Discussion of the paper of HOWARD R. HUGHES, presented at the Now York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 629 to 635. I. N. KNAPP, Ardmore, Pa.-The claims made in the paper for the Sharp & Hughes cone bit are modest. I have used it with satisfactory results. It is a wonder for eating through hard, brittle rock; it will drill through iron pyrites that the fish-tail bit cannot enter. Soft ground is apt to contain concretions that are much harder than the containing ground. ?We have at times in drilling with a fish-tail bit thought the hole was partly in such hard material and partly in soft, thus making a difficult place to drill past in the ordinary way. By changing to a Sharp & Hughes cone bit such obstructions were easily overcome. This cone bit has greatly widened the range of work that may now be profitably accomplished by the hydraulic rotary method of drilling. It is not, however, adapted to drill soft or sticky ground, the old fish-tail bit being better for such purposes. The fish-tail bit usually scrapes its way through the material drilled, but not always. I believe at times it cuts and chips in soft friable rock. That is, the bit seems to bite into the rock, and when sufficient torsion is put on the drill stem it breaks its hold and jumps around and chips the rock from the bottom of the hole, like a stone cutter's chisel, and then takes another hold. This condition occurs only in friable material when the bit is sharp and the feed properly controlled. The Sharp & Hughes cone bit is a most valuable -tool for the rotary driller.

The Philippine Islands have produced no oil commercially; nevertheless, oil is known to be present at various places in the is1ands.l Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. (a subsidiary of the Standard Oil Co. of California) and a syndicate headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines, as such data have already been published. Developments in oil refining were so varied during 1938 that a refiner had to be alert or be left behind. The long-talked-of conversion of oil refining into a true chemical industry using petroleum as a raw material was hastened, particularly in the realm of motor-fuel manufacture, by the increased understanding and use of catalytic processes. The petroleum refiner's vocabulary has been extended to include alkylation, cyclization, aromatization, and isomerization. There are other devel: opments of a similar nature, but these are now considered commercially feasible under proper conditions. New Equipment Less expensive equipment and processes encouraged new construction and replacement. Estimates of money spent in the United States on building new plants and remodeling existing installations during 1938 place the sum at not less than $200,000,000, a noteworthy amount in a year marked by a business recession. The commercial application of small-scale catalytic polymerization of refinery gases made one of the latest advances available to the smaller operators, who usually are faced with unit installation and production costs higher than the large refinery enjoys. Competition was thereby fostered. Outstanding in this respect was the construction of two or more polymerization plants in small refineries at extremely low installation costs, with amortization measured in months instead of years. Houdry Processes Bursting like a bombshell late in the year was the disclosure of the extent of the development of the Houdry processes of catalytic cracking, viscosity breaking, gasoline treatment, desulphurization, and polymerization, said to be applicable to almost any raw petroleum stock and yielding gasoline of exceptionally high octane number. This process is claimed to be particularly adapted to once-through cracking of aliphatic hydrocarbons, and when combined with any of the conventional thermal

The crystallographic mechanism for the austenite-to-martensite trensformation has been deduced from the results of the following new experimental determinations: (I) the accurate evaluation of the lattice relationship between austenite and individual crystals of martensite—and thus the relationship between the martensite lattice and the martensite plate, and (2) the measurement and analysis of the change in positions that a volume of austenite unclergoes when it transforms into a crystal of martensite. For the latter study, a new tool was developed, the stereographic analysis of shear. Lattice relationship.—Thirty-five separate 50-gram melts of an alloy containing about 22 per cent nickel and 0.8 per cent carbon were prepared in a high-vacuum furnace. This alloy is all-austenite at room temperature; grain size was about I cm. Specimens of the alloy were cooled to about — 70°C. to form a few martensite crystals, and suitable specimens were ground and polished on a surface parallel to a single martensite plate, exposing the martensite crystal for an area of 1 mm. or more. Four martensite cystals from four diffierent ingots were prepared in this manner; the largest crystal of this group is illuslratecl in Fig. I. Back-reflection Laue patterns were obtained from martensite crystals (and the matrix austenite) both before and after tempering. The locations of the basal-plane pole of martensite was checked by means of oscillating crystal X-ray patterns. All four crystals studied yielded the same solution ( ± 0.5°), and these relationships are expressed in gnomonic projection in Fig. 3.* The narrow dark-etching bands often visible in martensite "needles" were found to be parallel to (112) and thus are undoubtedly twin bands in the martensite crystal.

