In presenting the subject of " Armored Turrets for Coast Defense " to this Institute, I am indebted to the Gruson Ironworks, a company incorporated under the laws of the State of New York, for valuable information, model and plans, by which I hope to make clear the construction and peculiar merits of this class of gun-protection. I wish it understood, however, that this is not an undeveloped and untried inventor's ideal, but an advanced and fully perfected system, which has long since passed the experimental stage and has been adopted by most of the foreign governments, after years of extensive experimenting and the expenditure of millions of dollars. The present seems an appropriate time to present the matter to the scientific public, since, for the first time, it is possible to produce these turrets in this country, of American material, and made by American workmen, owing to an agreement entered into between the Gruson Iron-works and the Fried. Krupp Grusonwerk, of Magdeburg-Buckau, Germany, where they have hitherto alone been manufactured. Although its full development and present perfection have been attained at the German works, it may be of historic interest to state that the first idea of using a rotating protected platform for large guns originated with Mr. Theo. Ruggles Timby, a native of the State of New York, who filed a caveat in 1843 for a " metallic revolving fort, to be used on land or water, and to be revolved by propelling engines located within the same and acting upon suitable mechanism." This was followed in 1862 by the issuance to Mr. Timby of two patents (No. 35,846 and No. 36,593) covering the ideas described in his caveat of 1843. The sudden decease, April 1, 1910, in Chicago, of Dr. Franklin R. Carpenter was a shock to his many friends. He died in his sixty-second year, of heart paralysis. To most fellow-members of the Institute who have followed the progress of the last twenty-five years in the mining and treatment of non-ferrous ores, the work of Dr. Carpenter in that line is familiar; but very few, even of those who knew hinl well in the later years, are acquainted with his earlier struggles to satisfy an inborn hunger for knowledge. The story of his life resembles that of the pioneer who opens up new country; overcoming hardships with indomitable courage, meeting doubts and difficulties with an alert and open mind, and exercising in the face of reverses an unconquerable perseverance. It seems appropriate to place on record in the Transactions a brief outline of the life and work of this eminent engineer. During the past 15 years of his life Dr. Carpenter was much interested in genealogy. In the pursuit of this study as an avocation, he traced his own ancestry to the time when ((Hugh," called "le Charpentier" on account of the dexterity with which he had swung his battle-axe as a crusader, settled in Sussex on lands received from William the Conqueror. The Carpenters came to this country with William Penn. A prominent member of the family was Joshua Carpenter, the founder of Christ Church, Philadelphia. Dr. Carpenter's branch of the family moved from Pennsylvania into that part of Virginia which is now West Virginia, where his grandfather settled in Harrison county, while the grand-uncle went further west, and built the first iron-furnace at Hanging Rock, Lawrence county, Ohio. The Clapp and Griffiths steel-process may be considered a pneumatic system, similar to the Bessemer, with the difference that the converter is fixed or non-tilting, and that the blast is introduced around the lower section of the converter instead of through its bottom. Mr. Griffiths was engineer-in-chief of the Gilchrist & Thomas basic dephosphorizing process during all the time those gentlemen were experimenting and working up their system, as Mr. G. communicated to me. After separating from these gentlemen, he began developing the present Clapp and Griffiths type of converter. Dr. Clapp, of Nantyglow, Monmouthshire, was a prominent physician in a large iron district. Previous to his association with Mr. Griffiths, he took out some patents on a process of his own for the manufacture of steel, which patents stood in Mr. Griffiths' way; hence the consolidation. Early in the summer of 1883, my attention was called to the experiments of Messrs. Clapp & Griffiths in Great Britain by a friend who had just returned from England. Later in that summer I went to Newport, on the border of Wales, where I met Messrs. Clapp and Griffiths and their friends. After visiting two small converters of their type which were in operation at different works, and spending a few days in the iron-districts of Wales, I went to London, where I met my friend Henry W. Oliver, Jr., who had already heard of the new steel-process. We decided to revisit Wales and examine more fully the process, more especially that Mr. Oliver might have the opportunity of coming practically in contact with the men and die process himself, so that his judgment might not be influenced by my sanguine feelings. A noted ordnance engineer once said to a friend, in speaking of the production of great steel guns, " How is it ? We design our