IN speaking, on the subject, "Engineer-Citizens," at the Lehigh Valley Mineral Industries Conference dinner, on April 26, at Easton, Pa., George Otis Smith, Director of the United States Geological Survey and President of the American Institute of Mining and Metallurgical Engineers, said in part: "It would be carrying coke to Connellsville to bring to the Lehigh Valley the idea that mineral resources are the foundation of national prosperity. Unfortu-nately, however, this obvious, fact is not everywhere recognized. Too many of our economists, journalists, statesmen and other dopesters of present business con-ditions stress the human factor so strongly that they overlook the material with which men work out their destiny. To them the financial psychology of Wall Street and the political logic of Capitol Hill and the business commonplaces of Main Street all loom far larger than the geology of the Lehigh Valley or the engineering triumphs of Bethlehem, or, the creative thinking at Lehigh and Lafayette. "The present situation in the industrial and .business world is a complex of interacting causes and reacting effects not easily itemized and entered on our trial balance sheet. But, chief among the liabilities of today is the excess of production capacity in most branches of industry. The farmer has no. monopoly in his desire for relief. Whether your professional connections are with steel or cement, coal or oil, copper, or zinc, you; know too well that for, the moment America is over-engined, and you keenly realize the ever-present hazard of industry speeding up regardless of the curves or grades just around the corner.

The following letter has been received from the Chairman of the United States Shipping Board. August 1, 1918. American Institute of Mining Engineers, New York, N. Y. GENTLEMEN: I am going to call upon your organization for some teamwork. The time has come for Americans everywhere to put themselves solidly behind American ships. Our railroads must no longer stop at the ocean. We are building an American merchant fleet of twenty-five million tons-three thousand ships. We are backing modern ships with modern port facilities, establishing our bunkering stations all over the globe and will operate with American railroad efficiency. We will carry American cargoes at rates corresponding to our railroad rates-the cheapest in the world. Fast American passenger-and-cargo liners will run regularly to every port in Latin America, the Orient, Africa, Australia. Are you taking steps to use these ships to increase your own prosperity? Do you realize that American products of factory, farm and mine can be delivered to customers in foreign countries on terms which will build lasting trade? Do you realize the possibilities for bringing hack raw materials to extend your products and trade? We must all take off our coats and work to bring these American ships home to the people of every American interest and community. The manufacturer must think of customers in Latin America as being as accessible as those in the next state. The farmer must visualize ships carrying his wheat, cotton, breeding animals, dairy products and fruit to new world markets. The American boy must think of ships and foreign countries when he chooses a calling.

THOMAS T. READ, Palmerton, Pa. (communication to the Secretary*). -It is much to he regretted that in presenting a further discussion of these deposits, first described by myself' and later discussed by C. M. Weld,2 Mr. Wang bas not made a more complete presentation of the evidence on which he bases his conclusions as to their origin. Mr. Weld said in his paper that his visit was confined to a few hours, that he saw only one of the several exposures, and that he took away no samples for further study. My own visit was brief, and for another purpose than the study of the geological features of 'the deposits, so the fact that Mr. Weld described as a hornblende-granite the rock which I described as a "dark gray syenitic rock," and which Mr. Wang identifies as a hornblende-syenite, seems of no great importance, since this rock is generally decomposed along the contact, presumably the only place in which Mr. Weld observed it. Later in the same paper (p. 31), Mr. Weld says that his opinion is that the magnetite of the deposits is primary, but Mr. Wang makes no mention of this in stating his own conclusion to the same effect. When Mr. Weld's paper appeared, I did not discuss it, because, although I considered the evidence- that he brought forward to support his belief that the magnetite is primary too slender to support the hypothesis, my own evidence to the contrary was equally tenuous. .The opportunities for observation and study open to Mr. Wang must have provided him with

