A most stimulating event in the development of world mineral production and technology, the Eighth Commonwealth Mining and Metallurgical Congress was convened at Melbourne Town Hall on March 1 by Sir Maurice Mawby, President of the Congress. Continuing successively at Melbourne, Canberra, Sydney, and Surfers Paradise in Australia and then at Wellington, New Zealand, the four plenary sessions, 50 technical sessions, and both local and extended mine and plant tours during the seven weeks of the Congress, provided a superb medium for assessing the present and looking into the future. There were more than 2300 participants from 32 countries in the various functions of the Congress, including 500 delegates and wives from countries other than Australia and New Zealand, and from 18 countries not members of the British Commonwealth of Nations. Registrants from South Africa numbered close to 200 and there were about 100 from Canada, 70 from the United Kingdom, 60 from the United States, and 20 from Zambia. Although most of the overseas delegates held administrative positions with companies, government agencies, and colleges or universities, professions identifiable from registrations included 100 engineers, 60 geologists and 30 metallurgists.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

The Grand Isle sulfur mine is located in the Gulf of Mexico, approximately seven miles off the coast of Grand Isle, Jefferson Parish, La. The deposit is on acreage covered by oil, gas, and mineral leases originally issued in favor of Humble Oil & Refining Co. by the State of Louisiana which were continued, maintained, and redesignated by the U.S. Department of the Interior after passage of the Outer Continental Shelf Lands Act. The sulfur deposit was discovered in 1949 when Humble Oil & Refining Co. penetrated more than 200 ft of sulfur-bearing limestone in a zone between 1813 and 2075 ft below sea level. In 1954, Humble drilled ten more sulfur prospect holes, eight of which encountered sulfur ore. On September 19, 1956, Freeport Sulphur Co. acquired from Humble Oil & Refining Co, the sulfur rights underlying the tracts, and the actual design of the installation began the same month. The first structural contract was awarded in December 1957 and offshore erection began in June 1958. The initial phase of construction has been completed and production by the Frasch process commenced in April 1960. The estimated total cost of the project is $30 million, of which $8 million is the extra cost incurred by the necessity of offshore operations. More than $22 million was expended before production was started. GEOLOGY OF DEPOSIT Grand Isle is the third largest sulfur deposit in the U.S. The orebody embraces several hundred acres, but its outer limits are yet to be defined to the northeast, east, and south. Most Gulf Coast sulfur deposits occur in a caprock mantle of calcite (referred to as limestone), anhydrite, and occasionally gypsum, which covers the apex of an intrusive mass of salt. Commercial quantities of sulfur are usually confined to the calcite or limestone member. Most often such limestone is completely enclosed by dense anhydrite below and impervious sediments above, which effectively form a closed reservoir. The depth of the Grand Isle orebody ranges from 1800 ft to 2500 ft below sea level. Within the present boundary, the sulfur-bearing limestone varies in thickness from 220 ft to 425 ft, while the sulfur content varies an average of about 15 pct in the leanest hole to an average of about 30 pct in the richest. Rock containing less than 5 pct sulfur is not classed as ore, and holes assaying less than 20,-000 long tons per acre of sulfur in place are not considered commercial offshore. The sulfur enrich-

