FOR the second time the Mineral Industry Education Division opened the sessions at the Annual Meeting by gathering at the Engineering Woman's Club, Sunday at 3 p. in., and, in spite of the informality of the hour, with a good attendance of representative men in the educational field. The chairman of the Division, Thomas T. Read, after briefly reviewing some of the more significant events of the past year, introduced H. P. Hammond, professor of civil engineering, Brooklyn Polytechnic Institute, a leading figure in the project of the Engineers' Council for Professional Development for accrediting engineering schools. Prof. Hammond made it clear that the project is not to rate engineering schools but to accredit them; not to arrange them in order of excellence, but to segregate them into two groups, those that are entitled to recognition as genuine engineering schools, and those that are not. About thirty schools in the whole country will presumably fall into the latter class; they are typified by an unnamed institution where the teacher of mathematics bears the title of Professor of Civil Engineering and the man who teaches chemistry that of Professor of Chemical Engineering, and having no engineering instruction except some elementary surveying, but still claiming in its catalogue to be an engineering college. While everyone would like to avoid the necessity of accrediting engineering colleges, it cannot be avoided, since the University of the State of New York, and several other agencies, are already doing it. If it cannot be avoided it is best that it should be done by a qualified agency set up by the national engineering societies, so that the results may command respect and general acceptance. It is for this reason, and this alone, that the accrediting committee of the E. C. P. D. has been set up. It is now ready to begin its task, and during-the coming year it will accredit the schools in two of the seven geographical districts into which the country has been divided, beginning with New England and the Mid-Atlantic States.

Ores containing uranium and vanadium minerals have been mined from the Salt Wash Member of the Morrison Formation from many localities in the Colorado Plateau region since about 1900. The most productive deposits are in a relatively small area in Southwestern Colorado referred to as the Uravan mineral belt. The mineral belt is a narrow elongate area in which uranium-vanadium deposits in the Salt Wash have a closer spacing, larger size, and higher grade than those in adjoining areas. Pre- 1948 ore production from the mineral belt was 655,000 tons averaging 1.91 per cent V2O5 and 0.28 per cent U3O8. Production during the 1948 to 1964 period was 7,900,000 tons of ore averaging 1.46 per cent V2O5 and 0.27 per cent U3O8. The ore deposits occur principally in the uppermost sandstone unit of the Salt Wash. This unit consists of sandstone lenses formed by a system of aggrading braided streams flowing in an easterly direction generally normal to the mineral belt. These lenses, referred to as channels, are as much as one mile in width and average about 50 feet in thickness and can be traced for several miles along their courses. Areas favorable for one deposits are recognized principally by the following criteria: ( 1) a host sandstone thickness of over 30 feet, (2) the presence of carbonaceous material in the host sandstone, and ( 3) gray mudstones and clays associated with the ore-bearing sandstone. The ore minerals are believed to have been precipitated from laterally migrating solutions; there is no apparent genetic relationship between ore deposits and tectonic structural features. Exploratory and development drilling from the surface is conducted in three phases: first, wide-spaced drilling to find and outline favorable channels; second, moderate-spaced drilling in favorable ground to locate ore deposits; and third, close-spaced drilling to block-out ore. Long-hole drilling from underground stations is used to find and delineate extensions of ore bodies being mined. Due to intense production since 1948 from shallow deposits, best potential for new deposits exists in areas where the ore-bearing unit is 600 to 800 feet deep.

The search for ore continued at its relentless pace throughout 1967. Canada, South Africa and Australia plus a few scattered localities on the globe reported minerals finds of significant importance. Many of the reported finds were not high grade ore, but they nonetheless will assist in sup- plying a highly industrialized, mineral hungry world. No longer does inaccessibility and remoteness close an area to mineral exploration and development. The communication and transportation systems of today have closed the gap and, moreover, the demand for essential mineral commodities is causing price shifts which encourage exploitation of deposits heretofore considered uneconomical.

