My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

(member of the committee)- (communication to the Secretary*).-In the discussion of papers presented at the New York meeting of the Institute in February, 1915, and at the Arizona meeting of September, 1916, I referred to the activities of the Bureau of Safety of the Anaconda Copper Mining Co., and I am now submitting a few thoughts by members of the staff of that Bureau. TORGUS H. OAAS, Safety Engineer, Butte, Mont.-The report of the Committee on Safety and Sanitation has described different organizations and methods of promoting safety work. The effectiveness of these methods would aid the beginner in his campaign for safety in choosing the kind of organization and methods best adapted for his field. This can he obtained only by a discussion by those who have long promoted this kind of work, and have met with successful results. As the field is new, the different organizations promoting safety work have not established a common basis of rating for their fatal, serious and slight accidents, so that it is now difficult to get a comparative basis from which to judge the merits of the different systems. Bureau of Mines adopted, at the beginning, as a basis for its yearly summaries, the number of accidents. per 1,000 men employed, and it is now (quoting from its report for 1915, Technical Paper 168) making the following "classification of injuries:" "Many of the States now have. compensation laws, and in order to conform with their classifications, the bureau's classification of serious and slight injuries for 1915 is on a 14-day (2-week) basis instead of 20 days, as in previous years. The problem becomes more difficult, however, when the curved surfaces or recesses are perpendicular to the shortest axis of the part (Fig. IB). Two processes for molding uniformly dense parts with complicated shapes from powdered metals are described in detail in this paper. Both can be employed successfully by those trained in the art. The first refers to curved parts; the second is especially adapted to parts having one or more recesses or steps. Both methods, as set forth here, are applied under the condition that presents the more difficult problem. For clarity, before description of the two practical methods, the variable factors in molding powdered metal parts will be reviewed, then an idealized procedure will be considered briefly. For iron powder of an apparent density of 3.0, for example, a compression ratio of 2 1/2 : I would be required to produce a compressed compact of 7.5 density; whereas for another iron powder having an apparent density of only I.5, a compression ratio of 5:I would be required to produce the same density. The lower the powder's apparent density, the greater must be the compression ratio for pressing compacts of high density.

Gentlemen of the American Institute of Mining Engineers.—As you well know an application is about to be made to Congress, by the American Society of Civil Engineers, for the appointment of a cornmission composed of persons skilled in the production and use of iron, steel, and other structural materials, whose duty it shall be to test the strength, elasticity, and other quatities of such materials ; not simply the substances used as such, but the members of large structures composed of such materials, of the forms and sizes in which they are actually used. As I understand, the papers that will be read here to-night will have for their object to show the necessity for such tests, and therefore the necessity for the commission asked for. As the representative of the Society of Civil Engineers, I have to thank you, gentlemen of the Mining Engineers, for the great zeal with which yon have taken up this subject, and seconded the efforts of the Civil Engineers; or, perhaps I ought rather to say, initiated the efforts to get a suitable commission appointed to obtain most vitally important information which it is admitted on all hands we do not now possess. In drawing up the memorial to Congress, in connection with some of the ablest and best informed of our Society, and in all the discossions on the subject, I have been struck with the emphasis with which the confession is made, that so little is known of the strength of the larger-sized members constantly used in building structures of the magnitude which the present requirements of the country now demand. DISCUSSIONS of processes for the manufacture of white lead generally open with the statement that white lead is the oldest chemical pigment known to man. This fact is of more than historical interest; in the light of the present extensive use of white lead, ii indicates that the .compound possesses characteristics that make it unique among white pigments, and superior to all ;in its particular field. A greater variety of processes have been proposed for manufacturing white lead than for any other one chemical compound. Only a few of these processes have come into commercial use, however, and a large part of the present production here and abroad is made by the process used in ancient times. The outstanding disadvantages of the old process are that it is slow and laborious, affords no control of the product, and yields at best an impure material lacking in uniformity. Improved processes, sometimes classed all together as "quick processes," have had as their main object the shortening of the time required. Most of them accomplish this and some have yielded a superior product as well, but only two or three are now in use commercially. For centuries the manufacture and mixing of paints has been treated as an art, and the practice has been much influenced by tradition and precedent. There is a reluctance to abandon old materials for this purpose, and as few new uses for white lead have been developed, the adoption of the quick processes has been slow. The electrolytic production of white lead is not-new, a large number of processes and forms of apparatus have been proposed and patented within the past 25 years, all directed toward the, production of white lead, wholly or in part, by electrolysis. One or two of these processes were tried commercially but proved unsuccessful.

