minerals of different specific gravities. It is simple in construction, easily operated, capable of treating large quantities in a short time, and highly efficient under various conditions. The question, whether the material to be jigged has first been sized, determines the two principal methods of jigging. Jigging preceded by close sizing, generally known as the Continental or German system, involves a more or less elaborate series of screens or trommels, with attendant cost for installation, operation, and repairs. Jigging without sizing, known as the English system, is, according to Munroe,1 a development of the hand-jigging formerly employed in Cornwall . and introduced by English miners to this country." In its simplest form, the method consists in jigging an ore-mixture previously crushed to some maximum size (although, in some cases, even this preliminary is omitted) oil a relatively coarse sieve, and then jigging again on a filler sieve, the material passing through the first sieve and bedding. While many modifications have been necessary to adapt it for use in mills of large capacity, where hand-work was necessarily, replaced by machines, the principle remains the same; the fact that the English system has been successfully employed, both in this country and abroad, is well known; and arguments have been made for its efficiency and applicability in a wider sphere than it has occupied hitherto. II. REVIEW OF PREVIOUS INVESTIGATIONS. The fact that treating a mixture of minerals under jigging conditions increased the amount of mineral saved, or, as Professor Richards aptly terms it, 1 ?the extra jig-catch," has long been known. To account for this fact a number of theories have been proposed. The work of Rittinger2 in this field has, for many years, been a classic in the literature of ore-dressing. For the purposes of my present paper, however, the work of two American investigators, Prof. H. S. Munroe and Prof. R. H. Richards, is chiefly concerned. Professor Munroe has given the results of an elaborate series of experiments,3 and his deductions, based largely oil theoretical grounds, of this work. In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in [Fig. 4]. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in [Fig. 4]. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensers, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89c/t (81c per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed.

TWENTY years or so ago I wrote an article on management which consisted mostly of a chart similar to thousands of others of that day showing line functions, staff functions, and the chain of command in a typical mining organization. Since hen we have been "bossing" from the faces to the swivel chair and we have made many errors of no little expense to our companies. We have kept the chart in mind but many times we have changed the functions to fit the people we have had to work with. Good management after all is getting results with the people, the equipment, the supplies, and the natural conditions of the coal seam or seams and adjacent strata present. We have made, with little effort, a good showing with average people and equipment in good natural conditions. We have made a miserable showing (although expending every personal effort) with better than aver- age people and equipment in bad natural conditions. In the latter case many of our stockholders felt that better management would have found some way to save their investment. Perhaps they were right.

Utah greets the members of the American Institute of Mining and Metallurgical Engineers on this occasion with the assurance that their presence is gratefully appreciated. The fact that this is the second time the Institute has so honored Utah is viewed by us as an approval of a past achievement and an incentive to a greater one. Our sincere hope is that our guests this year will have experiences so pleasant and profitable that they will be disposed to come yet again-and again. As use is the measure of value, we appraise our hospitality by the extent to which our friends accept it. World changes incomprehensible at that time have taken place since the Institute met here in 1914. The mining industry of Utah undertook to bear its full share of the responsibilities that came with those changes and, we believe, carries its additional burdens with all the resolution and optimism characteristic of American citizenship and especially characteristic of mining men and mining operations.

A computer programing system has been devised to assist in open pit mine design planning. This system operates upon data generated for cross sections in the mine plan, and parallels present manual methods used in mine design, resulting in a minimal communications barrier between the mine planner and the computer. Input data for each cross section includes geologic interpretation and mine design parameters such as wall angles, bench heights, berm widths, and ramping system. The program will optimize the design of each cross section to give minimum stripping at any desired ore reserve level. This system is functional in the sense that it is easily adopted, changes in mine design parameters can be quickly evaluated, and each resultant design incorporates all recognized mining constraints.

