THE earliest record of copper production from the state of Utah comes from "The Resources of Utah," by. Mr. Fabian, in 1872, wherein it is stated that the. Mammoth mine of East Tintic was located in 1870 and that the ores yielded a large percentage of copper, silver and gold. It is also stated that shipments had been made to Swansea, England, which assayed between $200 and $300 per ton. The Mammoth-Copperopolis mine was located in, 1870 and sold the year following to an English syndicate. Some copper was shipped to. England and in 1873 there was constructed a 15-stamp mill and two copper smelting furnaces; these were operated a few months and before the end of the year were closed down and the property sold for debt. . This property -vas reorganized in 1879 and is at the present day a producer, though its principal product now is lead and silver. While a certain amount of copper has always been coming from the various lead-silver camps of Utah, the real history of copper in Utah should start with the discovery of the mines in Bingham Canyon, located about 25 miles to the southwest from Salt Lake City.

THE value of a mine is basically dependent on its capacity to yield profits. Since the ore must be mined, treated, and sold, some of it in various future years. there is a risk involved as to future costs, selling price, and working conditions. It cannot be expected that the economic condition existing at the time of valuation will continue unchanged for long periods in the future. During the past 20 years, mineral production in the United States has been conducted under a changing economy in many respects more exacting than that applied to other businesses. There have been increased production incentives, technical aid, exploration of privately owned mineral deposits by government at federal expense, and liberal loans for development and equipment, with risk partially assumed by government.. Some of these benefits have been counterbalanced by price ceilings, consumption controls, and stimulation of competition from foreign producers who have been offered the same advantages extended to American operators. For the present, mines will operate under a government policy directed toward reducing federal aid and control. The tenure of this change will depend upon future elections and the status of foreign relations. War and threat of war are now of the most vital significance to the mineral industries. Other factors which influence cost of production, markets, and price of mine output might be classified as Acts of God or Acts of Government. In some countries expropriation and the difficulty of exporting earnings or investment returns are risks that must be considered by foreign capital. Recognizing that this retards American investment in foreign countries, the Mutual Security Agency offers insurance against such expropriation and guarantees the convertibility of capital and profits. Since it is impossible to predict with certainty either cost of production or selling prices of metals for long periods, some assumptions must be made as to profits in the future. The basic assumption must be that the price of the company's product will vary in proportion to changes in operating cost. There is often a lag in this reaction, however, for prices of minerals are generally more sensitive to declines and less sensitive to increases than are costs. This reflects in part the resistance of labor to downward wage revision and a corresponding alertness in realizing its share of price advances. Some labor contracts include automatic adjustments to metal prices. Notwithstanding the complexity of the, problems involved and the difficulty of weighing their effect on value, such risks may be appraised with reasonable accuracy and a rate of earnings adopted that is compatible with the risk. It is, of course, possible to revert to a yardstick of value such as the commodity dollar, which has been advocated from time to time, but while revaluation in 1933 disturbed public confidence, the theoretical gold dollar continues to be the standard of greatest stability. Its gain or loss in purchasing power is reflected ultimately in cost of production and selling price of the mine product. At present 35 dollars are allocated to one ounce of gold. Measurement of Risk In the application of the Hoskold and most other formulae, a yearly dividend rate commensurate with the risk involved is set aside out of annual earnings. If the risk is great, this rate may be 15 to 25 pct of the amount invested. The remainder is placed in a sinking fund invested in safe securities such as high grade bonds or conservative equities, and the interest or dividends from these securities are added to the sinking fund. The sum of these sinking fund payments and the compounded interest at the end of the mine life is taken as the value of the mine. Admittedly the decision as to the size of the risk rate is the most difficult element in valuation and one requiring the most exacting consideration. It is necessary to look years ahead in an effort to determine future costs, market prices, demand, competition which may develop, including that of substitutes, and other influences common to the mine and to the region in which it is situated. Another phase of risk is the enactment of unfavorable legislation, taxes, and what appears to be an alarming spread of nationalization and expropriation. Capital is sometimes borrowed from the government to finance strategic production. Such loans may be collectable only out of production and involve no liability otherwise. Valuation in these cases must recognize the effect of such a reduction in liability. Offsetting some of these risks are the possibilities of mechanization and other cost-reducing discoveries, improvements in mining and treatment methods, new uses for minerals and metals, and normal growth of markets. In this paper, the terms risk rate, dividend rate, and speculative rate are synonymous. Safe rate and redemption rate are also used interchangeably. These alternatives are used here because they are commonly found in the literature on mine valuation. In Michigan, the State Tax Commission has long employed a risk rate of 6 pct in its valuation of iron mines. There the outline of reserves is well established and operating costs and conditions are based on adequate experience. A completely automated primary crusher is now in operation at Kaiser Steel Corp.'s Eagle Mountain, Calif., iron mine. The word "completely" is italicized to underscore its literal meaning- automation so thorough that even the control room for the crusher does not require a man to watch the flickering dials and lights. The automation of the unit is such that its operation, including starting and stopping, are controlled from the secondary crusher station. The crusher-a Symons 60-in. gyratory which can handle 3600 tph-features built-in safety devices that will turn the crusher off if oil pressure drops, if oil overheats, if bearing temperatures exceed permissible limits, or if parts of its electronic brain fail. According to reports, the worst that can now happen is a plugging of the crusher.

