WE are now assembled in this hall for the eighteenth lecture in honor of the memory of our greatest American metallurgist, Henry Marion Howe. Many of his most intimate contemporaries, led, as was fitting, by Professor Sauveur, have described his vital accomplishments in three fields: as a leader in technical industrial development; in theoretical research; and finally as a teacher and source of inspiration for nearly two generations of students. In 1914 Professor Howe had retired from active teaching, but maintained his laboratory at Columbia University under the care of Arthur G. Levy, with whom he published many of the papers that later were incorporated into his last book, "The Metallography of Steel and Cast Iron." My position at the time was that of personal assistant to Professor Campbell-no pay, no duties, but the great privilege of preparing specimens, taking pictures and attending to some of the current consulting work. Whenever possible, I visited Howe's laboratory to chat with Levy and gather ideas about the wonderful field of metallography-in which I was a rank amateur, rescued by the quiet enthusiasm of Donald Smith of Princeton from an instructorship in civil engineering. Levy let me act as a fly on the wall during the Professor's occasional visits. Busy as he was, Professor Howe took the time and trouble to encourage my interest, as he had done for hundreds of others. He told me how he went about gathering his own information speculating as to causes, considering experiments, and verifying his conclusions. I ventured to mention some tests I had run on the irregular stretching of wires of different metals. He read the small volume I had prepared of ill-assorted facts and fancies and remarked: "Nobody cares for your theories or the history of your tests. Describe what you found as briefly as possible and perhaps I can help you to publish." Curiously enough, among my discards were some autographically recorded load-versus-electrical-resistance measurements. Taken with inadequate knowledge and equipment, these curves did not reproduce consistently, but if the relationship between strain and resistance had then been explored, the latest type of strain gauge might have been in useful service for the past 25 years. Professor Howe was a gifted teacher, perhaps because he was primarily an ardent and assiduous student. His own eagerness to learn and his willingness to revise and extend his opinions constantly encouraged those of his environment to be diligent and painstaking in the pursuit of knowledge. In honoring his memory, I also wish to bring to mind the kindly, humorous and quiet Levy, and join his name again, as it was for too brief a space in the past, with that of many-sided Henry Marion Howe. This paper states that progress in blast-furnace engineering during the past five years is unimportant except for the advent of the electric precipitator for gas cleaning. It describes improvements in certain furnace details and in materials of construction. The paper is largely given over to a discussion of difficulties in operation due to disproportion between the diameter of the present-day furnace at the bosh and at the stock line. It is proposed to remedy this disproportion, and to restore relations in the diameter of stock line and bosh as they formerly existed, by a new method of filling. This method requires a double bell arranged to discharge towards the periphery or towards the center of the furnace. Coke is classified into two sizes, the small size going to the middle of the furnace, and the larger to the periphery along with the ore. By this means the resistance of the center of the furnace is increased, and the stock line diameter may be greatly increased. The writer believes that these modifications will result in a somewhat improved fuel economy and regularity of operation and also in a very greatly reduced production of flue dust.

In selecting new or replacement mining machinery to be purchased, there are many considerations to be discussed and taken into account, the most important being the productivity of the machine and the maintenance cost and downtime to be expected with the new equipment. Productivity of a given mining machine is evaluated by the Industrial Engineering Department: analysis of potential upkeep and downtime calls for the Maintenance Department to enter into the task of evaluating new mining machines. This is a very important function of the maintenance department because a wrong decision or mistake in judgment, particularly in a commercial mining company, can be exceedingly expensive. Once the type and size of a machine is decided, an examination of units fitting the basic requirements will sometimes show one particular machine which has a distinct edge on the competitive machine. In this case, the decision is easy. However, in most cases, the performances of the machines being considered are so close that the decision becomes one that is very difficult to make on performance alone. Serious consideration must then be given to maintenance performances and features of the machine which would permit lower maintenance and less downtime.

