Dimitri Kececioglu (Allis-Chalmers Manufacturing Co., Milwaukee)—The idea of applying metal cutting theory to comminution and vice versa is very impressive. Among others, the demarcation of wheel-grinding data into two regions, namely Kick's and Rittinger's, draws attention here. A study of Figs. 6 to 9 shows the following: In Fig. 6, 1 point out of 8; in Fig. 7, 4 points out of 26; in Fig. 8 only 1 point out of 13; and in Fig. 9 practically none out of 13 points fall out of curve No. 2. Also when grinding particles smaller than 5x10." in. it is difficult to measure very accurately the grinding forces, chip geometry, and particle size. In view of the above it would be difficult to make a positive and distinct demarcation of the Wheel-grinding data into two regions, namely, Kick's and Rittinger's. The idea of using machine grinding to determine the comminution properties of materials is indeed unique. The following cautions come to mind, however, regarding applicability of machine grinding data to comminution: 1—Grinding gives uniform particle size, whereas comminution gives a variety of particle sizes in the same process. The fact that grinding gives uniform particle size is not necessarily an advantage because in comminution the overall energy under actual comminution is desired and comminution invariably results in the production of a variety of particle sizes. 2—In grinding, a small particle is ground off a comparatively large surface. In comminution small bodies are broken down to smaller bodies. This makes it difficult to establish a concept of reduction ratio in machine grinding. 3—The mechanics of machine grinding involve direct shearing action under very high strain and comparatively high compression at the shear zone, whereas: comminution involves direct dynamic compression and surface friction with comparatively little strain and shear. Consequently the mechanics of machine grinding appear to be different from those involved in comminution. Hence one might arrive at erroneous con- clusions when comminution characteristics are eval-uated from machine grinding results. It is noticed also that functions other 'than Eq. 16 which do not involve the concept of direct proportionality of useful energy input to new surface area created (Eq. 2 and particularly Eq. 12) may be derived to fit the, data of curve No. 2. One such relationship may be u = ct-", where c is a positive constant and n is a positive constant less than unity. This, of course, is made possible because data of a very small range. of particle size are being fitted by the curves of No. 2 and the hereby suggested relationship. A sound comminution theory should be applicable to a relatively large range of particle size. George B. Clark (Department of Mining Engineering, University of Illinois)—While the experimental work of Walker and Shawin this article is of intrinsic value in revealing certain fundamental aspects of machine grinding, milling, and related processes and in adding to the store of information concerning the comminution of solid materials by this particular process, it appears doubtful that the results of their research can be employed to verify either Kick's or Rittinger's theories. Both these laws were originally developed and proposed on the basis of very simple, idealized hypotheses. The creation of parallel idealized physical laboratory conditions which would be required for either their proof or disproof appear to be well beyond the scope of human ingenuity, at least at present. One great weakness of the imputed verification is that the spread of the points plotted on the graphs is not sufficient to permit accurate 'curve fitting. The range of particle sizes included in the belt and wheel grinding is not extensive enough to show any general trends, particularly for the horizontal portion of the curves, said to represent Kick's laws. That the milling; grinding, and turning data obtained by Walker and Shaw for both metals and minerals happen to comply with. certain interpretations of these two theories under certain specialized conditions

The regular activities of the Institute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $530,000. An active effort is being made to increase the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, D. C. Jackling, Henry Krumb and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

Not only E. B. Mayo but also W. C. Lacy, who apparently urged the preparation of this analysis, is to be commended. Regional thinking of this type is needed to assure future success in the never-ending search for new mineralized and petroliferous districts. As is usually the case, here is a regional study that will be read by the mining geologist alone. It is ironic that several of the trends established in this study have suggested themselves in northern mid-continent, detailed, and regional studies. These, where established, have offered new keys to petroleum exploration and have provided a possible basis for unraveling a number of broad generalities. The oil geologists, active in Colorado, Kansas, and Oklahoma, would find much food for thought in Mr. Mayo's projections.

