The Library belonging to the Institute is now administered as part of that of the United Engineering Society, the members of the Library Committee representing the Institute on the Library Board of the United Engineering Society. The main collection now consists of 115,900 books, 3680 pamphlets, 5811 maps, and 4402 searches, making a total of 129,793, a net gain of 7701 within the year. There is in addition a lending collection of 1004 volumes and one of duplicates amounting to 11,310. The library grows steadily both by gift and purchase. The cataloging is now substantially current covering 124,100 items represented by 362,145 cards. There are many rare and notable books, especially those relating to early engineering. It is truly a great treasure house of knowledge. While no severe effort is made to record all visitors the books showed 23,470 to have used the Library in 1928. In addition 5102 telephone requests for information were answered, 202 searches and 196 translations made and 34,964 photo prints furnished. The service department is maintained by small fees which cover the cost. The total amount appropriated for operating expense for the year was $46,300, of which $8,240.02 was furnished by the Institute, $5,399.45 being derived as income from the Douglas Library Fund and the remainder from current receipts. Within the year a slight change was made in the method of meeting the expenses of the Library, a flat charge of $5,000 per year being made against each of the four Founder Societies and this being supplemented by a surcharge based upon membership. The effect of this has been for the present to decrease slightly the amount that the Institute would otherwise need to pay. Placing in one collection all the books of the four societies greatly increases the number of books accessible to the members of each and opening the Library to the public is an important factor in keeping the tax exemption privilege enjoyed for the building. The Director and Staff of the Library make every effort not only to accommodate those who come in person to consult the collection but members resident elsewhere who communicate by letter or wire. The facilities of the Library are truly available to all.

THE campaign now being waged to improve the quality of the rock-drill bit is the natural outcome f the scientific development of the drilling machine during the past twenty years. In this development there has been a great increase of power output per unit of weight of machine. But the development of the rock drilling engine has been seriously hampered by the need of a drill bit that would withstand, without undue wear or breakage, the heavy rapid blows of the improved pneumatic hammer. This problem was difficult to solve because an increase in the weight or section of the drill-steel bar resulted in decreased cutting speed and higher operating costs of both the bit and its actuating engine. The solution, therefore, is to make the bit of steel that, for a given weight or section, will be more shock and wear resisting. In the attempt to meet these requirements, many of the drill-steel manufacturers alloyed the steel with vanadium, chromium, nickel, etc., on the assumption that such elements would improve the rock-drill bit but due to the sensitiveness of such steel to forging and heat treatment, higher cost, and lack f continuity of effort on the part of the steel manufacturer to perfect this product, but little progress has been made in the adoption of these steels and the so-called straight carbon steel is today recognized as the standard material for all rock-drill bits. The first step in improving drill-bit efficiency is the determination f the cause of breakage and wear. For this reason, in 1917, certain rock-drill manufacturers, in conjunction with some of the larger mining interests, conducted exhaustive tests in both the field and laboratory. It was then found that, in the main, the cause of drill-steel troubles is not attributable to the duty imposed upon it by the normal operation of the drilling engine, but to improper forging and heat treating of the bit and to the subjecting of the bit to improper use. The fact that it is possible to minimize the troubles attributable to improper heat treatment of the drill steel has been demonstrated and it is recommended that such knowledge be made available by teaching those interested in the production, use, and up-keep of drill bits the principles on which success in this direction may be achieved.