EXPLORATION for deep-seated orebodies in the Silver Belt area of the Coeur d'Alene mining district is complicated by meager surface expressions of diagnostic criteria, lack of knowledge of the significance of specific alteration phenomena, and the great expense involved in the exploration for ore shoots, the tops of which often occur near sea level elevation or below and as much as 4000 ft or more below the surface. Except for the early studies of Ransome and Calkins in 1903 and 1904,[1] little geological work was done in the Coeur d'Alene district for many years, and it is only during the last 15 to 20 years that complete and careful geological mapping has been applied to most of the mines in the area. Much early information, which now would prove invaluable, is lost in hundreds of miles of caved and inaccessible mine openings not mapped by mining geologists. In more recent years mining geology has become a tool of greater use in the district, and some measurable progress is being made in the accumulation of observations that are adding gradually to the knowledge of ore deposits in the district.

IT was just five minutes past midnight, on Wednesday, Jan. 5, 1938, that Mrs. Cosgrove and I sailed from New York City. Our trip was to completely circle the globe, to cover over 40,000 miles and stop at thirty ports-from New York to Trinidad, to South America, via South Africa to the Orient, to India, to the Malay States, to Indo-China, the Philippines, Australia, New Zealand, Fiji, and across the Pacific home via Honolulu. It is not my intention to make this a complete, technical study of coal or coal mining in the various countries that .we visited but more to outline the general in- formation that the mining engineer and coal operator would absorb in his travels. Coal is the universal fuel and is in use wherever there is commerce and industry. Even on our ship, which, like practically all ocean liners was an oil-burner, a considerable quantity of coal was used for cooking.

A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish, or animal life in field tests or in controlled experiments.

The zinc deposits of the Balmat-Edwards Division of the St. Joseph Lead Company in northern New York State provide some 10 per cent of the domestic zinc produced annually within the United States. These complex ore deposits are contained within marbles of the Precambrian Grenville series, in a repetitive sequence of dolomites and silicated units. The Balmat ore bodies are localized at various intervals throughout some 1800 feet of the stratigraphic column on the northwest side of a band of gneiss that has continuity to the Edwards area, some 10 miles to the northeast. The Edwards ore bodies are located to the southeast of this gneiss. The marble formations are thought to have included repetitive intervals of marine sedimentation that provided mineralized source "beds" and were subsequently folded, flooded, and injected with melts at great depth and were sheared, recrystallized, and reconstituted. Detailed structural and stratigraphic studies throughout the northwestern Adirondacks, in the Balmat-Edwards district, and at each mine in particular indicate the close dependence of the ore deposits on the enveloping structure whether it be local, district-wide, or regional in scope. Primary folding has developed a northeast regional trend with northwest dips. Secondary folding has been developed by an almost horizontal northeast-southwest-oriented shear couple in the plane of the regional trend. The secondary folding has produced crossfolds that intersect the regional northeast trend and plunge north to northwest at various angles. The ore bodies are found within certain stratigraphic horizons where repeated alternation of competent and incompetent beds encouraged unusually complex folding. Analysis of individual mine structures indicates that the location of each deposit is controlled by structural crossing of primary and secondary folding. The ore bodies, which are tabular, lenticular, or pod-like in form, have features that suggest parallelism to true bedding or modified flow banding, developed by northeast-southwest shearing stresses related to the development of the crossfolds. The ore deposits in general follow both structural and recrystallization trends within the wall rocks. Mobilization of the pre-metamorphic ore minerals is believed to have involved a combination of plastic flow under stress and solution of the sphalerite, minor galena, and pyrite. The ore fluids are thought to have been guided by secondary shearing and microbrecciation into structurally prepared areas where reprecipitation took place. The presumed premetamorphic mineralization now exhibits epigenetic high-temperature features related to late-stage metamorphism.