guns with a factor of safety of eight, and the guns burst." The vague way in which internal stresses and strains in iron and steel are often considered and spoken of makes it worth while to examine them, as to their nature, their causes and results, how they may, for useful purposes, be advantageously dealt with, and how, when detrimental or dangerous, they may be reduced or kept within harmless proportions. Rankine defines " strain " as a change of form or dimensions of a solid or liquid mass produced by a stress. This definition seems intended not to cover strains due to internal stresses, and it will help us in the present inquiry to consider strain as a tendency to change as well as an actual change of form. Internal strains in iron and steel are the result of stresses within the mass of the piece, some parts pulling and others pushing in resistance to them; or, in other words, some parts are in tension and some in compression, each part striving to relieve itself from strain and make the piece assume a form in which all parts are at rest. Subdivision, so that each part could relieve its strain by motion relative to the other parts, would, if carried out far enough, practically obliterate strain. The internal strains we are now to consider are not those due to the stresses of the service which the piece is rendering, either alone or as a part of a structure, which may be termed service-strains, but those which originate or at least are contained in the piece itself. The elimination of metalloids in the open-hearth process depends on oxidation of the metal by diffusion of FeO from the slag (or absorption of FeO by the metal), with subsequent reaction between dissolved iron oxide and the metalloids carbon, manganese, phosphoms, and silicon. During an investigation on deoxidation with silicon, data on rate of oxidation of the metal were obtained, and these combined with certain other information, are presented here in an attempt to show the fundamental principles governing the diffusion of FeO from slag to metal. Inasmuch as the aim of the investigation was not a study of diffusion, certain data are lacking and it has been necessary to make assumptions on metal viscosity and effect of temperature on diffusion. These factors are known to exert a considerable effect on diffusional processes. Overoxidation, or supersaturation of the metal with iron oxide, is not taken up in this paper. Overoxidation has little effect on diffusion except under a few special conditions, and the discussion has therefore been limited to diffusional processes. Though the results given in this paper should be regarded as preliminary, certain of the conclusions drawn are definitely applicable to any steelmaking process. Previous Study of Absorption An extensive study of absorption has been made by the Department of Chemical Engineering, Massachusetts Institute of Technology. The results are of such direct interest in the problem of slag-metal reactions that it is feIt worth while to summarize them here. As elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics." In a subsequent report? was printed a paper., by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cam and tappet stamps commonly used in the West. The atmospheric stomp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation: "In considering the economical application of stamping machinery, we meet, at the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. The application of other than mechanical methods to the study of the mechanical-physical properties of metals has become in the last few years a topic of investigation of ever-increasing interest, both from the theoretical standpoint and from that of the engineer and constructor. Besides the investigations which have been made of the magnetic properties of ferromagnetic metals, in their relation to the mechanical properties of these metals, which will be discussed more in detail below, there have been made studies of other phenomena in the same relation, and methods for the mechanical testing 'of metals have even been suggested; for example, the microscopic method of Tammann,' and the thermo-electric method of Turnera for determining elastic limits. The application of all such methods, which are based upon the dependence of some physical, crystallographic, or possibly chemical property, upon the mechanical state of the metal, must be preceded by close and careful correlation of these various "test" properties with the known mechanical state of the different metals or materials. It is with this view that the present work, as well as that of many previous investigators of, what may be termed in the interests of brevity, the mechanical-magnetic properties of ferromagnetic materials of construction, has been done. Previous Investigations of Mechanical Magnetic Properties The effect of mechanical stresses and of deformation, elastic or otherwise, oil the magnetic qualities of iron, steel, and other metals, has been studied by a number of investigators from the time of Joule (1841) to the present. It will, however, for the present purpose be sufficient to give an account only of the principal results