LEONARD Utilization from the Point of View of the Preparation Engineer The primary interest of the coal preparation engineer is process design, operation and maintenance to produce an acceptable product which can be sold at the greatest possible profit. Because of these interests, attention to the unrealized potential value of coal is sometimes neglected. The intent of this chapter is to alert the preparation engineer to the utilization possibilities of both the product as well as the tributary coal flow moving through a modem coal preparation plant. Thus, coal types having similar physical and chemical properties tend to become increasingly concentrated according to size, specific gravity and/or surface chemistry. The basis for any unrealized potential derives directly from the coal seam itself. Most coal seams consist of coal bands and benches which are sandwiched together in layers and which visually differ from each other by physical structure and luster. Randomly selected physical and chemical ranges determined from layers of coal in a single seam can easily differ by as much as 30 Hardgrove grindability indices, 0.30 of a specific gravity point, 20 percentage points of ash, six percentage points of dry volatile matter and 10 percentage points of total sulfur.1 Similar wide variations exist for calorific value, seam moisture content and undoubtedly, for any other conceivable coal test parameter which might be used for comparative purposes. These observations all point to the long established fact that coal is not homogeneous as conventional analytical methods might tend to indicate, but is instead a highly heterogeneous substance. Since both coal and associated minerals entering a preparation plant are highly heterogeneous, a multi-product potential beginning with certain flotation cell concentrates and ending with plant refuse may exist. Such a potential can and to a limited extent is achieved at some operations by drawing off coal according to size, specific gravity and/or surface chemistry differences from individual coal cleaning processes. Such a sequenced draw-off of coal of increasing ash increments could yield, among other products, chemical coals, coking coals, coals for pulverized fuel boilers, cyclone boiler coals, coals for cement plants, limestone, shale and clay. THE United Electric Coal Companies, operating large strip mines at various points in Illinois, pioneered in developing and perfecting the strip method of mining coal by use of large shovels and drag-lines. Coal stripping was first started on the properties owned by this company near Danville, Ill., in 1885. The first mechanical' excavating machine used for the purpose was really a dredge minus the hull, which had been purchased from the Marion Steam Shovel Co. It was erected on a wood frame supported by wheels and was referred to as a dry-land dredge or stripping machine. Wood was used throughout in the construction of this primitive excavator, even for the boom which was 50 ft. long. A single-cylinder vertical steam engine furnished power to hoist the %-yd. dipper arid swing the boom. 400 cu. yd. of overburden moved in a day was a great record.

Discussion of the paper of J. NORMAN BULKLEY, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 355 to 373. GRAHAM BRIGHT, E.. Pittsburgh, Pa.-On p. 265 mention is made of a change from steam hoist to electric hoist. The arrangement mentioned, of using a geared motor, and having the gearing and counter-shaft in a separate, self-contained unit, and then connecting that to the hoist by means of a flexible coupling, is very good. Sometimes, however, it is necessary to change a geared hoist over to an electric hoist. 'In that case the motor could be either direct-connected to the countershaft or geared to the countershaft, making a double-reduction gearing. Trouble has been experienced with this method on account of the hoist not being designed for electric drive. It may be of a rather light construction which will not stand the forces obtained by steam operation, the maximum being determined by the steam pressure which can be obtained in the cylinder. With motors of hoisting types, torques, can be obtained, which are so far in excess of anything that the steam engine could give, that this sometimes results in disaster when a motor is applied to a hoist of that type. If the operator gets a little careless, he may overstrain the hoist, And cause damage, so that this question should be looked into when changing from a steam hoist to an electric hoist. The hoist should be rugged enough to stand the torques which may be attained by careless operation, in which case, instead of using a three-bearing motor, with a pinion between two of the bearings, it is much better to arrange for a two-bearing motor, arranging for a