A mass transfer coefficient for the removal of hydrogen from liquid aluminum by inert flush degassing has been determined experimentally at 700°C. A mathematical model has been derived, assuming transport control, which adequately describes the experimental data. The removal of hydrogen is shown to increase with decreasing bubble size, and with increasing flow of flushing gas. The presence of hydrogen in liquid metals in amounts which exceed the solid solubility at one atmosphere hydrogen pressure is highly undesirable, causing unsound ingots or castings, or resulting in difficulties during further fabrication. The removal of hydrogen from liquid metals can be accomplished by several methods, the principal two being vacuum treating and inert flush degassing. The design of a process involving either of these techniques is based on the mass transfer coefficient for hydrogen between the liquid metal and a hydrogen-dilute gas phase. In an effort to extend our knowledge in this area, an investigation of the rate of removal of hydrogen from liquid metals by inert gas flushing was undertaken. In view of the difficulties encountered with gas porosity in the casting of aluminum and aluminum alloys, and because of certain experimental advantages, liquid aluminum was selected for the study. PREVIOUS INVESTIGATIONS The removal of gases from liquid metals, particularly steel, has received considerable attention in recent years, The first definitive work of a theoretical nature was presented by Geller1 who considered the case where equilibrium exists between purging gases and metal bath during flushing, and also deviations from this ideal case. Hulme2 has surveyed a number of experimental studies and discussed some of the practical limitations of removing dissolved gases from molten metals. More recently a number of studies have been reported on degassing of steel melts by flushing with an inert gas.3'4 Considerable work has also been reported on aqueous and organic liquid-gas systems, and an excellent summary prepared by Hovis.5 The treatment of liquid aluminum by a flushing gas to remove dissolved hydrogen has been known for several decades.6 A number of gases have been used for this purpose, including nitrogen, argon, and chlorine, or mixtures of these gases. Tikkanen and Erkko7 have studied the relative density changes of aluminum castings poured from melts degassed with chlorine, nitrogen, and mixtures of the two gases. Their

The chemical reaction occurring in collection of nonmetallic minerals with amine-type collectors was early postulated by students of flotation phenomena to be metathesis between the mineral and the collector, involving exchange between the amine-bearing (aminium) ion and the cation of the mineral, and formation at the mineral surface of an oriented film of the amine salt of the mineral anion. Qualitative evidence of exchange has been obtained on several occasions at Columbia. Thus 1000 C.C. of a solution containing 495 mg of laurylamine hydrochloride was shaken 17 min. with 100 grams of barite and ground in a porcelain mill to pass a 200-mesh screen; the mixture was then set aside for 48 hr. Filtrate therefrom analyzed 476 mg. per liter of laurylamine hydrochloride. There was no substantial loss of chloride ion (78.4 mg. per liter in the original; 74 in the filtrate). No successful analyses were concluded for barium ion. Earlier, confessedly rough work with scheelite indicated a solution gain in Ca++ equivalent to about one-half the aminium ion lost. Real quantitative roof of the exchange, in the form of an established stoichiometric balance, is unknown to the authors. The data of the present paper, however, obtained from experiments designed on the basis of the exchange hypothesis, constitute strong evidence of its truth, and at the same time point the way to economic utilization of the expensive nitrogen-bearing collectors in concentration of the low-priced nonmetallic minerals. The basic postulate underlying the experiments performed was that, if the collecting reaction is of the type R+ + Y- + MX = RX + M+ + Y- where R = aminium ion, Y = the anion of the amine salt, and M and X are, respectively, the cation and anion of the mineral, the reaction should obey qualitatively the implications of the mass-action and solubility-product laws. This is to say that coating and collection should be aided by the addition to the solution of either ion (R+ or X-) of the collector-coating compound, and hindered by the addition of either of the ions M+ or y-. Experimental work comprised determination of (,) the relative solubilities of the laurylammonium salts of a variety of nonmetallic-mineral anions; and (21 the contact angles' of various minerals in solutions containing different concentrations of the postulated controlling ions. IN 1882, Peckham put forward a provisional hypothesis to account .or the distillation of petroleum.1 He did not formally state the hypothesis, but in a discussion of facts drawn from many fields he made it clear that he regarded petroleum, and especially the petroleum of the Pennsylvania fields, as a "fractional distillate produced under high pressure and consequently at a comparatively high temperature.?2 He quotes James Hall on the geology of the Appalachians and says:3 It is not necessary here to discuss the nature or origin of metamorphic action. It is sufficient for our purpose to know that from the upper Silurian to the close of the Carboniferous periods the currents of the primeval ocean were transporting sediments, sorting them into gravel, sand, and