A model of a porous body is presented in which the pore space consists of a system of voids and interconnecting tubes. Relationships between porosity and resistivity formation factor are determined partly by calculation, partly by experiment. Con triction effects characteristic of the model are shown to be sufficient to account for high formation factors. It is shown that constriction may be combined with moderate amounts of tortuosity to give model pore systems exhibiting to a first approximation porosity and resistivity properties similiar to those of natural porous bodies. INTRODUCTION The relationship between the electric resistivity of a fluid-filled porous body and the geometry of its pore space is so complex that the calculation of the resistivity of a natural porous rock is a practical impossibility. Both the resistivity of a body and its porosity are measurable quantities, however, and previous successes at relating them have been reached by an empirical approach. Efforts at obtaining theoretically derived formulae relating them have generally been unsatisfactory. One of the reasons for this may lie in the pore geometry that has been assumed. THE TORTUOSITY CONCEPT A Parameter called the formation factor is useful in dis-cussing the resistivity of a fluid-filled porous body. This parameter is the ratio of the resistivity of a fluid saturated porous body to the resistivity of the saturating fluid. Formation factors are often available from measurements on cores or from electric logs, and many attempts have been made to correlate formation factors and porosities of geological formations. Whenever a successful correlation is found, the engineer working with electrical logs has a useful tool for the determination of porsities of pay section?. One of the more successful formulae applicable to these correlations is the familiar equation empirically obtained by Archie.' which F is the formation factor. $ is the porosity, and rn is an exponent called the cementation factor. When the for- mula applies, the cementation factor usually is found to be between 1.3 and 2.2. The values for formation factors experimentally obtained are often higher than simple pore geometry would lead one to expect. In an effort to account for such high values certain formulae have been derived based on a so-called "tortuosity concept." In deriving these formulae a synthetic porous body is usually assumed in which the solid material is an electrical non-conductor. and in which the pore system consists of three sets of fluid-filled tubes of uniform diameter connecting opposite faces of the body which, for convenience, is considered to be cubical in shape. The three sets of tubes account for the whole of the effective porosity of the body, and usually, it is specified that they do not interconnect. By considering that the pore tubes are not straight but tortuous, their resistance to the flow of electric currents can be made as high as needed to explain high formation factors. Such an explanation has some basis in fact, but it appears that the tortuosity concept is often incorrectly applied when other factors are largely responsible for observed high resistivities. Recently, Wyllie and Spangler have recognized that tortuosity as calculated by conventional formulae has little if any physical significance.' RESISTIVITY AND THE CONSTRICTION CONCEPT Any explanation of high formation factors which depends solely on tortuosity of uniform pore paths necessarily ignores the effect that variations in the cross-sectional area of the conducting paths have on the resistivity of a body. Although, as previously pointed out, the calculation of such paths for an actual body is impossible, it will he shown that a synthetic pore network can be devised which will yield to analysis, and lead to results in agreement with the experimental data represented by Equation (1). The porous body to be considered is assumed to be homogeneous and isotropic or, for present purposes, identical in its characteristics in the three directions parallel to its coordinate axes. I am indebted to The Kaolin Co. of West Cornwall, Conn., and particularly to its engineer, Mr. M. Wanner, for permission to make public, through the Transactions of the American Institute of Mining Engineers, the interesting results of his experiments, having in view the winning of kaolin from deep deposits without shaft-sinking or removing of the overburden. So far as I am aware, nothing like it has been accomplished heretofore, although it reminds one of the methods successfully employed in Louisiana for the winning of sulphur from deep beds by the sinking of pipes one within another, injecting superheated steam under pressure through one pipe, the heat of the steam liquefying the sulphur and the pressure forcing it up through the other pipe to bins at the surface. The kaolin-deposit at West Cornwall is an alteration in situ— that is, it is not sedimentary. A series of clay-veins, dipping about 50" from the vertical, lie between a foot-wall of' limonite and a hanging-wall of gneiss and hornblende schist. The clay-veins alternate with veins or seams of more or less broken quartz, and unaltered feldspar. The deposit, which occurs at a point about 600 ft. above the Housatonic river, was opened five years ago, and about 5,000 tons of a superior grade of washed kaolin have been extracted from open pits, and sold. It soon became evident that this mode of extracting the product would prove unremunerative, by reason of the dip of the vein and the intercalary strata and lenses of quartz, and a more satisfactory method of working the deposit was sought. It is well understood that, in the preparation of all clays for market, especially residuary kaolin, the most important as well as the most difficult step is the washing of the crude product. The article unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that kriging (linear