coupling through a flexible coupler. In another place trouble is mentioned as due to the vibration of a geared hoisting motor. That can be overcome by supplying a flexible coupling between the motor and the hoist proper. You will find, if a flexible coupling is furnished, that the motor troubles will largely disappear. K. A. PAULY (communication to the Secretary*), Schenectady, N. Ways are discussed of appraising chances in conformance with probability principles, and graphs are suggested to show tonnages, grades and the corresponding judged expectancies. Introduction When exploratory development of a mineral deposit is contemplated, three interrelated questions normally must be answered before a sound decision can be reached. How much will the program cost? How much will the anticipated ore add to the immediate value of the mine? And what is the chance of developing this ore? To justify development, the deposit should present a favorable disparity between the three factors, cost, chance and return. If, for example, there is a 50-50 chance of success, the ore that is sought should have an immediate worth (after deducting all subsequent charges that it must bear) of more than twice the cost of the development. Likewise, if the chance of finding the ore is but one in five, that ore should enhance the immediate value of the mine by more than five times the cost of developing it- With sound economic and operating assumptions, the cost of exploratory development and a present value of anticipated ore may be estimated within reasonable limits. Less general attention has been given to appraising ore chances in comparable terms. The exploratory experience of the mining industry is broad enough that knowledge, vision and judgment may be combined to yield more tangible evaluations of Ore expectancy than are now customary' A way of making such appraisals is suggested herein. The mathematics of probabilities cannot be applied directly to the search for ore. By coupling applicable principles of probability, however, with pertinent experience gained in mineral exploration, an estimate often can be made of the chance of finding a certain tonnage and grade of Ore in a specific location. Such estimated, or judged, expectancies for the several blocks of ground in a deposit may be combined in a simple chart to show the relationship of the various exploratory possibilities and the potential magnitude of the deposit' An engineer or geologist may find that the quantitative thinking required for an appraisal of this type is an aid in clarifying and coordinating his views and recommendations. R.G.K. Morrison (Chairman, Dept. of Mining Engineering and Applied Geophysics, McGill University, Montreal, Que. Canada) - The authors have introduced a subject, the intensive study of which has awaited scientific developments. These are now such as to justify a thorough review of our thinking on the causes and control of rockbursts. The formulae developed in the paper, the comparison between rockbursts and earthquakes in figure 1 and the energy data relating to explosives serve as an effective foundation. In the paper this writer is quoted as suggesting that energy of the order of 10 x 10 11 ft. lb. may have been released in some of the heaviest rockbursts in the Kolar Gold Field. He now hastens to add that such an estimate has no scientific validity. It arises only from a casual comparison of surface and underground effects of the medium heavy bursts, referred to in the paper and estimated by Jones at 3.0 x 1010 ft.lbs., with those of obviously greater magnitude. In any case, we have the estimate by Jones above, that by a team of seismologists 1 on the Witwatersrand of 10 x 1010 ft.lbs., that by Coates of 3.8 x 10" ft.lbs., also referred to in the paper, that by Blan-chard2 for the catastrophic rockburst at Springhill, N.S., of only 7.4 X 107 ft. lbs., and finally the range covered by Cook, referred to in the paper. It is probable also that data for the heavy rockburst at Merkers3 in the WERRA potash area of Germany are available as it was recorded on seismographs from Moscow to Spain. It is the writer's impression that some standardization is present in the estimates above for 10 x 10 10, 3.8 x 1010 and 7.4 x 107 ft.lbs., respectively. The latter, for Springhill, represents a relatively low order of magnitude. It is obvious that any energy estimate must be related to the local geometry of openings at the time of the event. It is also obvious that any explanation of the causes of rockburst must be capable of providing a wide range of energy. However, we must remember that the energy release is an effect indicating magnitude. The cause lies with the mechanism initiating the primary failure, generating the seismic activity, to which much of the damage is probably due.

