The term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. " Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper. In the pursuit of our professions as mining engineers, geologists, or operators, we are continually confronted by conditions with which our present mining laws or regulations are incompatible. It may be a conflict, hardship or injustice, a piece of favoritism, or of unnecessary red tape; or we may see lack of development in a promising locality, and wonder what is the reason. Often we can see where a modification, slight or radical, in the laws would have obviated the difficulty without doing harm to any of those immediately concerned. Such alterations as individuals could intelligently suggest would be based on a relatively small number of situations occurring in their experiences. The published replies to the queries formulated by the various committees on mining law appear generally to reflect personal experience. THE American iron and steel manufacturer finds himself to-clay barely at the threshold of enormous possibilities for practicing rational economy in the use of fuels. The fuel cost is by no means the smallest of items which enter into the cost of manufacture of iron and steel products, but the great wealth of this country in high-grade fuels, together with a protective tariff, has heretofore made fuel economy relatively unimportant. In Germany, the use of raw coal for the purposes of iron and steel manufacture has been all but abandoned and large sums of money, formerly irrevocably wasted, are now being saved. When scanning the literature of this country devoted to the application of gas power, but little information will be found on a subject which, however, is destined to become of considerable importance in the United States, namely, the use of coke-oven gas for the generation of power in gas engines. This lack of information can be traced to the fact that the regenerative by-product coke oven with its large amount of surplus gas is still far from having attained in this country the universal application which it has found in Europe. This statement needs hardy any corroboration other than the evidence of statistical investigations made by E. W. Parker of the United States Geological Survey, according to which only approximately 25 per cent. of the total coke produced in this country in 1912 was made in by-product coke ovens, whereas 75 per cent. was produced in bee-hive ovens. This entailed the enormous loss of over $80,000,000 in non-recovered by-products, such as gas, tar, and ammonia, without considering the substantial loss due to the non-recovery of benzol from the coal. There are two more or less distinct fields of application of the by-product coke oven: one, to furnish as the main product metallurgical coke of specified quality, and surplus coke-oven gas as the by-product, and the other, to carbonize high-volatile coals, and thus produce as the main product large quantities of gas, high in heat value and rich in illuminants, adapted primarily for domestic heating and lighting, while domestic coke becomes the by-product.

During the latter part of the year 1931, the Republic mine of the Republic Steel Corporation, at Republic, about 4 miles south of Brownsville, Pa., was mining coal along four rib or fracture lines. One of these lines, the west butt rib line, was retreating towards a concrete-lined air shaft, 320 ft. deep, which had been sunk in 1911 for ventilation purposes. With the normal rate of mining at that time, it was expected that this rib line would pass the shaft in three or four months and the shaft would then be abandoned and allowed to cave. Realizing the opportunity presented for the study of an unusual case of ground movement, the question of conducting the study was presented by the junior author to thechairman of the Institute's committee on Ground Movement and Subsidence, Mr. George S. Rice, who presented the matter to Mr. G. H. Morse, General Manager of the Northern Mines, Republic Steel Corporation, and he agreed to cooperate with the Bureau of Mines in making the study, the results of which arc presented in this paper. Acknowledgments are due to Mr. Morse for his full cooperation in this work and to Mr. G. S. Rice and Mr. J. W. Paul, both of the U. S. Maintaining safe, yet economical, slope geometries in a mining operation is paramount. When design analysis and engineering judgement have dictated conservative and usually more expensive problem solutions, monitoring has often proven to be a valuable method in dealing with potential slope instability. A well planned and executed monitoring program can allow operation at a lower theoretical margin of safety. Monitoring provides a valuable check on design parameters and can measure effects of remedial improvements. Warning of impending failure can often be established well in advance. The monitoring problem situations in civil engineering works and open pit mining are much alike. Instruments used for monitoring in both industries are often the same. In this paper, geotechnical instruments for measuring deformation and groundwater pressure in rock and overburden are discussed with a broad-brush approach. Results obtained over extended time periods are presented in a graphical presentation for a case history. Descriptions of various types of instruments, mostly used to monitor stability of rock slopes, are discussed, and data analysis and approximate costs are presented.