Discussion of the paper of COURTENAY DEKALB, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 331 to 337. HORACE V. WINCHELL, Minneapolis, Minn.-Mr. Dehalb summarizes the reasons which he believes are important for the revision of the mining laws, as follows: "1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous." We all appreciate the force of that suggestion. The idea of the old prospector who made rules and regulations in the early days, which were attempted to he incorporated, so far as possible, in the Mining Act of 1872, was that all of the veins in a certain district outcropped upon the surface, or approximately parallel to each other upon the surface, and maintained that parallelism beneath the surface. Therefore, it seemed perfectly proper and natural for each man to stake his claim upon an outcropping, and have the right to follow that vein in working downward, with the general expectation that his workings would always remain just as far away from those of his neighbor as the outcroppings upon the surface. This does not happen to be the case. Dr. Raymond has very ingeniously referred to the subject in one case, in words which read as follows: "If all mining properties presented this beautiful simplicity of structure (ideal location of ideal vein), and all mining locators exhibited a corresponding simplicity of purpose, the application of the law would be easy, but the naiveté of the statute fares badly between the freaks of nature and the tricks of man."

Almost every mining engineer who has had charge of extensive underground workings will have observed how often directions as to course and levels, deduced from careful theodolite measurements, have been slighted or disregarded by mine-foremen and shift-bosses, and how often these tedious measurements had to be repeated, even for minor works, such as ventilation-drifts or winzes, in order to carry them on with the required or desirable regularity. Besides the time and care absorbed by theodolite surveys, there is still another inconvenience, namely, the interruption of transportation during the time of observation, and, in heavily producing mines, the loss consequent upon such interruption. In proposing a subsidiary instrument to the theodolite, it is my purpose not to present a new one, but simply to recommend to the consideration of American mining engineers one which has been in use in nearly all the prominent mines of Europe for many decades, and has there fulfilled its purpose admirably. I refer to the mining or hanging compass (Fig. 1). At my urgent request, the firm of Keuffel & Esser, of New York, have lately constructed this instrument in a form which adapts it better to use in this country. By the addition of the trigonometer, the banging compass becomes at once an instrument which will prove of value even in the hands of foremen and practical miners, who have little or no knowledge of trigonometrical calculations. Probably many will say that me have no use for needle-instruments ; that our modern theodolites are of such perfect description, and leave so little to be desired, that the introduction of a compass would look like a step backwards compared to the fine results obtained by angle-instruments. The extreme difficulty of obtaining a short and, at the same time, exact method for the determination of gold and silver in copper-materials has been well illustrated in "Assays of Copper and Copper-Matte," and its discussion, by Dr. A. R. Ledoux and other leading authorities on this subject.* Two general methods were used by the numerous assayers who took part in the symposium initiated by Dr. Ledoux, and whose results are given in the paper and discussion. One of these is the dry or fire-method, consisting of scorification and cupellation, the former being repeated if the percentage of copper is very high, all slags and cupels being assayed and the results so obtained added to the ordinary assay; and the copper retained by the silver buttons being determined and deducted from the combined weight of the buttons obtained from the assay of the original material, the scorification-slag, and the cupel. The other is the wet or combination-method, which, while not involving so much work, requires a longer time. Briefly, it is as follows : The material to be assayed is dissolved in nitric acid, the solution is diluted, and the fine undissolved gold is collected by means of sulphate of lead, formed by the addition of lend acetate and sulphuric acid to the solution, After standing from 12 to 24 hours, the precipitate is filtered off, and the silver in the filtrate is precipitated as a chloride or bromide, and collected by means of sulphate or bromide of lead. The solution containing this precipitate in suspension is again allowed to stand until the precipitate has settled. It is then filtered; both precipitates, containing the gold and silver, are dried, ignited and scorified, either separately or together, and the result is cupelled in the usual way.