ALL viscous or plastic flow of incompressible matter is the result of shear strain; the changing shape of any body that is being plastically deformed can be completely described in terms of the shear strain occurring at each point in the body.[t] Furthermore, the relative amounts of shear strain occurring in different parts of a body under stress depend upon the relative rates of shear strain at those different points, so that if the dependence of the shear rate of any material on the temperature, shear stress, previous history, etc., were understood, the principles of plastic deformation would be known, and we could calculate how a body made of a given material, having a given shape, and subject to a specified system of forces, would change its shape with time. It may be said, then, that the problem of plasticity resolves itself into, first, the problem of the rates of pure shear processes, and second, the application of what is known about pure shear to actual cases. It is the purpose of this work to investigate the former problem -i.e., the dependence of shear rates on temperature, stress, etc.-from the standpoint of recent developments in the field of chemical-rate theory and with particular reference to the phenomena occurring in the creep of metals and in the plastic flow of crystalline solids in general. It is left for the mechanical engineer, and perhaps the expert in hydrodynamics, to deal with the problem of applications.1 RESOLUTION OF MACROSCOPIC SHEAR INTO MICROSCOPIC MOVEMENTS; RESEMBLANCE TO CHEMICAL REACTIONS Just as any large body is made up of many small units, or atoms, so macroscopically observable shear is the result of many microscopic unit shear processes; just as the understanding of the behavior of large bodies demands the understanding of the atoms of which it is made, so the understanding of macroscopic shear demands the understanding of these fundamental unit processes. The study of shear from this "atomistic" point of view has made considerable progress. There has been fairly complete understanding of shear processes in gases for a long time, at least for nonturbulent flow, as a chapter on gaseous viscosity in any text on the kinetic theory of gases will prove. 1. INTRODUCTION. AT the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper Smelting,)' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, fee. They arrived at this inference from the observed fact that a matte containing Cu2S, 90.4, and Fee, 9.6 per cent (or, in round figures, Cu2S, 90, and Fee, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples, gave them a grayish-black field of very uniform appearance, except that 5 of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the series ferrous sulphide cuprous sulphide, and to see how the constitution could be further, revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, "The Concentration of Gold and Silver in Iron Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

ABOUT a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the Journal of industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, front gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we' find it suggested by Hohlfeld 1 as a means of suppressing ordinary smoke, and again a quarter of a, century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge,3 many years after he himself had independently rediscovered the same phenomena and brought them to public attention 4 in a lecture before the Liverpool Section of the So-

DOES mining pay? Inasmuch as the whining of minerals from Nature is one of the world's principal sources of new wealth, this question is of general economic interest but it is obviously of even more vital concern to investors and those engaged in mining. In a previous article on "Wage Costs in the Mineral Industries,' published in the November issue, I attempted to show that wages paid workers on the job accounted for, roughly, 50 per cent of the mine dollar. Salaries normally range over 5 per cent - lower for large metal mines but higher in stone quarries and minor nonmetallic min. in, industries. Purchases of supplies, materials. fuel, and power generally aggregate within the range of 15 to 25 per cent of total receipts, with the average well under 20 per cent. I have repeatedly said that the mechanical treatment of the metal forming a steel rail, during its manufacture, was comparatively of much greater importance than its chemical composition; and years of observation have confirmed and emphasized this fact. ' The comparison of the wear of the earlier steel rails with that of later ones, and to the great disadvantage of the latter, ia still being constantly made by railway oficials. And while some of us, with experience covering the whole history of the manufacture of steel rails, are aware of the great differences in the conditions governing their production at various periods, I do not think the engineering world generally appreciates the direct and imperative influence which these variations have had, and are having, upon the wearing-quality of the rails. In the earlier days, the steel was poured into ingots which would make but two 30-ft. rails not exceeding a weight of 60 lb. per yard—giving a mass weighing, say about 1,400 lb., and of a section of about 12 in. square. To-day the ingots are about 22 in. square, and weigh more than 4,000 lb. Of course, the interior of the larger ingots must remain hot and liquid longer than that of the smaller ones, and from this condition arises the steel-rail makers béte noire—segregation of the metalloids and piping of the steel. Ingots of the smallest section will pipe, but with the increase of the size, so will follow that of the interior cavity. This well-known tendency demands that special care should be exercised to avoid the evils arising from it.

