertheless, under favorable conditions, one should be able to calculate in-situ characteristics of the matrix-fracture system, such as pore-volume ratio, over-all capacity of the formation, total storage capacity of the porous matrix, and some measure of matrix permeability. INTRODUCTION The analysis of flow and buildup tests for obtaining in-situ characteristics of oil and gas reservoirs has received considerable attention in the past decade. Most of the available techniques result in reliable conclusions in macroscopically homogeneous reservoirs or in the homogeneous reservoirs with only certain types of induced and/or inherent heterogeneity (such as wellbore damage, etc.). In general, the greater the degree of heterogeneity, the less the reliability of the information deduced from the pressure transient data. A commonly encountered heterogeneous system is a naturally fractured reservoir where two types of distinct porosities occur in the same formation. The region containing finer pores may have high storage and low flow capacities. This is called the matrix. The remaining region may have high flow capacity with low storage. The latter region is generally the set of interconnecting fractures and fissures of the rock, and for this reason it is called the fracture. Ordinarily, we wish to obtain the permeability and porosity of each region and perhaps the frequency of the fracture distribution in a reservoir. Such information is necessary for reservoir engineering. Other information, such as wellbore damage, will be useful in evaluating possible remedial work for such fields. Few authors have suggested theories to aid in calculating the in-situ characteristics of a naturally fractured reservoir similar to what we have described above. Pollardl suggested that a naturally fractured reservoir contained three distinct regions: a damaged or an improved region surrounding the wellbore, and the two remaining regions the same as described earlier. He suggested that the flow was taking place from the tight matrix into the highly conductive fractures, then into the we wllbore region and finally into the well column. He concluded that the average pressure buildup in each of these distinct regions can be expressed approximately in terms of an exponential decay function of time. He also hypothesized that the decay coefficients for each of these functions were significantly different from each other; consequently, each of these functions became dominant in turn, in the process of pressure buildup. Thus, by a proper graphic plot of the logarithm of wellbore pressure differences vs buildup time, each of these functions could be determined (see Fig. 1). THE tensile properties of steels at elevated temperatures have been studied by numerous investigators,1 primarily for the purpose of determining their suitability for structural uses. Tests with this objective have been confined largely to the temperature range of approximately 20° to 500° C., because of the rapidly decreasing tensile strength at the latter temperature. Tests have also been extended to higher temperatures for the purpose of determining the most suitable forging range. This temperature range is also of theoretical interest. The phenomenon of increased tensile strength and decreased ductility in the so-called "blue-heat" range, approximately 200° to 300° C., is well known. It was suggested to the Bureau early in 1926 that a study of the properties of rail steels in this temperature range might prove of interest in relation to the studies of transverse-fissure failures in rails. There were available from another investigation3 several new rails from several different heats made to approximately the same specification requirements, the complete manufacturing histories of which were known. It was decided to determine, at least in the preliminary series of tests, only the ultimate tensile strength, elongation and reduction of area, because of the difficulty, time and cost involved in determining the proportional limit and yield point at elevated temperatures.

The demands for increased productivity on the 1967 coal industry have generated new operating trends and fresh approaches to old methods, which have enabled the industry to keep pace with the expanding economy. Changes, while not radical in concept or design, have been plentiful and are marked by the refinement of the already tried, tested and proven. Perhaps not since World War II have there been demands on equipment manufacturers to design and deliver such diversified types of machines as those required by the industry in the past year. Equipment developments-following a plan which calls for higher productivity, lower maintenance costs and greater machine availability- have tended more toward increased horsepower and heavier, more rugged equipment. Electrical and mechanical components, designed in many instances with maximum reliability rather than initial costs as the main criterion, have contributed to the improvements in over-all performance. High-strength, specialty steels are finding use in a wide range of equipment applications. The horsepower capacity of electric motors being installed is more frequently being rated on a continuous basis rather than the former one hr or less and, as a result, fewer failures now occur because of overloading. These developments reflect the pyramiding cost of equipment down-time and represent definitive progress in reducing the magnitude of the problem.