kriging) is superior to other methods such as polygon. This is not the case. The deterministic methods (referring to polygon, ID, IDS, etc.) should not be compared with the statistical methods (linear kriging, disjunctive kriging, etc.) because they differ not only in their assumptions, but also their tools used in estimation. Thus, they give different results. By comparing the results of deterministic methods and linear kriging, the authors conclude that polygon, IDS, and linear kriging give an average thickness close to the value obtained from realizations. Besides, they argue that linear kriging gives less variance than the others [(fig. 2)]. The first conclusion is expected, due to the well-known central limit theorem. The second is the result of the statistical properties of different estimators. Thus, the comparison presented in the paper is rather meaningless because the authors have failed to follow basic statistical procedures. The numerical results of different approaches to an estimation problem cannot be generalized. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

The greatest of all gifts is the power to estimate things at their true worth. LaRockefoucauld INTRODUCTION The primary reason for performing a feasibility study on a proposed mining venture is to investigate all phases of the proposal in as much detail as necessary to justify either dropping the project or continuing expenditures through the next stage. The economic evaluation component of the feasibility study, therefore, must ultimately be based on information which provides an answer to the question, "What is it going to cost?" Unfortunately engineers preparing feasibility studies never have all the engineering or economic information they would like or need. Consequently, the economic portion of the analysis can only be performed if estimates of the various costs associated with the project are made. Project cost estimates, in turn, require estimates of all the physical factors affecting cost components, including anticipated performance of plant and equipment as well as all pertinent geologic, mineralogic, and metallurgical variables. Before useful cost estimating procedures can be applied considerable data must be collected, compiled, and organized. Preparatory work typically includes organization of cost data available for estimating purposes, development of techniques for updating historical costs, and establishing methods of forecasting prices and costs over the duration of the project. Cost estimates for mining and mineral processing projects involve so many features and variables that it is absolutely essential to have some means by which the vast amount of detail can be organized. It is very important to identify, in as much detail as possible, all the cost data available (historical and developed) to the estimator. These costs, after being properly identified in detail, should be com- piled, stored, updated regularly, and made readily available for use in developing new cost estimates Accessing files of current cost information requires a standardized numerical system of classifying cost data. When uniform definitions and procedures are used, every project record contributes to the common store of estimating data.

THE INCREASING scale of mining operations over the past decade, particularly in connection with the exploitation of large bodies of comparatively low-grade copper ores, has made necessary the study of the behavior of rock under failure. When extractions of as high as 40,000 tons a day are reached in steam-shovel operations and as high as 20,000 tons per day in underground mining operations, it is evident that excavations soon become of such size that the behavior of the rock will often be dependent on fundamental principles applicable to more or less homogeneous materials under stress, rather than on weathering or local planes of weakness. In the ordinary rock excavations encountered in civil-engineering practice, such as excavations for subways, highways, railroads, etc., rock faces are not carried to depths sufficient to develop any pressures, or consequently any failures, except those due to loose masses resulting from local planes of weakness. When, however, orebodies whose tonnage is measured by hundreds of thousands are to be extracted by steam-shovel operations in open pits, it is necessary to determine if possible in advance the slopes that the sides of the pits will assume, for these slopes influence the shape of the excavations and thereby the amount of ore that may be extracted by the open-pit method. When large orebodies are mined underground at depths of 300 to 500 ft. (91 to 152 m.) by caving methods, the surface subsiding as the ore is withdrawn, it is necessary to determine in advance the outermost limits of fracture in the subsiding surface, for on the delineation of these limits depends the location of surface improvements, mills, smelters, etc. and also the location of development work, such as hoisting shafts, main haulage levels, and all other underground openings that must remain undisturbed during the period of ore extraction. Federal and utility industry research has largely ignored coal beneficiation techniques in the implementation of SOx control. This paper accepts the hypothesis that beneficiation cum scrubbing is the cheapest way for the vast majority of seams in the eastern coal provinces to comply with standards. Comparisons are based on point estimates of average beneficiation costs from a model of coal preparation (COBET) designed to simulate four levels of cleaning. The paper describes how economic theory can be applied to derive econometric supply functions from actual data on the geology of minable seams, washability and technical constraints. West Virginia is taken as an example of a producing region. Spatial supply functions are derived empirically from the engineering model simulations.