clay, forming gravel bars and great sand beds beneath the riffles and clay banks in still water, burying vast accumulations of sea weeds and sea animals far beneath the surface. The alteration, due to the combined action of heat, steam, and pressure, of the formations of the Appalachian system from Point Gaspe in Canada to Lookout mountain in Tennessee, involving the Carboniferous and earlier strata, distorting and folding them, and converting the coal into anthracite and the clays into schists along their eastern border, could not have ceased to act westward along an arbitrary line, but must have gradually died out farther and farther from the surface (source?). The great beds of shale and limestone containing fucoids, animal remains, and even indigenous petroleum must have been invaded by this heat action to a greater or less degree, and that "chronic evaporation" of Prof. Lesley must have been the inevitable consequence. From an investigation of the relations between coal and petroleum, White has" more recently concluded as follows: (1) Petroleum is a product generated in the course of the geodynamic alteration of deposits of organic debris of certain types buried in the sedimentary strata. (2) The quantity and characters of the oils generated are determined by: (a) the composition of the organic deposit at the beginning of its dynamo-chemical alteration; (b) by the stage in the progress of the dynamo-chemical alteration of the organic substances; (c) by the elimination, under certain conditions, of the heavier and more' viscous hydrocarbons through filtration incident to migration.

THE preferred orientations, or textures, resulting from many of the various methods for testing and forming metals have been the subject of numerous investigations.1,2* Despite this large amount of work, however, only a few limited studies have been made of the texture that is developed by torsional deformation. Ono3 found that in severely twisted wires of copper and aluminum a [Ill] direction lies parallel and a [1101 direction perpendicular to the longitudinal axis of the wire. Sachs and Schiebold4 have reported that a double-fiber texture exists in a twisted aluminum wire with both the [Ill] and [loo] directions parallel to the axis of the wire. Twisted iron wires have also been examined by Ono.8 Both the [1101 and [1121 directions were reported as parallel to the axis of the wire. Goss5 concluded from a study of twisted rods of a low-carbon steel that the preferred orientation existing at fracture is quite complex, but that many grains have a [1101 direction parallel to the axis of the wire. In addition to the earlier experimental work, some suggestions have been made about the possible nature of the torsion texture. These suggestions are based on the results of many experiments which indicate that the cold-working texture of a particular metal is largely determined by the geometrical change in shape that the metal undergoes during plastic deformation.1,6 Hibbard and Yen7 have considered the problem of deformation textures and have presented an analysis which is able to explain why equivalent changes in shape should yield similar textures. Therefore, a knowledge of the principal strains associated with torsional deformation would seem helpful in the interpretation of the torsion texture. The necessary analysis has been made of the state of strain in an element of metal lying in the surface of a cylindrical rod or tube that has been subjected to pure torsion.8,9 This analysis shows that the directions of the principal normal strains rotate continuously within a torsion specimen while it is being twisted. After the first infinitesimal amount of twisting, these directions make angles of 45" with the longitudinal axis of the bar. They rotate from this position as twisting proceeds, and after an infinite amount of twisting, the direction of the principal tensile strain is perpendicular, and the direction

(Read at the Philadelphia Meeting, February, 1878.) THE Mariposa estate, a grant made by the Mexican Government to Juan B. Alvarado, during the time when California was still under the dominion of Mexico, was purchased in 1847 by J. C. Fremont, and the United States patent issued to him in 1856. By sale, or its equivalent, money advanced, the property came into the hands of the Mariposa Company, June 25th, 1863, and through a varied existence of work and temporary inactivity, has as yet been kept as an undivided property, and rests at present with the Mariposa Land and Mining Company of California. I pass over this period of 15 years without giving the history of the ups and downs of the estate, partly because it is familiar to many, and also because I think in such a case this paper would assume too much the character of a narrative. The estate is situated in Mariposa County, California, about 170 miles southeast of San Francisco. It begins in lat. 37° 26’ 38" - north, and long. 119° 55' west, and runs 6 miles north; thence 6 1/2 miles west; thence 5 miles northwesterly towards the Merced River; thence 8 1/2 miles southerly; thence 3 miles easterly; thence 1 mile southerly; thence 2 miles easterly; thence 2 miles southerly; thence 2 miles easterly; thence I mile southerly; thence 2 miles easterly; thence 1 mile northerly, and thence 2 miles easterly to the place of the beginning; embracing 44,387 acres (70 sq. miles) more or less. To describe this vast estate in detail as to its full geology, its numerous quartz veins, its many facilities to exploit them and work them by cheap methods, would lead me