(communication to the Secretary*):—Doubtless all engineers who have paid more than a casual visit to Russia have come into contact with that formidable document, the " smieta," or estimate of the Russian manager. It is an institution which seems to be inseparable from Russian mining-methods. As Mr. Shockley points out, the year's costs a agree very closely" with the figures of the smieta made at the beginning of the year. In cases which have come under my notice, I have been satisfied that there had been a good deal of " rigging" of accounts to this end. The sum spent by the manager was carefully kept down to the total of the estimate, because it was well known that no more money would be forthcoming, and when this is done it is not a difficult matter to see that the right amounts come under the right heads in the final accounts. I do not say that this is always the case, but I have come across notable instances. Looking at it from the Russian owner's point of view, I think that the balance of the argument is usually in favor of the smieta as limiting " impulsive indiscretion" on the part of managers. The Russian Mining Code of to-day leaves much to be desired, but this is thoroughly appreciated by the official world there, and great changes are spoken of for the future. In many, if not in most, cases the laws are interpreted liberally, and a great deal is left to the discretion of the district mining engineer or inspector, with whom it is necessary to keep in close touch. As Mr. Shockley points out, the officials of a mine, who are always Russians, are held personally responsible for accidents resulting to employees, quite independently of any compensation which may be made to the sufferer. EUGENE AUSTIN STEPHENSON, better and affectionately known as "Steve," has long been an active and enthusiastic member of the Petroleum Division of the Institute. As its Secretary-Treasurer for several years, he was the spark plug that so successfully carried the Division over the trying period of the early thirties. "Steve" was born at Franklin, Mich., July 27, 1883; graduated from Adrian College in 1905, and later received his Doctor's degree from the University of Chicago where he was an instructor for two years. From 1917 to 1925 he was chief geologist for the South Penn Oil Co. and from 1925 to 1930 he was associated with Ralph Davis, Inc., of Pittsburgh, consulting engineers. In 1930 the Missouri School of Mines called him to Rolla to head a department of petroleum and natural gas engineering. and in 1938 he was invited to build up a similar department at the University of Kansas.

ONE DAY IN the mid-1880s, in a suburb 0f Pittsburgh, Pennsylvania, there dismounted from a train the two foremost leaders of the day in the coal and steel industries-Andrew Carnegie and H. C. Frick. Their attention was drawn to a well-loaded car of coke, which their experienced eyes recognized as a superior product. "I'll bet you that coke is from the H. C. Frick Coke Company," Mr. Frick challenged. "I'll bet it was shipped by my company." In a spirit of fun Mr. Carnegie accepted the wager. Mr. Frick lost the bet: the coke had come from M0rewood, one of three sites being operated under the direction of a young entrepreneur, Erskine Ramsay. If Mr. Frick's confidence was somewhat dented by this occurrence, the responsibility was his own. He himself had opened the way for Erskine Ramsay to become the youngest of mine superintendents; and he had dispersed all dissension regarding his choice with the words : "I'm not interested in his years, I'm interested in his record. He makes more coke in an oven than any other superintendent. And I'll take 'em out 0f the cradle if they can make coke... Suppose he is only twenty years old? ... The d --- kid is a genius, I tell you." Erskine Ramsay was to follow in the tradition of Carnegie and Frick. Not only was he ambitious and a worker his background had prepared him for it. Coal mining was in the Ramsay blood. His father, Robert Ramsay, of whom the son once stated that he had no superior as coal mining and mechanical engineer in this country, once accounted in these words for the phenomenal accomplishments which had attached to the name "It does no harm to belong to a family of mining engineers who are just as good as any in America-if it is myself that says it." Anyone acquainted with Robert Ramsay's character realized that he was not given to overstatement. And the above-mentioned Mr. Carnegie encountered young Ramsay again, a few years later in his career, and wrote of him to young Erskine's father, that he was "going to be a credit `tae us a' " (a quotation from Robert Burns.) Nor have Mr. Ramsay's achievements been identified exclusively with the industrial field in which he early asserted himself. He has been an inventor whose techniques in mining engineering have received international recognition. As an investor of foresight, he has benefitted others immeasurably, as well as himself, being an influential factor in the upbuilding of several communities in his chosen and well-loved adopted home state of Alabama since 1887. He is a philanthropist whose benefactions have run into millions, the chief beneficiaries being educational and charitable institutions. The manufacture of structural shapes in steel of uniform quality, which shall command the full confidence of the engineer, is a problem in practical metallurgy which is beginning to attract much attention in this country. The progress of the past fern years in the improvement of plant and processes has placed it within the power of the steel-maker to supply a material of such chemical composition as will meet the requirements; but this solves only in part the difficulties of the constractor. It is well understood that the influence of shop manipulations is a most decisive one upon the mechanical properties of the finished product; in many cases so great, in fact, as to cause an entire transformation in the character of the material, and to render it unfit for the service for which it was intended. On the other hand, mechanical treatment is frequently resorted to as an efficient corrective of certain undesirable properties, which may be due either to chemical composition or previous manipulation. This understood and accepted, it is evident that careful investigation of the effects of mechanical treatment is fully as necessary to the successful use of steel in engineering structures, as the investigation of the influence exerted by its chemical composition. All structural material has to undergo more or less mechanical treatment, such as shearing, punching, upsetting, etc. Each of these operations produces effects which are far more marked and decisive in steel than they are in iron, and means must therefore be adopted to counteract, or at least to modify, these effects before the material is permitted to enter the structure. The fact that both shearing and punching affect the tenacity and elasticity of steel has long been recognized; bat, through more recent investigations, it has been established that these effects are purely local, and are therefore susceptible of correction by other and simpler means than annealing. The production of oil and gas in Arkansas is confined to two distinct and widely separated regions of the state; namely: (1) South Arkansas in the Gulf coastal plain, where 49 fields-many containing two or more reservoirs or pools-yield oil, condensate and gas from beds in the Cretaceous and Jurassic, and (2) Northwest Arkansas, a part of the Arkansas Valley, where only dry gas is produced in 21 fields from sandstones of Pennsylvanian age. Exploration during the year 1945 centered largely in these two producing regions, but some of the geophysical surveys were made and wildcat drilling was done a considerable distance outside these regions.

