INTRODUCTION This paper presents the basic principles which must be followed to create a truly inherently safe mining system. The need to relate the support mechanism to be employed to the ground reaction curve and basic rock mechanics principles will be pointed out. The support system must function in concert with the deformations that are inherent in the selected mining system. Following the support selection, the mechanics for installing support must be developed. This is best done through a cooperative effort between mine engineers, mine operators, safety personnel, equipment sup- pliers, and government inspectors both state and federal. Accident statistics, near miss statistics, review of equipment used by others, geologic features, etc. will necessarily have to be studied. The goal of equipment development and selection should be to develop inherent safety by removing the miner from the hazard area or by providing absolute protection for the miner if he must work in close proximity to the potential fall of ground. THE future of the steelmaking industry of the Birmingham, Ala., district is closely related to and, in a large measure, dependent on the development of workable, economic processes of ore concentration. Operations thus far in the area have been possible only because of the fortuitous occurrence of iron ore, fluxing stone, and coking coal-all the primary iron-making materials- within a 25-mile radius of the blast furnaces. Commercial ore of the district consists mainly of a 10 to 20-ft hematite-calcite-silica bed locally known as the "Big Seam," a component of the Clinton formation of Silurian Age. At present mining rates, this ore will be available for a number of years. It is largely mined under 1000 to 2000 ft of cover and transported on 15 to 20" slopes that, in some instances, are as much as 10,000 ft long. Under these conditions, particularly with increasing distances from face to portal, mining costs are gradually becoming disproportionately high. Although not a major factor thus far, it should also be noted that the average annual ore output of the district is gradually be- coming more siliceous.

The iron ores of southeastern Cuba present a subject of exceptional geological interest. Their relations to the inclosing rocks are varied and in some cases unusual. The problem of their geological origin is not a simple one and for this reason has occasioned some divergence of views among previous observers. Profiting, however, by these earlier studies and by more detailed field and laboratory observations as well as by the experience of added years of mining, much more satisfactory descriptions and interpretations can now be prepared. Previous Work In 1884, interest in the southeastern coast of Cuba became active among the consumers of iron ore along the Atlantic seaboard of the United States. Active development was undertaken by the Juragua Iron Co., Ltd., a corporation affiliated with the Bethlehem Steel Co., and the Pennsylvania Steel Co. The property of the Juragua company, which is situated about 15 miles east of Santiago, was studied in June and July, 1884, by Dr. James P. Kimball, at the time Professor of Economic Geology in Lehigh University and one of the best known of American mining geologists. Dr. Kimball published on his return two papers, the first important descriptions which we have of the local geology.1 It is

It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. It is requested that any men who desire this duty and who are qualified as below outlined send their names and addresses to the Commander Submarine Force, U. S. S. Chicago, care of Postmaster, New York. Qualifications required: Desire to serve in submarines. Degree of M. E. E. E., or E. M. Two and one-half years' practical experience in profession. From the time of its emergence as an independent state until the late 1950's, the Republic of Ireland suffered from chronic unemployment, the lowest living standard in Northern Europe, and-most serious of all-an aggravated emigration problem which drained off most of its talented young people. In 1958, however, there was a drastic legislative reaction to these problems, and this in turn ignited the current mining boom in Ireland. Paving the Way to Prosperity In order to reverse the tide of emigration, the Irish government now realized, challenging domestic employment opportunities had to be increased and living standards had to be raised. It was also apparent that future industrial and economic growth in Ireland had to be based on producing goods for export. The home market could not sustain large-scale expansion, and consequently Ireland's chronic balance-of-payments deficit could best be minimized by producing export goods. These considerations, together with the limited amount of accumulated wealth in Ireland, combined to set the objectives of the country's First Program for Economic Expansion in 1958. The general objectives of this program were (1) to stimulate all segments of the economy, (2) to develop foreign trade and (3) to attract foreign capital.

Many articles have been written describing peculiar and particular types of drilling. Little correlation has been made between the character of ground to be drilled and sampled and the type of drilling most desirable for procuring satisfactory samples. In development work, the engineer and metallurgist often desire the recovery of a sample in as physically natural a condition as possible, particularly when the sample must provide material for process tests as well as chemical and physical analyses. This paper describes the results of experimentation in drilling unconsolidated materials carrying titanium minerals in the Magnet Cove area, Ark. The drilling was most difficult in that the ground varied much in consistency, and it was vitally necessary to recover a physically natural sample. Ordinary churn drilling recovered a sample that could be analyzed chemically, but the sample was not in its natural state. The problem was successfully solved by utilizing and further developing methods used in the oil and clay industries.

OVERWHELMING proof of the importance of oil in a modern national economy is afforded by the present European War. Treat¬ies and national boundaries have been cynically violated to secure greater supplies of the precious fuel. Petroleum substitutes have been desperately, and far from successfully, sought. The whole German military theory of the drang nach Osten, the drive to the East, is directed at cutting the British supply of oil and securing a supply for Germany. This is a war of machines, and the machines of war feed hungrily on oil. In view of this fact, it is surely comforting to know that we are living today in a nation which has surpassed all the rest of the world not merely in unearthing the raw supplies of petroleum which lie beneath its surface but also in every phase of the industry in mining, refining, processing, production, and distribution.