Prospecting methods used in Tennessee have gradually improved with the years, as required by depletion of the easily accessible and shallow deposits and the universal trend toward mechanization, and as necessitated by exploring deeper beds, often occurring under limestone and flinty overburden. In the early days it was a very simple matter to dig pits by hand, using a plentiful supply of local farm labor to expose relatively shallow deposits of "brown rock" under shallow clayey overburden that would stand up without timbering. Visual inspection of the exposed phosphate and expert judgment of the "grade" analysis, aided by a "biting" test to reveal presence of unwanted silica, furnished most of the information required. All this might be helped by a few samples sent to the local chemist† who supplemented his income by judicious trading or tanning a few bear skins. The extra curricula activities did not affect the accuracy of the analysis which hold up even under present day standards. Some shot and core drilling was done in Hickman County, mostly for the limestone-like blue Phosphate deposits. The next step was the use of a 4-in. posthole auger, hand operated as described by Guenther, followed by a completely mechanized rig, as described by Pickard. Both these methods are practically adapted to the prospecting of the relatively soft brown rock deposits at moderate depths of clay overburden. For prospecting in areas of deeper overburden, such as are often found in Hickman County, up to 150 or even 200-ft depths, a modified core-drilling method is described by Guenther. Johnston describes a special diamond-drilling technique, developed by TVA, to penetrate flint horizons, which was adopted by the International Minerals in chemical corporation to prospect in Hickman County where deposits had previously been prospected at considerable expense and with difficulty, by small, temporary, hand-dug shafts.

INTRODUCTION Manganese carbonates are nodulized by Cia. Mineral Autlan, located in Ongongo in the state of Hidalgo in Mexico. This kiln is fed minus 15 mm material at the rate of 1870 tpd. About 920 tpd is nodulized into a commercial product having a size range of 15 mm to 12 mm. The kiln also produces about 320 tpd of minus 12 mm fines and 40 tpd of chimney dust. Currently, the minus 12 mm fines are being recirculated to the kiln and the chimney dust is not being utilized. It has been found that there exists a market for manganese to be used as feed to the ferromanganese and silicomanganese furnaces. However, a coarse, lumpy feed can only be used in these furnaces. Accordingly, it has been proposed to screen the fines at 6 mm and agglomerate the minus 6 mm fraction along with the chimney dust and suitable binders. This paper presents the results of a feasibility study and test work aimed at producing an acceptable agglomerated product from the kiln fines for use in the ferromanganese and silicomanganese furnaces. Since the agglomerated product will have to be handled and loaded into trucks in the kiln area and transported over long distances, a minimum strength of 200 N is expected to be necessary. They should also have enough initial strength to be stockpiled and result in a minimum of breakage. A third important requirement is that the agglomerates should be resistant to disintegration during combustion. The recirculating fines were to be agglomerated in their original state, if possible, that is, without grinding. This eliminated the possibility of pelletizing as an agglomeration method. Based on a few laboratory trials, the briquetting method seemed most attractive, and a test program was initiated to explore the briquetting process.

