Council may deal with any matter of general interest, for which joint action of two or more of its member societies would have been appropriate, if Council had not been established. Council may initiate and carry through projects of the general character defined in the By-Laws, for which the necessary financial provision has been made. CLYDE WILLIAMS, after graduating from the University of Utah as a chemical engineer, worked for a time in western mills and smelters. He then joined the U. S. Bureau of Mines and during the World War studied Ordnance Department and Navy problems on ferroalloys and alloy steels at the Cornell University laboratories. Later, as superintendent of the Northwest Experiment Station of the Bureau, he was active in electric furnace and ore reduction work. FEW mining schools possess an art gallery and certainly none can equal the collection of paintings depicting the mineral industries now hanging in the comparatively new building of the School of Mineral Industries at The Pennsylvania State College. Dean Steidle, who conceived the idea, early this spring boasted of 55 paintings in the collection, by 24 different artists, the gallery being appraised at $18,000. Since then, eleven additional paintings have been added. Opportunity will he presented for an inspection at the meeting of the Industrial Minerals Division, to be held at the College, Sept. 24-26.

A new Index of the Transactions, Volumes I. to XXXV., is now being prepared, and will probably be ready for distribution during the coming summer. The Index will be about the size of the average volume of the Transactions, and will be bound in cloth and in half morocco. The price of the cloth-bound copy is $5, expressage prepaid. THE high cost of coal in Butte and the development of large amounts of cheap electric power from the Missouri river caused the Anaconda Copper Mining Co. in 1908 to make an investigation as to the possibility of adapting this cheap electric power for the operation of their many large hoisting plants. Published tables of jaw crusher capacities are compiled for the most part from field performance data, interspersed with interpolations, extrapolations, various safety factors, and other modifications. Such a table attempts to balance and equalize field data from widely different materials, with differences of crushability, efficiency of feeding, sizing of the feed, and so on. The tests described in this paper were undertaken with the objectives of checking previously reported capacities; of studying the effects of various factors upon the capacity, including jaw plate curvature; and, if possible, of deriving a general capacity equation. Such an equation has been derived from the data obtained in these tests. It is given together with factors for its use. While more accuracy than is usually required may be obtained by careful application of the equation, it is of simple form and provides a convenient reference plane upon which the potential capacity of various crushers may be compared, and with which operating adjustments may be made on existing installations. MUCH information concerning pegmatites which was thought to be true a few years ago has been proved false, and what is now actually known about some pegmatites is not true of many others. The erratic and seemingly unpredictable structure and variable composition of this class of mineral deposits has been widely emphasized. Even parts of the same pegmatite body exhibit marked differences in texture, mineral composition, width, and attitude. Constructive geological thinking in respect to pegmatites now aims to establish general laws rather than to stress the confusing diversity of features having no special economic significance.

The press, trade publications, and special circulars, some elaborately illustrated, have been liberally employed within recent years in this country, to set forth the advantages of various locations as industrial centers, having as a basis the possibility of profitably producing pig-iron at these proposed centers: and special stress has been placed upon opportunities believed to exist at certain points for making iron of a quality suitable for the manufacture of Bessemer steel. Vague references to tin-deposits in Mexico are scattered throughout technical literature, and that country has been looked to as a likely source of a part of the world's supply of till at no very distant date; but thus far nothing but occasional small lots have come forward, so that the notion has arisen that these mines are either mythical or unworkable. So far as I am aware, there has not yet been published any description of the tin-deposits of Mexico except a few brief references; and this paper, based on a study of them made in 1892, is therefore offered.

PRIOR to 1912 the only rail outlets for a large part of the coal regions of Carbon and Emery Counties. Utah, were over single-track lines of the Southern Utah R.R. and Castle Valley Ry. Companies, forming a route extending from Mohrland and Hiawatha, Utah, to a point of connection at Price, Utah, with what is now The Denver and Rio Grande Western R.R. Co. These two tap lines were poorly and inadequately constructed, with impracticable grades, lacking in equipment, and incapable of being put into condition to serve this region and handle the output of the mines, to say nothing of making possible increased production and new development. Any plans for the new development and increased output necessarily involved new and adequate railroad service. It was essential, not only that additional facilities be provided but that these facilities be in the form of an efficient and up-to-date railroad providing an independent through operation from the coal mines to a point of direct connection with the lines over which the product would be distributed to consumers. THE John Fritz Gold Medal for 1929 was presented to Herbert Hoover at the Executive Mansion on April 25, at a luncheon given by Mr. Hoover to present and past members of the Board of Award, preceding medalists, and presidents and secretaries of the American societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers. The presentation party of forty engineers which gathered at the White House, from all parts of the United States, was made up of past presidents of the four senior national engineering societies that established the John Fritz Medal and included five men who had received the medal in previous years. These former medalists were Edward Dean Adams, J. J. Carty, J. Waldo Smith, Elmer A. Sperry and Ambrose Swasey. This medal is the highest honor bestowed by these four national engineering societies, having a membership of 60,000. It is awarded not oftener than annually for "notable scientific or industrial achievement, without restriction on account of nationality or sex." In accordance with custom, the award to Mr. Hoover was made tentatively and without announcement in October, 1927, and was formally con- firmed and announced one year later.

