MY FIRST paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896-30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening;" hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, discusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allotropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it has been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. The development of computerised mine planning has been hindered by the cost of processing the large data bases associated with mineral deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/mini-computers have not had the capacity to store the volume of data or the processing capability required. Hardware development has cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with mine planning, from geological assessment to short-term scheduling of operations, incorporating them into a single system using a common database. The integrated system, comprising software and dedicated hardware, adds previously unattainable speed, flexibility and clarity to the planning process because it has been tailored exclusively for that purpose.

WITHIN the last twenty-five or thirty years the actual operations of the great mining industry have passed almost wholly under the charge of men trained in the technical colleges. It follows that the industry is profoundly influenced for good or ill by the character of the training which the college graduate receives, and the relations existing between the industry and the colleges. This fact seems to be generally recognized, as evidenced, for example, by the existence of a Committee on Technical Education created some two or three years ago by the Mining and Metallurgical Society of America. In 1921 this committee rendered a very able and. extremely well poised reports of technical education as applied to the prospective mining engineer. It deserves the attention of every one interested in the effectiveness of engineering training. That the importance of the relation between the mining industry and the engineering colleges is recog-nized is evidenced also by the mass of criticism, usually adverse, which is proffered to and often hurled at the colleges by those in the industry. The man inn the field sometimes goes so far as to say that engineering educa-tion is hopelessly inefficient and its product worthless, while the college worker sometimes complains that the demands of the industrialist are too numerous and conflicting to be met, and adds that they would' best be ignored. Between these extremes, there seems to be a general consensus of opinion that the training of the would-be engineer can be, and. ought to be, made much better than it now is.

TO the large majority of visitors the unique features of the National Park are interesting chiefly on account of their novelty. Scientists of all schools may find here food for reflection, and much that is rare and marvelous; but the real, practical uses of the reservation, aside from its pleasure-giving adaptations, are not as yet fully appreciated. Since 1873, the writer has on frequent occasions expressed freely his own views upon the proper means of utilizing the Park for the best interests of science.* Some of the recommendations made have been adopted by the authorities. At the suggestion of friends I present here a brief statement of facts concerning matters which may be of advantage for visiting engineers to know, hoping that the very limited stay of the Institute may thereby be rendered a little more profitable, and that our common profession may possibly receive some benefit. First, then, it should be understood that, as in many other cases in. the West, the present routes to the Park from the south are not the most direct. The expedition of Captain (now Major) Jones in 1873 discovered a practicable route for a, wagon or railroad via the head of Wind River, through To-gwo-tee Pass and Two-Ocean Pass, by which the distance from Point of Rocks, Wyoming, on the Union Pacific R.R., to the Yellowstone Lake, is only 290 miles. Discussion of the paper of J. V. EMMONS, presented at the Pittsburgh meeting, October, 1914. and printed in Bulletin No. 93, September, 1914, pp. 2233 to 2248. ALBERT SAUVEUR, Cambridge, Mass.-Mr. Emmons is to be congratulated for having placed before us in so forcible and satisfactory a manner a question of much importance-that of the surface decarbonization of steel. Of course, both manufacturers and consumers have known for many years that during the heat treatment of high-carbon steel, surface deca.rbonization is always likely to occur to a greater or less degree, but the subject does not seem to have been investigated with the method and thoroughness it deserves. I am in substantial agreement with Mr. Emmons's conclusions, and I have but little to add to what he has so well said. His statement that carbon dioxide is just as effective an oxidizing agent as pure oxygen is likely to cause surprise and some will wonder whether his investigation has been carried far enough to warrant so unexpected a conclusion. The reaction C + 0 = CO, expressing the oxidation of carbon by pure oxygen, is decidedly exothermic, whereas the reaction C + C02 = 2C0, expressing the oxidation of carbon by carbon dioxide, is endothermic. Decarburization by pure oxygen, therefore, should take place much more readily than by carbon dioxide. One cannot help regretting that the author does not mention' the best way of preventing in a practical manner surface decarbonization while treating tool steel and other high-carbon steels.