THE Morenci concentrator of the Phelps Dodge Corporation is a part of the project that was completed after five years had been spent in development of the open-pit mine, equipment and process testing in the former No. 6 concentrator, and construction of the reduction works. The reduction works, of which the concentrator is a part, is about a mile and a quarter southeast of Morenci, on the highway that leads up Morenci Canyon. The concentrator has a nominal capacity for the treatment of 45,000 tons of ore daily. The original plant, which has a rated capacity of 25,000 tons of ore daily and is now in its fifth year of operation, began production on Jan. 30, 1942. The addition, to increase the capacity 8o pct, began operation on Dec. 1, 1943. The equipment of the original plant has been described in MINING AND METALLURGY (May 1942). No changes in equipment were recommended for installation in the concentrator extension and only one major change, forced by a shortage of maintenance labor, has since been made. Metallurgical treatment has been altered in some ways as experiments progressed and as labor and economic conditions dictated. No complete description of the operation of the concentrator has been published, so this paper will record such operating and equipment changes as have been necessary, the operating methods that have been developed and the metallurgical results that have been obtained. Descriptions are given in the order of the processes with a flowsheet and an equipment list of each process for convenient reference. The questions asked by engineer visitors have guided the detail in which operation and maintenance are described. During the period Jan. 30, 1942 to Sept. 1, 1946, ore milled has totaled 43,595,253 dry tons, from which 1,643,885 tons of concentrate have been made, containing an indicated production of 783,164,809 lb of copper. The principal results obtained in operation of the concentrator during the years 1942 to 1945, inclusive, and to Sept. 1, 1946 are shown in Table 1. A graphic general flowsheet of the plant is given in Fig I. ORE The Morenci ore that is now being treated is a medium-hard monzonite porphyry in which the principal sulphide minerals are chalcocite and pyrite. A minor amount of covellite is present. Chalcopyrite and bornite have been observed under the microscope. The chalcocite occurs mainly as a coating on pyrite. Some of the coatings are so thick that the pyrite presents the appearance of being an inclusion in chalcocite. Some are less than one micron thick and are barely visible at 500 diameters magnification of a polished cross section. Some chalcocite is present as a dissemination in the gangue. Various oxidized copper minerals are present as a result of oxidation in place but they represent a minor proportion of the copper minerals of the ore body. Oxidation

THERE is nothing new about drag-line dredging for placer gold. The use of the separate unit for excavating preceded the large barge with excavator mounted upon it, which has reached a high state of perfection through use in every part of the world. But at present there is a vogue for a small, inexpensive plant combining a drag-line excavator on cater-pillar mounting and a gravel-washing plant on a floating barge. The most efficient ones use a bucket of 1 to 2 yd. capacity with boom from 40 to 70 ft. long. The barge varies from 20 by 30 ft. to 36 by 48, and carries the trommel screen, pump, riffle sluices and power engine.

