DURING the winter of 1946 to 1947 potash operations in Germany, France and Spain were visited by the author. The U. S. Department of Commerce, through its Field Intelligence Agency Technical, sponsored the inspection of German properties by representatives of the American Potash Industry. Vast deposits of potash salts occur in the above-mentioned countries, and the production and marketing of these salts are important in their respective economies. Germany An area of some ten thousand square miles of north central Germany is underlain by lenses of potash salts interbedded with greater thicknesses of sodium chloride or common salt. These salt measures are relict deposits from the evaporation of an arm of the Zechstein (Permian) Sea which formerly covered northern Europe. During the peak year of 1940, Germany produced salts containing 1,860,000 tons of K,O and, next to coal, potash is its most important mineral raw material. The German deposits are found in the synclinal areas flanking the Flechtingen, Hartz Mountain and Thuringian uplifts, and, to the north they lie beneath the plains of Hannover. The regional dip of the salt measures is to the north, hence, lenses of potash found at depths of 500 to 1000 m* in the Two general depositional provinces of potash concentrations are recognized: (1) the main basin, and (2) the subsidiary basin. Manuscript received May 26, 1948. 40 to 45 pct of the German production comes from this basin. The Werra-Fulda district, producer of 50 pct or more of the German potash, lies in the subsidiary basin. Salt Stratigraphy: Five commercial potash zones or beds are recognized. The three beds present in the main basin are: The Stassfurt bed that occurs near the top of the older salt, and the Ronnenberg and Riedel beds in the younger salt occurring 200 to 300 m, respectively, above the Stassfurt bed. The Stassfurt bed is found over the entire main basin, while the Ronnenberg and Riedel are restricted to the Hannover area. Two potash beds occur in the Werra basin. These are the Thuringian, or lower bed and the Hessen or upper potash bed that occurs 60 m above. These beds lie 210 and 150 m, respectively, below the position of the Stassfurt bed, and are restricted to the Werra basin. The upper bed is 2.5 to 11.5 m in thickness, and the principal ores are hartsalz with varying thicknesses of carnallite. The lower bed averages 3 m in thickness, and contains hartsalz. THE primary interest in the subject of this chapter lies in the fact that various heats of steel made to the same chemical specification do not always have the same properties. The properties considered here, of course, are those inherent in the ingot immediately after solidification and not qualities imparted by variations in subsequent mechanical or thermal treatment. The expression "made to the same chemical specification" is used because some of the variations in properties are due to variations in chemical analysis within the specified ranges of those elements commonly specified and determined. Other variations in properties are due to variations in those constituents of steel (elements or compounds) that are not ordinarily included among the elements specified, thus not a part of the specified "composition." The term "constitution" is used to include not only the specified composition but also the nature and distribution of every element or compound contained in the steel entering the ingot mold ; also included are items such as aluminum oxides and nitrides, presence of soluble gases, and dispersion of nonmetallic particles. When it is considered that the constitution of steel is determined by the addition or absorption into the bath of all such constituents from whatever source, it follows that constitution is of necessity the final result of steelmaking practice. It is the agency through which steelmaking practice operates to control the properties of the steel. The term steelmaking practice is here used in the broad sense, meaning the control of all the materials entering the steel and of the conditions under which the process is carried out. Steelmaking practice, thus defined, establishes the chemical system within which the reactions between components must proceed in obedience to the laws of chemistry. Thus the chemical constitution of the steel is established and, through constitution, the properties of the metal are established. In the preceding chapters it has been shown how the constitu-

BEGINNING in December, 1933, and continuing to the close of April, 1934, large sums of money were expended in the states of Pennsylvania, Ohio and West Virginia through the conduct of Federal and State Civil Works Administration, financed by the Government as a part of the President's recovery program to furnish employment to mine employees idle as a result of the economic depression. PURPOSE OF THE PROJECT The protection of the public health against the pollution of public water supply by acid mine drainage was the incentive that prompted the request that the sealing of abandoned bituminous coal mines be made a Federal project. A paper before the Central Section of the American Water Works Association, Wheeling, W. Va., on Aug. 24, by E. S. Tisdale, Chief Engineer of the West Virginia Department of Health, tersely says: In October, 1933, the combined experience of the U. S. Bureau of Mines and the U. S. Public Health Service and the States of Pennsylvania, Ohio, West Virginia and Kentucky resulted in a report being filed in Washington, first with the Public Works Administration and later with the Civil Works Administration, where it was favorably acted upon, calling for these governmental agencies under the direction of the U. S. Public Health Service to expend $1,500,000 in a unified effort to seal abandoned coal mines in Pennsylvania, Ohio, West Virginia, Kentucky and six other states farther down along the Ohio river. The report referred to was embodied in a petition that was signed by the chief engineers of the State Departments of Health of the several states contiguous to the drainage area of the Ohio River. The project as established under Federal supervision became interstate with respect to the several states involved, and upon the termination of the Federal project on Feb. 15, it was authorized as a State C.W.A. project, effective Feb. 20, under the supervision of the State Departments of Health and the State C.W.A. Administration, which continued to March 29, and was succeeded by the S.E.R.B. of the R.W.D. from April 2 to April

