Since the development of the pelletizing process in the fifties for relatively high purity pellets from low grade taconites, there have been several distinctive changes in filter construction for the dewatering step preceding balling. In the original large pilot plant run by Reserve Mining Co. in Babbitt, MN, the disk type filter employing agitation (Agidisc filter) was selected as the most economical. Size was limited to 2.1 m (6 ft, 9 in.) in diameter. The second generation occurred in the sixties with a jump to 2.70 m (8 ft, 10 in.) in diameter to reduce capital costs per annual ton of pellet. In the early seventies, the third generation was the steam drying disk filter which became necessary to achieve balling moistures with specific surface areas of 2200 cm2/g to as high as 3800 cm2/g caused by finer grinding to obtain higher purities. Finally, the fourth generation has recently been developed to reduce maintenance costs and further improve hydraulics to ensure minimum moisture contents.

The operating experience to date with long distance iron concentrate slurry pipelines at Savage River, in Tasmania, Australia, and Peña Colorada, in Colima, Mex., is discussed. The three pipeline systems currently under construction in Central and South America are described with particular emphasis on the SAMARCO system in Brazil, which will be the world's largest upon completion. General considerations for the technical, environmental, and economic feasibility of the slurry pipeline approach to solids transport are discussed with reference to alternative modes of bulk transport. A case study for the Lake Superior Dist. is presented.

The present and future activity of western coking coals is discussed. A general description of location, quantity, and quality is used as a basis for discussing development, mining, and marketing problems facing these reserves. As the need for coke from the West increases, solutions to the present mining and transportation problems will be forthcoming. Improved mining and blending technology, coupled with a more economical transportation solution, must precede a rapid development of the West's coke reserves. Ever increasing demands on coke production enhance the prospects of an accelerated development of these reserves.

Of the many types of capital equipment found in a surface operation, draglines and mining shovels are probably subjected to the most severe service. Yet, some excavators have seen a generation or more of continuous service-proof, if any is needed, of their ruggedness. To keep these expensive pieces of machinery operating, a continuing maintenance program which includes field weld repairs is essential. During an excavator's working life, minor cracks may appear in parts of the steel structure, caused by fatigue and sometimes material defects-defects so small they could not be detected during manufacture.

The molybdenite flotation operation of Climax Molybdenum Co., Division of AMAX Inc., near Leadville, Colo., generates a rougher tailing containing 0.03% W03 and 0.005% SnO2. This tailing is subjected to a series of mineral beneficiation steps for production of wolframite and cassiterite concentrates. However, these byproducts are contaminated by small quantities of UsOa. This paper describes application of sulfuric acid-sodium chlorate leaching for substantial elimination of the radioactive impurities, particularly the mineral brannerite. The leached residue is amenable to magnetic separation of wolframite from cassiterite.

Response surface methodology is a well-known and powerful technique for determining optimum conditions in flotation systems. One disadvantage is the onerous task of the numerical calculations and curve plotting. This paper describes a system in which the investigator simply selects the range of several flotation variables after which the design of the experiment, data analysis, generation of response surface equations, and response surface plots are automatically carried out using a digital computer and a computer-driven curve plotter. Several typical response surfaces of important variables in phosphate flotation are presented as examples.

The investment analysis methods that are most generally accepted in the mineral industries in the mid-80's are presented along with their advantages and disadvantages. Also covered are current widely-used practices for introducing the uncertain nature of most of the important variables in an investment analysis, which is contrasted to the former dominance of deterministic analysis. Finally, the discussion turns to current practice for handling the two critical areas: cost of capital and inflation. The advice contained is reinforced with data from a survey of current practices in the petroleum industry.

THE high tension belt conveyor is introducing a new and tremendously expanded era of low cost bulk material handling. High tension belt conveyors are generally those installations involving very long centers, high lifts, or drops, in which the belts are stressed up to their maximum tension values, and further, where the belt construction provides tension capacity far beyond what is possible with conventional belt constructions. With these high tension installations, the magnitude of the forces involved demands careful refinement of accepted design practice in order to achieve optimum balance of all factors.

