IN welcoming the attending members of the Ameri-can Zinc Institute's Ninth Annual Meeting to St. Louis on April 18, the president of the Chamber of Commerce stressed the notable progress that had been made during nine years, marked by many price de-pressions and internal dissensions, while controversies between miners and smeltermen threatened to wreck the organization, prices dropped, and consumption grew languid for want of organized publicity and research. The reports and recommendations of Percy B. Butler, chairman of the Adjustment Committee, and F. C. Wallower, chairman of the Galvanizing Committee, might well be adopted as the institute's objectives. In reply to the speeches of welcome to St. Louis, Arthur Thacher reminded the delegates that the cor-ner stone of progress in the mineral industries was laid by the formation of the American Institute of Mining Engineers in Wilkes-Barre, Pa., in 1871, and the dedication of that organization to the exchange of ideas and methods of the winning of metals and non-metals from their crude state. The activities of the American Zinc Institute constitute, he said, a valuable phase of that work. Mr. Thacher forecast the treat-ment of 1 per cent zinc ore. After the reading of the report of the board of directors, in which Scott Turner and Louis Boschern were named as honorary members of the institute, a survey of world zinc conditions by A. J. M. Sharpe of London was presented. He held pres-ent conditions in China responsible for much of the present depression in zinc. World stocks on, April 1, 1927, were estimated as 52,900 metric tons. Adolph Boldt's paper on "Solidarity in Industry" was followed by a survey of the Tri-State district by Otto Ruhl, who emphasized the importance to the dis-trict of the organization of the Tri-State section of the A.I.M.E., which already has 135 members and asso¬ciates. He also mentioned .that flotation in the Tri¬State field is adding 1500 tons of concentrate to the weekly production. "Mining Economics" was the subject of Julian D. Conover, secretary of the Tri-State Zinc and Lead Ore Producers Association. He gave a detailed report on the costs of mining and milling in the district.

This report summarizes the information that was obtained by the Committee on Unit Operation in Eastern United States and in the foreign countries. Letters and questionnaires were sent to all of the Eastern members of the Petroleum Division of the American Institute of Mining and Metallurgical Engineers and to those who are living outside of the United States, asking them to advise the Committee of any unit operations that are in effect in the various countries of the world and to furnish the names of men to whom inquiries should be directed for detailed information on the different projects. The response to the Committee's request is worthy of note. Practically all of the members who had knowledge of foreign operations replied to the questionnaire and not only furnished information that was of value to the Committee, but they evidenced a real interest in the subject of unit operations and assured the Committee of their willingness to assist in every way possible in order to make the study a success. The Committee wishes, at this time, to express its appreciation of the excellent cooperation that was received from the members of the A. I. M. E. to whom questionnaires were sent. Unfortunately, the limited time that has been given to this survey did not permit the collection of detailed data on the different unit operations that are now in effect. It required several weeks to get back replies from the members located in some of the foreign countries and as a result the men who were asked to furnish information on the various projects have not had sufficient time to submit the detailed data that were requested. The Committee has been assured, however, that information relating to a number of unit operations will be furnished in the near future. Part of the delay has been due to the fact that the purpose of the study was not understood and because the terms "unit" and "near-unit" operations were not clearly defined. In the foreign countries, practically all of the operations in noncompetitive fields are on concessions or leases that have been granted to a single company and for that reason