THE development of the natural resources of any district of any magnitude, inevitably gives rise to many problems off title, usually due to the greatly enhanced value of the land. The development of the mining industry in the Quapaw Agency has been no exception to this general rule. Our problems, how-ever, have not been many or particularly serious. The Quapaws were allotted and patents issued by the United States Government in 1895. These patents contained a restriction against alienation for a pe-riod of twenty-five years. The effect of the restric-tion was to prevent the Indian from selling, leasing, or in any way encumbering his land. The Govern-ment, in a paternalistic spirit, sought to teach the Indian thrift and industry and to insure him a place of residence. This is evidenced by the first Leasing Act passed by Congress, which permitted only incom-petents and those physically disabled to lease their land for either agricultural or mining purposes. The able-bodied Indian was denied the right to lease. It soon became apparent to the Government, how-ever, that this was a mistaken policy, and in 1897 a General Leasing Act was passed by Congress and it was under this act that the mining industry in the Quapaw Agency was developed. The act, reads as follows: "That the allottees of land within the limits of the Qua- paw Agency, Indian Territory, are hereby authorized to lease their lands, or any part thereof, for a term not ex-ceeding three years, for farming or grazing purposes, or ten years for mining or business purposes. And said al-lottees and their lessees and tenants shall have the right to employ such assistants, laborers, and help from time to time as they may deem necessary: Provided, That when-ever it shall be made to appear to the Secretary of the Interior that, by reason of age or disability, any such allottee cannot improve or manage his allotment properly and with benefit to himself, the same may be leased, in the discretion of the Secretary, upon such terms and conditions as shall be prescribed by him. All acts and parts of acts inconsistent with this are hereby repealed." It was the interpretation of this Act that gave rise to our first serious problems. It will be noted that the Act says that "allottees of land" within the limits of the Quapaw Agency are authorized to lease their land. Thus, the first question was presented by the use of the term "allottee," and the question was as to whether or not Congress intended to limit the Quapaw Indian to the leasing of his own allotment or did Congress mean that the term "allottee" was synonym-ous with "Indian" and intend to give the Indian a right to lease both his allotment and his inherited land and was an Indian without an allotment an "allottee" even though he was a member of the Qua-paw tribe and the owner of the Quapaw land by in-heritance, and not being an allottee, could he lease his inherited Quapaw land under the authority granted in this Act?

Mineral processing engineers have recorded an- other year of active research and development work. Most gratifying was the broadly based attendance at the Mineral Processing Fundamental (formerly Basic Science) Committee sessions at the 1968 Annual Meeting of the AIME. Because of the availability of good papers, the active discussion and the growing attendance, sessions have grown from one to three at the annual meeting. Prof. M. C. Fuerstenau of the University of Utah will chair the Mineral Processing Fundamentals Committee for the next two years and we may thus be assured of continued active leadership. The name change from "Basic Science Committee" to the more descriptive "Mineral Processing Fundamentals Committee" approved by the MBD executive council is a welcome improvement. Our profession continues to attract the interest and cooperation of those in other professional groups. The 1968 Engineering Foundation Particulate Matter Conference, under the chairmanship of John Karpinski of Bethlehem Steel, was devoted exclusively to comminution this year. It attracted conferees from five continents and served as a particularly stimulating source of interchange of knowledge from many technical fields. Next year's conference will be under the chairmanship of Professor L,. G. Austin of The Pennsylvania State University. This conference plus the Symposium on Wettability and Flotation to be held at the annual American Chemical Society meeting in Minneapolis in April indicates the success achieved in the inter-disciplinary approach to problems. Other evidence of this spirit of professional cooperation is the forth- coming book on Size Reduction edited by D. W. Fuerstenau. This is the outgrowth of an AIChE symposium on size reduction held in 1965.