The change in shape of the void in a sirzterir~g copper mass has been investigated as a juntction of' density. A serial sectioning' technique was used to eoaltrate the irregular shape of the void at two levels qf density. A measure of the void size and configuration, the proximity number, is defined and used to describe the progress of void removal. The process of. void removal deduced front the observations of this study contrasts with current sintering models in that it takes into account the irregularity of structure of a sintering mass and demonstrates that isolated Porosity does not occur first as spherical pores, but as large, definitely nonspherical sections of the void void volume. The process of sintering, about which there is much practical and theoretical knowledge, has evaded a direct and thorough analysis despite the intensity with which it has been studied for 60 years or so. This is due, of course, to the complex structure of a sintering mass and the inability to observe directly the development of a fully dense solid from the initial particulate arrangement. Extensive theoretical analyses have been based on the adoption of one or another of several model systems, that is, by visualization and analysis of some sort of regular assembly or arrangement of geometric "particles" approximating the conditions of a sintering mass. It seems appropriate at this time to try to examine experimentally in some detail the extent to which a sintering mass of irregular particles dlffers from these models. Many models deal with neck growth and the initial stage of sintering and follow the direction established by ~ucz~nski' in 1949 for the sintering of spheres to flat plates. Recently Johnson and cutler2 have adapted these models to sintering of powder masses. coble3 has presented a mathematical model for sintering that applies to the middle and final stages of the process. These papers, without exception, assume a regular geometry, generally spheres in contact in a regular array. Rhines~ and coworkers, however, are studying the sintering process by applying a model based on the topological concept of genus which permits them to consider an irregular structure. whites has described the various models with the exception of that of Rhines et al., and the assumptions on which they are based and their shortcomings. The present paper examines the geometric changes that occur in the powder mass during sintering by examination of the void. The method is to analyze a series of partially sintered structures and to propose from this analysis the sequence of events which occur in the removal of the void space as a sintering mass progresses from a collection of individual particles to a solid body. The irregular nature of the stacking of particles and of the particles themselves will be taken into account. The significant points derived from this study are: first, accurate reconstructions of the irregular void shapes are presented; second, it is clearly established that closed porosity occurs first as widespread volumes of interconnected porosity, definitely nonspherical in shape; and third, a new factor, the proximity number, is defined, which serves in this paper as a tool for describing the void shape changes observed, and which will be used in a later paper as part of the basis of a mathematical model for sintering. While the specific material studied is copper, the observations are thought to be relatively general as indicated by comparison of the results with partially sintered structures in other materials presented in the literature, both metallic and nonmetallic. EXPERIMENTAL PROCEDURE Four series of specimens representing progressive stages of the sintering process were prepared by sintering high-purity copper powder for various time periods. A relatively large particle size was used so that the void-solid interface could be readily distinguished at low magnification. In three series of specimens a loose stacking of particles was obtained by pouring powder into an alumina mold and lightly tapping the mold. The green density of such compacts was approximately 40 pct of theoretical density. Two of these three series utilized irregularly shaped particles in the size range -230 +325 mesh, one series sintered in vacuum and one in hydrogen at 950°C. The third series of loosely stacked particles consisted of spherical particles in the size range -270 +325 mesh, sintered in hydrogen at 950°C. A fourth series was prepared from compacted irregular particles sintered in hydrogen at 950°C. The specimens for this series were formed by lightly pressing the irregularly shaped particles in a steel die; the green density of the pressed pellets was approximately 60 pct. The irregularly shaped particles used in this study are shown in Fig. 1. The density of these particles, measured by a toluene picnometer technique, is 98.2 pct of theoretical density. Each particle is highly convoluted, and in some instances appears in cross section to contain internal porosity. The density measurement, however, indicates that completely enclosed porosity is very small so that the individual particles have a highly irregular surface but are essentially fully dense copper. Therefore, most of the void space that appears in two dimensions to be isolated within the particle is actually at the particle surface and connected to the external void in the dimension not included in the plane of the cross section. The annual meeting of the Woman's Auxiliary was held on February 19, at 10 a. m. The president, Mrs. Sidney Jennings, said in her greeting "it is a matter of congratulation that during the past year when the demands upon women for work of all kinds has been so large our membership has grown from the 50 enrolled at the first meeting a year ago to over 300 today. Some women, when. asked to join the organization, say that they are doing so much work in other ways that they have no time for work in a new organization, but the director for Canada struck the right note in her report when she told us of the splendid work the wives of mining engineers are doing in Canada, as individuals and as leaders and members of various organizations doing patriotic work. We do not want to divert such women from the work they are now doing, but we do want them to enroll as members of the Woman's Auxiliary and let us know what they are doing, that they play give inspiration to others." Reports were made by the directors of the following sections: Canada, Chicago, Colorado, Columbia, New York, Puget Sound and St. Louis, in some of which sections excellent progress has been made in food conservation, foreign war relief, including the adoption of fatherless French children, and in work for our own engineering regiments. These reports were read, accepted, and placed on file. The reports of the corresponding secretary, of the recording secretary, and of the treasurer, were read, accepted, and placed on file. Various amendments to the Constitution were proposed and accepted, and copies of the Constitution, as amended, will be mailed to all the members of the Woman's Auxiliary.