THE type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay is flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J.. Taylor, and described by him in 1881.1 This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25° from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle.. Depth of the coal above the tuyere; 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. . The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not he made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. THE Federal Coal Mine Safety Act (Public Law 552, 82nd Congress) was approved on July 16, 1952. It incorporates, as Title I, the Coal Mine Inspection and Investigation Act of May 7, 1941 (Public Law 49, 77th Congress), which gave Federal inspectors only the right to enter coal mines for inspection and investigation purposes but no power to require compliance with their recommendations. Title II contains the enforcement provisions of the act; its purpose is to prevent major disasters in coal mines from explosions, fires, inundations, and man-trip or man-hoist accidents. At this point a brief account of events that pre- ceded the enactment of the Federal Coal Mine Safety Act seems appropriate. The hazardous nature of coal mining was recognized by the Federal Government as long ago as 1865, when a bill to create a Federal Mining Bureau was introduced in Congress. Little was done, however, until a series of appalling coal- mine disasters during the first decade of this century provoked a demand for Federal action. As a result an act of Congress established a Bureau of Mines in the Department of the Interior on July 1, 1910. The act made it clear that one of the foremost activities of the Bureau should be to improve health and safety in the mineral industries. One of the first projects selected by the small force of engineers and technicians then employed was to determine the causes of coal-mine explosions and the means to prevent them. By investigations after mine disasters the fundamental causes and means of prevention were soon discovered, and the coal mining industry was informed accordingly. However, despite this knowledge and the enactment of State laws and the Federal Coal Mine Inspection and Investigation Act of 1941, mine disasters continued to occur with disheartening frequency and staggering loss of life. The devastating explosion at the Orient No. 2 mine on December 21, 1951, resulted in the death of 119 men. The Orient disaster rekindled the memory of the Centralia, I11., disaster of March 25, 1947, which caused the death of 111 coal miners. These two tragedies ultimately brought about enactment of the Federal Coal Mine Safety Act.

Considering the importance of the steel trade and the strategic position occupied in it by the Birmingham district, it may be surprising to many to learn that the first pig iron smelted with coke was made in Alabama on Feb. 28, 1876, although merchant pig iron had been produced in Rockwood, Tenn., in 1867 -a plant that is still in operation The heavy deposit of Clinton ore, extending from Pennsylvania into Alabama, varies greatly in accessibility, on account of geological changes such as erosion or anticlinal upthrow; it varies equally as much in thickness and in quality. The brown ores extensively scattered through the South also vary materially in quality—some are relatively low in phosphorus and high in manganese, and vice versa. The red ore varies materially in phosphorus, but the iron produced from this ore was always considered too high in phosphorus for treatment by the acid bessemer or open-hearth process and did not contain sufficient phosphorus for the basic bessemer process. Under these conditions there remained only the basic open hearth as a possible process; and for many years it appeared impossible to use this, because, with coke smelted iron, the silicon was too high to permit its use in basic lined furnaces. Various attempts were made, from time to time, to produce a low-silicon iron, by carrying high lime burdens together with harder blowing, but the blast furnaces of the South were not equipped with the blowing power of today and from 31/2to 5-lb. pressure was the normal working condition. The result of these experiments, therefore, was that a furnace would get a lime set or be hastily changed to avoid scaffolding, and engineers and superintendents were careful not to renew the experiments. After the development of the beds of dolomitic stone in East Birmingham, the carrying of sufficient lime to bring down the silicon in the blast furnace to the permissible open-hearth limit was successfully done at the Alice furnace in Birmingham, commencing July 22, 1895. In a very short time the entire output of that furnace was being sold to different Northern steel manufacturers, with a guarantee that silicon and phosphorus should run below 1 per cent.

