MUCH attention has been directed to mine-air flow in recent years, more especially in Great Britian where there is frequent reference to a theory of fluid flow developed by English engineers. Briefly stated, this theory is that for similar passages of the same relative roughness, in which fluid flow occurs, the conditions of flow are exactly the same for equal values of the product W D V/ µ, where W = density of the fluid, D = diameter of the passage through which flow occurs, V = mean velocity of flow, and µ = absolute viscosity of the fluid flowing. This, the "Reynolds Criterion" of fluid flow, had its origin in the work of Prof. Osborne Reynolds' more than 40 years ago. Later, Lord Rayleigh amplified the theory2 which has been conclusively proved for small pipes by the experiments of Stanton and Pannel3 over a large flow range, and by Lacey4 over a somewhat more limited range. Concordant results on small pipes have also been obtained by numerous other investigators with single fluids over more or less limited ranges of flow. According to this theory results in one medium, such as water, are immediately applicable to another, such as air; and experimental results on models are (theoretically, at least) applicable to full-scale designs. This is of great importance in aeronautics and can be of considerable value in mine ventilation research. Hodgson, in a recent paper,5 has outlined the application of this theory to mine-air flow and recent English experiments" on the resistance of a timbered mine airway have been expressed in this form.

INTRODUCTION Whenever a new mining property is developed or a new concentrator is built, considerable time, money, and planning are invested for the exploration, engineering, and construction of the required facilities. Yet, when these facilities are ready for startup, all too often insufficient time, money, and planning are invested in this critical phase of the project. Failure to plan for this phase results in untimely personnel mobilization, insufficient operator training, and inadequately prepared budget estimates, which combine to create excessive costs, lack of communication, unclear responsibility divisions, unnecessary delays, and poor production levels. Insufficient or excessive leadership, due to unclear assignment of responsibility, results in irrevocable problems within the startup team. A carefully planned and budgeted startup phase can avoid many of these problems. SCHEDULING A key element in properly planning the startup phase lies within the area of scheduling. Once the schedule has been established, planning can be greatly simplified through the expansion of each specified item. The overall project schedule should specify the date when the startup and initial operating management team will be brought onto the project. This team should be mobilized at least two years prior to the anticipated startup date, to allow sufficient time to begin to plan, assemble the startup groups for the various areas of the plant, initiate a workable communications system, and implement the development of the training program. This team is responsible for the preparation of a startup schedule, which would detail the dates for all key items associated with this phase of the project. These key items would include training program development, personnel hiring dates, prestartup plant checkout, etc.

The attention of the members of the Institute of Mining Engineers is asked to a description of the minerals of Southwestern Pennsylvania, as representing the minerals of an enormous area, stretching continuotisly, with local variations, along the western slopes, and at the base of the Alleghany Mountains, through Western Pennsylvania, West Virginia, and Kentucky, and destined to play no mean part in the future of the iron trade of the country. The particular locality is at and near Donbar, in Fayette County, where the most careful examinations and extensive developments have been made. The deep gorges cut by the Youghiogheny and Monongahela Rivers, in their passage through the mountains and lower lands, give admirable facilities for observing the measures lying between the sandstones of No. 11 and the upper coal measures. Apart from its varied mineral and agricultural resources this section of country has great historic interest attaching to it. It was down the Monongahela that Braddock led his ill-fated army to its defeat under the wails of Port Duquesne, and it was up the Youghiogheny River and Dunbar Creek that the shattered remnants hastily fled to gain the camp of Colonel Dunbar, the second in command, who was entrenched upon a high knob, at the head of the creek which bears his name, and which is still known and visited as Dunbar's Camp. Numerous streams, runs, and localities preserve the names of the guides and pioneers who accompanied, in early colonial times, young George Washington, who was pushing his surveys into the trackless and hostile wilderness, and many of them taking up large tracts of

