A MATERIAL contribution to the success of our Armies in the field has been the portable pipe-line system. These are the words of Brigadier General R. F. Fowler, chief of the supply division of the War Department. The portable pipe line is one of the "secret weapons" the American forces employed in their swift advances through Tunisia, Sicily, and Italy. Constructed of a light steel so flexible it can be snaked around trees, it can be laid at a rate of ten to thirty miles daily right up to the fighting fronts. It has played a major role in supplying combat troops with products varying from petroleum to water.

The mines of the country are called upon to bear a very large part of the enormous taxes to be raised for 1917 and later years. The Internal Revenue Bureau, which is charged with the assessment and collection of these taxes, desires that the taxation laws shall be administered in a fair and business-like way. The application to mines, however, which have wasting assets, involves questions of particular complication and difficulty. To meet this situation, there has been established in. the Income Tax Branch, a Section of Mine Valuation in which these specific problems of the industry will be handled by competent engineers. But it is realized that something more than this is required for the satisfactory application of the tax laws to the mines, namely, as complete understanding as possible between the Government and the taxpayer, a spirit of cooperation as between the two and every possible assistance and advice from mine owners and mining engineers.

The design of a tailings dam is a geotechnical engineering project of considerable scope. For the design, it is necessary to establish the engineering properties of the soil or rock strata which will support the dam and the tailings or other fill which will be used to construct the dam. The various field and laboratory investigations which are necessary to obtain the required design parameters are discussed in the paper and the use of these parameters to compute stability, settlement, and seepage are considered. The designer of a tailings dam can never assume an absolute knowledge of the properties of the foundation strata. Further, initial design assumptions are often approximate, particularly with regard to the distribution of pore pressures through and beneath the dam. Thus, the installation of performance monitoring instruments is recommended, since data obtained from such instrumentation can be used to check the stability of the structure both during construction and after its completion.

FATE, rather than planning, put Bob Morris into coal mining. He was a farmer's son, born at Plattsburg, Ohio, just 68 years ago (Feb. 28, 1878) though he could easily pass for ten years younger. Before he was ready for high school the family moved to Columbus, seat of Ohio State University, whose course in mining engineering attracted him because lie thought it the broadest of the engineering courses. He really wanted to be a steel metallurgist but it was a coal-mining company that offered him a job when he graduated, and this circumstance directed his entire future professional life. To. be sure it wasn't such a glorious opportunity so far as pay went -$40 a month-but his employer, the Modoc Coal & Mining Co., Modoc, Ohio, was developing a new shaft mine, thus offering some good experience. In 1902, after a year's experience, he was made superintendent of the property. Then in 1903 the Continental Coal Co. at Glouster, Ohio, offered him a better job as their chief engineer, which he retained until 1905, at the same time joining the A.I.M.E.

An attempt has been made to explain the behavior of a pinched sluice in terms of the established theories of fluid mechanics and mineral processing. A method has been developed to calculate the underflow discharge by assuming a logarithmic velocity distribution and free gravity fall through the discharge slot. The concentration profile of solids over the depth of flow has been shown to comply with Bagnold's theory of dispersive shear, rather than turbulent sediment transfer. Even although the results can be explained qualitatively by the Bagnold theory, their complete quantitative analysis will not be possible until more work is done. Consequently, an empirical equation has been developed to predict underflow pulp densities. It has been shown that the process of the segregation of the heavier mineral beneath the lighter can be described by a first order law. From the results obtained, a computer model of the pinched sluice has been developed. This predicts the underflow grade, pulp density and flow rate in terms of the feed and operating conditions. The model can also be used to determine the effect of a change in operating conditions, and for the optimization of rougher, cleaner, and scavenger circuits.

I WAS wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind-that is to say his religion. Our President asked me if I would say something this afternoon and I find in the bulletin that the text of the discourses which we are to have here this afternoon is "International Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather .than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources: some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity-or, to use the .word now more common and of deeper significance-brotherhood.

Beyond this elimination of waste there is another field of progress in the adoption of measures for positive improvement in production.