MISSOURI's famous lead area, in what is known as Southeast Missouri, is locally termed the "Lead Belt." These deposits are in the Bonne Terre dolomite of late Cambrian age which has a thickness of nearly 400 ft. Underlying this is the La Motte sandstone which varies in thickness from 0 to 400 ft. The La Motte beds are deposited directly on the ancient erosion surface of Pre-Cambrian porphyries and granites of probably Algonkian age. The buried igneous peaks extend up into the Bonne Terre in several areas within the Lead Belt. Overlying the Bonne Terre are shales and siliceous dolomites of late Cambrian and early Ordovician age. Within the Lead Belt these have a thickness of from 0 to 500 ft. CRITICAL analyses of the work expended in producing oil by the utilization of gas energy have appeared in the publications of Shaw,1 Pierce and Lewis,2 and Herold,3 authors who have ably discussed the factors which must be taken into consideration in comparing energy consumed per barrel in various wells which are flowed by means of gas-lift. However, two distinct phases of oil production are concerned with the ratio of gas energy consumed to oil produced. One of these phases is the gas-lift, which utilizes the differential gas pressures for the purpose of flowing oil, whether these pressures be natural reservoir pressures or be induced by artificial compression of gas or air. The other phase has to do with prorating oil production in pools which are operated either as units, or are subject to such restrictions as those imposed at Oklahoma City by the Corporation Commission, or, by similar controlling groups in other fields. An abundance of literature is available relative to the problems of flowing wells by gas-lift, but the first suggestion that the energy of the gas within the oil and gas pool might serve as a basis for proration, appeared in the timely article by McWilliams.4 Much of the. dissatisfaction with proration in certain fields is because some operators feel that besides the hazard to the wells which accompanies the test, the method of allocating production on the basis of the "potential" gage is inequitable and gives some operators a distinct advantage over others.5 The most severe penalty may be exacted from the most progressive operators or those who attempt to produce their oil with a minimum quantity of reservoir gas. AT the close of the academic year 1940-'41 the largest number of students ever recorded received their first or bachelor degree in the mineral technology schools of the United States. The total of men thus prepared to enter their professional careers in the mineral industries was 1601, a number nearly 12 per cent larger than two years ago and nearly 75 per cent larger than four years ago. Notwithstanding this increase in the number of graduates and as had been predicted in the preliminary report in February, there was a slight decrease in the total student population of the schools in both the United States and Canada. During the college year 1940-'41, 9133 students were enrolled in the 54 schools of the United States and 764 in six of the seven schools of Canada.

IN the past 75 years industrial engineering has been highly developed in many fields, but the coal mining industry has just begun to realize its potential for cutting costs. To receive the maximum benefit, a company should apply industrial engineering from the time a new installation is contemplated, but the principles can also be used to reduce and control the costs of an established operation. One company that had been mechanized for seven years reduced its total labor cost 57 pct by industrial engineering. Of this reduction, 20 pct was brought about by a preventive maintenance, rebuilding, and scheduled lubrication program that eliminated 80 pct of the delay caused by mechanical and electrical failures. Thirty percent of the cost reduction was attributed to rearranging the work force into crews of the most effective size, changing working methods, and training all mine supervision in the principles of the cost reduction program. The remaining 7 pct reduction was brought about by a wage incentive program for all the men in the mine. The productivity of this coal mining operation was increased from less than 8 tons per payroll man to 20 tons. This increased productivity was brought about while using the same equipment, men, and supervision.

Wilbur; also, the appointment of Arthur F. L. Bell as Chairman of the Committee on Petroleum and Gas, and of James F. hemp as Chairman of the Committee on Mining Geology. All of these appointments were approved. It was voted that the following minute be, placed on record and a copy sent, by order of the Board of Directors, to the family of John Birkinbine: "The Board of Directors of the American Institute of Mining Engineers hereby records its sense of sorrow and loss in the death of John Birkinbine, a former President, and for many years an active member of the Institute, and contributor to its Transactions. "Mr. Birkinbine's eminence as an engineer, author and editor, intimately connected with the industrial progress of the United States, brought him into contact With the leaders of science and the captains of industry, among whom his genial and estimable personal character won for him many friends; and his departure in the prime of Strength and usefulness is mourned by a wide circle."

