DEVELOPMENT of complex ores in the south- western part of the Rocky Mountain region has been retarded by the prohibitive distance to the nearest suitable zinc treatment plants. In the north- western and central Rocky Mountains the building, cluring tlie past decade, of electrolytic zinc plants at Anaconda, Great Falls, Trail, and Burke has tremendously stimulated the mining and exploiting of such .ores, greatly increasing the production of lead, zinc, copper, gold, and silver. Selective flotation permits the making of high-grade led, copper, and zinc concentrates. If the zinc concentrates could be made free from lead, copper, gold, and silver, they could be shipped economically to Mid- Western retort plants designed for such concentrates. Unfortunately a considerable proportion of the precious metal content accompanies the zinc blende in the ores of this region. Although some of it is saved in 'retort residues, the treatment cost is thereby increased so materially and the proportion saved so small, that .concentrates of ordinary grade cannot stand treatment charges and freight.

IN the treatment of complex ores by flotation, one of the most important steps is conditioning the feed. Conditioning primarily consists of the addition, in the grinding circuit, of an alkaline reagent, for example sodium carbonate, which neutralizes any acidity of ore and mill water, counteracts the effect of 'harmful soluble salts, disperses colloids, and provides the necessary alkalinity for the best metallurgical results. The several minerals of the ore should be put in such condition that they may be floated or rejected as desired, through the action of further reagents thereafter used.

BUTANE OPERATED drilling rigs are a recent innovation in the petroleum industry, so extensive data on their operation are not available. However, experience indicates that, within limitations, as much can he accomplished with butane as with steam, at a decided reduction .in expense of installation and cost of operation. Commercial butane is a liquid motor fuel similar to gasoline, but much more volatile, so that it has to be stored under pressure. At 10° F. it is liquid at atmospheric pressure, but at 100° it has a pressure of 70 lb. or more. As soon as the pressure is reduced, it turns to vapor and in that state is far more easily mixed with the air necessary for combustion. Butane occurs as a by-product in the absorption process of natural gasoline extraction from casing-head gas. The product has been used to some extent 10 raise the octane value of gasoline. However, because of its volatile nature, such admixture is stable only to a limited degree. Attempts also have been made to introduce the product in a gaseous form into oil- hearing formations in repressuring work. It has, however, until recently, for the most part been wasted.

The minerals barite (BaSO4) and witherite (BaCO3) are the chief sources of the element barium and its compounds needed for many industrial processes and products. Barite, the principal ore mineral, is found the world over and is abundant and widely distributed throughout the United States.3 Witherite is much less common than barite, though more desirable in many ways as a raw material for the production of barium chemicals. England is the chief producer of witherite. Witherite is not mined in the United States at the present time, but it has been mined with barite from a deposit at El Portal, California. Barite is also called barytes, tiff, cawk, or heavy spar. Ordinarily it is a heavy mineral that crystallizes in the orthorhombic system. It is colorless, white, or gray, and transparent to opaque. In some deposits barite is black, yellow, brown, red, green, or blue because of included impurities. The streak is white and the luster vitreous to resinous or pearly. The specific gravity of pure barite (65.7 pct BaO and 34.3 pct SO3) is calculated to be 4.5, but inclusions and impurities in natural barite may reduce this value considerably. Well-formed crystals are generally tabular and have three cleavages. The barite of many deposits, however, has an uneven fracture and an apparent cleavage caused by separation along planes between successively deposited layers. The hardness is 2.5 to 3.5 on Mohs' scale. Commercially the terms "hard" and "soft" are used to refer to ease of grinding. Barite is relatively insoluble in water and acid, and thus can be used as a chemically inert material. Witherite, the natural carbonate of barium (77.7 pct BaO and 22.3 pct CO2), crystallizes in the orthorhombic system. The fracture is uneven and the luster is vitreous to resinous. The hardness is 3 to 3.5. The specific gravity of the pure mineral is calculated to be 4.29. It is transparent to opaque. The color is ordinarily white, gray, yellow, brown, or green. Geology and Distribution of Deposits Workable deposits of barite are widely distributed throughout the world in many geologic environments in sedimentary, igneous, and metamorphic rocks. Most deposits can be classified into three main types: (1) vein and cavityfilling deposits; (2) bedded deposits; and (3) residual deposits. 1. Vein and cavity-filling deposits are those in which barite and associated minerals occur along faults, gashes, joints, and bedding planes, and in breccia zones and solution channels. They also occur in various collapse and sink structures in limestone. Sharp contacts of the veins and cavity fillings with wall rocks are common. Barite cements fault and collapse breccia by replacement of the matrix or by filling voids. Large-scale replacement of the wall rocks beyond ore-controlling structures is rare. Barite in vein and cavity filling deposits is generally dense, "hard," and white to gray. Associated minerals are fluorite, calcite, ankerite, dolomite, quartz, and many sulfide minerals, especially pyrite, chalcopyrite, galena, and sphalerite. Gold, silver, and rare earth minerals occur with barite in some deposits in the western United States. Barite is also a gangue mineral in metallic ore deposits but production as a byproduct from such deposits will be affected by many economic factors. Dean Roscoe Pound, of Harvard Law School, in addressing the A.I.M.E. Petroleum Division on Feb. 22, 1934, said, "When you are able to work out a program that is mechanically feasible, that is economicaIly advisable, and which seems in your judgment, which is just as good as that of anyone, to be politically wise, you will not have very much trouble in the end in inducing the courts of today to find that it is legally sound." The purpose of this paper is to show: first, legal conditions necessary to promote conservation and stabilization; and second, to suggest operating procedure when those legal conditions are established. The proposal is mechanically feasible and economically advisable. A growing public understanding should make it politically wise. The disappointing progress in the development of conservation and stabilization can be attributed to the lack of two legal concepts as integral parts of oil and gas law; i.e., (1) a practical substitute for the capture rule, (2) collective ownership control for the individual oil and gas pool. When these two concepts are established on an equitable basis, conservation and stabilization procedure will become a comparatively simple process, more or less automatic in its adaptation and operation. Establishing these concepts is the function of the law-making agencies and might well be left to them for discussion except that the mechanical processes that give them form and substance must first be developed by the engineer. A Substitute for the Capture Rule Much has been written on these subjects, but the most concrete statement that has come to the attention of this writer is the following from an article by Charles G. Haglund in the Kentucky Law Journal of May, 1934: The Oxford1 case is not only authority for the proposition that it is competent for the legislature to modify the old property law of capture with respect to oil and gas but that it may also delegate such authority to a subordinate body.

