The Holden mine operated by the Chelan Division of the Howe Sound Co. is on the east slope of the Cascade Range in north central Washington on the south slope of Railroad Creek valley at an elevation of 3500 ft. The mine may be reached by a 40 mile boat trip from the town of Chelan which is at the southern tip of Lake Chelan, to Lucerne at the mouth of Railroad Creek and an 11 mile bus ride up Railroad Creek to Holden. All freight and concentrate is moved over this route to Chelan Falls on the Columbia River which is on the railroad four miles below the town of Chelan. The mine is now producing 2000 tons of gold, copper, and zinc ore per day which is treated in the Holden mill. Gold-copper and zinc concentrates are made, the first of which is shipped to Tacoma, Wash., and the latter to Kellogg, Idaho, for smelting.

During 1942 six great new ingot plants sponsored and owned by the Government have come into production and three others are nearing completion.

Minerals are the basis of modern civilization: their exploitation and effective utilization are a yard- stick for measuring the comparative prosperity of different nations. This is particularly true in India where industrialization is just beginning to pick up speed. Production targets for our Fourth Five Year Plan (1966-71) are far ahead of the figures for, say, 1950 (the year we won independence) and show the extent of the expansion. Many problems remain to be solved, not least of which is the shortage of raw materials. India is no novice at utilizing minerals. Archaeological ruins at Harappa and at other historical places in the country show evidence of the fact that the ancient Indians not only knew the art of winning minerals from the ground over 6000 years ago-they were also well acquainted with metallurgy. Some of the present sites of mineral exploitation are the same as those our ancestors worked for many centuries.

AMONG others, one of the most important duties of the accounting department is to disclose to the management the cost of production accurately and as quickly as possible after the ore has been produced and treated. A report is issued daily showing man shifts and the cost of labor, supplies, power, and miscellaneous charges to each department of the operation: mining, crushing, milling, packing and loading, and general expense. Mining costs are broken down into stoping, handling, development, exploration, and miscellaneous, and each of these subdepartmental costs are further broken down into the branches making up the subdepartment. Costs of crushing, milling, packing and loading, and general expense are detailed in the same manner. With such a detailed daily report as this, the management is able to keep in close touch with the efficiency of the entire operation. Because no expense items are deferred or spread over a period, and so that the report does not lose its comparative valve, appearances of unusual charges are explained.

G OLD MINING is enjoying a real revival in the West, and a considerable portion of the production is coming from small properties. The large mining companies of the world get most of the publicity, but in the last year the small gold property has often proved a more attractive field for the mining engineer looking for something to do. Old mines have been re- opened, prospects have been more closely examined, and many properties that were out of the running with the high commodity and labor costs of two or three years ago, have recently been making money for their operators. An interesting phase of this activity is the operation of so-called one-man mines. The west is dotted with these small properties, without the resources or reserves to warrant large-scale operation, but which return a living and often something over to one or two men who under- stand mining and simple methods of treatment.

DESPITE the war, the First Pan American Mining Congress, held in Santiago, Chile, Jan. 15-23, was attended by about 300 persons including the official delegates from sixteen of the American republics. The United States delegation consisted of Elmer Pehrson, of the U. S. Bureau of Mines; D. F. Hewett, of the U. S. Geological Survey; William H. Hobbs, of the Carnegie Foundation; and C. W. Wright, delegate of the Board of Economic Warfare and of the A.I.M.E. Mr. Wright was elected to head the delegation. Among the other members were Edward Steidle, of Pennsylvania State College and also an official A.I.M.E. delegate; John Huttl, of Engineering and Mining Journal; W. 0. Vanderburg, foreign mineral specialist from Lima, Peru; O. B. Hundley, of the American Cyanamid Co.; Horace Graham, of the Anglo-Chilean Nitrate Co.; and several officials and engineers from the Anaconda, Kennecott, and Bethlehem Steel companies' mines in Chile.

THE organization of the Board of Directors was effected Tuesday afternoon in ' executive session. Messrs. Bassett,. Buehler, Cates, Daveler, Eavenson, Eilers, Elliott, Evans, Guess, Lovejoy, Moulton, Rickard, Tally, Turner,, Wraith and Wright being pres¬ent. Messrs. Tally, Bassett, Rickard, Mathews and Cates were chosen to form the Executive Committe with Mr. Tally as Chairman, and Messrs. Krumb, Guess and Moulton for the Finance Committee with Mr. Krumb as chairman. Karl Eilers was reelected as Treasurer and H. Foster Bain as Secretary, after which the Directors adjourned for the usual dinner reported elsewhere. At the open session of the Board, at which in addition Messrs. Allen and McAuliffe were present, the work of organization was continued with appointments to committees as listed herewith. Various actions of the Executive and Finance Committees were confirmed, the budget for 1931 formally approved, the meeting dates for the year adopted, 34 new Members and Associates, 13 Junior Members and 31 Student Associates admitted by election and transfer and 29 resignations accepted.

The annual meeting of the Mining and Metallurgical Society of America was held on Tuesday, Jan. 8, 1918, at the Engineers' Club, New York, to elect officers and councillors for the ensuing year, to receive the reports of its retiring officers, and for the transaction of any business which might properly be considered. As usual, the meeting was divided into two sessions; the first, more properly the business session, was called to order at 2:30 p.m., with an attendance of 17 members; the second session took place at 8:30 p. m., immediately following an informal dinner, at which 40 guests and members participated. The latter was particularly interesting because it gave the meeting an opportunity to absorb first-hand information regarding the present crisis in Russia. Messrs. F. W. Draper and J. P. Hutchins, the latter a member and long resident in Russia, were the speakers of the evening.

