Before attempting any discussion of the importance of tariff enactments as applied to exhaustible resources, certain basic factors should be emphasized. First, it must be remembered that minerals differ from organic substances in that they are irreplaceable, and when once taken from the earth's crust enter into uses which ultimately dissipate them, so . that they cannot be recovered for future use. A second factor entering into the problem is the unequal distribution of the mineral deposits of the world. No industrial nation has within its political confines a sufficient quantity of all the minerals necessary for the maintenance and advancement of present civilization; hence international exchange of these commodities is inevitable. As minerals are essential to modern industry, the supply available to any given nation constitutes a factor which limits its ambition to advance industrially. A nation which has this ambition endeavors to secure not only a supply of minerals sufficient for its current needs, but also sources which will assure it expansion. Should mineral raw materials be withheld from such a nation by enactment, it seems inevitable that every effort will be made to obtain them, and that, should the nation deem itself sufficiently powerful, its ultimate recourse will be force. Thus the importance of tariff enactments, not only from the standpoint of industrial prosperity but from the standpoint of international peace, can be appreciated.

An approximate but simple and practical solution to the discretized batch grinding equation has been obtained. The solution is based on a new grind function, a combination of selection and breakage parameters and particle-size distribution of the feed. The grind function, which is readily computed from limited experimental data, has significant implications for analysis of the particle-size reduction processes. Using the practical solution, three ball-mill comminution systems—dry dolomite, wet quartz, and limestone—have been simulated with acceptable precision. The application of the discretized batch-grinding equation1 to routine comminution analysis is frustrated by two principal difficulties. First, the selection and breakage parameters of the grinding equation must be computed separately. This is usually a difficult and uncertain task although, recently, a number of experimentally and computationally efficient strategies have been proposed for determination of these parameters?" Second, for actual computation, the solution to the batch-grinding equation becomes progressively tedious and unwieldly for finer particle-size range.1,2 The purpose of this part of the report is to present an approximate solution to the batch-grinding equation, which is practical in that it seems to overcome the aforementioned obstacles. The solution involves the concepts of a new grind function, a lumped parameter of the selection-breakage functions, and particle-size distribution of the feed, which is readily computed from a limited amount of experimental data.

Under the Communist regime marked industrial progress has been achieved on the China mainland. Within a decade, the country has been transformed from an economy primarily agricultural to one bristling with industrial possibilities. The industrial capacity of Communist China is beginning to approach that of Japan and will probably surpass it by 1962, the last year of the Second Five-Year Plan. The slogan already is Beat the United Kingdom by 1972, a goal which most observers feel will be achieved ahead of schedule. During the early years of the industrialization program in Communist China, emphasis has been placed on basic goods; hence additional time will be needed to make large quantities of the more complicated products. However, regardless of the current stage of industrial development, it is apparent that the necessary forward momentum has been created. The many capital construction projects being brought into production and the additional projects being initiated confirm this observation. The accuracy of Communist China's industrial statistics can be questioned, but their order of magnitude is clear. To properly evaluate the industrial capability of the country, differentiation must be made between the absolute quantities that reflect overall strength and the per capita quantities that reflect living standards. While Communist China is well on the road to becoming a world power, its living standards will remain below European levels for many years to come.

STUDIES of ground movement and subsidence resulting from mining operations cover a broad field. It is also a very important consideration and one that eventually affects nearly every mining operation of any extent. The damage to surface buildings, removal of mine surface plants and replacements of main hoisting shafts must reach an astounding expenditure were these cost figures available over a period of years. Were the subject one of mathematical formula and dependent only on the angle of draw of the walls or country rocks, the problem would be relatively simple. Consideration must be given to depth and extent of workings; structural conditions of the orebodies and enclosing country rock; physical properties of these same rocks, including schistosity, bedding, jointing, slips, dikes, faults, and other structural weaknesses. The method of mining, extent of openings, supporting pillars, and amount of moisture or water underground are other pertinent factors. With such a large number of variable factors, it is apparent that the subject of subsidence is one that must be based largely on experience and results at other mines where conditions are somewhat comparable. In presenting this paper, it is the intent to describe the progressive results of past ground movements at the United Verde, to bring out physical conditions largely responsible for this movement, but to refrain from theorizing on the ultimate extent of subsidence resulting from future mining operations.