THE principles and theory on which the U. S. mining law of 1872 was based are well understood, and have been discussed at great length by many writers. The papers by Dr. R. W. Raymond1 in the Transactions of the American Institute of Mining Engineers have covered the subject very fully, with explanations of practical results in many adjudicated cases. It is believed that the following instance of the application of the law in recent years will have some weight in a discussion of proposed changes in our mining laws. The litigation between the St. Louis Mining & Milling Co., and the Montana Mining Co., Ltd., a British corporation, over portions of the Drumlummon lode covered more than 20 years, and resulted in a judgment for damages in favor of the St. Louis Co. of such an amount that the Montana Co. declined to pay the judgment, and therefore lost the entire property. The Drumlummon lode claim in the Marysville district, Mont., was located in 1876 by Thomas Cruse. When he staked out his claim, he assumed that the discovery on the Drumlummon vein, and another showing of mineral about 200 ft. distant, were on the same vein, and the center line of the claim was given a course of N. 57'2'E. Development of the Drumlummon vein soon showed that its strike was about N. 15 E., and that the other outcrop was on the North Star lode; so it was inevitable that the Drumlummon vein would cross one or both side lines of the location, and the Montana Co. found it advisable to acquire adjoining claims on both sides of the Drumlummon, in order to avoid possible litigation over apex rights. They bought the Marble Heart, but would not purchase the Hopeful (see Figs. 1 and 2), at the terms proposed for the reason that exploration in the Cruse level had shown the vein to be barren in that region. The owners of the Hopeful were sinking an incline from that claim in 1889, and the Montana Co. enjoined them, contending

The present paper was suggested by the paper read by Mr. R. W. Hunt at the New York Meeting, in February last, on rail-sections (Trans., xvii., p. 778)) in the discussion of which I brought forward some of the facts and observations here stated. Professional duties having prevented me from writing out my part of that discussion in time for its publication in the volume containing Mr. Hunt's paper, I take the opportunity to present it in separate form and greater fulness. The striking features of the series of rail-sections submitted by Mr. Hunt are their shallow heads and heavy bases. In these respects they are quite similar to the section of the 80-1b. rail, which I designed in 1883 to meet the requirements of the traffic of the New York Central and Hudson River Railroad. Before the adoption of the 80-1b. rail, this road had modified its 65-1b. section from a shallow head with rounding sides and quite heavy base to one having a deep head and thin base. All the leading railroads had changed from the earlier sections of steel rails to those having deep heads and thin bases, conforming to the recommendations of the Committee on Rails of the American Society of Civil Engineers. It is but proper to say that the committee's investigations upon the wear of rails were made upon the rails manufactured under a practice quite different from that which obtained after the committee's recommendations were carried into effect. The results in actual service have been contrary to what was expected. Fig. 1 shows my 80-1b. section of 1883. Before designing this rail I had taken, at different times, a series of diagrams of the condition of tracks, with my car, on the New York Central and Hudson River Railroad, all of the New England railroads, and all but one of the trunk lines. My diagrams gave me an opportunity which could not otherwise have been obtained to see the wear of great numbers of sections of rails under widely varying conditions of traffic.

(Salt Lake Meeting, August, 1914) THE purpose of this paper is to review the history of the Drumlummon, one of the famous old mines of the West. Mining engineers, when sent to examine new mines in old districts, or to decide whether an old property, under new conditions, will pay to re-open, have had difficulty in learning anything authentic regarding workings which are under water, and historical facts about the working character of the ore, the total production, and the value of the ore with increasing depth. Not many years elapse after the pumps are pulled, before maps, books and records are destroyed, and the value of the publications of the Institute would be increased if they contained the history of many old mines now abandoned. The unsuccessful efforts of the writer quite recently in trying to obtain reliable information about a gold mine which was reported to have produced several million dollars between 1880 and 1888, the workings of which are now partially caved and under water, impressed upon his mind the desirability of having a permanent record of old properties. In this particular case, the owners insisted that under present conditions of improved methods of treatment -particularly by the use of cyanide, which was not an applied process when the mine was operated, the property. could be made to pay a handsome profit on ore left in sight in the old workings, but no assay records could be found to confirm these assurances, and even the records of bullion shipments had been destroyed. If surveys and maps were made as the work progressed, no trace of them could be found, and therefore opening of the ground through a new shaft and drifts therefrom would be attended by some risk while exploring near the old workings. Fatal accidents by flooding under these conditions have occurred, and as an evidence that miners have fears of such dangers, it was urged upon the Mining Committee during a recent session of the Montana Legislature, by a delegation of