further than I intend to go at present, and I will content myself to describe the latest workings of the company and its immediate field of operations. As long ago as 1860 the late Dr. Adelberg advised the running of an adit from the northwestern edge of the estate at Benton Mills on the Merced River. His object was to undercut the deepest workings of the then paying mines on the estate-the Pine Tree and Josephine. Following this advice, the tunnel known as "River Tunnel" was commenced. One of the most striking features of the coal series passing from peat through brown coal, lignite, etc., up to anthracite is the gradual reduction of moisture content with the increased coalification of the original plant material. Thus drained peat from a bog may contain 90 per cent water, brown coal contain 50 per cent, lignite 30 per cent, while a bituminous coal may contain only 1 per cent moisture. Moisture, therefore, is one of the important factors to be considered in coal classification, especially with the lower rank coals. With bituminous and higher rank coals the moisture content is less satisfactory for classification; it may even pass a minimum value and then increase with increasing rank to anthracite and superanthracite. Coal in an undisturbed seam contains moisture which is an integral part of the coal, but it may also be wet with free, underground water percolating through the seam. Only the former must be considered in evaluating the moisture content of the coal for classification purposes; this will be called the "true moisture" of the coal. When the seam is mined and sampled the sample taken may show the true moisture; on the contrary, it may contain in addition free mine water or, especially in dry, well ventilated mines, it may contain less than the true moisture. Coal contains unstable organic compounds which may decompose, with the production of moisture, when the coal is exposed to air at ordinary temperatures, or is heated with or without exposure to air. The potential moisture of a coal therefore is higher than its actual moisture. The lower the rank of the coal, the greater its instability, as a rule, and the greater the care necessary to avoid oxidation or decomposition in any investigation of moisture content. The majority of coal workers have preferred, on account of the difficulty in evaluating the true moisture of a coal, and for other reasons, to classify coals by analyses calculated to the dry-coal basis. A number of workers familiar with lower rank coals have recently insisted that the classification of such coals can be satisfactory only if analyses on the moist-coal basis are employed. The moisture-holding capacity of coal is therefore intimately connected with coal classification, and in this paper a procedure is outlined for determining the true moisture of a coal,

In this paper are given the mechanical properties, determined by the Engineering Division, Air Service, U. S. A., of the 94 per cent. aluminum, 5 per cent. copper, 1 per cent. silicon alloy as sand-cast and as heat-treated commercially to Air Service Specification No. 11,300. This particular alloy was tested both in the cast and in the heat-treated condition. Tension and tension modulus values were obtained from machined and from un-machined test specimens; while data for shear, compression, impact, torsion, and for Brinell and Rockwell hardness were found from machined bars. Specific-gravity tests were made on sanded, un-machined specimens. The metallography of the alloy is useful as a control to heat treatment and presents some interesting peculiarities in regard to the two iron-bearing compounds. THE demand for an aluminum alloy, suitable for sand castings, that may be heat treated to meet requirements of high strength, ductility, shock and corrosion resistance, and ready machineability has led to the commercial development of a proprietary material that contains from about 4 to 5 per cent. of copper, 1 per cent. of silicon, and such impurities as iron, up to a maximum of 0.75 per cent., and manganese, in quantity usually less than 0.1 per cent.1 Magnesium is not generally present, for it tends to nullify the beneficial influence of the added silicon by forming magnesium silicide. The function of the silicon is to minimize casting difficulties and, structurally, to favor the precipitation of (insoluble) iron-bearing skeletons rather than the needles, which prevent full realization of tensile properties from heat treatment by stimulating intergranular fracture. The amount of silicon necessary to counteract the ill effect of iron is equal to or slightly more than the content of iron; the excess of silicon over this ratio, under certain conditions of heat treatment, enters with CuAl2, the principal hardening constituent, into solid solution and contributes somewhat to the strength of the alloy without appreciably impairing its ductility. The schedule of heat treatment of this alloy depends on the design (cross-sections) of the castings and on the nature of the tensile properties desired. THE mine and plant of the United Verde Copper Co., located in Yav-api County, at Jerome, Arizona, have been described in various technical publications and, therefore, a brief outline of its essential features will suffice. The orebodies are of the schist replacement type, the main sulfide mass being a large lens-shaped body approximately 7 acres in cross-sectional area. In general, the mineralization is found along the iron-schist contact, with the orebodies extending about 1000 ft. along this contact and varying from a