COMPOSITES containing cold-drawn, high-strength steel wires have shown promise for normal and slightly elevated temperature applications, particularly where strength-to-weight ratios or corrosion resistance are important.'-3 Although tensile strengths up to 500,000 psi may be obtained by cold drawing these wires, processing the composite at elevated temperatures will result in a rapid decrease of the wires' strength. In wrought maraging steels, high-strength levels can be obtained by aging at 900' . Because these alloys do not rely on heavy cold working to achieve their strength, and because they do not overage readily, they are of potential interest for use in composites. In view of this, the tensile strengths of composites containing The total heat effect thus represents the heat of formation, AHf of the compound at 273' . Since the heat of solution of tin in the tin solvent bath is zero, AHz = 3( - H273)Sn and Hf is given by: For LaSn3, AH3 had a measured value of 11,285 i 380 cal per g-atom while for La2Sn, the corresponding value was 33,658 870 cal per g-atom. Using the measured data for the compounds and pure lanthanum, a value of -15,150 200 cal per g-atom was calculated for the heat of formation of LaSn, at 273°K, while Hf for La2Sn3 was found to be -28,090 400 cal per g-i&om. Editors of engineering periodicals usually read the advertising pages. It may be hard' for some men, let alone engineers, to understand what value there is in reading "dry advertisements." Yet it is a fact that valuable suggestions have been obtained from these so-called "dry advertisements" which have been the means of securing greater efficiency in the performance of some undertaking and consequent saving of time and money. It seems to be an editorial practice to look to the advertisements for suggestions for the reading pages. It is a fact that some of the most appreciated descriptive articles were suggested by advertisements. Every undertaking is limited to that point where tools and machinery for its successful performance and completion may be purchased or manufactured. No work can he planned without having in mind such limitation, and the technical journals may be relied upon to furnish descriptions, both editorially and through the advertising pages, of methods and plant used in successfully performing various tasks. This being so, why should not the reader or subscriber to a magazine or periodical avail himself of such a fountain of knowledge? Such perusal proves of value to the up-to-date engineer or man occupying a -position. of responsibility where initiative is essential. Authorities agree that advertisements are on a par with technical articles for their educational value, and this Is as it should be. Also, most subscribers to a publication realize that a, successful advertising medium means a continuance of advertising patronage, which in turn enables the publisher to turn out a better and larger volume of reading matter.

THE Institute assembled in Packer Hall of the Lehigh University, the President, Mr. David Thomas, of Catasauqua in the chair. Professor Henry Coppée, President of the Lehigh University, made an address of welcome to the Institute, and placed at its disposal a convenient hall for purposes of meeting. Mr. Thomas tendered his resignation as President of the Institute, as advancing years prevented him from actively participating in its meetings. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed : Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. Resolved, That a committee of six, with power to add to its numbers, be appointed to examine into the question of the more economical production of iron in this country. AS the forms of blown-out furnaces are of much interest to ironmasters and metallurgists, the manner of taking the accompanying sections of the Cedar Point stack is here given. The diagrams show the original and also the final shape of the furnace after a two years and twelve days' blast,, during which the following solid materials passed through it, viz.: Coal, 41,000 tons; ore, 57,000 tons; limestone, 30,000; total, 125,000 gross tons. Product, 411/4 tons per day Bessemer pig iron. The apparatus used in taking the sections was a modification of that proposed by Mr. Frank Firmstone,* and consisted of a sliding rule, to follow around the circumference of the stack, which rule was connected by a string to a segment of a circle of 24 inches radius. The segment was carried by an arm which connected it to a huh as a centre, 2 inches in diameter. A second string was wound around the hub, and communicated motion to a pencil-carrier, the pencil of which marked out on paper the exact outline, and reduced it to a scale of & inch to the foot. The whole machine was made in about three hours, with the facilities of a carpenter's shop, and gave in operation every irregularity of the lining. The sections were taken at salient points, by lowering a hanging staging on which the apparatus was placed. Tracings from the paper of the machine were made, and, as in this case several copies were required, the tracings were glued on to thin sheets of basswood, and patterns carefully sawed out with a bracket saw.

