IN JUNE 1921, the Sullivan &lining Co., owned jointly by the Bunker Hill and Sullivan Mining & Concentrating Co. and the Hecla Mining Co, started work on the development of the Star Mine. The development work contemplated called for a crosscut from the Hecla workings on the 2000 level to the Star ledge. The length of crosscut necessary to encounter the Star ledge was approximately 8900 ft. from the Hecla shaft. By using workings formerly made by the Hecla Mining Co., only about 8100 ft. of actual crosscutting was necessary. This crosscut has a direction of S 20° W and would have a tendency to crosscut any ledges in the intervening ground.

The following financial report of the Treasurer of the United Engineering Society is published for the information of members NEW YORK, February 15, 190S. To the Board of' Trustees, United Engineering Society I beg to submit herewith the report of the Treasurer as of December 31, 1907. Your attention is called to the fact that the resources and liabilities, receipts and disbursements statements cover all the financial transactions of the United Engineering Society from its organization up to December 31, 1907. The income and expenses of operating the building during the whole operating period from December 1 to December 31, 1907, somewhat in excess of twelve months, are given. Included in the expenses, amounting in all to $52,647.11, will be found an item entitled "Building Equipment (construction account)." The expenditures under this item were not made for the operating expenses of the building, they represent a construction account, properly speaking, covering expenditures for furnishings and equipment of the building. The Founders' Agreement specifically provides for this class of expenditure under the provision that the Founder Societies shall each be liable for a charge not to exceed $200,000 of principal, which shall include the land and building completed and ready for occupancy, together with the " furnishings, equipment and personal property therein." Certain details of equipment are yet to be supplied, and it. is proposed in the near future to call upon the Founder Societies for an assessment on their respective land and building funds to cover this item of building equipment. Such action would enable the item of $10,039.85 to be transferred to the income account and reduce correspondingly the assessment

The OPEC oil embargo and the subsequent higher prices for oil have drawn public attention to the critical problems associated with security of supply of oil and other key industrial materials, especially nonfuel minerals. This concern has stimulated the interest of decisionmakers in analyzing policy options to cope with the emergency situations resulting from a sudden foreign- induced supply interruption or a cartel price increase. Several policy options are available to counteract foreign-initiated embargoes or cartel price actions. The type of response will differ depending on the commodity action intiated. A mathematical model that measures the impact of foreign-induced commodity actions on the domestic economy is formulated. The paper also presents a computer method that can be used to determine the optimum policy response to counteract such actions.

"The Washoe Smelter is situated about two miles east of the City of Anaconda. The smelter site includes about 240 acres and peculiarly adapts itself in topography to the efficient handling of material. By reason of its being on a hill side it is possible to make the level of delivery of the product of one building the level of the charge floor of the next succeeding one.THE ORES: The ore treated comes principally from the Butte district and is hauled by the Butte, Anaconda & Pacific railway, a distance of twenty-eight miles, in trains of fifty 50-ton bottom-dump cars to the railroad yards at East Anaconda. At this point these trains are• split up according to their destination,—that is, as to whether they go to the concentrator and sampling mill ore bins, or to the storage bins. THIS paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctness of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the c costumbres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal " be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that the costumbres del pais shall not be over-ridden roughshod. He should also insist upon the gradual and reasonable adjustment of these conditions to the exigencies of the work; and (by no means the least difficult of his tasks) he should select the most competent men to patiently direct and teach the natives in the several departments, and by their own example encourage self-respect and decency. While the Braden mine is by no means as yet operated on a large scale, according to modern rating, it will nevertheless be interesting to note what has actually been accomplished there. The major copper loss at Mount Lyell is in the coarsest particles presented to flotation. An analysis of data collected from the five Primary and six secondary ball mill circuits showed that grinding was limited by low breakage rates in secondary mills, possibly due to oversize balk. For five months, the make-up ball size for one secondary mill was reduced from 50 to 30 mm (2 to 1.1 in.). Frequent steady-state tests indicated that overall average breakage rates could be increased by about 70% using smaller balk. A mathematical simulation of the whole circuit with increased breakage rates showed that the resultant finer grind was likely to improve copper recoveries by about 2%.