few feet to 250 ft. in width. The mine is located on a mountain slope and has openings into it on three horizons, as follows: 1. Raises and ore passes open vertically into the shovel pit. These extend down to the 1000-ft. level, where they terminate as loading bins in the Hopewell adit. The main fan intake air shaft, which also extends vertically down to the 1000-ft. level, has its surface opening on the hillside at the extreme north end of the shovel pit, and the main mine air return exhausts through a raise at the extreme south end of the shovel pit. 2. The 500-ft. level adit. 3. The Hopewell adit on the 1000-ft. level. The mine has a vertical downward extent of 2000 ft. below the 1000-ft. level. Underground operations are carried on through two main shafts, both of which are wholly underground. Shaft 5 is the ore-hoisting shaft. It has three compartments and extends from the 800 to the 3150-ft. level. Shaft 6 is the service shaft, and is used for lowering and hoisting men and material. It has a large cage compartment and three smaller compartments for counterweights, ladderway, and pipe and power lines. This shaft extends from the 500 to the 2550-ft. level, and is now being extended to the 3000-ft. level. An air shaft for the downward movement of fresh air from the fan has been provided, and extends to the 2550-ft. level at this time. Work has been started to extend this air shaft to the 3000-ft. level. A return airway for vitiated mine air, in the form of raises and short connecting drifts, extends downward to the 2100-ft. level. The underground mining operations extend from the 300 to the 3000-ft. level. There are about 45 stopes in active operation on the 17 levels

In view of the increasing importance of sintering in the beneficiation of iron ores preparatory to their reduction in the blast furnace, the writer believes the time is opportune for an up-to-date, though brief, discussion of the general principles of sintering, as well as a discussion of some of the recent improvements and mechanical developments that have been achieved in this industry, its present trend and future possibilities. Sintering may be defined as the agglomeration of fine mineral particles into a porous mass by incipient fusion caused by heat produced by combustion within the mass itself. Its first successful application, in connection with the treatment of lead sulphide ores, was known as blast roasting. In this process the lead ore was given a preliminary roasting in a reverber-atory furnace, then the incandescent mass was placed in a pot with a grate and an updraft was applied. It was soon discovered that much better results were obtained by cooling the ore, moistening it, and placing it upon an incandescent layer of fuel previously placed upon a grate, and then applying the updraft blast of air until the charge was converted into a more or less agglomerated mass. The fuel was sulphur and the process one of desulphurization, which was the principal result desired. The application of downdraft to blast roasting brought about tremendous results; the principal one of which was that an air blast of high pressure could be passed through a layer of ore deposited on a grate, or on a grate covered by a layer of coarse porous material, without disturbing the particles of which the layer is composed. The air current is compelled to filter through the pores of the charge, whereas if the same pressure applied to the top surface of the charge with downdraft were applied to the bottom of the charge with updraft, the charge would be completely blow11 off the grate. Another result of reversing the draft was that a flame could readily be applied to the top surface of the charge for igniting purposes. Broadly speaking, sintering is an oxidizing or burning process, therefore the volume of air passing through the charge is the all-important factor. The air must pass through with sufficient rapidity to produce the necessary heat, and if sufficiently rapid the combustiorl will take place

THE earliest accounts we have of Japan represent the country as having great mineral wealth, especially of precious and useful metals. Marco Polo, the Venetian traveller, in the thirteenth century, writes of "Zipangu:” "They have gold in greatest abundance, its sources being inexhaustible. The king does not allow of its being exported. To this circumstance we are to attribute the extraordinary richness of the sovereign's palace. The entire roof is covered with a plating of gold. . . . The ceilings of the halls are of the same precious metal ; many of the apartments have tables of pure gold of considerable thickness, and the windows also have golden ornaments." Marco Polo also gives an account of an unsuccessful Tartar expedition against Japan, prompted by the supposed great wealth of the country. Columbus also, as well as many other explorers, were attracted and encouraged by these prevalent reports of the wealth of the islands of Zipangu. Kaempfer, writing in 1727, speaks of the great mineral wealth of Japan, and especially of the abundance of gold, which, he says, is found in many provinces. The Portuguese and Dutch, while they had trading-posts in Japan, furnished tangible evidence of the truth of the early reports. Between 1550 and 1639 the Portuguese merchants sent home from Japan nearly three hundred million dollars' worth of bullion, most of which was gold. As the relative value of equal weights of gold and silver was then six to one, while in Europe, at the same time, it was nearly twelve to one, the exchange of silver bullion for