The design of pillars around a longwall panel in which the effect of the adjacent and worked-out panel is taken into consideration is discussed. A mathematical model is used to duplicate field observations such as opening closure and pillar rib movement. The model is then used to predict the effect of changes in mining geometry on the opening stability.

The new potash refinery of Duval Sulphur & Potash Co. produced its first tonnage of muriate of potash in November 1951. Full capacity was attained in early 1952. Excellent extraction efficiency is being obtained by the process, which is basically froth flotation. System temperature control is practiced and has proved to be of great metallurgical value through high potassium recovery and low reagent cost.

ILMENITE, rutile, zircon, and other heavy minerals are found in small amounts in the sand that covers most of Florida. Small enriched deposits occur on the beaches and coastal dunes. One beach deposit east of Jacksonville was worked during World War I and another near Vero Beach during World War 11. Both ceased operation when the resumption of imports reduced prices.

E. C. Pechin, Buchanan, Va.: I am sorry to see the table appended to Mr. Chase's excellent paper. In the discussion at the same meeting, on "Notes on a Southern Coal-Washing Plant," Prof. Phillips very properly says: " There is no use in giving an analysis as representing a coal when it does not do so. It gives a wrong impression of the conditions under which business is conducted." The same may be said about ores. I have no personal knowledge of the ores in many of the localities given in Mr. Chase's table; but if these are to be judged by what is positively known of the Cranberry ores, the analyses are grossly misleading. The furnace-shipments from Cranberry have rarely reached 44 per cent. of iron, and any such percentage as 58 or 66 or 68 can only have come from hand-picked specimens. Indeed, with any such percentages, Mr. Chase's paper would have been superfluous, because concentration would be unnecessary. Besides, the paper itself (page 553) gives the fact that the Cranberry average is 42 to 43 per cent. Why should a table be appended, contradicting this statement of the text ? Let us always have the exact conditions under which business may be conducted. "Boom" and business analyses are widely different.

INTRODUCTION At the time of the death of Mao Tse-tung in 1976, China was a major oil producing country with a daily oil flow in the order of 1.735 million barrels. This position had been achieved with minimal assistance from the outside world. Further, only some fifteen years had elapsed since the country's daily oil production capacity had hovered at the barely significant level of one hundred thousand barrels. Why then did the new leaders of China, after this very creditable record of success, suddenly change the direction of the country's drive for future hydrocarbon production? First, by switching much of the emphasis of exploration from onshore to the offshore continental shelf basins, and further by apparently abandoning the philosophy of self reliance calling upon the world's oil industry to share in the task of locating and developing these potential offshore energy reserves. The answer is probably only partly understood by those of us outside China, However, a number of factors exerting an important influence on this decision can be identified. THE MOVE OFFSHORE The new leadership was anxious to rapidly move China into her rightful place amongst the powerful and technologically advanced nations of the world. Modernization became the slogan, specifically modernization on four fronts, agriculture, industry, technology and military with the goal to "catch the west by the year 2000". But how to generate the capital to finance this massive modernization program? The rapid escalation of the price of crude oil following the 1973 Oil Embargo and the continuing apparently insatiable world demand for this now extremely precious primary resource was very clear to all. China, as a major producer, could export crude to help finance the ambitious development programs of the government. To do this, however, would require a very significant in¬crease in present production capacity, as the domestic demand even for China with her relatively low per capita energy consumption, is essentially equal to the current production. Trying to rapidly move the new regime's programs into actions, one can only assume that the planners looked at the success of the petroleum industry over the preceding fifteen years and quickly concluded that this well established curve could be maintained and indeed steepened with an increase in effort. The rapid discovery of a few more Daqing's (China's premier oil field, producing one million barrels a day) would have the country's ambitious modernization goals within reach. Petroleum would be the principal bridge to the bright future. The next decision involved the question of where to look for these vast new reserves. Chinese exploration teams had already looked at most of the onshore sedimentary basins and, while they were the first to admit that there was much yet to do, it was fairly clear to them that the potential for large new accumulations was confined to two areas: the little explored, remote, inhospitable regions of western China, principally Xinkiang Province and the equally unexplored offshore basins of the continental shelf and slope. In both cases China faced a very serious problem. The inhospitable environments were severely straining her petroleum industry's current technological ability to cope, particularly as the government needed rapid results. Thus the pragmatic and, to the foreign oil industry, unexpected decision to invite cooperation with the outside world. The reasons for the initial emphasis on the exploration of the offshore basins with the cooperation of foreign oil companies are again supposition on my part, but probably involved considerations of technical merit, ease of development and delivery to markets together with more sensitive issues such as controling the influence of foreign philosophies and values on the Chinese population by containing most foreign activity to the offshore. So within three years of the death of the great helmsman, China had developed a plan to involve foreign oil companies, both state and private, in a grand plan to rapidly increase the nations oil production. In fact, by this time, the first round of talks had been concluded and the first phase begun, and what a beginning. Some forty eight companies from thirteen countries had signed documents to participate formally in this world scale event. It was far easier to list those companies which did not participate than to list those which did. FOREIGN COMPANY INTEREST Why the rush by the world's oil industry to be involved in China? What was China offering which made everyone so anxious to join in? Again the answer is complex in detail, but principally involved a combination of factors which together caused this virtual stampede. Timing was a major element. Oil Companies, despite an ever increasing take by governments, were beginning to benefit. from the' rapid escalation of crude prices induced by OPEC and were looking for suitable areas to reinvest these funds. In hard, discontinuous rocks, failure modes and stability are controlled to a great extent by the intersection of discontinuities with the excavated surface. We have solved the general problem of finding the shape and size of all blocks formed through the inter- section of any number of joints and excavation surfaces and will demonstrate a simple graphical method for determining which of these is the "keyblock." An example will explain this methodology applied to a simple open pit. The effects of slope curvature in plan or section, will be demonstrated. Finally, we will show how to determine the optimum orientations for the cut slopes. The methodology is based upon a powerful topologic theorem concerning the finiteness of spatial intersections. This paper is a companion to another dealing with underground openings in the Proceedings of the 22nd Symposium on Rock Mechanics (MIT) , July 1981. This paper discusses the rock blocks created by the intersection of discontinuities and excavation surfaces in a rock mass. It establishes principles and procedures by means of which those blocks that are finite and critically located can be identified and described. The main assumptions are the following: 1. The rock itself is assumed to be strong so that the only concern for stability is the movement of rock blocks them- selves.