THE reconnaissance of the Goldfield mining-district, described in this paper, was made in May and June, 1905, and, though this time was too short for a complete report, the work accomplished may serve as a basis for more thorough future research. Dr. Berkey has examined the rocks collected by myself, and I am using his classifications. As a result of further field-work, and Dr. Berkey's examination of the rocks, this paper is an elaboration and correction of my views expressed in the Gold-field Sun, May 12, 1905. The sketch-map, Fig. 1, illustrates the geology of the Goldfield mining-district. Goldfield is an eruptive complex, consisting of alaskite (binary granite), hornblende-andesite, hornblende-dacite, rhyolite, pyroxene-andesite, pyroxene-dacite (sometimes containing, a small quantity of olivine), quartz-felsite, olivine-pyroxene-ande¬site, and basalt. Considering this list to be arranged in the order of eruption, the age-sequence of the rocks conforms to Richthofen's law, formulated in 1868. From his observations in Europe and America, propylite, andesite, trachyte, rhyolite and basalt, occurring together, succeed one another. In a general way, the medium and more acidic rocks precede the most asic-a result supposed by some to have arisen from their relative position beneath the surface, and due to a rude stratification by gravity in the original cooling magma during the older history of the earth, or to the same differentiation occurring during a quiescent (molten ?) period preceding eruption, being aided by the ease with which acidic rocks, mixed with water vapors, become fusible. IRON ORE is widely distributed throughout the world. Ores sufficiently high in iron content to be practical for the operations of iron and steel making occur in so many places that it is only by the accident of political subdivisions that any given nation does not have adequate and suitable iron ore. Data prepared by various authorities show that in the Lake Superior region alone there are reserves of 1,200,000,000 tons of iron ore of an iron content and at the level of production cost to which the industry has been accus tomed. At an annual consumption of 80,000,000 tons these reserves will last fifteen years. Taken alone these figures would be alarming, but over a considerable period of years the total reserve tonnage has been more or less steadily increased by improvement and extension of mining and beneficiation methods. The rate of depletion of reserves has been only about one third of the rate of consumption. On this basis the cheap high-grade ores of Lake Superior would last 45 years.

For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. AN insistent and steadily growing demand is evident for the broadening of undergraduate curricula in engineering. Among suggested additions are training in public speaking, report writing, business law and contracts, accounting, finance, money and banking, scientific management, economics, social and labor problems, psychology, and ethics. The demand for these subjects comes from the older engineers and from the industries that employ our graduates. Of course, many of the men who suggest such changes are influenced largely by their personal needs and contacts, but the demand is sufficiently widespread to merit serious study by educators. In fact, many educators themselves concur in the proposals for broader training. These matters were examined intensively a few years ago in an exhaustive study of engineering education. Opinion at that time was rather strongly against any profound change. Since then, however, the whole economic system has undergone violent disruption. Even if recommendations made a few years ago were appropriate to the conditions then- obtaining, the enormously changed conditions of the present make advisable a further careful study of this problem. In recent years, mergers, to reduce costs, have sharply limited the number of engineers employed and have thereby intensified the struggle to secure positions. In this stiffer competition, engineers with the most adequate training undoubtedly fare the best.

During the past few years there has been a growing demand by coal operators for detailed information about the performance characteristics of the various dryers now being manufactured, preferably in such a form that the information could be used to determine the type of dryer best suited to a particular drying problem. A few operators have been desirous of going even further, because they are of the opinion that present-day dryers are not properly designed and that fundamental studies of dryer design should be undertaken. This growing demand for a method of dryer evaluation and the indicated need for fundamental research resulted in the sponsorship by Bituminous Coal Research, Inc. of a project at Battelle Memorial Institute to investigate the thermal drying of coal. In investigating this problem, the most feasible method of attack appeared to be a survey of active operations to determine the present status of the thermal drying of coal. Data were obtained, usually by actual plant tests with the cooperation of the various preparation engineers and their staffs, for 9 screen-type dryers, 8 rotary-type dryers, 3 continuous-pallet-type dryers, 2 flash-type dryers, I tray-type dryer, and I cascade-type dryer. The testing program provided: (I) data for 24 coal-drying operations, (2) information about the inherent characteristics of the coals dried, (3) information about the previous treatment that the coal had received, and (4) information about operating costs. The data obtained through the dryer survey and relationships determined from the data make it evident that all of the types of dryers included in the survey can be operated with the same degree of effectiveness if each type of dryer is used to dry the sizes of coal for which it is best suited. It should be noted that it is usually undesirable and often impossible to dry different sizes of coal in one type of dryer. By use of the data in the report, any prospective dryer user, having determined the surface moisture percentage and screen-size analysis of the coal to be dried, the tons of water to be removed per hour, and the final surface moisture percentage desired, should be able to determine with a fair degree of accuracy: (I) the difficulty of the drying problem, (2) the approximate cost of drying, (3) the required dryer inlet gas temperature and volume and exhaust gas temperature and volume, (4) the type of dryer to use, and (5) the size of dryer required. The method of testing the dryers and determining the difficulty of drying can be used by operators already having dryers to check the performance of their particular dryer and determine whether they are operating effectively. Considerably more information was obtained from the survey of thermal drying than was anticipated when the survey was first considered. However, a great deal of work still remains to be done in the field