Much has been said and written on the shortcomings of the open-flow and restricted potentials of oil wells to determine their relative ability to produce. The oil industry in general is agreed that the open-flow potential in particular is grossly inequitable, wasteful and expensive, but that potential is still used in many pools. This is partly because no thoroughly satisfactory substitute has been found and partly because operators are reluctant to adopt other methods that have been suggested; or, as Hamlet would say, we would rather "bear those ills we have than fly to others we know not of." In a great many pools the use of tubing potentials has been substituted for open-flow potentials, but open-flow potentials through casing are still being used in many pools, particularly. in Oklahoma, although the expense of such potentials has been pointed out many times. In one of the most recent pools in Oklahoma it is the practice to take open-flow potentials through the casing with the tubing out of the hole. The well is usually tubed after it is drilled in for the purpose of washing it in and cleaning the hole. After preliminary tests are run the tubing is pulled under pressure preparatory to taking the potential. After the potential is taken the tubing is rerun, under pressure. In order to accommodate the large capacity of the wells, it is customary to set three separators, six vent lines and large oil-storage tanks. It is conservatively estimated that the equipment not needed for producing the well currently but which is installed solely for the purpose of establishing large potentials costs the operator at least $5000 per well—approximately 35 per cent of the cost of equipping a well for production. Such needless expenditure constitutes an economic waste in addition to the gas that is wasted in taking potentials. Meaning of Productivity Index A method of measuring the relative ability of wells to produce without open flow that shows considerable promise is the Productivity Index. The separation of hematite by hysteretic repulsion was first brought to the attention of the public in 1922, by W. M. Mordeyl. Three years later another paper2 was published and after another four years a third paper3 appeared in the South African publications. Certain data were lacking in these papers. In order to continue the work intelligently a knowledge of the shapes of the hysteresis curves for certain minerals was very necessary. This information was not available until the present year4. It was known that reduction of certain ores rendered them amenable to this process of separation but definite data in the form of curves showing exactly the effect of such treatment were lacking. Probably our best source of information on the separation of minerals by the use of alternating-current magnetic fields today is the reports from the U. S. Bureau of Mines5"7. It is not the purpose of this paper to tell the reader in detail how to make a commercial separator. Experimental models have recently been made? and the results obtained have been so good that it is the opinion of the authors that the public will soon take an active interest in the subject and its development. The writers have constructed a separator that is considerably different in construction and operation from the two types described by Mr. Davis. This will be described, but the real purpose of this paper is to outline certain experiments and give curves showing data that have a fundamental bearing upon the practical construction of a separator of this type. Specular hematite is usually considered nonmagnetic; that is, it is very feebly magnetic as compared to some other minerals. Activities of oxides in the ternary FeO-MnO-SiO system are calculated from data on the binaries, using the Gibbs -Schuhmann method. These activity data are used, together with thermodynamic relations, to calculate the contents of oxygen, silicon, and manganese in liquid iron, and the composition of the corresponding oxide phases in equilibrium with it. Excellent agreement was found between calculated and experimental metal compositions, indicating that thermodynamic methods, such as those presented, can supply useful data on slag-metal equilibria, and are therefore capable of wider application. When molten steel containing oxygen is treated with a deoxidizer, the product of the reaction is composed of the oxides of the deoxidizing elements together with more or less iron oxide. This assemblage of oxides is presumably very close to equilibrium with the melt since it is formed directly from elements dissolved in it. Therefore, it is likely that metal analyses corresponding to a given oxide phase composition are calculable with considerable precision where sufficient information is available on activities in both phases. The present study was made to test this hypothesis in the case of deoxidation by silicon and manganese. Here experimental data on the relationship among oxygen, silicon, and manganese in the metal phase are available, as are activity data for the MnO-SiO2, FeO-SiO2, and FeO-MnO binary systems. A further objective was to demonstrate in a specific example how gaps in the data may be filled by judicious interpolation, and how the Gibbs-Schuhmann method is applied to obtain activities in ternary systems. The rigorous derivation of the latter, requiring considerable facility in handling partial differential equations, tends to mask the real simplicity of the method, and repel the very engineers and experimenters who would benefit the most from its use. I) GENERAL PROCEDURE Deoxidation of steel with silicon and manganese results in the formation of two phases, metal and oxide. The number of components is four—Fe, Mn, Si, and 0. The phase rule then gives the number of degrees of freedom: If temperature and pressure are fixed, 2 deg of freedom remain. Consequently, it suffices to fix the concentration of two of the components of the system for all the concentrations to be determined and, at least in principle, calculable. The practical problem is then to discover a straightforward method of calculation with