Glass beads have been surface treated with Dri-film to render them oil wet by n-octane to varying degrees, and capillary desaturation curves have been determined by the restored state method. The desaturation curves show a regularity of increasing displacement pressures as the oil wetness increases. This has been used to compute apparent contact angles between n-octane and water on glass. The family of desaturation curves also shows a regular crossover, such that the residual wetting liquid saturation values are in reverse order to the displacement pressures. A semi-logarithmic variation is shown between the apparent contact angle and the residual saturation. The desaturation data are interpreted to mean that the wetting liquid ceases to be a continuous phase within individual pores before the capillary pressure can be raised sufficiently to force out the wetting phase completely. The saturation of wetting liquid at which this break in liquid continuity occurs is higher as the oil wetness decreases. INTRODUCTION The petroleum industry has for some time been using measurements of capillary pressures on porous media for research correlations and engineering calculations. It has been generally recognized that the capillary desaturation curve reflects the character and arrangement of the pores within the media and the distribution of fluids within the pores. Methods have been proposed for computing pore size distributions, tortuosity factors. and relative permeabilities from capillary desaturation data.' There is little doubt that the interactions between porous rocks and their contained fluids resulting from surface forces play a dominant role in determining the magnitude and direction of capillary pressure measurements. There have been attempts to introduce as variables two quantities — inter-facial tension and contact angle — generally used to char- acterize surface forces, but in spile of the wide interest in these quantities as important variables, few definite conclusions have been drawn concerning their qualitative or quantitative significance. INTERFACIAL TENSION The interfacial tension appears in a capillary pressure function given by Leverett for correlating capillary desaturation type curves. Use of the interfacial tension in this function seems to be justified by other experiments reported. Apparently, interfacial tensions have little bearing on wetting phase residual by desaturation. CONTACT ANGLE The contact angle was utilized as a variable by Bartell and co-workers"." in tests on displacement pressures, later recognized as the initial point of capillary desaturation. Although Leverett did not include contact angle in his original formulation of the capillary pressure function, later workers suggested its addition. Few reports are available to show variation of residual liquid with contact angle as a result of capillary desaturation.' The problems attendant to measuring contact angle within a porous medium are great. As a consequence of the lack of a concrete approach to a measurement. the workers in this area of research have adopted the general expression of "wettability" to indicate the relative position of two liquids saturating a porous body. It has been shown that gross measurements on porous systems, including capillary desatura-tions, are sensitive to wettability. Attempts at giving a scale to wettability in terms of contact angle through capillary desaturation curves have been made and these apparently are steps in the right direction. In these attempts presence of many other variables precludes attainment of exactness. Also, as a result of other variables, it has been impossible to correlate changes in apparent contact angle with changes in other physical measurements of the systems in question. The present work is an attempt to eliminate as many variables as possible in measuring capillary desaturations resulting from changes in contact angle within a porous medium.

THE coal classification session* on Monday morning, Feb. 17, was opened by a paper by M. R. Campbell, entitled "Natural Groups of Coal and Allied Fuels," in which he pointed out, by means of graphical presentation of selected proximate analyses of coal, that coals can be classified on the basis of their moisture content. He proposes four groups of coal, brown coal, hydrobituminous, bituminous, and anthracite, each subdivided into two or three sub-groups. In a written discussion of this G. H. Cady, of the Illinois Geological Survey, showed that there is, in general, a progressive decrease in the moisture of Illinois coals from north to south, and that it would be very difficult to draw any arbitrary line dividing the coals of the State into two groups on the basis of moisture content.

Introduction and Literature Survey This is the second in a series of papers coming from this laboratory on the correlation of the low temperature tensile properties of tin-binary alloys with microstructure. These engineering data and those of the previous paper1 were obtained as the initial part of a long-range program to determine the changes in the fundamental mechanical properties accompanying the beta to alpha phase change in tin and its binary alloys below 13.2°C. Since it appears now that the more fundamental studies will be delayed,* and since no summary of the low temperature properties of these tin-base white bearing alloys was found in the literature, it was decided to publish all the engineering data thus far obtained. Accordingly, the tensile properties of thirteen binary alloys containing from 0.1 to 60 pet cadmium and 0.1 to 10.43 pet antimony measured at six temperatures from —196 to +23°C are presented here and their variations rationalized in terms of microstructure. A literature search showed that these systems had not been investigated at low temperatures, although both the tin-cadmium and tin-antimony2,3,4,5 and the tin-rich corner of the ternary system67 have been studied at room temperature. Hanson and Pell-Wal-pole5 and Homer and Plummer4 determined the tensile properties of alloys containing from 0 to 10 pet cadmium. The same authors3 determined the tensile strength and elongation in the tin-antimony system from 2 to 18 pet antimony at room temperature while Pell-Walpole et al.6,7 studied the properties of high tin and tin-antimony-cadmium alloys. Since there were many variables besides composition in these tests, it was difficult to make a valid comparison with the room temperature data of the present study, but in general the tensile strength and ductility values are in reasonable agreement. Pell-Walpole2 also determined the effect of grain size on the tensile strength of pure tin and 1 pet alloys of both antimony and cadmium. The true maximum stress was found to decrease exponentially as the number of grains in the cross-section increased. This effect of grain size was strikingly revealed in the present work, as indicated in a later section. Hanson and Pell-Walpole8 placed the solid solubility limit of antimony in tin at 3.5 pet at 20°C, increasing to 4 pet at 190°C, and then sharply increasing to 10.3 pet at 246°C (the latter being a peritectic point). Their results are in disagreement with those of previous investigators,9 and the discrepancy seems to lie in the micro-graphic observation of the second phase

