Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. Many investigators have attempted to determine the true nature of the internal changes taking place during aging. Merica, Waltenberg and Scottlt were the first to propose a theory of age-hardening. They attributed the age-hardening of duralumin to the precipitation of minute particles of the compound CuA12. Later Zay Jeffries and R. S. Archer2 augmented the above theory by suggesting that the small CuAl2 particles acted as "keys" causing "slip interference." Many other investigators3 have devoted much time to the mechanism of age-hardening, some corroborating the "precipitation" and "slip interference" theory, others coming to different conclusions because of effects that to them seemed unexplainable by the early theories; e.g., the increase of electrical resistance upon aging, the fact that no change in lattice parameter could be detected during the early stages of aging even at elevated temperatures, and the fact that the density did not change as would be predicted. In 1932, Merica revised4 his earlier precipitation theory to take care of these presumably anomalous effects. This revised theory, the "knot" theory, assumes that substantial age-hardening occurs before actual precipitation of solute as discrete particles. The assumed mechanism is one of diffusion of solute atoms into groups forming distorted regions which act as "hard" spots and cause slip interference. These "knots" are assumed to have approximately the same lattice arrangement as the solvent. The anomalous behavior of lattice parameter, density, and electrical conductivity, require a modification of the simple precipitation-hardening theory, only if it is assumed that the precipitation of minute particles during aging has the same effects on these properties as the formation of large particles under equilibrium conditions. Engineering is the design work for the purpose of producing drawings and technical specifications for Construction together with technical specifications and quantities for Procurement. Procurement is the arranging of con- tracts so that equipment, material and labour are brought as required to the construction site. Construction covers the on-site activities that bring together the components of Engineering and Procurement so as to arrive at a finished plant. Need & Cost Benefits Project Management systems are needed to allow progress and expenditures to be monitored so that any significant deviations from the plan can be identified and the appropriate corrective action taken. In this way, Project Management is able to give continual updated answers to the Owners broad questions. - What am I getting? - What will it cost? - When will it be ready? The need for Project Management is not always immediately apparent, a common belief being that the existence of the three components -Mining Company - Equipment Supplier - Construction Company - is sufficient to get the job done without a formal project management group. The Tar-Sands" is the name which has been given to the extensive horizontal deposit of fine Cretaceous sand, blackened by tarry petroleum, which forms the banks of the last or lowest 130 miles of' the Athabasca river before it terminates in Athabasca lake. The Cretaceous strata, to which these sands belong, extend northwesterly from Dakota all the way to this lake and for 500 miles beyond it. The Athabasca river forms the uppermost section of the Athabasca-Mackenzie, one of the great rivers of the world. It rises on the Pacific side of the Rocky mountains, westward of Edmonton, and flows north of east to a point called Atha-basca Landing, 100 miles north of Edmonton, where it turns northward and runs about 280 miles before it falls into the west end of Athabasca lake. The section of this river-system which discharges the lake just named into Great Slave lake, is called Slave river, and below the latter lake it becomes the Mackenzie river. Along the section of 280 miles of the Athabasca river above mentioned, the Cretaceous strata consist of bluish-gray and drab-gray marls, on top, from Athabasca Landing to Drowned rapid, 110 miles down stream; then heavily bedded gray sandstones, 225 ft. in greatest thickness, underlying these, form the banks for about 40 miles further. The strata appear to be horizontal, but they really dip very slightly to the southward. At Drowned rapid, we see the first of the tar-sands resting on almost horizontal beds of bluish-gray limestone of Devonian age. In some places the limestone is associated with shaly or marly bands. Notwithstanding the great hiatus between the two series, the horizontal tar-sands lie conformably upon the almost level upper beds of the limestone wherever the two formations are seen together, all along the river, throughout a