HAULAGE was one of the many problems to be solved in the successful handling of the Miami Copper Company's low-grade orebody. The ore extracted had to be increased from 1000 to 18,000 tons per 24 hours over the existing track-age and haulage way. This called for increased speed, longer trains, in¬creased car capacity, and a block signal system so as to maintain a fixed schedule and headway. The motive power in service at the time of this transition consisted of Baldwin-Westinghouse 6-ton trolley locomotives. (See Fig. 3.) These locomotives were purchased to handle twenty inverted-V-bottom side-dump cars of 60 cu. ft. capacity. Dimensions were limited as to height on account of ore chutes, width on account of short radius curves, and length of 12 ft. from bumper to bumper- so that the locomotives could be handled on the man and material hoist which has a cage length of 121/ ft. THE principal manganese deposit of Russia, I one of the four principal sources of the world's supply, lies on the southern slope of the Caucasus Mountains, in what is now the Republic of Georgia, district of Sharopan. Tchiatouri, the principal town, is midway between Tiflis, the capital of Georgia, and Poti, the shipping port on the Black Sea, about 130 " miles distant. The deposit can be most easily visualized by thinking of a nearly horizontal coal seam about 6 ft. thick, outcropping on the slopes about 600 ft. above the Kvirila River. One of the accompanying illustrations shows the river, which nearly bi- sects the district, of approximately 50 sq. miles in area, and with its tributary streams makes the topography rugged, while in the background are the snow-capped peaks of the Caucasus range. Another of the illustrations gives a closer view of the outcrop. The roof and floor of the deposit are good, so the methods of working are quite similar to working a coal seam, especially as most of the mineral is soft enough to be mined with a pick. Little machinery is used, except small cars for underground transportation.

FATE, rather than planning, put Bob Morris into coal mining. He was a farmer's son, born at Plattsburg, Ohio, just 68 years ago (Feb. 28, 1878) though he could easily pass for ten years younger. Before he was ready for high school the family moved to Columbus, seat of Ohio State University, whose course in mining engineering attracted him because lie thought it the broadest of the engineering courses. He really wanted to be a steel metallurgist but it was a coal-mining company that offered him a job when he graduated, and this circumstance directed his entire future professional life. To. be sure it wasn't such a glorious opportunity so far as pay went -$40 a month-but his employer, the Modoc Coal & Mining Co., Modoc, Ohio, was developing a new shaft mine, thus offering some good experience. In 1902, after a year's experience, he was made superintendent of the property. Then in 1903 the Continental Coal Co. at Glouster, Ohio, offered him a better job as their chief engineer, which he retained until 1905, at the same time joining the A.I.M.E.

SOME one once affirmed his great belief in luck, adding that he had found that the harder he worked the more luck he had. Clyde Weed is a firm believer in this method of courting the fugitive lady. He is at work early and late, often leaving his staff at Anaconda's offices at 25 Broadway breathless trying to keep up with the ideas teeming from a fertile brain and the actions those ideas entail. Miles ahead of his assistants much of the time, he still manages to be an agreeable fellow to work with, no small accomplishment as many can testify. Mr. Weed arrived in the world at Moorestown, Mich., on Aug. 8, 1890. Sixteen years later he entered Michigan Agricultural College, a lowly freshman. The following year, with the experience and wisdom expected of a sophomore, he transferred his studies from the reaping of a harvest on the surface of the earth to delving into the deeper, unpredictable bowels of the earth, his studies now shifted to the Michigan College of Mines. Last June his alma mater conferred upon him the degree of Doctor of Engineering.

The testimony given before the Patent Committee of .the House of Representatives in connection with the bills to establish the Patent Office as an independent bureau, to establish a United States Court of Patent Appeals, and to increase the force and salaries in the Patent Office, has been completed. These bills were originated by the Patent Committee of the National Research Council and have received almost universal approval. The Committee of the House of Representatives is favorable to what this Committee of the Research Council is trying to accomplish but the proverbial inertia of Congress toward the Patent system needs outside stimulus.

COLORADO SCHOOL OF MINES On February 21, 1918, the students of the Colorado School of Mines who are members or have applied for membership in the Institute re-organized the "Scientific Society of The Colorado School of Mines,? which has for its .purpose the study and discussion of mining problems.
