INTRODUCTION Detonations of high explosives in soil and rock have been used frequently in civil engineering applications. Of particular interest in recent years has been the development of test methods to simulate the desired blast and shock environments for the testing of protective structures. The United States Air Force, in particular, the Air Force Weapons Laboratory, in conjunction with the Defense Atomic Support Agency, has in recent years, developed special technology for simulation testing of protective structures in soil and rock media. Such a technology, although initially developed for military applications, is rapidly finding its way into civil applications. One of the major problems in the design of the simulation test is the correct prediction of ground motion induced by the detonation of high explosives. This paper presents a useful prediction method which is developed specifically for ground motion in rock that is induced by the detonation of a buried planar array of explosive columns (See Figure 1). The technique of simulating shock environment using such an array is called the Direct Induced High Explosive Simulation Tech- nique (DIHEST). Normally, each shot hole may contain canisters of ammonium nitrate positioned at various depths, or a slurry explosive with detonators positioned along its length (See Figure 1). The depth and width of the array, the spacing of shot holes, the spacing of detonators, the degree of containment, and the charge weight are the variables which govern the induced ground motion

FROM the known laws of physical chemistry I believe it can be shown that progressive mass movement of water solutions in channels has seldom been the means of ore-concentration in veins. It is my purpose in this paper to show that the force known as “osmosis” has been the principal factor in ore-formation. Convection-currents have doubtless supplemented osmosis, and the two working together have been the agencies that have gathered the scattered particles of rare minerals into the larger masses which are called ore. Osmosis is commonly thought of as a vague, feeble force that causes slow diffusion of dissolving matter through the solvent. That it is a measurable force, often of great intensity, few know, except those who are familiar with the laws of modern physical chemistry. Therefore, I may be pardoned for going briefly into the elementary mathematics of osmotic pressure and of convection-currents. The velocity of water moving through any channel is given by the Chézy formula: (1) v = c [/rs], in which r is the hydraulic mean radius; s, the slope of the channel in which gravity is the sole propulsive force; and c, the coefficient of roughness of the sides of the channel. From this formula it is evident that the smaller the channel, the smaller the velocity of water under a constant head. In rock-crevices, therefore, where the head is constant, water moves much more slowly than in large fissures, and in moving through sand or porous rock it is to an even greater degree retarded. Hence, if a mass of water-saturated sand be heated, the finer the sand-grains, the more slowly will the temperature rise at parts remote from the source of heat. Operations Research developments within the mining industry have evolved over the last few years through stages typical of any new technique. By 1965, most companies had passed from mere recognition of the usefulness of operations research techniques to cautious acceptance of and, in some in- stances, to confident utilization of this relatively new tool. This is reflected in the growing interest and increasing participation of mining companies in sponsoring individual papers on the subject published in mining journals or presented in full sessions at annual meetings. Chief among the sources which served, in 1965, as a barometer for measuring operations research progress within mining is the Annual Symposium on the Applications of Statistics, Operations Research, and Computers in the Mining Industry, which is now sponsored by the University of Arizona, Stanford University, Colorado School of Mines, The Pennsylvania State University, and the Society of Mining Engineers of the AIME. Two significant trends were evident in the applications of operations research techniques to problems typical of the mining industry. On the one hand, unique and imaginative O.R. applications were being developed by several companies, government agencies, and at the university level. These techniques were usually developed to solve specific existing problems. On the other hand, there was unmistakable evidence of attempts to look for problems which could be solved with those "operations research" approaches which would involve the use of the digital computer. In the latter instance, solutions may become applications or demonstrations of how the computer can be used in the reduction and interpretation of data, without the benefit of a decision model. This is a common tendency as most companies have computers, at least in their accounting sections, and many operations research solutions require the use of a digital computer. From the applications observed in 1965 and in prior years, the successful techniques have evolved.