The application of a method for analyzing pressure build-up curves to determine the effective permeability in the Spraberry is presented. Sixteen upper Spraberry wells of the Driver area arc analyzed and show variations in the in-place effective permeability of 2 to 183 md. Since these value- are much larger than the .5 md. or less reported for the matrix rock. a large part of the vertical fractures noted in Spraberry cores- must be considered native to the formation. The effectiveness of the well fracture treatment in connecting the well bore to the native fracture system is analyzed by comparison of the effective permeability as determined from the PI test to that obtained from a pressure build-up curve. These results show that the fracture treatment is sufficiently effective in connecting tile well bore to the native fractrure system to yield a flow capacity within about 50 per cent of that dictated by the native fracture system About two-thirds of the wells show some degree of local blockage. INTRODUCTION Fractured reservoirs have been known in the past.' However, during the past two years the Spraberry formation has directed the attention of the petroleum industry to a study of the performance of a fractured reservoir. The large variation in the number of fractures noted in Spraberry cores rile large variation in the producing ability of offset well.. the dramatic effect of well treatment on well ,productivity. the unknown quantity of oil stored in the fractures and matrix rock. and the unknown oil to be recovered were part of the initial Spraberry puzzle. In this type reservoir where the well treatment is an important factor in determining the productivity. it i- particularly desirable to determine the in-place flow capacity of the drainage area at distance* far removed from the well bore. This value. when compared to the flow capacity obtained from a PI measurement, will show the effectiveness of the well treatment (completion. fracture treatment, acidization. etc. in establishing a flow capacity in the vicinity of the well bore equal to that in the more remote region. The object of this paper i.; to show the application of a method of pressure build-up analysis for this purpose in studying the Upper Spraberry formation in the Driver area. STATEMENT OF THEORY The theoretical basis for the application of a pressure buildup curve to show the effective permeability of the rock at distances far removed from the well bore has been presented in detail in earlier publications.', in the previous development it was shown that pressure build-up behavior of all wells could be reduced to the same dimensionless build-up curve of Fig. 1. This mean.; that the bottom hole pressure of a well after hut-in will rise in such a manner that a plot of pressure against the logaritllm of time yields a straight line. A special meeting of the Board of Directors was held on July 25, 1916, pursuant to notice duly given according to the By-Laws. This special meeting was for the purpose of giving authority for the signing of a contract with the American Society of Civil Engineers, as mentioned in another place in this Bulletin. The interest in the matter is indicated by the attendance of 11 members of the Board, some of whom came from a long distance. An invitation was received from the St. Louis Section of the Institute and from members in and near St. Louis to hold the 115th Meeting of the Institute in and near St. Louis in late September or early October, 1917. This invitation was accepted. Announcement was made that the Mexican Institute of Mining and Metallurgy had been dissolved and reorganized as the Mexican Section of the Institute.

When management is confronted with the risk of constructing a waste disposal well, these are some of the questions which may arise. Should the company expand the present waste treatment plant? More lagoons will cut into valuable acreage which might be needed later, and yet the pollution engineer says he can guarantee results. On the other hand, does the formation being used for those successful disposal wells off to the west extend over far enough to be used for the company's own well? Will the formation be thick enough? Will it be too deep? Will it be porous and permeable enough? Apart from needing to make a profit on the products made at the plant, plant officials must sometimes act under pressure to comply with pollution standards. The manager must build the cost of the pollution control system into the price of the products made by the company.

Mining any seam can seriously affect subsequent operations in coal seams both above and below the one being mined. The effect is often detrimental to the recovery, cost and safety of mining the subsequent seams. This paper describes the ground control mechanisms involved in mining through a passive subsided zone or all actively subsiding trough. Data were extracted from case studies, primarily from the Appalachia region, for construction of empirical models to predict interaction problems that can occur in overlying seams. Inner-burden thickness, innerburden lithology, percentage extraction, lower seam height, time and overburden were analyzed to determine their effect on upper seam damage. Magnitude of upper seam subsidence was incorporated, together with a broad classification of rock types, to predict the type and range of damage that can occur in the upper seam. Results are summarized in graphically and nomogram form for use in. engineering design.

THE Directors of the Institute at the May meeting voted to take a referendum of our members on the subject of licensing engineers. At the June meeting, this action was rescinded, it being felt that the proportion of the members of this Society who would respond to such a referendum at the present time would not be large enough to give the data for which the referendum was intended. It was deemed advisable in its place to publish in this issue of Mining and Metallurgy arguments in favor of and against licensing. Two arguments by proponents of the movement follow. Many articles against licensing have appeared in these columns, in the last two years, covering most of the arguments on the negative side so that the sole contribution herewith is a summary of a referendum taken by the Mining and Metallurgical Society in 1920-21.-EDITOR.

Under the hot, baking sun, engineers at the AEC's Nevada Test Site have been busy for several years in the sinking of 48-in. diam shafts to depths varying anywhere from 1800 to 4800 ft below the surface. In so doing these men have evolved several new techniques which should be of interest to the mining industry. Surface Facilities Designed For Speed: "Expediency plus efficiency" is a key phrase at the Site. Because of the relatively short duration of actual mining operations, all equipment has been packaged to decrease time and cost of "set up" and "take down". The headframe, designed specifically for use over 48-in. cased shafts, can be erected or dismantled within 48 hours. The back legs are pinned and hinged to the front legs for ease of installation and, when dismantled, for movement to another site with a minimum of delay.