THe Pocahontas district occupies the extreme southern end of West Virginia, principally McDowell, Mercer and Wyoming counties, and a part of Tazewell county, in southwestern Virginia. The first record of the coal field is a report by Prof. J. P. Lesley, of Pennsylvania, about 1880, in which he mentions a coal opening at the upper end of Abbs Valley, Tazewell county, Va. C. R. Boyd, a mining engineer of Wytheville, Va., published a series of articles in 1881, mentioning coal on Indian Creek, Tazewell county, and on Horse Pen creek, which coals, he stated, extended toward the Ohio River. He also mentions the Abbs Valley coal reported by Lesley. In 1881, F. J. Kimball (who became president of the Norfolk & Western R. R. in 1883)) after examining the Scott mine in Abbs Valley, went northward across Abbs Valley Mountain to the place now known as Pocahontas, where he located what has since been called No. 3 vein of Pocahontas coal. In November, 1882, Jed Hotchkiss and others prepared a cross-section of the Flat Top Mountain coal measures, some notes on which were published by Mr. Hotchkiss, between 1880 and 1892, under the title of " The Virginias.' In May, 1881, the Norfolk & Western R. R. was organized through the purchase of the Atlantic, Mississippi & Ohio R. R., an old line running from Norfolk, Va., to Bristol, Tenn., with branches from Petersburg to City Point and from Glade Springs to Saltville. At that time, charters had been granted for three railroads tributary to the New River Valley, but their proposed routes would indicate that the promoters were concerned with minerals, timber, and a connection with the Chesapeake & Ohio R. R., rather than the development of any coal in the Pocahontas district. One of them was projected to extend up Bluestone River a short distance, but not far enough to reach the coal in the Bluestone Valley, and a little grading was done for a narrow-gage road between New River Station and a point in Giles county, Virginia, near the West Virginia line. All charters and railroads in this district were acquired by the Norfolk & Western R.R.

Fox the past eight years No. 2 mine of the Cumberland Railway & Coal Co., Springhill, Nova Scotia-a subsidiary of the Dominion Coal Co., Ltd.-has had an unenviable reputation for bumps. As the workings extended in certain directions under a greater cover, these bumps increased in severity and it became apparent that some change in the system of extraction was necessary if the mine was to continue to operate. In September, 1924, following several fatalities resulting from bumps, the Mines Department of Nova Scotia requested from the U. S. Bureau of Mines the services of George S. Rice, Chief Mining Engineer of the Bureau, to report on the conditions then prevalent in No. 2 mine, Springhill. This request was promptly and courteously granted. Mr. Rice made a full investigation and a comprehensive and helpful report, which is embodied in the 1924 Annual Report of the Department of -Public Works and Mines, Nova Scotia. Prior to 1925, the room and pillar method was employed and in January of that year (there being a cessation of work from March to August due to labor troubles) longwall retreating on the west side, on a limited scale, and in a small section on the east side of the mine was started. The major portion of the east side was not operated on this system till August, 1926, as there was developed a considerable area ready for pillar extraction between an arbitrary boundary and a point up to which bumps of any consequence, had not been experienced. In the interval development work for longwall retreating below the 5900-ft. level was vigorously- pushed. This longwall retreating system was suggested by Mr. Rice as a possible remedy and was heartily endorsed by the company officials. This paper describes the conditions and happenings subsequent to Mr. Rice's report and more especially the results with the longwall retreating system of mining under the peculiar circumstances pertaining to mining. No. 2 Seam, Springhill, at depth, and records the 'conclusions which experience with several severe bumps under this mode of extraction would suggest. Except where necessary to make the paper intelligible as an entity any duplication of Mr. Rice's report will be avoided.