When it became apparent early in 1941 that the United States might be drawn into the war, studies were made of the bauxite situation in Arkansas, principally because 9.5 pct of the known bauxite reserves of the country were located in that State. Bauxite mining was then geared for maximum production to supply ore to meet this country's war requirements and, if necessary, to supply the needs of Canada as well. In view of the comparatively small bauxite reserves, Congress appropriated funds for an extensive exploratory drilling program to be carried out by the Bureau of Mines in cooperation with the Geological Survey. An alumina plant was erected near Bauxite and an aluminum plant near Hot Springs, Ark., by the Defence Plant Corp. The Metals Reserve Co. established a schedule of prices, arranged for stockpile sites and a buying agency. Operators cooperated to step up production and new ones came into the field. Production Record Prior to 1941, the greatest annual production in Arkansas was 562,892 long tons, dry basis in 1918. During the single month of August 1943, 693,596 long tons were mined—130,704 tons more than for the entire year of 1918. In general the Arkansas bauxite deposits are relatively small, irregular in thickness, somewhat scattered and, compared to coal, iron or open-pit copper deposits, are ill-adapted to an expansion in output. Commercial deposits range in horizontal extent from less than an acre to about 40 acres and are usually very irregular in outline. The average thickness of all known workable deposits is between 12 and 15 ft. with a maximum of about 60 ft. The ore bodies are usually somewhat undulating and nearly horizontal although locally some deposits dip as much as IS°. Types of Bauxite Three physical types of bauxite may be recognized: pisolitic, granitic and amorphous. Pisolitic ore is the most common type. It consists of small pebble-like nodules, ranging from the size of a pin head up to several inches in diameter, all set in a fine grained matrix. Transported bauxite is usually- pisolitic. Most residual bauxite is granitic. It is believed not to have moved appreciably from the location where it originally was formed. This is indicated by the fact that it appears to grade into unaltered nephelite syenite, which it overlies. Amorphous ore is the least abundant. It is nonpisolitic and resembles clay, has no characteristic texture, and can be identified definitely only by chemical analysis. This paper is a case history of an exploration venture for base metals, begun by the Rocky Mountain District of Bear Creek Mining Company in 1952 and completed in 1954. The project was based on the idea of W. S. Burbank, U. S. Geological Survey, that commercial deposits of base metals might occur in Paleozoic sediments beneath hydrothermally altered volcanic rocks in the Southern Bonanza mining district, Colorado. Here, an area of andesitic rocks, four square miles in extent, has been argillized, pyritized, chloritized and silicified. Geological, geophysical and geochemical studies were followed by the diamond drilling of three holes totalling 6,220 feet. Further alteration ang geochemical studies were made on the cores from these holes. A brief review of the alteration and geologic mapping, colored aerial photograph interpretation, geochemical soil and rock sampling, magnetic, gravity and radio-metric surveys are presented together with some conclusions regarding this work. This paper is a case history of an exploration venture for base metals, begun by the Rocky Mountain District of Bear Creek Mining Company in 1952 and completed in 1954. Important contributions were made to the project by personnel of the Rocky Mountain District and the Geophysics Division. Individual acknowledgements to these people are made at the end of the paper. BASIS FOR THE PROJECT The project was based on the idea of W. S. Burbank (1947, p. 444) that commercial deposits of base metals might occur in Paleozoic sediments beneath hydrothermally altered volcanic rocks in the Southern Bonanza mining district, Colorado. Paleozoic sedimentary rocks, including the favorable Leadville limestone, are exposed three miles south of the altered area, and reason exists to believe that they might underlie it within a reasonable depth. Alteration of pre-mineral volcanic rocks has been used successfully as a guide to concealed orebodies in the Main Tintic and East Tin tic mining districts, Utah (Bill-ingsley, 1933, p. 120-122; Lovering et al, 1949; Howd, 1957, p. 124-134; Cook, 1957, p. 73) and could be a useful guide here. GENERAL GEOLOGY AND STRUCTURE The Northern and Southern Bonanza mining districts are northwest of the San Luis Valley in southern Colorado, just within the northeastern edge of the San Juan volcanic province. The districts are1ocated on the southern extension of the Sawatch uplift, a prorninent northwest-trending structural high. IN the process of making steel in the open-hearth furnace the refining of the metal during the working period of the heat is largely accomplished through the agency of the slag. From the birth of the process until the present day steelmakers have recognized the importance of the slag in determining the composition of the metal and the quality of the product. The general relationships between slag composition and metal analysis have long been known, at least in a qualitative or approximate fashion. For examples, the iron oxide content of the slag is higher on lower carbon heats; the more basic slags are higher in iron oxide for a given carbon content; certain amounts of iron oxide and lime are required for phos-phorus removal and a high lime-silica ratio is needed if the sulphur content of the metal is to be diminished. In recent years a number of quantita-tive relationships involving these and other variables have been developed through plant and laboratory studies by numerous investigators in this country and abroad. The direct comparison of laboratory and open-hearth data involves the question of the degree to which each approaches the conditions of chemical equilibrium, a question which, from the open-hearth standpoint, we are scarcely yet in position to answer. And, although a considerable body of dependable equilibrium data has been obtained in the laboratory, this work has not yet been extended to cover the ranges of slag composi-tion encountered in basic open-hearth practice. In the present study we shall not attempt to draw comparisons between data from the two sources; nor do we attempt to draw conclusions as to the approach to chemical equilibrium in the open-hearth furnace. Many of the operating variables that are likely to be erratic or unrecorded during the earlier stages of the heat become more consistent and are more readily subject to observation and control during later stages. For example, undigested lime or ore gradually goes into solution, the rate of carbon drop levels off, and the temperature of the metal is brought under control. A DISCUSSION of the probable future use of coal for power develop-ment involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor-the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal con-sumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period, the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, and to the question of what the coal industry itself can do to further its own interests and influence the consumption of its product.