Solid solution alloying increases the plastic properties of aluminum at elevated temperatures by solid solution strengthening, by restraining recovery and recrystallization, and by a Cottrell effect. When binary aluminum alloys are strained and aged at 1940° to 300°K they develop a yield point. This is attributed to a migration of dislocations to solute atoms during aging. IN view of the ever expanding interest in applications of metals and alloys to high temperature service conditions, it becomes increasingly important to be cognizant of the effect of various metallurgical factors on the strength of alloys at elevated temperatures. One problem of wide interest, not only because of its engineering significance but also due to its fundamental scientific importance, is the elucidation of the effect of alloying elements on the plastic properties of homogeneous a solid solutions at elevated temperatures. It is indeed astonishing to note that in spite of its importance, and in spite of extensive random testing of alloys at elevated temperatures, no systematic investigation has been reported yet on the effect of alloying additions on the plastic properties of a solid solutions at elevated temperatures. This deficiency in our knowledge prompted the investigation described in this report. Rather extensive data are currently available on the effect of alloying elements on the plastic properties of a solid solutions at atmospheric and sub-atmospheric temperatures. Such data might be ex- trapolated to higher temperatures and reasonable guesses might be made regarding the influence of such factors as recovery and recrystallization in order to hazard a qualitative estimate of the effect of alloying elements on the plastic properties of a solid solutions at elevated temperatures. In the examination of an undeveloped prospect a decision must be arrived at from an inspection of the outcrops and the exposures in a few shallow pits. Prospects that are offered for sale rarely expose any important quantity of good ore, work having usually been stopped when the immediate exploration no longer yielded favorable results. It should be borne in mind, furthermore, that a great majority of prospects have been examined many times, and if of conspicuous promise, would have been acquired-for development. In most cases the problem for the engineer, therefore, is to discover the traces of a valuable mineralization that has disappeared through solution, or the conditions that indicate the possibility, or probability, of underlying secondary enrichments. The available data being meager, every feature should be the subject of careful study-the condition of the outcrop, the structural relationships, the associations of minerals, the alterations of wall rocks, the chances for underlying enrichments, and so forth, as well as the actual assay value of the material exposed. It is frequently advisable to spend the time and money necessary to have trenches dug at various significant points along a promising outcrop; such exposures, even if the depth attained is slight, often disclose conditions that are not apparent at the actual surface, as for example, the existence of soft minerals and the distribution of the various minerals through the mass of the deposit. Trenches also permit samples to be taken from points that were not accessible during former examinations. Strong, persistent outcrops of uniform width may be taken to indicate the probable size and character of the underlying vein,

As DEVELOPED up to the end of the Great War, an airplane was essentially a mechanism of wood and fabric, joined and held together by metal fittings and, fastening. The engine and accessories, wire for wheel spokes and other tension members, and the occasional use of metal for interplane struts and the shafts of surface controls required some metal, but essentially it was a. wood and fabric structure. Attempts had been made to use metal for other purposes, such as struts in the drag-trussing of wing panels and for short interplane struts, and Junkers had produced an airplane of iron in 1915. By 1917 he was using steel tubes and duralu-min sheets, securing noteworthy advantages aerodynamically and from the standpoint of weigh PRINCIPLES OF AIRPLANE CONSTRUCTION The loaded weight of airplanes ranges from 500 lb. for the light plane of which we heard so much a short time ago, to about 40,000 lb. The great majority of planes range from 2000 to 10,000 lb. Of this weight from 15. to 30 per cent. is for the dividend-earning load. This percentage is so low that every per cent. saved on the rest of the weight increases the pay load from 3 to 6 per cent. The economic value of every pound that can be saved in designing or constructing a plane is sufficiently great to warrant spending money on refined methods of structural analysis, materials of superior strength properties for a given weight, methods of manufacture which may make possible the use of refinements in structural design, and the like, to an extent unknown heretofore.

A novel method of reconditioning vertical rock openings which are on the verge of collapse has been developed, ant1 a world patent applied for, by LKAB, the Swedish iron ore mining company. Without anyone descending into the dangerous opening, workers can place concrete reinforcement in the unstable section using sand-filled canvas tubes which LKAR development engineers are calling "stockings." First application of the new technique was in several inclined ore pockets which form part of the underground crushing and loading station at LKAB's Kiirunavaara mine in Swedish Lapland. LKAB experience demonstrated that with other methods it took about three months to repair a pocket, and neighboring pockets had to be closed while repairs were underway. With the new stocking method, the work was completed in three weeks with no disruption of nearby activities. Production losses amounted to 10% over the three-week period, as opposed to 30% with other methods. The simplified technique could save millions of dollars in underground maintenance, according to LKAB.

The annual meeting of the Mining and Metallurgical Society of America was held on Tuesday, Jan. 8, 1918, at the Engineers' Club, New York, to elect officers and councillors for the ensuing year, to receive the reports of its retiring officers, and for the transaction of any business which might properly be considered. As usual, the meeting was divided into two sessions; the first, more properly the business session, was called to order at 2:30 p.m., with an attendance of 17 members; the second session took place at 8:30 p. m., immediately following an informal dinner, at which 40 guests and members participated. The latter was particularly interesting because it gave the meeting an opportunity to absorb first-hand information regarding the present crisis in Russia. Messrs. F. W. Draper and J. P. Hutchins, the latter a member and long resident in Russia, were the speakers of the evening.