ANEW method for concentrating the flake mica either from present washing plant tailings or from new feed has been developed. In this paper, flake mica refers to that which occurs in weathered granites, alaskites, pegmatites, and schists in a form too fine to be considered sheet mica. It ranges in size from 1 in. or more down to 200-mesh or finer and occurs with kaolin, quartz, and partially kaolinized feldspar. Scrap mica, a term often used indiscriminately to describe everything other than sheet mica, will be used to denote the waste product from sheet mica mines and fabricating plants. Both flake and scrap mica are used in the mica grinding plants to produce wet-ground or dry-ground mica, although some flake mica recovered from clay mining operations is fine enough to be marketed without grinding. Until 1930, ground mica was made almost entirely from scrap. From 1930 until 1935 a gradually increasing amount of flake mica was mined, and most of this was sold without grinding. A large percentage of this mica was recovered from clay washing plants. In this type of operation the recovery of any sheet mica was .of secondary importance and was considered a byproduct. North Carolina produces more flake mica than any other state, accounting for 73 pct of the total domestic production.' In the following review of current practice in jig plants, there is no intention to disparage these operations. Within the limitations under which they were built, they are examples of mechanical ingenuity. The term jig plant is a carryover from early practice since there are no jigs in operation at the present time. Current practice, as shown in Fig. 1, is based on successive stages of differential crushing with rolls followed by trommel screens to remove the more easily crushed gangue minerals. The oversize mica product then is usually dried, and passed through another set of dry rolls and a final screen to remove the remainder of the grit. This process is effective in recovering up to 50 pct of the mica in the original ore, the balance being lost in the screen undersize, usually —% in. Jigs and tables were at one time used to treat this screen undersize and were capable of recovering a part of the mica larger than about 60-mesh.V ine mica lost in these plants is normally washed away in streams and can be considered irrecoverable. There are ten or more washing plants in the North Carolina area that are losing approximately 50 pct of the mica in the feed. Since the three cooperating agencies, the Asheville Minerals Research Laboratory of North Carolina State College, the North Carolina Dept. of Conservation and Development, and the Tennessee Valley Authority, are concerned with conservation of minerals, they have investigated means for improving the efficiency of these mica plants. The mica industry has been cooperating fully with the laboratory to establish a more efficient method of recovery for flake mica. Choice of Methods The initial investigation was concentrated on finding a means of reducing the losses from plants now using the conventional flowsheet shown in Fig. 1. In May, 1850, the first gold from the Comstock lode was discovered in the sands near the Carson river. It had been washed down by natural agencies, through Gold Caflon, from the decomposed rock of the ledge above. Within a few weeks, the precious metal was traced more than three miles in shallow deposits along the bed of the canon, from the river to the Devil's Gate-—a narrow, rocky cleft, notable to the teamsters of a later day chiefly as the place where " Uncle Jimmy Fair" collected high tolls, and could not reduce the rates, because " this was all he had for the education of his poor children." From 1850 to 1857, a fluctuating band of miners, whose number varied from twenty to two hundred, washed the Gold Canon placers with rockers and long-toms, making four to five dollars a day each until the last-named year, when the deposits were in great measure exhausted. The chief settlement of these miners was at Johntown. During only a third of the year was the water-supply sufficient for their work. The remainder of the time they utilized in desultory prospecting of the hills and in occasional forays for supplies among the Mormons in Carson valley. In 1857, the Grosch brothers discovered the Comstock lode at some point, now unknown, in Gold Hill, but their discovery perished with them. Early in 1858, the " Pioneer Quartz Company," having located several of the small surface-veins around Silver City (whose connection with the main lode has never been definitely shown), built an arrastra, and worked some of their ore; but the returns were so small that they soon abandoned this business. Few people realize the extent to which the 'old timers' are still the backlog of the important districts." --Fred Searls, Jr. • A new filter has been developed by Arthur D. Little, Inc., for the ABC which will remove all dust from the air. Submicroscopic asbestos fibers are used as filter media and are claimed to stop all dust and pollen while passing suitable quantities of air. •Out in front public relationswise is the Peabody Coal Co. which has launched a 15-min television news program on WNBQ at 10:30 C.S.T., Tuesday and Thursday nights. Clifton Utley, news commentator, will tell how coal is mined today and