The engineering and metallurgical assessment of the McLaughlin Project ore body concluded that an open-pit mine and cyanide leach mill process would be feasible, producing both waste rock and residual mill tailings. As a part of the planning and permitting process, site selection studies were conducted for the tailings and waste rock disposal. The site selection process began with a regional identification of potential disposal sites and proceeded through 1) regional screening, 2) elimination of sites with obvious fatal flaws, 3) qualitative ranking of site evaluation criteria, 4) quantitative ranking of sites, 5) field investigation, 6) evaluations of field data, and 7) selection of preferred sites. Based on this approach of site rankings and field evaluations, tailings and waste rock disposal sites were selected and recommended for the preliminary design phase of the permitting and project development process. The site selection study provided the documentation necessary to justify the use of these sites for waste disposal and enabled Homestake Mining Co. to anticipate and integrate environmental concerns with agency requirements into the planning process.

Probably no one has had occasion to examine an undeveloped coal property without hearing some hopeful or interested party insist that the bed will improve when opened some distance under cover. When the bed is already in good condition, the opinion is usually advanced that the same character may be expected, at least to the bounds of the hopeful individual's holdings. My attention has been called in this way to the extent to which a bed is affected by its outcrop at the surface ; and having had opportunity to examine a number of openings immediately at the surface, and also a short distance under cover, I submit some observations bearing on this question. Whatever may have been the original variations, we may assume that coal-basins presented in comparatively modern times approximately parallel beds interstratified with fire-clay, slate, sandstone, etc., as represented by Fig. 1. Under the effect of erosion, Fig. 2 would be formed. It is obvious that along the line A, B, C, in Fig. 1, the beds exist under conditions differing from those at A', B', C', or again at A", B", C", in Fig. 2, in their exposures to atmospheric agencies, pressure and erosion. The effect of the first is to decompose and soften many of the strata; of the second, when presented unequally, to cause the movement of such material as was at all plastic towards the point of least pressure ; and of the third, to remove the strata in whole or in part. For the technological age in which we live, with the constant goal of further improvement in the efficiency of mechanized systems, the need for a replacement of the antiquated drill and blast method of shaft construction has been recognized. For over a decade now; the trend in shaft construction has been toward large diameter bored shafts using either raise boring methods or more flexible, rodless "down the hole" boring machine. The limits of conventional shaft sinking have been reached, the mining regulations are more stringent, and the environmental agencies more aggressive, all contributing to the growing need for development of the rodless shaft boring machine. In the last three years in the United States, world shaft construction records have been achieved using a V-Mole machine, designed by Mirth GmbH of West Germany, using American electrics and hydraulics. Shafts of 7.0 meters (23 feet) diameter, totaling 2,255 meters (7,400 feet) in depth have been constructed at high advance rates, yet with unusually low accident rates. Bearing in mind the high cost of today's mining labor and the inherent danger associated with conventional shaft sinking, this alternative method of shaft construction achieves a fast, competitive, low manpower requirement, whilst enhancing a safer environment for the labor force. Recent results have proven that program time savings of 50 percent over conventional shaft sinking can be achieved which can be directly translated into improved client cash flow projections and more accurate project budgeting.