INTRODUCTION Since the infancy of in situ uranium mining, a growing number of hydrometallurgical processes have been incorporated into pilot and commercial scale flowsheets. Although initial design efforts were geared toward maximizing uranium recovery and minimizing plant and wellfield flow circuit maintenance, recent emphasis has shifted to improved means of water conservation and aquifer restoration. As mining units approached depletion, evaporation ponds reached minimum freeboard, and state and federal agencies demanded proof of groundwater restoration, processes including mixed bed and conventional ion exchange, reverse osmosis and electrodialysis were adopted by the industry. These units served the additional function of reducing process bleed flows during mining in states where the deep disposal well permitting ice remains unbroken. This report concerns the use of electrodialysis as an alternative to the more conventional processes used in in situ mining. In addition to a brief history and description of the process, a comparison to reverse osmosis and operational data derived from testing an Ionics, Inc. 1.31 x 10-3 m /s (30,000 gallon/day) unit at the Teton-Nedco Leuenberger Research and Development pilot will be presented. HISTORY Commercially practicable electrodialysis was contingent upon the development of synthetic ion exchange membranes in 1940's. In 1952, Ionics Inc. demonstrated that the process was amenable to the treatment of salt and brackish water and, in 1954, made their first commercial sale. The following decade saw several major electrodialysis unit sales which were generally targeted for use on private or municipal potable water treatment. Major increases in membrane desalting unit capacities, facilitated by technological advances in the reserve osmosis industry, were noted during the 1970's. The development of polarity reversing electrodialysis equipment which reduced feed pretreatment requirements, increased water recovery rates, and simplified unit operation, kept Ionics Inc. competetive in the water treatment industry. Engineering advances which incorporated automated equipment, non-corrosive construction materials, and improved ion exchange membranes allowed the electrodialysis process to compete in industrial waste treatment among other commercial markets. PROCESS AND APPARATUS DESCRIPTION The electrodialysis process utilizes direct electrical current passed across a stack of alternating cation and anion selective membranes in order to achieve an electrochemical separation of ionized materials in an aqueous solution. The membrane stack has the appearance of a plate and frame filter press and auxilliary equipment includes solution pumps, electrically actuated valves, filters, piping and a direct current power source. The ion separation membranes are thin sheets of synthetic cation or anion selective resins. Attaching sulfonate or quaternary ammonium groups to the cross linked copolymer structure determines the ion selectivity of the membrane. The membranes are separated from each other in the stack by non-conductive spacers that house flow channels which route the flow tortuously and parallel to the membranes. Direct electrical current passing perpendicularly to the membranes and solution passages attracts cations toward the cathode and anions toward the anode (Figure 1). As the ions from the feed stream pass through the ion selective membranes, they become concentrated in the adjacent brine channel and are retained there by the combined attractive force of the electrode and the repelling force of the next membrane toward the electrode. Limiting factors on the degree of demineralization possible include chemical solubilities in the brine flow and the current density that will produce an unacceptable degree of polarization (Figure 1). Feed or brine solution treatment with complexing agents or acids has been successfully applied to prevent membrane scaling. Polarization can occur when sufficient current density is applied to dissociate water in the ion depleted region of the diluting compartments near the membrane surfaces. Significant polarization is evidenced by large electrical resistances across cell pairs and notable pH differences between diluting and concentrating streams. Limiting current densities have been increased in U.S. manufactured equipment by utilizing tortuous flow paths of relatively high linear velocities thereby promoting continous solution mixing. Energy consumption is due to separating electrolytes and solutions, oxidation and reduction reactions occurring in electrode compartments, overcoming electrical resistance, conversion from AC to DC power, solution pumping and auxiliary equipment actuation. A major improvement to the basic electrodialysis process was applied in 1970 which resulted in frequent, automatic cleaning and descaling of membrane surfaces. The process, polarity reversal, incorporates alternating the cathode and anode on a periodic basis while exchanging product and brine flow channels via electrically actuated values. The reversal reduces the potential of stack plugging with CaCO3 (calcite), CaSO4 (gypsum), and colloidal materials and, in most waters, eliminates feed pre-treatment requirements. In the southwest porphyry copper province, the virgin prospect with good copper mineralization cropping out has disappeared. Future discoveries will require an increasingly sophisticated arsenal of exploration techniques and concepts. One of the latter, stratigraphic analysis, is a technique which is often overlooked. A surprising number of exploration geologists still think of porphyry copper deposits as occurring wholly within intrusive bodies such as quartz monzonite or granodiorite. Disseminated copper mineralization, though genetically related to intrusive rocks, can occur within both the intrusive and the intruded rocks. At present, as much as 30% of the total copper produced from disseminated copper deposits in the Southwest originate from the intruded rocks rather than the intrusive.