The classes of ore deposits in the mountain province of Colorado that have been the most productive in the past and that offer the greatest promise for the future are: (1) disseminated or stockwork molybdenum deposits associated with Tertiary stocks; (2) combination precious- and base-metal veins in Tertiary volcanic rocks; and (3) base-metal replacement deposits and veins in Paleozoic sedimentary rocks. Veins in Precambrian rocks, including precious metal-bearing sulfide veins, gold-silver telluride veins, and tungsten veins, have been mined extensively in the past, but their aggregate output has been far subordinate to that of the groups named above, and the outlook for major output from them in the future is poor. Principal ore deposits of south-central Wyoming are sedimentary iron ores of Precambrian age and uranium deposits in Tertiary sedimentary rocks. Precambrian deposits of several kinds are scattered through the mountains of both states. The most promising of these, based on present indications, are vanadiferous titaniferous magnetite in southern Wyoming and southwestern Colorado and thorium-niobium rare-earth deposits associated with alkalic intrusive complexes in Colorado. Most of the mining districts of Colorado are in the Colorado mineral belt, a generally narrow but somewhat irregular belt that extends northeastward across the north-trending mountain ranges and the north-northwest trending geologic grain of the state. The belt is characterized by intrusive rocks of Laramide and younger age and by ore deposits, and it occupies environments ranging from Precambrian crystalline rocks through Paleozoic and Mesozoic sedimentary rocks to Tertiary volcanic rocks. Two ages of intrusion and ore deposition recently have been recognized in the mineral belt. One is Laramide (late Cretaceous and early Tertiary), and the other is Oligocene. As interpreted herein, the major replacement deposits and most of the sulfide vein deposits in Precambrian and sedimentary rocks are Laramide in age, and the molybdenum deposits, the tungsten and the gold telluride veins in Precambrian rocks, and the precious- and base-metal veins in volcanic rocks are Oligocene in age. In general, the Laramide deposits are mesothermal in aspect, and the Oligocene deposits are principally epithermal. The existence of two mineralization stages, in considerable part characterized by different suites of metals, has many applications in exploration.

ADOLPH GREINER, Seraing, Belgium :-I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have cor-rected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix II. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p; in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. MR. EITHER the 2300 people who came to the Annual Meeting were in a better frame of mind or they were resigned to their fate, or it was a better meeting than usual. Whatever the reason, at the 1nstitute?s 148th meeting the attendance was better than ever before, things went more smoothly than in some previous years, and complaints appear to have been almost entirely absent. Patience was sometimes reauired but. almost without exception, it was forthcorning the well-known recession seems to have given many members enough leisure time to come to the meeting without depriving them of the tangible wherewithal to come.

DOWN in Washington an army of individuals constituting the government of a so-called "'democratic" nation is trying to manage the conduct, in its rnultifold phases, of the greatest war in history for the country that is potentially, at least, the strongest in the world and on which, consequently, the major responsibility rests. The enterprise is one of unprecedented magnitude and complexity. That individuals and groups have made and are making serious blunders, both as to the establishment and execution of policy, is to be expected.

JUDGING by the progressive atmosphere prevailing in the nonmetallic mineral industries during the past year, postwar conditions were healthful though inflationary. Demand for most industrial mineral products has been exceptionally high and many new production records were attained. Severe shortages of some commodities existed, especially building materials and fertilizers. Production costs and prices increased and profitable operation was general. Under these conditions expansion programs were the order of the day. Ample funds were available to finance the purchase of good equipment; and, as wages and other operating costs were increasing, primary emphasis was placed on attaining maximum efficiency in new installations. These efforts were hampered by shortages and slow delivery of desirable equipment, so compromises in design were often necessary. However, on the whole, production practice improved.