a minimum of trial and error solutions. The type of reactions to be dealt with are like the following: Si (in steel) + 2 O(in steel) = SiO2(in oxide phase) The standard free energy of this reaction is readily obtained from the literature, so that the equilibrium constant can be calculated by the expression: Since the metallurgist is concerned with percentages rather than activities, a real solution requires information that will permit activities to be converted to concentrations. This information is fairly adequate for the elements dissolved in molten steel, but is not available for the FeO-MnO-SiO2 oxide system. Therefore, the first step in this study was to find the relation between activity and concentration for the three oxides making up the system. The next step was the calculation of slag and metal compositions that are in equilibrium with one another. As shown by the phase rule, it is sufficient to assume the values of two composition variables in order to calculate the rest. But which two are picked makes a vast difference in how difficult the calculation turns out to be, so that it is necessary to make preliminary trial of several routes to find the easiest one. A convenient method is to begin with the slag, and to pick FeO concentration and that of one of the other oxides. Starting with the relation between oxygen dissolved in the liquid steel and FeO in the slag permits a good first estimate to be made of the oxygen content of the steel in equilibrium with FeO, because the iron content being fairly close to 100 pct, Fe has an activity close to unity. Using this first estimate of oxygen activity, approximate values of the manganese and silicon contents of the melt are readily calculated from the appropriate equilibrium constants. The traditional financial objective for a single mine company has been to operate as frugally as possible and to pay out most of the earnings as dividends. If the business is cyclical (as it is for most metals) the dividends might fluctuate quite widely. When the mine is exhausted the company disappears. This is still quite a viable strategy for a single mine company. It is not however a viable strategy for the world as a whole. The mining industry is built by mine development companies who can mobilize the people and capital to bring new mines into production. Their skills must include marketing, engineering, finance and other politics. It is very rare for a property to be brought in without the support of a major company that can provide all these services. The exceptions will usually have some other form of big brother support, for example the U.S. government uranium contracts at guaranteed generous prices. The mine development company will seek as a minimum to perpetuate itself by developing new mines in order to replace those which are running out. The more common and more ambitious objective is to grow -- that is to add to its ore reserves and current production by developing more new mines. The financial objectives for that company are very different. Obviously if all the earnings were paid out in dividends there would be nothing left to work with. The first financial policy then is to spend an appropriate amount on exploration for new properties. The next is to retain enough of the earnings to provide the capital for new projects at least sufficient for the equity. There is no magic formula as to what proportion of earnings should properly be distributed as dividends by a growth-oriented mine development company. As a rough rule of thumb distributing half or more will probably leave too little to work on and 30% or so is probably a good balance. However the circumstances differ widely from company to company. It may be useful to set an objective for the rate of growth of a company's earnings. Some have picked rates such as 15% per annum compounded. Others have set a target in real terms which might appear as 10 or 11% plus inflation. Obviously the arithmetic of compound interest is very attractive; however in practice there is much variation. Indeed current returns from existing operations swing widely with the business cycle and there is no assurance that economic new properties will be found according to someone's arbitrary time schedule. For example, Western Mining Corporation Limited in Australia explored for 30 years with little to show for it, but then found the great Australian nickel deposits and more recently the huge Roxby Downs copper. That long dry spell could not have fitted anyone's arbitrary calendar of growth and yet they would not have found such orebodies without that long period of effort. Should they have abandoned the search? Once a new property has been found or acquired there has to be a threshold rate of return on the new capital to be invested against which to evaluate the property's economics. Conventionally this seems to be 15% after tax, a number common in other heavy industries as well. In some cases it is expressed as a lower number plus allowance for inflation. Discounted cash flow analysis is a very useful tool but it does not make the decision. In the end a "go" decision depends on judgment of many factors some of which are numbers used in the DCF calculation whose credibility must be examined. It is curious how frequently investment proposals come in with the rates of return very close to 15%. The project advocates know that a number much less than 15% will not fly and that a number much more is not necessary. With much higher nominal and real interest rates of recent years, even though before tax, logic suggests that the hurdle rate should also rise. The power of compound interest is so great that 20% is very hard to achieve in any cash flow projection but 18% may be a sensible yard - stick. Once again it is remarkable how many project proposals come in with an 18% return. On the record the mining industry as a whole has not been overly restrictive in choosing its hurdle rates of return. This is shown by the abundance of metals in recent years and the failure of metal prices to keep up with inflation. All of the foregoing is standard text book stuff.