Available high-fernperatzwe equilibrium measurements and other thermochernical data have been critically reciewed for sulfation reactions of the type: Recommended values for log K and ?Fo as junctions of temperature are given for thirty-six suck reactions involving twenty-six different metals. Methods of calculation and choice between conflict-ing data are discussed. SELECTIVE sulfation now enjoys a considerable renaissance as a metallurgical unit process due, in large part, to the available of the fluid-bed re- actor—a device capable of the close control of temperature and gas composition necessary for a successful sulfation process. An additional need, however, if sulfation chemistry is to be approached in a scientific manner, is a reliable body of data on the equilibrium and kinetics of sulfation reactions in simple and complex systems. This paper offers a critical review and compilation of equilibrium data on pure sulfates (simple systems). The last such review, by K. K. Kelley in 1935:30 has proven itself most useful, but the existence of many new data makes necessary a re-evaluation of the available information. The mining of coal, phosphate, oil, gas, and sodium on the public lands of the United States has, during a long period of years, been prevented by the failure of Congress to legislate, notwithstanding the fact that each successive Congress has vainly attempted to enact a law. Disagreements among members of Congress, many of which have related to non-essential matters, have prevented the passage of a bill, the failure at the last session having been due to a fillibuster in the Senate against the conference report led by Senator LaFollette of Wisconsin. Seven bills covering this subject have been introduced into the present Congress, four of which are identical in nearly all essential respects and follow either precisely or closely the conference agreement of the last Congress. These bills are too long to permit of review in this column. In general they provide for the leasing of lands or privileges to mine or to recover the various minerals above mentioned under terms and conditions as to the amount of land that may be leased by any one applicant, the diligence with which the work must be prosecuted, the return or royalty demanded, and the term of the lease and extensions thereof.