THE Inspiration Consolidated Copper Co., located in the Globe-Miami district at Inspiration, Ariz., became a producer of copper in 1915. From 1915 until 1948, 116,278,000 tons of ore were produced from underground workings by the block-caving system of mining. In April 1948, open-pit ore production from portions of the ore body was started and earlier plans for block-caving in these areas were abandoned. The change was due to economic conditions. Prior to the war years Inspiration's costs of mining by block-caving methods were comparable to, or even below, the costs of some open-pit operations. By the end of the war these conditions were completely changed. Underground costs had risen steadily for labor and supplies. Difficulty was being experienced in finding competent underground men and underground development was almost hopelessly behind schedule. On the other hand, open-pit costs had been sharply reduced through the development of modern earth-moving machinery and plenty of labor was available for surface work.

THREE case histories from professions other than engineering will serve to introduce ideas basic to this discussion. Case (1) Date, about 1900. A young man, B. D. from a three-year graduate course in a prominent divinity school, was for two years a successful pastor of a small church; then friction over theological matters arose with a fundamentalist deacon of the "Bible belt" type. He resigned, returned to his university for a four-year medical course, interned for two more, and thereafter was successful and apparently happy as a physician. We may assume that he was converted in early adolescence and vowed himself to service as a minister. Acceptance of his announced career by parents, friends, and teachers plus his own determination confirmed his choice until illiberal criticism threatened his usefulness and he awoke to the fact that his inner needs were not along the direction in which inertia and his conscience had constrained him.

THE Iron and Steel and Institute of Metals Divisions will meet jointly at the Statler Hotel, Detroit, Oct. 4 and 5, during the Metal Congress, Oct. 2-6. The Wire Association, the American Welding Society and the American Society for Steel Treating, together with the two Divisions of the Institute, constitute the Congress this year, and each body offers an interesting technical program. The National Metal Exposition will, as usual, be held concurrently. Visiting metallurgists will find themselves engaged in a bit of research not listed in the program-a time study of how best to exploit in a few days both the Congress and all that the place of meeting has to offer. For Detroit, the beautiful "City of the Straits," is third in rank industrially in the United States, and its great manufacturing plants offer much of metallurgical interest. This is especially true of the automobile plants which will be open to members of the various societies during the week of the Congress.

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Columbia and British Columbia, to give service to users of Portland cement. ACCIDENT PREVENTION During the early part of the century, there began a complete transformation in the processes of manufacturing cement. Electricity, with its attendant hazards, was beginning to replace steam; huge rotary kilns and tube mills were being substituted for the vertical kiln and "coffee grinder" mill. Only a few far-sighted leaders realized the import of these innovations, and they also recognized the fact that workmen must be protected against the hazards of the new machinery. By their sincerity and firm purpose they infused into the whole industry the concept of industry's responsibility for safeguarding employees. FIRST of all let me express my affectionate gratitude for the cordiality and good will of your reception. On the part of the men I venture to interpret the character of your greeting, not only as a recognition of the position to which you have been good enough to elect me, but also as an expression of your friendly attitude. However, I cannot pass over the tribute of the ladies so casually: Nor does it seem possible to do justice to my sentiments in addressing them collectively. I would feel more equal to the task if I could have the opportunity to talk to them singly, in doing which I know I may count upon their good sportsmanship not to compare notes. There has been some discussion between Mr. Kelly and myself as to our respective duties on this occasion: The precedents are not clear as to whether the retiring or the incoming president is expected to speak at length. Mr. Kelly's argument was that as the incoming president confines himself to promises for the future his field is a broad one and his opportunities for extending his remarks correspondingly unlimited.

Manufacturers of filtering, thickening or clarifying equipment, have been active in developing machines to meet increasingly rigid operator requirements, and the innovations resulting from this effort are moving into commercial applications. In general, the results of these applications are reported to be good. Little has been reported on progress in theory. The growing insistence on the part of pollution control agencies that waste water discharged into streams contain less and less suspended solids is being felt by a broad cross section of industry. A new clarifier, based on the often rediscovered fact that suspended solids settle more rapidly in inclined channels, is being marketed by Neptune MicroFLOC of Corvallis, Ore. This unit employs modules of inclined tubes, mounted in the upper zone of the clarifier, which carry the water flow. These were developed for light solids, such as those encountered in domestic water treatment and in paper mill waste water. In these applications, flow rates up to about three times those permissible in conventional clarifiers are reported to give comparable overflow turbidity. By combining these units with mixed media filters, high clarity may be obtained with minimum capital. Use of such units in the metallurgical industry, particularly where water reuse or effluent quality is important, should grow.