This paper brings within the compass of one comparatively brief article a general description of the situation concerning the nation's water resources. It touches upon the phenomenal growth in the demand for water supply and emphasizes the problems facing the coal industry both with regard to acid mine water drainage discharged from active and abandoned mines and the suspended solids discharged to the stream system from wet coal preparation plants. IT must always be remembered, with regard to the problem of water-borne industrial wastes, that stream pollution from any cause is just one factor in the comprehensive problem of water supply in modern times. Industries nonexistent 25 years ago are now flourishing, and supplies of water piped to homes and apartments, as well as the greater number of plumbing fixtures per dwelling and per building, have created an ever growing demand on the country's water resources. Indication of this rapid growth in demand is shown in Table I, which is quoted from Abrams. of Texas increased 287% and the water consumption 7000 per cent." The domestic load varies greatly, depending on the extent of the available supply and the habits of the community. According to the report of the President's Water Resources Policy Commission' the United States Public Health Service reported a national average of 127 gal per capita per day, varying from 60 gal in communities of 500 persons to 140 or 150 gal in cities of 10,000 or over. Other critical areas may be cited to illustrate the inter-relation between new industrial processes and the demands for water in the area where the new enterprise is located. Powell and Wilson have pointed out that during World War 11, in the vicinity of Louisville, Ky., a rapid expansion of industry took place, consisting of numerous synthetic rubber plants. The demand for water increased from 37 million gal per day in 1937 to 62 million gal in 1943. These heavy requirements drew down the supply stored in the water-bearing aquifers to such an extent that urgent plans for recharging were considered. Similar situations have developed in the Los Angeles area and in the vicinity of Texas City. Warne4 has drawn attention to the situation in Los Angeles area, where in the West Basin the withdrawal of ground water in 1945 was 90,000 acre-ft, almost double the amount of the natural fresh water recharge. The draw down has been so severe that the level of the ground water is now below sea level, and sea water is invading the West Basin aquifers at rates up to 300 ft per year. In the Report of the Engineers Joint Council it is pointed out that in the area of Texas City the ground water table has been critically lowered. OPPORTUNITY to pay tribute to the memory of Professor Henry Marion Howe is a strenuous assignment as well as an honor. Upon recalling Howe lecturers and lectures of the past 25 years, glancing over the list of those earlier, and rereading Howe's books, I arrive at several conclusions: 1—Many lecturers either worked under or knew Professor Howe. 2—It is virtually impossible to pick a subject on which Professor Howe did not touch. 3—There is precedent for a technical paper based upon pursuit of a single subject. 4—There have been listening lectures and reading lectures. There is solid comfort only in 2: the subject field is wide open. I did not know, nor even ever saw, Professor Howe, so can supply no fitting reminiscence. As a college student I was dimly aware that he counted among the giants. Fuller appreciation of his stature came with reading his books and papers, growing acquaintance with some of his associates, and the intrinsic dignity of the climax of the Annual Meeting, beginning at four o'clock of a Thursday afternoon in the auditorium of the Engineering Societies Building in New York. As for producing the technical paper sort of thing, it is my lot to have reached an age and assignment such that to do so would be to filch information from those who did the work and whose story is theirs to tell; for this I have no enthusiasm. As for the final conclusion, Professor Howe was one of the chosen few so highly expert at expository writing that he could produce a lecture or paper that reads as though it would also have listened well. One of his tricks was the free use of words not ordinarily part of the technical vocabulary, provided that such words were likely to communicate most precisely what he had in mind. How wonderful it would be for all who must read reports by the ton if ability at exposition could be taught with the effectiveness open, say to, differential calculus! Perhaps Professor Howe should be required college reading even