The Cæur d'Alene silver-lead mining district of northern Idaho is probably best known to the general public as a seat of labor-troubles. So far as the writer is aware, little has been written and little is known about its geology and resources. People interested in lead-smelting are, of course, cognizant of the economic importance of the region, but they have not communicated much of their knowledge to the public. Exact figures as to the total output of the district are not obtainable, but the following estimates, covering the entire output of the 15 years during which the mines have been operated, are believed to be approximately correct: Group of Mines. Product. Wardner Group, including the Bunker Hill and Sul livan, Empire State-Idaho, Last Chance, Sierra Nevada, bur d'Alene Development Co... . $17,500,000 Cafion Creek Group, including the Gem, Frisco Con solidated, Granite, Standard, Mammoth, Hecla, Tiger-Poorman, Custer and Bell,.... 35,000,000 Mullan Group, including the Morning, You Like and Gold Hunter,........7,500,000 $60,000,000 This output covers the period of discovery and early struggles, and several periods of stagnation caused by strikes and other serious labor-troubles. In 1900 the output of the district was fully $10,000,000, and this figure would have been considerably increased in 1901 had not a curtailment of production been forced by the condition of the lead-market. In 1901 the product was about 150,000 tons of concentrates, with a gross. value of $8,250,000.

The Mississippi embayment east of the Mississippi River is part of a vast geologic and hydrologic province. The abundance of water available is largely responsible for the agricultural history of the area and is perhaps the key factor in the rapidly accelerating trend toward industrialization. The multiple artesian aquifer systems that underlie the region and the alluvial aquifer along the Mississippi River are virtually undeveloped sources of fresh water in that they are yielding only a fraction of the water available. The potential yield of the 12 aquifer systems is estimated to be about 25,000 mgd (million gpd) of which only about 600 mgd is presently being withdrawn. The amount of water in storage in these systems is about 1600 trillion gal. Ground water having a dissolved-solids content of less than 500 ppm is generally available at depths of less than 1000 ft, and water having a dissolved-solids content of less than 1000 ppm is available in some places to depths of more than 3000 ft. Iron is the most common troublesome chemical constituent in the ground water. Water in varying amounts is also available from streams within the region. The amount of water which originates within the region and which leaves it as streamflow during a year averages about 50 million acre-ft (about 45,000 mgd). An additional 375 million acre-ft (about 340,000 mgd), which originated outside the region, leaves the region as streamflow during an average year. Some streams have considerable flow during periods of no precipitation and the water during these periods generally has a low dissolved-solids content. Large quantities of water from streams and waterbearing sands (aquifers) are available in the Mississippi embayment east of the Mississippi River. Most of the region is underlain by aquifer systems that will yield large quantities of water to wells, making ground water the most readily available source of fresh water. About 90% of the water used in the region is obtained from wells. Streams have been used primarily to dispose of, and dilute, wastes that have been dumped into them. The Mississippi, Ohio and Tennessee rivers, and the lower parts of the Tombigee and Yazoo rivers also serve as a means of transportation. This nominally water-rich region receives from 48 to 56 in. of precipitation in average years and is crossed by several large rivers. The largest, the Mississippi River, is the western boundary of the region discussed in this paper. The economy of the region is basically agricultural, but industry has become increasingly important since World War 11. The diversification and mechanization of agriculture have resulted in a surplus of manpower, most of which is being absorbed by the expansion of industry. Further industrial expansion probably will occur because of the available manpower, natural resources and economical transportation. Increasing demands on available water supplies will be made and the future economic growth of the region will be largely dependent upon wise utilization and management of the water resources.

BLAMEY STEVENS, Nogales, Ariz. (written discussion *).-This subject should be approached boldly from the purely physical standpoint. There are usually many known ways of making chemical deposits of any particular mineral and probably many more ways that are still unknown. With-physical-effects; .however, there-are, in-general, only one or two, or possibly three, ways that will pass muster before the physicist, when he realizes the geological conditions to be harmonized with the physical ones. Let us consider the second way that Mr. Taber describes: "It (the mineral matter transported in solution) may enter along a fracture, bedding plane, or similar passage, and, as it is deposited, force the wall rock apart, thus making room, for the growing vein," because it is the one Mr. Taber chooses for the great bulk of metalliferous veins. By "forcing the wall rock apart" Mr. Taber indicates that he means that the process of crystallization or-solidification of the mineral in the vein forces the walls apart. To prove this, he offers a great variety of geological evidence, which, from the physical standpoint, is entirely superficial. From the geological standpoint the evidence is the best to be had, but it is entirely negative and one single grain of really positive evidence will entirely offset it. General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

