The first meeting of the Naval Consulting Board was held at the office of the Secretary of the Navy, Washington, D. C., on Oct. 6, 1915. The Board organized by electing Thomas A. Edison, Chairman, Peter Cooper Hewitt, First Vice-Chairman, William L. Saunders, Second Vice-Chairman, and Thomas. Robins, Secretary. All of these officers are members of the American Institute of Mining Engineers. Herbert Moore Harbach was born in Lebanon, Pa., Apr. 4, 1891, graduated from the Lebanon High School in 1911, and entered State College, from which he received his degree of Bachelor of Science in Metallurgical Engineering in 1915. He was employed by the Lackawanna Iron Co., at Buffalo, N. Y., and was later transferred 'to their Lebanon plant to start up the newly erected benzol plant. He was later made foreman of the coke ovens, which position he held after it was bought by the Bethlehem Steel Co., and until he enlisted in the service of his country in September, 1917. He was stationed at Camp Meade, Md., until the spring of 1918, when he was transferred to the C. W. S., at Niagara Falls, as an expert chemist. In June, 1906, I delivered to the graduating class of Lehigh Cniversity an address upon this subject, the substance of which, with sundry omissions and additions, was subsequently repeated, in October of the same year, in an extempore address before the Schenectady branch of the American Institute of Electrical Engineers. The latter, as stenographically reported, was published in the Proceedings of that society for November, 1906, and was referred to by President John Hays Hammond in his address at the Chattanooga meeting of October, 1908. Requests have been received from various quarters for the repub-lication of this address by the Institute. This I do not regard as necessary or proper; but I yield to that demand so far as to reproduce in the Transactions a summary of my views, as expressed in the two addresses above mentioned.

This paper covers the practical aspects of economic analysis of mineral ventures and the application of a publicly available computer program. The paper touches briefly on the time value of money concepts and the phases of project evaluation. The most comprehensive port ion of the paper deal s with the requirements for economic evaluation, including capital expenditure categories, operating expenses, required geological and engineering data, and tax considerations. Highlights of the 1981 and 1982 tax laws are covered. A case study using the MINECO computer program will be used to illustrate the economic evaluation concepts developed. Guidelines and goals of sensitivity analysis and Monte Carlo simulation will be discussed and demonstrated on the MINECO example. The MINECO software system will be displayed as an example of a "user-friendly", interactive, and flexible computer tool available to the mining professional today.

At Black Lake, Quebec, Lake Asbestos of Quebec Ltd., a wholly-owned subsidiary of American Smelting and Refining Co., has opened a $36-million mining and milling operation which will produce about 100,000 tons of asbestos fiber a year and add 7 pct to the Free World's supply. The orebody once lay beneath Black Lake, and readying the ore deposit for open pit mining meant removing about 37 million cu yd of overburden- 30 million cu yd by dredging and pumping, and 7 million by power shovels and trucks. The enormous amount of material to be dredged, control of drainage during dredging, the need to cope with drainage problems in the area and to provide for flood control to replace the regulating effect of the lake, posed unusual engineering challenges and required tremendous capital investment.

In the preparation of the paper upon " The Operation of Warwick Furnace, Pennsylvania, from August 27, 1880, to September 1,1885," presented at the Pittsburgh meeting, I purposely refrained from offering theories to explain the peculiarities of furnace operation, on the ground that it was better for those actively engaged in blast-furnace management to present records of operations, than for one more directly interested in blast-furnace engineering and construction to venture upon the sea of speculation as to causes. The manager of an iron-works naturally feels that he knows as much about his particular furnace or furnaces as any one else, and as Mr. Cook, after his close attention to and study of the Warwick furnace, was at that time unwilling to present theories, I felt a disinclination to assume more acumen than the manager.