gold was by no means an unimportant part of their business. After the Portuguese, the Dutch continued the exportation of bullion, and the exchange of silver for gold, though with less profit, as the relative value of gold increased with the demand. Between 1649 and 1671 the Dutch traders sent home over two hundred million dollars in bullion, of which, however, nearly two-thirds was silver. In 1671 the Japanese government, alarmed at the rapid rate at which the precious metals were leaving the country, issued an edict forbidding the exportation of gold or silver, under heavy penalties, which had the immediate effect of stopping this trade. As much as half of the world's known reserves of elemental sulfur occur at or near the earth's surface in natural or native sulfur deposits of volcanic or sedimentary origin. Yet these reserves constitute only a small percentage of the world's supply. Looked on as marginal materials, they remain relatively untouched despite the current demand and improved prices for sulfur. There are two main reasons for this. The first is the nature and occurrence of the deposits. They are generally small and widely scattered in remote and often arid locations, and the gangue constituents of the ore are apt to vary considerably-not only between deposits but also within deposits. The second reason is the lack of workable and economically feasible processes for recovering sulfur from the ores in such deposits. Historically, the older thermal processes in which the sulfur is vaporized away from the gangue were probably the most successful, but they were inefficient and created pollution problems. A few of the historical processes remain in operation today. Recently, however, an improved thermal process to handle all sulfur-containing surface ores has been designed under sponsorship of the Pan American Sulfur Co. A schematic diagram of this process is shown in Fig. 1. The process equipment consists of a paddle trough conveyor retort which is operated as a closed unit to prevent any air or oxygen from entering the system. Ground surface sulfur ore and heated pebbles are fed to this unit simultaneously. The ore and heated pebbles are slowly conveyed and continuously mixed down the conveyor retort. Heat from the pebbles and heat supplied to the outside walls of the trough conveyor retort raise the ore temperature above the boiling point of sulfur. Sulfur vapors and steam originating from moisture in the ore are ducted to a condenser, and the sulfur is recovered as a liquid. The gangue and the pebbles are discharged from the trough conveyor and separated-the gangue being discarded, and the pebbles being conveyed to a direct-fired rotary pebble heater where they are reheated before they are again charged into the rotary trough conveyor retort. The hot gases which pass countercurrent to the pebbles are ducted to the outside of the rotary trough conveyor where they pass countercurrent to the flow of the ore in order to maximize heat recovery and utilization.

With the inauguration of Petroleum Technology this year, and approval by the Board to add an Assistant Secretary to the New York staff to serve the Petroleum and Coal Divisions, the Petroleum Division looks forward to greater opportunities and responsibilities. An improved medium of publication offers further incentive to engineers and investigators in the oil industry to make contributions. The authorization by the Board of Directors of a new Assistant Secretary is an appreciation of the splendid contributions made to the industry by the open forum of the Petroleum Division. It is also a recognition of the possibilities of greater service to the membership along the lines established ten to fifteen years ago by DeGolyer, Fohs, Ambrose and Lovejoy, to mention a few leaders. It isexpected that the new officer will spend a substantial part of his time in the field, visiting the student sections, the respective Divisions, helping in the arrangement of papers and Section meetings and intensifying interest in the Institute. The Petroleum Division will hold three meetings this year. The Fall Meetings will be held on Oct. 6 and 7 in San Antonio and on Oct. 20 and 21 in Los Angeles. The programs for these meetings will deal chiefly with engineering research and production engineering problems. Papers on production statistics and general economics of the industry are reserved for the Annual Meeting in New York. The annual production symposium and statistics are accepted as standard for the industry. With continuously deeper penetration into the earth in search for and exploitation of petroleum, it is necessary to have a better understanding of reservoir conditions and to place more phases of the operation under engineering control. Among the subjects relating to reservoir conditions tha thave been proposed for the fall meeting programs are phase equilibria at high pressures, interfacial tension between oil and water, the flow of oil and water through sands, the chemistry of films and underground temperatures. Investigations relating to control of operations include methods of continuously logging while drilling both visually and electrically, methods of studying drilling samples, properties of drilling fluids, improved cementing practices for isolating thin sands under high-temperature conditions and gas conservation, particularly production from high-pressure reservoirs. Additional suggestions of general themes or individual subjects will be welcomed, since it is desirable to build a backlog of material for Petroleum Technology. 9