ABOUT three years ago John Hays Hammond took over the control of the Eureka Metallurgical Co., at Salt Lake City, Utah. Funds were advanced for investigating the process invented by R. V. Smith, for concentrating oxidized lead ores. A great deal of laboratory work was done and a reagent was developed by C. M. Nokes of Salt Lake, which was found to be particularly suitable for oxidized copper ores, refractory manganese silver ores, and oxidized gold ores. After sufficient laboratory work had been performed to demonstrate the fundamental principles of these inventions, a test mill, having a capacity, of 20 tons of ore daily, was erected at Murray, Utah. In this test mill approximately 1200 tons of various types of ores have been concentrated by means of the above-mentioned process and reagents, and this large-scale work as well as laboratory work is being continued at present. Details of these mill tests are given in Table 1, and a representative group of laboratory tests are shown in Table 2. The process requires no special machinery or appara-tus. Its success depends entirely, on the method of preparing the pulp and its subsequent flotation in clean water, as outlined in the Smith patent. The reasons for the success of the Nokes special reagent are not definitely known. The outstanding feature, which seems to be of extreme importance, is that when the concentrates are examined under the microscope, each particle of mineral appears to have a particle of paraffin, attached to it. This paraffin-mineral combination seems to be particularly suitable for flotation and it follows that any coating oils readily attach themselves to the paraffin-mineral combination.

The plan for establishing relations of American industry with national labor on a definite basis so closely follows the channels of the efforts of Engineering Council, principally in the classification and compensation work, that it is of special interest to the engineering profession. The principles laid down under the following headings are about to he submitted to a referendum vote of the membership of the Chamber of Commerce of the United States. These principles were prepared by a special committee of the Chamber of Commerce after a long period of study of the entire subject of industrial relations. 1. Industrial enterprise, as a source of livelihood for both employer and employee, should be so conducted that due consideration is given to the situation of all persons dependent upon it. 2. The public interest requires adjustment of industrial relations by peaceful methods. 3. Regularity and continuity of employment should be sought to the fullest extent possible and constitute a responsibility resting alike upon employers, wage earners, and the public. 4. The right of workers to organize is as clearly recognized as that of any other element or part of the community. 5. Industrial harmony and prosperity will be most effectually promoted by adequate representation of the parties in interest. Existing forms of representation should be carefully studied and availed of in so far as they may be found to have merit and are adaptable to the peculiar conditions in the various industries. 6. Whenever agreements are made with respect to industrial relations they should be faithfully observed. 7. Such agreements should contain provision for prompt and final interpretation in the event of controversy regarding meaning or application.

Subject paper unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that sulfur is the major source of production problems in cement kilns. This is not the case. Sulfur is not a problem as long as the mole ratio of sulfur to alkali oxides is less than, or equal to, 1. This is attributed to the sulfur preferentially combining with the alkali oxides and not acting as a clogging agent due to the nature of the pre-heater vessels. Where the mole ratio exceeds 1, many methods are avail- able to eliminate or reduce the clogging problems such as using the preheater bypass or a precalciner with up to 100% kiln gas bypass. In non-preheater kilns, the presence of sulfates is hardly ever a problem anyhow. Thus, the level of sulfur in the fuel and raw material that might cause problems is not a fixed amount, but is predictable. The purpose of the paper is to discuss the economics of conversion of kilns in the Indonesian and Phillippine cement industries from oil firing to coal firing. This economic analysis has very little to do with the sulfur levels. Thus, the section of the paper on sulfates is actually rather meaningless. The economic analysis is also rather meaningless because the authors have failed to follow accepted economic analysis procedures by including interest charges. They have fallen into the trap of confusing financing with economic evaluation. When the accepted methods of economic evaluation are used, the return on investment increases to about 35%. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