Its success in mapping oil structure is due to the unique and definite nature of the depth data obtained. While articles on the principle and results of this method continue to appear in increasing number, there is virtually nothing published about the instruments used in this work. Several years ago, the writer started an experimental and theoretical investigation with the object of determining which characteristics would be best adapted to the problem at hand. As a result, an equipment was developed which has proved its usefulness in a great number of field tests. W. E. Pugh, now with the Empire Oil and Refining Co., joined the writer, in 1931 and 1932, in the laboratory experiments and field tests. In 1933, a paper was written on Certain Instrument and Field Problems in Reflection Seismology, and submitted to the Institute. Y.-In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean and diverse in character, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of ,the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been. splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view representing the best thought of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers.

The furnace in which rimming steel is made has an important bearing on the quality of the steel produced. Furnace.—Particularly in the manufacture of low-carbon rimming steels, it is necessary to have an efficient, easily regulated furnace, because of the relatively high finishing temperature requirements. In recent years, the most important development in design of open-hearth furnaces has been the sealing and insulation of the greater part of the furnace to prevent air infiltration and loss of heat. Efficient, straight-line valves insure proper draft. Combustion controls guarantee correct gas-air ratios. Furnaces of all sizes ranging from 20 to 200 tons have been used successfully in the manufacture of rimming steels. Metal bath is varied from 20 to 40 in. in depth without appreciable variation in quality. Charging.—A normal open-hearth charge consists of pig iron (hot or cold), scrap of miscellaneous nature, and slag-making additions, such as limestone and burnt lime. Because of local conditions, some plants find it necessary to discard the use of pig iron and use some carbonaceolis substances with varying percentages of cast iron to replace the pig iron. It is questionable whether such practice will consistently produce the quality of rimming steel required for auto stampings and other severe drawing requirements. Pig Iron.—An open-hearth furnace under proper control should melt 150 tons of low-carbon rimming steel on about 35 to 38 per cent pig-iron charge basis. The detailed mechanism of rockbursts and other forms of damage due to rock failure in underground mining is as yet unknown. Studies of the energy changes which necessarily occur when an excavation is made underground seem to provide the best understanding of the phenomena leading to rock failure and damage (see Cook 1). It is common knowledge that the damage and rockburst hazard increases with depth and is greatest at remnants and in regions mined in an irregular manner. The rate at which energy is released as an excavation is enlarged provides an objective parameter to describe mining geometry in terms which are significant to studies of rock failure. In this paper, it is shown empirically that the rate of energy release per unit area increase in the size of an excavation is closely related to seismicity and incidence of damage in the mine. Consequently, it is suggested that the energy release rate is an important parameter in the design of underground mine layouts. Observations were made at two mines: the East Rand Proprietary Mines, Ltd. (E.R.P.M.), at a depth of about 9000 ft, and at Harmony Gold Mining Co., Ltd., at a depth of about 5000 ft. At both of these mines continuous recording seismic networks were in operation. (See Cook and Joughin.3) DESCRIPTION At E.R.P.M. the gold-bearing reef dips at approximately 35 degrees and is presently being mined at depths from 8000 ft to 11,000 ft below surface. The rock surrounding the excavation consists of a very homogeneous quartzite extending far into the hangingwall and footwall. The stoping width is approximately 40 in.