The first diesel-powered Scooptram has now been in service for 21/2 yr at the I-C mine of Martin County Coal Corp. It has become the workhorse of the operation, being used around the clock many days. The fleet of nine 20-ton capacity Teletrams used behind three Jeffrey Heliminers now have more than 1 1/2-yr experience in the Coalburg mine. They have been exposed to some difficult conditions which, include steep grades, water, mud, and rutted roadways. These units have proven to he both rugged and powerful. The safety components and shutdown systems make these haulage units very safe for underground coal mines. A clean-burning engine, a satisfactory exhaust conditioning system, and good ventilation are the keys to maintaining a safe and healthful atmosphere for the underground operators and other employees.

A method of stability analysis of underground opening by the limiting equilibrium approach is presented. The Coulomb shear failure criterion is employed to find possible fracture surfaces and to evaluate the shear strengths along them. The normal stresses required for the calculation of shear strength, and the shear stresses for the calculation of total shear force along the fracture surfaces, are obtained by the finite-element method of plane-strain analysis. The factor of safety against Coulomb shear failure is calculated as the ratio of the shear strength to the shear force along a fracture surface, similar to the practice in slope stability analysis. Four shapes of openings are analyzed, with three ratios of horizontal lithostatic stress and four coefficients of internal friction. The critical fracture surfaces found by this method of analysis are consistent with the arching of roofs and slabbing of ribs commonly observed.

Design of a submarine pipeline system is governed by many factors, one of which is the effect of transverse horizontal currents on the pipeline structure itself Although this feature alone can be of utmost importance to the life span and stability of the underwater pipeline, it is usually the least recognized, with these hydro-dynamic forces being either completely overlooked or grossly underestimated. In an attempt to supply the methods and means for stabilization of sub-marine pipelines, much capital has been spent by pipeline companies. Design criteria incorporated by these organizations extend over a broad spectrum of engineering with bases varying from pure theory to cut and dry methods. A history of numerous failures has substantiated the postulate that many of these submarine pipelines have been underdesigned from the stability standpoint. By the same token, equally as many have been excessively overdesigned with resultant excess expenditures. An attempt has been made in this paper to establish the magnitudes of these hydrodynamic forces by measuring the lateral current-induced differential pressure distribution around the periphery of the submarine pipeline. INTRODUCTION The expenditure of money for research by corporations obviously requires beneficial results to justify the investment. One of the functions of the engineer is first to make the problem known and then to provide a means of solution at the least possible cost. The initial procedure is to investigate all pertinent published technical articles on the subject to determine if this problem has been previously solved. If resolution of this problem is not obtainable, the next course of action is to evaluate through experiments these forces and their magnitudes. On the specific subject of drag and lift, the accumulation of data is provided from three separate and distinct sources: from experience, from theoreticians and through experimental observations. The experience source has proved costly with money wasted either because of underdesign and failure or excessive expenditures for overdesign, and has not been sufficient to form a definite conclusion on these hydrodynamic forces. The pure theoretician is often not completely cognizant of the situation and his works bear little adaptation to the real problem. The experimentalist has his own problems with regard to obtaining results from small-scaled models and successfully adapting them to the larger prototypes. Each method has its own advocates who diligently adhere to their own separate routes as being the only means of resolving this problem. However, a review of the various methods of analysis leads one to the conclusion that if the advantages of all three are combined, a reasonable solution to this problem can be reached. Briefly then, the problem is to obtain the magnitudes of the forces on the submarine pipeline subjected to a lateral current by investigations of previous design considerations, by a study of existing theoretica1 data and by appropriate experimentation. This paper deals mainly with obtaining experimental data and the interweaving of theoretical and experience factors for resolution of these forces. APPARATUS AND PROCEDURE These tests were performed in 1961 at Collins Construction Co.'s main office near Port Lavaca, Tex. Test equipment consisted of a steel tank 3 ft high by 4 ft wide by 40 ft long, with several pumps circulating the water through the tank via suction lines from the downstream portion of the tank and discharging from the pumps directly into the upstream end of the tank. For reduction of turbulence, a wire section was constmcted in the upstream portion and straightening vanes in the form of pipes, screens, etc., were used to reduce the vortex and eddy action in the tank (Fig. 1). A venturi was built at the test specimen for obtaining velocity sufficient to simulate actual conditions. This full-scale test was initiated to eliminate the error introduced in modeling and obtain a truer picture of forces actually encountered. Six- and 10-in. specimens were prepared by