indicate, with pictures, the improvement in efficiency and safety which has resulted from today's mechanized operations. •Two hundred coal mining companies are using roof bolts as a means of supporting about 14 million sq ft of roof surface, Edward Thomas of the Bureau of Mines reported. Various types of metal and wooden pins can be used. The method was first used by the St. Joseph Lead Co. over 20 years ago, but is now being studied and adopted widely in metal, nonmetallic, and coal mines. * The first ten technical graduates have reported at Hanford Works in the state of Washington, to begin the newly installed General Electric rotational training program, believed to be the first of its kind at any U.S. atomic energy plant. The program is to provide suitably trained personnel for the nation's atomic energy program. •The need for top-notch scientists and engineers to stimulate mining programs in British colonies is acute. About 60 American experts are being sought for the ECA sponsored program. Positions for mining engineers, geologists, assayers, topographers, and petrologists are open. •Production of primary aluminum for the first quarter of 1950 was 322,4250008 lb which is 6 1/2 million lb more than was produced in the first quarter of 1949. Shipments of aluminum sheet, plate, and strip amounted to 259.772,1571b for the first quarter. •Policy on manganese procurement for the stockpile is being studied by a House Armed Services Subcommittee with the possibility of lowering specifications. The U. S. Bureau of Mines is drafting a bill to encourage domestic production for stockpiling through producer subsidies. 'It will have to be cleared by the Bureau of the Budget and other agencies before going to Congress. •Oil men consider dry holes a necessary evil in their search for oil. Last year 34 out of every 100 wells drilled were dry holes. Yet Texas Technological College is attempting to drill a dry hole on its campus at Lubbock, taking every precaution to make sure it is a "duster" so its petroleum engineering students can play around with experiments without being bothered by any messy crude oil. --Natural Resources Notes. •A portable alertness indicator which signals lethargy in persons doing monotonous jobs has been developed for the Navy's Special Devices Center. A possible application to hoistmen is indicated but broaching the matter to them would be tricky.

ALTHOUGH zone melting has found favor in recent years because of its convenience and its faster rate of production of single crystals, the older technique of strain annealing still has a number of advantages. It has been reported1 that the lattice of a crystal prepared in this manner has fewer defects than one grown from the melt and, of course, the control of the external geometry is easier. Also, the diameter of the crystal which can be grown by zone melting has a theoretical limit determined by the surface tension, thermal conductivity, and specific gravity of the material, while the size of that which can be grown in the solid state is limited only by practical considerations. In a program for the study of the structure-sensitive properties of niobium and its alloys it was desirable, for ease of handling, to have available single crystals of large diameter. This requirement dictated the choice of the strain-anneal technique. Induction heating was chosen in the present work in preference to other methods because of its deep penetration of large-diameter sections. A five-turn coil, powered by a motor generator operating at 10,000 cps, is contained in a vacuum chamber. The work is lowered through the coil for both the recrystallization and the crystal-growth steps. Starting with electron-beam melted material, the bars are cold-swaged, recrystallized, strained in a tensile machine, and then subjected to the growth step. Single crystals have been grown under the following conditions: Reduction in area during swaging— 79 to 99 pct, recrystallization temperature—1500o to 1667°C at the rate of 1.25 in. per hr, strain—1.0 to 2.5 pct, growth temperature—1600o to 2400°C at rates from 0.15 to 1.25 in. per hr. Starting grain sizes achieved after the recrystallization step varied from 0.6 to 1.55 mm. The starting grain size was found to be critical; if it is too fine and has any residual cold work, as shown by the presence of a fiberlike texture, a single crystal cannot be grown. Using this technique niobium single crystals have been grown from 0.250 in. diameter and 12 in. long to 1.00 in. diameter and 5 in. long as shown in Fig. 1. The 1-in. crystal is the largest to be reported for a refractory metal as compared to 0.500 in. for molybdenum grown by zone melting.2 As with zone melting, control of orientation is possible by the use of special procedures. Other investigators, see for example Williamson and Smallman,3 have reported that orientation control may be achieved by a bending technique. In the present work the strained rod is partially lowered through the coil to start the growth of the crystal. Then it is removed and bent at a point ahead of the interface between the single and polycrystalline portions. Finally, it is returned to the chamber and growth is continued "around the corner". The amount of bending which can be imparted to the rod is limited by coil geometry which up to now has been 10 deg. However, by repeating the bending and growing operations it should be possible to attain any desired orientation. The perfection of these single-crystal specimens as a function of process variables is being measured by X-ray and metallographic techniques and the results will be reported in a forthcoming paper. The operations described in this paper are those of the flotation plant of the Valley Forge Cement Co. at Conshohocken, Pa., and concern the use of a particular cationic reagent—namely, DP-243. The role of this reagent in this plant may be better understood by first considering