Geological Survey topographic mapping parties started initial operations in the 1953 Alaskan mapping program. One area to be covered is 17,000 sq miles in the Kantishna River, Melozitna, Tanana Fairbanks, Healy and Mt. McKinley section. The other area to be covered is the Kenai, Tyonek, Blying Sound and Seldovia areas. Average starting salary earned in 1952 by Columbia University School of Engineering graduates was $4000 yearly. This year's graduates can expect to start at about $4300, according to a survey taken by Columbia. Figures cover only those with Bachelor degrees. Graduates with a Master's started at an average of $500 per year more.

This paper describes the nature of engineering and geologic services for the production stage and a review of pit design factors peculiar to the development period. The Mission pit has passed into the mining phase where development is of secondary importance; however: until the pit reaches its final size, development will be a continuing function occurring simultaneously with mining operations. The deposit occurs in an extensive zone of altered sedimentary rocks which have been fractured by three fault systems, flexed or folded, and intruded by monzonite porphyry. The deposit is a low-grade copper sulfide "porphyry" type orebody within a broad zone of pervasive hydrothermal alteration in sedimentary rocks.

The following are excerpts from the report of the Treasurer of the United Engineering Society, for the year ending Dec. 31, 1915. Finances Due to the growth of the activities of the United Engineering Society, it was found desirable early in the year to consolidate the various accounts and financial records of the Society and of the Library, heretofore kept separately, and to have all the data pertaining to the building and its operation in the charge of one individual. An assistant secretary especially assigned to this work has been appointed, and a separate office has been established. The Finance Committee has had all of the records brought fully to date and has prepared a new set of account books to meet the new conditions. The Real Estate Account now includes the following items: Land $ 540,000.00 Building 1,050,000.00 Equipment 33,171.16 Founder Societies, Preliminary expenses 24,000.00 Total $1,647,171.16

This paper briefly describes the general outline of cyaniding silver-ores in Mexico, with special reference to personal experiments made in the Temascaltepec district. The most important papers on the subject deal with cyaniding gold-silver ores, the gold predominating in value, so that the treatment is nearly the same as for gold-ores, the losses of silver being considered of little importance. I describe here the treatment of silver-gold ores containing very little gold, which is more general in Mexico than elsewhere. The cyanide treatment, which was so successfully applied to gold-ores, did not succeed immediately with silver-ores on account of their varying composition. Gold occurs in nature usually in the native state, while silver occurs generally in combination with sulphur (argentite), and various combinations of sulphur, antimony, and arsenic. In former times there mas a complete difference in the treatment of gold-ores and silver-ores. Amalgamation, which was successful with gold-ores, was generally inadequate with silver-ores. The usual treatment in Mexico for silver was the patio process, the theory of which was satisfactorily explained only quite recently by Mr. Ortega and others. General Outline of the Cyanide Treatment. The general tendency of the present practice is to slime the silver-ore as much as possible, and in order to obtain a higher efficiency, with less loss of cyanide, and greater speed, the following lines are observed: 1. Crushing by stamps with 30- or 40-mesh screens, then crushing by Huntington or Chilean mills, through 60- or 80-mesh screens. 2. Concentration upon vanners.