THE Agua Fria mine is in eastern Honduras at Lat. 140° 06' N., Long. 86° 36’ W. Danli, the seat of the local municipal government, is the nearest town. The property is approximately 44 miles east of Tegucigalpa, the terminus of a truck road from the Pacific coast. The mine lies at an altitude of 3300 ft. with surrounding elevations as high as 6000 feet. For 20 years the oxidized croppings of the Agua Fria vein had been worked intermittently when in 1927 an attempt was made to open the property. A shaft was sunk 300 ft. and considerable ore was blocked out, but before a mill could be installed financial difficulties arose and the mine reverted to the original owners. Erle P. Halliburton, of Los Angeles, purchased the property in 1934. At that time a careful consideration of all factors involved showed that air transport was the only practical method of moving the equipment and machinery necessary to commence production. The other alternative was by muleback, which required sectionalizing all equipment to a maximum load of 200 lb., and during the rainy season this type of freighting was subject to serious delays. It was decided to purchase a trimotor Ford powered by three Pratt and Whitney Wasp B motors developing 400 hp. each. There were several reasons for the choice: (1) this type of plane was available at a reasonable price, owing to its replacement by faster models on most of the airlines in the United States; (2) the ship was capable of carrying a pay load of 3000 lb. over the required distance; (3) since this airplane had been widely used there would be no difficulty in securing competent personnel or in purchasing spare parts. It was necessary to rebuild the plane for cargo service. The windows were removed and the fuselage was entirely covered. A hatch was cut in the top of the fuselage to receive heavy crane loads and pieces of freight that were too large or too long to go through the rear door. The seats were removed and the interior of the plane was lined with Duralumin sheets. A heavy-duty landing gear was installed and the floor was reinforced. The nearest site for an airport was two miles north of the mine. The necessary grading was done by a small track-type tractor with a wheeled grader, which was brought in overland. THE importance of having perfectly pure metals has led me to present to the Institute a record of some of the trials that have been made to obtain these metals, and also to show one of the largest specimens of extremely thin metal plate which has ever been made. The malleability of metals varies generally directly with their purity, and hence it is only with very pure metals that thin sheets can be obtained. The competition among different manufacturers has been so great at times as to lead to expensive and apparently useless experiments in obtaining in the first instance very thin sheets, and afterwards very large and thin sheets of metal, apparently with no other purpose than that of being able to say that they had produced the thinnest or the largest thin sheet that had ever been made. These experiments were at first confined exclusively to iron, their object being to show the great dexterity of manipulation, as well as the purity of the metal manufactured. They have since been extended to almost all metals by electrical action, and have gone far beyond the limits of what was possible with purely mechanical means. The processes which have been used are rolling or hammering, electrical deposition in a vacuum, and lastly, electrical deposition on plates, easily soluble in acids. The first and last of these methods have been known and practiced for a very long time, having been used to make thin sheets of almost all the metals. The other is of quite recent application. In the iron manufacture, the strife to produce these thin sheets was commenced in the year 1865, by the Sligo Iron Works writing to a firm in Birmingham, England, on a sheet of iron containing 270 square centimeters, and weighing only 4.469 grams. For some time this was considered to be the thinnest sheet iron that could be made. T. W. Booker & Co., of Cardiff, England, however, produced a few months afterward, a sheet of the same size, weighing only 4.015 grams. This was succeeded by one rolled by Neville and Everitt, of Llannelly, weighing only 3.174 grams. POLITICAL developments, the impact of Korean warfare necessitating immediate rearmament plans, and recent developments in mining taconites have focused attention on their immediate exploitation to fill the gap created by diminishing reserves. The question of rich foreign ores versus low grade development is past-we need both sources with emphasis on the immediate large scale mining of taconites. In the past three months several things have occurred which add to the taconite picture: (1) Pellets have been used successfully in the blast furnace by Armco. (2) In Congress HR 8512 was introduced by Congressman Blatnik of Minnesota to amend the lending powers of RFC to permit long term loans on basic mining developments, particularly the taconites, which may be needed for the strengthening of the national economy. (3) Walter S. Tower, president of the American Iron & Steel Institute, announced that American steel companies are planning expansion of 6,000,000 tons of steelmaking capacities in the next few years. (4) The outbreak of war in Korea has obliged the United States to rearm and make plans for a semipermanent defense establishment to which 10 to 12 pct of the national income will be budgeted. (5) Startling new advances have been made in