the purpose of beneficiating cement rock in general and the specific problems at the Valley Forge plant. The ultimate purpose of beneficiating cement rock is to obtain a kiln feed of the desired chemical composition in a form suitable for the most efficient kiln operation. The chemical composition is governed by the type of cement to be made. Before government restrictions (the purpose of which is to simplify operations during wartime) limited the types of portland cement a manufacturer is permitted to produce, five principal types of cement were generally recognized by the industry. They are based upon chemical and physical specifications proposed by the American Society for Testing Materials, federal and other governmental agencies, state highway departments, water boards and other users of large quantities of cement. The physical as well as chemical specifications for any particular type of cement necessitate proper proportioning of the major components—that is, the silica, alumina, iron and lime—and it is necessary to establish and maintain definite limits for each in the raw mix. The manufacturer must then prepare a kiln feed of a composition that will yield a final product that will fulfill the desired specification. This step is further complicated for kilns using coal as fuel, by the amount and analysis of the ash introduced. The amount and nature of the dust lost during burning will also affect the composition of the kiln feed. The problem of preparing a kiln feed of the desired chemical composition is not a simple one, and it is the final product that governs the methods used to obtain such a feed. For example, in starting with a material deficient in lime for the mix sought, it may not be sufficient to raise it to the required lime content. The other constituents must also be present in the proper proportions. In some cases, it may be necessary to raise the lime content to a point greatly exceeding that of the final mix, then, by addition of one or more other materials lower in lime, obtain the mix. The rock used at the Valley Forge plant is a metamorphosed argillaceous limestone of the Jacksonburg formation, the same formation as that of the Lehigh Valley cement rock (which occurs approximately 50 miles north), and its oxide composition is similar to that of the latter. The only practical differences between the two are that, as a result of metamorphosis, crystallization of the Valley Forge rock is considerably coarser and it contains less carbon than the Lehigh Valley rock as well as slightly more magnesia in the form of magnesian mica. The calcium carbonate content of the various strata in the Valley Forge quarry ranges from about 65 per cent to over 85 per cent, the average for the entire quarry being somewhat under the requirement for manufacture of cement, which usually is from 75 to 76 per

As you are no doubt aware, virgin copper, tin and zinc are strategic metals today and little, if any, is available in the manufacture of brass and bronze ingots. The source of alloys used in the manufacture of implements of war are, therefore, from ingots made almost exclusively from the refining of available scrap. It is amusing to hear of the unusual physical properties of various alloys because they mean nothing unless the foundryman is able to produce good sound castings. A discussion therefore means little unless something is said about the relative foundry practice of the various brass and bronze alloys. Among the factors that influence the quality of castings produced are: (I) improper gating, (2) wrong pouring temperatures, (3) poor sand conditions, (4) bad melting practice, (5) faulty pattern equipment, (6) metal. It seems to be the consensus of opinion that about 95 per cent of defective castings can be attributed to the first three causes. Metal while a source of trouble at times, is probably the least responsible for foundry difficulties. As you all know, a molder never makes a bad mold. His first thought is to blame the "damn" metal as this is the path of least resistance. Let's consider the "damn" metal and how it is made. In the manufacture of ingot, scrap is collected at various sources and is shipped to the refiner either directly or through the scrap dealer or broker. It is usually sorted, although not always. In working toward a specified chemical analysis, weighed amounts of various grades of scrap metals are melted, and then oxidized by blowing air through the molten bath to rid the metal of detrimental impurities or reduce them to within specification limits after which they are skimmed off with the aid of some added fluxes. The bath of metal is then poled with wood, chemically tested before and after additions are made to bring it up to required specifications, and finally poured into ingots, after which a final chemical and physical examination is made. As mentioned above, the impurities have either been eliminated or reduced to the point where they meet the specifications of all Government Agencies or Technical Societies. Therefore, why worry as to whether castings are to be made from strategic virgin metals or secondary ingots from available scrap. Tests have continuously been made and it is a proven fact that physical properties are no better from virgin metals than from secondary ingots of the same composition. It is definitely more fool-proof to make castings from secondary ingot than from virgin metals because if an error is made in weighing the copper, tin, lead or zinc of the latter, the analysis is off balance. If an error is made in weighing secondary ingots, you merely have more or less metal but the analysis remains constant. Furthermore, when pure copper is melted. it is susceptible to reducing gases as well as oxides. Secondary ingot is already alloyed with natural deoxidizers such as zinc, etc., and the volatilization of the latter also tends to eliminate reducing gases mechanically.