IN isothermal recrystallization processes, new crystals generally grow into the matrix until they impinge upon other new crystals or an external surface, at constant linear rates G. Before impingement the perceptible course of growth can be described by the equation: 1 = G(t-7) C1I where, G = dl/dt, 1 is a crystal dimension measured in a constant direction, t is the time, and 7, the nucleation period, is a positive intercept on the time axis. Fig. 1 is a schematic representation of I as a function of time for a recrystallizing grain. G is dependent upon temperature, driving energy (strain or surface energy), relative grain and boundary orientations, but is generally independent of time. The frequency of nucleation, fi, (time" volume") can be defined by the equation: N = 1/fV [2] where ? is the mean nucleation period and V is the volume of the specimen that has not recrystallized. The kinetics of primary and secondary recrystallization generally can be described satisfactorily in terms of the parameters N and G only.'-" After recrystallization is complete the average grain size 7 increases with time by "normal grain growth;" didt, the average rate of grain growth, is strongly time dependent and has not yet been precisely related to G for the motion of the individual grain boundaries constituting the system. It has been suggested4* " that the elementary act in grain boundary migration is closely related to the elementary act in grain boundary self-diffusion. Although the distance of atom movement in the two processes may be somewhat different, there is reason to expect that the activated states may be very similar, so that the free energy of activation for grain boundary migration should be of the same order of magnitude as for grain boundary self-diffusion. Therefore, it is desirable to develop a satisfactory basis for comparing data on self-diffusion and grain boundary migration and to make such comparisons where possible. Theory The formal theory of grain boundary migration rates is analogous to the theory for the rate of growth of crystals into supercooled liquids reviewed elsewhere 6-8. Boreliuss has shown that the latter theory describes, within the theoretical uncertainty, the growth of selenium crystals into supercooled liquid selenium. Motto and more recently Smolu-chowski" have derived expressions for the rate of boundary migration in recrystallization. The treatment to be presented is similar to Mott's excepting that the formalism of the absolute reaction rate theory will be used. The atomic mobility, M, in grain boundary migration is defined by: G = -M6p/6x where p is the chemical potential per atom and x is the coordinate measured in the direction of grain boundary movement. Let AF be the free energy difference per gram atom on the two sides of the boundary and k the thickness of the boundary. For RT>>AF the potential gradient across the boundary (6p/6x) is essentially linear and it follows that: SF/8x = - aF/N\ [4] where N is Avogadro's number. According to the Nernst-Einstein equation, M is related to a diffusion coefficient, Do, for matter transport in grain boundary migration by the equation: M = Da/kT [5] Substituting eqs 4 and 5 into eq 3 gives the basic relation between Do and G: G = DoaF/\RT [6] Do values may be calculated from experimental values of G from eq 6 and directly compared with the coefficient of self-diffusion within the crystal, DL, or the grain boundary self-diffusion coefficient D,. However, a more convenient, though equivalent, basis for comparing atomic mobility in grain boundary migration and self-diffusion is through the constants of the absolute reaction rate theory. According to this theory diffusion coefficients may be written:" D = k2(kT/h) exp [-AF,/RT] 171 aFa, the free energy of activation, is related to the measured energy of activation, Q, by the equation: AFA = Q - T aSx - RT [8] where aSa is the entropy of activation. The relationship between the driving free energy and the free energy of activation in boundary migration is indicated schematically in Fig. 2. Experience indicates that the variation of G with temperature can be described by: G= Go exp [- Qc/RT] [10] where Go and Qc are generally temperature independent over wide ranges of temperature. The Mining Engineering Society of the State College of Washington, Pullman, Wash., has elected the following officers for this semester: F. MASON, President, WILLIAM WHITE, Vice-President,. L. E. TRAEGER, Secretary and Treasurer. The Society holds meetings every two weeks at which papers on mining and metallurgical topics are presented by students and members, of the faculty. At the meeting of Oct. 25, Prof. H. R. Robbins gave an interesting talk upon the Rankin Process for the treatment of base-metal ores. In this process the metals are extracted by the use of nitric acid, the acid -being recovered almost entirely. Prof. Robbins thinks the process has great possibilities, but it has not yet been worked on a commercial scale. The Missouri Mining Association, the student organization at the Missouri School of Mines, Rolla, Mo., has. elected the following officers for the ensuing year: L. W. EHLERS, President, H. A. In connection with the recent visit of the Special Mission of British Ministry of Munitions to the United States, the United Engineering Societies gave a dinner to the members of the. Mission on Tuesday evening, Nov. 13. This was the only public function on behalf of the visiting commissioners while they were in New York. During the remainder of their visit they were in daily conference with bankers, merchants' associations, labor federations, and other organizations. The result of these conferences will doubtless have an important influence on the manufacture of war supplies in the United States, since it will enable our business men and manufacturers to avoid a good many of the mistakes that unfortunately occurred in England at the beginning of the war. At present, fully 90 per cent. of the employees of British munition factories are omen, and the problem of employing women in the industries of the United States will doubtless soon be encountered with increasing frequency.