Some time ago the Detroit Copper Mining Co. had to decide the question whether it would pay to re-treat slime-tailings, and several machines were tested in order to ascertain the type of construction which would give the greatest saving. In previous tests on the ore of this company, several tables proved far inferior to the Frue vanner, and for this reason they did not receive any serious consideration. In the late tests, however, one table was found to surpass the vanner in the percentage of saving made. The Frue vanner used in these tests had been adjusted approximately to the slope which the slime-vanners in the concentrator of the Detroit Copper Co. had at that time, about 2 in. between the inside of the wooden posts, or 0.272 in. per ft. It had not been determined, however, if this slope was the most economical one for treating the slime-feed in the mill, or for re-treating the tailings from the slime-vanners, and I was instructed to ascertain by test-runs, under different conditions, the best adjustments for the work to be done. In order to determine if a change in the adjustments of the machines would improve the results, it seemed sufficient to continue running the tests between the vanner and the table before mentioned, keeping the feed and all other conditions the same, but varying the adjustments of the vanner from run to run. I employed a vanner-man of long experience to operate these machines, who expressed the opinion that a slope between 28 and 2.5 in. between the posts (0.323 and 0.340 in. per ft.) would give the best results. Some runs made this way gave a considerable improvement. While for a slope of 2 in. (0.272 in. per ft.) the saving had been only 40.5 per cent. of that of the table, it was 49.2 per cent. for 2.5 in. LARGEST of the known commercial deposits of pebble phosphate are those found in Polk County, Florida. The phosphate bed, commonly known as the matrix, will consistently average 6 to 9 ft. in depth, and is found under 3 to 60 ft. of over-burden. The phosphate pebbles, white and black in color, varying greatly in grade, are found imbedded in a matrix of sand and clay; and range in size from the fines to pebbles 1 1/2 in. in diameter, although the average coarse size is approximately 1/2 in. in diam¬eter. On some of the washers all material under 14 mesh is lost. High-grade phosphate (75 per cent plus of bone phosphate of lime, CasP2Oa) is generally soft, the pebbles breaking up during the mining operation and in pumping; low-grade phosphate, 67 to 69 B.P.L., is black in color with hard pebbles with no loss encountered in pumping.

GENTLEMEN : If my first words were other than those of thanks for the high honor of being called to preside over the American Institute of Mining Engineers, I should do injustice alike to you and to my own sense of the obligation, under which I have been placed by your voluntary choice. When the position was first suggested to me, I resolutely declined to allow the use of my name, on the ground that, by training and occupation, I was not entitled to this honor, which, it then seemed to me, should be conferred only on a professional engineer. In fact, the history of the Institute, which had honored itself, as well as my distinguished predecessors, David Thomas, Rossiter W. Raymond, and Alexander L. Holley, by elevating them to its highest office, seemed to indicate the line and the limit of safe precedent, in which I did not then see how I could be included. But my scruples were finally removed by the consideration that, as in the course of human industry, the pioneer, of whom Mr. Thomas was so marked a type, must precede the mining engineer, so fitly personified in Dr. Raymond, and be followed by the mechanical engineer, whose incarnation we behold in Mr. Holley; so all these must be supplemented by the man of affairs and finance, in order that "enterprises of great pith and moment" may be prosecuted to a successful issue. I felt, therefore, that I had no longer any right to resist your preference, or to deprive myself of what I must regard as the crowning honor of an active career. On an occasion like the present it seems appropriate to review the history in this country, during the last hundred years, of those industries which the Institute of Mining Engineers specially represents. There is much in the story with which other members of this body are more familiarly acquainted than myself; yet I fancy that to all of them, and not less to our distinguished and most heartily welcome guests from abroad, a comprehensive outline of the progress of mining and metallurgy in the United States will prove interesting. I ask your attention, therefore, to a condensed account of that subject, embracing a statement of the beginnings of the industry on our shores, of the notable events attending its increase, and of its present

SOMETIMES family backgrounds have a deep, if not direct, influence on a man's lifework. Dean Callen's paternal grandfather came from Wales and was a mine official in the Pennsylvania anthracite field: his maternal grandfather was a retail coal dealer. His father and uncle began their careers a. breaker boys but later completed their educational work and ended up in the professions. With that background, and with the slate region ( Pen Argyl, Pa.. July 1;. 1888) as his birthplace it is not strange that "Cope" Callen became a teacher of mining engineering. Graduating from Lehigh with an E.M. in 1909, lie taught there for two years while working for his master's degree. In 1911 he returned to teaching, going to the University of Illinois as instructor in mining engineering. In 1917, he was called to West Virginia University as head of the department of mining engineering and director of mining extension. The extension work was about dead. bus a new staff was built and the six-weeks' short course in coal mining was revamped into an attractive and efficient course which has grown in popularity with the years. Callen's work attracted the attention of the Federal Board for Vocational Education and in 1919 he was invited to serve that board as special agent for mining, taking a six-months' leave front the University.