Except for the early studies of Ransome and Calkins in 1903 and 1904,' little geological work was done in the Coeur d'Alene district for many years, and it is only during the last 15 to 20 years that complete and careful geological mapping has been applied to most of the mines in the area. Much early information, which now would prove invaluable, is lost in hundreds of miles of caved and inaccessible mine openings not mapped by mining geologists. In more recent years mining geology has become a tool of greater use in the district, and some measurable progress is being made in the accumulation of observations that are adding gradually to the knowledge of ore deposits in the district. The recognition of alteration phenomena and related features by Hoyt S. Gale3 in 1935, followed by the work of Shenon and McConnel in 1936-37,4 changed many of the concepts formerly held and opened the way for more critical study and mapping of alteration effects. Mapping of these effects has been in progress for several years but no well-organized, careful, and complete laboratory study of the alteration has been made by mining companies or by government agencies. Recently, Thomas Mitcham of Columbia University has been occupied in the collection and study of specimens carefully selected from several producing mines in the Silver Belt as well as from several prospects exhibiting alteration effects. Mr. Mitcham and the writer have discussed some of the preliminary results of his investigations, which indicate that definite and interesting material is forthcoming from his studies. Work of this kind, aided by careful observation by district geologists, should advance the knowledge of the environment of Silver Belt ore shoots and establish additional criteria for recognizing meager shallow expressions of deep-lying orebodies. Structural details in the Silver Belt area are extremely difficult to decipher on the surface because the area is almost completely covered by a deep mantle of surface debris and soil. A dense growth of small trees and buck brush adds to a geologist's difficulties. Often large areas reveal only scattered small outcrops with great intervening areas where the underlying formations must be deduced from small altered rock fragments. Some considerable success in obtaining surface information has come from bulldozer roads and cuts in selected areas. As this type of work receives more attention, knowledge of the surface expressions of formations, alterations, faulting, and veining is expanding and giving more reliable information to guide deeper development. Lack of diagnostic marker beds in the district contributes to a geologist's difficulties in determining fault displacements. In the Silver Belt, known commercally important sulphide orebodies commonly are associated with siderite and quartz gangue. Some of the veins at shallow horizons above productive ore shoots are composed of quartz with light-colored carbonate minerals such as calcite, ferrocalcite, ferrodolomite, ankerite, and carbonates with variable amounts of manganese. The relation of these carbonates to commercial orebodies is a problem offering possibilities for research. Shallow exposures of veins composed of quartz and the light-colored carbonates, often with some associated barite, grade into quartz and siderite veins at deeper horizons. The vertical range of these carbonates has been partially established for some veins, but no reliable method has been devised for predicting where the change in a vein may take place. Careful observation and analysis of carbonates may make it possible to predict more closely where the change to siderite may be expected. In 1926 Shannon5 pointed out some of the characteristics of the carbonate veins of the district and included a few chemical analyses. Some of the Silver Belt ore shoots have small commercial outcrops, and very shallow development of some properties has led to the opening of small ore shoots." Several small ore shoots developed at shallow depths have not been explored at deep horizons, and some important ore shoots with no commercially significant exposures at shallow horizons have been developed. The greatest problem of the mining geologist working in the Silver Belt area is to find the all-important link between the very meager shallow expressions of mineralization and the rich ore shoots that may be found below. To develop criteria for use in the recognition of the weak upper expression of ore shoots, the experience of past development programs must be relied upon heavily. The investment of more than a million dollars in the exploration for such ore shoots requires some reliable criteria if these ore shoots are to be found. Management needs some assurance that the risk involved is justified by well-developed and acceptable geological inference. The richness of some of the ore shoots found thus far has contributed greatly to the justification for a bold approach, but many negative results of blind exploration programs would lead eventually to extreme caution on the part of management. Fortunately, recent experiences of development programs have been quite successful. It is hoped that added knowledge. of the environment of Silver Belt ore shoots will contribute greatly to the sureness of approach toward their development. In terms of present metal prices, analysis of extant records of the Eureka district indicate past production of the magnitude of $200,000,000 in recovered silver, lead, and gold. Production to date has been thoroughly oxidized ore from massive replacements, fissures, manta, and pipe-like bodies-in large part from the massive Eldorado (middle Cambrian) and Hamburg (middle to late Cambrian) dolomite horizons. In the productive area of about 6 square miles carbonate rocks comprise 80 per cent of the section, which includes early Cambrian to late Ordovician horizons. Four-fifths or more of the district's production came from a block of Eldorado dolomite in Ruby Hill that was moved in over younger horizons on strands of a regional thrust fault. The lower 500 to 600 feet of the block was much fractured and brecciated and became host to the ores. The Ruby Hill fault, a late normal fault, limits the Ruby Hill block of dolomite on the north for its entire length of nearly a mile and terminates the downward extent and exploitation of its ores. It introduced an hiatus of some 40 years in the district's development. Drilling of the past 20-odd years, followed by underground work, has now exposed the down-faulted extension of the Ruby Hill block of Eldorado dolomite and its contained ores, dropped 1800 feet in a dip shift to depths beneath the surface of 2000 to 3000 feet. The ores at depth are the sulfide counterpart of those mined in early years on the footwall side of the fault. The ores of the district may be attributed to the same source as the intrusive quartz diorite outcropping in a limited way south of Ruby Hill but found at depth elsewhere in drill holes. The long north-south axis of the district, its anticlinal structure, its major faults, and the distribution of the intrusives and, in their relation to the surface, the ores themselves, all suggest that erosion has not cut deep enough to expose the extent of intrusives and the ores consequent upon them.