The Morenci/Metcalf porphyry copper mining operation, located in southeastern Arizona, currently processes approximately 91,000 tonnes of ore per day and has copper ore reserves estimated to be in excess of one bill ion tonnes. Functional groups within the Geology Department (currently staffed with six professional and two support personnel include mine geology, project geology, and hydrogeology. The primary task of mine geologists is daily preblast bench face mapping with grade and mill amenability estimates. Auxiliary duties include detailed in-pi t metal distribution evaluation, mineragraphic work and flux quarry geology. Project geologists conduct exploration and preliminary development projects both within and outside the Morenci district and provide support to ore reserve block modeling and geotechnical work performed by the Morenci mine engineering group. Hydrogeologists handle exploration for and development of groundwater resources and groundwater flow modeling, mine dump leach solution penetration and recovery evaluation, and tailing dam water reclamation.

For the proper discussion of this subject it is necessary to incorporate in this paper the substance of part of an article published by me in Metallurgical and Chemical Engineering for January, 1915. Several years ago, while I was chief chemist for a malleable-iron company, it occurred to me that the mere regulation of silicon was not sufficient to produce the desired degree of chill. But only after repeatedly encountering this fact in both open-hearth and air-furnace, as well as cupola metal, was I led to regard variation in the total carbon as the principal cause of disturbance; and I resolved to determine the total carbon as well as the silicon in every heat, and by a carefully prepared test piece to gauge the approximate degree of chill. The term a matte " is applied to smelting-products so extremely diverse in composition and physical properties that it appears impossible to devise any generic formula to represent, chemically, the manner in which the varied proportions of the almost unlimited possible constituents combine with each other. Mattes produced in copper-smelting, in distinction from those produced in smelting-operations in which the recovery of cop per is secondary to that of other metals, cover a narrower range in composition. The copper-content of such mattes vary from 20 to 80 per cent., and even this range is much smaller in general practice since it is found advantageous, when possible, to produce mattes with about 50 per cent. of copper in the first operation. Further, it is unusual that arsenic or antimony occurs in copper-ores in sufficient proportions to form arsenides or antimonides in such quantities that they will separate out from the furnace-products, as is common in lead-smelting. Generally, the mattes produced in copper-smelting are composed mainly of copper (usually greater than 35 per cent.), iron and sulphur, the remaining elements being usually in proportions sufficiently small to allow of their treatment as impuritiee, rather than as essential constituents of the mattes. In modern practice of smelting copper-ores in blast-furnaces the tendency is to approach pyritic smelting as nearly as possible, the furnaces being low and the air supplied being largely in excess of that required for complete combustion of the carbonaceous fuel. Hence, the atmosphere of the blast-furnace thus used is usually oxidizing or nearly neutral, and, as a consequence, the reduction of metallic iron that was a necessary evil of former practice is of unusual occurrence in operations where the main object is the recovery of copper. INTRODUCTION MINERAL deposits that have formed by the various geologic processes, when exposed to air and water at or near the surface of the earth, break down and form new compounds that are stable under surface conditions. Mechanical disintegration of the ores proceeds along with chemical alteration which generally is attended by oxidation, carbonation and hydration. Essentially all minerals are affected-silicates, carbonates, native metals, sulphides, etc. Where iron sulphides are present, oxidation yields sulphuric acid, and in the presence of oxygen and iron, ferric sulphate, a powerful solvent, is formed. Above the water level, in the vadose or shallow zone, both air and water are present. Below the water level air is excluded and that which is carried down with water is removed from the solution by reactions with reducing materials. Above the water level, solution is the pre-dominating process; below the water level, precipitation generally is equally important. In some deposits, particularly above the hater level, valueless materials are removed from the ore, leaving certain metals in a more highly concentrated state. This type of alteration, which has been termed negative enrichment, is common in ores of iron, aluminum, manganese and certain other metals. Some gold deposits, particularly those in which the environment is unfavorable for solution of gold, have been enriched near the surface by removal of material other than gold. Certain metals are readily dissolved in an oxidizing acid environment. These include copper, silver and, under certain conditions, gold. In the presence of iron sulphides, deposits of these metals are likely to be leached above the water level. The metals are carried downward to depths where air is excluded, and where they may be redeposited, generally below the water level. Such enrichment by addition of metals has been termed positive enrichment.

MY FIRST paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896-30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening;" hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, discusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allotropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it has been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. A SPRING meeting is to be held at Cleveland this month under the joint auspices of the Iron and Steel Committee and the Ohio Section with the cooperation of the neighboring sections in Pennsyl-vania, Illinois, and the other States of the Great Lakes region. The discussions will be focused on just one subject, that of manganese, but will cover that thor- oughly as is indicated by the following list of papers. Nearly 14 pounds of manganese is needed for every ton of steel made. Estimates indicate that the total reserves of ore in this country suitable for making ferro would hardly supply domestic requirements for ten years, even if it could all be mined in that time. The grade of ore called for by present practice must come from abroad. The present tariff policy of this country is stated to cost industry $8,000,000 in order to force production of manganese ore to the extent of $600,000. What is the wise thing to do? Should a stock be accumulated? If so, how? Is it feasible to change practice and use low-grade ore or to beneficiate the ores of this grade and meet our requirements? What progress is being made in this direction? ,These and similar questions are raised in the various papers that have been submitted and will be open for dis-cussion.