There was a general upward trend of all petroleum activities in Oklahoma during 1933, especially in the last quarter, though the average price for crude oil for the year was below 1932 and overproduction in East Texas demoralized conditions for several months. As the Federal Agencies established under the National Industry Recovery Act began to function conditions in Oklahoma were visibly affected and production of "hot oil" from Oklahoma City field practically ceased. More oil wells were completed, six new fields discovered, extensive geophysical prospecting carried on in many parts of the state, and an increased amount of clean-out and reconditioning work done in older pools during the past year. To increase quantity and rate of recovery of oil many wells producing from limestone formations were treated with hydrochloric acid. The Oklahoma City field had a reported production of 66,984,570 bbl. of oil during 1933, or almost exactly twice the amount reported for 1932. Potential tests and other indicators show that the wells are rapidly approaching the stage where mechanical lift must be applied to all of them, including the wells in the Wilcox sand zone. The major pipe-line companies serving the oil fields of Oklahoma have been anxious to make connections to all wells during 1933 and have indicated a willingness to accept all oil available. The amount offered has been restricted by proration orders, but the state did produce 178,356,-449 bbl. during the year, an increase of about 18.6 per cent over 1932. This increase was practically all due to the greater demand for Oklahoma City oil, as all other pools of any importance showed loss in production or very small gains last year. The U. S. Bureau of Mines' laboratory reports the lubricating distillate content of Oklahoma City crude from Arbuckle and Lower Simpson formations about 17 per cent by volume. East Texas oil is reported to contain about 5.6 per cent lubricating distillates. Oil development in 1934 has been largely restricted to drilling offset and lease requirement wells. Practically no effort has been made to discover new fields, chiefly because of price structure and proration allowance. A summary of developments during 1934 of necessity is brief. No state agency is maintained for the collection of data. The State Bureau of Mines issues permits for drilling and inspects the plugging of wells in coal-bearing measures only. Therefore data are not in existence with which to compile tables similar to those in other papers of this symposium. Forty-seven counties in the state produce oil, productive depths ranging from 100 to 5300 ft. Approximately 35 different formations in Ohio have produced either oil or gas. These reservoir rocks occur through a stratigraphic interval ranging in age from the shallow Goose Run sand of the Upper Pennsylvanian in Washington County to the St. Peter sand of Lower Ordovician in Seneca County. However, 75 per cent of these formations are unimportant from the standpoint of real production. Most of the oil and gas in Ohio has been produced from the Clinton, Oriskany, Berea and Big Injun sands and the Trenton Lime. Of these, the Clinton is first and Berea second in importance. Fields The oil and gas-producing territory of the state can be grouped into five fields or districts, made up of a series of "pools" usually separated by nonproductive areas, and is in no sense a belt of continuous production. Trenton Field of northwestern Ohio, is scattered through 15 counties. Development began in 1885. This field reached its peak in 1896 with a production of 20,575,138 bbl. for the year. For 1934, production had declined to 990,000 bbl. The oil is classified as Lima grade. Clinton Field extends from the Ohio River in Lawrence County to Lake Erie in Lorain, Cuyahoga and Ashtabula counties. First Clinton-

The production of petroleum in Argentina during 1932 was greater than in any preceding year. The total amount produced was 13,012,-756 bbl. This figure represents a decided increase in the production of oil in Argentina and can be attributed largely to the increased activities of the Royal Dutch operations at Kilometer 27 in the Comodoro Rivadavia district and those of the Standard Oil Co. of Argentina in the Salta region. Production from the Royal Dutch wells amounted to considerably more than 10,000 bbl. per day over quite a long period during the year. Of the 13,012,756 bbl. of oil produced during 1932, the Government Agency (Y. P. F.) was responsible for some 5,578,954 bbl., while 7,433,-802 bbl. were produced by private companies. Although in 1930 the Y. P. F. produced about 55 per cent of the total production and in 1930 50 per cent of the total, in 1932 its production had fallen to about 42 1/2 per cent of the total. This decrease in the proportion produced by the Y. P. F. was not due to a decrease in its production but to the decided increase in the production of private companies, particularly those two whose names are given above. One new discovery was recorded during the year. This was a well drilled by the Y. P. F. at Cacheuta in the province of Mendoza which came in pumping 80 bbl. of 15" gravity oil from a depth of 673 meters. This well was completed at approximately the same time that the provincial government of Mendoza granted a concession to the Y. P. F. and declared the whole province as a reserve in which no concessions may be granted for a period of 10 years. Under these conditions, the federally operated Y. P. F. will have no competition in the Cacheuta area from private companies such as they have in the other three fields of the republic. The Y. P. F. wildcat west of Comodoro Rivadavia at Pampa Maria Santissima on the Rio Senguerr was completed as a dry hole during 1932. This we11 was reported as a producer in 1930 by persons returning to this country from Argentina but it appears that they had been misinformed. The site of this test has been abandoned and a new location made north of the Rio Senguerr.

A STUDY of American coal mine practice shows two of its distinctive features to be: A greater number of accidents per thousand employees than in any of the other leading coal-producing countries; a much greater percentage of the coal lost than is the case in any of the other leading coal producing countries. Although our subject is mainly concerned with the second feature, any consideration of mining methods should include safety, efficiency, and economy or costs. If in defense of our wasteful mining the argument could be offered that it was necessary on account of safety, and that it is carried out with less loss of life than is the case in other countries the plea for conservation of coal could not be so strongly urged. But when we are wasteful of both life and property, the subject merits more consideration than it has received. Some coal operators will doubtless say that the unit of accidents should be the number per million tons produced rather than per thousand employees, for by adopting this unit America probably stands in the lead rather than the lowest among the countries. However, vital statistics are not usually so expressed by other governments, by life and accident insurance companies, or in other industries, and it is merely begging the question and attempting to bolster up a bad condition to adopt a peculiar unit for the statement of our accidents. For many years the statement was made by various agencies, and was unchallenged, that "For every ton of bituminous coal mined in the United States a ton had been lost in the way of pillars left in the mines." This statement was undoubtedly true for many years, and although some progress has been made in the past decade looking to a higher extraction, and in some districts very decided progress, the loss is still great; and, although no exact data can be given, it is probable that for the United States as a whole at- least one ton is lost for every two mined.