The organized curtailment of California oil production is not yet one year old but during its first year it has accomplished so much that it is now firmly established as an agency of economic efficiency. The principle of cooperative curtailment has been adopted by other states and it is safe to say that the principle will continue as long as the demand for petroleum is notably less than the potential production. It' is interesting to note that this same principle of regulating supply to meet demand is now being urged for other industries, such as agriculture and mining. Since Oct. 31, 1929, when curtailment was instituted by the oil producers of Santa Fe Springs and Long Beach in an effort to avert the disaster of ruinously low prices which confronted them, there has been a constant and increasingly effective curtailment program in California. Prior to that time a notable effort toward the restriction of oil production was made under the direction of F. C. Van Deinse during the early summer months of 1929. A considerable reduction of oil output was recorded as the result of this effort, but because of incomplete cooperation and the discovery of still deeper zones at Santa Fe Springs the effort was abandoned; flush field production became unrestrained and prices soon fell to low levels. This initial curtailment movement was educational and experimental. It showed all operators a way out of their overproduction difficulties and developed the principles followed in later curtailment efforts. Thus it was that only a few days after their oil had been reduced to 60 c. per barrel, the operators of Santa Fe Springs got together and agreed to restrict their current production of more than 270,000 bbl. daily to not more than 150,000 bbl. daily. The operators at Long Beach followed the same course a few clays later and agreed to limit their production to not more than 110,000 bbl. daily. The Santa Fe Springs operators chose H. P. Grimm as umpire and director of their proration program. Neal H. Anderson was chosen umpire for Long Beach. Kenneth A. Moon (U.S. Army Materials Research Agency)—The authors are to be congratulated for a very interesting and valuable paper. Their discussion of the structural implications of the results shown in their Fig. 5, however, requires a small correction. The model of Speiser and Spretnak with 0 = 1 and z' = 2 is perfectly reasonable for the Ti-O a phase, but Eq. [3] is valid only for solutions sufficiently dilute that the number of empty sites excluded by more than one filled site is negligible. The composition at which intrinsic saturation occurs therefore cannot be deduced from Eq. [3], but but must be decided by consideration of the structural details of the phase in question. In this case, intrinsic saturation is expected not at the composition Ti3O but at Ti2O, because Ti2O has the anti-Cd structurel4 for which each filled octahedral site has two nearby empty sites, one in the hexagonal plane immediately above it, and one in the similar plane below it. The other two models, with ?=1/3 and 1/2, imply a distinction between octahedral sites in pure titanium which is not easy to justify. The problem of extending Speiser's and Spretnak's treatment in a general way to more concentrated solutions will be the subject of a forthcoming publication by the writer. M. T. Hepworth and R. Schuhmann, Jr. (authors' reply)—The authors wish to thank Dr. Moon for calling to their attention the paper by Holmberg which presents the results of X-ray studies of Ti-O solutions ranging from 0 to 33 at. pct 0 and quenched from various annealing temperatures between 400" and 1800°C. Within these ranges, Holmberg found three types of phases: 1) At high oxygen contents (above 25 at. pct) and low annealing temperatures, he found the anti-Cd(OH)2 structure referred to by Dr. Moon. In this structure each titanium atom is in contact with 3 oxygens and each oxygen is in contact with 6 titaniums, the "available" oxygen sites corresponding to every other layer of octahedral sites in the titanium matrix. The limiting composition is Ti2O. However, this anti-Cd(OH)2 structure was not observed for samples containing 25 at. pct 0 or less. 2) For the specimen containing 25 at. pct 0 annealed at 400°C an ordered Ti3O structure was observed. This structure is related to the anti-Cd(OH)2 structure but differs from it by providing only two oxygens adjacent to each titanium atom and thus is consistent with the model represented by Eq. [5] in our paper, with 6 = 1/3, z' = 0. 3) For dilute solutions and for more concentrated solutions annealed at higher temperatures, the structure corresponds to that of the metal with random distribution of oxygens among all the octahedral sites. Thus, it is interesting to observe that the thermo-dynamic indications of ordering in the vicinity of Ti3O can now be supported qualitatively at least by Holmberg's X-ray evidence of the existence of an ordered phase of the composition Ti3O. That is, for solutions with oxygen contents close to that of Ti3O, both the thermodynamic data and the X-ray data are more consistent with models based on the ordered structure of Ti3O than they are with the model which Dr. Moon suggests corresponding to "intrinsic saturation" at Ti2O.