A statistical method for determining simultaneously some of the basic geometrical characteristics of porous media such as porsity, specific surface* mean pore width, mean grain thickness and absolute permeability is presented. The proposed method is characterized by its simplicity and the minimum amount of laboratory equipment that it requires. The experimental procedure used to evaluate the various geometrical characteristics is based 'pan the 'surface analysis Of a a In view of this fact the app1icability Of the method is limited to homogeneous and isotropic materials. INTRODUCTION The behavior of a fluid flowing through a porous medium depends, among other things, upon the internal geometry of the medium; hence the importance of developing efficient methods to determine the geometrical properties of porous materials. This paper describes a statistical method to determine simultaneously some of the basic geometrical properties of porous materials such as porosity, specific surface, mean pore width, mean grain thickness and absolute permeability. The mathematical formulation has been developed that the data required to calculate the various geometrical characteristics of a sample can be easily measured by analyzing a section of the sample with an evenly spaced grid. THEORY A simple way of obtaining information about the internal geometry of a porous material is to throw a point at random over a cross-section of a sample. l-Through this procedure the porosity can be detemined.l,2 By considering that the material is homogeneous and isotropic, and that the point is dropped many times, the porosity 4 is given by where N is the total number of times the point is thrown and n is he number of times the point falls within pore areas. Another simple manner of analyzing the structural characteristics of a porous material is to superimpose an arbitrarily long line on a cross-section so that its length is evenly distributed over the surface area. Through this procedure the porosity can also be determined. If L is the total length of the line, and 1 is the sum of the lengths of the line segments within void spaces, the porosity is given by 4 = —.1.............. (2) The advantage of this type of analysis is that geometrical characteristics other than porosity can be obtained. Thus, if c represents the number of intersections between the line and the perimeter of pores, it can be shown3 that the specific surface, defined as he surface area of pores per unit bulk volume, is given by To give a proper description of the internal geometry of a porous medium, it is necessary to define quantities that characterize the notions of pore size and grain size. Unfortunately, because of the complexity of porous materials, it is difficult to give exact geometrical definitions of what is meant by the ConCePtS of "poresl' and "grains", especially when dealing with consolidated materials. Never theless, one often talks about the "size of pores" and the "size of grains" without defining accurately the terms. A possible solution to this problem follows. Assume that an arbitrarily long line is placed on a section of a sample so that the line is evenly distributed over the surface area (see Fig. 1). 1n a system like this, each line segment within a void space will be, by definition, the pore width in a given location and direction. This paper describes experimental investigations conducted at the California Research Corporation's model oil well. The first part describes filter loss from several drilling muds through bore hole walls during mud circulation and drill string rotation. The effect of mud properties and drill string rotation with mud circulation is described. Filtration from a bore hole full of drilling mud, not circulating, but under pressure for extended time periods, is also discussed. The second part describes filter loss to permeable formations from beneath a drilling bit where filter cuke has no opportunity to develop appreciable thickness. If potential flow theory is applied to predict filtrate invasion from this hole bottom, targe invasions arc calculated. But model well experimentation shows that filtrate invasion from the hole bottom is controlled by mud particles that penetrate the formation ahead of the bit. This experimentation provides data to estimate the effect of mud particle penetration on fluid loss to formation. The third part presents an estimate of mud filtration during drilling of a well. INTRODUCTION As oil wells are drilled by the rotary method, drilling mud circulates up the annulus between drill pine and well wall. Drillers adjust mud density so that the pressure at the bottom of the mud column is several hundred psi greater than the pressure of reservoir fluid. As a result of this pressure difference, the liquid part of the mud filters into the rock around the bore and mud solids deposit as a filter cake on the well wall. For many reasons the petrogleum industry, within the past 20 years, has spent much money and energy to determine the volume of mud filtrate that enters rock around the well bore and dedicated much research effort to reduce this volume. Among the reasons for attempts to determine the volume of mud filtrate and to reduce this volume are the following: 1. If filtrate damages the permeability of oil sand, the resultant damage to oil well productivity will depend on the distance that the filtrate invades the oil sand; reduction of filtrate volume may, therefore, increase well productivity. 2. Filtrate that penetrates shale sections may cause the shale to swell and to slough into the well bore. Uncontrolled sloughing may stick drill pipe. Reduction in filtrate volume may reduce drilling trouble. 3. Electric log resistivity curves are changed by invasion of a mud filtrate; the change depends on the depth to which filtrate invades. Knowledge of this depth is necessary before resistivity logs can be interpreted accurately. For these reasons, specifications the place an upper limit to drilling mud filter loss are now written into almost all drilling programs. These specifications are based on APT Recommended practice 29, Standard Field Procedure for Testing Drilling Fluids,' which describes a static filtration test operated at 100 psi filtration pressure and at ambient temperature. Although this test is adequate for mud control, it cannot be used to compare filtration properties of different muds. Schremp and Johnson' showed, for example, that mud with a low API filter loss does not necessarily have low filter loss at bottom hole temperature and pressure. Also, no information has been available about the effect of bottom hole mechanics (mild circulation, drill string rotation, and bit action) on mud filtration. A BRIEF history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name Lt breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the "breaker-boy " as a slate-¬picker, with his ever-increasing capriciousness. As the richer veins or ? splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities; particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complication yet known to the art of coal-preparation. We are dealing with varying specific gravities, frictional difference, hardness, structure, and form in the pieces of coal and slate coming from many different veins, and