Predicting the performance of a waste embankment requires an estimate of the properties of the waste and foundation materials. The performance characteristics and the associated material properties are: [ ] Methods for obtaining estimates of the material properties include: laboratory and field testing, back analysis, and indirect estimates from other material properties. The most critical technical need is the development of indirect methods for use in feasibility studies and mine planning, prior to production when actual samples of waste material are not available. Material properties are not unique, single values; they are probability distributions. There are two components to these distributions: the uncertainties in testing and the inherent variability of the material. The objectives of a material properties evaluation should be to obtain an unbiased estimate of the property distributions rather than the average or the minimum value. Whether the current trend to a probability design analysis is followed or a simple sensitivity analysis is conducted, the unbiased probability distribution is preferable to single values.

With explosives representing over 10 pct of the cost of operating the entire company, the Maumee Collieries Co., Terre Haute, Ind., inaugurated a program to develop a low-cost blasting agent. Results of more than two years' work were announced on May 1 by Hugh B. Lee, president of the company. Utilizing a mixture of commercial-grade ammonium nitrate and carbon black packed in polyethylene bags, Maumee has been able to reduce blasting costs by 50 pct. The lower costs are brought about principally by elimination of high transportation charges on fixed explosives and use of low-cost material (commercial NH,NO, and carbon black). The Akremite blasting method incorporates a 20-lb cap-sensitive primer to detonate the stable explosive. Maumee now uses Akremite exclusively in its stripping operations producing more than 2 million tons of coal per year. THE creep properties of metals have as-sumed increasing importance in recent years and many investigations have been made on various phases of the problem. In the past year the annual lectures of the Insti-tute of Metals Division1 and the Iron and Steel Division2 were concerned with this subject, and are excellent reviews. For many years the creep properties of lead and lead alloys have been investigated at the Central Research Laboratories of the American Smelting and Refining Co., and it is hoped that the present paper will contribute knowledge of some of the factors that influ-ence creep. Lead, being a metal that recrys-tallizes readily at room temperature, is an excellent material upon which to investi-gate creep phenomena because of the sim-plicity of the apparatus needed, and it might be expected that results would apply to some extent to elevated-temperature tests of other metals.

GENERAL. THE Tooele plant of the International Smelting & Refining Co. is situated at the mouth of Pine canyon, Tooele county, Utah. It is connected with the main line of the San Pedro, Los Angeles & Salt Lake railroad by the Tooele Valley railway, and is about 7 miles from Tooele Junction. Fig. 1 is a general view of the plant. The location of the plant was selected on sloping ground with the idea of using gravity to the fullest extent and thus keeping labor at a minimum. The program for the Annual Meeting to be held in New York, Feb.17 to 20, 1919, inclusive, has been nearly completed. Besides the usual meetings for the reading of technical papers, the social features are being given special attention. They will probably embody the following: On Monday evening, a lecture by one of our fighting airplane pilots, to be illustrated by lantern slides and moving pictures. To this entertainment the ladies will be invited, as well as members. On Tuesday evening, a Smoker at which some very startling features are promised for the entertainment of members. On Wednesday evening, the usual banquet, at which it is hoped to have some very interesting speakers. The usual luncheons will be served in the Engineering Building and other features will be offered for the entertainment of the ladies during the day. No definite plans for the Thursday excursion have yet been formulated, though it is probable that something interesting will be offered the members.

The regulations governing the filing of claims under the War Minerals Relief Act have been amended so as to allow claimants to file a brief with the questionnaire. It has been decided that hearings will be conducted by the War Minerals Relief Commission when good reason for such action can he shown. When justified, the Commission will conduct the hearing at a point easy of access from the mining district concerned. Applications for relief are beginning to reach the Commission in considerable volume. Thirty claims have been filed in such condition as has permitted of their formal filing with the Commission. Many others have been returned with instructions as to the information required and the procedure it is necessary to follow.' An effort was made to induce the Secretary of the Interior to open a Pacific Coast branch office of the War Minerals Relief Commission; this he has declined to do, claiming that it is impracticable to divide the work.

Occurrences and associations of natural tellurides are constrained by the relative fugacities of Te, in specific mineralizing environments. Some are rare (e.g., FeTe2) and others absent (e.g. MoTe , ZnTe) m nature because high f-Te2/f-S2 ratios are rare or unattainable , whereas others (e. g . , Ag2Te,HgTe) require lower ratios and are common. Complex and seemingly chaotic sulfide-telluride associations are, in fact, highly systematic and depend both on temperature and fugacity ratios. Some older sulfides act as buffers via reactions such as PbS + Te2 = PbTe + S2, thereby affecting the deposition and paragenesis of younger tellurides and the combined or uncombined mode of occurrence of precious metals. Thermochemical calculations of telluride-sulfide-oxide equilibria can have pragmatic value. The thermochemical approach tells us little about the Te "source", but is beginning to unravel the systematics of telluride mineralogy and controls at the precipitational end of the line.