CERTAIN typical characteristics of bauxites, ores of aluminum permit their classification into a number of categories, each of which has special features that enable grouping within it deposits from widely scattered bauxite fields. There may be local variations in conditions that have introduced differences of lesser importance between similar deposits in different fields, resulting perhaps from the influence of factors other than those that have produced the distinguishing features of each of the different groups, but in general the similarity between the deposits in each group is sufficiently striking to make the grouping indicated of interest. Several factors and conditions enter into the decomposition process that results in the development of bauxites and laterites and affects their character. The principal conditions favoring optimum bauxitization are: (1) pres- ence of rocks with easily soluble minerals yielding residues rich in alumina; (2) effective rock porosity, enabling easy access and free circulation of water; (3) normal to abundant rainfall alternating with dry periods; (4) vegetation, including bacteria, advantageously distributed; (5) available sources of appropriate solution and precipitation agencies; (6) a tropical or at least a warm climate; (7) low to moderate topographic relief, allowing free movement of the water table but a minimum of erosion; and (8) long quiet periods in earth history. Assuming that all of these factors are operating to a greater or less degree, it seems that the one that affects most the physical character of the resulting bauxite or laterite deposits is the chemical and mineralogical composition of the rocks that by their decay yield the bauxite deposits. This factor is used in the classification followed in this paper. In the process of weathering of ordinary silicate and carbonate rocks of the earth's crust, whether of igneous or sedimentary origin, it is the minerals of the alkalies that yield most readily to attack. The alkaline earth compounds also offer no great resistance, particularly the carbonates. Thus, among the rock-forming elements, those producing the most insoluble compounds are aluminum, iron, and silicon, together with certain ones of less importance, such as titanium, manganese, and phosphorus. IN THE mining and metallurgical industries, numerous problems arise requiring determinations of solid and of liquid particles suspended in air. Frequently, these problems are of local interest and involve purely economic or operating difficulties; on the other hand, toxic effects from the inhalation or the ingestion of substances suspended in air may be a matter of concern. For checking up process improvements or for determining ventilation efficiencies in problems of this general nature, various methods have been proposed. Although simpler methods are often satisfactory, precipitation combines several desirable features that other methods lack. This paper is, therefore, devoted to a discussion of portable alternating-current precipitators applicable to the quantitative determination and microscopy of dusts, fumes, and smokes in air. Small particles suspended in gases, such as air, are referred to in the literature as aerosols or suspensoids. Of these terms, suspensoids appears to be preferable as being more nearly in keeping with words in everyday use. In problems involving air pollution by small, particles-by suspensoids-it is convenient to distinguish three broad classes based on the size, the degree of dispersion, and the method by which the particles become suspended in the air. Dusts.-Particles or aggregates of particles, 150 to 1 micron in diameter, that are thrown into the air by mechanical agencies are termed dusts. Examples are silica, talc, cement, organic dusts such as hard rubber, starch, and cocoa; flocculated fume and smoke products. Fumes.-Particles, 0.2 to 1 micron in diameter, formed from chemical or physicochemical reactions are known as fumes. Examples are ammonium chloride, lead and mercury, zinc and magnesium oxides, fogs, and acid mists.