WEIGEL 20] Introduction-Grouting in Mines By definition the word "grout" means a thin mortar, or a kind of plaster or cement, and "grouting" means to fill up or finish with grout. The words "cement," "plaster" and "mortar" mean a substance that is used in a soft state which subsequently hardens. Thus, grouting is the filling of void space with a substance that hardens. Construction cements are the most common substances used, either by themselves or in mixtures, but the term grouting is applied quite correctly when other substances such as plastics and certain chemicals are used. Also, the use of the term grouting to cover the filling of voids with materials that do not actually become hard, such as the flotation tailings used in grouting in the southeast Missouri lead district, should be considered correct, as some stiffening does take place and, anyway, it is a better descriptive term than any substitute. Engineers are interested in grouting because some of the materials with which they must work contain voids, and certain conditions can be improved if these voids can be filled with something solid and permanent. Grouting is done to accomplish several purposes: I. To stop the passage of fluids and gases, 2. To cement materials together to make them stronger, and 3. To prevent consolidation of materials by filling void space with something solid as a replacement for the air and water that could be forced out under load. The construction industry uses grouting extensively for all three purposes. Grouting is used to stop water percolation under and around dams. It is used to control water flow in tunnel driving and in shaft sinking. It is used to improve foundation conditions under civil engineering structures by permanently filling void space and thereby reducing settlement, or by cementing broken rock together and increasing its supporting strength. The oil and gas industry does a lot of grouting, primarily to stop the passage of gases and fluids. The search for oil at increasingly greater depths has meant greater investment per well, and the oil industry has spent large sums on development of improved drilling methods. This

Detailed stratigraphic studies in the Wisconsin-Illinois-Iowa district have made it possible to map the folds and faults that controlled the deposition of the zinc-lead ore. Prospecting on the basis of this mapping and prospecting in lower zones that are potentially ore-bearing have led to discoveries of ore. GEOLOGIC studies for the Federal and State governments in the Wisconsin-Illinois-Iowa zinc-lead district were begun in 1835, and subsequent surveys were made in the three states at intervals until 1916, see Table I. The current study of the district, Fig. 1, by the U. S. Geological Survey was begun in 1942 in the hope that a systematic investigation would help increase production of zinc and lead, then in extremely short supply. Major emphasis of the USGS program was on detailed mapping of the geologic structure and ore deposits. Preliminary maps and reports covering localities of intensive mining activity have been published during the course of this study, Fig. 2. By 1950 the objectives of the study by the USGS were revised; 71/2-min quadrangles of relatively unprospected localities as well as intensively mined localities are now being mapped in Wisconsin. Since 1945 the investigation in Wisconsin has been made in cooperation with the Wisconsin Geological and Natural History Survey, and since 1951 the geologic mapping of areas of particular interest in Iowa has been performed in cooperation with the Iowa Geological Survey. At intervals since 1943 the Illinois State Geological Survey has mapped the geologic structure and ore deposits of localities in the Illinois part of the mining district, see Fig. 2. Geology was applied by mining company personnel as early as 1853, but only sporadically, with periods of greater application between 1890 and 1925. Much of the so-called geologic work was in reality mining engineering. Since 1946 the major mining companies in the district have employed geologists who have successfully applied geologic techniques in the search for ore. History of Mining Occurrence of galena in the district was known as early as 1658 or 1659, when French explorers heard of lead mines that were apparently in the vicinity of Dubuque, Iowa. In 1690 a trading post was established near Dubuque to obtain galena. The first significant attempt at mining by white men took place in 1788 when the Indians granted to Julien Dubuque mining rights for 20 miles along the west side of the Mississippi River, including the vicinity of Dubuque, Iowa. By 1805 lead was being mined near Galena, Ill. In 1819 permanent settlement of the region was begun, and most of the important lead-producing areas had been found by 1830, see Fig. 3. Lead production in the Wisconsin-Illinois-Iowa district between 1830 and 1871 far exceeded that of any other district in the U. S.' Smithsonite was first mined in 1859, and sphalerite was mined as early as 1867. After 1873 the production of sphalerite exceeded that of smithsonite. In 1873 annual zinc production from the district first equaled lead production, and from then until 1893 production of zinc and lead was roughly the same.