The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Discussion of the paper of WALTER 0. SNELLING, presented at the New York meeting, February, 1915, and printed in Bulletin No. 100, April, 1915, pp. 695 to 704. A. F. LUCAS, Washington, D. C.-Are the results of the experiments in practical operation? WALTER 0. SNELLING.-There have been no large-scale operations up to the present. The necessary conditions of temperature are easily arranged for, but the required condition of pressure, 800 lb., is not so simple a matter. The company has been working on this problem, and at the refinery in Oklahoma work of this kind is now being carried on. The way in which an ordinary still will leak at 50 lb., and more at 100 lb., leaves some doubt in the mind of many as to what can be clone at a continuous working pressure of 800 lb. On the other hand, the fact that they are making ammonia abroad by a method which employs higher pressures and temperatures than anything involved in this method, leads me to believe that the difficulties, which will undoubtedly arise when this is attempted on a commercial scale, can be overcome. Foreword I HEREWITH present some notes on the use of Portland cement to cement in the casing, and for plugging, to exclude water from oil and gas wells, and the methods employed. I have used my best efforts to make each step of the operation of cementing wells perfectly clear. The information is the result of actual experience and observation. The illustrations are from original drawings made especially for this paper. Portland Cement It is not necessary to discuss here the manufacture of cement. Any established brand of the slower setting Portland cements may be purchased with the confidence that it will harden, if properly used, and exclude water from and plug wells efficiently. Setting.-By the setting of cement is meant its initial change from a soft or plastic mortar to a friable solid. After the cement has become thoroughly set it is still very weak and can be readily pulverized in the fingers. Setting is thought to be effected by the crystallizing out of the silicate and the aluminate of lime, which are soluble in water in their anhydrous form. After dissolving in the water they pass to the hydrated state, in which they are insoluble, and hence are precipitated in a crystalline form.

THIS paper deals principally with investigations undertaken by the Welding Research Sub-committee of the Welding Committee of the Emergency Fleet Corporation. The general object of the investigations has been to extend the use of welding in the construction of merchant ships and, specifically, to provide a definite basis for obtaining the best economy and efficiency in employing welding in place of riveting in the construction of the hulls of such ships. Composition of Ship-plate Steel The chemical composition of the steel employed in such hull construction varies with the thickness of the plates. Through the courtesy of Mr. H. Jasper Cox of Lloyd's Register of Shipping, the following information may be given concerning the kind of steel plate employed in American Shipyards in 1918 for the hull construction of merchant ships. Lloyd's requirements do not relate to the chemical composition. They require a tensile strength of 58,000 lb. per square inch (40.75 kg. per sq. mm.) for their lower limit and 72,000 lb. per square inch (50.59 kg. per sq. mm.) for their upper limit. For the information of the Committee, Lloyd's obtained from their surveyors at various works data of the carbon content, which is as follows:

R. G. Wuerker (University of Illinois, Urbana)—Mr. Mather is to be congratulated for stressing the most urgent need for a program of testing the physical properties of rocks, as they are encountered by the petroleum engineers on their drilling jobs and by the miners on their excavating, roof control and mineral preparation tasks. Another valuable source of information is the Handbook of Physical Constants.22 It stresses the physicist's approach rather than the engineer's procedure. The study of hardness, and rock hardness in particular, is beset with many difficulties. There is no satisfactory definition of hardness yet, and the term hardness is used to describe a number of quite dif- ferent properties. Hardness tests are grouped into static and dynamic determinations. They should be expressed with reference to the mechanical action of the applied force, like indentation hardness, scratch hardness, abrasion hardness, rebound hardness. A discussion of all these various hardness tests and of the special difficulties encountered in hardness testing of such heterogeneous material as rocks is given in the U. S. Bureau of Mines' standard proposal. The more critical student may be referred to the book by D. Landau: Hardness, which is in my opinion the best existing treatise on this subject.

The term "timbered stope" is here meant to denote stopes in which timbering is the predominant feature of the mining method. Stopes with stull sets, as in the Hecla mine, are types of timbered stopes; these types are probably the best-known. Timbering stopes by means of square sets is not as common as formerly, as the system is not often necessary, yet there are good examples and large tonnages are being mined by the method. The square set may be utilized in ordinary overhand stopes if the orebody is suitable. At some mines, square sets have been abandoned in favor of top-slicing; and at others, the square set has superseded horizontal cut and backfilling. A drift, either in the wall or orebody, is necessary before opening the sill floor. In wide deposits, there may be a grillage of drifts and crosscuts, and at least one raise to the level above is needed in each stope for ventilation and handling timbers and filling. The square sets are filled with waste rock from the hanging wall, sorted from the ore, from development work, or from the level above. As a rule, little timber is recovered. The examples include the Butte district, Mother Lode of California, Bunker Hill & Sullivan, Hecla, and Morning mines.