The cost of shipping British coal by water to domestic and ex- port users has been expensive. The traditional transportation system functioned as follows: coal in up to 50 different grades was accumulated in railway cars at several loading ports; on the arrival of a vessel, cars were dumped in the desired order to produce the required blend. It was a direct rail- road-to-water interface. Railroad freight was high because of the poor utilization of the large number of small (14, 18 or maximum 28-ton capacity) hopper cars required. Ocean freight was high because the ships were small, mostly on the order of 1500-3000 dwt and even these took a long time to load. Assembling and loading larger cargo presented a challenge in logistics to the ports, the railways and the coal washeries. The accommodation of larger bulk carriers was hampered by a tidal range of up to 24 ft which led to the development of impounded harbors, with locks that limit the size of vessels.

FROM beginning to end, the processes of coal stripping are of great interest. From the time the prospector enters upon the property to examine it and to prove it, until the coal is loaded into railroad cars, every step must be taken with careful thought and planning. In proving the merits of a prospective property, an examination and computation of the overburden is of almost equal importance to the determination of the extent and quality of the coal bed itself. Is the overburden hard, and will it require drilling and shooting? How many yards of it will have to be handled to produce a ton of coal? Will it remain in place when .put in the spoil bank, or will it spread and run back into the pit? Are the drainage problems serious, and what will it cost to handle the water? Does the coal have bad dips, and what will be the grades and curvatures for haulage? These are a few of the physical problems that confront the prospector, and they can be ascertained only by adequate and careful drilling and engineering of the property to be considered. The engineer is an ever-present necessity, not only in the prospecting but in the daily operation of the property after it has' been approved and developed. The first step in operation after the location of the tipple is the contouring of the surface to be stripped and the laying out of the pits for operation, having in view again adequate room for spoil, drainage, haulage and other problems. If the overburden is hard, as much of it is in the larger stripping areas, it must be drilled for shooting with churn or well drills, the holes continuing from the surface down to or near the coal bed. The location of these holes should be made, and marked with stakes, by the engineer, acting in conjunction with the shooting foreman. The usual practice is to drill holes 6 in. in diameter, although the present tendency is to increase the diameter of these holes so that they will hold, without springing, a larger charge of explosive. With the use of the old method of shooting, the holes were sprung or chambered several times with charges of dynamite, and in the cavity thus made, the explosive was placed, largely at the bottom of the hole; but with the use of liquid oxygen as an explosive, and with the later

WHEN dry chlorine gas is made to act in the cold upon finely¬divided gold,' it converts the latter with evolution of heat into auro-auric chloride, Au2CI4, a hard, dark-red, hygroscopic salt. Moisture splits this salt into aurous and aerie chloride, Au2C14 = AuCI + AuCI3; treatment with water converts it into auric chloride and gold, 3 Au2CI4 = 4 AuC13 + Au,. Aurous chloride, when stirred with water, undergoes a similar decomposition, 3 AuCI = AuCI3 + Au,. These decompositions of auro-auric chloride and of aurous chloride furnish the explanation for the practice of moistening an ore before it is treated by the Plattner chlorination-process; practical experience having shown that gaseous chlorine gave an unsatisfactory extraction with dry ore. According to Rose,' fine gold is acted upon more slowly by chlorine than gold containing some base metal, e.g., copper. He also states that small quantities of silver increase the rate of solution, but adds that the coating of silver chloride formed checks, and finally stops, further action, if the percentage of silver be increased beyond a certain undetermined amount. Bromine' acts upon finely-divided gold in a manner similar to chlorine; the auro-auric bromide, Au2Br4, however, is not hygroscopic. Upon treatment with water it is decomposed as is the corresponding chlorine salt. It is generally believed that bromine does not act as energetically upon gold as does chlorine. The Coal Reparation Division of the Pittsburgh Mining Technology Center conducted an investigation to assess and compare the pyritic sulfur reduction potential of coal-pyrite flotation and high-gradient magnetic separation (HGMS). Tests were run on three coals - an Upper Freeport bed coal, a Lower Kittanning bed coal, and a Pittsburgh bed coal - to establish grade-recovery relationships characteristic of both processes. Representative portions of each coal sample were crushed to two top sizes-nominal - 500 pm (-35 mesh) and nominal - 149 pm (-100 mesh)-and subjected to conventional froth flotation. The froth product was then beneficiated by coal- pyrite flotation or HGMS, to provide a direct technical companion of the two processes. At - 500 pm (- 35 mesh), the size normally employed for coal flotation, both coal-pyrite flotation and HGMS effectively separated pyrite from coal, and the performance of the two processes was essentially the same. At a - 149 pm (- 100 mesh) sire, however, the performance of HGMS exceeded that of coal-pyrite flotation. The separation effected by HGMS were more efficient at - 149 pm (- 100 mesh) than at - 500 pm (- 35 mesh). On the other hand, it was concluded that either the effectiveness of coal-pyrite flotation decreases with diminishing top size or the process has not been optimized to treat material finer than 500 pm (35 mesh).