The best method for the estimation of copper in ores and secondary products is that proposed by Dr. Steinbeck* for the award offered by the Mansfeld'schen Ober-Berg-und Hutten-Direction. It is based upon the decolorization of the blue ammonia solution of copper by potassic cyanide.7 It is necessary for the accurate estimation of copper in arsenides that the arsenic be separated from the copper before the ammonia solution is made. The presence of a notable amount of arsenic renders the titration by potassic cyanide inaccurate, the end reaction being obscured by the appearance of a yellowish-green tint towards the end of the titration. The change of the color of the ammonia solution from blue to the tint caused by the presence of arsenic cannot be used for an end reaction, for the intensity and quick appearance of the latter color depend upon the amount of arsenic present in the solution. In the analysis of speise, the method of separating the copper by an oxidizing and reducing treatment in the muffle, to volatilize the arsenic, gives poor results, and there may easily be some loss of the weighed sample. The separation of the precipitated sulphides of arsenic and copper by treating with sodic sulphide, gives good results, but the process is tedious. I have used the two following methods, which are simpler and more expeditious than those mentioned, with good results

As one of its functions, the U.S. Bureau of Mines gathers and analyzes mine accident data, and then publishes annual reports on work injury experience in the various segments of the minerals industry- coal, nonmetals, rock. These reports contain a wealth of detailed data, with a multitude of analyses and cross-tabulations, all intended to shed as much light as possible on accidents and to suggest possible ways of reducing them. In this article, the terms, "injury" and "accident" will at times be used interchangeably to denote accidents which cause disabling injury. The Bureau bases many of its analyses on American National Standard Z16.1 for recording and measuring work injury data. This document establishes two models for measuring disabling injury experience: (1) the frequency rate, obtained by dividing the number of man hours into the number of injuries multiplied by 1 million, and (2) the severity rate, similarly constructed, with the variable of interest being the number of days lost due to these injuries. Similar computations are performed by the U.S. Bureau of Labor Statistics and the National Safety Council. Additionally, these models are used in many other countries, sometimes with minor changes.

This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers' Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil to be extracted, and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled; had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers' Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be. produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent. interest additional during the life of the property.

THE death of Professor Blake removes the oldest of American economic geologists and mining engineers, and deprives this Institute of one of its, earliest and most illustrious members. To many of us it brings a personal loss also, the loss of a friend. William Phipps Blake was born June 21, 1826, in New York City. -His father, Elihu Blake, was a surgeon-dentist of eminence, a direct descendant of William Blake, who settled in the Massachusetts Bay Colony about 1630. He was prepared for college at private schools in New York, and entered the Sheffield School of Yale, where he was graduated as Ph.B. in the chemical course, class of 1852, the first graduating-class of the institution. In the same year he became chemist and mineralogist of the New Jersey Zinc Co., and chemist of chemical works at Baltimore, Md. In 1853, lie started the Department of Mineralogy of the World's Fair at New York City. In 1854, 1855 and 1856, he was mineralogist and geologist of the United States Pacific Railroad Surveys of Williamson, Pope, and Whipple, and for the War Department at Washington. His writings, during this period comprise reports on the geology and mineralogy of California and other parts of the Southwest, and constitute well nigh the earliest scientific accounts of the regions described. One of them. was a translation of the Resume and Field Notes of Jules Marcou, of Whipple's expedition. From 1856 to 1859, he was engaged in explorations of the geology and mineral deposits of North Carolina, :and other parts of the country. In 1859, he became editor and proprietor of The Mining Magazine. This was a monthly periodical, founded in 1853 by W. J. Tenny, who conducted it until 1858, when it passed into the hands of Thomas McElrath, a New York publisher, and appeared in May of that year as The Mining and Statistic Magazine, with the name of