Ten years ago: October, 1914, the author had the privilege of giving an illustrated address on investigations of coal-dust explosions1 to this Institute at one session of its fall meeting in Pittsburgh, Pa,. On the following day, the members had the opportunity of seeing a large-scale explosion test at the Experimental Mine near Bruceton, in which the explosion was made to follow a predetermined path by means of rock-dust barriers of various types, which had prevented the explosive waves from reaching the outlets of the mine by the shortest paths.2 There was also shown a ((home-made" rock-dusting machine discharging the dust from a flexible nozzle, and a cement gun operated for the quick erection of a fire or ventilation stopping, such as might be put up after an explosion. Following that paper, there was presented a paper by J. Taffanel, Director of the Lìévin testing station in the Pas de Calais, which reviewed the French coal-dust investigations.3 A paper4 by Howard N. Eavenson contains lists of explosions that occurred in North America and Great Britain, from early in the 19th century to 1912; in France to 1903, and Belgium to 1909. Although explosions still occur, we are hopeful that we have entered a happier freedom from these visitations, as the result of increased knowledge of the causes and means of prevention. Looking back over coal-dust investigations, there appear to have been periods of advance and of stagnation. Coal-dust Investigations From the earliest times of coal mining, which chiefly affected Great Britain as the first nation to take up coal mining on a large scale, to the beginning of the 19th century, no one thought of coal dust as an explosive agency; firedamp was the cause dreaded. ALTHOUGH the shooting of oil wells for the purpose of increasing production has been practiced since 1866, present-day shooting technique has been arrived at almost wholly by a process of trial and error. The difficulties attending either a theoretical analysis of the problem or an experimental attack become apparent when one actually embarks on a theoretical investigation or attempts to formulate an intelligent experimental program. The literature on the subject consists mainly of descriptions of current practice, scattered eye-witness accounts of events following the shooting of a well, and vague speculations on the mechanical processes involved. In contrast to quarry blasting, the results of oil-well shooting cannot be determined by means of visual inspection, and it is perhaps for this reason that only one attempt at what approaches a direct experimental attack has been reported in the literature.1 In these experiments, charges of liquid nitroglycerin were exploded in holes drilled in a sandstone outcrop. In order to observe the character and extent of the resulting fractures, the rock was blasted away so as to expose the original shot holes. After all this had been done it was found impossible to distinguish the fracturing due to the original shots from that due to the subsequent blasting. The enlargement of the holes due to the pulverizing action of the shots was. measured and an attempt was made to determine the effectiveness of 'sand tamping. Only five shots were made and few definite conclusions could be drawn. Some small-scale experiments to determine the effect of tamping were performed by Snelling and Hall,2 Small charges (20 grams) of dynamite were detonated at the bottom of a cylindrical hole in a lead block and the resulting enlargement of the hole was taken as a measure of the effectiveness of the explosion. It was found that when the shot was tamped with a sufficient amount of sand or clay, the volume enlargement was approximately double that found when no stemming had been used. The properties of the explosives have been the subject of much study by the manufacturers, the U. S. Bureau of Mines, and various other agencies. For example, velocities of detonation for many commercial explosives are to be found in the Blasters' Handbook, issued by the Du Pont company. Many other properties are given in a treatise on the subject by Naoum.3 The shock wave that accompanies the detonation of high explosives has been studied photographically by Payman4 and others. The hydrodynamical theory of the shock wave has received much attention, and an extended theoretical treatment is given by Bateman.5 Two aspects of the well-shooting problem will be considered in this paper; namely, the fracturing of subsurface strata, and possible damage to casing. With respect to the former of these, several calculations have been made giving the stresses in the rocks surrounding the shot. BRASS is an alloy of copper and zinc. The brasses (using this term to denote all useful proportions of the two constituents) are the most valuable and widely employed of all [ ] nonferrous alloys, because of their high resistance to ordinary corrosive agencies and the very wide range of properties that may be imparted to them by variations in the proportions of the constituents and by variations in mechanical treatment and heat-treatment. Fig. I shows the normal physical properties, as determined by standard tensile tests, of the series when in the annealed condition. Fig. 2 shows the effect of varying amounts of cold-working on an almost pure brass containing 70 per cent copper and 30 per cent zinc. Fig. 3 shows the effect of annealing at various temperatures on the same alloy. This effect is somewhat modi- [ ] fied by the degree of cold-working to which a brass has been subjected, as shown by Fig. 4. A fourth test, which is empirical, has been found useful because of its simplicity the hot hammer test. Samples 1/2 in. in diameter and 3/4 in. long are placed in a suitable furnace. These are withdrawn one at a time at successively higher temperatures and are subjected to the blow of a drop hammer weighing 50 lb. with a drop of 4 ft. The percentages of reduction in length of the cylinders are plotted against temperatures and give a comparative measure of plasticity at different temperatures. The results of this test on several