THIS article presets a view of a problem encountered in petroleum refining in the deterioration of equipment used in condensation of vapors and cooling of liquids. Discussion is limited to the problems of shell- and tube-type exchangers and condensers. In this service shell- and .tube-type equipment is gradually displacing other types and, for this reason, its economic importance ill oil-refining practice is also increasing. Considering oil - refinery practice during the last two decades one can readily see many important improvements in the apparatus used. Briefly, the present equipment is safer, more efficient, and Ignore economical. Improvement in apparatus used for the condensation of distillates has, in my opinion, been less than that in other essential distilling apparatus. So it is hoped that this discussion will stimulate research among the producers as well as among the consumers of this equipment with a view to ameliorating this condition.

F. X. Ferney—We are pleased that this paper was presented at this meeting and thank Mr. Richardson and Mr. Lyons for their effort and work in preparing it. We agree with the authors that it was unfortunate that more comprehensive data were not available when the paper was prepared, this being particularly true since we had no knowledge that the paper was being written and could not make available data which were in our process files. Further, it is our opinion that because the data are not sufficiently comprehensive the results which are presented are erratic and will lead to false conclusions. As we see it, there are three Specific reasons why the data which are presented cannot be considered accurate. 1. The preparation plant was not at equilibrium while the samples were being taken. This is indicated by the fact that the percent of solids in the circulating water varied from 3.9 pct to 10.7 pct during the period when the plant was sampled. 2. We do not believe that the samples of Bird feed which were taken were representative and could indicatc the true feed to the filter. Evidence of this is shown in the data where the dewatered product leaving the centrifuge contains more coarse material than the feed to it, that is, material which is +6-mesh in size. 3. We question if the data concerning screen analysis in the fine sizes is accurate and would conclude (from the data) that these tests were made by a dry-screen method. We have found that wet screening is always necessary to obtain a true picture of the quantity of —200-mesh fines which is present. The test work described in the Lyons-Richardson paper was conducted some time ago and the tests were carried on during a period when the preparation plant had not ironed out all of their start-up problems. Since that time most of these problems have been corrected and now this is a smooth running, well-operated prep-