Selective flotation in nonmetallic systems is often complicated by the presence of iron-bearing silicates occurring as gangue. Minerals such as augite, diopside, hornblende, and tourmaline respond readily to flotation under the same conditions as ore minerals. Mechanisms by which these minerals respond to flotation with anionic collectors must be established if selective separations are to be made in these systems. It was the objective of this investigation to determine the mechanisms involved in the flotation of two pyroxenes, augite and diopside, with potassium oleate. Experimental Materials and Methods Pure potassium oleate, prepared by neutralization of oleic acid with KOH, was used as collector, while reagent-grade HC1 or KOH were used for pH adjustment. Conductivity water, made by passing distilled water through a mixed-bed ion exchange column, was used in this investigation. Two pyroxenes, [ ], were involved in this work. One member of this class of minerals was augite and was found to contain 3.3% calcium, 4.6% iron, and 9.6% magnesium. The source of this mineral was Tillamook County, Ore. The other pyroxene involved was diopside which contained 8.3% calcium, 2.7% iron, and 7.6% magnesium. The source of this sample was Bancroft, Ont. Microflotation experiments were conducted with a Hallimond cell. Mineral samples were ground dry and sized to 100 x 200 mesh. One-gram charges were conditioned for 3 min in the presence of various additions of potassium oleate. Flotation was conducted for 1 min with a nitrogen flow rate of 50 cm3/min. SAFETY FIRST is a popular motto-most mining companies have adopted it. It is probable, however, that in the majority of cases it is only a motto and gets no further than the office stationery or the bulletin board at the mine's entrance. In but few industries is there employed a greater diversity of machinery and mechanical devices than in coal mining. The list ranges all the way from mechanical stokers to wood-working machinery and undercutters. Many of these devices, particularly those employed in wood working, are extremely dangerous. In 1913, 23 per cent. of all fatalities occurring in coal mining in the U. S. were caused by machinery of some sort or other. Although the forms of accidents occurring with mining machinery are legion, they generally arise from one or more of five causes: (a) Falls from ladders, platforms, etc.; (b) coming in contact with moving machines or parts thereof; (c) electric shocks; (d) failure of some machine part; (e) mismanipulation of valves, levers, switches or other hand-operated controlling devices. The steps which may be taken to prevent accidents from the above causes are almost as numerous as the accidents themselves. There is, and can be, no panacea for all mishaps, nor for any one class of accidents. There is no mathematical or other formula that will bring immunity under any set of conditions. Common sense is the only guide. The remedy for the first-named class of accidents is simple and generally effective-namely, make the staging, ladder, platform, or other support, abundantly strong to carry any possible weight that it may be called upon to bear; provide ample railings on platforms or runways, and non-slipping feet on movable ladders.

Studies of the adsorption of dialkyldithiocarbamates at the surfaces of galena and sphalerite have shown that characteristic contact angles are obtained at galena surfaces in the 7-10 pH range, whereas lower angles are obtained at unactivated sphalerite surfaces even at pH 71 Further, the angles at sphalerite surfaces progressively decrease with increase in pH. However, when sphalerite is activated with cupric sulfate, characteristic contact angles are obtained at pH 7 and beyond. This shows that galena and sphalerite can be selectively floated with dithiocarbamate collectors at pH 7 and beyond. Experimental Materials Ore: The lead-zinc ore for the present study was obtained through the courtesy of the Geological Survey of India from Dariba, Udaipur, Rajasthan, India. The average ore analyzed 15.5% lead, 11.6% zinc, 6.7% iron, 15.6% sulfur and 36.6% acid insolubles. The ore was crushed in a Denver laboratory rod mill and sieved in a Denver automatic sieve shaker to obtain a -200- to +250-mesh (Tyler standard) fraction. This particular size was chosen because it was conducive to good liberation of sulfide minerals, both from one another and from gangue minerals. Collectors: Dimethyl, diethyl, diisopropyl and diisobutyl dithiocarbamates were prepared and purified by the methods described by Klopping and Van der Kerk.2 A freshly prepared 0.03% dithiocarbamate solution in distilled water was used for flotation studies. Frother: A 0.03% solution of pine oil in ethyl alcohol was employed. Activator: 7.3 g of cupric sulfate pentahydrate were dissolved in 1 1 of water and used for the activation of sphalerite. Depressant: 16.0 g of zinc sulfate heptahydrate were dissolved in 1 1 of water and used for the depression of sphalerite.