This discussion of accounting will describe the statements and the information that the accounting system produces, from the point of view of those who use such systems rather than of those who prepare them and who do the detail and technical accounting work. In any well organized mine, quarry, or other enterprise exploiting a mineral deposit, no matter how small, some clerical and accounting work must be done. Miners and other employes must be paid, supplies must be purchased and issued, and various tax and information returns, which even the smallest enterprise must file, have to be prepared. In this chapter it is assumed that the enterprise has employes of this type and that they understand the fundamentals of record keeping and accounting. It would be impossible here to give sufficiently full explanations to enable a man with no previous clerical and accounting training to set up and operate an accounting and cost system for even the simplest extractive operation. Rather, we shall hope first, to tell the investor and the operator, from the chief engineer or president down to a subforeman, what to expect from the accounting statements and records and how to use this information in his daily work; and second, that it will enable the man with some knowledge of accounting or bookkeeping, but with little or no experience in any extractive industry, to set up and operate a satisfactory system for a mine or other extractive enterprise. For readers who wish to go further, the bibliography at the end of this chapter contains many references. The emphasis has, therefore, been placed on the statements to be produced and the purposes for which they are to be used rather than the underlying books and records. These are, with a few exceptions which will be described later, essentially what might be found in any industrial enterprise and would probably, in the extremely small enterprise, consist of handwritten journals, ledgers, analysis books, payroll books, and stores ledgers. In the larger enterprise, various types of mechanical accounting would be introduced in proportion to the complexity of the operation.

The fate of generations yet unborn lies in man's hands. Shall it be prosperity, a high standard of living, and the development of spiritual values; or ruin, misery, and a reversion to jungle law? World affairs move in high gear, at high tension, in many directions. Each nation fears the other fellow- races, crosses the white line on curves, skids, takes its half in the center; and the devil take the hindmost. For one, the United States is on the horns of dilemma; it must insure a flow of raw materials of industry and world-wide markets in order that the American people may maintain high standards of living, but the commitments of the United States cannot be fulfilled without trimming present standards of comfort and convenience back to the level of perhaps a quarter of a century ago. A way must be found to retreat without anarchy at home as well as abroad. Everything is relative and all things change, and change is the essence of civilization. It is now clear that man has not kept pace with changes of all kinds, some of them overnight, during the past 50 years. Conventionality has led to stagnation; man now seeks learning of all kinds at an accelerated pace, but men should not be educated beyond their native intelligence for they must be able to apply their education. The Parral mining district is located in the southern part of the state of Chihuahua in north-central Mexico, in the border area of the physiographic provinces of the Mesa Central and the Sierra Madre Occidental, at an average elevation of 1700 meters. This is one of the most highly productive lead-zinc districts of Mexico. The principal operating units are the Prieta, Santa Barbara and San Francisco mines. The Santa Barbara-San Francisco del Oro area is located 25 kilometers to the southwest of the Prieta mine. It has a system of generally narrow veins in fault zones, entirely in the shale series. The Santa Barbara veins follow long, persistent fractures, while the San Francisco del Oro veins are in relatively short fractures. The Veta Colorada structure, located 5 kilometers to the northwest of the Prieta mine, was a major producer of high grade silver ore with low lead-zinc content during the eary 1900's. It follows a major north-south fault zone in andesite and is noteworthy for a number of wide oreshoots of limited vertical extension along its 10 kilometer length. The Palmilla and Esmeralda mines are on the south end of the Veta Colorada structure. Numerous smaller mines are operating in the Parral area. Since the original paper, two methods have been introduced to compute the parameters of the three parameter size distribution equation: [ ] Both of them are based on graphical means, which are time-consuming and of little statistical significance. A program has been developed, using the Gauss-Newton method to compute by nonlinear regression analysis the parameters of the equation. Although the method is quite general in curve-fitting applications, it does not appear to be used in the field of size analysis, and a brief description is given. As applied here, the Gauss-Newton method involves the minimization of the least squares: [ ] where n is the number of sieves used. IT is generally understood by workers in the field of the crystal struce ture of metallic alloys that terminal solid solutions are of two types, the substitutional and the interstitial. In reviewing the literature, the work of Weiss1 on the crystal structure of the alpha copper-tin alloys wa-encountered, in which a new type of terminal solid solution was proposed. In brief, Weiss' findings showed that the density of the alloys calculated from the side of the unit face-centered cube on the assumption of simple substitution-that is, with four atoms to the unit face-centered cell-was much higher than the density measured directly. It was suggested that the assumption of four atoms to the unit cube is not valid for these alloys, and that each unit cube contained less than four atoms; in other words, that one tin atom replaces more than one copper atom, leaving some atomic positions unoccupied. Such a structure, if verified, would have far-reaching significance in the study of the crystal structure of metallic alloys. It would indicate a complexity in terminal solid solutions not hitherto suspected and might encourage work leading to the discovery of other alloys of the same type, and perhaps to types intermediate between it and the two recognized types. It is of importance, therefore, to reinvestigate these alloys with respect to the type of solid-solution structure obtaining therein.