IN his highly interesting paper on "Piping and Segregation in Steel Ingots,"1 Prof. Howe emphasizes the effect of successive phases of internal pressure in the ingot in the evolution of gas, and the consequent formation of blow-holes. From his statements in other places, it may be inferred that he does not here intend to ignore the other variable factor, temperature, but rather to discuss this one more particularly. At all events, it is my purpose not to engage in controversy with Prof. Howe, but rather to contribute, towards the complete elucidation of this important subject which we all desire, my own views and experience. If, in doing so, I specially emphasize other factors than pressure, I need not be understood as denying what I do not think it necessary to discuss fully. Nor, in presenting my own original conclusions, need I be understood as claiming to be the first who ever reached or announced them. Many things are asserted or suggested upon inconclusive evidence; and to confirm such tentative propositions may be as valuable a service as to overthrow them. In the following passage, Prof. Howe adduces analogies, based upon the behavior of charcoal and of water, respectively, which seem to me questionable "In general, the. solvent power falls as the pressure falls ; and in general it rises as the temperature falls. Thus, to heat a solid, for instance charcoal, may expel part of its dissolved gas ; and a tumbler of water drawn cold from the faucet gradually evolves gas, as it stands and warms up on the sideboard." (p. 238.) Charcoal is a solid body, which has the property not only of absorbing gases in large quantities, but also of expelling the thus absorbed gases upon heating. Laboratory studies of several factors affecting measurements of relative permeability were made using the three-section plastic-covered core technique. Results show that the core assembly, properly constructed, will perform as a single unit, and that the testing technique will, under suitable conditions of pressure gradient, gas expansion, and migration of partial water saturation, permit measurement of flow characteristics not affected by technique. Wettability equilibrium is readily established in cores exhibiting strong wetting preference to water or oil when initially saturated with water. Laboratory tests must be conducted so that saturation changes represent those that occur in the reservoir. Immediate implications of saturation history are (1:) that the possibility exists of increasing the displacement efficiency of solution gas drive reservoirs over the natural process, and (2) residual gas saturations following water flooding in gas or gas condensate reservoirs will be 15 to 50 per cent pore space rather than 1 to 11 per cent as generally believed. INTRODUCTION Solutions of petroleum reservoir problems pertaining to production performance require the use of true relative permeability characteristics. 'This relationship of fluid conductivity and saturation has been obtained by reservoir engineers in four ways, namely: 1. From past gross reservoir performance and the extrapolation of this data based on experience,1,2 2. By using published fluid flow relationships obtained in laboratory studies on general type porous materials,3, 4, 5 3. By attempting a mathematical derivation of flow behavior," using some experimentally obtained characteristics of reservoir rocks, and 4. By laboratory flow tests using representative rock samples of a reservoir. The first three methods listed above have shortcomings which make their use limited or questionable. Production characteristics of only certain processes are obtained from field data and these are not available at the beginning of a reservoir's producing life, at which time they are desirable. It is fortuitous if general fluid flow characteristics obtained experimentally have accurate application to specific field problems. Also, it is felt that at this time there is not sufficient knowledge of the flow behavior of oil, water, and gas in porous materials to enable applicable analytical description of this to be made based on other measured rock characteristics. Measurement of relative permeability in the laboratory offers the only direct method subject to adequate checking for determination of flow characteristics applicable to field problems. Primarily, this paper deals with laboratory experiments to establish the effects of several factors on the measurement of relative permeability and the practical significance of this knowledge. Laboratory flow tests are essentially model studies; the gross reservoir being represented by a small rock sample. It is necessary to simulate in experiments all the factors of importance which influence flow in the reservoir, as well a.; to eliminate effects peculiar to the model studied to assure measurement of valid flow behavior. Factors which affect the measurement and behavior of fluid flow in porous materials have been studied by other investigators.3,7,8,9,10,11 This analysis is not intended to evaluate fully all factors involved, but to establish first the validity of measurements by the technique used and then study flow behavior under various conditions. The studies reported are as follows: 1. Effects of pressure gradient, 2. Effects of gas expansion in tests conducted at near atmospheric pressure, 3. Effects of migration of a partial water saturation in oil-gas-water systems, 4. Effects If wettability characteristics of the system. and 5. Effects of the fluid saturation history. The Thunder Mountain mining district is in eastern Valley County, Idaho. It is of undefined extent but nearly all of the development is confined to the ridge between Monumental and Marble creeks in unsurveyed T. 19 N., R. 11 E. (Fig. 1.) The district is still remembered among the mining men of Idaho because of the ill-advised rush there in 1902, but available evidence indicates that optimism regard-ing the future development of the gold deposits of the district is warranted. The former disappointment arose from the fact that many who took part in the early rush hoped for bonanza deposits, whereas the district is characterized by large masses of low tenor. In 1926 the writer,, assisted by C. Y. Behre, 3r., incidental to other work in the region, devoted four days to the detailed examination of the then access-ible workings in the district. Tha major workings in the Sunnyside, Venable, Standard and H-Y mines, most of which were still in good shape, were examined., Surface exposures at the Dewey were studied, but the main workings there have long been caved. The time available did not permit more than a cursory examination of the surface at a distance from the mines. Sufficient data have been gathered, how-ever, from published and unpublished accounts, production records and mine maps so that the major features of this deposit, by far the most productive in the dis-trict, can be summarized. The kindness of Messrs. Dan McRae and R: A. Davis in making available information regarding the mines of the district, a rd of these men and others in recounting early history and their observations in now inaccessible workings, have aided materially in preparing the present paper. A brief summary of the salient characteristics of the district has already been published.1/ Cir-cumstances have contributed to delay in the publication of the full official report, which will contain mine maps and ?such other detailed data as could be ontained. In view of the present interest in gold deposits it seems desirable to present here a summary of results of the study.