The following outline has been prepared by request with the help of leading professors, business men, and social workers. It is arranged to cover 64 or preferably 96 class periods-four to eight month's work at the rate of two or three periods a week. More time would be desirable, but less time would be better than nothing. Certain topics must be omitted, especially if the assigned number of periods are lessened, where time is lacking. Many subjects are suggested in order to permit of choice and adaptation to local conditions; this is merely a suggestive outline. The course should be supplemented y engineering trips to study certain industrial conditions and the betterment work of selected companies-and social agencies. It should also be accompanied by brief surveys and practical service by students along the lines indicated. Reports and essays should be written. This is not a regular course in sociology and economics. It is a course in "human engineering" and should probably be directed by an engineering professor of large practical experience. Other members of the faculty, sociologists, economists, selected engineers, employers, labor leaders or others may be requested to lead certain periods, as desired. Care has been taken to avoid biased judgment in selection of topics and references.* * The authors of this outline have compiled an exhaustive list of references to books and periodicals relating to each group of topics. Lack of space prevents the publication of these lists in the BULLETIN, but they will gladly be supplied on request.-Ed.

THE development of the North Lily ground, which lies in the East Tintic district, Utah,. about half a mile northwest of the famous Tintic Standard mine, was undertaken by the International Smelting Co. on purely geological reasoning. The geologic theory on which this work was based resulted from several years' intensive study of the East Tintic district by the geological department of the International Smelt-ing Co., who were, during this period, indebted to many for valuable suggestions that were adopted and became part, of the gradually maturing concept. For example, E. J. Raddatz, president of the Tintic Standard Mining Co., first called attention to the significance of rhyolite alteration; J. W. Wade, assistant manager, contributed greatly to our knowledge of the great Tintic Standard orebodies; and so on all along. the line. In short, the ultimate theory embodies the aggregate experience and thought of all those most familiar with the area in question. The problem in brief was this: is the Tintic Standard deposit an isolated occurrence of ore, or are other ore deposits to be found in the vicinity? If the latter is the case, where can these others be looked for? The difficulty of the problem lay in the fact that most of the area is covered by rhyolite; beneath which lies the limestone in which the orebodies occur; so that the available evidence as to the structure of the formations, and, their mineralization; is of the slightest. The sav-ing features of the case, by means of which it proved possible to solve the problem, are three in number first, the rhyolite is pre-mineral and hence has been exposed to alteration by the mineralizing agencies; second, certain persistent dikes and fissures are con-tinuous through the rhyolite into the limestone below; and third, the extensive underground workings of the Tintic Standard gave a good basis for study of the sub-rhyolite structure and the occurrence of ore. The rhyolite overlies the Tintic Standard orebodies, and over them shows a large patch of brownish altera-tion. This patch proves to be due to chloritization and sericitization, which has spread out from certain zones of dikes, pebble-dikes and fissures. The dikes are com-posed of a light fine-grained rock which has been altered to an aggregate of quartz, alunite, and magnetite. They can be traced southwest to a common center in Big Hill, the entire mass of which is composed of the same material. The pebble-dikes, which consist of a mass of rounded pebbles, mainly quartzite, in a matrix ranging from the same quartz-alunite-magnetite rock as above to almost pure vein quartz, are closely asso-ciated with these light dikes, but in general extend farther northeast. They thus represent a specialized phase of the intrusive action of which Big Hill is the center. The brown chloritized rhyolite, then, is an alteration product due, in all. probability, to emana-tions closely associated with this phase. Since it coin-cides geographically with the Tintic Standard area of highly altered limestone, with its many great ore-bodies, it has been concluded, that it is the expression in the rhyolite of activities which have also altered and mineralized' the underlying limestone.