DURING the latter part of the year 1931, the Republic mine of the Republic Steel Corporation, at Republic, about 4 miles south of Browns-ville, Pa., was mining coal along four rib or fracture lines. One of these lines, the west butt rib line, was retreating towards a concrete-lined air shaft, 320 ft. deep, which had been sunk in 1911 for ventilation purposes. With the normal rate of mining at that time, it was expected that this rib line would pass the shaft in three or four months and the shaft would then be abandoned and allowed to cave. Realizing the opportunity presented for the study of an unusual case of ground movement, the question of conducting the study was presented by the junior author to the chairman of the Institute's committee on Ground Movement and Subsidence, Mr. George S. Rice, who presented the matter to Mr. G. H. Morse, General Manager of the Northern Mines, Republic Steel Corpora-tion, and he agreed to cooperate with the Bureau of Mines in making the study, the results of which are presented in this paper. Acknowledg-ments are due to Mr. Morse for his full cooperation in this work and to Mr. G. S. Rice and Mr. J. W. Paul, both of the U. S. The rapid increase, during the last few years, in the number and magnitude of applications of electric power-transmission to commer cial uses in this country, has been due principally to three causes: first, the ability and enterprise of those who have been identified with the progress of electrical industries, since electric illumination became an economic fact instead of a laboratory-experiment: sec ondly, the readiness of the American people to adopt new and ad vanced methods as soon as their superiority has been fairly demon strated; and thirdly, tile economy and flexibility of the apparatus employed, when properly designed and constructed, and installed under suitable conditions. Basing our judgment on the world's advance in scientific devel opments during the past century, we may reasonably conclude that in no other country would the pioneeis of electrical invention, whose names have now become household words, have received the prompt and plentiful financial support which has enabled them to inaugurate undertakings of exceptional magnitude, even in this era of tremendous monetary organizations. And, on the other hand, we have seen, in the numerous financial and engineering failures inseparable from such rapid development, the natural results of a too implicit faith in electrical omnipotence. It is not to be wondered at that conservative engineers have been slow to adopt this new and mighty agent in the solution of exten sive problems, and under circumstances where a single failure means not only a greater or less financial sacrifice, but the loss, in a greater or less degree, of professional reputation. SINCE their comparatively recent development, the alloys of cadmium with silver and copper or nickel, and of cadmium with nickel alone, have been used somewhat extensively as liners for connecting rod bearings and main bearings of internal-combustion engines. In applications where, owing to high bearing loads and elevated operating temperatures, the life of bearings made from tin-base or lead-base alloys has been undesirably short, cadmium alloys have demonstrated considerable advantage. In applications where, because of deflection of the crankshaft or bearing supports, copper-lead bearing metals have resulted in scored shafts, cadmium alloys have been operated successfully. The somewhat serious drawback to these alloys in bearing service has been that they, in common with copper-lead and certain lead alloys, are susceptible to corrosion in the presence of lubricants containing organic acids. These acids may be fatty acids (such as oleic acid) derived from animal or vegetable oils that sometimes have been compounded with engine lubricants, or they may be compounds of an acid nature developed by the oxidation of some petroleum oils under operating conditions. The result of such acid attack on bearings is illustrated by the photograph, Fig. 1. The petroleum oils that are most readily oxidized to a corrosive condi-tion, and the operating conditions under which such oxidation most readily occurs, are now rather well known among the technical organiza-tions of both the petroleum and automotive industries. While means have been developed for inhibiting petroleum oils against such acid formation, the knowledge that this condition may be encountered has been a factor in restricting the wider use of cadmium alloys as engine bearings. It has appeared, therefore, that their value and use would be enhanced if they could be made corrosion-resistant to a degree compatible with the most severe operating requirements.