WE should like to point out that Hu and cline.1 in their study of the recrystallization of titanium, have obtained data which appear very important for accurately determining the dependence of hardness on grain size for this material. It has been proposed2,3 that the macrohardness. H. of a poly crystalline material should depend on its average grain diameter, l. in accordance with the relationship: H =H0 + kHl-1/2 [1] where Ho and kH are experimental constants. This relationship follows from the hardness dependence on yield stress or flow stress4 and. thence. the Hall-Petch stress-grain size relations.5'6 Fig. 1 shows the Diamond Pyramid Hardness. Dph. values vs the reciprocal square root of the average diameter of the recrystallized grains, taken from the titanium data reported by Hu and Cline. The data in this figure give a linear relationship for the hardness over a wider range of grain diameters than anyone has previously measured. The data are not linear, for example. on an I-1 or l-1/3 scale. At the very large grain sizes the data are in reasonable agreement with measurements earlier reported by Holden, Ogden, and Jaffee.7 For the grain sizes smaller than 1 µ, which correspond in Fig. 1 to hardness values greater than 150, the material was reported as not being completely recrystallized and, therefore, these data appear less meaningful as far as the hardness dependence on grain size is concerned. However. it has been suggested by other investigators that deformed materials exhibit strengthening due to an effective grain size refinement even in the unrecrys-tallized condition.8-10 Also. Hu and Cline have shown that a change in texture occurs for titanium during the recrystallization process and. especially. following it. The influence of this texture change on the hardness-grain size relation would be expected to be less than that reflected in the unidirectional stress-strain behavior, even for an hcp material. because of the actual combined stress system which applies for the hardness test. For, at least, certain combined stresses, average values of the orientation factors should still occur in the stress-grain size analysis of a material exhibiting a preferred orientation.' We previously suggested3 that the experimental constants. H0 and kH. from the Meyer hardness-grain size relation should be correlated with the Hall-Petch constants, uoy and ky.5,6 Our recent study" of the Hall-Petch relation and the hardness-grain size results which obtain for a number of polycrystalline materials shows that: The inequality [2] is explained by noting that the hardness should be correlated. perhaps, with the flow stress at some value of strain, as suggested by Dugdale,12 and. also, that the influence of strain on the Hall-Petch relation is to increase uo and not change k very much." Normally. Dph values and Brinell hardness values are nearly equivalent to each other and to the Meyer hardness number. For the case of titanium, then. the inequality [2] may be evaluated using the experimental values of ao = 8.0 kg per sq mm and ky = 1.3 kg per mm3/2 obtained from the experiment of Guard.6,13 Thus, (Ho/uo) = 12 and (kH/k3) = 1.3. THE area in which spodumene-bearing pegmatites occur extends from Gaffney, S. C., in a northerly direction to Lincolnton, N. C., a distance of about 16 miles. The zone averages 2 miles in width. Interest in this area was first aroused by the discovery of small amounts of cassiterite in the peg-matites and in greissen which occurs on the walls of some of the pegmatites. Attempts were made from 1880 into the 1920's to mine and concentrate cas-siterite, but there were no successful operations. In 1935 L. M. Williams became interested in the area and began prospecting by trenching and sinking several small shafts. He gradually gained control of a considerable acreage south of the city of Kings Mountain, N. C. Mr. Williams states that he produced some ore from a shaft which he shipped to the Maywood Chemical Co. in the late 1930's. In 1937 G. H. Chambers of the Foote Mineral Co. visited the area and examined several properties, but the lithium market was too small to support the necessary concentrating plant. Early in World War II the Solvay Process Co., encouraged by various federal agencies, acquired the Williams properties and leases and started a drilling program to develop reserves for spodumene mining. A study of this area was also made under T. L. Kesler by the U. S. Department of the Interior Geological Survey. Starting in 1942 a concentrating plant, water supply dams, and shops and other buildings were constructed. The Superior Stone Co., a neighboring crushed stone operator, was awarded a contract to mine and crush the pegmatite ore. Late in 1943 the plant started operations, which were continued until February 1946. A drop in demand for lithium chemicals forced it to close and remain closed for several years. In 1948 the Foote Mineral Co. became interested in assuring itself a source of lithium ore on the North American continent, to be used in the production of lithium ore chemicals, and inspected properties in Canada, South Dakota, and North Carolina. The North Carolina deposits were the most promising. In the fall of 1950 the company leased the Solvay interests with option to buy and acquired additional properties. Renovation of the mill and preparation of the quarry for mining was begun in earnest in January 1951. A new crushing plant was built and construction started in July 1951. The flotation process used was developed in the North Carolina State Minerals Research Laboratory located at Asheville, N. C. Foote is now in the process of expanding its production. The crushing plant is being revamped and much of the old milling equipment purchased from Solvay will be replaced by new. Mining equipment of suitable capacity has been received and is in use. The frontispiece is a general view of the mill. The orebodies consist of pegmatite dikes composed of fine-grained albite and quartz, with varying amounts of mica and spodumene. The latter may amount to as much as 50 pct of the rock, but the overall average is about 15 to 20 pct. Tin, columbite-tantalite, beryl, and other valuable minerals are present in varying small amounts. These dikes, which intruded into the Roan Gneiss underlying most of the Piedmont area, strike approximately N 30 E and dip about 85" to the west. The gneiss has the same strike but dips about 70" west. The dikes lie in a belt extending from Lin-colnton, N. C., to Gaffney, S. C., and passing through

Four generations ago, the Mount Morgan ore deposit sustained the hurly-burly of frantic development common to the finding of a rich discovery. In this case, it was gold discovered in gossan capping on one of the hills of the Dee Range. The bonanza ore, like the flush of youth, has been spent. Today, one recognizes in this operation the orderly manner of the senior citizen, keeping up with the times and husbanding resources. As mining towns go, Mt. Morgan has an enviable situation. The approach is from Rockhampton, Qld, a peaceful, affluent agricultural and cattle center near the sea. To reach the mine, one goes 22 miles, first across farming country, passing orange groves and occasional children on horseback. The ascent into the Dee Range is winding and rapid. In the winter, the hills are green and Bougainvillaea and flowering yellow bracken grow wild on the hillsides. Around a bend, the brown waste terraces of the mine come into view, rising above the surrounding country. The top of the mountain has been sawed off and a deep pit sunk into the core. A little further on, around a few more curves, the town of Mt. Morgan is seen nestling comfortably in the hollows, reaching up the slopes.