Instability of rock slopes may occur by failure along pre- existing structural discontinuities, by failure through intact material or by failure along a surface formed partly along discontinuities and partly through intact material. Although certain fundamental failure modes are recognized, the mechanisms of slope failure are varied and complex. Such mechanisms are governed by the engineering geology conditions of the rock mass, which are almost always unique to a particular site. An understanding of failure mechanisms requires a knowledge of the physical, mechanical and strength properties of the intact material and discontinuities which make up the rock mass, as well as the structural geology and hydrogeology. These engineering geology parameters also must be evaluated with respect to the slope geometry to determine failures which are kinematically possible. Only after obtaining a reasonable appreciation of the possible failure modes can a rational mechanical stability analysis be carried out. Both two-dimensional and three-dimensional failure mechanisms should be considered in assessing the design of rock slopes. Simple analyses methods are used initially to identify those possible failures which could control slope stability. More complex and detailed analyses usually are required for a few critical failure modes which could control stability, or where a more complex type of failure mechanism is envisaged. Complex failure mechanisms are usually identified when assessing previous slope failures. More detailed information concerning slope geometry and engineering geology parameters must be acquired where analyses must be more rigorous.

The One Hundred Eighteenth Meeting of the. Institute was held at the Milwaukee Auditorium, on Tuesday,. Oct. 8, to Thursday, Oct. 10, inclusive, 1918, under the joint auspices of the Committee on Iron and Steel (Chairman, Prof. J. W. Richards), and the Institute of Metals Division (Chairman, William M. Corse), and simultaneously with sessions of the American Foundrymen's Association and of the. American Malleable Castings Association. It was preeminently a war meeting. It was attended by 104 members of the Institute. The social features, so far as the members of this Institute were concerned, were slight, but generous and appropriate entertainment was offered to the ladies, consisting of automobile sight-seeing trips, reception, concert and dance on Tuesday evening, a theatre party Wednesday evening, and -a banquet in-the Auditorium Thursday evening, at which the speakers were Charles M. Schwab, Director General of the United States Shipping Board Emergency Fleet Corporation, Major A. Radclyffe Dugmore, and W. H. Blood, Jr., Assistant to the President of the American International Shipbuilding Corporation. A joint session was held on Tuesday morning, at which an address of welcome was delivered by Hon. Emanuel L. Phillipp, Governor of Wisconsin, with a response by Benjamin D. Fuller, President of the American Foundrymen's Association, and the following addresses: Activities of the Army Ordnance Department, Especially as Applied to Foundry Matters. By C. S. Meeting of Dec. 19, 1913.-The President reported the appointment of the Committee on Junior Members and Affiliated Student Societies, and the Committee on Coal and Coke, which .appointments were approved. The President was authorized to appoint the members of a Committee on Safety and Sanitation. The President appointed the Finance Committee of the Institute as a Committee to audit the accounts of the Treasurer (By-Law V). On the recommendation of the Executive Committee, Charles F. Rand was appointed a representative of this Institute on the Board of Trustees of the United Engineering Society for a term of three years (By-Law XIV of the Institute, By-Law XI of the U.E.S.). The Executive Committee reported that it had passed the following resolutions: That the next summer meeting of the Institute be held at Salt. Lake City during Aug. 10 to 14, 1914, inclusive; That an exchange of .the Bulletin and Transactions be made with the Canadian Bureau of Mines; That a sum of $50 be contributed for the year 1914 to the Commission publishing the Annual Tables of Physical and Chemical Constants; That the Secretary be given power to reduce at his discretion the number of exchanges between the Bulletin and other publications which are not retained as a permanent part of the Library; That the contract for binding Volume XLV of the Transactions be awarded to the Butler, Ward Co., in accordance with their bid of Nov. 21, 1913;