So far as I am aware the references to the " kerosene blow-pipe" in the Transactions comprise only a skeptical opinion from Mr. Witherow (ix., 70), and accounts of the use of the blow-pipe by Mr. Witherbee (xiii., 675) and Mr. Gayley (xiv., 779), together with brief remarks by Mr. Weeks and Mr. Kennedy on Mr. Witherbee's paper. The subject can scarcely be considered novel, in view of these references, yet it is not so far exhausted that an additional account of the successful application of the blow-pipe would be out of place, especially if accompanied with some new details and a drawing of the apparatus itself, showing its simplicity and safety. Some time ago, owing to a variety of causes, my furnace was working very badly, the troubles culminating suddenly one morning in a chilled hearth, solid from the bottom to the tuyeres, with the exception of a narrow passage-way from above to the cindernotch, which remained open. Through this we continued to flush and cast, with the prospect of a long and troublesome siege, in working down to the iron-notch. At the end of two days matters had not greatly improved, and we seemed no nearer the desired result than on the morning of the chill, when, at the suggestion of Mr. Farrell, of Glamorgan, I decided to use the coal-oil blow-pipe; the intention being to cut a hole from the iron-notch up to the tuyeres, and then let the furnace melt out the chilled mass. INTRODUCTION AND SCOPE This chapter is intended as a brief review of the mathematics of compound interest and of the meaning of time equivalent money. In order to make valid economic evaluations of various investment alternatives, it is important that they be analyzed on an equivalent basis, taking into account the time value of money. Compound interest has been said to be one of the eighth wonders of the world. Certainly compound interest is a fact of life in today's economy. Whenever we deal with money over time-investments, earnings, savings, loans, etc.-we are immediately confronted with the principles and effects of compound interest. In such an environment it is necessary to be able to determine time value equivalence of various sums of money received or paid at different dates. It follows that all future payments or series of payments that would repay a present sum with interest at a stated rate can be said to be equivalent with each other. Equivalence, then, is a function of the interest rate. MATHEMATICS OF COMPOUND INTEREST FACTORS In order to develop mathematical formulas for various time value equivalence of compound interest we will use symbol designations: P is Present or principal sum of money; usually refers to value at time zero. F is a single sum of money at some designated future date. R is The amount of each payment in a uniform series of equal payments made at the end of each period. n is Number of interest compounding periods (may represent annual, semiannual, quarterly, or even daily periods). i is the period compound interest rate. This article by Spokes and Mitchell de- serves high commendation. For many years mineral dressers have been at a loss to explain the variation in magnetic susceptibility of the same mineral species obtained from different localities. In fact, they do not even have a list of accurately measured data on the specific magnetic susceptibility of weakly magnetic minerals to consult. Experience as a university teacher has firmly convinced me that the average student has more difficulty in acquiring a satisfactory knowledge of magnetism than of any other branch of mineral dressing. This is almost entirely because the subject has been treated far too much from a strict practical standpoint and far too little from a fundamental one. It is no exaggeration to state that almost all the published theoretical discussions are based on the experimental results of manufactured chemicals and alloys, but not of naturally occurring minerals. In an attempt to remedy this state of affairs, the author of this article not only set up a new magnetic balance in the Department of Mineral Preparation of The Pennsylvania State University, but also performed work of fundamental value, thus pointing the way to further research. This is evidenced by the fact that an investigation of the magnetic susceptibilities of manganese minerals was recently completed by S. G. Watt under the direction of David R. Mitchell, now acting dean of the College of Mineral Industries of the Pennsylvania State University. D. J. Cook is studying the magnetic susceptibility of titanium minerals under my supervision. It is hoped that our research program can be continued for several years and that similar investigations will be Initiated at other universities and research institutions.