THE value of a mine is basically dependent on its capacity to yield profits. Since the ore must be mined, treated, and sold, some of it in various future years. there is a risk involved as to future costs, selling price, and working conditions. It cannot be expected that the economic condition existing at the time of valuation will continue unchanged for long periods in the future. During the past 20 years, mineral production in the United States has been conducted under a changing economy in many respects more exacting than that applied to other businesses. There have been increased production incentives, technical aid, exploration of privately owned mineral deposits by government at federal expense, and liberal loans for development and equipment, with risk partially assumed by government.. Some of these benefits have been counterbalanced by price ceilings, consumption controls, and stimulation of competition from foreign producers who have been offered the same advantages extended to American operators. For the present, mines will operate under a government policy directed toward reducing federal aid and control. The tenure of this change will depend upon future elections and the status of foreign relations. War and threat of war are now of the most vital significance to the mineral industries. Other factors which influence cost of production, markets, and price of mine output might be classified as Acts of God or Acts of Government. In some countries expropriation and the difficulty of exporting earnings or investment returns are risks that must be considered by foreign capital. Recognizing that this retards American investment in foreign countries, the Mutual Security Agency offers insurance against such expropriation and guarantees the convertibility of capital and profits. Since it is impossible to predict with certainty either cost of production or selling prices of metals for long periods, some assumptions must be made as to profits in the future. The basic assumption must be that the price of the company's product will vary in proportion to changes in operating cost. There is often a lag in this reaction, however, for prices of minerals are generally more sensitive to declines and less sensitive to increases than are costs. This reflects in part the resistance of labor to downward wage revision and a corresponding alertness in realizing its share of price advances. Some labor contracts include automatic adjustments to metal prices. Notwithstanding the complexity of the, problems involved and the difficulty of weighing their effect on value, such risks may be appraised with reasonable accuracy and a rate of earnings adopted that is compatible with the risk. It is, of course, possible to revert to a yardstick of value such as the commodity dollar, which has been advocated from time to time, but while revaluation in 1933 disturbed public confidence, the theoretical gold dollar continues to be the standard of greatest stability. Its gain or loss in purchasing power is reflected ultimately in cost of production and selling price of the mine product. At present 35 dollars are allocated to one ounce of gold. Measurement of Risk In the application of the Hoskold and most other formulae, a yearly dividend rate commensurate with the risk involved is set aside out of annual earnings. If the risk is great, this rate may be 15 to 25 pct of the amount invested. The remainder is placed in a sinking fund invested in safe securities such as high grade bonds or conservative equities, and the interest or dividends from these securities are added to the sinking fund. The sum of these sinking fund payments and the compounded interest at the end of the mine life is taken as the value of the mine. Admittedly the decision as to the size of the risk rate is the most difficult element in valuation and one requiring the most exacting consideration. It is necessary to look years ahead in an effort to determine future costs, market prices, demand, competition which may develop, including that of substitutes, and other influences common to the mine and to the region in which it is situated. Another phase of risk is the enactment of unfavorable legislation, taxes, and what appears to be an alarming spread of nationalization and expropriation. Capital is sometimes borrowed from the government to finance strategic production. Such loans may be collectable only out of production and involve no liability otherwise. Valuation in these cases must recognize the effect of such a reduction in liability. Offsetting some of these risks are the possibilities of mechanization and other cost-reducing discoveries, improvements in mining and treatment methods, new uses for minerals and metals, and normal growth of markets. In this paper, the terms risk rate, dividend rate, and speculative rate are synonymous. Safe rate and redemption rate are also used interchangeably. These alternatives are used here because they are commonly found in the literature on mine valuation. In Michigan, the State Tax Commission has long employed a risk rate of 6 pct in its valuation of iron mines. There the outline of reserves is well established and operating costs and conditions are based on adequate experience. The following comment on rates appears in the report of the Minnesota Interior commission on Iron Ore Taxation submitted to the Minnesota Legislature of 1941.1 Most engineers agree that 7 percent for the specu-lative rate is "an absolute minimum".