The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

THE Aldrich Mining Co. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the East half of Township 12, Range 12 `V., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal ; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the Fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be cancelled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset-namely, that of a first-rate coal for domestic and general uses. THE Sub-province of Benguet is in the North Central part of the Island of Luzon. Baguio, the capital, is situated on a piateau 5000 ft. above sea level, and is the main health resort of the Philippines. It is rapidly becoming the favorite resort for the China Coast as well, and has many miles of beautiful, curving drives with nearly every pine-covered knoll surmounted by a summer home. The United States Army has a recreation post here, known as Camp John Hay, with a well-equipped hospital, and there is a Country Club with a good golf course adjacent. The weather during the winter months and until late spring is ideal. The business center consists mainly of Chinese and Japanese stores, several hotels, and a large public market, in which are displayed all of the vegetables of the temperate zone, which are flown near Baguio, and many tropical and other products brought up from below. This district is reached from the Coastal Plain either by the old Benguet road built in 1904 by the United States Government, or by the Naguilian road, built some years later. The former is now a toll road, with a line of stages operating over it to and from Des Mortes in connection with the government-owned rail- road. Auto travel from Manila is also along this road, the trip from Manila to Baguio requiring about seven hours, following up the great valley north of Manila for nearly 150 miles to the lower end of the Benguet road, and thence to Baguio, 25 miles. This is an interesting, scenic trip; the road is especially famous for the zig zags where it climbs out of the canyon of the Bued River to the plateau. In the September number of the National Geographic Magazine, a fine aerial picture of this road, as well as of other interesting points in various parts of the Philippines, appears. Freight for the district is taken in mainly over the Naguilian road connecting with the railroad at Bauang. This route follows the ridges of the mountain slope with broad vistas and views of the coast.