THE practice of dentistry, particularly the construction of artificial dentures and "bridges," involves a unique and difficult application of the precious-metal alloys. Appliances used in the mouth are continuously exposed to corrosive agencies which can hardly be described as mild, and must remain free from tarnish and be substantially immune to corrosion. Limitations with respect to space and weight demand high physical properties, while complexity of form requires ease of working. The high corrosion resistance required necessitates the use of alloys of high precious metal content. The usual expedient of resorting to mechanical working to produce the requisite strength and stiffness cannot be utilized because of the frequency of annealing and soldering operations. To meet these difficult conditions manufacturers of dental goods were early led, unknowingly perhaps, to the production of precipitation-hardening or temperable alloys. The excellent properties of iridium-platinum may have suggested the addition of platinum metals to the conventional gold-silver-copper alloys to produce greater strength and hardness. It was found that such quarternary alloys retained their high physical properties after passing through the usual soldering process; i, e., heating to 7500 to 8000 C. and cooling naturally in the air. Later it was discovered that they could be softened and rendered more ductile by heating to the same temperature and quenching, in water. These early examples of precipitation hardening, for years the common knowledge, of dental practitioners and laboratory technicians, escaped the attention of the scientific world and discovery of the transformation which was responsible for this hardening was discovered by the Russian investigators of the system Au-Cu, Kurnakow, Schemtschushny and Zasedatelev,(1) § although the optimum conditions for securing good properties in aged alloys were not given attention.

THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. Dr. F. Well, the first thing that you have to realize is what is the Bureau of Mines? The Bureau of Mines basically has two functions. First it does the research and development relating to mining, processing, conversion, refining, recycling and substitution for minerals and materials. We work hand in hand with the U. S. Geological Survey on the geological end, although the exploration part of the game is theirs, and there is a very good relationship between the Survey and the Bureau of Mines. There are some overlaps with the Office of Coal Research, and we expect to be able to straighten out the areas of overlap, because it's important than OCR and the Bureau work together. Both the Office of Coal Research and the Bureau of Mines will have increased budgets next year, assuming that they are appropriated by the Congress. The other general area is in the whole area of mineral policy. The Bureau of Mines again is the key agency for developing data and analyses and making recommendations on all types of mineral policy in the Federal Government. It's a focal point for all types of minerals activities. It's the only real centralized focal point, along with the USGS, in the whole Federal Government. The problem areas, to answer your question specifically, are first of all the Bureau of Mines budget this year is $105 million and the budget for next year is $215 million, so it's more than double. Now, assuming that this budget is appropriated by the Congress, most of that money will be used for research and development in the energy area.

During the past year, geochemical prospecting appears to have come of age as an exploration method, and its acceptance by the mining industry is widespread. There is a growing recognition that applied geochemistry is a scientific tool and must be performed and interpreted by scientific personnel who are trained in its utilization. At present, most personnel training is done by geochemical departments in government organizations and industry groups. Most schools in the United States and Canada do not offer geochemical training, particularly at graduate levels, due to faculty limitations, lack of budgetary support and the erroneous impression that applied geochemistry is not sufficiently academic. As a result, some companies have found it expedient to send selected personnel to European schools for advanced training. A critical personnel shortage now exists will probably continue into the near future. Indications are that the rate of development of new geochemical techniques has levelled off, and the probability of new breakthroughs is not high. Present research is essentially limited to efforts by government agencies and a few private companies. Progress has been the most rapid in the development of analytical techniques, but the need remains for investigation into sampling technology and the development of more quantitative methods for the interpretation of geochemical results. Geochemists need a better understanding of the numerous physical and chemical factors which affect and control primary and secondary dispersion phenomena in all geologic environments. Detailed studies must be made of the relationship between geologic, geochemical and geophysical factors. With better interpretive techniques, the return on the geochemical exploration dollar will increase.

It is estimated that approximately 3% of the raw coal processed today in coal preparation plants throughout the nation will ultimately report to slurry-tailing disposal (Anderson, 1975). The usual disposal method is to pump refuse slurry containing - 48 mesh (300 pm) refuse into dams or impoundments constructed of coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, WV (Anon., 1972) resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal area. As a consequence of these regulations, the use of the landfill/impoundment method of disposal became in some cases economically unfeasible or technically impossible. US Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition, it was decided to study the stabilization of fine coal refuse slurry through use of cement-type additives. The goal of the investigation is to develop a process that will use cement-type additives to solidify the refuse slurry into a form that can be handled and stacked with the coarse refuse, thus eliminating the need for slurry impoundments.