The Multi-Flow Evaluator (MFE) is a new system of tools providing an original approach in drill-stem testing. It improves control during the testing operation and gives a more accurate evaluation of the fluid recovered while providing additional pressure information for reservoir analysis. The tools are operated entirely by up and down motion of the drill stem. This up and down operation provides a positive means of control and offers easily observed surface indications of tool operating position. An unlimited number of shut-in and flow periods may be taken with this tool while in the hole. The key to the success of the MFE system of tools is the safety seal packer. Until this development, operation of the tools by up and down motion only had proven unreliable. The success ratio of the MFE now exceeds the ratio achieved by conventional tools. The equipment includes a 2,750-cc chamber in which a representative sample of the flowing formation fluid is trapped at the end of the last flow period and brought to the surface under pressure. The sample can be evaluated at the wellsite or transferred under pressure for laboratory analysis. The sampling feature of the tool allows a sample to be obtained from a reservoir which has suffered minimum influence from production. A representative sample can be obtained for laboratory or empirical analysis by employing a testing technique to minimize drawdown during flow periods. Interpretation methods to take advantage of this additional information are presented and supported by actual field examples. INTRODUCTlON The Multi-Flow Evaluator (MFE) represents the most recent technical advance in formation testing. Drill-stem testing techniques prior to the MFE have been limited in three areas—(1) operaiion, (2) recovery analysis, and (3) reservoir analysis. The tools in the MFE system allow maximum control during testing and provide test information superior to that obtainable with conventional tools. AT Lime Spur, Mont., the East Butte Copper Mining Co. has been quarrying limestone for twenty years. The quarry is beside the Northern Pacific R. R. in the Jefferson River canyon, 4 ½ miles east of Cardwell, at Lime Spur, Montana. HISTORY This quarry was opened early in 1900 by Dan Morrison of Whitehall, the discoverer of the Morrison cave, to supply a demand for smelter flux. Limestone was sold to the Pittsmont smelter of The East Butte Copper Mining Co. and to the Butte Reduction Works. As no particular effort was made at the quarry to select the rock that delivered to the smelters was unduly high in magnesia and impurities. The East Butte com¬pany, therefore. Bought the quarry. in 1909 and confined operations to the high-grade beds in order to supply rock of the desired purity for its own smelter and the Butte Reduction Works until the latter shut down. It also developed a market for some of its rock with the sugar factories. The latter market increased until in later years all rock, larger than 4 in. in size over a bar grizzly, was being shipped to the sugar factories, and the rock smaller than 4 in. was being used as a flux in the blast furnaces at the Pittsmont smelter. In 1924, the East Butte concluded a contract with the Anaconda company for the treatment of its ores, and the Pittsmont -smelter -was shut down: which made the minus 4-in. rock a useless by-product. Since there was not enough revenue in the sugar rock alone and also because of limited waste room it became necessary, if Lime Spur was to continue to operate, to increase- the proportion of plus 4-in. rock and to develop a market for the minus 4-in.

The approach proposed in this paper is, as stated by the authors, an update of methods well discussed in the literature. The authors are to be congratulated for their excellent effort in quantifying a difficult problem with realistic cost data. Economic analysis of the components of a mine ventilation system is complicated by both the dynamic nature of the system and the uncertainty as to the time when system changes occur. We wish to address three specific areas of this paper which require further consideration: shaft designed air capacity, shaft location, and economic criteria used within the analysis

THE following description of methods for conducting gas-producer tests is probably the first attempt to give the subject an analytical, thorough and comprehensive treatment. In some cases where tests have been made, the methods have been so unsystematic and ambiguous that it has been impossible to secure comparable results. To eliminate this difficulty, the following provisional code of gas-producer tests-which has some resemblance to the code of boiler-trials of the American Society of Mechanical Engineers-has been developed. The primary object in testing a gas-producer is to determine whether the producer is working satisfactorily or, what is the same. thing, to see if the efficiency is as high as it should be with the type of producer in question, and also to find out if the composition of the resulting gas is adapted to the work it has to do. In order that the test shall be of any value, it must be thorough and comprehensive, and must be conducted with skill and care. When so conducted, the test will reveal the economy of the producer; and, by making suitable changes, the efficiency will often be increased very much. As a result of the tests made by Jenkins, 1 the efficiency was raised from 56.2 to 71.2 per cent. This shows the large saving that may frequently be made in the fuel-consumption by studying the results of a careful test.. The log of the test, given in Fig. 1, shows that, just as soon as the temperature became regular, the percentage of CO, decreased and that of CO increased.