INTRODUCTION MANY different shapes of drill bits are in use with hammer drills, but little definite information is available whereby to judge which one of these shapes is the best. The following investigation was undertaken in order to determine what effect, if any, the shape of the cutting edge has on the cutting speed and wearing qualities of drill bits. The bits tested were those in common use, namely, the 4-point or cross bit, the 6-point bit, the Z bit and the "Carr" bit. The rock in which the tests were made was the red granite from southeast Missouri. It is a coarse crystalline granite containing an unusually large amount of quartz and is extremely hard, and on account of its uniform texture is admirably adapted to this work. While tests in other rocks might show somewhat different results, nevertheless it is the opinion of the authors that the relative cutting quality inherent in the shape of the bits would be the same in all rocks. Other qualities, such as mudding freely, freedom from fitchering, etc., might make one bit more desirable than another in softer rocks. DESCRIPTION OF BITS TESTED The 4-point bits were the usual shaped bits commonly made on the Leyner sharpener with 14° taper on the wings and a 90° angle between cutting edges. Some tests were run at 85 lb. pressure with a 4-point bit made with a 5° taper on the wings. This was made by using the Carr bit die. The 6-point bits were the usual shaped hits made on, the Leyner sharpener. The Carr bits were made with a 5° taper and an angle of 100° between cutting edges.

Hunt established a fund which was presented to the Institute at a fitting ceremony-on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules 1 The award shall consist of two prizes first of a gold medal, second of a sum of money, a certificate to accompany each prize The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal 2 The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material

SINCE the discovery of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystalline metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. The methods for making metallic single crystals may be divided into the following groups: A. From the liquid state B. From the gaseous state C. Electrolytically D. 9.1-1. Description and Basic Function. A conventional railroad haulage system for a surface mine performs the function of transporting the ore and/or waste out of the pit to a crushing plant or dump. Trains consisting of a locomotive and gondola or side-dump care suitable for loading by power shovels are used. Gondola cars are restricted to hauling ore as a rotary dumper is required to unload them. Side-dump cars are more versa- tile, being satisfactory for carrying both ore and waste; but because of their additional dumping mechanism they are likely to be more expensive to maintain (12). Also they weigh up to two times as much as a flat-bottom car of the same capacity, and, therefore, fewer cars can be hauled per train. Standard-gauge track is most commonly used. Track systems incorporate temporary track of low quality in areas where moves are frequent and permanent track of high quality on main lines. Rail haulage enabled open pit mining to establish its reputation, for efficiency. Prior to World War II it was the principal type of transportation used in large pits. Other successful surface mine haulage methods have been developed since that time. These have served to supplement railroad transportation, permitting selection of a method that is best adapted to the peculiar requirements of each mining project. 9.1-2. General Applicability and Controlling Physical Conditions. For handling rough rock, the shovel-train system is unexcelled (6). The ideal application is in a physically large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported distances in excess of three miles. If, in addition, a high production rate is to be maintained, railroad haulage will probably afford a lower cost per ton transported than will any other haulage method. Relatively gentle