IN reviewing the field of mineral industry education last year reference was made to recent assertions, mostly emanating from sources not in a position to know the facts, that mining engineers as a class are disappearing. Attention might also then have been called to a statement that appeared in Engineering News, August 11, 1892 (p. 130), ". . . the great absolute decline in number of mining graduates, which last amounts almost to a complete abandonment of mining engineering as a distinct branch of study." OCTOBER will be western month for the Institute. With meetings at Spokane, Tulsa, Los Angeles, and San Francisco, and with a large number of American Institute of Mining Engineers members and their families in the party sailing out through the Golden Gate to Japan on the afternoon of the tenth, the major activities of the Institute will, for this month at least, be west of the Mississippi. Despite cancellations due to necessity, most of the officers of the Institute will be present and taking part in some one or more of the Western meetings. Prof. Robert S. Richards, our senior past-president, will attend both the Spokane and San Francisco meetings and then go to Japan. President Bradley will preside at the San Francisco meeting and then head the party going to Tokyo. At Tulsa and Los Angeles, the principal officers of the Petroleum Division will be present and active and at all the meetings, directors, ex-directors and -present and past officers will be on the job and keeping things moving.

The Coal Preparation Branch of the Pittsburgh Energy Technology Center has developed a computer program to calculate the performance characteristics of coal washing devices. This program uses specific gravity analyses of the clean coal and refuse streams as input, and generates dependent and independent performance criteria for the washer. Partition curves are internally represented in a functional form by a Weibull function. Performance criteria generated by this computer program are compared to manually calculated performance criteria for air tables, Dynawhirlpools, Baum jigs, hydrocyclones, and dense medium cyclones. The comparisons show that the computer program gives results in close agreement with the hand- calculated values while greatly reducing the amount of time involved in performing the analyses.

A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish or animal life in field tests or in controlled experiments. Survey: The pebble rock phosphate mining and washing operations in Florida (fig. 1) are along the river basins of the Alafia to the west and the Peace to the east. The elevation of the area varies between 40 and 170 ft above sea level. Effluents from the operations find their way into one of the two river systems (fig. 2), the Peace River which flows into Charlotte Harbor and the Alafia into Tampa Bay, both along the Gulf of Mexico. There are no major industries along these rivers below the phosphate operations. On the Peace River, the town of Arcadia, approximately 50 miles below the phosphate operations, obtains its water from the river. No other communities along the rivers use them as a source of water supply. Small communities, farms, and ranches are located along the rivers and both rivers drain vast swamp areas. Complaints had been received at the office of the Chief Sanitary Engineer, of the Florida State Board of Health,' that both rivers were turbid at various times and that fishing in the Alafia River was "not as good as it used to be." Tests made by another agency on the dissolved oxygen content of the Alafia River revealed that the oxygen content, at times, was comparatively low.= However, it was not shown that the phosphate wastes had any effect upon the oxygen content of the stream. The river waters are normally brown in color due to drainage from vast swamp areas and are very shallow, from 2 to 6 ft in depth. Turbid waters have been noted in streams coming from the present phosphate operations and also from streams along which there are no operations at the present time. It was learned from "old timers" that, when many more companies than at present were operating along both the Alafia and Peace Rivers forty or fifty years ago, no attention was paid to prohibiting the disposal of slimes along the river basins. During dry periods now in some of the river swamps where drainage ditches have been dug, it is indicated clearly that phosphate slimes were disposed of directly into the river swamps for many years past. Places have been observed where there were alternating strata of phosphate mud, leaf mold, and quartz sand. The former practice of indiscriminate disposal of wastes accounts for some turbidity, particularly after heavy rains and washouts and during clearing of land and digging of drainage ditches. During a six months' period in which a large tract of land was being cleared and drainage ditches dug, a small stream (Six Mile Creek), which previously had been clear, showed a turbidity of 600 ppm and remained turbid until the clearing was completed; after which the stream again flowed clear. An interview with the operator of the municipal water plant, which is about 50 miles below the phosphate operations on the Peace River and which used this river as a source of supply, revealed that there had been no taste in the water for the past ten years, other than that occasionally encountered from increased growth of algae. Places have been observed where there were alternating strata of phosphate mud, leaf mold, and quartz sand. The former practice of indiscriminate disposal of wastes accounts for some turbidity, particularly after heavy rains and washouts and during clearing of land and digging of drainage ditches. During a six months' period in which a large tract of land was being cleared and drainage ditches dug, a small stream (Six Mile Creek), which previously had been clear, showed a turbidity of 600 ppm and remained turbid until the clearing was completed; after which the stream again flowed clear. An interview with the operator of the municipal water plant, which is about 50 miles below the phosphate operations on the Peace River and which used this river as a source of supply, revealed that there had been no taste in the water for the past ten years, other than that occasionally encountered from increased growth of algae.