THE methods of handling the oil output of the mid-continent fields are not unlike those practised in other oil fields of the United States, and it is not expected that this paper will present any entirely novel ideas. Some features of the practice of handling this oil may be of interest, however. WOODEN CAGING TANKS Practically all of the oil sold to pipe lines and other purchasing agencies throughout the Mid-continent field is gaged from wooden tanks. Steel gaging tanks are slowly coming into use, and are preferable in many ways-leakage and evaporation are reduced, and the strapping and recalculation of capacities are unnecessary. The wooden tanks are slightly coned to facilitate tightening the hoops. The-sizes in, common use are 250, 500, 800 and 1600 bbl. The number and the capacity of the gaging tanks upon any producing oil property depend upon its production, and the facilities for disposing of the output. The 1600-bbl. size was the most common in the Cushing field, particularly during the period of flush production. The tanks are distributed over the leased premises in groups of two, three, and four tanks each, and these are filled from flow tanks, or through direct pipe connections with the heads of the wells. Flow tanks are merely temporary reservoirs to facilitate the transfer of oil from the wells to the gaging tanks. They diminish fire risk,, and are considered indispensable on small producing properties where .water is pumped with the oil, as they permit the refuse and water to settle out before the production is run to the gaging tanks.

Improving economic conditions are reflected in the statistical picture of the petroleum and natural gas industry for 1933. Prices were better, demand was greater and the volume of production increased. The increase in the production of gas has been due mainly to the utilization of outlets to the new prolific gas fields of Potter and Tioga counties; of oil, to the growing demand for Pennsylvania grade lubricants. It should be emphasized that nowhere is volume of production more subject to control due to the extensive use of secondary methods of recovery and regional peculiarities than in Pennsylvania. A summary of developments in production for Pennsylvania in 1933 of necessity is brief. The data listed in Table 1 are all too few in number and not all that is desirable from the standpoint of accuracy. No state agency for the collection of data exists, no reports are compulsory. Nevertheless, because of the hearty cooperation of many individuals and public spirited corporations, it is believed that the data are as reliable as are obtainable at the present time. Furthermore, records of the past too often are lost, were never in existence or are fragmentary, to say the least. Illustrative of the condition is the fact that no thorough study of the oil and gas-producing regions has ever been made. The publications of the Pennsylvania Topographic and Geologic Survey upon the subject are noteworthy and valuable, especially the most recent one.' The Survey has been handicapped in the work by lack of time, personnel and funds in addition to the difficulties mentioned previously. It is obvious, therefore, that Table 1 cannot be completed for Pennsylvania. The data simply are not in existence. Officially there are 328 oil and gas pools or fields known by name and 58 distinct sands or horizons, one or more of which are productive of oil and gas in the various pools, but reliable data for only three general regions could be assembled.

Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

A summary of oil and gas development in Ohio for 1936 is necessarily brief and, in some details incomplete, owing to the lack of a central state agency for the collection of data and statistics on well drilling and production. The information used in this report was compiled from the records of the several companies operating in the state. Drilling activity in Ohio increased during 1936 as compared to the two preceding years. During the year 1157 wells were completed, as compared to 1022 wells in 1935 and 1055 wells in 1934. However, in spite of this increase in drilling activity, both oil and gas production declined for the year. Activity by Fields Trenton Sand Field.—The Trenton sand field is located in 15 counties of northwestern Ohio, trending from Toledo on the north, south and west through Findlay into Indiana. About 40 years ago the Trenton field was one of the most important oil-producing fields in the United States, but it has declined to a position of minor importance. During the year 1936 there were 52 completions in this field—29 gas wells, 19 oil wells and 4 dry holes. Clinton Sand Field.—The Clinton sand is by far the most important gas-producing field in the state. Production is located in small pools separated by nonproducing areas, on a band of varying width reaching from Cleveland on the north to Lawrence County on the Ohio River on the south. During 1936 a small pool of patchy character was developed in Butler township, Knox County. Seventeen wells were completed in the Clinton sand, of which 13 were gas wells and 4 were dry holes. The average initial production secured per well drilled, including dry holes, was 1,288,000 cu. ft. The average depth of the Clinton sand was 3000 feet. A gas well was completed in lot 9 of Franklin township, Tuscarawas County. Production was found in the first Clinton sand at a depth of 4354 ft. Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. This rock is really an impure limestone, a mixture, as it were, of the underlying shales of the Onondaga Salt group with the overlying