THE word temperature has both a colloquial and a technical use. For everyday purposes of abusing the weather man, no very exact definition is necessary, but for the purpose of giving a simple summary of the physical laws that form the basis of practical pyrometry, something more precise is required. Beginning, therefore, with the common concept of "hotness" and "coldness," we must agree on a method of measuring differences in "hotness," on the unit to be used, and on the point from which measurements are to be taken. We shall then have a definite "scale of temperature," which can be used in all methods of pyrometry. But, as in many similar cases, it is much easier to define or describe something than it is to make practical application and use of the definition; so that much of our attention will be taken up with practical methods of realizing or applying the scale agreed upon. It was early observed that changes in temperature produced large and easily measurable changes in gases, which may be most simply separated into changes in volume (expansion and contraction) under conditions of constant pressure, and changes in pressure under conditions of constant volume. These changes are much the same in magnitude for the common gases oxygen, nitrogen, and hydrogen and also for the rarer helium and argon. This relative uniformity in behavior led to the suggestion of "the gas thermometer" and "the gas scale" as the basis for all temperature measurements. However, as methods were refined, differences appeared between different gases and different ways of using gases, so that Lord Kelvin introduced his more fundamental notion of the "absolute thermodynamic scale" of temperature, which he defined as follows: Given two bodies, say two tanks of water, at different temperatures to determine these temperatures on the "absolute thermodynamic," or Kelvin, scale, operate a thermal engine between these two temperatures, letting it take in heat from the hot body and give out heat to the cold, which therefore corresponds to the boiler and the condenser of a steam engine. These days of great industrial and social problems in America produce many suggested solutions and great changes. The practical engineer and employer of labor views these problems differently from the labor leader or the social reformer, but as never before he is sincerely interested in solving them in a way that will be just to all. The inevitable tendency of the day is toward "industrial betterment," " safety," '(industrial education," " efficiency," and the many other things which have become so familiar to progressive employers. There is no longer any question that these things are worth while from both the human and economic standpoints. They "pay" in dollars and cents. The very center of final success in improving conditions and increasing the efficiency of workingmen must be the spirit of fairness and a knowledge on the part of the employer of how to deal sympathetically and intelligently with his employees. Every progressive employer knows how greatly he desires foremen, superintendents, managers and others who possess these qualities. On the other hand, we are all familiar with serious mistakes made by young graduates of engineering schools who have had no opportunity to develop these qualities, and who have no real appreciation of the worth of the workers. Indeed, one wonders whether much ill-feeling, labor difficulties, and many strikes could not be avoided if such men had the right attitude. Is there any way of remedying this condition? If this particular difficulty can be solved, if these young engineers, many of whom are our coming leaders of industry, can be given the right perspective and the right understanding of these other problems in addition to fair, sympathetic methods of handling men, many of our other problems will be solved—not at once, but gradually and permanently, as these men make good and become influential in paths of industrial righteousness and industrial peace. Many progressive employers of to-day have enlarged their own perspective and realize the great importance of enlarging the perspective of those who shall follow them. How can it be done? Ilmenite concentrates prepared from beach and dune sands of Florida, India, Australia, and other localities deviate to varying degrees from the theoretical composition of pure ilmenite, and generally contain more TiO2 than the formula FeTi03 would indicate, and some Fe2O3. This variation in composition is due to different amounts of altered ilmenite in the concentrates. (') The alteration has been shown to take place by oxidation and leaching of the iron in ilmenite, to yield residual products consisting of amaphous or very finely crystalline titanium dioxide and ferric oxide. Other studies(2) have stressed that ilmenite may alter first to an amorphous titanium-iron oxide, or to an amorphous mixture of titanium and iron oxides, with later alteration to crystalline titanium dioxide. There has been some speculation as to whether alteration of ilmenite is usually caused by weathering or by hydrothermal pr0cesses.(3,4,5 Three main methods of approach were used to study the mechanism and rate of ilmenite weathering. (1) Etch tests were used to learn the relationship between crystallographic orientation and the rate of chemical attack on ilmenite. (2) Altered ilmenites in New Jersey sands were compared with ilmenite in rocks of the area from which the sands were probably derived. (3) Experiments were carried out to determine at what rate, and by what agents, originally fresh ilmenite could be altered in the laboratory under simulated weathering conditions. ETCH FIGURES ON ILMENITE CRYSTAL PLANES A rather large ilmenite crystal from Sannidal, Norway, about 11/2 x 11/2 x 2 inches, bearing a few natural faces with imperfect surfaces, was prepared for etching by grinding and polishing crystal planes whose Bravais-Miller indices (referred to hexagonal axes) had been determined by X-ray methods to be 00.1, 10.0, and 10.2. Metallographic examination showed that the crystal was homogeneous, and uniform in orientation, except for the presence of twin lamellae which were oriented with their broadest surfaces parallel to the 00.1 planes of the large crystal. Since ilmenite is rather inert to standard etch reagents, strong solutions of hot sulfuric acid and cold hydrofluoric acid were used. Preliminary tests established that better etch figures were obtained using HF than with H2So4 solutions. The etch figures produced on 00.1 and 01.0 planes of ilmenite by etching 3 to 5 minutes in cold concentrated HF solution are shown in Figures 1, 2, and 3.