An analytical solution of the integro-differential equation of batch grinding is proposed as a first appoximation to the xYt surface. The size distribution equation (xY plane) is a three parameter equation previously suggested. Possible refinements are outlined. Comminution kinetics research is presently following several related courses. Some are equivalent, in that they represent different ways of viewing the same facet of the problem, though the entire endeavor cannot be described as being completely integrated. The purpose of this note is to propose and discuss a framework into which the various approaches might be fitted. This must clearly be founded upon an analysis of the xYt surface.' (See also Fig. 1 of Reference 26.) The investigations referred to above comprise mainly researches into the following: (1) The kinetics of the creation of the finer sizes during relatively small grinding times. This is the Fahrenwald-Arbiter-Bhrany 2-3 approach which leads to equations equivalent to a special case of the charles4 relationship. It emerges that initial production of fines follow essentially zero order* kinetics. (2) Disappearance kinetics of the coarser fractions. This appears to be a first order relationship.5-6 (3) Prediction of the xYt surface via the selection and breakage functions utilizing computer-programmed or approximate solutions of the integro-differential equation of batch grinding.5,8-17 A recent discussion by Mika et al.5 references the relevant literature up to about 1966. In addition to these main-stream researches there is some work on the minor topic of extremely long grinding time considered as a limiting case.18-19 The field is supported by investigations into the size distribution of fragments produced by breakage processes, some of this work being most valuably statistical-mechanical in nature.20-25 Better fitting equations, however, are obtained by statistical and curve-fitting methods.26 This

IN THE Lake Superior District, the air indoors must be heated continuously during eight months of the year and occasionally during the remaining months. Incident with mining in this district, therefore, there is need for heating many of the buildings connected with these operations. In addition to the mine buildings, that is, shops, engine, houses, offices, change houses, etc., such public buildings as schools, library, and theater, when close to the mines, are often supplied from the mine heating mains. At the Copper Range Company's mines, Champion, Trimountain and Baltic, the heating surface thus supplied from the mine mains is over 50,000 sq. ft. (4645 sq. m.) which requires a steam consumption, at times, of 18,000 lb. (8165 kg.) per hour, or the equivalent of a rate of over 50 tons of coal per day (were live steam used). This figure is based on a consumption of 1/3 lb. per square foot of heating surface during the coldest weather, and provided the system is not wasting steam by blowing it to the atmosphere or into the return line on account of leaky traps, which so often is the case. Under the latter conditions, steam consumptions of three to four times the above rate are not uncommon. This shows that the cost of heating is of enough importance to be given serious consideration, especially at this time of rising prices of fuel. The power and heating value of exhaust steam are appreciated by most engineers, and its application for such purposes is general. At our stamp mills, the exhaust from the stamps is used to operate low-pressure turbines, thus reducing the former water rate per horsepower developed by more than 50 per cent.

An investigation was made of the lensile proper-ties of recrystallized high-purity tungsten and a W-1 pel ThO2 dispersed-phase alloy over the temperature region of 800° to 2400°C. The thoria addition resulted in a modest strengthening effect over the entire temperature region. A decrease in ductility of both materials occurred above 0.5 Tm which was caused by void formation. Current theories of IT has long been recognized that a second phase of hard particles has a strengthening effect on a pure metal. At low or intermediate temperatures (<0.5 Tm), the strengthening effect is thought to arise mainly from the interaction of dislocations with dispersed particles. Above 0.5 Tm, dynamic recovery processes greatly alter the deformation mechanisms from those simply involving glide, and grain bound- strengthening by a dispersed second phase do not adequately explain the tensile results. Melallographic examination suggests that the improved strength of tire alloy results from the effect of thoria on the mierostructure. Stress-dependent thermally activated processes were found to occur high temperatures. aries may act as sources of weakness rather than strength because of grain boundary sliding. Grain boundary sliding at high temperatures has been postulated to be the primary factor giving rise to the formation of voids or cavities at grain boundaries1-3 which in turn cause premature failure and poor ductility.4 Voids, once formed, can grow by the condensation of vacancies from the equilibrium concentration&apos; or from the excess vacancies produced by the deformation.4,5 The high-temperature tensile properties of unalloyed tungsten have previously been investigated by Sikora and Ha116 and also by Taylor and Boone.7 The purpose of the present work was to investigate