EFFECTIVE methods for determining grade and reserves of pegmatites in advance of mining have been developed in recent years. When intensive work began on the economic geology of pegmatites during the early years of World War 11, it was widely believed that grade and reserves could be estimated only in a most general way. The literature indicated that not all pegmatite deposits are unpredictable, but statements emphasizing unpredictability and irregularity seem to have been more widely accepted. Many standard references reflect the prevailing opinion that minerals: are unsystematic in their occurrence in pegmatites. Pegmatites have been described as "notorious for their irregular structure," and minerals within pegmatites as "irregularly distributed." "irregularly disseminated," of "erratic occurrence," "proverbially erratic in distribution," "characterized by extreme irregularity in ... size and distribution of the essential minerals, and variety and proportion of the accessory minerals," and "spotty.'"" Over many years, however, geologic techniques have been applied with increasing success to economic analysis of pegmatites. Investigations, chiefly since 1939, have shown that mineral distribution and structure of pegmatites are largely systematic and that detailed geologic study can be used to predict the size and shape of mineral deposits in pegmatites. Because the writers are most familiar with the pegmatites of the Black Hills, S. D., examples cited are from that area." Pegmatites mined in other dis- * All examples are described more cornpletely elsewhere.: tricts are similar to those in the Black Hills," and the techniques described here have been applied by geologists and engineers working in other districts. In actual practice few pegmatite mine operators attempt to make accurate estimates of grade and reserves in advance of mining. Many deposits are too small for mining except on a very small scale; few pegmatite mines have more than ten employes. Hence there is little systematic preparation for mining, and the capital outlay may be so small that only a general knowledge of reserves is necessary. Technical personnel are rarely employed by pegmatite mine operators to make such estimates. In the future, however, as capital outlay becomes larger, estimates of grade and reserves will have to be more accurate. Geologic Aspects of Determining Grade and Reserves Estimating grade and reserves requires that the type of pegmatite, the size and shape, and the internal structure be determined by detailed geologic mapping and careful mineralogic study. The wide variations in the texture and distribution of minerals within many pegmatite deposits make a thorough geologic study of this kind necessary before it is possible to decide what sampling methods should be used to determine mineral content or grade. Types of Pegmatites: The first step in economic appraisal of a pegmatite is to determine the min-eralogical and structural type. In general, pegmatites may be classified into two groups: 1) those in which component minerals are more or less evenly distributed throughout the entire body and show relatively minor variations in texture, and 2) those in which component minerals have been segregated into units with recognizable differences in texture, mineralogy. or both. Johnston" has classified these types of pegmatites as homogeneous and heterogeneous, respectively. Cameron et al.10 have used the terms ~inzoned and zoned for similar types. The difference between the homogeneous and heterogeneous types is of great commercial importance. Homogeneous pegmatites can seldom be mined where the products are concentrated by the hand methods now commonly used, but they have been mined in a few places where a milling process has

The chairman being absent, Mr. Frederick Keffer presided. The Secretary announced the personnel of the executive committee of the section, which is: J. C. Hass, Spokane, Chairman; W. J. Hall, Wallace, Ida., Vice-chairman; S. S. Fowler, Riondel, B. C., Past Chairman; L. K. Armstrong, Spokane, Secretary-Treasurer; R. M. Betts, Cornucopia, Oregon. It was stated that the geological survey and report on Stevens Co., Wash., has been completed and will be printed soon. The geologic survey of Colville Indian reservation, by J. T. Pardee, U. S. G. S., has been published as Bulletin No. 677 and is available for distribution, The Miner's Almanac, Miners Circular No. 24, U. S. Bureau of Mines. is also available upon request. There was considerable discussion on the program for meetings during the year. It was informally agreed that, if agreeable to Coeur d' Alene members, that one meeting should be held in that district, preferably at the time of the annual visit of Institute officials. It was also proposed to hold at least one open-air meeting in Spokane with suitable program. The activities of other sections were noted with favorable comment. In this connection there was much general discussion on the subject of closer relations between the national engineering societies. It was agreed that cooperation was desirable and imperative if the greatest measure of value be realized from the profession. It was not the sense of the members, however, that complete amalgamation is desirable. This expression of local sentiment is to be presented to the Institute