obtained in the course of these investigations. Those interested in the early developments and experiments, both in the United States and abroad, that led to modern rock dusting, will find an excellent summary in a paper by George S. Rice,13 published in 1914. The period from 1914 to 1924 was one of intensive experiment on coal-dust explosions in the United States; abroad, war activities and rehabilitation stopped this work over a large part of that decade. American findings were published by the Bureau of Mines, particularly in Bulletins 167 and 268. It is convenient to consider that in the United States rock dusting to prevent coal-dust explosions in mines was initiated in 1924 with the publication of tentative specifications.17 This was followed in 1925 by an investigation of methods and costs12 and approval by the American Engineering Standards Committee of a Recommended American Prac-tice.18 Approximately 13 years have elapsed since this approval, and inasmuch as changes in rock-dusting practice in the United States have been evolutionary, it is necessary to consider this entire period as "recent" in some phases of the work. There have been no official changes in the Recommended American Practice since its approval. This paper reviews as briefly as possible knowledge acquired since the issue of the earlier papers mentioned, through experience in mines and experiments conducted by different organizations engaged in the promotion of mine safety. Size of Rock Dust The Recommended American Practice states that the dust shall be 100 per cent minus 20-mesh and 50 or more per cent minus 200-mesh. Results of large-scale tests on the relative effectiveness of rock dust of different sizes were published by the Bureau of Mines15 in 1933 and are reproduced here as Fig. 1. The main tin-producing regions of the world are known to be England, Australia and the Dutch East Indian possessions, chiefly Banca and Billiton. During recent years, the tin of the Malay Peninsula, exported from Penang and Singapore, has been coming prominently to the front. France, Austria, Hungary, Germany, Spain, South America, Russia and China still present insignificant figures. The conspicuous part which the Dutch possessions in the Indian Archipelago have taken in supplying the world with tin, is well known. Tin was discovered in Banca as early as 1710, and has been produced there ever since; but the supply has been most important since Banca came fully into the possession of Holland, in 1821. In Billiton and the adjoining island of Singkep, the existence of tin was known prior to 1822.* The Lingganese knew of its existence in the valley of Embalong, from creeks and streams in the neighborhood of Tima and Simper hills, on Billiton and also on Singkep island, but the prevailing superstition that tin-mining brought misfortune, influenced them to let this industry lie idle. The attempts of the Dutch government to test this question were lukewarm, perhaps by reason of the fear of reducing, through new discoveries, the price of Banca tin, and the island was abandoned in 1826, leaving only a military post. In 1850, Dr. Crookewit, a chemist and naturalist, was sent out to verify the rumors that tin existed in Billiton. His report was unfavorable; but in 1851 Mr. C. De Groot, a mining engineer, found tin readily, and the active work on Billiton dates from that time. Less than 600 tons were produced during the first ten years, and 3000 tons in the next decade. A relatively simple and effective technique is proposed to deal with the failure of geologic masses containing weakness planes. This technique, termed irextended" rupture envelope, provides a means to clearly distinguish rock and soil from fractured rock and, on a theoretical level, considers a matrix-inclusion system. It may also constitute the link between Mohr's and Griffith's failure theories. Included in the article are five sample problems concerning site location, structural design, strengthening the plane of weakness, changing the magnitudes of major and minor principal stresses and changing the orientations of major and minor principal stresses. Engineers trying to solve design problems in rock and soil mechanics have often assumed an iso-tropic and homogeneous medium. For naturally occurring geologic masses this assumption has always been viewed with regret. The following analysis which deals with the effects of plane anisotropy on failure presents a solution to this. The planes of weakness are joints, faults, bedding planes, fracture and cleavage (natural and induced), foliation and schistosity. The physical properties of these weakness planes include an undulating surface, frictional resistance, discontinuous extent, filling material, tightness and presence of water to cause a hydrostatic pore pressure. All of these properties relating to failure can be summarized in Mohr's rupture envelope for the plane of weakness. This, along with the geometrical orientation, strike and dip, of the plane of weakness produces what is termed an irextended" rupture envelope. STATISTICAL methods are becoming increasingly important for inter-preting routine reports, or for analyzing special test data in industrial plants, such as steel plants. They have already become practically a necessity to the plant metallurgist. A paper by Chancellor,1 written in 1933, gives many examples of the benefits the plant metallurgist can derive from the use of these methods. The present paper discusses applications of importance to many others who must analyze reports in the steel plant, as well as other examples of interest to metallurgists. Statistical Methods Logically Suited to Plant Problems.