if for no other reason than to prove that technical writing need be neither dull nor diffuse. My assignment is clearly still strenuous. Another point to consider is the fact that metallurgy is now so tremendously diversified that hope of finding a topic of universal appeal is negligible, even if one were competent enough to be permitted free choice. That which follows is, therefore, a compromise composed of necessity and of the obligation to attempt to avoid boring to slumber those of you who are not especially interested in the general subject chosen. The Iron and Steel Div. is now essentially a process metallurgy division, heavily concerned with the smelting of iron and the making of steel. The American Iron and Steel Inst. figure for present steel capacity of this country is 125,828,310 net tons; how this is divided among processes is indicated by the production totals for 1953, shown in Table I. The glamor girls and boys make the front page and so it is with steelmaking processes. If there is an Antarctic Daily Bugle, it undoubtedly has carried stories of revolutionary development, such as oxygen processes and vacuum melting, and stories of the incomparably rosy destiny of electric arc melting. All such certainly have their place and their future; meanwhile, it is the sturdy and old reliable open hearth that accounts for the bulk of production reported back on the financial page, and it is the old reliable that is most likely to continue to account for the bulk for some perfectly sound raw material, technologic, and economic reasons. This, plus the fact that next year marks a centennial (for it was in 1856 that Frederick and William Siemens conceived the regenerative open hearth), is reason enough to talk about open hearth furnaces, but is not the real one. The real reason is that in some years of association with open hearths, I have accumulated—in addition to a genuine liking and respect for them—certain odds and ends of fact and fancy that this lecture provides a unique chance

Control requires knowledge of the thing to be controlled and of proven methods of controlling. Knowledge of man comprises understanding of what he is and of his reactions as an individual and in the mass to his surroundings and to other men. Knowledge of matter comprises understanding of its fundamental nature, its methods of combining into multitudes of animate and inanimate forms, the properties of these forms and their various utilities, their sources and availability. Knowledge of energy constitutes knowing what is meant by the term, its various forms and sources, the laws of convertibility, and the methods of transformation and transmission.

This discussion concerns fitting an ellipse to angle, where the permeability k is measured for a series of plugs cut from varying angles in the horizontal plane. The conclusions and procedures given by Greenkorn, et al. are in no way affected by these comments, since the degree of anisotropy (ratio of maximum to minimum permeabilities) they found is generally quite close to one (see their Table A-1). However, since large anisotropies may arise, I feel that the comments should be made. Both Marcusl and Scheidegger2 have shown that there are two limiting expressions for the permeability of an unbounded anisotropic media. If the permeability is measured in the direction of the pressure gradient, the result is equivalent to the author's Eq. 11. This is the equation used to find kl1 and k22 from the experimental data. If, however, the permeability is measured in the direction of flow, then the resulting equation for the measured permeability is From these equations it follows that plots on angle will be ellipses. The principal axes will correspond with the major and minor permeability axes. The question arises as to what permeability is actually being measured on an anisotropic sample in the laboratory. An overall pressure gradient and a gross flow rate are determined and a permeability calculated by Darcy's law. The details of the macroscopic flow within the sample will be determined by the boundary conditions of the sample and the orientation and magnitude of the major and minor permeability axes. The situation is shown in Fig. 1 for the two-dimensional case. Using the method of conformal mapping, Marcusl has solved the problem of determining the overall apparent (or measured) permeability for this experiment for any condition of W-L ratios and orientation and magnitude of the principle permeability axes. For W-L ratios approaching zero, the streamlines are all forced by the boundary conditions to be in the direction of the measured permeability which is equal to kg.