SEEPAGES Of oil in Ecuador have been known for many years. The locality first to receive attention, and still worked in a modest way, lies on the north shore of the Santa Elena peninsula, between La Puntilla and Salinas. Operations were first conducted largely by local capital. Later, foreign companies acquired large blocks of land, where they have done considerable drilling. For details concerning present drilling activities in Ecuador, we are indebted to Leon Price, an American resident engineer of Ecuador. The information solicited, came to the author through the office of the American Consulate,' with permission to use it. The coastal plain bordering the Province of Tumbes, Peru, continues to the northeast, but narrows on passing the Zarumilla River. From this, point northward it widens toward Santa Rosa. In fact, the pampas, as shown on the official Wolf map, correspond fairly well to the areal extent of the coastal plain as far as Guayaquil. This is shown in a general way on the accompanying map. The author understands that the Guayaquil embayment is bordered on all sides by the coastal plain, as recognized at Tumbes and farther southwest, and that it can be followed without a break as far north as Palmar. This view is supported by the mapped area regarded by Mr. Price as favorable or possible oil territory. Moreover the islands in the Gulf of Guayaquil are the same geologically as the coastal edge, being composed of Tertiary sediments. The author understands also that Tertiary formations occur north of Palmar. According to a report by Mr. Cardon, of Guayaquil, Tertiary sediments are exposed in the region of San Francisco and extend to and beyond Pta. Calera. There is also reason to believe that at least the lower part of the valley of the Santiago River is occupied by Tertiary sediments, which probably border the coast line and extend into the River Mira basin, and into Colombia.

ANY mechanism, either natural or artificial, for regulating the func-tioning of a given unit in the general economy must operate toward the maintenance of equilibrium if it is to survive. The petroleum industry, concerned as it is with the production of a natural resource of specialized character, is surrounded not only by the economic factors common to other industries but by an extra set of unique elements centering about the fugitive character of crude petroleum under conditions of competitive development. The term equilibrium, therefore, so far as the oil business concerned, involves a combination of economic and physical factors: the first set having to do with supply, demand, costs, profit margins, purchasing power, and the like; and the second, with underground pres-sures in oil pools, efficient rates of extraction, and all other aspects of engineering that may be summarized by the familiar term "conserva-tion." The two categories, in fact, are not as clearly divided as the foregoing statement would imply, for in practice it will be found that the economic and physical aspects have a pervasive interaction and interrelationship. If the development of the petroleum industry in the United States is examined from its inception in 1859 down to the present, it will be found that, beginning about 11 years ago, a new mechanism for regulating the production of crude petroleum made its appearance. Prior to this recent period, the production of this raw material was determined by competitive forces operating without outside restraints. At present the output of crude oil is subjected to supervision by regulatory bodies in most of the oil-producing states, which impose upon the operators certain conditions having to do with the manner and rates of production. Thus, in the space of a decade, the mechanism for producing crude oil has changed from an automatic to a designed procedure called proration. And in its short history this method has been marked by a rapid evolution in its nature and incidence, with progressive changes still under way.

COAL MINING, as well as all the other major in-dustries of Russia, is controlled by the Soviet Gov-ernment by means of organizations in each dis-trict, known as "Trusts," such as the "Kisel Coal Trust" in the Urals, the "Donugol Trust" in the Ukraine, etc., and each Trust functions as a unit, reporting direct to the chief of the department of the government at Moscow. The responsible head of each Trust is usually a mem-ber of the Communist party and, filtered through his organization, one generally finds a fair proportion of Communists in "key" or important positions, such as purchasing agents and local managers or superinten-dents, but in the majority of places requiring technical or professional knowledge, or trained brains and ex-perience, little or no attention is paid to a man's political opinion provided, of course, he "behaves himself." These different Trusts were authorized or ordered by the Central Committee at Moscow to investigate the methods of mining and type of mines developed in all other coal producing, countries of the world, and after a period of several years of intensive investigation and study reported back to headquarters that the modern American mines were the most efficient, recommending that the program for the rehabilitation of the Russian coal mining industry should follow the lines of American practice. The Trusts were then authorized to negotiate with American engineering firms for technical service for mine designs, and invited Americans to send commis-sions to Russia to prepare and submit to the Technical Council one or more projects for a complete modern American-type operation adapted to the local conditions. A "project" is a preliminary set of designs on the entire mine, top and bottom, with specifications. cost estimates, production costs, schedule of operation, budget of expen-diture, etc., and is quite an elaborate and sizable under-taking-I might say, it took six of us working tooth and nail for over three months to finish our first project.