the Linde Air Products Co.'s jet-piercing drilling. The United States is now confronted with the problem of increasing its steel capacity and at the same time of securing enough iron ore to supply this increase as well as make provision for the rapidly decreasing supply of rich iron ore on the Mesabi range. Taconites, the low grade iron ore at the east end of the Mesabi, of which there are literally billions and billions of tons of easily concentratable magnetic ore, are the immediate answer. According to the Wall Street Journal on July 24: "Reserve Mining Co., backed by such steelmakers as the Armco Steel Corp., Wheeling Steel Co., Republic Steel Corp., is reported ready-as soon as the pending bill clears (HR 8512)-to seek a $100 million federal loan to build a taconite processing plant at Beaver Bay, Minn., to produce about five million tons (of pellets) annually of 60 pct to 65 pct in iron ore . . ." Following the usual custom, three meetings are planned for the year. The Mid-Continent meeting will be held at Oklahoma City, Okla., Oct. 7 and 8, and the California meeting is planned for Los Angeles, probably also early in October. A program along the usual lines is under way for the annual New York meeting. Discussion and planning of the year's activity started in March. An effort is under way to secure papers dealing with some overlapping phases of engineering, petroleum geology, geophysics, law, economics, refining, etc. The main reason for attempting a program along these lines is the belief that unusually interesting technical papers can be obtained. The degree of specialization in the technical and related fields has permitted but few individuals to develop a sufficiently comprehensive viewpoint. Also, at times the developments in a particular field are capable of giving great stimulus toward much needed solutions of difficult problems in others fields of activity. With the coming of the period of restriction of production to market demand, many changes have occurred in policy and technique of petroleum production. Some changes have been advances, others have been of retrograde nature. It seems doubtful whether the adjustment to the condition of excess producing capacity has been complete or sound in some major respects. Many changes are in progress and others need to be initiated. The industry has excessive producing capacity so far as immediate market demand is concerned, but reserves for several years hence are generally believed insufficient. Exploration and discovery should go forward but development should proceed with caution and under control. Property rights should be clarified and protected for the new condition— without excessive cost for drilling wells that serve no purpose except that of giving some protection to property rights at the cost of an increased price to the consumer. Under the more steady condition of assured supply for the immediate future, as compared to the hand-to-mouth condition of wide-open production, a greatly advanced technique of development and production is possible and is being developed. Great progress has been made, but much remains to be done. Along some important lines progress can be effected only by better understanding between the engineer and the geologist, the lawyer, the politician, the geophysicist, etc. There is need

IT IS universal practice for corporations, at the end of the fiscal period, to call in a firm of chartered accountants to audit the books. The effect of this is to put an independent organization's seal of approval on the accounting of the business done by the management. Their report lets the stockholders know that the accounts rendered truly present the results of the year's business. This is as it should be; the average stockholder has no personal contact or even acquaintance with the managers of his enterprise and the approval of their stewardship by an indepen-dent agent is very desirable for maintaining confidence in their honesty and ability. But such an examination deals only with what may be called the arithmetic of the business; even the most elaborate audit, as the practice is at present, goes no further than to verify the items of the inventory. In other words, while checking up the entries showing the transaction's of the year and certifying to the correct-ness of the items of the balance sheet, such a report gives the stockholder no idea of the ability with which his affairs have been managed. If the profit and loss balance is satisfactory, as certified by the public accountants, he assumes that the management has been able; where it is not, he turns to the president's report and usually finds an explanation. Such an explanation never takes the form of admission of mis-takes in business judgment or of bad technical manage-ment. It could hardly be expected that it would. The stockholder is generally furnished, therefore, with a certificate of the honesty of his management, but never one of its ability. He does not worry about the latter as long as dividends come in; when they cease, his action generally finds expression in replacing the management. In other words, so long as profits are realized, he assumes the management to be good, even though its success is a matter beyond its control and better management would make larger profits. When there is no profit, the stockholders have no means of knowing whether it is due to conditions beyond the control of the management, as the annual report is sure to allege, or whether, by better management, profit is possible. Here is where the technical audit comes in.