IT has been known for many years that when a wire is moved in a magnetic field, an electromotive force is developed which is proportional to the rate at which the wire is moved in a direction perpendicular to the magnetic intensity and to the magnetic intensity itself. If the ends of the wire are connected to a current indicator, the current behaves exactly as though the source of electromotive force were a galvanic cell. If a wire is wound circularly and rotated uniformly around a diameter not parallel to the intensity, the current flowing through the wire will be alternating of sinusoidal shape. If, instead of a single loop, there are several turns wound in a short helix, the electromotive force developed will be approximately proportional to the number of turns, the area of the helix and to the speed of rotation. The maxi-mum electromotive force will be devel-oped when the axis of rotation is perpen- dicular to the field; if this is not so, only the component of the intensity that is perpendicular to the axis of rotation is effective. This is the principle of the usual earth inductor. If two similar coils are rotated together at two different points for which the magnetic field intensities perpendicular to the axes of rotation are different, the electromotive forces developed will each depend on its corresponding intensity and be a measure of that intensity. SINce the time of their discovery, the genesis of the ores at Mount Morgan, and the nature of the changes which have affected the surrounding rocks, have been the subject of investigation and speculation by geologists and mining engineers. Developments at this mine, for a long period the greatest gold producer of the world, show that with depth the orebody grades into copper, of which metal it now furnishes a large output, exceeding in value the gold. In earlier times, the purity of the gold and the first extremely heterogeneous character of the ore made it an interesting problem. Now, the probable depth of the copper enrichment, genesis, and true relations of the neighboring rocks furnish equally profitable material for investigation, and the present somewhat detailed description of these ores and rocks, from microscopic study, may prove of interest. , The mine occupies a highly silicified portion of a belt of quartz-porphyry, which is believed to be the oldest rock of the region. This belt of quartz-porphyry and allied rocks runs north and south between two areas of a later intrusive granite, as shown on the geologic map,&apos; Fig. 1. Near the orebody the quartz-porphyry has been intruded by a dense basaltic mass called the " Old Basic." Cutting all three of these igneous masses are two sets of basaltic dikes, one running northwest-southeast, and the other, cross dikes, northeast-southwest. These dikes may be contemporaneous with, instead of later than, the ore. Their number has caused peculiar difficulties in extracting it, as the clay selvage of decomposed material affords no adhesion between dike and ore, causing great blocks to loosen and come down. The plant of the Electrolytic Zinc Company of Australasia Limited, situated at Risdon on the estuary of the River Derwent, near Hobart, was designed and erected primarily to produce high-grade zinc from zinc concentrates produced by the mines of Broken Hill, N. S. W. Consequently the metallurgy of the process has been influenced in its development by the peculiar characteristics of the Broken Hill concentrate, which on treatment gives into solution relatively large amounts of cobalt, manganese and silica. The Risdon works (Fig. 1) produces high-grade electrolytic zinc, leaded electrolytic zinc, zinc dust, cadmium, sulphuric acid and superphosphate. This paper, however, is concerned only with the zinc plant and process. Roasting The roasting of raw concentrate is not a major feature of Risdon&apos;s process, and in this respect practice is unlike that of most zinc plants. The roasting is mostly done on the Australian mainland at centers where the sulphuric acid made from the roaster gases can be used for superphosphate manufacture. A small amount, approximately 40 tons per day, is roasted at Risdon, acid being manufactured from the gases. The amount that can be roasted there is limited by the acid requirements of the zinc plant and of the superphosphate plant. Roasting is not carried to completion at the mainland plants, and the product, known as preroast calcine, largely constitutes the raw material for the Risdon zinc plant. It contains about 6 per cent of sulphur as sulphide. Roasting is completed at Risdon for reasons that are set out later in this paper. The zinc plant proper is divided into four main divisions: (1) final roasting division, (2) leaching and purification division, (3) electrolytic division, (4) melting and casting division. There are two subsidiary divisions—the cadmium division and the preroast, acid and superphosphate division.