Blast-fuRnace operation at the Bunker Hill smelter deviates somewhat from common practice. Under existing conditions it is economical to operate the furnaces at "forced" capacity. The furnace feed consists chiefly of sinter and averages close to 50 per cent lead. Experience in smelting such material favors a low charge column attended by smaller proportions of coke and a low blast pressure. Under such conditions the gain in furnace tonnage greatly overbalances the somewhat higher slag losses and increased percentage of material fumed Furnace Charge The ingredients for the blast-furnace feed are stored in a group of 24 charge bins (3600 cu. ft. capacity). Each bin has two discharge chutes. Beneath each chute is a steel weighing hopper, suspended from a Fairbanks scale. The several hoppers are kept filled with the exact amount of material required to complete a furnace charge. The weighed material is discharged into a standard-gauge, bottom-dump charge car containing two compartments, each of which holds a complete charge (approximately 1½ tons). It is hauled to the blast furnace by a 44011 electric trolley locomotive. The proportionate parts of the various constituents of a representative blast-furnace charge are shown in Table 1. Viewed from the standpoint of an economist, the task which faces the petroleum producing industry is one of intelligent adjustment so that technology can perform the job of efficient exploitation, while at the same time the interests of producers and consumers remain adequately protected. The crux in the task of making this adjustment lies in the difficulty of arranging the instrumentalities of production to accord with the physical characteristics of oil. For example, oil is exploited under a competitive economic system based on private ownership and contract, with the hope that profits will attract capital and enterprise, and with competition supposedly acting as the regulative factor. Whether such a scheme of industrial organization works is partially dependent upon the ability of the producer to withold or produce his commodity as he sees fit, in accordance with market demand. But in the oil industry, the enterpriser does not have complete control over the expansion and contraction of production, for, because of the decisions of the courts that ownership in oil depends upon its possession, desire for immediate output becomes the controlling force in production. Consequently, the theoretical commands and restraints of free enterprise are not operative because there is no security of property, and the result is loss due to the following economic maladjustments: (1) Production not completely responsive to price control. (2) Production at excessive cost. (3) Loss of oil, a highly exhaustible natural resource. If economic maladjustments are to be eliminated, there should be a change in the organization of production so as to provide efficient exploitation of the oil and at the same time to insure individual property interests. The latter is necessary if economic considerations are to become primary factors in regulating production. To attain these ends, the entire pool should be developed as one big engineering project and some scheme

(communication to the Secretary ?).-Dr. Pogue's presentation of the facts concerning the emerald deposits is very clear and convincing, and the only addition that I can suggest is a summary of previous theories of origin. He makes it evident that the pegmatite theory is the only one capable of explaining the existing relations, but upon certain details there may be some difference of opinion. If I understand the term pneumatolytic, it does not imply that all the elements concerned in a given deposit were transported as gases, but rather that the crystallization of these elements into the various minerals was favored by the presence of certain gaseous substances, notably H20, C02 and HF. It is highly improbable that the oxides of glucinum, aluminum, chromium, and silicon, which enter into the composition of the mineral emerald could have been transported in the gaseous form. The same is true of the metallic constituents of the parisite and other associated minerals. The explanation suggested, that solutions separated into liquid and gaseous portions, the latter ascending and forming the emerald in the upper portions of the rock only, therefore, seems to me untenable. When two formations exist side by side and one, A, is mineralized while the other, B, is barren, the possible explanations may he classed as (1) chemical, and (2) physical. 1. Some chemical feature of A not found in B might have caused crystallization of certain minerals in the former, which did not appear in the latter. In the present instance both rocks appear to be so similar chemically that no such effect can be looked for. Pogue mentions carbon as a possible precipitating agent, but describes both formations as carbonaceous, so that the difference in the minerals of the two can not be thus explained.