WHEN calculating the pressure-volume characteristics of projected mine-ventilat-ing circuits by orthodox methods, certain basic assumptions are required in order to employ the various available empirical data. It is assumed, for example, that the mine air is an incompressible fluid subjected to isothermal flow, an assumption suffi-ciently accurate for practical purposes since pressure and temperature differentials are small throughout the average circuit. A more erroneous assumption, however, is that all air is accounted for as it travels throughout the mine. No attempt is usually made to evaluate stopping leakage as it occurs; instead, the air volume required at the last crosscuts is assumed to enter the mine, travel the vari-ous intake air courses intact, sweep the workings and travel out by the return air courses to the point or points of exit from the mine. Actually, there is a leakage of air from intake to return at every stopping, the quantity of this leakage depending upon the tightness of the stopping and the pres-sure difference across the stopping. Unfortunately, a lack of empirical data and knowledge of the condition of individ-ual stoppings makes an exact analysis of underground stopping leakage impossible. Generally, leakage is most severe through the old stoppings outbye the circuit. These are also subjected to higher pressure differ-ences than the newer inbye stoppings. Therefore the circuit air volume diminishes at a decreasing rate progressing from out-bye to inbye the circuit.

The standard free energy of formation of WC was obtained from determination of the equilibrium WC + CO2 = W + 2CO between 1215° and 1266°K. Its uallie is -8340 * 300 cal Per mole over the above range of temperature. AS a part of a program devoted to measuring the stabilities of the carbides, a study was made of the free energy of formation of tungsten carbide, WC. The homogeneity range of this compound is very small,' and it is generally accepted and is dealt with here as a stoichiometric compound. The heat of formation, ?H°f, of WC has been accurately measured by Huff, Squitieri, and snyder.2 The only attempt, however, to measure the free energy of formation of this compound was made by Schenck, Kurzen, and wesselkock3 who brought tungsten carbides into equilibrium with H2 and CH4. Unfortunately their results are not sufficiently accurate nor consistent enough to permit the calculation of free energies. METHOD Heating mixtures of tungsten and carbon powders in hydrogen for 4 days at 1050°C led to formation of some WC without any trace of W2C. It was deduced, therefore, that at least below this temperature W2C will not be formed during experiments with mixtures of tungsten and WC. This was subsequently shown to be correct. Rock bolts are commonly used to support and stabilize the rock around excavated openings. The assumption is made that the less competent rock near the surface can be supported by bolting it to more competent rock away from the surface. Naturally, a rock bolt can be no more effective than its anchoring mechanism which induces a stress field into the surrounding rock. Details of various types of bolts have been described e1sewhere.l The purpose of the present investigation is to study the stress distribution around an expansion-type rock bolt anchor, using the theory of elasticity. The elastic stress distribution provides some insight into the behavior of rock bolt anchors which may eventually lead to improved designs. Very little information is available on the induced stress field which is rather complex; consequently, photoelastic techniques have been used to obtain a qualitative picture of the stress ditribution.2 The present work provides quantitative information on the stress field induced by an idealized distribution of surface tractions, provided that the assumptions of the linear theory of elasticity are approximately satisfied. FORMULATION OF THE PROBLEM Consider an elastic region which extends to infinity and contains a circular cylindrical hole as shown in Fig. 1. The economics of pressure tunnel design emphasize the utmost utilization of the least expensive pressure-resisting material available, namely, the rock surrounding the tunnel. A major difficulty in the design is the problem of transferring internal hydraulic pressure to the rock through a tunnel lining or membrane provided to maintain watertight conditions. The lining is necessary not only to prevent water loss, but to prevent the diffusion of water at high pressure through joints and fractures beyond the confines of the tunnel, an occurrence which could ultimately affect the stability of the rock mass through which the tunnel passes. Because of its toughness and ability to bridge localized areas of weakness, steel is used for a lining material whenever high internal pressures are involved. The steel lining is coupled to the surrounding rock mass through an annular ring of concrete backfill. It is paradoxical that the steel lining, needed primarily to assure water tightness, must of necessity be incorporated into the structure as a major pressure-resisting component, not to augment the bearing capacity of the concrete and rock, but to limit the strain for the safety and preservation of the steel lining itself. With the deformation modulus of the steel so much greater than that of the rock, the liner approaches its yield strength before the load capacity of the rock can be fully mobilized.