The distortion of crystal structures referred to as "biege gleitung",1 "local curvature"2-4 and "deformation bands"5,6 is believed to be an unavoidable characteristic of deformed single crystals. The presence of asterism on Laue photograms of Al single crystals either deformed by pure shear7 or extended in a condition relatively free from the grip effect2 indicates strong evidence substantiating this point of view. The type of localized bending described in connection with the bending test of Al single crystals by Yen and Hibbard8 could conceivably exist either microscopically or submicroscopically in all types of deformation. The purpose of this note is to extend this idea to the postulate of a hypothetical "microbending site," as applied to the mechanism of slip in a general sense. The mosiac structure, as postulated by Darwin,9 is that crystals were actually composed of small blocks which have a linear dimension 10—4to 10-6 cm on the edge and deviate from each other by an angle of about one-tenth of a degree. The following discussion is based on the assumption that when slip is propagated from one mosaic block to the adjacent one, bending of the lattice at the region of their boundary is produced in order to maintain the continuity of the gliding process along a certain slip plane. Consider a two-dimensional diagram of two ideal mosiac blocks on the cross-section perpendicular to the slip plane and containing the active direction of slip. When an external force is applied, the localized bending or "microbending site," would be generated at the region as illustrated in Fig 1A at point B. A schematic diagram of a "microbending site," generated at a mosaic boundary, is illustrated in Fig IB. It may be seen that once the curvature of the bending site reaches sufficient magnitude, the interaction force encountered by pairs of atoms symmetrical with respect to the center of the bending is equal but opposite in sign. Consequently, the overall energy required to displace the atoms near the center is approximately zero.10"12 Based upon the finding that the misalignment between two mosaics is 0.1 degree,9 the assumption is made that "microbending sites" may possibly exist in the region where one plane will have one more row of atoms than an adjacent plane. It is probable that the origin of the bending site will be where the distance between two mosaic boundaries is "2d" as shown in Fig 1A at point B, where " d" is the interatomic distance. Thus, the distance between two "microbending sites" is in the range of about 600 interplanar spacings. In the case of aluminum, the spacing between two octahedral planes is about 2.33 A. The distance between two bending sites will be approximately 2.5 X 10"5 cm. This title is somewhat of a misnomer, because it does not accurately describe the phase of heat generation and application coming within the scope of this discussion. This paper is concerned primarily with that particular phase of radiant-heat transfer sometimes erroneously referred to as "shielded" radiant heat, to differentiate it from the open radiant heat of either flame or settings, in which the actual source of the radiant heat is a small incandescent furnace composed of a highly conductive superrefractory, within whose walls the combustion of the fuel is completed. This small furnace is usually located directly in the furnace proper, and although its refractory walls do shield the heat-absorbing surfaces from contact with the gases of combustion, there is no interference with the radiant heat given off by the furnace itself. We do not believe it either necessary or advisable to shield or screen radiant heat when properly controlled and applied. We do believe it essential to prevent the excessively hot gases of combustion from coming in contact with those parts of the heat-absorbing structure that are already receiving heat at high rates by radiation. In connection with any process for the refining of oil with which we are familiar, we are convinced that it is most advantageous to transfer the maximum of the heat generated in the form of radiant heat, applied directly to the heat-absorbing surfaces without the interposition of any form of shield or screen to prevent or reduce the radiant-heat transfer. While the term radiant heat is broadly used to cover all heat energy transferred from one body to another by radiation, in contradistinction to heat given up by gases in direct contact with the heat-absorbing structure (convection) or transmitted simply by conduction, in furnace work it is perhaps more often limited to the heat rays given off either by