-Statistical methods are not new as a branch of mathematics. Until comparatively recently, however, practical applications were confined mainly to actuarial science, biology, and economics; fields in which an observed result is obviously influenced (and often determined) by a complicated set of vari-ables more or less constantly tending to affect it. As pointed out by Daeves, 2 a decade or more ago, problems in industry are basically similar to those in these other fields in that a given result is at least partly due to that chance combination of causes happening to be present at the time. When trying to do the same thing repeatedly, constant results are never attained; they vary about the desired result with more or less well defined mathematical regularity. Such a condition arises out of the great number of factors tending to affect the final result. If statistical methods are so valuable to the biologist or economist, why then should they not also be of great value to plant managers and engineers, and to all who must interpret reports from various sources in the industrial plant? Within the last few years, industry has become conscious of this situation, and the use of these methods has been rapidly expanding in such plants. ?

A problem of possible subsidence of the surface from mining operations, which might have had disastrous results, arose in 1913 at the Brier Hill mine, of the Penn Iron Mining Co., near Norway, Mich., now managed by Pickands, Mather & Co. for the Bethlehem Steel Co. A double track and sidings of the Chicago & North Western Railroad passed over part of the mine, and if subsidence had reached the surface it might have affected the stability of the tracks. The chief purpose of this paper is to record the facts disclosed by investigations of underground movement from 1913 to 1919, when the tracks were moved, and subsequently at intervals, as engineering data of value from mining carried on below the tracks in the steeply pitching lenses. A secondary purpose of this paper is to describe a novel method for determining the rate of speed of upward breaking above the mine excavations. This method was found effective and might be used elsewhere under similar conditions. The mine workings under consideration were developed from the Brier Hill shaft, which was circular, concrete-lined, 14 ft. in diameter and about 900 ft. deep. They extended about 800 ft. westward from the shaft, and nearly parallel to a corresponding length of the railroad tracks. The highest part of these workings was at a depth of 400 ft. below the tracks (Figs. 1 to 12). The mining company had the right to remove the ore, the railroad assuming that the surface would be supported. Finally, without legal controversy, an amicable adjustment was reached as to what should be done to lessen or obviate the hazard of subsidence. This paper is the report of an investigation to determine the relations between the viscosity, temperature and composition of that portion of the silica-alumina-lime-magnesia system(l) within which blast-furnace slags are found. The work reported in this paper was made possible by a grant of funds from Engineering Foundation. It is a part of a project, the determination of properties and structure of iron blast-furnace slags, upon which the laboratories of the University of Wisconsin have been at work for some years. Three papers have been published, which have marked the progress of the study of iron blast-furnace slags at Wisconsin. The first,(2) Desul-furizing Power of Iron Blast-furnace Slags, discussed the solubility of sulfur in slags that contained no magnesia and discussed the viscosity. The second, (3) The Constitution of Iron Blast-furnace Slags, developed the constitutions of slags in the four-component system, silica-alumina-lime-magnesia, and pointed out an explanation of slag structure. Composition of Iron Blast-furnace Slags,(l) which was the third paper, gave a method of calculating the percentages of the various compounds present in slags when the amount of oxide was given and also an interpretation of quaternary equilibrium. Illustrations were given of the mineral composition of blast-furnace slags and some applications of composition results were shown. Because of their relative ease of measurement, the viscosity-temperature relation for slags was selected as a factor which would be useful in correlating the physical properties of molten slags to furnace operation. With this in mind the viscosities of slags whose compositions are in that portion of the quaternary system, silica-alumina-lime-magnesia, in which blast-furnace slags occur, were thoroughly investigated.