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has aver- aged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by per- sons falling, falls of ground, and by asphyxiation. Mica is a platy mineral occurring in a variety of complex hydrous aluminosilicate forms with differing chemical composition and physical properties. Principal minerals in the mica group include: Muscovite-potassium mica (colorless or pale green/ ruby) Phlogopite-magnesium mica (dark brown or amber) Biotite-magnesium-iron mica (black or dark green) Lepidolite-lithium mica (lilac) Selected properties are given in Table 1. Muscovite is most important commercially with phlogopite of lesser use. The laminated structure of mica enables it to be split into very thin films which are transparent and tough as well as having outstanding dielectric and insulating properties. Commercially, mica is used in a number of forms (Chowdbury, 1941; Rajgarhia, 1951; Skow, 1962). Sheet mica consists of flat sheets mined from naturally occurring books of mica, free from defects and capable of being punched or stamped into required shapes. Sheet mica is separately classified into blocks, films, or splittings according to thickness. Built-up mica, or micanite, is made by arranging overlapping splittings in layers , cemented with a binder and pressed together at high temperature. Reconstituted mica, or mica paper, is made by depositing fine flakes of high-quality scrap mica in a continuous film impregnated with binder. Scrap and flake mica are normally unsuitable in quality or size for making sheet mica. Originally the term scrap mica referred to the waste byproduct of mining and fabricating sheet mica, and distinct uses were developed for this material. Subsequently it became economically feasible to mine lower quality mica for these uses, and the term flake mica was introduced. Although the two terms are still used somewhat synonymously, it is considered better, at least in the United States, to use the term flake mica in referring to mica mined for uses other than as sheet mica; and to restrict the term scrap mica to mica mined for or with sheet mica, but which will not meet the specifications. Synthetic mica, such as fluorophlogopite, is produced by slow crystallization of a melted blend of pure raw materials. Mineralogy In the true sense the term mica does not relate to, a particular mineral, but to a group or family of minerals of similar chemical composition and to some extent similar physical properties. These minerals are predominantly potassium aluminum silicates with varying amounts of magnesium, iron, and lithium. The precise formulas and isomorphic relationships of the various group members have been studied, but general agreement has not been reached (Grimshaw, 1971; Hurlbut, 1952; Skow, 1962). The general formula describing the chemical composition of micas is [X2Y4-6Z8020(OH, F)4, where X is mainly K, Na, or Ca; Y is mainly Al, Mg, or Fe; Z is mainly Si or Al (Deer, et al., 1962).] These minerals have an internal structure of the layered lattice type where the silicon atoms are in the center of a tetrahedral grouping of oxygen atoms. The groups are linked together in a single plane by three oxygen atoms that lie within the common plane. Each of these oxygen atoms is shared by two tetrahedra. These linked tetrahedral groups, when continually extended, produce a hexagonal network within the plane. This internal structure of the mica has been used to explain the ex-

Operations Research developments within the mining industry have evolved over the last few years through stages typical of any new technique. By 1965, most companies had passed from mere recognition of the usefulness of operations research techniques to cautious acceptance of and, in some in- stances, to confident utilization of this relatively new tool. This is reflected in the growing interest and increasing participation of mining companies in sponsoring individual papers on the subject published in mining journals or presented in full sessions at annual meetings. Chief among the sources which served, in 1965, as a barometer for measuring operations research progress within mining is the Annual Symposium on the Applications of Statistics, Operations Research, and Computers in the Mining Industry, which is now sponsored by the University of Arizona, Stanford University, Colorado School of Mines, The Pennsylvania State University, and the Society of Mining Engineers of the AIME. Two significant trends were evident in the applications of operations research techniques to problems typical of the mining industry. On the one hand, unique and imaginative O.R. applications were being developed by several companies, government agencies, and at the university level. These techniques were usually developed to solve specific existing problems. On the other hand, there was unmistakable evidence of attempts to look for problems which could be solved with those "operations research" approaches which would involve the use of the digital computer. In the latter instance, solutions may become applications or demonstrations of how the computer can be used in the reduction and interpretation of data, without the benefit of a decision model. This is a common tendency as most companies have computers, at least in their accounting sections, and many operations research solutions require the use of a digital computer. From the applications observed in 1965 and in prior years, the successful techniques have evolved.

Many articles have been written describing peculiar and particular types of drilling. Little correlation has been made between the character of ground to be drilled and sampled and the type of drilling most desirable for procuring satisfactory samples. In development work, the engineer and metallurgist often desire the recovery of a sample in as physically natural a condition as possible, particularly when the sample must provide material for process tests as well as chemical and physical analyses. This paper describes the results of experimentation in drilling unconsolidated materials carrying titanium minerals in the Magnet Cove area, Ark. The drilling was most difficult in that the ground varied much in consistency, and it was vitally necessary to recover a physically natural sample. Ordinary churn drilling recovered a sample that could be analyzed chemically, but the sample was not in its natural state. The problem was successfully solved by utilizing and further developing methods used in the oil and clay industries.