WEST TEXAS, New Mexico and Northern Mexico form one of the most interesting regions in America for geologists and mining men and are full of points of historical and human interest for others. Including as the region does, a representative portion of the high plateau of Mexico, the front range of the Rocky Mountains and the great down-dropping plains of Texas, there is variety as well as interest in the geological and mining problems there to be studied. Gold and silver mining were the pioneer industries and are yet of high rank in importance. Among the papers to be presented at the El Paso meeting of the Institute this month will be two dealing with silver mining and ore treatment at the Shafter mine in Texas, that most un- usual property which has for so many years been the largest mining enterprise in its region. West Texas is now better known for its petroleum and gas, and in another paper will be described the problems involved in uding natural gas for smelting at the well-known El Paso smelter of the American Smelting and Refining Co. In still other papers, presented at the session sponsored by the West Texas Geological Society and cooperating organizations, the general geology of the region, the potash and the sulfur deposits will be de- scribed. At El Paso the refineries of the great com- panics will be available for visits.

With problems of diminishing ore grades and increasing cost of facilities, the mineral industry is acutely aware of the needs for improving beneficiation processes. Industry and universities are directing intensive technical effort to develop- ment of techniques with potential for using digital computers in automation and process analysis. The main problem of early attempts at on-line computer process control methods was that of economics. Now, with new advances in analysis and modeling making practical application economically important, it appears that minerals beneficiation is on the threshold of a significant jump in operating technology. In reviewing this work, particular note was taken of research and development applied to fundamental processes and the significant areas of effort where operations research techniques are used for process applications leading to the current state-of-the-art. Development of data automation and on-line control methods for process industries is deferred to the next section of this volume. This section deals with computer-facilitated mathematical-modeling development and reviews this work in conjunction with associated prior fundamental research leading to development of the methods. Flotation The 1960 state-of -the -art in flotation modeling was com- piled by Arbiter and Harris in the volume, 50th Anniversary of Froth Flotation, edited by Fuerstenau1. Many workers in the field of flotation initiated their research through flotation models, and this effort has led to use of simulation and operations re search methods employing computer techniques to facilitate advance of this work. The flotation model of Imaizumi and Inoue, published with supporting data in 1962, was expanded in 1968 with the objective of developing a basis for process automation.2,3 The fundamental work of Woodburn and Loveday in 1965 has led to techniques applicable to flotation circuit design optimization.4 This analysis is described in this volume by Woodburn in conjunction with King, Buchalter, and Piper.