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5' to vertical, and in the same mine the dip of the coal may vary from 30' to 50 . In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous coking coal, the following being typical analyses: Very little of the coal contains as much as 0.75 per cent. sulfur. The brown lignites occur mostly in Lewis and Thurston Counties, and as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea. The coking coal is used for making coke, and for locomotive and other boiler fuel. It yields a strong metallurgical coke, quite high in ash, though seldom exceeding 18 per cent. ash. Discussion of the paper of FRANKLIN MOELLER, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 343 to 354. K. A. PAULY, Schenectady, N. Y.-I read with interest Mr. Moeller's paper descriptive of the mechanical parts of the new electric hoist at the Granite Shaft of the North Butte Mining Co. and as the paper treats largely of the mechanical equipment I have little discussion to offer. There is, however, one question which I would like to ask and that is, why the discrepancy in hoisting cycles between the curves given in the paper read by Mr. Sykes for the American Institue of Electrical Engineers at San Francisco and those given in the paper under discussion? In Mr. Sykes' curves the acceleration period is shown to be 16 sec. for all depths from 2,000 to 4,000 ft. inclusive, while Mr. Moeller in Fig. 2 shows 25 sec. throughout the range and in Fig. 4 shows 35 sec. IN OPENING the symposium under the auspices of the Petroleum and Gas Committee of the American Institute of Mining and Metallurgical Engineers, I wish to call to your attention the following, among other subjects, which it is hoped may receive proper attention: 1. The recording of as accurate an appraisal of the oil possibilities of the various countries as is possible, with information as to the immediate availability of their supply. 2. The development of further support for the move-ment to bring about active cooperation among Ameri-can oil companies in their foreign exploration and development work. 3. The furtherance of the efforts of the industry in securing governmental assistance in foreign oil develop-ment: (a) along the lines of a modification of our domestic oil policy, so that we can go to foreign coun-tries and consistently ask fair treatment as to royalties and bonuses; (b) by a closer cooperation between the State and Commerce Departments and the oil industry. 4. The calling of attention to the unjustifiably drastic action of the price-fixing group of the oil industry during the last year or so, with the hope that it will use gentler methods in the future. None of these subjects are new, and some of them have been discussed before various organizations for years. Our justification for again bringing them forward is the hope that by everlastingly harping on them the industry, the Government, and the people who shape the destinies of this country may some time, some how, realize their importance and take effective constructive action.

INTRODUCTION Tuff is being considered as a possible geologic median for the underground storage of commercial high level radioactive wastes by the Department of Energy (DOE). DOE has the responsibility for developing or improving the technology fir safely and permanently isolating these wastes. DOE programs must satisfy requirements established by the Nuclear Regulatory Commission (NRC) for the licensing and regulating of these storage facilities (NRC 1981). Pertinent draft NRC requirements are: 1) releases of radioactivity to the environment must be within prescribed limits and 2) emplaced canisters containing wastes must be retrievable up to 50 years following emplacement. High level radioactive wastes produce heat in storage and it is essential that the thermal/mechanical/hydrological response of the host rock will not significantly degrade either the structural performance o£ the repository or the ability of the natural or engineered barriers to retard radionuclide migration. The Nevada Nuclear Waste Storage Investigations (NNWSI) was established by DOE to evaluate the suitability of disposing of high level nuclear wastes on or near the Nevada Test Site (NTS) (NNWSI 1980). NNWSI has focused exploration and site evaluation on the tuffs of Yucca Mountain. Field testing is essential to support site characterization and repository design efforts. Preliminary studies have been conducted indicating that tuffs in G-tunnel on the NIS contain welded and nonwelded tuffs that have similar properties to those in Yucca Mountain. Thus, field testing can be accelerated. This paper discusses the issues supporting the planned field experiments in G-tunnel. Issues not related to rock mechanics are not included.

When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one's attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.

A complete rational analysis for design of excavation slopes and loaded rock masses is a desirable but perhaps unattainable goal. Irregular external and internal boundary conditions, poor understanding of failure criteria for large masses of rock, capricious material properties, and the importance of indeterminate forces and inaccessible and virtually unsampleable rock defects emphasize the importance of experience in this aspect of rock engineering. The experience must be correlated with geological factors. In certain regions the accumulation of such experience through the observation of existing rock slopes in various formations constitutes an important aspect of studies for design of rock excavations. In former times an accepted method of rock construction consisted of trials and adjustments. This approach is not often compatible with present methods of contract management. With the development of improved instruments and warning devices such as inclinometers, piezometers, relays, stress meters, and rock noise detectors, modified trial procedures of rock construction may reappear in specific applications. In spite of the great advances made, development of methods to predict the performance of rock slopes, abutments, and foundations deserves vigorous effort. Two distinct approaches may be taken. The rock mass in question may be considered a continuum and the stresses and strains throughout the region of influence of the work may be calculated. Or, the rock mass may be described as a discontinuum whose stability calculation involves the statics and kinematics of accumulations of rigid blocks. The prototype must lie in the range between these contrasting models. As yet, however, there is little reconciliation between the two methods

DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

Introduction.—The recent developments in the metallurgy of aluminum and its consequent rapidly growing use in the arts are at present attracting considerable attention to its ores. The success of the Hall electrolytic process, by which the metal is obtained directly from the oxide, has removed bauxite from the position of a rather uninteresting mineral to that of an important ore. Its production on a commercial scale is so recent, particularly in this country, that little attention has yet been paid to its mode of occurrence and origin.. Any investigation, therefore, which throws light upon these points should be of interest to mining engineers- at the present time, especially if the conclusions afford a basis for estimating the probable extent and value of deposits already known and a mane of directing search for others. Two localities in the United States have so far yielded bauxite in commercial quantities. These are in Arkansas and in the Coosa valley of Georgia and Alabama. According to descriptions of the Arkansas deposits by Branner, they bear little resemblance to those in the Southern Appalachians and their geological relations appear to be entirely different. Only the latter deposits are considered in the following paper. These have been briefly described by McCalley† and Spencer.† They were visited by the writer during the past summer and somewhat carefully examined, in connection with the study of the areal geology of the region. Discussion of the paper of N. V. Hansell, presented at the Cleveland Meeting, October, 1912, and published in Bulletin No. 72, December, 1912, pp. 1497 to 1,517. C. Q. PAYNE, New York (communication to the Secretary*) :-Mr. Hansell has presented in his paper a very interesting and valuable summary of the various methods of enriching iron-ores which have been developed during recent years. Particularly striking in this connection is the high degree of enrichment of the concentrates from magnetic iron-ores which is now commercially feasible. Magnetic concentrates containing from 6 7 to 139 per cent. of metallic iron, showing an efficiency of 90 and even 95 per cent. in. their separation, are not now uncommon. Such results exceed those obtained by gravity methods of treatment of all copper-, lead-, and zinc-ores, and are only equaled in the cyaniding of gold-ores and in the flotation treatment of certain copper-ores. It is of interest to note that the-type of magnetic field which is employed in securing these results, in the Gröndal (wet) and the Ball & Norton (dry) systems of treatment is the same in each case : viz., a field of alternating north and south poles. The credit for developing this simple and useful field, which has found so wide an application both in this country and abroad, is due to two American inventors and engineers, Clinton M. Ball and Sheldon Norton. At the same time, it should be noted that part of the improvement in the grade of the magnetic concentrates, especially in the case of the wet treatment of finely mineralized ores, is due to a well-devised scheme of mill-treatment, whereby a rough concentrate is usually obtained as an intermediate product, which is then recrushed and reseparated in obtaining final clean products.

Slovenliness is as reprehensible in words as in clothes. Much writing that we recognize as poor in style is merely sloppy. Just as some students postpone the necessary shave or forget to change their collars, so young engineers in writing drop their articles, definite and indefinite, or omit prepositions where they are required, possibly to compensate for those they use unnecessarily The work will begin [on] Saturday. Influenza seriously affected many mines [during] the last three months. Flotation in America [during] the last two years has made tremendous strides. Construction of the mill started [on] August 12, 1915, at which time 75% of the excavation was completed. The idea I wish to convey is [that] there are mineral deposits to which the present law applies badly. For this reason, if there was [for] no other, the ownership of the ore below and [of] the surface above should go together. When a unit of mapping is furnished, be the unit a claim or [a] group of claims, it is necessary . . . A fully stocked store was started in Park City and all employees [were] sold merchandise on a strictly cost basis. The word "merchandise" is left without government or agreement. 'I suggest: ". . . and merchandise was sold to all the employees on a strictly cash basis." The verb 'be' is serving concurrently both as a principal and as an auxiliary in the following: At first the work was interesting and [was] liked by most of the men. The sulphide ore was more complex or [was] milled at an increased cost. The failure to repeat the auxiliary verb in successive clauses is a common error, as in The filter is filled with liquid allowed to empty, and then ignited.

The purpose of the investigation on which this paper is based is to determine whether the structural change which occurs in the slow cooling of steel below the transformation range has an important effect on its engineering properties. We recognize two distinct things which occur in steel when it is brought from above to below the transformation range, first, the transformation proper, that is, the breaking up of the austenite or solid solution of the cementite in the remainder of the iron, and the liberation of its components as undissolved cementite and as ferrite or alpha iron; and second, a structural change consisting in the gradual coalescence of the ferrite and cementite respectively into larger and larger separate masses. Let us distinguish these from each other by speaking of them as " the transformation " and " the structural change " respectively. If the cooling is at all rapid the unevenness of contraction induces severe stress; so that in a sense a slow cooling has a third influence, the prevention of such stress. This transformation from austenite to ferrite plus cementite can complete itself only below the transformation range; and, because this structural change is a change in the structural arrangement of the products of that transformation, it too can complete itself only at temperatures below that range, say below 725°; and of these temperatures it is only those between 600° and 725° that give the metal sufficient mobility to permit this structural rearrangement to progress with ally rapidity. The transformation is now known to be rapid, but the structural change is relatively slow.