INTRODUCTION An understanding of the role of water in controlling the stability of rock masses is central for a rational approach to the subject. The presence of water can hinder mining opera- tions in two ways: 1. excessive discharge 2. excessive pressure It should be noted that if the rock mass is very tight, excessive pressures can exist without large discharges. Alternatively, if abundant water is available and the rock mass is open, then substantial discharges can occur under quite small pressures. The problems associated with excessive discharge are usually well understood by the mining engineer. Vehicle mobility is inhibited, some areas are flooded and hence become inaccessible; at best, a costly nuisance exists. The methods of solving these problems are also well-known to mining engineers. They generally involve tapping the source of the excessive discharge and channeling it away in such a manner that any hindrance to the mining operation is minimized. The effects of water pressure on the stability of rock masses are less obvious and the following will be devoted solely to this aspect of the problem. The manner in which water pressures enter into the consideration of stability is made clear by an understanding of the concept of effective stress. THE CONCEPT OF EFFECTIVE STRESS The simplest mechanical model for the problem of rock slope stability consists of a rough, rigid block sliding down an inclined plane under the influence of gravity. This is illustrated in [Fig. 1]. The down-slope component of the weight of the block tends to produce movement which is resisted by the shearing force generated by friction along the base of the block. RECENT research work has shown that coal can be produced, at reasonable cost, from almost all coal-mining districts containing not more than 3 to 8 per cent. of ash. From coal so produced, an abundant supply of coke, suitable for blast-furnace operation, can be made containing from 12 down to 6 per cent. or less of ash. These statements apply broadly to the Appalachian coal belt, including most of the mining districts in Pennsylvania, Ohio, West Virginia, Kentucky, Tennessee, and Alabama. The exceptions will generally be found among those coals carrying a prohibitive percentage of sulfur. Any gravimetric heavy fluid method of separation will effect a reduction in the percentage of sulfur, but this reduction may not be sufficient to produce, from coal unfit for metallurgic use, a product that can be so used. When a large part of the sulfur is in the form known as "organic sulfur, "or is present as very .finely disseminated and homogeneously distributed pyrite, possibly it cannot be eliminated from the low-ash coal produced. When the sulfur exists as pyrite in distinct layers, bands, or nodules, or when it is finely disseminated but is irregularly distributed, often a low-ash coal low enough in sulfur to make good metallurgic coke can be produced from relatively impure coals. It has generally been assumed that the quality of coke on which blast furnaces must be operated depends on the geographic location off the furnace, and that the grade of coke on which a blast furnace must operate is that produced from the best coal obtainable by careful mining; or if the coal is prepared by washing, hand picking, or other means by which the foreign impurities are removed, that the grade of coke on which the furnace must operate depends on what has been termed the "inherent ash" of the particular coal.

4.1-1. Introduction. Open pit mine planning must be correlated to all phases of a mining operation. The factors that must be considered in planning an open pit mine are numerous and must reflect the characteristics and surrounding conditions of a particular orebody. Therefore, only an outline of the subject can be presented here to aid the planning engineer in pointing out procedures that are generally applicable to pit design. The presentation is directed toward the planning of an open pit copper mine, but the procedures discussed should apply in most cases to any type of metallic or nonmetallic orebody. In planning an open pit mine the pertinent elements that must be included are: assays, geology, tonnage and areal extent of ore reserves, topography, mining equipment, economic factors of operating costs, capital expenditures, profit, types of ore, pit limits, cut-off grade, stripping ratio, rate of production, pit slopes, bench heights, road grades, ore metallurgical characteristics, hydrological conditions, property lines, and marketing considerations. 4.1-2. Sampling. Sampling must be adequate to classify the various materials to be removed from an open pit mine. Drillhole assays are plotted on sections and plan maps with ore and waste blocked out by selected bench intervals. These maps are prepared to depict the geological and other conditions existing on each mine level. The confidence factor to be applied to sampling and the resultant assays values must be given careful consideration. In uniformly disseminated de- posits, the confidence factor will approach unity. For widely fluctuating values, the average assay values should be discounted somewhat, the degree depending upon such factors as drillhole spacing. Such samples, at best, represent a very few pounds for hundreds to thousands of tons of ore

PROBABLY no battleship of any great power save Japan could long remain in. the Pacific Ocean tinder present conditions, were it to depend for fuel supply on the hitherto developed coal or oil resources of any part of the adjoining lands in either hemisphere. This statement does not overlook the important but not inexhaustible oil fields of California, the bunker coals of British Columbia, nor the coals accessible and mined adjacent to Chinese water-ways. For both naval and merchant ships, however, modern practice seems to require high-grade Welsh or Pennsylvania bituminous even at great expense for transportation. Otherwise, we should not see British ships bunkering Welsh coal at Singapore nor the United States establishing a store of Pennsylvania coal at its naval base at Pearl Harbor, Hawaii. Compared with Atlantic coals, the best Miike and Nagasaki (Japanese) bunker coal, the Kailan coal of China, and the Welling-ton and Nanaimo coals of British Columbia, are dis-tinctly inferior, as one can soon learn from the chief engineers on Pacific liners. In addition to the coal used for steaming and bunker purposes, it is of increasing importance that an adequate supply of coking coal for metallurgical purposes should be made available at reasonable prices at industrial centers on the west coast of America, and at Japanese and Chinese coastal cities. The use of Chinese coking coals for smelting the iron of the lower Yang-Tse deposits is by no means so satisfactory as could be desired, while the poor quality. of Japanese coals for coking purposes is well known. If Russia, as seems not improbable, is to become a power on the Pacific in the course of the next few decades, she will doubtless develop an iron and steel industry in the Maritime Province, where an adequate and accessible supply of iron ore will necessitate a supply of coking coal.