A three day international mining convention was held At the city hall of Nelson, B. C., June 19-21. It was held under the auspices of the Nelson-Slocan and British Columbia Mining Men's Club, the Northwest Mining Association of Spokane, the Kootenay Mine Owners' Association, assisted by the Spokane Chamber of Commerce, the Vancouver, Chamber of Mines, the City of Nelson, the Associated Boards of Trade of Eastern British Columbia and the Nelson Board of Trade. The technical program was in charge of Columbia Section, American Institute of Mining and Metallurgical Engineers and Western Branch and Kootenay-Boundary Branch, The Canadian Mining Institute. The first day was given over to the judging of mining exhibits and manufacturer's displays; the organization of a branch of the Canadian Mining Institute, and the reception of visitors from Spokane. On Friday afternoon a joint session of the Canadian Mining Institute and the American Institute of Mining and Metallurgical Engineers was held.

A time-sharing computer was tied in to Hecla in August of 1967. This has proven to be helpful in performing metallurgical and engineering calculations that were formerly tedious tasks. Metallurgy programs were written for applying two and three product formulas. Programs were expanded to make the monthly metallurgical balance calculations for each of the Hecla mills. The Hecla engineering department uses the computer for solving hoist duty cycles and for traverse analysis. Both Asarco and Bunker Hill Company in the Coeur d’Alene Mining District are tied to a time-sharing computer. Their uses for the time-sharing computer will be discussed. Asarco had the advantage in learning computer techniques during an extended strike. A comparison of Asarco computer use with that of Hecla's will show the advantage in having a person or persons spend full time on the use of computers. Bunker Hill has the versatility of five teletype units in their mine-smelter complex plus ability to tie in to their own computer.

Experiments on the Rate of Heat Transfer from a Hot Gas' to a Cooler Metallic Surface Members of the American Institute of Mining Engineers will be much interested in the subject of teat transfer from a hot gas to a cooler metallic surface, and although the book on this subject recently published by the Babcock & Wilcox Co., of New York, deals primarily with boilers, it contains a great deal of information which metallurgical engineers will find of great value. The book starts out with an introduction giving some of the current theories regarding this subject; it then describes in detail the experimental apparatus used, and the methods of conducting the experiment's and recording the data. Then follow some account of the determination of radiation losses in jackets and cooler; measurement of metal temperatures; detection and correction of errors; etc., concluding with a discussion of the results and derivation of corrective formula for heat absorption; heat pressure rate and specific heat of gas.

There are many solution mining operations that use solar ponds as a mineral recovery step. Other locations in the world are now under investigation to recover minerals by solution mining but require the cheap energy of solar ponds to make the recovery viable. This paper shows a step-by-step material balance system that can be used in both simple and complex solar ponds. Use of this system will help the engineer determine if solar ponding efficiency can be improved or if solar ponding will work at all with a given set of conditions. Even the most complicated solar pond can be reduced to six flow streams. These are (1) feed, (2) exit, (3) leakage, (4) entrainment, (5) salts, and (6) evaporation. The equations developed in this paper will allow the solar pond engineer to easily evaluate the effect of each of the flow streams on the mineral production of a pond or pond complex.

The construction of a new breaker at the Cranberry Colliery, Hazleton, Pa., was forced upon the operators, A. Pnrdee & Co., by a fire which destroyed the entire plant early in January, 1896. The loss included, in addition to the breaker, three boilerhouses and three engine-houses. The boilers were not injured, but the steam-pipes and connections were all broken and warped by the fire. The boilers were probably saved from injury by the presence of mind of the fireman., who started all his feed-pumps and filled the boilers with water. The hoisting-engines were more or less warped and cracked, but by patching and replacing the injured and broken parts, they were made to do satisfactory service in the new plant. It may be worthy of mention that the wrought-iron shaft of one of the hoisting-drums, 12 inches in diameter by 17 feet long, was so heated in the fire that the weight of the drum caused it

The process engineer is familiar with the in any methods employed in the past for analyzing various materials. These include panning. eyeballing, and wet chemistry. Of those mentioned only wet chemistry has been and will continue to be a standard measure for the elemental content in a given material. However, wet chemistry, by the very nature of the method, can be excessively time-consuming and thus reducing obviously the number of samples that may be processed in a given period. The analysis by X-ray, in most cases, requires nothing more than assurance that the sample is in a suitable state for presentation to the X-ray spectrometer.

In directing attention to the newly-opened zinc-ore region in Southwestern New Mexico, I adopt a suggestion made at the Engi neering Congress last summer in Chicago by Prof. Le Neve Foster, who commended the indication of the geographical position of a district under description by means of an outline-map.