GEORGIUS AGRICOLA was not only the author of works on Mining and allied subjects, usually asso ciated with his name, but he also interested himself to some extent in political and religious subjects. For convenience in discussion we may, therefore, divide his writings on the broad lines of (1) works on mining, geology, mineralogy, and allied subjects; (2) works on other subjects, medical, religious, critical, political, and historical. In respect especially to the first division, and partially with regard to the others, we find three principal cases : (a) Works which can be authenticated in European libraries today ; (b) references to editions of these in bibliographies, catalogues, etc., which we have been unable to authenticate ; and (c) references to works either unpublished or lost. VARIOUS suggestions as to proper fees for engineering services have been put forth by individual practitioners and by the American Institute of Consulting Engineers, the Connecticut Society of Civil Engineers, the Iowa Engineering Society and the Mahoning Valley (Ohio) Engineers, for the guidance of both the engineer and his client. The American Institute of Architects also has a schedule of minimum charges (revised 1908). So far as can be determined, however, the four national societies representing civil, mining, mechanical and electrical engineering have never given consideration to this question. An examination of technical periodicals published during the past decade shows that these schedules make provision for three methods of charging; i.e., (A) a percentage of the cost of the completed project; (B) a per diem rate; and (C) a fixed sum. FEW of us who waded ashore on the Norman beaches realized the importance of coal to a successful invasion. General Eisenhower and his staff had been aware of the essential need for coal and an able Solid Fuels Section had been set up under the direction of Colonel Robert P. Koenig, of Indiana. This organization met the requirements of the invading armies on their march to the Rhine. East of the Siegfried Line enemy territory, the Army Engineers were called upon for assistance. When the Engineers were advised that, in addition to their normal duties, they were to occupy and place in operation the coal mines in the Twelfth Army group area, plans were drawn up overnight and action was initiated immediately. The Sixth Engineer Special Brigade, a versatile outfit which made a notable record D-Day on Omaha Beach, was selected to handle the operation. Within 48 hours of the new assignment an advance command post was set up cm the west bank of the Rhine at Homberg, just below German-held Duisburg. The 368th Engineer General Service Regiment was assigned to the Brigade, and the British 44th Pioneer Group, including specialist personnel, was also attached. THE past year has witnessed no radical changes in methods for the reduction and refining of copper. The Carson litigation was finally brought to a close ant1 the copper smelter is again free to introduce charge into his reverberatory furnaces in whatever manner suits him best. This litigation naturally led to much experimentation with various methods of charging and with various types of bath. In some cases the charge was introduced more or less centrally on a relatively dry hearth and in other cases into a bath of greater or less depth. The results of these furnaces were meticulously compared with the results obtained in side-charger furnaces, and it was apparent that it made little, if any difference how a given furnace \\.as charged so long as care was taken that there was always something in the furnace for the flames to work on. So long as this requirement was complied with, consumption of fuel per ton of charge smelted and tonnage smelted per furnace day remained substantially the same regardless of the method of charging or the depth of bath employed. In some instances the center-charged deep-bath furnaces gave slightly better results than the side-charged particularly with respect to copper losses. The slags of the deep-bath furnaces are generally a little cleaner

EVER since the introduction of the Siemens regenerative furnace, it has been recognized that a certain amount of gas is lost each time the furnace-action is reversed. This loss comes, first, from the gas which passes through the free connection between the stack and the gas-main, which exists during the time the reversing-valve is turning over; and, secondly, from the gas which is in the chamber and flues, from the hearth to the reversing-valve, and which flows back into the stack when the valve is reversed. The amount lost each time is, of course, small; but, since a furnace is reversed from four to six times every hour for, say, 300 days in the year, the aggregate is large enough to be well worth attention. The estimate has been published' that, in Germany alone, the loss from the first of the above causes amounts to 500,000 marks per year. The loss from the second cause is, of course, much greater. A process for saving this entire loss, in use at Teplitz, Bohemia, for about three years, would seem to be of value even in this country, where coal is cheaper and where the small economies are not watched as closely as they are in Europe. This process, invented by Mr. Adelbert Kurzwernhart, late Technical Director of the Teplitzer Walzwerk, has been worked out with thoroughness. The loss from each cause can be calculated very closely for any particular furnace, and the results to be expected from the process ascertained. It can easily be decided, therefore, whether it is worthwhile to adopt it under any given conditions. IN wartime, the fabrication and use of metals assumes increased importance, for a modern war of sizable proportions cannot be undertaken with- out a vast supply of this material. Light alloys of aluminum and magnesium, which were comparatively unknown in the last war, will play an important role in this one. Due to research on a vast scale in the interim of years, industry is today well equipped to fabricate metals on an enormous scale. Research for the past year has been most productive and a comprehensive survey in the space of this article would be impossible. It is hoped that the stressing of a few items here and there out of a great quantity of able work will indicate in a small way the advances made within recent times. Specific references to the literature will be omitted at the Editor's re- quest but some authors of papers that I have found of special interest are mentioned.

EVEN the weather man joined in a friendly conspiracy to make the fall meeting of the Industrial Minerals Division at Rolla, Mo., Oct. 23-25. the splendid surges that it was. Following weeks of rain, the foliage of the Ozarks was still green, merely enlivened here and there by splashes of autumn coloring. In contrast to the tranquil beauty of the School of Mines campus under smiling Indian summer skies, the pace of the meeting was lively. Registration was larger than at any previous meeting and included an unusual number of prominent names and delegates from all over the country. From 125 to 150 were present throughout the three technical sessions, at the Thursday evening smoker, and also at the banquet on Friday; when students trooped in to the technical sessions the audience was augmented occasionally to over 200.