The fact that gray iron increases in volume, cracks and distorts upon repeated heating and cooling is rather conlmon knowledge. In ingot molds, Diesel engine pistons, carburizing boxes, continuous furnace parts, grate bars, stoker parts, and all castings that are subjected repeatedly to high and low temperatures, the phenomenon of growth presents a vital problem. Ingot molds distort and produce cracks which result in seams or laps and later appear as defects in the finished product. The heads of Diesel pistons frequently fail by cracking in a stellar shape. This is attributed usually to the result of permanent growth. Distortion and change of dimension of furnace parts frequently renders them entirely unusable. In chain grate stokers, mechanical difficulties frequently are caused by the growth of the links. In proper operation these links should never attain a temperature sufficiently high to start growth; nevertheless, some have grown in. on an 8-in. length when improperly operated. Even though the phenomenon is generally known there still exists a deficiency in the explanation of the mechanism of this growth. The field of investigators of this subject has a decided variation in opinion concerning the causes. The problem is of sufficient importance therefore to warrant further consideration. Review of Published Work Since the published work, particularly the European, contains much detail, only the outstanding results and conclusions of the investigators will be reviewed. The pioneering investigations of Outerbridge in 1904 and 1905 brought forth the conclusion that growth was not a function of chemical or crystallographic changes but was a result of the formation of fine hair cracks. These cracks are supposedly due to a nonuniformity of thermal expansion and contraction which ruptures the structure of the material. More recently Benedicks and Lofquist presented a purely mechanical theory, which is similar to that of Outerbridge. The terms kaolin, china clay, ball clay, and paper clay are more or less loosely and interchangeably applied to a large class of white-burning clays. These clays are made up chiefly of hydrous amorphous (colloidal) aluminum silicates with variable amounts of free silica and other impurities in small quantities. Occasionally also the term kaolinite is wrongly applied to a white-burning clay, for kaolinite is a mineral of definite chemical composition and definite crystalline form which occurs but sparingly in nature. It is not the purpose of this paper, however, to define or classify clays, or to enter into a discussion of the chemistry of clays. It is rather a general description of the occurrence and methods of mining of a kindred group of clays, and a discussion of their future economic aspect. In the Southern Appalachian States, the mining of white-burning clays has in recent years become an important industry. Although these clays are of several distinct types, which occur in as many localities under different geologic conditions, they are for the most part primarily of the same origin. They are essentially the same in elementary constituents, and are largely consumed in the game industrial arts. From the standpoint of a mining engineer, therefore, and for convenience in comparison and correlation, it should be interesting to discuss them under one heading. Kinds of Clay The most important types of clay which are now being actively mined in the Southern Appalachian States and with which this paper is particularly concerned are the North Carolina, Virginia, and Georgia kaolins or china clays (residual); the South Carolina and Georgia kaolins or paper clays (sedimentary); and the Florida and Tennessee plastic kaolins or ball clays (sedimentary). Other varieties which are interesting but which are as yet of little importance are the pocket deposits of white clay in Augusta County, Virginia, the bauxitic kaolins of Tennessee,

FoR most of their practical applications metals are required to withstand stresses of appreciable magnitude: indeed, it id because they possess the quality of resisting stress without becoming permanently deformed that they find such extensive use in the service of man. Metals and alloys must, in service, usually behave as elastic substances—or nearly so. It is not difficult to satisfy this condition at ordinary temperatures. Iron and its alloys, especially the steels, are at normal temperatures excellent elastic bodies, capable of satisfying most of the mechanical requirements of the engineer: where electrical, chemical or other properties are impor-tant, which cannot be met by steels, it is usually possible to find a non-ferrous alloy such as nickel, copper or aluminum, which will prove satisfactory. When the metals or alloys are not inherently sufficiently elastic, cold-working or heat-treatment may develop elastic properties to a sufficient extent for practical needs. By means of relatively simple, rapid tests we can measure such properties as elastic modulus, limit of proportionality and proof stress, upon which design can be based with confidence. The case of the soft metals, such as lead and tin, is well known to be exceptional. They possess no definite limit of elasticity, and the value of proof stress or tensile strength depends to a great extent on the speed with which the test is carried out. Design here must be based on other considerations than a well-established theory of the proportionality of stress and strain. It is now generally recognized that steels and non-ferrous alloys possess at temperatures not greatly exceeding that of the atmosphere, characteristics quite different from those existing at ordinary temperatures, and that they assume qualities similar to those of the soft metals. Not only have they no limit of elasticity, but the proof stress and the ultimate stress depend on the time of application of the load. Flow under load may persist for long periods of time, possibly indefinitely, and the determination of a true maximum stress becomes a matter of great difficulty.