THE use of diamonds upon a large scale in drilling rocks, and the substitution to a certain degree of rotary diamond drills for the ordinary steel percussion drills, marks a new era in the art of mining. Since the invention by Leschot of the diamond drill, it has steadily advanced in its utility and range of application, and in the appreciation of miners and engineers. It must be claimed as one of the many gifts of science to the arts ; and it is, in particular, one of the fruits of the scientific education given at the Ecole Centrale, at Paris. Members are all, doubtless, more or less familiar with the construction of the drill and of the machinery by which it is applied in boring. It is, therefore, my present purpose only to direct your attention to some recent marked improvements, made by the American Diamond Drill Company, by which the economy and efficiency of the machines have been increased. Form of Bit. The annular or ring form of the drill-head or bit was, I believe, the earliest; and it is still in use, without essential modification, wherever it is desired to obtain a sample "core" or specimen of the rock traversed. But for mere drilling, regardless of the preservation of a test-core, a solid-head bit is preferred, except for very large holes. Until recently, these solid-head bits were made with a pointed cutting face shaped like an obtuse cone. THE problem, of the crippled soldier in industry is not a problem of war work only; it is a problem of industrial development. As individuals, each one of you is seeking to provide our maimed heroes with such teaching as will render them, in the shortest possible amount of time, productive and satisfied members of the community. As individuals you are interested in the organizations that are preparing to receive these men, to train them and to place them at that work for which they are best fitted. As an organization, it is now your duty to take up the industrial end of the problem, to investigate existing conditions in the industries, to discover where the opportunities for employment lie, and so readjust industrial practice that the cripples may be utilized to their own and the community's good with the least shock to themselves or to the industries, and with the greatest amount of permanent benefit to all concerned. We have divided industrial opportunities suitable for cripples roughly, into three classes. First, such as already exist in the industries, which can be set aside for cripples only, present occupants being transferred to other work for which they can be fitted but which is not suitable for cripple work; second, opportunities in the industrial world that, through changes in the working equipment or tools, or through appliances attached to the cripple himself, can make the cripple a competitor of the sound worker; third, opportunities not existing at present in the industries, but which could be introduced for the good of the community, without placing the cripples into competition with any existing class of workers.

The rates of sulfurization and desulfurization of calcium aluminate, silicate, and ferrite melts by CO + CO2 + SO2 mixtures at 1550°C are reported. It is shown that for melts 10 to 15 mm deep transport of sulfide ions within the melt controls the rate of sulfur transfer. The rate data from shallow melts, i.e., 1 to 4 mm deep, have been analyzed on the basis of a diffusion or a reaction controlled process and indications are that the both processes may play a part in controlling the rate of sulfur reaction. The rates of desulfurization of silicate XVEACTION equilibria between metals, metal oxides, and gases have received considerable attention in recent years. However, the understanding of and aluminate melts increase with increasing PCO2/PCO ratio in the gas stream, the effect being most marked for aluminate melts. The sulfide equilibrium data obtained from the present work are shown to be in accord with the results of previous studies. It is shown that carbon dioxide has a measurable solubility in silicate, aluminate, and ferrite melts. Consideration is given to the partial equilibria which control the directions and the rates of reactions occurring simultaneously in complex heterogeneous systems. the kinetics of heterogeneous reactions, particularly those occurring at elevated temperatures has not been improved appreciably. Almost all the metallurgical reactions occur in heterogeneous systems involving two or more phases. Although in many authoritative text books and original Papers the basic principles concerning the kinetics of heterogeneous reactions are clearly underlined, they are seldom used to the best advantage in kinetic studies, particularly those involving the metallurgical reac-

IN smelting copper, lead, and silver ores, it is scarcely possible in every case to make analyses of the various parcels of ore, with the view of combining these and the fluxes so accurately as to yield, in the furnace, slags of exactly the most favorable composition. This is even more difficult with ores which require previous calcination, or with mattes which have been roasted in heaps. Even in cases where the greatest pains have been taken and the most elaborate calculations made beforehand, it frequently happens that variations in the working of the furnace interfere with the result so much desired. Generally, the practical metallurgist must be content with ascertaining the average composition of his ores and fluxes, making a calculation once for all as to the most advantageous mixture, and leaving slight changes in its composition to be taken care of as it is passing through the furnace. The various products then afford him the best material whereon to base his judgment as to the manner in which his smelting mixture is working. Of course the character of the slag is one of his chief guides, but it is not always possible from its outward characters alone to form a correct judgment as to its composition. Neither would it be possible or practicable to apply chemical analysis for this purpose, as it would be impossible to wait for its results while working a furnace. Abich was, I believe, the first to point out the relation existing between the composition of volcanic rocks and their densities, and to show that, the latter being ascertained, very correct conclusions

In smelting copper, lead, and silver ores, it is scarcely possible in every case to make analyses of the various parcels of ore, with the view of combining these and the fluxes so accurately as to yield, in the furnace, slags of exactly the most favorable composition. This is even more difficult with ores which require previous calcination, or with mattes which have been roasted in heaps.