INTRODUCTION The composition of water used in the flotation process has always been of primary interest to the flotation metallurgist. It is by alteration of the chemistry of the water introduced to the process that flotation separation is effected. In only a few cases has it been necessary to treat available water prior to use in the process. In the past, flotation tailings were treated for the removal of solids via the tailings dam and water decanted from the dam was either recirculated to the process or discharged to the surface water system. The choice of recirculation or discharge was based upon water availability, effect of recycle water on the process, and economic considerations. The Federal Water Pollution Control Act Amendments of 1972 have charged the United States Environmental Protection Agency with establishing effluent limitations from point sources of discharge into the navigable water of the United States. A detailed study, sponsored by EPA, of the water of ore processing plants took place in 1974 and 1975 and guidelines for these plants will presumably have been published by the time this paper has been presented(1). The action of many of the individual states preceded the EPA in this attempt to regulate the quality of the water discharged from industrial point sources. Even with recycle of tailings water, some water is discharged from tailings dams into the substrata and at least one state is currently preparing guidelines for the quality of water discharged into the substrata.

Activity with the legislation proposing to liberalize War Minerals Relief Act has now started before the Committee on Mines and Mining of the House. They are considering House Joint Resolution No. 170, which brings out the fact that war minerals claims in excess of $15,000,000 had been filed but that a considerable portion of the claims are being denied because of the Attorney General's. interpretation of the Act. The resolution states that it was the intention. of Congress in passing the War Minerals Relief Act "that all producers of the minerals mentioned should be repaid such sums as they are in equity and good faith entitled." The Attorney General's opinion is that the request or demand must have been made on the claimant direct. The resolution provides. that all claimants "who in response to any personal, written or published request or demand from any of the Government agencies-mentioned-in said Act in good faith expended money in producing or preparing to produce any of the ores or minerals named-therein *-*-* and have heretofore filed their claims within the time and-in the manner prescribed in said Act" are to be reimbursed for the n t-losses-incurred.

Several studies concluded by various agencies (Coal Outlook, 1982; Malhotra, 1977) indicate that both the national and international markets for utility coal, which have been growing in recent years due to the uncertainties in petroleum supplies, will continue to grow in the foreseeable future. The areas where the Gemand for utility coal is projected to increase sub- stantially lie close to the midwestern coal fields, in the southeastern US, and in western Europe. Illinois has all the elements necessary to become an important exporter of thermal coal (Library of Con- gress, 1981) provided the coal is desulfurized to meet the environmental restrictions. Because of its high energy content, Illinois Basin coal, if desulfurized, has great potential for competing in the utility markets both nationally and internationally. Sulfur in coal occurs in organic and inorganic forms. The inorganic sulfur in Illinois coal is almost exclusively pyrite. The pyrite can be liberated by grinding and removed from the coal by such techniques as froth flotation. The Illinois Basin coals reportedly contain (Gluskoter and Simon, 1968) an average of 3.57% sulfur. Out of this, 2.06% is pyritic, 0.08% is sulfate, and 1.46% is organic sulfur.

FOR the third consecutive year, I have collected the data on enrolment and employment of graduates from the schools in. the United States and Canada that grant degrees in mineral technology. The data were collected in the same way as formerly; namely, by questionnaire, dated Jan. 5, 1935, and are therefore comparable with the figures reported for former years. This year, along with the names of the 48 schools in the United States and the six in Canada, are listed the courses offered and the degrees granted by each, school, together with the names of the professors in charge. The names and addresses of the four schools in Mexico are also given. The list is on pages 450-1, which should he valued as a directory by those interested in mineral technology education. So far as is known, this is the most complete and up-to-date list that has ever been published.

INTRODUCTION. THE following general survey of the character and present condition of the silver-mines of Mexico, though not offered as a detailed treatise, has been prepared with care, is believed to he generally up-to-date, and is offered as a summary which may be found useful by mining engineers. Mexico has ranked for several centuries first among the silver-producing countries. It is now second as copper-producer, and seventh as gold-producer, with a fast-increasing output every year. The total amount of capital invested in its mining- and smelting-works is more than $250,000,000, while the yearly metallic production is $160,000,000. There are more than 20,000 recorded mining properties. The silver-mines of Mexico represent deposits of three principal classes: (1) veins and stock-works in eruptive rocks; (2) fissure-veins crossing the crystalline schists, granite, diorite, etc. ; and (3) veins and replacement-deposits in limestone. The true fissure-veins in some districts contain (in value) more gold than silver. In other deposits, the silver is decreasing in depth, leaving galena and zinc-blende as the principal ores.