To modern civilization the platinum metals are of inestimable value. Their distinctive properties, both physical and chemical, render them indispensable in an age in which the processes of the laboratory are becoming an essential part of the daily life of the world. Generally, their function, though vital to particular processes, is not spectacular, and so remains unknown to all except the operators. EARLY METHODS OF MANUFACTURE The properties of platinum were recognized as of prime importance for scientific work at. a very early date, probably between 1750 and 1760. The difficulty of making articles from it seemed almost insurmountable, because no means of attaining the temperature necessary to melt it were known at that time. It is true that solid platinum could be obtained by fusing the metal with a more volatile metal such as arsenic, which was subsequently driven off by baking, but such a method, at its best, would give only a very brittle product, which was totally unsuitable for the purposes for which it was intended. Little, if any, progress could be made until it was discovered that platinum sponge, heated to white heat and hammered in an iron or clay mold, would metallize and retain the shape of the mold. This was a process that could not be wholly satisfactory but from it developed the method of pressing the sponge in a mold and forging it at white heat into wire or sheet. At present a somewhat similar process must be used for fabricating articles of tungsten, molybdenum and other metals of high fusing point, as with these metals we face today the same problems that the scientists of the eighteenth century encountered with platinum, but possibly the next significant advance in the metallurgy of these metals will be the devising of means to melt and cast them.

I. M. & M E.: The annual business meeting and election of officers will take place at the University Club, Wednesday, May 28th, 1930 at 7 p.m., at the Silver Meeting Dinner. The Nominating. Committee for next year's officers have proposed the following names: Chairman, Robert Wallace; Vice-Chairman, G. W. Crane; secretary, C. T. Van Winkle, Other nominations can be made at the meeting. Utah being the leading silver producer of the United States, constructive suggestions regarding the silver situation will be made at this meeting which are new and of general interest to the members. The speak¬ers will be followed by a Round Table discussion of the silver situation and proposed remedies. Speakers will be - W. M. Ferry, President of the Silver Producers' Association, 'Recent developments in the Silver Question'.. Senator Frank J. Cannon, 'The Cannon Plan'. George W. Snyder, 'The Manufacture of Sterling Silver.' Discussion by J. J. Beason, G. W. Crane, J. 0. Elton, J. W. Wade and others. Members of the Conference on Copper Reverberatory Smelting are invited to be present. Chairman J. A. Norden will preside. C. T. Van Winkle, Secretary. Dinner will be $1.50 per plate." The next subject is "Boilers: Proper construction of, so as to secure best utilization of heat from gases, and facility in removing dust and clinker with minimum losses in operation." Who is particularly interested in that subject? The type of boilers is practically a standard practice now. I do not know of anybody that is using the tandem system now. No one is building a plant with a tandem system in it.

The war caused a demand for enormous quantities of high-grade zinc, which were not available and could not be produced from pure ores in sufficient amounts and in the time required. Redistillation of virgin spelter on a large scale was practiced to supply this demand; this paper gives a full description of the process used by the Oklahoma smelters of the Bartlesville Zinc Co. As the redistillation of zinc has become of historical interest only, having been superseded by the electrolytic process, it was deemed advisable to give expression to this phase of the metallurgy of zinc that, in the past, had never gone beyond laboratory experimentation. THE grades of spelter demanded by the consuming industries were not definitely established until the American Society for Testing Materials undertook to fix specifications, based on the varying percentages of the common impurities (lead, iron, and cadmium) as follows: TOTAL, NOT LEAD, IRON, CADMIUM, OVER. PER PER CENT. PER CENT. PER CENT. CENT. A. High grade 0.07 0.03 0.05 0.10 B. Intermediate 0.20 0.03 0.50 0.50 C. Brass special 0.75 0.04 0.75 1.20 D. Prime western 1.50 0.08 The question which grade was the best for certain purposes and why was left unanswered. The conservatism of the zinc-smelting industry and the unwillingness of the spelter-consuming industries to engage in research work prevented the full benefits being obtained that such standardization promised. The custom smelters, producing spelter in pigs or plates, found it impossible to adhere closely to the established limits on account of the variety of ores treated; and the smelters with long-established and known brands, or those manufacturing their metal into marketable products, like sheet zinc, did not have to abide by the newly established grades based on chemical percentages.