The rapidity of oxygen steelmaking has created renewed interesl in the mechanisms and kinetics of the various processes involved. These studies can now be approached with increased confidence because of the more adequate thermodynamics, physical chernislry, and relevant engineering infornzation available. These combine to offer promise of useful control and automation if the details of each specific problem can be sufficiently well-defined. The hot filament microscope provides new insig-hi into many of these problems by direct observation at temperature, allowing the appraisal of the relative importance of thermal gradients, convection, and intermediate phases. All of these have a direct bearing on the overall rates and control of most pyrometallurgical processes. It is one of the special privileges of the Howe Lecturer to become better acquainted with this distinguished man. All of us interested in the metallurgy of iron and steel have developed some sense of his widespread influence by the annual reference to his work in these Memorial Lectures. Each lecturer since 1923 has been able to identify his personal specialty with the broad interests of Professor Howe. This has become even more rewarding with the background information from Professor Gensamer's monograph, "Henry Marion Howe's Contributions to Metallurgy, which brings out his happy combination of intellectual and professional activities. Beyond this, I found my personal bond with Professor Howe in his book on The Metallurgy of Sleel first published in 1891.' PUBLIC UTILITY GAS PRODUCTION IN 1802, William Murdock first used retort coal gas to light his house and the Boulton and Watt plant where he was employed. For the next three quarters of a century coal served as the principal raw material for the manufacture of city gas for general distribution. Coal continued to hold its predominant position for another half century after Prof. Thaddeus C. Lowe developed the first practical method of enriching water gas with cracked-oil vapors in an integrated operation. This position, however, was no longer maintained through the medium of direct carbonization of coal in retorts but as a result of using anthracite or coke as the generator fuel in carburretted water-gas machines. The early water-gas machines were extremely crude and the consumption of both oil and generator fuel was very high. However, the cost of installation was considerably lower than for any coal-gas system having the equivalent gas-making capacity, the labor involved was small, and the water-gas machine could be started up and shut down quickly. It thus proved very useful as standby equipment and in taking peak loads from the coal-gas plants. The flexibility of the water-gas machine, furthermore, made it possible to change the candlepower of the gas readily to suit the required conditions. Later, when calorific value replaced candlepower as the standard of gas quality, the water-gas machine was found to be equally flexible in keeping the city gas under complete and convenient control. No basic improvements were made in the Lowe carburetted water-gas process until 1898, when means were added to provide for regular reversals of the flow of steam through the fuel bed. By judicious proportioning of the quantities of up-run and down-run steam, it became possible for the operator to control the hardness and position of the clinker to a degree that previously had been unattainable. Also in 1898, the first by-product coke plant in America to supply city gas was built at Everett, Massachusetts. Later many other by-product plants, of greatly improved design and capacity, were built, but not primarily for city-gas production, chiefly because of the relatively high investment cost per unit of gas made. Coal is one of our oldest known commodities. Historic evidence indicates that this fossil-formed fuel was used in China and in Wales some 3000 to 4000 pears ago. Coal was discovered in North America in 1679 by French explorers in northern Illinois, and in 1700 a colony of Huguenots came across bituminous coal in Virginia. One might think by this long history of a single commodity that the string was about played out. Quite the contrary, coal is in greater demand than ever before and coal mining today is a modern industry. It is in an unprecedented growth period as the nation-and the world-demands more and more energy coincident with dwindling reserves of other fossil fuels. By the year 2000 the demand for coal is expected to at least double the current level of some 600 million tons annually despite the advent of nuclear power. To meet this challenge, the coal industry is vitally in need of an increasing supply of technically trained and progressive manpower. And, coupled with a serious shortage of engineers and technicians, it represents a rich vein of occupation opportunities-all the way up to top career levels. Today, coal