RICHARDSON The quarterly meeting of the Columbia Local Section of the Institute Was held in Pullman, Wash., May 16-17, 1914, as a joint meeting with the Spokane Sections of the. American Institute of Electrical Engineers and the American Society of Civil Engineers, each holding separate sessions on the afternoon of the 16th With a joint meeting in the evening. The Section meeting was held in Science Hall, the Chairman, Prof. Francis A. Thomson, presiding. E. Jacobs, Secretary of the Western Branch of the Canadian Mining Institute, acted as Joint Secretary: About 35 members and guests Were present. H. C. Bellinger, formerly Metallurgical Manager of the Great Cobar Co., Ltd., N. S. W., Australia, described the Horwood process. Papers as follows were presented and discussed: A Smelting Furnace for Cyanide Precipitate, by P. S. Anderson. Mining Methods in Rossland, by C. H. Loux. Geological Notes on a Part of Central Idaho, by Prof. D. C. Livingston. Some Notes on the Ore Deposits of Republic, Wash., by A. M. Balfour. E. Steidl, of the U. S. Bureau of Mines Rescue Car, spoke on the mine rescue service of the Bureau, and E. Jacobs described what is being done along similar lines in British Columbia and elsewhere. The evening was occupied in joint session, J. B. Fisken presiding. Mr. Fisken read a short paper on the benefit to the young engineer of an association y membership in the local section of either of the societies represented in the meeting, and C. F. Uhden gave a stereopticon lecture on Power Development Along the Spokane River.

1. Any society of undergraduates at a technical school, comprising students in any branch of engineering, metallurgy, chemistry, geology, etc., may be recognized by the Board of Directors in its discretion as an Affiliated Student Society, and its name, together with the names of its president and its secretary, may be published in Mining and Metallurgy or the Directory of the Institute. The members of such a society will not be named individually on the membership list of the Institute, but may at any time be proposed for election as Student Associates or Junior Members of the Institute, in the usual way. 2. Membership in an Affiliated Student Society, certified by the official representative thereof, and accompanied by suitable testimony as to character and qualifications, will have special weight with the Membership Committee of the Institute, in its consideration of the proposal of a candidate for membership. The Affiliated Student Societies receive the following privileges: 1. A copy of Mining and Metallurgy free; 2. The use of Employment Service; 3. The use of Mining and Metallurgy for publicity purposes, such as printing notices of their activities, etc.; 4. Assistance in obtaining speakers for their meetings, lists of moving-picture films, etc. To retain the privileges of the Affiliated Student Society, its officers must keep in touch with the Secretary of the Institute and advise him of its activities. The foregoing plan is not confined to students in mining engineering or metallurgy. Any undergraduate society of engineers may avail itself of the privileges offered. Societies desiring to be recognized as Affiliated Student Societies are requested to make application to the Secretary of the Institute, giving particulars as to the nature, membership and officers. The following list gives the names of the Affiliated Student Societies as of December 1, 1929, and their presidents and secretaries.

TO THE BOARD OF DIRECTORS OF AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-I have the honor to present the following, report for the calendar year 1920. The activities which seem to call for special comment are: THE NEW FORM OF MAGAZINE MINING AND METALLURGY appeared every month during the calendar year and has been developed until it contains some ten departments. It has brought forth more commendatory letters than have been received at headquarters on any other subject throughout the year. Less than a dozen letters unfavorable to the change have been received, and the indications are that the magazine has met a want deeply felt, especially by members distant from headquarters. The technical papers printed by the Institute are published in abstract in the magazine and opportunity is given to members who desire them to receive full copies of any or all papers published. The Bound Volumes, as usual, contain all the papers in full and discussions thereof. FINANCES The greatly increased cost of paper and printing has put a tremendous burden on the Institute's finances, since the dues of $12 per year are only 20 per cent. greater than the members paid when the Institute was founded forty-nine years ago. This has resulted in a temporary deficit, similar to that encountered by many of our sister engineering societies. The fact that our Institute has lower dues and gives more in the way of publications to its members than any other of the national engineering societies has rendered the situation more difficult for us. MEETINGS The Annual Meeting in New York, the Field Meeting in the Lake Superior District, the meeting of the Petroleum and Gas members at St. Louis, and of the Institute of Metals Division in Columbus, Ohio, have all been described in full in the magazine.