The classification and correlation of water analysis data presents many problems which can be solved by graphic methocis. The pattern system, a new type of graphic procedure described in this communication, is believed to have several advantages over older methods. Examples of the application, of the pattern system to the solution of problems encountered in petroleum production are given. INTRODUCTION Several graphic methods for presenting analytical water data have been developed and are now in use.1,2,3,4 It is believed, however, that a recently developed type of graph called the "pattern" offers several advantages over other methods. This system presents a better picture of the total salt concentration than is usual in such graphs. The effect of dilution or concentration has been reduced to a minimum, and at the same time distinction between various types of water has been improved. The system is extremely versatile, yet so simple it can be plotted on ordinary graph paper and adapted to almost any type of filing system. DISCUSSION The essential feature of the pattern system is the graph shown in Fig. 1. Horizontal lines extending right and left from a vertical line at zero form the graph. Positive ions are plotted to the left while negative ions are plotted to the right. The figure immediately beneath each ion gives the scale. Most oil field waters can be plotted on a scale where 100 milli-equivalents of sodium and chloride and 10 milliequivalents of each of the other ions are represented by one scale unit. Of the outstanding investigators of the system iron-carbon-silicon Gontermann,1 Charpy and Cornu-Thenard,= and Honda,3 only the first touched on the chemical composition of the solid and liquid phases in equilibrium with one another. He concluded that his data did not permit a decision as to which of an indefinitely large number of pairs of compositions of liquid and solid would be found in any given case. If through the three dimensional equilibrium diagram of the iron-carbon-silicon system an isothermal plane is passed in the region of partial solidification, two lines of intersection with the liquidus and solidus, respectively, are obtained, also a point marking the alloys' composition. If, in this plane, a straight line is drawn through the point, and intersecting both the liquidus and solidus isothermals, the two intersections mark a liquid and a solid alloy that may be chemically in equilibrium at the chosen temperature. From thermal data alone, Gontermann could not assign any particular direction to the line and, hence, could not determine which pair of conjugate points to choose, A separation of the liquid and solid for analysis, obviously, presents grave experimental difficulties. During the solidification of white cast iron, austenite of progressively higher carbon will separate as the temperature falls and cementite will appear suddenly at the freezing point of the eutectic. This cementite will be accompanied by a corresponding amount of austenite which, for our purpose, will be chemically inseparable from the primary austenite. We have attempted to decide on the conditions at the end of the freezing by a chemical separation applied to the solid metal.

BEFORE the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed; the men being paid monthly. In some cases, fairness to the employee, was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines.

BRITANNIA metal is a white alloy consisting primarily of tin and antimony, the tin greatly predominating. The alloy usually contains a small amount of copper and occasionally very small amounts of one or two, other metals, such as bismuth, zinc, and lead. It is capable of being cold-rolled, it takes a high polish, and it is fairly noncorrosive; properties which make it a popular metal for many household and traveling utensils. Britannia metal is similar in many respects to pewter and has largely replaced pewter in the arts, but it should not be confused with that alloy, because pewter is essentially a tin-lead alloy, while Britannia is a tin-antimony alloy. In view of the fact that so little has been published concerning Britannia metal, the authors feel justified in presenting the results of their investigation, particularly since the behavior of this alloy under cold rolling and heat treatment differs so greatly from that of other metals and alloys. The old craftsman, engaged in the making of ornaments or tableware, heated the cold-rolled sheet metal or his finished product to a straw color corresponding to about 375° F., claiming to produce thereby a harder and more rigid article. The fact that possibly led him to this heating was that a reheated article or sheet made from Britannia metal has a distinct metallic ring when struck a sharp blow, whereas an unheated article or sheet has a leady, dead note. No doubt he has associated the metallic ring with a greater rigidity and strength, and justly so, as will be seen later.

THE flotation of oxidized silver, ores offers an interesting problem to the operating metallurgist, who has to treat this material. The advances made in the art of selective flotation by the use of newer collectors with accelerating and inhibiting reagents suggests that there should be something to help to decrease tailing losses. For many years there was no working hypothesis, so the subject was approached more or less in the dark, but with the publication of a paper by Taggart, Taylor and Ince1 giving results of flotation tests with many organic compounds and presenting a tentative theory, a better foundation has been laid and henceforth progress should be more rapid. Over a period of one and one-half years there was much experimentation with flotation of oxidized silver ores at El Tigre, Sonora, Mexico. The material coming to the mill was straight sulfide ore in a silicified rhyolite gangue, the ore minerals being sphalerite, galena, pyrite and tetrahedrite. This came largely from the lower levels of the mine. With the approaching exhaustion of these orebodies, attention was turned to oxidized ores left behind during higher prices of silver. Of late oxidized ore has been at times 25 per cent. of mill tonnage. Aerofloat 25, in considerable quantity, together with ethyl xanthate, has been used in the mill. The former raises large quantities of "insoluble" or gangue, which is difficult to reject when the density of the tailing pulp approaches 33 per cent. solids, as it did during periods of water scarcity. The mill tailing at times contained as much as 5 oz. of silver on a 32-oz. mill head.