mining is a complex, highly specialized industry concerned with more than just getting coal from the earth and putting it into the furnaces of the consumer. The industry is concerned with the environment, with maintaining a viable ecology. Recognizing the ramifications of global economics, the industry is very much aware of its important position in contributing to a constantly rising standard of living throughout the world. The key to rewarding employment in the coal industry is skill-skill that has been developed by education, training, and experience. None of these alone is enough; all three are necessary today to produce the skill needed to meet the employment requirements of the coal industry. Routine manual labor will no longer do the job in coal mining. In the United States coal mining has been mechanized to a degree unsurpassed anywhere else in the world, and the coal worker must be thoroughly

Discussion of the paper of CHARLES T. MALCOLMSON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 271 to 289. E. W. PARKER, Washington, D. C.-The briquet or boulet, or coalette (whatever name is used) has come to stay as a part of the fuel supply, particularly for domestic purposes. During the past winter I have had some personal experience with the use of boulets made from anthracite coal. All of this winter I have used boulets in my furnacee and in my grate at my home in Washington. One reason for doing so is that we get the boulets at a price considerably cheaper than the prepared sizes of anthracite coal. The fuel has proved entirely satisfactory. One advantage possessed by the boulet is its absolutely uniform size, which makes the ventilation of the firebed practically perfect. The boulets burn until entirely consumed. There is not, even in an open grate fire, if the fire is kept constantly going, any unconsumed fuel passing through the grate bars. The boulets hold their form until entirely consumed and then break away into a clean white ash, with absolutely no clinker. That in itself is a particularly favorable recommendation to the housekeeper. Mr. Malcolmson has mentioned the fact that notwithstanding the smokeless character of anthracite, the boulets made from it emit smoke. The emission of smoke is due to the coal-tar pitch used as a binder. This is particularly noticeable if the fireman is somewhat careless, or wants to save labor, and feeds too much of the fuel on the fire at one time, cooling it down and thus causing an unnecessary amount of smoke. The smoke lasts but a short time, however, and if the fire is fed a little more frequently, with a small quantity of fuel at one time, the smoke is reduced to a minimum. I believe it will not be long before some of our engineers will have overcome the objectionable smoke; and will produce either from anthracite or from the so-called smokeless New River and Pocahontas semi-bituminous coals, a briquet which will be as smokeless as anthracite for all. practical purposes.

This, report represents the comments of the individual members of the A. I. M. E. Sub-committee on Physics of Mine Ventilation on the proposals of a special committee of the Institution of Mining Engineers (London). As might be expected, there is a certain diversity of opinions, for owing to the shortness of time- it was not possible for the sub-committee to get together for informal discussion. The report is presented in this form in the hope that it will bring out a full discussion by other members in the Institute. OLE SINGSTAD?, New York, N. Y.-The Atkinson formula, P =SV2 K a is quoted and it is stated that this formula is especially applicable to mine galleries but is unwieldy in application, as in many problems the value of K, S and a are assumed not to change. This is the same formula that was used during the preliminary calculations for the ventilation of the Holland Tunnel, and where the above-mentioned values were constant for a number of cases, it was a very simple matter to rewrite the equation n the form P = K1V2 and avoid the repeated use of identical figures. The Atkinson formula assumes 1. That resistance to flow is independent of the pressure. 2. Changes in volume due to change in pressure may be neglected. 3. Changes in density and viscosity may be neglected. 4. That the coefficient K is a constant. 5. That P is proportional to V2. We found, from our experiments in connection with the ventilation of the Holland Tunnel, that all the above assumptions could be safely made, with the exception of No. 3, and No. 4 at, very low velocities. In mine work, where many assumptions must necessarily be made, it would seem inconsistent to attempt to make any allowance for the other factors, which are so small that they can be determined only by the most careful experimental work. However, P does depend directly on the density of the air, and to that extent the Atkinson formula is incomplete.