The materials used for pump construction vary according to the nature of the solution handled. The pump materials in use are the result of extended experiment and are all giving satisfactory results. Research is still in progress, particularly with stainless steel and rubber lining, both of which show considerable promise. Following are the materials used: For tank-room acid, carrying about 100 grams per liter free sulphuric acid, hard lead is used. Stainless steel is under investigation. Duriron is satisfactory, but requires very careful handling to prevent mechanical breakage. For pulps containing low acid (10 grams per liter), abrasive solids, ferric iron, copper, etc. pumps are made of hard lead. Stainless steel is satisfactory. For pulps containing no acid but carrying abrasive materials and copper, bronze is used. Pulps containing acid (10 grams per liter), copper, iron and nonabra-sive solids require lead pumps. Rubber linings are under investigation. Clear neutral solutions containing copper are handled in bronze pumps; neutral solutions free of copper, acid, abrasive material, etc., in iron or bronze. The hard lead used contains 13 per cent antimony. The stainless steel has the following analysis: Cr, 20.0 per cent; Ni, 7.0; C, 0.25; W, 4.0; Cu, 2.0.

Between two and three years ago, in response to an unmistakable and insistent demand, the four Founder Societies appointed Committees on "Aims and Organization," or on "Development," charged with reporting on the internal organization and the external (non-professional) ac-tivities of the engineers societies and to advise as to coöperations and coordination. Each of these committees formulated a report, recognizing that effi-ciency in external activities could only be attained by intimate coopera-tion between the four Societies. As a consequence, each of the Founder Societies was requested to appoint members of a Joint Conference Committee, charged with discussing the situation and evolving if possible a plan of cooperation in external activities which would coordinate not only the efforts of the four Founder Societies but also other national technical and scientific societies, as well as local engineering and profes-sional associations, groups or clubs. The Joint Conference Committee entered on its task with enthusiasm, and after great labor evolved the outline and many of the details of plan for engineering cooperation in public and inter-society activities. This report has now been submitted to the Boards of the Four Founder Societies, and has been ordered printed by our Board for the information of our members.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution: "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Mining and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the expressed policy of the Institute to refrain from official participation or action in political and semi-political matters." AND WHEREAS, appeals for additional advice have been received: NOW, THEREFORE, IT IS RESOLVED: (1) That the policy of the Institute is to refrain from official participation or action in controversial non-technical economic subjects; further (2) That if any Local Section is in doubt as to the application of this policy to any particular subject, it should communicate with the Secretary of the Institute for advice.

The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.

That the chemical industries are alive to the situation that they now occupy in the sum of affairs is evident in the preparations being made by many firms for the Second National Exposition of Chemical Industries To be-held at the Grand Central Palace, New York City, during the week of September 25-30, 191 The list of exhibitors indicates that the Exposition is already twice the size of its successful predecessor. The American Chemical Society will hold its annual meeting during the whole week, the American Electrochemical Society has arranged to - hold its meetings on September 28, 29 and 30, and the Technical Association of the American Pulp and Paper Industry is also planning to meet during the week. The Bureau of Commercial Economics at Washington is again co- operating with the Exposition by arranging an elaborate program of motion pictures covering subjects dealing with the industries depending on chemistry. Many of these films will have their first showing at the Exposition. They will take the visitor through industrial plants, shops, manufactories, mines, etc., where visitors are never admitted; they will show operations that in ordinary light would never be seen; they will demonstrate more than any other kind of motion picture the great strides and improvement in the art of photography.

The Minas de Matahambre No. 2 shaft, vertical, four-compartment lined with steel sets and hardwood lagging, has been sunk 2057 ft. On account of rock structure, over-all cross-section dimensions are 23 by 6 ft. Certain sections have been concreted. Two compartments are for handling ore and men, one for supplies and men, and one for manway, cables and counterweight. Two 250-ton capacity skip pockets with air-operated gates and steel cartridge pockets have been installed underground. A steel "A" headframe, a 250-ton steel receiving bin, and skip-to-man-cage changing equipment have been provided. Skip capacity is 102½ cu. ft. The hoist is a Nordberg double-drum 10 ft. by 6 ft. 6 in. geared, electrically driven, with parallel grooving for 1-?in. cables. Maximum hoisting speed is 1600 ft. per minute. The motor-generator set, control panel, slip regulator and hoist accumulator are housed in the basement of the hoist house. The electrical equipment is General Electric. The direct-current hoist motor is 800 hp. Control is of the Ward-Leonard-Ilgner type. The motor-generator flywheel set, normal speed 720 r.p.m., consists of an 800-hp. induction motor, a 22-ton flywheel (dia. 117 in.) and a 650-kw. generator.