The standard free energy of formation of WC was obtained from determination of the equilibrium WC + CO2 = W + 2CO between 1215° and 1266°K. Its uallie is -8340 * 300 cal Per mole over the above range of temperature. AS a part of a program devoted to measuring the stabilities of the carbides, a study was made of the free energy of formation of tungsten carbide, WC. The homogeneity range of this compound is very small,' and it is generally accepted and is dealt with here as a stoichiometric compound. The heat of formation, ?H°f, of WC has been accurately measured by Huff, Squitieri, and snyder.2 The only attempt, however, to measure the free energy of formation of this compound was made by Schenck, Kurzen, and wesselkock3 who brought tungsten carbides into equilibrium with H2 and CH4. Unfortunately their results are not sufficiently accurate nor consistent enough to permit the calculation of free energies. METHOD Heating mixtures of tungsten and carbon powders in hydrogen for 4 days at 1050°C led to formation of some WC without any trace of W2C. It was deduced, therefore, that at least below this temperature W2C will not be formed during experiments with mixtures of tungsten and WC. This was subsequently shown to be correct. (communication tb the Secretary*):—Mr. Wright, in his introductory paragraph, says: "It is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of 'prills' of matte." On a recent visit to Greenwood, B. C., I was discussing with J. E. McAllister, the general manager of the British Columbia Copper Co., and the former metallurgist of the Tennessee Copper Go., this very question; and he held strongly to the idea that the copper in slag was in two forms—one portion contained in occluded matte and the other as an oxide. He believed that this same rule would apply to the silver in the slag. From my experience I am strongly inclined to agree with Mr. McAllister; and it appears quite reasonable that in furnaces treating oxidized copper-ores, and to a less degree in furnaces treating sulphide ores, there is always bound to be present a certain amount of copper oxide and silver oxide, which will behave like any base and get into the slag as such. We all know that in Arizona, in the early days, when it was customary to produce black copper, because the ores were nearly all oxidized or carbonates, and eulphur was scarce, the slags as a rule carried 2.5 per cent. of copper and seldom ran

It has been generally accepted as a fact that cast-iron, under the influence of repeated shocks, becomes brittle, and will finally break under a blow which otherwise it would have withstood. It will probably surprise metallurgists, therefore, to learn that experiment disproves the supposed fact, and establishes exactly its opposite. The result of about a thousand tests of bars of cast-iron of all grades, from the softest foundry-mixtures to the strongest car-wheel metal, enables me to assert with confidence that, within limits, cast-iron is materially strengthened by subjection to repeated shocks or blows. It is very well known that the usual process of annealing castings—such, for example, as car-wheels—increases their strength by relieving cooling-strains. But it is not well known (if known at all prior to this announcement) that the molecules of cast-iron are capable of movement—for they do not touch each other*—without the necessity of heating the casting, and that they can thus rearrange themselves in comfortable relation to their neighbors, and relieve the overcrowding near the surface of the casting. In more technical words, a molecular annealing may be accomplished at ordinary temperatures which will release the strains in the castings, precisely as does annealing by slow cooling in heated pits or ovens.