The Republic of Colombia is the northernmost country of South America. Its northern coast line exteilds from the frontier of Costa Rica to that of Venezuela, on the Caribbean Sea. On the west it fronts on the Pacific Ocean, along the Panama Isthmus, and down to Ecuador. It is bounded on the south by Ecuador, Peru and Brazil, which latter country with Venezuela form its boundaries on the east. Its area exceeds 500,000 square miles. It is deemed unnecessary to give here a map of the country. Fig. 1, a map of the department of Antioquia, studied in connection with a good modern general map of Colombia, will explain itself. Fig. 1 contains also some of the region of the Cauca valley, described in this paper. Access.—The interior of Colombia is reached through the ports of Sabanilla and Cartagena on the Caribbean Sea, each of which places is connected with the Magdalena river by a short narrow-gauge railroad, running respectively to Barranquilla and Calamar. From these points lines of river-steamers serve the ports of the upper Magdalena, which they reach in journeys of a week to ten days. After leaving the steamer, a short railroad journey, followed by a long and tedious mule-ride, reaches the cities of Bogota and Medellin. Quibdo, at the head of the navigation of the Atrato, and its most important town, is connected by steamer-service with Cartagena, by canoe-routes with the various districts of the Choco, and by mule-road, at present well-nigh impassable, with the heart of Antioquia. On the western coast the port of Tumaco is a starting-point for canoe- and mule-travel to the southern part of the department of Cauca, while Buenaventura is the port of the central section of the valley of the Cauca,

The interior of West Australia is an arid table-land, elevated 1400 feet above the sea. This plateau is flanked to the south by the Tertiary limestones which fringe the Great Australian Bight. It is bordered northward by the Carboniferous beds of the Fitzroy river and westward by the granite of the Darling hills, while to the cast this wide area, about 900 miles square, slopes downward imperceptibly into an undulating plain of sand, which stretches with dismal persistence across the boundary of South Australia. The waters of the ocean receded from this tract of land long ago; it is probably the oldest landsurface on the globe, and represents the basal wreck of a much larger continent. Fig. 1 is a map of this region. The Coolgardie and Kalgoorlie gold-fields are situated in the southwestern part of the region. The rock-formation consists of granite penetrated by diorites and andesites. The latter are occasionally associated with tuff&apos;s, which have been readily mistaken for sedimentaries. There are no fossil-bearing rocks, such as would afford a datum-line from which to measure the relative geological age of the prevailing formation. On the extreme edges of the mining territory there are, it is true, remnants of sand-rock which are considered identical with the " Desert Sandstone " of Queensland, determined by Daintree to be of Mesozoic age. But even this formation has evidently been laid down so long subsequent to the underlying rocks that it serves merely to emphasize their much greater antiquity. In their characteristics and in their relations to each other, the granite and the diorite of the Coolgardie region appear to me much to resemble the Laurentian granite and the Huronian

The Nature of Light. - Light is now considered to be an electro- magnetic phenomenon due to a periodic/variation in the energy given off by vibrating electrons. This energy is transmitted by a series of periodic changes that show all the characters of ordinary wave phenomena. The light waves, as they are commonly called, possess certain short wave-lengths that are of the correct magnitude to affect the optic nerves. Other similar waves with longer or shorter wave-lengths belong to the same class of phenomena. Immediately beyond the violet end of the visible spectrum come the so-called "ultra- violet" waves with still shorter wave-lengths and on beyond these we have the X-rays and the "gamma" rays produced by radium. During the last few years a type of coal called "splint coal" has been brought to the attention of the United States Bureau of Mines, through numerous inquiries concerning its nature. Until recent years it appears to have escaped general notice. The term "splint coal" is of long standing, but was thought to be merely another expression applied by the miner to coal having certain minor characteristics. When closely examined, however, these coals were found to form a marked and distinct type, with distinctive characteristics that cannot be mistaken. Because splint coals produce a hot cheerful flame, possess a clean blocklike nature, and have a high volatile content, they have lately become much valued for domestic, gas-producer and steaming purposes, and have attracted considerable attention. Mattkohle For many years we have heard from the Germans about Mattkohle and Streifenkohle, in contradistinction to Glanzkohle, but have not realized that they were of a different type from the coals with which we were most familiar. This type of coal was first brought to general notice by Muck, in 1881, who gave a good description of it.&apos; Because this coal is often intercalated with thin sheets of brightly shining cod, Schondorff, who was more familiar with the Saar coals, called it Streifernkohle. This term was later used by Muck also. Still later Potoné² used this term exclusively for the whole group in contradistinction to a class called Glanzkohle, and considered these coals to be composed alternately of Humuskohle and Faulkohle or Mattkohle (Pig. 20). Not knowing the nature of the German coals and not realizing that the term Streifenkohle was applied to a distinct class of coal, the terms of its components as used by Potonié and others were translated to "bright Coal" and "dull coal" and applied to the components of our