IN CIRCLES where mining men are wont to fraternize, a statement often heard is: "Yes, I spent six (or two, or ten, or thirty) years down at 'Chuqui.' " This means Chuquicamata, the site in Chile of what in all probability is the world's largest deposit of copper ore. One hears similar remarks regarding Braden and Andes, and, in fact, regarding a score of other big mines in South America, Africa, and elsewhere, but Chuqui seems to lead the others as the locale of engineers who have done a stint in foreign countries. One reason probably is that it is the Anaconda Company's premier foreign operation. Because of its unusual size and the diversity of its operations a great many men are needed. It is a sort of training school for young engineers; but, also, Anaconda has sent down a great many mature members of its big organization for special assignments like metallurgical research or plant construction. Chuquicamata is about 150 miles northeast of Antofagasta, at an elevation of 9,500 ft. It is in an almost rainless desert country where the wind (it is alleged by some) blows most of the time. However, the copper mining entrepreneurs have done their best to make up for what nature has neglected to do in creating a pleasant environment for the people who operate the mines. These include about 160 "foreigners" of whom 86 are from the United States, most of them accompanied by their families. There are 165 Chileans on the staff. Comforts, conveniences, and many luxuries are provided to offset in some measure the disagreeable features of the climate. Nevertheless, as I have implied, engineers at Chuqui generally jump at the chance to become "alumni" when opportunity offers. At the same time, they appear to take pride in their alma mater.

The organization and purpose of the War Minerals Committee was explained in a special war notice in the-August Bulletin. The first work of this Committee is to secure and condense information as to the relative importance of different properties from the standpoint of domestic mineral production. When the possibilities of ore deposits are known, involving, in some cases, further examination through the voluntary services of, Engineers and Geologists, then the necessary policy required to stimulate such development can be determined. Proper recommendation has been and will be made to .the various agencies controlling the situation during the war. This will insure a complete presentation of the needs of the situation. Every legitimate effort will be made to stimulate the production of domestic minerals and to put the industries on a permanent basis. The following information forms indicate the type of information required by the Committee. Engineers and Geologists can assist in one of several ways in furnishing information to the War Minerals Committee:

Although geothermal energy has been used by mankind for thousands of years and has even been used to generate electricity since the turn of the century, it is only in the last few years that the threatened energy crisis has focused attention on this resource. Geothermal exploration and development is being carried out in at least thirty-five countries on five continents. The status of geothermal energy production, however, is rudimentary with about 800 MW installed generating capacity worldwide, equal to about 0.1% of the world's total energy production.' The world's first (1904) commercial generating site at Lardarello, Italy, will soon be surpassed by developments at The Geysers, Calif. There are other successfully operating geothermal power projects in New Zealand, Japan, USSR, Mexico and Iceland with pilot plants planned or under construction in Chile, El Salvador, Nicaragua, Turkey and the Philippines. FOLLOWING the discovery of diamonds in 1870 and the Witwatersrand gold fields in 1886 South Africa changed from a predominantly pastoral country with a scattered white population into a land whose economy came rapidly to be based primarily on mining. The total value of the mineral output of the Union in 1944 was approximately $493,000,000, to which gold contributed 84 per cent. Gold furnished some 33 per cent of the Union Government's total revenue in that year, and approximately half the country's population obtained its livelihood directly or indirectly from the gold mining industry. In any review of the Union's mining activities and in any consideration of the country's future, gold mining must occupy a prominent place. It is generally conceded that the present structure is not properly balanced and that an economy based on a preponderance of a single nonpermanent factor possesses potentialities of serious instability.

William Kelly, Vulcan, Mich.:—In the northern part of Bedford county, Pa., the county immediately south of Huntingdon, the Clinton measures appear along the eastern slope of Tussey mountain near its base. The only iron-ore bed that has been worked is in the upper part of the formation. Along the mountain this seam has a dip of more than 60°. At the outcrop the ore is soft and rich, but with depth it passes often abruptly into an almost pure limestone similar to that described by Dr. Rutledge. The soft ore extends deeper in the cross-gullies than it does under the higher gound between the depressions. The slates adjoining the rich ore have been weathered, but where in juxtaposition to lean ore and limestone they are hard. THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a1 technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Colum-bia and British Columbia, to give service to users of Portland cement.

OUR first air travel began at Barranquilla on a trip to the platinum dredging-operations at Andagoya. The fare is based on a minimum weight of passenger, and I will have to admit that the minimum is too low. To make this trip by boat would have necessitated going back to the Canal, thence down to Buena Ventura, and up the San Juan river, which would have taken, counting delays, two or three weeks. The time by Scadta airplane was six hours. We stopped at Cartagena for a day to look over that historic city. The route from there lay along the north coast to the mouth of the Atrato river, then up this river, over the jungle, and over a divide some 300'ft. in elevation and down the San Juan river a few miles to Andagoya at the junction of the Condoto.
